Distinguished guests ladies and Gentlemen. As many of you know, before I became a Labour Member of Parliament, I had an unusual career path for a politician, in that I spent quite a few years working in the business community. In other words, I was mainstreamed before I was institutionalised. Given that some of this time was spent working for the then Macraes Mining Company Limited, now Gold and Resource Developments NL, I feel that I may have a perspective on how things are seen, on both sides of the fence. In terms of public perception and esteem I am not sure which career option was the step up and which was the step down. So far what I have found very familiar, is that in both roles there is a gulf between the reality and the perception of that reality - a gulf that is both huge and hard to bridge. I think it is a point worth making here amongst another busy industry cluster, that we can all too easily get so embroiled in the day to day activities, that we lose sight of how this might look to those running on a different treadmill. I can still remember scratching my head at the beginning of some days, as I worked to get new mining projects started that I knew were going to bring real jobs and economic benefit to New Zealand, but ending the day feeling like I may instead have been proposing bringing back both strip mining and slavery. If I learnt one valuable lesson out of that time it was this: .... mining has become so publicly demonised on the road to ecological nirvana, that even attempting a lucid dialogue on mining issues, with some, is incredibly difficult.

The Resonant, or as it has more commonly come to be known the 'Sonic' Pile Driver, dates back to the early 1960's, when prototypes were produced by Charlie Guild, of Providence, Rhode Island, and A1 Bodine of Los Angeles, California, these were later to be developed into the unit known as the BRD 1000. Based on this initial work, the Shell Oil Companies of Sonico and The Resonant Pile Corporation, produced and operated 30 of these BRD 1000 machines, which were used throughout the U.S.A. and Canada on a wide range of foundation projects. Subsequent to this, Raymond International and G K N, of England, operated units on programs; the G K N units being of slightly modified configuration. In 1973 Hawker Siddeley Canada Ltd., acquired the license for the Pile Driver and related systems with the intent of promoting the use of the machines to install support pilings on the Alyaska Pipeline Project, but this did not materialize due to problems with the oscillator. After radical redesign and field testing of the oscillator system the unit was employed on a number of test projects principally in Northern Canada and Alaska.

The National Mining Hall of Fame will induct five mining greats on Saturday, Sept. 17, 2005 at the Museum Convention Center in Leadville, CO. The 18thAnnual National Mining Museum and Hall of Fame Induction Banquet will begin with an open house and reception at 5:30 p.m., followed by the dinner and program at 7 p.m. The five inductees are Nathaniel Peter Hill, John Munro Longyear, John McDonald, Julius Eckhardt Raht and John Dennis Ryan. Nathaniel Peter Hill (1832-1900) built the first successful smelting operation in the Rocky Mountains in1867 at Black Hawk, CO. From 1879 to 1885, he was a U.S. senator. He also taught courses at the Colorado School of Mines.

The waters used to waterflood the Wilmington oilfield were studied by the Bureau of Mines, in cooperation with the city of Long Beach, Calif. Increases in the pressure of the injection wells indicated that they were being plugged by materials suspended in the waters. This study was made to identify the suspended materials, determine their origin, and find methods of preventing their formation. The suspended oil-coated materials were iron sulfide, barium sulfate, calcium carbonate, clay, and sand (or silica). Results indicated that the sulfide, which was as high as 90 milligrams per liter, was the product of sulfate-reducing bacteria. The injection of ocean water increased the sulfate content of the waters in the petroleum reservoirs from 3 to 250 milligrams per liter, thereby furnishing sulfate for growth of the bacteria. The waters were supersaturated with barium sulfate. Laboratory tests showed that sulfide could be removed from the waters by adding iron at a cost of 1 to 2 mills per barrel. The solubility of iron sulfide and calcium orthophosphate in the injection waters was also determined.

Performance of tunnel boring machines - usually expressed in terms of penetration per revolution - is determined by relations between machine thrust and torque, head diameter and rock strength. It can be shown that for a given machine power and head diameter there is only one rock strength at which the machine performs optimally. In weaker rocks the available torque limits performance and in stronger rocks, the available thrust. Performance data shows that, historically, machines have been designed to cut weaker rocks. Optimization of thrust is required to improve performance in stronger rocks.

This report summarizes the work performed on Bureau of Mines Contract J0199106, "Portable Trailing Cables, Splices, and Couplers - Design and Installation Considerations," from May 1, 1979 until December 31, 1981. Splice installations and considerations for the possible use of conductive-rubber shielding in low-voltage trailing cables as well as coupler installations in high-voltage cables were the principal tasks. Flammability measurements on cable components and general testing facilities for mine electrical equipment were secondary tasks. Theoretical and empirical data indicate that conductive rubber with high resistivity values is an unsatisfactory shield design for current-sensing fault detection. Elimination of partial discharge in coupler installations requires meticulous care.

INAP was formed in 1998 by a number of major mining companies, with a view to sharing acid rock drainage knowledge and experience, and to coordinate global research on the management of sulfidic mine wastes. INAP is now moving to further strengthen its global role by networking with regional organisations that are active in the area of ARD, including MEND 3/NEDEM 3 in Canada, the ADTI in the USA and ACMER in Australia. The INAP-Regional Organisation partnership will be formally launched at the 6th ICARD.

1.1 The parties agree to submit all claims, disputes or controversies arising out of, or in relation to, the interpretation, application or enforcement of this agreement, including dispute resolution procedures, to sequential mandatory discussion, mediation and arbitration for resolution of all disputes before, and as a condition precedent, to self-help, arbitration, judicial action or other remedies. This mandatory procedure will resolve each dispute within one-hundred (100) calendar days. Any deadline falling on a federal holiday or weekend will be the next working day. Breach of this disputes process shall constitute a material breach of contract for which the aggrieved party may recover all costs, including attorneys fees, interest and other expenses necessary to resolve the dispute through litigation. The obligation to discuss and then mediate and arbitrate covers all disputes arising from every aspect of the Project to be built by the owner, including, but not limited to, design, engineering, bonding, indemnification, labor, material and services, and the acts or omissions of any related party for whom a party to this agreement may stand responsible.

National Institute for Occupational Safety and Health re­searchers conducted a study to investigate the human response issues related to wearing a self-contained self-rescuer (SCSR). The goal was to develop training to educate miners on what they could expect from their units during an escape. Subjects included miners who had experience wearing SCSRs, manu­facturers, and researchers. Results identified nine key areas of concern: (1) starting the unit, (2) unit heat, (3) induction of coughing, (4) unit taste, (5) difficulty in breathing while wearing the unit, (6) quality of the air supplied, (7) nose clips, (8) goggles, and (9) the behavior of the breathing bag. In addition, researchers reviewed the literature on human response under duress. This article describes the expectations training program, which comprises the findings of the SCSR study and what is known about the normal human response in an emergency. The authors present background on SCSRs and the SCSR switchover procedure mandated in the recent federal Mine Improvement and New Emergency Response Act of 2006, which provided the impetus for the expectations training. In recognition of the need for a portable low-profile hard rock crusher, the Bureau of Mines sponsored the development of such a unit capable of moving up as the face advances. By allowing primary ore reduction at or near the mine face, the advantages of conveyor haulage From the face as demonstrated in soft ore and coal mines, could be realized for hard rock Brines as well. This report presents the results of a development and testing program for such a portable low-profile crusher, designed by Eagle Crusher Company and called the M44. The unit has an extremely low vertical profile considering its size and capacity. The crushing jaws, which form the crushing lumber, are inclined, with the lower jaw mounted for eccentric movement relative to the stationary upper jaw. This provides efficient crushing while also forcing material through the crushing chamber. As a result, the inlet feeder can be disposed horizontally. To facilitate correct processing of different materials, the size of the discharge opening and the action of the movable crushing jaw are variable. The unit also incorporates a feeder hopper and discharge conveyor that provides for efficient ore handling through the machine. Tests demonstrated the M44 Crusher's high capacity, efficiency and reliability. During testing, it crushed over 120,000 tons of materials of up to 32,000 psi compressive strength at production rates in the 200-350 tons/hour range. The unit operated smoothly under simulated low-headroom conditions, and Proved readily transportable.

A proper management system of coal mine methane gas associated with underground mining activities is essential for the mine safety due to its nature of explosion. Optimum design of the mine ventilation and gas drainage need accurate prediction of gas flow rate emitted by mining activities. Permeability to gas, which is affected by stress conditions of surrounding rock mass, governs the emission rate of the gases. JCOAL has developed a three dimensional FEM simulation program named Mine Gas Flow 3D (MGF-3D). MGF-3D is designed to predict the volume of methane gas emitted from surrounding coal and rock seams based on stress distribution and permeability change which are determined by 3D stress analysis. In MGF-3D, stress change and/or expansion of fractured zone affected by mining is calculated at the first and then gas emission into roadways and longwall panels under the determined stress conditions is calculated using Darcy’s law. MGF-3D also can set up a number of pre-drainage holes and estimate drainage gas volume from each hole. This function makes MGF-3D remarkable program. These simulations for gas emission can contribute to mine gas utilization plan. Comparison between actual measurement of gas emission in the underground mine and simulation results has been performed and availability for the mine safety and problems with MGF-3D are discussed in this report.

Fluctuating SO2 gas streams represent a difficult task for designers of SO2 removal systems (with respect to designing the plant), but in spite of the designers great efforts to solve the problems, the operation of such plants requires much care and attention. A fluctuating gas flow usually results from metallurgical smelting processes. Both gas composition and gas flow rate may vary. The first part of this paper outlines some existing technical solutions and presents the Pros and Cons of the different solutions. These solutions outline are: - Sulphuric acid plants operated with a preheater permanent in operation - Sulphuric acid plants with concentration increase of SO2 gas either using regenerative SO2 removal or cryogenic partial condensation of the SO2 - Sulphuric acid plants with additional burning of sulfur to increase SO2 content - Single-stage sulphuric acid plants followed by a tail gas system (which is) designed for periods of low SO2 input In the second part, this paper describes some existing technical solutions for removal of SO2 at low concentrations (i. e. less than 0.1 - 2 %-by volume), which could be used as tail gas treatment system for acid plants. While selecting an appropriate solution, special attention should be given to operating costs, which usually to a large extend depends on the type of absorption agent and the costs for disposal of the sulfur compound produced.

An overall summary and the individual reports of eight workshops to determine research and development needs in western mining ore presented. Problem areas are identified, and recommendations regarding priorities, funding sources, and prime movers are made. The objective of this contract was to identify research and development needs for advancing mining technology as well as health and safety measures for western U.S. Surface and underground mining. This was accomplished by convening a series of workshops where problems could be thrashed out by producers of trona, uranium, open pit copper, underground salt (from the Midwest and New York), underground metal and nonmetal, etc. In addition to problems, future priorities, funding, and the desicion as to who should be the prime mover on R & D were discussed.

Big Creek Tunnel 2, constructed in 1912, is located in the Sierra Nevada Mountains of California, east of Fresno. It is horseshoe and circular shaped with a 3.6m (12ft) diameter and extends 6.6km (4.1mi). Historically, tunnel performance suffers from highly jointed rock and low cover. In 2003, leaks were observed surfacing through outcrops of highly jointed graniodiorite, and subsequently investigated by visual inspection, joint mapping, ground penetrating radar, and a water-tracing survey. Several grouting targets were identified as a result of these investigations. Cement grouting was used to fill void spaces, broken rock and open joints expected to exist behind the concrete and steel liners. Project work consisted of grout hole drilling through the existing concrete liners, and grout placement through squeeze packers supplied by standard grout hose and portable grout plants. Grout pressures were typically 20?30 psi. Grouting was completed in 16 days with a total of 1,550 sacks of Type II/III grout placed at the three likely leak source areas. No grout was observed exiting the tunnel and the leak was stopped.

The best method to minimise disturbances from traffic to the neighbourhood and in Urban is probably to go underground. For obvious reasons this will cause vibrations, noise and other environmental effects which need very strict regulations and quality assurance in order to complete the work successfully. One project is “Southern Link”, a part of a ring road system. The system of tunnels includes 16 kilometres of tunnels right beneath the south part of the city of Stockholm. At least 20.000 people will be or could be affected by different kinds of disturbances and pollution such as vibrations, noise, gas and groundwater. Another project is the “Arlanda Link”. A new railway with three stations has been built under the existing and running to Arlanda airport with its terminals. Authorities have carefully judged these projects, which cause complaints from neighbours due to disturbances. The blasting operations are professionally managed by the contractors and controlled by consultants to keep the regulations according to the Swedish standards, which are well described in the tender documents by risk analysis and technical descriptions. In spite of that, one conclusion is that it is not always possible to go underground without exceeding stipulated regulations with existing technique. A floating gold dredge operating in coarse alluvial gravels of the Grey River on the west coast of the South Island, New Zealand, generated high concentrations of clay and colloidal particles in the dredge pond, which entered the groundwater system. Sampling was carried out at depths down to 20 m and it was found that variation of the length of the flow path occurred because of the movement of the dredge towards the piezometers. The alluvial gravels, the suspended sediments, the groundwater system and the water chemistry were all studied. Sediment concentrations were found to be highly variable with depth, but the relative concentrations in the depth profile were generally consistent as the flow distance shortened. The sediments were extremely fine and travelled further through the gravels than predicted. Comparison of field results with the available theory of deep filtration in clean beds of porous media gives some basis for estimating the behaviour of fine sediments in other alluvial systems
