Next year marks the tenth anniversary of the Surface Mining Control and Reclamation Act (SMCRA). As the U.S. coal industry scrambles to cope with serious economic difficulties, it is appropriate to examine some other difficulties that have their origin in certain provisions of that ten year old law, and that bear directly on the economic viability of surface coal mining in the west. This paper focuses briefly on three technical issues in the reclamation of surface coal mines in arid regions, and suggests that innovation can resolve these issues. The coal industry operates within a narrow legal context, defined in 1977. In enacting SMCRA, Congress listed among the purposes of the Act ?... to...strike a balance between protection of the environment, agricultural productivity and the Nation's need for coal as an essential source of energy." I maintain that such a balance has never been struck, particularly with regard to the reclamation of mines in the west. One reason is that when SMCRA was enacted its supporters were aware of uncertainties about the potential for successful reclamation of western surface mines. Over the intervening years, as a recent Congressional study report (OTA, 1986) points out, "...the risks these uncertainties may pose to the long term success of western reclamation have been reduced significantly." Unfortunately, SMCRA's enforcement agency, the Office of Surface Mining (OSM) has not yet recognized this fact, and the western coal industry is paying the price.

"As a part of the United States Department of the Interior program for the development and use of Alaska raw materials, the Bureau of Mines is conducting an investigation of deposits f nonmetallic minerals accessible to the Alaska Railroad for use in building materials in the Alaska Railroad-belt area. The results of the investigations, to date, indicate that raw materials for the production of brick products are in plentiful supply as clay in the Anchorage area, as fire clay at Sheep Mountain, and as shale in the Healy Creek coal formations near Healy, Alaska.Shale for the production of lightweight aggregate or Haydite occurs near mile 67 on the Glenn Highway, and preliminary tests give excellent results. Physical tests are new in progress on commercial-size concrete building units made with this aggregate. Another shale deposit in the same formation was located at mile 16 on the Matanuska Branch of the Alaska Railroad, and preliminary tests give comparable results.Natural lightweight aggregate in tree form of pumice and pumicite occurs in Katmai National Monument and has been used with excellent results in lightweight-building units in Anchorage and Fairbanks. These deposits will be investigated in more detail by the Bureau of Mines during 1952.One small perlite deposit near Healy, Alaska, showed excellent expanding properties, and the product compares favorably with commercial perlites being used in the States for plaster and concrete aggregates. Additional investigation by the Bureau of Mines to delimit the known occurrence and, if possible, discover others were planned for the 1951 field season.The pumice from Katmai National Monument also was considered for use as a pozzolan in pozzolan-portland concrete. Tests by the Bureau of Reclamation indicate that the pumice sample submitted by the Bureau of Mines would be satisfactory in strength development but is not outstanding. Natural activity is good and is greatly improved by calcination at 1,4000 F. Water requirements and shrinkage also are satisfactory. However, the material is ineffective in reducing expansion owing to alkali-aggregate reaction; and, if reactive aggregate is used to make concrete, it would not insure against excessive expansion. An attempt will, be made during the 1952 field season to delimit pumicite deposits along the Alaska Peninsula more amenable for use in pozzolan-portIand concrete.Because the Railroad belt has such a rigorous climate, insulation for new construction is of prime importance. Luring the Bureau of Mines, investigation of building materials all samples were submitted for chemical analyses as possible sources of raw materials for the production of rock wool, one of the best insulation mediums. Four areas having deposits of the required constitu¬ents were located as follows: Anchorage area, with Potter limestone and argillite; Cantwell-Windy area, with limestone and shale; West Fork of the Chulitna River area, with limestone and agrillite; and Homer-Seldoyla area, with Seldovia limestone and Homer clay. It was planned to take bulk samples of these formations and submit them for testing during the 1951 field season."

"Niobium or columbium, as usually called in North America is becoming a more and more important metal in the industrial world because of its attractive properties.Eventhough discovered in the early nineteenth century, it was not until the 1930's that its use became more widespread. The discovery of large commercial deposits in the late 1950's and the demand of industry for steel with high strength and toughness further promoted its use. To assure its adequate supply new or-e processinr technologies had to be developed. So, beside the traditional gravity concentration, the flotation process was employed for the partial upgrading of pyrochlore concentrate at S8ve (Norway) plant in 1953. The flotation process was equally used at St-Lawrence Columbium plant in the province of Quebec, Canada. The new plants at Araxa and Catalao in Brazil and at St-Honore, Canada, which supply almost of all niobium used today in the non-Communist world, also adopted the flotation process. The processes using long chain aliphatic rnonoarnines, diamines or sulfonates as collectors proved to be difficult especially on weathered types of ores or on those having a substantial content of silicate gangue minerals. They almost completely failed in case of alkaline intrusive rocks as syenites, nepheline syenite, ijolites and pyroxenites, composed almost entirely of silicate minerals. A lot of effort was devoted all around the world on research of new, more efficient flotation processes. So in 1982, Les Services T.M.G. Inc. (Niobec), sole producer of pyrochlore concentrate in North America, developed the direct pyrochlore flotation process from carbonatites. In 1983, at about the same time, the Quebec Department of Natural Resources Laboratories and Les Services T.M.G. Inc. announced a successful recovery of niobium Minera1s from a low grade nenheline syenite ore."

Although not immune from the problems affecting the U.S. economy generally, the mineral industry in 1991 contributed nearly $300 billion in the value of processed materials of mineral origin. Supporting this contribution, the Bureau of Mines continued the research and analytical programs highlighted in this annual review. Featured in 1991 were such relatively new programs as minewide monitoring applications in ground control and advances in processing of ceramics and composites, along with more traditional research into health, safety, and mining technology, minerals and materials science, and environmental technology. Under Bureau sponsorship, a National Minerals Policy Forum brought together some 200 executives from industry and Government concerned with minerals policy to begin a dialogue on developipng a policy statement on current minerals issues. A major feature of the forum was the keynote address by Secretary of the Interior Manuel Lujan, Jr.

The author discusses the promising future of the use of pipelines for transportation of ore slurries over long distances, citing existing installations. Various criteria and factors affecting the use and size of pipelines are considered. Among the factors influencing the use of pipelines are particle size, specific gravity, abrasiveness, minimum velocities, and pumping considerations. Long-distance transportation of solids by hydraulic pipelines holds the promise of great economic benefits. Today within the confines of most mineral processing plants, the moving of solids about in slurry form by pipeline is commonplace, since the method offers great advantages when conditions are suitable. Yet, this method is surprisingly slow in being adopted on a broad scale for transportation of solids over long distances (arbitrarily the term will be applied to one over five miles long). This is especially surprising in view of the successful realization in this country within the last five years of two daring ventures in long-distance solids pipelines. A 72-mile long, 6-in. diam pipeline of the American Gilsonite Co. has been satisfactorily transporting 700 tpd of gilsonite from the mine at Bonanza, Utah, to the processing plant at Grand Junction, Colo., since April 1957. The 108-mile long 10-in. diam pipeline of the Pittsburgh Consolidation Coal Co. has been transporting about 4000 tpd of finely crushed coal from the mine at Cadiz, Ohio, to the Eastlake power plant of the Cleveland Electric Illuminating Co. on Lake Erie since January 1958. However, besides two projects in the operations of The Anaconda Co. there have been hardly any other significant solids pipeline developments in the minerals industry during the last three years. The two projects are the 14-mile long, 6-in. diam copper concentrate gravity pipeline at Anaconda's El Salvador project in Chile which has been transporting about 800 tpd since January 1959. The second is a 16-in. diam tailings pipeline at the Anaconda Reduction Works, Anaconda, Mont., designed to transport about 20,000 tpd of deslimed flotation tailings for dam building. This pipeline, which is currently undergoing tryout tests and which will be about seven miles in length, will have a maximum of three 20-in. rubber-lined centrifugal pumps in series at the starting point, each developing a maximum of 100 ft of head, to supplement gravity. It is the writer's opinion that the major reason for the hesitation in considering pipeline operations is confusion due to an inadequate understanding of the basic physical principles affecting the slurry flow process by many engineers in the industry. This in turn begets an attitude of fear and trepidation instead of confidence on the part of many management executives, which leads to a minimizing of the advantages and exaggeration of difficulties when considering the possibility of a long-distance solids pipeline. The promotion of better understanding and consequently the promotion of greater confidence in the potentials of long-distance solids pipelines when conditions are suitable is thus the main purpose of this article. To this end, after considering several examples of the possibilities for solids pipelines in the minerals field, the relative significance of the major factors affecting pulp flow, and some major aspects of slurry pumping will be discussed on a general qualitative level. Then a brief outline of the semi-empirical quantitative methods developed to date for estimating slurry flow behavior will be presented. SOME POSSIBILITIES To give an idea of the magnitude of the possible economic benefits, it should be interesting to mention briefly some of the projects currently under consideration and to suggest some likely future possibilities. At Anaconda's El Salvador Project in Chile (Fig. 1) it is eventually planned to extend the existing 14-mile pipeline by another 60 miles to bring the copper concentrates down to the coast of the Pacific Ocean. The 1981 Review: In the late 1970s there was an upsurge of interest in the prospecting and mining of this countryÆs mineral resources. That upsurge of interest was accompanied by a mounting public concern over the damage mining operations might do to the environment. Concern was also expressed about what some people perceived as inadequacies in the legislation which regulates mining and the grant of mining privileges, and inconsistencies in the relationship of that legislation to other legislation regulating land use and the use of resources.

A discrete fracture network (DFN) approach involves numerical modelling that explicitly represents how defects may be spatially distributed through a rock mass. A DFN is a 3D realisation of the ‘smaller scale’, non-deterministic defects; it is not an attempt to model larger, deterministic structures that should be identified as part of an engineering geology model. The approach utilises structural data in stochastic analyses to give a range of possible models that provides a tool for visualisation and analysis of a rock mass and indicates the potential large-scale slope or tunnel performance and stability.Stochastic fracture modelling for rock mass characterisation has significantly advanced over the past 25 years. With recent improvements to field data collection and computational power, it has become recognised internationally as a valuable tool for modelling some geomechanical problems encountered when designing excavations in fractured rock masses.This paper provides an introduction to the DFN approach, particularly the necessary input parameters and derivation of these from typical structural data sources, such as boreholes or scan line mapping. The Upper Devonian Kettle Point black shale of southern Ontario is poorly exposed. Structural maps pre-pared from the data of numerous wells show that the upper surface of the formation has low regular relief, and that the lower surface reflects domes in the Middle Devonian and also local subsidence of the Devonian rocks due to solution of salt in the Silurian Salina Formation. The appearance of minor amounts. of marcasite, pyrite, and calcite, m that order, as interpreted from the evidence of concretions from the type locality at Kettle Point is thought to have been influenced by a rise m the pH within anaerobic sediments preceding compaction.

Many bituminous coal-mining companies have inaugurated extensive safety programs, but the failure to have approved or permissible equipment or safe practice in only one part of a mine has resulted in disaster. The necessity of using only equipment bearing the U. S. Bureau of Mines approval plate is emphasized by the fact that many accidents are the direct result of carelessness on the part of trusted employees using non-permissible equipment. A concrete example is found in the case of an explosion on October 26, 1926, in a mine in the Pittsburgh district, Pennsylvania. Story of the Explosion At about 10 o'clock on the night of the explosion an examination was made in No. 2 butt left and parallel off No. 14 north, and was found to be clear of dangerous accumulations of gas. (See figure). Several hours later a crew of two men brought a self-propelling rock-dusting machine within 50 feet of the face of No. 2 butt parallel before they examined for gas. The machine operator found an accumulation of explosive gas about 13 inches from the roof. He began to wave his arms thoroughly mixing the gas and air. Undoubtedly a highly explosive mixture was created, and as the men attempted to run the machine back to fresh air as explosion occurred.

More than a few discussions are taking place these days among management economists seeking a way out of the dilemma of lower productivity vs. higher labor costs. Most suggestions would be illegal under present antitrust laws. Otherwise interindustry cooperation could be used to divide up some of management's tasks. Or price structures might be tuned to the special machinery and skills of some plants. Both remedies would be under attack almost immediately. There is one other remedy that is getting lots of attention: some form of compromise between management and labor to phase out no longer needed work practices that unions insist shall be retained. Railroads are the national industry suffering the most from this disease, still known as "featherbedding," an epithet coined by the railroaders themselves.

"New England" and "granite" if not synonymous are at least associated terms. Where there are granites that are not deeply eroded there are usually pegmatites, the most erratic of rocks, and of them New England has a full portion. Many of the New England pegmatites contain the rare alkalis - lithium, rubidium, and cesium. however, the same in homogeneity of the earth's crust that has made the New England pegmatites unusual, in that so many of them contain the rare alkalis, has likewise made the distribution of the rare-alkali minerals sporadic even in those pegmatites, and most contain only enough to furnish collectors with more or less ornamental and uncommon minerals. New England has long had numberless collectors of minerals, and the mineralogists of its various schools have published many papers on the pegmatitic minerals, including those of the rare alkalis, but none of the papers have dealt with estimates of quantities. In this paper we have tried to place the emphasis on quantity rather than on mineralogy.

Electronic waste (e-waste) is a collective name given to discarded electronic devices such as Television, Cellular Phones and Personal Computers. Among the heterogeneous metals present in the e-waste are the base metals: copper, aluminium, nickel, tin, zinc, iron and precious metals: gold, silver, palladium, platinum apart from several hazardous and halogens metals. Hence there is a need to recover these metals from electronic scrap by recycling and then re-use, which can meet large amount of metals demand. Hydrometallurgical processing was employed for the recovery of metals from television printed circuit board (TV PCB). Different lixiviants such as hydrochloric acid, Sulphuric acid, and nitric acid were used to understand the dissolution behavior of copper, iron and lead present in the TV PCB. Effect of increasing concentration of nitric acid was also studied. Selective recovery of tin over 95% in the form of tin oxide was precipitated. The precipitated tin oxide was identified by X-ray diffraction technique. Tin oxide of purity more than 99.9% was obtained.

This paper is based on observations made during a recent visit by the writer to three of the dust research laboratories .in West Germany, each .of which is mainly concerned with studymg the composition and character of the respirable dust produced in mines or at industrial sites. The three institutes are discussed as regards their orgamzat10n and duties, their methods of dust sampling and analysis, and recent trends in research and development. An extensive bibliography completes the paper. Introduction A RECENT trip to Europe to attend international conferences m Austria and m Belgium gave the writer the opportunity to visit a number of research laboratories and mines in Western Europe. The visits to the dust research laboratories in West Germany are the basis of this report. In Germany, cooperative associations formed prior to and since the turn of the 20th Century to promote the safety and welfare of their workers have recognized the effects of airborne dust on the general health of the labour force.

While the income tax changes are taking shape, much work still needs to be done on the sales tax side of the coin.IntroductionOn December 16, 1987 Finance Minister Michael Wilson tabled measures to implement the changes to Canada's income tax system that were proposed in the June 18, 1987 White Paper on Tax Reform. The measures were set out in a Notice of Ways and Means Motion; draft legislation relating to preferred shares, research and development expenditures; and draft regulations regarding capital cost allowance, certified films, flow-through shares, and the resource sector. The reaction of the government to the recommendations made by the Finance and Economic Affairs Committee Report on Tax Reform (the Blenkarn Committee), the Report of the Standing Senate Committee on Banking, Trade and Commerce and through consultations with interested groups and organizations, business, labour and individual Canadians is set out in a booklet of supplementary information.The basic features of the reformed income tax system set out in the White Paper remain. However, a number of significant changes have been incorporated in the Notice of Ways and Means Motion and other material. The following comments address those area s where changes have been made to the original White Paper proposals."

"INTRODUCTION The future of oil production in the part of the Appalachian region included in southwestern Pennsylvania; West Virginia, and southeastern Ohio is directly dependent on the maintenance of existing wells. This report presents an analytical study of the methods used in oil-well reconditioning in this area. The study is part of a research program designed to evaluate those means of stimulating oil production that can effectively and economically maintain present oil-production rates and make it possible to keep existing wells in operation. Well-reconditioning work was curtailed during the war; therefore, an abnormally large number of wells in the Appalachian Region is now in need of repair. Because the lubricant content of Appalachian crude: oils is high and the refined lubricating oils an; particularly suited to use in high speed, high-temperature engines, the demand for these crude oils during the war exceeds, the maximum rate of production obtainable under wartime operating conditions. Increases in operating, expenses, inability to meet war-time reconditioning costs, and inflexible price structures caused the abandonment of an alarming number of wells during the past 4 or 5 years.As a means of increasing regional oil-production rates, new drilling in the older fields for primary production generally is uneconomical because reservoir pressures in most of the fields have virtually been depleted and the production rates of newly drilled wells are small."

"The benefits and advantages of pre-competitive, collaborative industry/university research are not always well appreciated. This paper presents the case study of a current collaborative project between CAMIRO-Metallurgical Processing Division and McGill University that is investigating the understanding and prevention of sphalerite activation in lead and copper-lead flotation circuits. The benefits of the research findings to the sponsors can be maximized by an approach which links the researchers themselves with the sponsors at frequent, interactive project review sessions. Some examples of the findings and their application to industry are also presented along with a general update on CAMIRO-MPD.INTRODUCTIONThe history of Canadian efforts in the area of collaborative pre-competitive research is not long when compared to Australia (AMIRA) and Britain (MIRO). AMIRA (Australian Mineral Industry Research Association) began over 40 years ago and has had a well recognized role in bringing together industrial sponsors and researchers to fund a large variety of very significant development projects in that country, The total AMIRA funding effort for mineral processing work currently exceeds some $Aus 40 million with new projects valued at about $Aus 12 million initiated each year. This high level of commitment by industry has contributed to establishing Australian researchers and their facilities as among the best in the world.Canadian companies have traditionally funded much of their R & D in-house with extensive facilities and large funding commitments. The past 2 decades have seen most of these facilities disappear. The current situation is one in which only the largest integrated metal and mining companies have retained their own R & D groups (e.g. INCO, Falconbridge, Noranda). Industry-funded research at universities was primarily through individual efforts by the mining companies and rarely included collaboration with other mining companies, equipment or chemical suppliers, or engineering firms."

"The development of uppers drilling at Brunswick Mining is reviewed. This paper describes design criteria for drilling patterns and the research required for selection of a suitable drill jumbo. The success of the uppers drilling program based on operating procedures is highlighted. IntroductionBrunswick Mining and Smelting Corporation Ltd., operates a 10 500 tonnes per day lead /zinc/copper I silver underground mine some seventeen miles southwest of Bathurst, New Brunswick .The No. 12 orebody, first discovered in 1952 by a group headed by M.J. Boylen, had extensive development, including two shallow shafts (500 ft), and test work carried out on it by St. Joe Lead between 1953-1957. However due to complex metallurgy and depressed metal prices, the operation was suspended.In 1961, a group comprised of M.J . Boylen, K.C . Irving and Patino acquired the rights of St. Joe Lead to the No. 12 property. A concerted development plan was initiated along with construction of the necessary sur face facilities and by July 1964, the property was in production at 4500 tons per day.In 1967 Noranda Mines Ltd. acquired operating control of Brunswick Mining and Smelting Corporation Ltd."

"The Keystone porphyry molybdenum deposit, located in southcentral British Columbia, is hosted by intrusive rocks of the Cretaceous Mount Lytton batholith and the early Tertiary Keystone quartz diorite stock. The molybdenite mineralization is associated with rhyolite porphyry dikes flanking a large 1300 m by 2100 m breccia complex. Recognition of the potential for the buried molybdenum porphyry system was based on quartz-molybdenite vein fragments within the hydrothermal breccias.The full extent of the molybdenum mineralization is not known. The few deep drill holes along one comer of the breccia complex defines strong metal zoning of molybdenum and associated elements of F, Mn, Zn, Pb, Au, Ag, Fe and W about the molybdenum stockwork mineralization that may be useful for guiding additional exploration. The best mineralization occurred near the base of the deepest drill hole with 0.114% Mo in rhyolite porphyry near the edge of the breccia pipe at a depth of 1350 m.The exploration history of the deposit has been complex, focussing on both porphyry-style mineralization and precious metal veins and stockworks on the periphery of the porphyry system. Exploration to date has defined an attractive porphyry molybdenum system with uneconomic grades at great depth; however, there remains significant potential to define economic mineralization elsewhere in the Keystone porphyry system and adjoining occu""ences."
