"New tax rules that can apply to the repayment, extinguishment, or other settlement of a company's debt are finally taking shape. These new rules are far-reaching in their application, and can affect mining companies in a serious, negative way.IntroductionIn his February 1994 budget, Finance Minister Paul Martin announced changes to the Income Tax Act that could have an adverse impact on a company that restructures its debt. Since then, the new rules have undergone considerable transformation during their fetal stage: draft legislation was introduced in July 1994; revised draft legislation was introduced December 1994; and a third version of draft legislation was introduced February 1995. It seems that the new rules have now been pretty well finalized, and they contain some serious traps that the unwary could fall into. The new rules are of particular importance to mining companies, because a mining company's resource pools will be caught under the new rules, whereas these pools escaped the wrath of the old rules. The following commentary summarizes the new rules that are generally referred to as the ""debt forgiveness"" rules."

The IVAR Project is Norway's largest sewer project presently under construction. One part of it is an 8.1 km (26 575 ft) long, 3.5 m (11 ft 6 in.) diam tunnel, bored in one year. The tunneling project has been running smoothly; however, not everything has been easy. A few of its features are highlighted in this paper: The use of 9 0 (12 cu yd) muck cars on a double track back-up in such a comparatively narrow tunnel. Employing only four men in the tunnel, including the loco driver. A quartzite dyke - 96% quartz with 350 MPa (50 000 psi) and more compressive strength - turned out to be 640 m (2 100 ft) thick instead of the predicted 90 m (300 ft). Passing under a gaseous swamp with only same 5 m (16 ft 5 in.) of rock cover on top.

Drilled shaft construction through caving soils has historically been an uncertain, risky and costly operation. Uncertain, because the zone of caving may or may not be known, risky because the loss of a shaft is disastrous, and costly because the Contractor, who faces these risks, must include large sums of money in his bid for shaft wall stabilization techniques. This case study will discuss the stabilization techniques that are typically used within the United States, and then present new technologies, born in Europe, that are being utilized in the States by Malcolm Drilling Company today.

High Pressure Water Jet Assisted Tunneling The high pressure water jet assisted tunneling project was conducted in a granite quarry near Skykomish, Washington, approximately 90 miles east of Seattle. A 7-ft diam tunnel boring machine was modified and equipped with high pressure water jets. The concept that tunneling rates can be improved by using high pressure water jets was validated, with an average increased advance rate of 50% to 60%. For some tests, the advance rate was more than doubled. A comprehensive economic analysis has shown that very significant savings are possible. At a 50% increase in advance rate, cost savings of 14% and 24% were projected for 10-ft and 20-ft diam tunnels respectively. These benefits were seen to be relatively insensitive to water jet equipment costs.

For tunnels in horizontally bedded rock, geologic factors affect the selection and design of the initial supports, including the rock propensity toward parting along bedding and the resulting high potential for rock slabbing during excavation. To evaluate this ground behavior, numerical analyses and results with Mohr-Coulomb, Hoek-Brown, and Ubiquitous Joint constitutive models were used, using the Upper Rouge CSO tunnel in Detroit, Michigan as an example. The different rock models and other geologic considerations are shown to impact the selection of the tunnel initial support and design. This paper emphasizes the appropriate selection of an analytical model based on the site specific geology to achieve an optimum initial support design.

Despite near-record commodity prices, the mining industry continues to search for ways to maintain profits in these times of steadily increasing energy prices and steadily decreasing grades. The pressure is still on today’s miners to continuously improve their operations because they know that one day prices too will drop. Some, however, have seized the opportunity to employ systematic methods to reduce costs and increase the efficiency of their workforce and equipment. As a result, closer attention is being paid to scheduling and the value that could be added by defining the extraction sequence that maximizes the net present value [NPV] of a project. This paper will discuss the challenges faced by Newmont Mining Corporation [Newmont] at its operations and the application of sophisticated software tools and methods in its search of solutions to this problem.

[An economic trading region made up of 22 eastern Washington, northern Idaho, and western Montana counties, with Spokane, Washington as the central place, was defined for this study. modeling system with the, 1985 county database was to create an Input/Output based model of the regional economy. The leading ice, with respect to income, employment, value of exports, and total industry output are shown for each county and the region. The value of total industry output from natural resource based industries is also shown for each county and the region. Interindustry transactions, final demand, and value added components for the region are shown in the Regional Gross Flows Table. The total gross output for the region is valued at $36.7 billion. Total industry output for the region is $18.1 billion. The region provides $5.4 billion in income to a work force of 286,000. Spokane County, Washington accounts for about 50 percent of the regional total industry output, income, and employment. Both Spokane County and then as a whole produce about 80 percent of the total industry output for final demand with remaining 20 percent going to intermediate inputs for further production. Spokane County exports about 43 percent of its total output while 35 of the regional output is exported. Exports account for more 50 percent of the total in 18 of the 22 counties within the region. Distinct trends in grinding mill technology have emerged in recent years. In an effort to optimize overall mill performance for the needs of the End User, broad measures of logistical speed, process flexibility, operational risk, and overall costs now exert greater influence on the specification of grinding equipment. As a result, innovative alternatives to conventional grinding mill structures, supports, drives, feed, and discharge configurations are now being offered and selected with greater frequency. This paper investigates these trends in grinding mill technology, utilizing optimization and decision-theory techniques. In particular, the paper considers how specific advances in process design, product engineering, manufacturing techniques, and mining operations continue to relax technological constraints, enabling further mill innovation. In this context, a methodology is presented, illustrating how proper selection and specification of grinding mill components and configuration can target an optimization of the four End-User performance measures listed above.

The Bureau of Mines has reviewed those portions of the "Tariff Schedules of the United States Annotated 1963" that are of interest to the minerals industry. This study shows to what extent rates of duty were altered (increased of decreased), and provides a bridge where possible from the old Schedule A classification system to the new TSUS system of statistical reporting of import data. In general the new tariff has corrected previous classification defects and inconsistencies, but the rates of duties have not been materially changed.

There have been several high-profile accidents in the South African mining industry where fatigue was identified as either causal or contributory. The risk of fatigue is inherent in any work-time arrangement involving shift work and work that is physically or mentally demanding, repetitive, or requires high vigilance. The management of fatigue is not simply a matter of correct shift scheduling. Amore comprehensive approach is needed. In order to be successful, a fatigue management programme should address the unique needs of the operation in which it will be implemented and should be integrated into normal operations. Fatigue management is a shared responsibility between the organization and its employees, and all stakeholders should participate in order to provide the safest and healthiest working environment possible.

In June, 1989, the U.S. Bureau of Mines, undertook a 9-day evaluation of the tin resource potential of the Sleitat Mountain tin deposit. Significant tin-tungsten mineralization is associated with quartz-topaz-white mica-tourmaline greisen alteration of a multi-unit, 57 Ma, peraluminous, granite stock which intrudes Cretaceous Kuskokwim Group flysch deposits. The granite comprises marginal biotite-, intermediate biotite-muscovite-, and central zinnwaldite-granite units, interpreted as a zoned alteration system. Major vein mineralization is confined to two east-west-trending zones of steeply oriented tabular lenses of greisen interleaved with mildly altered granite. Cassiterite is the dominant ore mineral while arsenopyrite, loellingite, wolframite, pyrite, sphalerite, chalcopyrite, and bismuth-oxides are present in minor to trace amounts. The north and south greisen zones are estimated to contain an inferred resource of 128 to 212 million lbs Sn in 28.6 million st of mineralized rock. An 1,800-lb representative bulk sample contained 0.37% Sn, 0.04% W and 17 ppm Ag and is considered an average grade estimate for the deposit. Drill testing by Cominco Alaska Exploration indicates that substantial widths of high-grade tin mineralization are included within the lower grade disseminated mineralization. Depth of deposit erosion is substantial and there exists a high probability for placer tin deposits.

"The notion of “value” has always been a subjective and contentious issue. Indeed, value is in the eye of the beholder. There are as varied methods and practices for valuing property, as there are industries in which they are applied. For example, there is replacement value, insurance value, salvage value, appraised value, book value, and fair market value, to name a few, although in the mining industry, valuations usually refer to fair market value.In the Canadian mining industry, at present, there are no comprehensive regulations or guidelines that specify which approaches or methods are appropriate for use in the valuation of mineral projects. In January 1999, The Mining Standards Task Force of the Toronto Stock Exchange and the Ontario Securities Commission recommended that the Canadian Institute of Mining, Metallurgy and Petroleum (CIM) establish a committee to review and advise on approaches and methodologies for the valuation of mineral properties. Among the approaches to be considered are included the following: the discounted cash flow approach, the cost approach, the option pricing approach and the market comparables approach. In addition, methodologies differ depending on whether the project is at the exploration stage or the producing stage.The CIM Special Committee on the Valuation of Mineral Properties (CIMVal) expects that its final report will form the basis for a Canadian code or standard for the valuation of mineral properties."

BHP New Zealand Steel produces iron from titaniferous ironsand by a direct reduction process comprising multihearth furnaces/rotary kilns/electric iron melters. The electric iron melter is a six-in-line rectangular submerged-arc furnace which takes the partially reduced ironsand (80 per cent metallisation) from the rotary kiln and completes the reduction process to produce iron of nominally three per cent carbon. As the melter operates at around 1500¦C and under very hostile conditions, it is near-impossible to obtain any basic operating parameters such as the velocity and temperature distribution in the slag and in the molten iron. As a first attempt to understand the operating conditions inside the melter, a scaled room-temperature model using wax and water to represent the slag and iron, was constructed. This paper will report on some of the preliminary model results on the temperature distribution.

A self-contained breathing apparatus has been developed to provide complete respiratory protection for a miner in an irrespirable atmosphere. The apparatus has the desired features of comfort, reliability, maintainability, and quick-donning capability. The apparatus is packaged in a moistureproof envelope and is protected in a shock absorbing, fiberglass resin carrying case. The apparatus is a small, lightweight, one-time-use device that can be readily worn on a miner's belt, requires no maintenance and is designed to have a shelf life of five years and a carrying life of three years. It is deployed to the use position in a period of 15 to 30 seconds. Man tests conducted in-house and at the National Institute of Occupational Safety and Health (NIOSH) testing laboratories established that this unit meets all performance requirements listed in the Code of Federal Regulations, Title 30, Part 11, Subchapter B, Subpart H (CFR 30, Part 11) for respiratory protective devices. The unit, which has received joint approval (TC-13F-37) on a prototype basis from the Mining Enforcement and Safety Administration (MESA) and NIOSH has: (1) Ten-minute service life under escape conditions. (2) Thirty-minute service life when the wearer is at rest. (3) Peak-to-peak breathing resistance of less than our inches water column height. (4) Inspired gas temperature of less than 135°F. (5) Breathing gas contents greater than 19.5 volume per cent of oxygen and less than 2.5 per cent carbon dioxin. (6) A weight (complete in carrying case) of 2.75 lbs. (7) A carrying case size of 6-1/2"x 5-1/8"x 3-1/8".

Anisotropic behaviours of OhshimaOshima granite were investigated by carrying out uniaxial compression tests, together with observations of microcracks under an optical microscope. The elastic modulus tensor of Oshima granite at 10 per cent strength,E10, were calculated using theoretically formulation of elastic modulus tensor in terms of the second-rank crack tensor for pre-existing open microcracks. Furthermore, with the assumption of orthorhombic elasticity, the nine moduli of Oshima granite E10were determined by uniaxial compression test. Twenty-onemoduli of samples, calculated without assuming any symmetry, also showed orthorhombic features. Direction of the symmetry axes agreed well with the orientation of preexisting cracks. Comparison of crack tensor-based formulation results with the experimentally determined one show that the anisotropy of elasticity of Oshima granite is caused by pre-existing open microcracks, not by pre-existing healed microcracks and also crack tensor formulation can be used, as a first-order approximation at least, to describe the anisotropy of Oshima granite induced by pre-existing open microcracks. ZUSAMMENFASSUNG: Das anisotrope Verhalten des Oshima-Granits wurde mit Hilfe voneinachsigen Kompressionstests und durch die Betrachtung von Mikrorissen unter einem optischenLichtmikroskop untersucht. RESUME: Les comportements anisotropes du granit d’Oshima ont été étudiés en réalisant destests de compression simple, et en observant les microfissures au microscope optique. Le tenseurdu module d’élasticité du granit d’Oshima sous une résistance de 10 pourcents, E10, a été calculéen se servant de la formule théorique du tenseur de module d’élasticité basé sur le tenseur defissures de second ordre des microfissures ouvertes préexistantes. En outre, sur base del’hypothèse de l’élasticité orthorhombique, les neuf modules du granit d’Oshima ont étédéterminés par des tests de compression simple.
