The California Department of Transportation (Caltrans), the Contra Costa Transportation Authority (CCTA), and the Alameda County Congestion Management Agency (Alameda CMA) are involved in a unique partnership on the planning and design of the fourth bore of the Caldecott Tunnel, located on State Route 24 in Alameda and Contra Costa counties. The project will add a two-lane bore north of the existing three bores. The project will alleviate traffic congestion in the non-peak direction. This paper provides background on the existing facility, summarizes the need for the new fourth bore, describes the proposed improvements, sets forth the approach for project delivery, and lists some of the challenges that are expected during construction.

"Meeting probable world mineral demand in the years ahead will almost certainly require an ability to economically treat lower grade and more complex ores. Achieving this will require extensive research and technical development across the full spectrum of mineral processing.For mid-sized or smaller companies the most effective way to participate in such extensive programs - and gain access to the technology required to stay competitive - may be through collaborative research.This paper explores the recent history of collaborative research in mineral processing and in particular its ability to attract world-class multi-institutional research teams with sufficient resources to make step-change advances. It chronicles the advances achieved, but also explores the research architecture and administrative structures required to deliver research outcomes and technology transfer mechanisms to a range of often disparate sponsoring companies.INTRODUCTIONIn medieval times the dream of alchemists was to turn base metals into gold. We modern alchemists, of course, don’t waste our time on that sort of foolishness: we turn base metals into dollars. When I see the profit reports filed by some companies recently, I can only conclude that a lot of those present today must be pretty good at this.But the fact that we are here at this conference reminds us that an alchemist’s work is never done; turning base metals into dollars is not a one-trick wonder but an art that we must extensively refine year after year if we are to survive in a competitive marketplace.It is not that demand for metals is likely to slow; most people seem to think that China, India, Brazil and other emerging economies are still at the lower end of their demand curve. They will need significantly larger volumes of metals in the years ahead. The challenge for us as processors is that to supply increasing tonnages of those metals profitably we will almost certainly need to process more complex or lower grade ores and probably to do so with reduced energy inputs."

Seafield ResourcesÆ offshore placer gold project covers c.10 000 km2 of the Westland continental shelf between Karamea and Jacksons Head, from the low-water mark out to the 120 m isobath (Figure 1). De Beers Marine (DBM), the marine diamond subsidiary of the De Beers Group, will carry out the project with geological input from Placer Solutions (PSL). DBM bring a wealth of expertise and advanced technology to the project, developed during their 20 years of exploration and mining of diamond placers on the Atlantic shelf of southern Africa, where they have also maintained a strong environmental record.   Glaciers and high-energy rivers emanating from the Southern Alps have transported substantial quantities of gold bearing sediment onto the Westland continental shelf during Pleistocene glacial periods, when fluvial gradients are steeper, sea level is c.120 m lower and most of the shelf is exposed. These deposits have been extensively reworked by the advancing shoreline and marine processes during interglacial marine transgressions, and most are now buried beneath a variable thickness of post-glacial marine sand, silt and mud. DBM will use side-scan sonar, swath bathymetry, Chirp sub-bottom profiling and a magnetometer to map the sea floor and sediments beneath it, guided by PSLÆs predictive geological model for gold distribution on the shelf. Cactus grab and vibro-core samples will be used to ground-truth the geophysics and provide stratigraphic, sedimentological and gold distribution data for incorporation into the geological model. Areas of interest identified by the geophysical and sampling data will be investigated in more detail, with closer-spaced geophysics and Mega-drill sampling to a maximum sediment depth of 20 m beneath the sea floor. These samples will be raised to the ship with air-lift suction technology, processed onboard for mineralogical and grade information, then returned to the sea floor. Environmental baseline data will be gathered from Van Veen grab samples of seabed sediment taken throughout the area during the prospecting programme.

The Brightwater Conveyance System consists of four tunnel segments in three tunnel con-tracts, comprising over 21,760 m (71,400 ft) of pressurized face tunneling in complex glacial and non-glacial soft ground conditions with a large proportion 60 m (197 ft) or more below the ground surface with up to 7 bars groundwater head. This resulted in unique technical challenges for establishing geotechnical baseline values. The process used to develop these baseline values and specifications with regard to the level of risk that the owner, King County, was willing to accept is described in this paper.

The curvatures and subsequent bending imposed to piles by the surrounding soil during the passage of strong seismic waves is studied. This type of bending develops even in the absence of a superstructure and is referred to as "kinematic bending", to distinguish it from bending imposed to piles by loads generated from the inertia of the superstructure ("inertial bending"). Although kinematic loading may be severe in the presence of sharp stiffness discontinuities in the profile and may lead to damage, it has received little attention by engineers. The scope of the paper is twofold: (i) to discuss some fundamental aspects of seismic pile bending, and (ii) to review some existing design methods. To this end, a dimensionless bending strain parameter (instead of the more commonly used bending moment), and a strain transmissibility function relating pile bending strain and corresponding soil shear strain are introduced. Numerical examples are also presented.

Research by the National Institute for Occupational Safety and Health (NIOSH) has pursued quartz analysis for the specialized ?lter assemblies of a new worker-wearable personal dust monitor (PDM). The PDM is a real-time instrument utilizing a tapered element oscillating microbalance (TEOM®). Standard ?berglass TEOM ?lters cannot accommodate the desired P-7 infrared analytical method used by the Mine Safety and Health Administration (MSHA). Novel ?lter materials were tested with the objective of demonstrating this type of analysis. Low temperature ashing and spectrometric examination were employed, revealing that nylon ?ber candidate ?lters left minimal residual ash and produced no signi?cant spectral interference. Avoiding titanium dioxide in all ?lter materials proved to be a key requirement. Fine quartz particulates were collected on prototype ?lters in a Marple chamber, either open-faced or through PDMs during test runs. The ?lters were then subjected to MSHA P-7 analysis and the spectrometrically based analytical results for quartz mass were compared to reference measurements. Also, PDM instrumental mass readings were compared to ?lter gravimetric measurements. Results suggest that the P-7 method is adaptable to variations in ?lter materials and that quartz dust analysis by the P-7 method when utilizing the new ashable PDM ?lters can have accuracy and precision within 10% and 4%, respectively. This is within the declared 13% accuracy and 7–10% precision of the P-7 method itself. Instrument mass readings had modest positive bias but met NIOSH accuracy criteria. Continued work with specialized PDM ?lters is merited, as they are a new type of TEOM sample amenable to ashing analysis of particulates.

A research programme has been undertaken to evaluate and predict the effect of total extraction of coal by underground methods on the superimposed strata, aquifer systems and ground surface in the Collie Basin. Western Australia. The research work has integrated comprehensive field monitoring of surface and subsurface subsidence with empirical, analytical and physical modelling in an effort to develop an effective predictive tool which can be used in all mining scenarios. Early results indicate that although each method has certain limitations, this approach has enabled the researchers to develop a very good understanding of the subsidence mechanisms from the mine panel through to the surface in the weak, water saturated sediments in the Collie Basin. Given that both subsurface and surface subsidence characteristics have tied in well, greater confidence can be held for predictions made by representative models.

Experiments were conducted to access the feasibility of removing zinc from lead slag by sulfation or chlorination or both. Gaseous sulfation with sulfur dioxide and oxygen released only 50 per cent of zinc even under the most severe conditions. Sulfation with concentrated sulfuric acid by a fast-leach process released 95 per cent of zinc while pug-roasting released a maximum of 78 per cent of zinc. Chloridization with NaCl in the presence of sulfating gas released 50 per cent of zinc, while direct chlorination with chlorine gas and oxygen released 85 per cent of zinc and 100 per cent of lead in a chloride condensate containing little impurities.

Tool manufacturers are required to provide declarations of vibration emission values in order to sell their tools within Europe. To ensure that users can compare results obtained from different manufacturers, the declared values must be obtained using a methodology as specified in the relevant test code (such as in the ISO 8662 series of standards). In most cases, the vibration emission values obtained using test codes under-estimate the vibration that an operator will be exposed to when using the tool on a work-site. A further problem with manufacturers’ data is that usually only a single value is provided for a tool. This is despite many factors affecting the vibration emission, including inserted tool type, work piece, operator technique, tool condition. New improved test codes are in the process of being developed. In order to provide guidance to users on how to interpret manufacturers’ data, a Draft CEN Technical Report (Draft CEN/TR 15350 (2005)) was developed. Part of the CEN/TR provides multiplication factors for combinations of task and tool type. For example, data obtained from electrical hammer drills (tested according to EN 60745-2-6:2003) should be multiplied by 2, for hammering applications, in order to obtain an estimate of the vibration emission during work. In response to concerns from industry, the UK trade association OPERC have, in collaboration with hire companies and tool manufacturers, established a freely accessible online database of tool emission values based on independent tests carried out under simulated work-site conditions. This paper reports some of the data obtained from electrical hammer drills, highlighting the range of emission values that can be obtained for a tool. Data from many other tool types are also included in the database. Methods Tri-axial hand-arm vibration was measured at both handles of each of 19 electrical hammer drills, in accordance with ISO 5349-1 (2001). Each tool was measured with three experienced operators and at least 5 runs were completed for each operator. Tools were tested using a range of appropriate new bits from 4 to 40 mm diameter. The minimum number of bits for a tool was 3; the maximum number was 29. 146 tool / bit combinations are reported here, representing about 2200 individual 6-axis measurements. Operators were required to drill vertically into a concrete block with a compressive strength after 28 days of 40 N/mm². Two drills (1 and 15) were battery powered; others were powered using a 110V transformer supply.

The stabilization of austenite in Fe-Ni alloys against martensitic transformation after reversion has been attributed' to the lattice imperfections remaining from previous transformation. More recently, however, such stabilization has been associatedzy3 with compositional changes which occur in martensite during slow heating. Dislocation arrangements in deformed austenitic stainless steels strongly influence transformation to martensite on quenching.4 Therefore, it is of interest to observe the transformation behavior of stainless steel after reversion, especially since previous studies have been confined to Fe-Ni alloys. The transformation-product morphology also differs in the two iron-alloy systems;6 plate martensite forms in the latter while stainless steel transforms to lath-type martensite. Samples of Fe-16 wt pct Cr-12 wt pct Ni (maximum C + N = 0.005 wt pct, 0 = 0.02 wt pct), prepared by vacuum melting and casting from high-purity components, were annealed at 900°C for 24 hr, after cold rolling to produce a 40-p grain diameter. The M, temperature of this alloy is -80°C and samples are fully austenitic after annealing. The amount of martensite present after quenching, annealing, and requenching was determined magnetically, to within 0.01 wt pct, using a vibrating specimen magnetometer. Nearly 14 pct of martensite forms during the initial quench in 1 min at -196°C. Two-min and 2-hr anneals were done in air and in evacuated quartz capsules, respectively. All specimens were electro-polished before making the magnetic measurements.

At the 25th Annual B.C. Mine Reclamation Symposium in September 2001, Huckleberry Mines Limited received the Jake MacDonald Reclamation Award for its exemplary mine waste management plan, conceived to prevent the onset of acid mine drainage and facilitate reclamation of the site. The mine is an excellent example of a total mine waste management plan, with all materials scheduled in detail for the life of the mine. The filling plan for the waste management facility takes into consideration the requirement for permanently flooding the potentially acid generating rock. From an acid generation point of view, the tailings fall in the zone of potentially acid generating material. To avoid long-term ARD concerns, it is planned to float pyrite out of the tailings towards the end of the mine life, thereby generating a non-acid generating tailings stream which will be used to cap the deposited mine waste. The pyrite-rich tailings will be discharged into the deeper portion of the impoundment. On closure, a permanent water cover will be maintained over the mine waste. Only beaches of non-acid generating tailings will remain exposed. Mining will be phased to also allow one of the pits to provide storage for potentially acid generating rock and to be flooded at the end of mine life.

Of the total samples, 269 were collected during calendar year 1985; the reminder were collected earlier, but releases granting permission to publish were not received before 1986, All samples were obtained and analyzed as part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted since 1917. The analyses published herein were made by mass spectrometer and chromatograph.

In this paper, effect of cyclic loading on the behavior of a long, flexible, unrestrained vertical pile loaded laterally in soft clay is examined. For cyclic loading, the analysis is carried out using a new method for the construction of p-y curves and for static loading conditions, p-y curves proposed by Dewaikar and Poonam (2005) are used. An iterative analysis is employed with secant modulus approach using a matrix method known as moment area method developed by Sawant et al. (1994). For pile top deflection of 20% of pile diameter, the load values are computed for both static and cyclic conditions. The comparison of results with the field test results reported by Matlock (1970) shows a good agreement. A parametric study is further carried out to examine the effect of load eccentricity, pile embedment length, diameter and the number of cycles on the pile response. The results of this study are discussed in the paper.

The use of differences in specific gravity between minerals to separate them has long been utilized in the extractive industries. The environmental and cost benefits of the commercialized forms of these processes are well understood and widely used. Gravity concentration is used inter alia in the primary beneficiation of gold, diamonds, coal, tin, ferrous metal ores and andalusite. The potential for economic loss due to poor performance of these gravity processes is significant, but diverse in manifestation and regular process monitoring can prevent or at least reduce these losses. The measurement of performance of gravity processes has always presented a challenge, due primarily to the masses of material involved and the physical nature of the processes, generally typified by long reporting time, and hazardous materials (such as Tetrabromoethane) for float and sink type tests. The development of density tracers has improved this situation, however recovery of these tracers from the process streams created the next set of challenges, requiring significant manpower to physically remove tracers from product dewatering screens. Additions to these tracers (magnetic or x-ray fluorescent) eased the recovery mechanism issues but made them much more expensive to produce, hence operators became concerned about losses during process testing. In addition, magnetic recovery of smaller size tracers by a magnet suspended above a loaded screen panel is still problematic. The development of new low cost magnetic tracers has improved statistical significance of tracer tests, as the tracers themselves can be bought and used in much larger quantities, whilst still remaining economically viable. Coupled with the development of effective magnetic recovery technology, such as the Gekko MagScreen, for even fine sized tracers, on-line, continuous tracer testing is now becoming a reality. Whilst the development of high technology radio frequency detection tracer systems continues, enabling the real time measurement of the process and interpretation of results, miniaturization and recovery of these tracers, which is critical given their costs at present, remains an issue. New Developments in Spirals and Spiral Plant Operations Records indicate that spiral separators have been utilised in mineral separation for over 100 years. The Spiral's predecessor, the sluice, has been in use for centuries in different forms and a spiral can be thought of as a sluice wound around a column. The spiral separator is distinguished from the straight sluice, and other flowing film separators, in uniquely introducing centrifugal motion. The elegance of the spiral concept was embraced due to significantly improved separation efficiencies, ease of operation and tolerance of variation in feed conditions. Advances in spiral technology have improved the metallurgical performance, modernised the materials of construction, increased unit capacities and simplified operation. These advances have ensured that spirals continue to play a major industry role amidst other advancing and competing technologies. Recent developments in spiral and spiral plant technology include: the launch of the VHG spiral model, specifically aimed at feeds with very high levels of high-density mineral particles; the introduction of a high capacity wash water spiral model; and innovations in feed stabilisation and control. Details of these developments are presented together with the resultant operational benefits including feed stabilisation, product control and improved metallurgical performances.

The automation of coal mining must occur in a manner that is economically beneficial to the industry and that enhances the safety of the underground and surface workplaces. The work at WVU over the last five years in applying expert systems and neural network controlled autonomous robotics provides the mining industry with tools that when properly applied should clearly lead to mine-wide management and operational improvements and should also contribute to a higher awareness of safety issues by all work crews. This work includes the development of MMSS (Mine Management Support System) and the detailed development of autonomous robotics utilizing neural networks for mining systems.

This article deals with some of the civil engineering related problems to be encountered when offshore wind energy projects transform from prototype offshore wind energy converter farms, developed and installed during the 1990's, to commercial farms that's currently planned to be built. The offshore wind energy converter (OWEC) installations encounter a wide range of problems, only partial of these are geotechnical. In Europe both onshore and offshore wind farms have, from a historical point of view, usually been founded by using the monopole technique, installed with traditional impact hammers, or by using gravitational foundations. However, the rapid development of bigger turbines and larger wind farms, together with increasing considerations of fatigue aspects, has lead to financial benefits of developing and exploring other foundation techniques. This paper reviews some Scandinavian experiences regarding critical components of the design phase in relation to connecting the superstructure to the ground, and some of the main considerations of how the loads applied to the structure are transferred to the surrounding soil. Independent natural resource Valuers are an essential link between miners and mineral explorers on the one hand and the finance industry on the other. Investors (and regulators) expect the mining and financial industries to be vigilant against the use of inappropriate methodology or use of illogical steps within the chosen valuation method. The Australian Corporations Law generally requires an Independent Expert Report to support mergers and takeovers (as well as for capital raising activities). The introduction of the VALMIN Code (1998) by The Australasian Institute of Mining as Metallurgy, has meant that such Reports, when prepared in compliance with it, are now much more comprehensible and reliable than before. This is because the key requirements of the Code are for transparency and materiality in the Technical Assessment and Valuation Reports prepared in connection with the transaction involved. Transparency is particularly important because it allows the reader to identify and understand the assumptions made to derive a value and to then form a view as to the reasonableness of the result. Even though many elements of resource asset valuation practice are undeniably subjective, there must be some basis of objective rationality to it. Where the reasoning is patently illogical or the inputs are chosen to achieve a particular result, the estimated value must be viewed as virtually worthless. Experience, qualifications, competence and repute are the hallmarks of a professional technical auditor and valuer.
