Introduction This paper attempts to summarize some of the major criticisms of drug testing. Eight problems with drug testing are discussed. These are: • It does not measure something employers have a reasonable need to know, • It is a distortion of priorities, • Drug use is not known to be associated with increased risk of occupational injuries, • Drug testing is proposed as a dangerously simplistic solution to poorly conceived problems, • In the absence of safeguards, it is unacceptably inaccurate, • In the absence of treatment commitments and confidentiality protection for persons dependent on drugs, it is an unethical practice of medicine, • Drug testing is an invasion of privacy, and • It will have a negative effect on treatment of persons with drug or alcohol dependencies. Employers' need to know It does not measure something employers have a reasonable need to know. It is reasonable for employers and fellow workers to want to know if workers are functionally impaired (intoxicated) while on the job. Drug testing does not measure impairment. It measures the concentration of drug metabolities in urine or blood. Unlike measurements of blood alcohol concentration (BAC), drug metabolites are not correlated with impairment or intoxication. They indicate only drug use in the one to two weeks before a urine sample. And, in some instances, they indicate chronic use. Impairment caused by drug use, on the other hand, occurs immediately and declines rapidly within hours. Drug metabolites may linger for days afterwards. Drug metabolite concentrations in urine are a function of (Morgan, 1984; Schartz and Hawks, 1985; MMWR, 1983): • the amount and purity of drug consumed before taking the test, • when the drug was consumed, • whether the person was a chronic user, in which case a certain amount of drug metabolites would be stored in body fat and slowly released, • the person's metabolic rate, and • for metabolites in urine, any dilution effects of urine. In the blasting industry, even to the most safety conscious shotfirer, misfires are a constant source of concern. In the United Kingdom, there are two types of misfire, as classified by the Health & Safety Executive. Type A occurs when testing a shot before firing reveals broken continuity that cannot be rectified. However, due to the fact that a majority of quarries use non-electric initiation [i.e. shock tube] that cannot be tested, this type of misfire is very unusual.

Demolition blasting next to an active railroad can be very challenging because of track safety, blasting vibrations, potential track fouling by blast debris, and short work windows on a live track. Recently, in eastern Washington, one of the major railroad companies has been aggressively constructing a second main track to accommodate the expected increase in rail traffic of natural resource products. To accommodate construction of the second line, the railroad company used blasting demolition techniques to remove an old railroad trestle pier on the Milwaukee Road that was in the footprint of the new track bed. The trestle bridged the present rail line and flanked the track with two massive 550-ton (499 tonne) twin-columned steel reinforced concrete piers. The railroad contracted with a specialized contractor to remove the south pier using blasting demolition techniques. The blasting design presented the following challenges: blasting during live track conditions and short work windows; designing a V-notch blast pattern to ensure the pier fell away from the live track; drilling, loading, and timing of the shot; maintaining blasting vibrations at the track below 4 in./sec (102 mm/sec); maintaining ambient overpressure noise below 133 dB; control of fly rock and debris; and track protection and emergency debris removal plan.

"AbstractIn driven piles, the gradual dissipation of excess pore water pressure and consequently the soil setup significantly contribute to increasing the pile capacity with time. The question is risen that how the scale differences affect the stress state variations around the pile shaft and at the pile tip? Would the CPT predictions better correlate with End-Of-Drive (EOD) or Beginning of Restrike (BOR) conditions? On the other hand, are the proposed a and ß parameters for clayey soils mostly predicting the EOD or BOR situation? The main objective of this paper is to back calculate the a and ß parameters from CPT profiles, pile Dynamic Load Tests (DLT) at the EOD and BOR as well as Static Load Tests (SLT) and evaluate how they compare with those suggested in literature. Four precast 400 mm square concrete piles driven in North Azadegan Oilfield in Khuzestan Province were selected for the comparisons. CPT test results were available from the extensive geotechnical investigation at the study site. DLT tests using PDA were carried out at EOD, 1 day and 14-day BOR on all the 4 piles. All the piles were SLT tested as well. The UniCone software was used to estimate the tip and shaft resistances using 4 methods including the Dutch, Eslami & Fellenius, LCPC and Schmertmann. The results indicate that the a-method based on the proposed values in literature has predicted a shaft capacity of 90% of the 14-day BOR. This is while the ß-method has predicted a shaft capacity equivalent to 1-day BOR results only. Therefore, both methods have under-predicted the shaft capacities compared to real capacities measured after the significant soil setup in the study area. Two of the CPT methods have underestimated, one has overestimated and one has matched the estimated 60-day capacity."

Using chip sample data and spatial structure parameters from a large mined-out section of a South African gold mine the advantages to be gained from a regular underground borehole drilling programme have been investigated for short- and medium- to long-term planning based on block valuations. The results have been compared with the current position, which relies invariably on the extrapolation of limited peripheral sampling data from raises, gullies or stope faces. Some preliminary work has also been done regarding the implications of such underground drilling on costs used for the present pay limit calculations. The results of the study, though preliminary, show that the net advantage of advance regular underground drilling could be substantial and that a more intensive follow-up research is warranted.

The disasters between 1920 and 1979 in coal mines in Queensland and New South Wales due to underground fire, gas or coal dust explosion or to gas or coal outbursts, have been assessed. The evidence relating to disasters caused by gas explosion points strongly to divergence from safe mining practice as the main cause. There is a need for greater training and education of personnel, closer analysis of gas reports, better monitoring and testing procedures, improved ventilation standards and a policy where safe working practice is actively encouraged. Conditions in the New South Wales occurrences of gas explosion were similar to those at Collinsville, Queensland in that dykes, igneous sills, burnt out coal and faulting were common to all. Information on outbursts indicates that contributing factors were intrusions, depth of cover, fault zones and other geological disturbances, methods of work, pressure and type of gas.

DOUG HALBE: Second in our quick run-through on "Operating Ideas That Have Saved Me Some Bucks," was Debbie Laney of Rayrock Mines. Debbie apologizes. She can't be here. But she said, "Doug, don't worry. I've asked Mary Korpi to present the paper. We're both short, blond, and wear glasses. Nobody will know." [laughter] Mary, I caught it right away. You ladies can't fool us. Debbie, who wrote the paper, has spent almost her entire career in operations. She is currently metallurgical manager of Rayrock Mines in Valmy, Nevada. Mary Korpi is also a real operator (that doesn't sound right). She has been responsible for a number of operating areas at Newmont's Nevada operations, and she is currently taking a break from operations as manager of public relations/employee communications for Newmont Gold in Carlin. MARY KORPI: They told us this year at Newmont that we were going to have to work twice as hard. I had no idea it meant I would have to work for another company, too. Over the years, and many times in association with work for mid- to small-size mining companies, there have been two areas that seem to have been the focus of cost savings when looking at new facilities or new processes.

This report describes construction details and methods used in driving the 5490 tunnel at the Kennecott Copper Corp, property, Bingham, Utah. The tunnel will provide railroad access to the world-famous open-pit copper mine at the projected 5490 level. This publication is one of a series prepared by the Bureau of Mines to depict mining operations and techniques in various mining districts in the United States. Utah Construction and Mining Go. (formerly Utah Construction Co.), contractor on the tunnel project, began work during September 1956 and completed the project in February 1959. The tunnel is 18 feet wide, 24 feet high, and about 18,000 feet long, It will accommodate a railroad locomotive on standard- gage track. With the exception of the last 1,700 feet, the tunnel is supported by steel sets embedded in concrete lining. The 1,700-fact segment of the tunnel is supported by timber sets that will eventually be removed as the pit is deepened.

Because these types of projects tend to be capitalintensive, the right decisions, made at the design stage, can have a substantial positive effect on the economics of the project.Some of the problems related to solids flow in mineral processing plants include:•,Flow stoppages•,Uncontrolled flow•,Segregation of blended materials•,Build-up and dead material resulting in loss of live capacityUnfortunately few Universities in North America provide courses in the design or selection of bulk solids handling equipment, let alone the theory of bulk solids flow, with the result that engineers do not fully appreciate the effects of bulk solids handling on their process. The usual method of selecting “standard” equipment, all too often, leaves plant operators hammering on hoppers to promote flow, a technique that is not only usually ineffective but also unsafe and often causes damage to equipment. In short, too little consideration is given, at the design stage of projects, to the particular material and operating environment involved and how these will affect handling between process steps.This paper seeks to give a general understanding of bulk solids flow theory including flow patterns and flow property tests, and presents functional design guidelines to ensure reliable flow. As well, a case history will be presented. Our message is clear: To ensure uniform, reliable flow, a plant design must take into account the specific flow characteristics of the bulk solid to be handled or processed."

Equilibrium calculations by a computer may sometimes fail in giving solutions when the system includes a large number of components and more than three phases, and especially when no definite information about stable phases is given. An improved method of calculation is presented in which the number of phases need not to be initially fixed, phases can appear or disappear in the course of' calculation and a new method is combined with the Newton-Raphson method to obtain solutions easily. The improved method is applied to the copper smelting operation and all the successive stages of the operation are successfully simulated.

For companies with assets around the Pacific Rim, there are arguably five key stock/securities exchanges that actively promote international minerals company listings, and these are located in Australia, Canada, Hong Kong, Singapore and the United Kingdom.Listing on any of these exchanges requires a range of technical, commercial, financial and legal documentation. Each exchange has specific rules and requirements for technical documentation to support the listing process. Once listed, each exchange also has specific rules for technical information to meet ongoing compliance requirements. Rock density determinations are necessary for ore resource evaluations from estimated block grades in g/t. Rock density depends on the mineral composition and, thus, it is specific for each rock type. The rock density distributions for different rock types are often symmetric. Hence, the arithmetic mean is a good approximation for the average density for lithological units. However, there may exist spatial variation in density values due to alteration, fracturing and original heterogeneities such as layering. This study compares the kriged density model with the one with constant density values for different lithological units in the evaluation of metal amounts in rock blocks. The case study consisted of rock densities measured from the drill cores at Ahmavaara PGE deposit in northern Finland. The used Ni contents were simulated in accordance with the spatial distribution of rock densities. The Ni amounts in 2x2x2 m3blocks are higher for the kriged densities than for the average densities. The difference is increasing with the increasing metal amounts due to the nonlinear correlation between Ni content and rock density. The final effect on the resource estimation depends on the cutt off grade and prices of the metal, for example, for a very valuable metal the small differences are significant

Keywords: Magnesium, pyrometallurgy, Mintek Samples of crude magnesium produced by the Mintek Thermal Magnesium Process were refined in two stages. The first stage consisted of co-melting of batches of the crude metal and MgCl2-KCl flux (cleaning), followed by stirring at 30 rpm for 30 minutes and settling of the sludge (mixture of molten salt and solid impurities) from the magnesium melt. The operating temperature was 680?730°C. Most of the contained calcium and significant proportions of iron and silicon were transferred into the sludge phase, which left a metal containing, on average, 950 ppm Si, 470 ppm Fe, and 230 ppm Ca. In the second stage, small-scale refining tests were conducted on cleaned samples from the first stage, as well as on crude magnesium. FeCl3 was used as the refining agent. These tests were carried out at 715?760°C with various amounts of the refining agent. The refined metal was suitable for the production of various magnesium alloys, particularly AZ91D.

Pillar recovery continues to be a significant ground control hazard. During the past decade, 10 miners were killed during pillar extraction operations in southern West Virginia. Studies conducted during the past decade have identified a number of “risk factors” that can be used to evaluate pillar extraction plans: •Cut sequence •Final stump •Timber or Mobile Roof Supports •Roof bolting •Intersection span •Depth of cover •Roof quality •Age of workings For each of these factors, rock mechanics science suggests which alternative would be expected to be more risky. For example, numerical models were used to evaluate different cut sequences, and indicated that less roof convergence occurred with the outside lift method than with the Christmas tree in the particular environment simulated. For many of the risk factors, accident statistics confirm the science. One finding was that currently almost 70% of the retreat coal in southern WV is being mined with MRS. In contrast, timber supports were used in 70% of the past decade’s pillaring fatalities. This paper discusses each of the risk factors in turn, presents the relevant accident statistics, and shows how the risk factors can be combined to estimate the overall hazard. It also addresses the use of pillar design to minimize the risk of global stability hazards including squeezes, massive collapses, and bumps.

The paper was originally presented at a FHWA's Transportation Research Board meeting and is presented here with the author's consent. Construction and design of drilled shaft foundations in hard pinnacle limestone requires flexibility from all parties involved due to the variability of the subsurface conditions. This article describes some strategies which have been found useful in the Birmingham, Alabama area. The importance of well trained and experienced field personnel in these conditions is noted. It is also vital that engineers understand the construction challenges so as to provide both quality assurance and cost effectiveness in design and in the specifications.
