Bureau of Mines Reports of Investigations 3244, 3245, 3246 and 3264 give data of detailed studies on smelting in the lead "blast furnace handling zinciferous charges at Trail, B. C. The present paper gives more on analyses of the gases leaving the top of the charge and on accretions formed on the walls of the blast furnace. New data are presented to show the effect of the temperatures at the tuyere zone on the lead content of the slags made. The greater part of this paper, however, deals with a much debated subject, namely air used in lead blast furnaces. Original data are presented to show the effects on smelting lead 'products when air is supplied to a lead blast furnace under volume versus under pressure control.

Under the United Nations Convention on the Law of the Sea (UNCLOS), the international seabed area (Area) and its resources are the common heritage of humanity (CHH). Patent rights can be incompatible with the CHH doctrine and its underlying principles because patent holders might charge unjustifiably high prices to license patented technology for exploring and exploiting the Area’s resources (creating a "patent holdup" situation), might choose not to license, or might license exclusively when doing so would contravene CHH principles. However, a reasonable patent licensing regime can contribute to sharing the benefits derived from the Area and promote environmental sustainability. Provisions of the UNCLOS that stipulated compulsory technology and financial transfers were removed in the 1994 Agreement relating to the Implementation of Part XI of the UNCLOS but to promote equity and sustainability I propose a voluntary licensing regime modeled on the concept of reasonable and non-discriminatory patent licensing that has been used in other contexts. The International Seabed Authority or another entity will need to coordinate and promote this licensing regime through governance of intellectual property derived from the Area. This proposed approach can better effectuate the CHH doctrine and its underlying principles.

The Roof Fall Risk Index (RFRI) is a new method introduced by the National Institute for Occupational Safety and Health (NIOSH) to assist the underground stone mine operator in 1) assessing defects the mine strata and 2) rating the relative roof fall risk these defects pose. The RFRI utilizes observational techniques to identify defects in the roof strata caused by local geologic, stress, and mining conditions. Assessment values for ten defined defect categories provides the foundation for estimating a range of risk conditions between 0 and 100 that define the potential for a roof fall. This paper examines how the defect information is collected using two field verification sites and proposes methods to analyze the RFRI data. These examples provide information on how well the method replicates observed conditions and how it might be applied in practice.

Why do we look for better reconciliation when times get tough? Why wait? Mine reconciliation should be a priority throughout the good times too. In fact, with good reconciliation, those good times are going to be even better and will help pave the way to success through those preventable bad times. Reconciliation throughout the entire mining value chain requires the capture, validation, and analysis of copious amounts of data. This task can be daunting for a team in a small mine, let alone reconciling across a suite of large mines. This paper will outline the different ways we can reconcile across the value chain, why we should reconcile over differing periods of time and how Snowden?s solution to proving reconciliation can be a simpler, reliable and transparent process. The Spokane Research Laboratory/NIOSH and the University of British Columbia (UBC) geomechanics group are focusing on the development of safe and cost-effective underground design guidelines for weak rock masses having an RMR in the range of 15 to 45. Weak ground conditions, ground support, and mining methods used in several North American underground mines were observed. The RMR values were calculated to update both manned entry span design and non-entry stability graphs, plus a database on underhand mining methods was created to reflect existing North American mining conditions. The immediate rock mass was characterized and analyzed in terms of prevailing type of ground support, potential failure mechanisms, and rock behavior to define how existing design curves must be modified for the existing weak rock mass. The current NIOSH research attempts to provide rock mechanics tools to assist a mine operator in making sound economic decisions that will also ensure a safe working environment.

"As part of an investigation into flotation modelling of industrial scale operations, Falconbridge Ltd organised a “blind” test of the SUPASIM flotation model developed by Eurus Mineral Consultants (EMC). Two sets of rougher rate data, a flowsheet and the number and size of cells in the rougher bank were supplied from a plant that had been previously surveyed in November 2003. The name of the plant, cleaner circuit details and circuit mass balance were, at the time, unknown to EMC. With only these data, flotation performance was simulated and the cleaner circuit sizedFalconbridge then compared predicted and actual float performance and mass balance and found that final concentrate recovery and mass and circuit cell volume matched closely. Simulated recoveries relative to actual were +0.4% Cu, +0.1% Ni and -0.7% Co. However, prediction of metal distribution in the internal streams making up the various circulating loads showed some sizeable errors. On this initial success, the trial was extended and additional float test data for rougher feed, cleaner feed and cleaner scavenger feed was generated on site in April 2005. Further simulations significantly improved prediction accuracy for metal distribution in the internal streams. The average difference between predicted and actual recovery for all streams was reduced from 10.5% to 0.4%. This updated simulation was then used to ascertain the impact on final recovery, grade and plant circulating loads of increasing feed tonnage from 114 to 150t/hr. A number of scenarios were simulated in order to understand the contribution that (a) the fast and slow floating fractions and (b) regrinding of cleaner tailings are making to overall plant recovery.Simulation was then used to determine how much the flotation kinetics of both rougher feed and cleaner scavenger feed have to increase in order to deliver a 1.5% improvement in overall plant recovery. These improved kinetic values provide a target for laboratory testwork and operating conditions can be varied to determine how best to achieve these new values of fraction and rate."

A conventional trailing cable connection box on a continuous mining machine was modified by the addition of two innovative devices. These are a pressure vent to preclude buildup of high pressure due to an explosion in-side the enclosure, and a grommet-type cable entry to simplify and speedup cable entering procedures. The innovative devices were evaluated for eight and one-half months in a working section of an underground coal mine. Laboratory tests before and after the in-mine exposure show no measurable change in the devices. Following the favorable in-mine evaluation, technical performance criteria were defined to serve as the basis of approval for the use of the innovative devices. Additional tests to measure comparable gripping of the cable by asbestos rope, substitution rope materials and by the urethane grommet-type entry were included in this effort. Also, literature for the last 80 years was searched. Comments are provided as to how the innovative devices comply with 30 CFR Part 18.

The author would like to refer to his contribution to the paper `Design of pillar systems in South Africa' by Ozbay et al. 1. The authors agreed `wholeheartedly that further research, together with carefully planned field trials, in pursuit of this potentially highly rewarding concept' of the small span small pillar method is warranted. On 30 September 2010 the author went underground at the Kroondal Chrome Mine to observe how the concept of smaller spans was being applied. He was pleasantly surprised to find that the typical coal mine bord and pillar sytem was being used very successfully. Although the deepest mining was taking place at a depth of only 450 metres, Kroondal would be an ideal mine to do further research together with carefully planned field trials. At Crown Mines Gold Mine, where the author worked, he was informed that the first recorded rockburst took place at a depth of 635 metres below surface. The depth of the platinum and chrome mines is increasing, with the risk of an excalation in injuries and fatalities due to 'backbreaks' and siesmic activity. The rock engineer at Kroondal was not aware of backbreaks occuring on the mine. It is important that the rock engineers of the base mineral and gold mines get together and give more serious attention to the host rock environment in which the pillars are situated.

Keywords: Recycling, Aluminum Metal Matrix Composite, Ionic Liquids, BMIC Recycling of aluminum metal matrix composites (MMC) via electrolysis in ionic liquids at near room temperature was investigated. The electrolytic melt comprised of 1-butyl-3-methylimidazolium chloride (BMIC) and anhydrous AlCl3. Impure aluminum composite (Duralcan MMC Al-380, 20 vol % SiC) was electrochemically dissolved at the anode and pure aluminum (>98%) was deposited on a copper cathode. The deposits were characterized by scanning electron microscope, X-ray diffractrometer, and mass spectrometer. The influence of various process parameters such as concentration of electrolyte, and applied cell voltage on the recycling process was studied. The recycling process yielded current densities in the range of 200-500 A/m2, and cathode current efficiency of about 85%. The results indicated that impurities such as Cu, Si, Ni, Fe, Mg, Mn, and SiC particles were removed as anode residue. Energy consumption of about 3.7-6.3 kWh/kg-Al was obtained at a cell voltage of 1.0-2.0 V and cell temperature of 100 ± 5°C. Low energy consumption and no emission of pollutants are the two main advantages of this process compared to present recycling processes.

As part of the Federal Bureau of Mines project to develop new or improved materials for metallurgical furnace applications, the Tuscaloosa (Ala.) Research Center has conducted research to develop a reproducible laboratory test for evaluating the resistance of refractories to molten slags. Tests were conducted with a slag representative of slag used to produce mineral wool. A rotating cylindrical furnace was lined with the brick being tested, and it was operated at temperatures up to 1,660° C for periods ranging from 8 to 32 hours. The effects of such variables as slag temperature, rotational velocity, charge rate, and contact time on refractory erosion were determined. The research demonstrated the reproducibility of the test procedure developed.

"Artificial Intelligence includes excellent tools for the control and supervision of industrial processes. Several thousand industrial applications have been reported worldwide. Recently, the designers of the A1 systems have begun to hybridize the intelligent techniques, expert systems, fuzzy logic and neural networks, to enhance the capability of the A1 systems. Expert systems have proved to be ideal candidates especially for the control of mineral processes.As successful case projects, an expert system based on on-line classification of the feed type using neural data analysis is described in this paper. The essential feature of this expert system is the classification of different feed types and their distinct control strategies at the plant. In addition to the classification, the expert system has a database containing information about how to handle the determined feed type. This self-leaming database scans historical process data to suggest the best treatment for the ore type under processing. The system has been tested in the Outokumpu Finnmines Oy, Hitura mine. Other projects have been reported to be in progress.INTRODUCTIONIn the past ten years considerable researches have been done in the application of artificial intelligent methods in process industry. The technologies of fuzzy logic, neural networks and expert systems have received several thousand applications worldwide: monitoring and analysis of process operations, fault diagnosis, supervisory control, feedback control and scheduling and planning of operations. Recently, the designers of these systems have begun to hybridize these intelligent techniques to enhance the current capability of expert system. Complex signal processing, neural networks, fuzzy logic and rule-based systems are also implemented to develop new so-called smart or intelligent sensors, actuators or components. Field buses are playing a more and more important role in automation systems and in imbedded systems. The development of field buses has allowed the distribution of smart components over networks."

As part of the Bureau of Mines program for conserving domestic mineral resources, a survey was made of the methods used for identifying scrap metals. Because of the large number of alloys currently being scrapped, correct identification of these materials is essential if they are to be recycled effectively. The methods and instruments used to identify scrap metals are described and evaluated. These include object recognition, color, density, magnetic testing, spark testing, chemical spot testing, thermoelectric measurements, eddy current measurements, and elemental analysis by chemical and instrumental methods. Other potential techniques are discussed also.

"The application of geometallurgy and corresponding sample selection can take on several formats within industry. Current practice can range from a strictly geostatistical approach to one in which geological and metallurgical parameters are used in combination to create a representative sample selection strategy. The stage of a project and the level of information available at the time of sampling influences the methodology used to create a representative sample.A geometallurgical study of Carpathian Gold’s Rovina Valley Project in Romania is used to demonstrate a sample selection strategy that integrates geological, mineralogical and metallurgical data to maximize the relevance of the geometallurgical unit definitions. This approach, practiced by Xstrata Process Support for its’ clients, ensures that the results of the metallurgical program can be interpreted in the context of these units.INTRODUCTIONGeometallurgy is a cross disciplinary approach in which metallurgical performance of an ore is linked to intrinsic geological and mineralogical characteristics. The objective of a geometallurgical study is to characterize the range of metallurgical performance of an orebody. This allows the geoscientist or metallurgist to create a robust flowsheet able to treat the full range in variability and to develop production strategies to maximize financial performance. The standard approach is to individually sample and test a series of ore types or geometallurgical units. Several different approaches are used in industry to define what constitutes geometallurgical units and how to sample them.One current methodology is the use of multivariate statistics. Geochemical data along with available geological data are used to define multiple variability domains (Williams, 2004; Walters, 2009). There are risks associated with this methodology since the extent of the data set itself may not support a purely statistical approach at the time that metallurgical units need to be defined. The assay suite collected by exploration programs is often limited to pay metals while metallurgical performance is often affected by ore gangue components. Furthermore, in many cases metallurgical scoping and pre-feasibility studies take place prior to the availability of extensive geochemical data sets. Purely statistical methods can produce multiple populations which require extensive sampling, testing and validation prior to consolidation into a reasonable number of composites for metallurgical testing. Methodologies are therefore required that allow representative sampling and testing of consolidated geometallurgical composites to occur at various phases throughout the development of a mining project."

The Code of Federal Regulations (CFR) requires that the transverse load capacity of stoppings be equal to or greater than traditionally accepted in mine controls, which for block stoppings is generally accepted as 39 psf as referenced in the preamble to the CFR standard. This measure is based on physical testing of a freestanding wall in accordance with ASTM E 72 specifications, where our past research has shown that the dominant parameter is the tensile strength of the sealant. A new protocol based on rigid arch loading of the structure is proposed to determine the true transverse load capacity of block stoppings. Arching is achieved by the restraint of the stopping against the mine roof and floor, whereby compressive forces are developed within the wall. A laboratory procedure using the NIOSH Mine Roof Simulator (MRS) to simulate rigid arching of block stoppings was developed and results verified through full-scale in-mine tests. The rigid arch tests have demonstrated transverse load capacities more than an order of magnitude higher than the ASTM E 72 evaluation method from which the 39-psf requirement is derived. More importantly, the rigid arch tests have shown that the load capability is dependent on the physical properties of the block and geometric properties of the wall and not the sealant.

A pilot plant was constructed for the low temperature carbonization of Wallarah (N.S.W.) coal at the rate of 300 lb/hr. The design was based on an entrained state carbonizer developed by Parry and D.S. Bureau of Mines co-workers. Prior to delivery to the client, the plant was successfully operated over periods of several days duration.INTRODUCTIONIn September 1961, the Australian Mineral Development Laboratories (A.M.D.L.) was engaged by the Broken Hill Pty. Co. Ltd. (B.H.P.) to design, construct and test an entrained state coal carbonizer with a capacity of 300 lb/hr of Wallarah (N.S.W.) coal. Char product was required within the specification 15·5 -I- 1 per cent volatile matter. The design was to be based on a pilot plant developed by Parry and others in the D.S. Bureau of Mines Coal Research Laboratory at Denver, D.S.A. The method involved the carbonization of fine coal by entrainment with air in an externally heated reactor. The heat required for the carbonization of the coal was to be supplied to the bed both through the reactor walls, and also by internal combustion of products in the bed. Several D.S. Bureau of Mines Reports of Investigations weFe used as the main guide to the physical layout and proportions of the plant. However, the individual units required detailed designing, before engineering drawings could be prepared and fabrication begun.A 10 ton sample of crushed Wallarah coal was used for preliminary testing of the plant. The first test run on the pilot plant was carried out in February, 1962. After some modification a second test of longer duration was conducted in August, 1962. Purpose In order for the SAIMM to remain relevant and ensure maximum value to all members, Council propose three changes to the Constitution. 2. Background Three changes to the Constitution were proposed by the Council on 21 July 2006. These changes now have to be approved by means of a ballot at a Special General Meeting. NINE-TENTHS of the total anthracite deposits of North America are in Pennsylvania. Corrosion of pumping equipment by acid mine waters has been experienced at tremendous cost by mining companies in the anthracite region of Pennsylvania, for many years in many ways. The design and specifications of the large centrifugal pumps as provided in the proposed mine-drainage system (7-35, 45, 46, 48, 54, 64, 70, 71)° make it imperative that a metal or alloy be recommended that has the highest corrosion resistance and, at the same time, acceptable properties suitable for general workability (welding and machining). This report presents data on the corrosive and erosive effects of acid mine waters in the anthracite region on metals and alloys for pumping equipment and drainage facilities necessary to remove or control this water.

Sustainability of energy supplies has been an issue of general interest for a long time. Whilst in the past the continuous productive use of natural commodities was in the fore, its compatibility with the environment and climate and ultimately also social aspects have recently gained more and more attention. Today many discussions focus on the climate compatibility of individual options to act. Fossil fuels, in particular coal and lignite, are generally challenged because coal use makes a significant contribution to global man-made CO2 emissions. The drastic increase in the consumption of fossil fuels is not explained by the fact that coal utilisation technologies are not or cannot be sustainable but rather by the growing world population and the endeavours numerous national economies trying to catch up economically. Coal is the world’s No. 1 fuel and, in the view of many experts, will keep this position also in the foreseeable future. The access to its deposits plays a significant role for the economies of the emerging countries. Consequently the aspects of energy security and economic efficiency need to be considered at eye level with climate compatibility. In Germany, however, the public acceptance of fossil fuels and of large industrial projects is in the focus of attention.
