Many in mining believe that the industry is slipping behind in public image, in public mineral education and, particularly, in mining's basic right to do business. It is critical to turn things around - to change the rules of the game soon - before mining loses any chance of recovery. In the industry's experience, there is a technique of project development and operation that can help gain ground on public opinion. Only recently has this technique had a name, and that is sustainable development. What is sustainable development? Sustainable development is broadly accepted and supported by the international business community. And significant thought and work has been devoted to the subject. Research into the topic was initially confusing because the definitions of sustainable development are written in terms the writer, and his or her constituency understands. To some, it refers to environmental protection. To others, it is about social responsibility. And to the developer, it is about economic benefit. Slowly a theme emerged from the research that seemed to be part of all the definitions. That theme has three parts. First, the development, whatever or wherever it is, must contribute economic value to the developer and the stakeholders of the development. Stakeholders in this context include employees, neighbors, residents of the surrounding area, citizens of the country, suppliers and all others affected by the development. Next, sustainable development must contribute environmental value. This means that at a very minimum it must be neutral and not cause irreparable damage. And last, and what is new for miners and most other businessmen, it must contribute real social value to the stakeholders. How to use the concept? With that three-part theme as a working definition, the mining industry must find ways to use that “the challenge is for an individual company to translate what sustainable development means for them. There is no one model..." Donald W. Gentry is president and chief executive officer of Polymet Mining and former professor emeritus of mining engineering at Colorado School of Mines. He added: "While simple to state, the concept is anything but simple to implement. Present trends indicate ... one wins the sustainable development argument by staking out the high ground early..." In other words, start using sustainable development principles at the beginning of the project. New ways of doing business The mining industry's challenge is to implement sus¬tainable development universally around the world. Paternalism as a way of doing business is dead and a new model of doing business is emerging. All types of businesses are learning to deal with the stakeholders of new developments. Mining cannot be an exception to these trends. To understand how the international mining business came to sustainable development, it is useful to look back a few years. For many North American mining engineers, there were few opportunities for foreign assignments from the 1960s to the 1980s. A number of innovative techniques exist for solving heap leaching problems in special situations. Some of these techniques have been successfully applied and others await an opportunity for application. Discussions in this paper will deal with gold heap leaching under severe thermal conditions, in tropical rainfall circumstances, in the absence of fresh water, and in other situations removed from the ordinary. CLIMATIC CONSIDERATIONS The success or failure of precious metal dissolution operations may be strongly dependent upon proper attention to the influence of climate. A few examples are given in the following paragraphs.

The raw material's which are used in the steel plant are provided by the following companies: La Perla Minas de Fierro, S.A., iron ore; Cia. Minera de Guadalupe, S.A., Cia. Carbonera La Sauceda, S.A. Cia. Minera La Florida, S.A., and Minerales Monclova, S.A., which provide the coal used for coke, and altogether constitute the industrial group AHMSA. The coal property of Minerales Monclova, S.A. is located in the Sabinas coal area in the northwestern part of the Sabinas basin.

"An ore is a rock regardless of its rarity or value."* The application of geology does not cease with the discovery and delineation of a mineral resource, but continues in the calculation of the economic parameters that determine reserves. Reserve determination, reduced to essentials, is the determination of the cost of production of a mineral commodity from a resource. This cost comprises mining, processing, waste disposal, reclamation and marketing costs. Geological input is vital in the calculation of the individual cost parameters from mining to reclamation, and even has some impact on marketing. Geology thus has a critical role in the determination of reserves.

In the United States and in Pennsylvania in particular the coal mine drainage problem is of continuing and growing interest to the coal mining industry, the state government, the federal government and the public at large. The 1965 amendments to Pennsylvania's Clean Streams Law prohibit the discharge of acid mine drainage into the streams of the Commonwealth after January 1, 1967. Because of this new legislation, the coal mining industry and state government are extremely aware of the necessity for new techniques for treatment and prevention of the flow of acid mine drainage from the active mines of the Commonwealth in order to keep the coal mining industry in business in Pennsylvania. Approximately one-third of the total volume of mine drainage presently polluting the streams of the Commonwealth originates from "active" coal operations and two-thirds comes from "abandoned" mine discharges. As early as 1963 it became evident that the Commonwealth of Pennsylvania and the coal industry in Pennsylvania would have to take active steps to abate the mine drainage pollution of Pennsylvania's streams and rivers. This became quite clear during the deliberations in Harrisburg which climaxed a twenty year struggle for effective strip mining legislation. The bituminous strip mining law enacted that year made it unlawful to have any acid discharge from active stripping operations.

If Campbell County, Wyoming were an independent nation, it would rank fifth in the world among countries with known coal reserves. Only the United States, Russia, mainland China and West Germany would have greater volumes available. Not too many years ago that statement would not have seemed important, because oil and natural gas had become our nation's principal fuels. Western coal deposits, particularly those of the Powder River Basin in Montana and Wyoming, and which underlie virtually all of Campbell County, were largely unknown. But recently, in response to the three-pronged stimulus of vanishing gas reserves, rising petroleum prices, and clean environment statutes, these vast deposits have been delineated and have become, in the minds of many, indispensable to our goal of energy independence. Not only does western coal lie in thick seams near the surface where it can be mined in huge quantities at low cost, but also it possesses another coveted attribute in this age of environmentalism: low sulfur content. At Burlington Northern we count ourselves at the forefront of those who believe this coal is essential to any hope for the government's "Project Independence." But to that belief we add another article of faith. We are convinced the economics of unit train delivery of this incredibly immense resource make it the only transportation system that can help us achieve energy self-sufficiency in this country.

A beneficiation process has been developed to provide selective separation of unburned carbon from high LOI fly ash. Previous reports of utilizing froth flotation to achieve selective separations required long residence times and high reagent costs. A proprietary reagent system has been developed to address both of these limitations. Based on the results obtained from laboratory and pilot-scale investigations, a flowsheet design has been developed to produce two distinct usable products from class F fly ash; low LOI ash and a high carbon product suitable for reburning or further upgrading. A process flowsheet and description are presented.

Thickeners are simply large tanks, usually circular in shape, which are designed to allow settling of solids and to operate with continuous overflow of clear water and underflow of thick pulp. The dimensions of the thickener are usually such that dewatering of very fine pulps may be accomplished while still 1 overflowing clear water. Some thickeners such as the Genter, Hardinge and Hydrotator types combine thickening with filtering2 while others such as the Dorr type are pure thickenersl,2,3. A schematic diagram of the traction type Dorr thickener is shown in Figure 1. This type is appropriate for tanks over 15 m (50 ft) in diameter. This tank employs a rotating raking mechanism which moves the settled material toward the central discharge. For this and other thickeners, it is common to have a shallow conical tank bottom in order to conform to the geometry of the raking mechanism, and it is often desirable to elevate the tank for ease of access to the product. When the tank does not rest on the ground, the forces resisted by the cone are large, and thick plates must be employed. The fabrication of these tanks requires temporary supports in order to erect the cone. A flat-bottomed tank could also be used because the settled material would soon form a hardened conical surface. However, because of the presence of large bending forces, even larger plate thicknesses are required than for the conical bottom. Significant cost savings often can be realized by the use of a scalloped-bottomed tank such as the one partially shown in Figure 2. The particular scalloped bottom discussed in this paper (and shown in the Figure) employs radial beams forming the outline of the cone-shaped bottom. These beams are supported directly by columns. Cone segments are hung between adjacent beams. The exact geometry of these segments depends upon the cone angle and radius, the number of radial beams, and their inclination. The geometry is chosen to satisfy certain clearance restraints and to utilize the material as efficiently as possible. The Mount Baker Ridge Tunnel is a major improvement of Interstate Route 90 in the State of Washington. The total length of planned underground construction is about 3,400 feet (1,040 m) of which 1,332 feet (406 m) will be constructed by a stacked-drift tunneling method. Sized for vehicular traffic on two levels, the net interior diameter will be 63 feet (19.2 m) requiring an exterior diameter of about 80 feet (24.4 m). The material to be excavated is predominantly stiff clay, and this will be the largest-diameter tunnel ever attempted in soft ground. A construction contract for the stacked-drift tunnel was awarded in late 1982.

Techniques useful in operations, analysis are applied to the problem of planning an exploration program. The model used treats mineral exploration as a Markov process, and maximization of gain is the criteria determining the optimum program. The mathematical description of the model and the optimization are first worked out. Application of the mathematics to several simple examples is given. Finally, comparison of the data necessary to use this operations analysis with the available data shows that the method can only be a guide to planning an exploration program.

The Annacis Island Outfall Project includes two TBM bored tunnels with face pressures above 3.5 bar, with an internal diameter of 4.2 metres. This paper discusses the innovative approach to TBM tunnelling and TBM design at the Annacis Outfall Project. The TBM custom design includes a 3.6 m OD core machine manufactured by Herrenknecht and a 5.0 m add-on by the Contractor (Bessac), acting as an extension kit, with optimized gantry design to accommodate for short tunnel drives and quicker launches. This novel design approach produced safety improvement, cost and schedule savings while streamlining logistics of TBM retrieval.

Over the past five years, the two-fold growth in Canada's coal industry "Figure, 1" results primarily from the coking coal market to Japan and, to a lesser degree, by the increasing use of sub-bituminous and lignite coal for power generation in the Prairie Provinces. This expansion will continue, but production of coal for domestic thermal generation of electricity will grow at a faster rate than coking coal exports "Figure, 2". Half of the 20 million tons of thermal coal used for electrical power generation in Canada during 1974 were imported by Ontario Hydro from U.S. coal companies in West Virginia and Pennsylvania. Ontario Hydro's Nanticoke station on Lake Erie which will consume 7.5 million tons of coal in 1977 when fully operative, as well as other future planned projects, could cause Ontario Hydro's coal consumption to rise from 10 million tons today to 20 to 25 million tons by 1985

Introduction and Historical Background State Geological Surveys have been deeply involved in industrial minerals from their inception beginning in the first half of the 19th Century. To Massachusetts belongs the credit of having carried out the first Geological survey under state auspices on the Western Hemisphere. One of the causes leading up to this survey was. Governor Lincoln's message to the legislature of May 29, 1830, from which I quote in part: "Much knowledge of the natural history of the country would thus be gained (from a geological survey), and especially the presence of valuable ores, with the localities and extent of quarries and of coal and lime formations, objects of inquiry so essential to internal improvements and the advancement of domestic prosperity, would be discovered.". Similar phraseology is present in practically all of the initial organic acts creating the first State Surveys. High on the list of priorities for these embryo surveys was an inventory of the mineral resources of the State with particular emphasis on the industrial minerals. Prom these early beginnings, the state surveys have developed a great wealth of geological data either directly or indirectly relating to the development of mineral resources. One can gain some conception of the effort that state surveys today place on industrial minerals studies by noting the projects in which they are engaged as reported in the State Geologists Journal. Central Water Integration Project (CWIP) Segment 5-1 is the most critical segment of a regional water supply project that transfers groundwater from Burleson County to northern San Antonio, replacing over 20% of that City’s water supply with a new source. CWIP Segment 5-1 included three tunnel reaches totaling 10,350-ft and 5 shafts that were constructed inside the City in an area known to contain large karst features. This paper describes site work used to investigate the alignment for karst features, manage potential environmental impacts, develop the contract package required for mitigation and the means and methods used to mitigate the large karst features that were encountered.

Anionic conditioning of phosphate ores prior to fatty acid flotation is a very critical step that determines the eventual selectivity, recovery and hence the economics of the process. However the chemical mechanisms operating during this conditioning step are not established. Several studies have been conducted in the past to determine the mode of interaction of collectors with the phosphate fractions however these have been done on a laboratory scale using pure phosphate minerals. In order to test the relevance of the observed effects to plant practice in this work a comprehensive survey of plant practice was first conducted and then adsorption on flotation feed and francolite were studied under simulated plant conditions. Effects of conditioning energy and water chemistry as well as solids loading and fuel oil were determined. Most importantly, different adsorption mechanisms were found to be dominant under laboratory and plant conditions. In plant water, there was some physisorption of oleic acid on phosphate flotation feed and francolite in addition to chemisorption. However, in distilled water under laboratory conditions only chemisorption was detected. Fuel oil reduced the residual oleic acid in solution after adsorption, which explains the beneficial role of extender in phosphate flotation. The dissolved species in solution arising from the flotation feed or plant processing water are shown to clearly play a major role in determining the adsorption of oleic acid on the substrates. The study also specifically demonstrates the importance of conducting research tests under plant mixing conditions and plant water chemistry for the results to be useful commercially.

The practice of impounding mine water and liquid fine waste in underground mines is increasing. Often these underground impoundments are created by constructing seals or bulkheads designed to withstand the expected hydraulic pressures. Occasionally seals are built for another purpose, usually to act as explosion-resistant ventilation barriers. Due to factors such as clogged drain pipes or unexpectedly high inflow rates, these explosion-resistant seals sometimes become subjected to hydraulic pressures. The incidence of seal failures due to inadequate design and/or construction is also on the increase. Fortunately, to date, no lives have been lost by water seal failures, but a clearer understanding of the design and construction considerations specific to water seals is vital to keep this from occurring in the future. This paper presents technical considerations for the design and construction of seals which will specifically be required to withstand hydraulic pressures in underground mines.

"During the past decade, column flotation cells have become widely accepted for upgrading ultrafine sulfide ores. However, the use of columns has been widely relegated to cleaner circuits due to their comparatively high selectivity derived from the use of wash water dispersed over a deep froth. High tonnage rates and low feed grades make using column technology in roughing and scavenger stages challenging due to the resulting size of the needed equipment. To specifically address this challenge, a new high-intensity flotation system known as the StackCell™ was developed. This technology makes use of a novel pre-aeration method coupled with froth washing to simultaneously provide improved flotation kinetics and selectivity. The novel aeration system provides efficient bubble-particle contacting thereby shortening the residence time required for particle collection. This article reviews the technical design features of this new flotation technology and presents recent data from in-plant pilot testing in a copper-sulfide application. INTRODUCTION Column flotation cells have become very popular in the minerals processing industry for cleaner circuits due to their ability to produce a high-grade froth concentrate via the use of froth washing (Luttrell et al., 1999; Kohmuench et al., 2004). The use of wash water minimizes the nonselective recovery of ultrafine impurities that are normally entrained into the froth product from conventional flotation machines. On the other hand, the unique design of a column cell typically requires a large tank volume. Column cells must be tall to ensure that the pulp residence time is long enough to offset their inherently slow flotation kinetics and to minimize internal mixing that is detrimental to overall cell performance. The tall design minimizes the total floor space required for the column installation, but substantially increases the foundation load. The large size of the column tank can also create issues during fabrication, transportation and installation. To address these concerns, the engineering team at Eriez Manufacturing developed a next-generation flotation technology called the StackCell?. This high-intensity flotation machine was designed to provide column-like separation performance within a very compact volumetric footprint. This article describes the key working features of this new technology and provides data from recent pilot-scale tests conducted in gold and copper-sulfide applications"

The purpose of this paper is to describe a data-acquisition system for mine ventilation surveys that was developed by the author. The system is composed of "off-the- shelf" components integrated through a custom- designed software package to form a user- friendly data acquisition system capable of operating as an unmanned base station or as an operator-triggered roving station. To demonstrate the applicability of the developed system, the author will present data collected during an experimental ventilation survey, which was performed in one of the underground coal mines of eastern Kentucky.
