During the past fifteen years considerable progress has been made in the technology of slope design. It is possible to design rational slope angles if suitable data on geology, hydrology, and rock properties are available. It is of course preferable to conduct a full scale slope design study, but there are those situations where a full scale study is not feasible because of time and budget constraints. In this paper we will treat two situations: (1) choosing slope angles for a preliminary feasibility study at the exploration stage; and (2) dealing with a slope failure in an operating pit. In these instances slope angles must often be chosen on the basis of available or readily obtained data. In an exploration program all too often a feasibility study is initiates just a few months prior to the decision deadline to drop the property or to exercise an expensive purchase option. If all that is available at this point are a few cross sections at odd angles showing ore and waste contacts and a dog-earred map of the surface geology there may not be time to collect and organize enough information for design of slope angles. On the other hand if during the drilling program geologic cross sections are constructed and the structural data is presented in tabular form, rational slope angles can be determined within the allotted time. Certain types of data can be collected only at specific times during a project. Two prime examples are logging fracture intensity and collecting samples for rock testing before the core is split. It is particularly disheartening to ask to see the core and to be shown a tattered cardboard box filled with plastic bags of sample pulps.

Success of The Carter Mining Company's safety program can be primarily attributed to "total immersion" of all operating and staff personnel in program design and implementation. Currently, the Company operates two surface coal mines in Campbell County, Wyoming. Total employment is about 440 and current annual production is about 15 million tons. The safety program has evolved from one which was administered primarily by staff personnel (the Safety Department) to one which requires active participation by line management and operating personnel. Lost time accident frequencies have declined from a high of 1.86 per 200K hours worked in 1978 to zero in 1982. Reportable accident frequencies have declined from slightly over 5 to slightly over 2 during the same period. Analysis of program results indicates that the most important achievement by the company has been to gain strong commitment to safe operation by all employees. It is important that program format and content be frequently changed and modified so that: 1) The requirement for safe job performance is communicated well and often, 2) The safe job performance message is trans- mitted in new and interesting ways, and 3) Operating personnel participate in design and implementation of the program.

The subject of this paper is broad and complex. Secondly, it is near and dear to the authors' hearts. Therefore, it doesn't seem possible to deal with every aspect of it in less space than a good size textbook. Also, if we dealt with all of the basics of feasibility studies and report preparation, we would cover a lot of material available in the literature, and would have to minimize our editorial comments. In view of these limiting realities, we have chosen to discuss selected facets of the subject, and to provide several comments which stem from our personal experiences during the past 20 years. "Think Ahead" hen someone is undergoing training to command a large ship, the following short phrase is engraved in his memory: "Think Ahead." The reason is simple enough. A battleship, aircraft carrier or oil tanker cannot change directions quickly, and if one waits to a what the other ship is going to do, there may be twisted metal and bodies scattered all over the ocean floor. The commanding officer has to use radar, forward rind aft lookouts, experience, common sense, intuition, weather forecasts, and everything else available to him to avoid trouble. Remember the USS Stark, and the fate of its captain? The fact the Stark was hit by a "friendly" missile didn't lessen the damage. How about running into a mine? Is it an excuse that no one thought about the possibility of a minefield ahead of the ship? The point is, relative to feasibility studies, that its prospective authors, and especially the commander of the efforts required to create it, must "think ahead" from the moment of their association with 4 mining activity. Microprocessor technology has revolutionized the business community by placing tremendous computing power in the hands of the end-user for a very inexpensive price tag. The range of applications covers process control, to office automation, to personal computing capabilities. With the influx of this new technology, which these systems have to offer, also comes some unique operational and control considerations. But before we address these items, let us lay a foundation of common terms to be used throughout this presentation. Due to the rapid advances in microprocessor technology, where a new generation of computers is announced every two or three years, it becomes difficult to define a microprocessor system and have it valid for an extended period of time! Therefore, for this presentation, we will be dealing with a subset of microprocessors called Personal Computers or PC's. At the heart of a PC is a Central Processing Unit or CPU. The CPU performs the actual program and command execution. The programs dealing with driving the various peripheral equipment is referred to as the Operating System (for example: DOS : Disk Operating System, CP/M - Control Program/Microcomputers, etc.). The CPU is normally housed in an enclosure which contains power regulators, peripheral equipment interfacing 'cards', and expansion 'slots' to enlarge the capabilities of the PC system.

Under the terms of the 1970 amendments to the Clean Air Act, the EPA established national ambient air quality standards for a number of pollutants. Sulfur dioxide (SO2) was one of these pollutants. These ambient air quality standards have had perhaps their biggest impact on the power utilities. In an effort to meet the air quality standards set forth by the EPA, utilities using high sulfur fuels have been forced to install flue gas desulfurization (FGD) systems. The majority of FGD systems in operation today are nonregenerable systems, that is the by-product of the system is disposed of, usually into settling ponds. Limestone slurry is the most common reagent used to remove SO from the flue gases. The calcium carbonate (limestone) slurry interacts with the flue gas, absorbing the SO2 and forming a by-product of calcium sulfate/sulfite which is disposed of.

In the mobile crushing unit system trucks are replaced by a conveyor resulting in a "continuous" almost "fully-automated" operation with all its attendant advantages. In consequence, overall operating costs are greatly reduced. Because of the new designs of large mobile crushing units that have been brought on-to the market, the use of these plants has increased significantly during the last three years. This paper describes the designs of new mobile crushing units, and emphasizes the advantages that such plants offer to the rock products and mining industries. It examines operating costs, and indicates the conditions in which the application of these plants is most profitable.

The subsidence monitoring program at the Old Ben No. 24 Mine was planned in 1976 as part of the on- going demonstration of longwall mining. The construction and installation of the network of surface subsidence monuments was started in Play of 1976 and completed four weeks later after which an initial reference survey was made of all surface monuments. Mining of the first longwall panel started in September of 1976 and was completed in May of 1977. Mining of the second panel started in August of 1977 and is continuing at this time. The Automatic Data Acquisition System (ADAS), which is the subject of this paper, was installed over the second panel on March 29, 1978 near the panel center (Figure 1) and approximately 104 meters (370 feet) in front of the face position at that time. Mine No. 24 is located approximately 5 kilometers (3 miles) Northwest of Benton, Franklin County, Illinois. Coal is being mined from the Illinois (Herrin) No. 6 seam which is at a depth of about 189 meters (620 feet) at the site. The Herrin No. 6 is up to 2.7 meters (9 feet) thick in the mine but a constant thickness of 2.1 meters (7 feet) is being mined by the demonstration longwall with both roof and floor coal being left for stability. Although the seam is flat laying at the mine, it dips north- ward regionally. Topographically, the surface over the demonstration panels is essentially flat and low laying with several areas of standing water. The Rend Lake Dam (United States Army Corps of Engineers) is about 305 meters (1000 feet) north of the demonstration site.

Size reduction is very energy intensive and is the single most power-intensive operation in mineral processing plants. Research has shown that only a small part of the energy is utilized efficiently. One of the major thrusts of all equipment manufacturers has been to improve this efficiency. Choosing the right equipment to maximize energy utilization in any comminution application has always been the utmost criteria. Due to the high energy cost and depletion of good grade minerals, it is becoming essential to optimize all the subsystems within a given comminution system for the overall economic success of such ventures. Bradley Pulverizer Company of Allentown, Pennsylvania recognized this and started offering its Feeder Controller in 1988 for automatic feed control. After its first successful operation, Bradley made this as a part of all of their grinding system standard offering. It was also recognized that the Feeder Controller was just a beginning and more automation and controls would be required for an overall, efficient grinding system.

In the capitalistic system the success of a mining enterprise is measured by the rate of return on the investment and the speed by which its redemption is achieved. Exploration in search of ore deposits often results in the emergence of the lean orebody which does not meet basic company requisites. At this point a decision must be made whether to place the orebody into production or postpone production pending more favourable market conditions. The wisdom of this decision, borne out by future results, demonstrates the quality of a company's management and is instrumental in the degree of financial success it achieves. The project feasibility report must show a rate of return on the capital invested that is attractive to the company, plus its full redemption in the desired period of time, in order to bring the property into production on a sound economic basis. Mining companies have demonstrated their ability to bring the profitability of a marginal property from a point that says "no go" to a point of "go" by substantial reduction of expenditure without adversely affecting production rate or cost. Here is where the real challenge exists for today's mining engineers and plant designers; they will have to develop better ideas and concepts: ideas that will still allow maximum production at reduced capital expenditure, This is the sound way marginal orebodies can be brought into production without inflationary increases in the price of their product.

The marine geologist and coastal engineer have at their disposal a wide variety of geophysical tools with which to investi¬gate sea floor topography and structure. Such devices include towed magnetometers, shipboard gravimeters and a variety of acoustical systems for recording the relief of the sea floor and buried structural features. The versatility of this latter group of systems lends itself to a variety of applications essential to those projects where excava¬tion of the sea floor is required. This paper describes the use of several acoustic devices and their Limitations and presents a case history in which a rapid survey from a small vessel provided detailed information critical to the planning stage of a specific coastal project. In this discussion, shallow water is defined as depths less than 150 feet. At present, this limit includes the maximum depth of economic dredging and most other offshore activities. To be sure, the maximum depth at which routine useful work can be accomplished is rapidly increasing, but the majority of current marine activities are located in water depths here defined as shallow.

The Metropolitan Water Reclamation District of Greater Chicago (MWRD) imposed a no-blasting specification (blasting is restricted to the construction shaft and shaft bottom or boot) on the Deep Tunnel project in 1988. This was prompted by numerous complaints from the residents in the vicinity of the project, and controversies experienced on previous projects from blasting the rock overlying the tunnel. This paper will describe the methods utilized by two major contractors who are driving 20 km (12.5 of tunnel along with drilling over 36 shafts under this restrictive specification. The impacts on design, construction, schedule, cost, and the environment are detailed.

Eicosanoids and cytokines produced by the alveolar macrophage (AM) are key mediators of pulmonary inflammation and fibrosis resulting from occupational exposure to mineral dust. In order to determine if eicosanoid and cytokine production are altered by chronic inhalation of coal dust, we compared the production of prostaglandin E2 (PGE2), thromboxane A2 (TxA2), leukotriene B4 (LTB4), interleukin 1 (IL-1), tumor necrosis factor (TNF) and platelet-derived growth factor (PDGF) by cultured AM from non-smoking normal human volunteers and coal miners. Inhibitors of eicosanoid biosynthesis were administered to AM from coal miners in order to determine if a link between eicosanoid and cytokine production exists in these cells. Basal PGE2, TxA2, TNF and IL-1 production by AM from active miners was increased compared to AM from normal volunteers. However, the production of these eicosanoids and cytokines by AM from former coal miners was reduced compared to control AM. Administration of the cyclooxygenase inhibitor, suprofen, and the lipoxygenase inhibitor, nordihydroguaiaretic acid, reduced PGE2 and TxA2 production in miners' AM but had no effect on LTB4, IL-1 or PDGF production. Specific inhibition of thromboxane synthase by UK38,485 was associated with a significant reduction in TNF production in active miners' AM but had no effect on PGE2, LTB4 or IL-1 production. The prostacyclin analogue ZK96,480 also specifically inhibited TxA2 production in active miners' AM. The results of these studies suggest that coal dust exposure is associated with alterations in AM eicosanoid and cytokine production which may be relevant to the development of pulmonary inflammation and fibrosis. In addition, the lack of effect of inhibitors of PGE2 biosynthesis on IL1 production in miners' AM suggests the production of these intercellular messengers may not be linked in AM chronically exposed to coal dust.

On July 20, 1990, a Spontaneous Combustion Control Plan was approved by MSHA for Jim Walter Resources, Inc. No. 5 Mine. The mine operated under the plan for twenty-nine shifts before MSHA revoked the plan. A total of fifty-five seals were constructed during the process of implementing the plan. The major difficulty in applying the control concept resulted from problems controlling leakage at the numerous seals. The number of seals was a direct consequence of attempting to merge the traditional bleeder system, used in all the Blue Creek Mines, with the bleederless system Jim Walter Resources proposed as a means of controlling the spontaneous combustion hazard. This paper discusses Jim Walter Resources experience with spontaneous combustion control and the new safety standard which applies to underground coal mines that demonstrate a history of spontaneous combustion and how this standard would apply to our No. 5 Mine. The new Ventilation Standards were published in the Federal Register on May 15, 1992, and scheduled to go into effect August 16, 1992.

Recent developments in expanded PTFE membrane filter cloths offer high flow rates and sub-micron particle removal. These high strength, industrial grade filter cloths can be tailored for tubular filters, leaf filters and rotary vacuum drums. Filtration techniques using tubular filters make possible filtration of difficult slurries with the elimination/reduction of filter aids and chemical additives. This paper describes principles of surface filtration, applying the membrane filter cloth and comparisons to gravity separators. Benefits to the mining industry include clear effluent, enhanced solids recovery and accelerated cost payback.

This paper provides a brief look at a proposed short-longwall for coal, development. The proposed method is an attempt to realize the advantages of longwall mining in deposits that, historically, would only be minable by continuous mining methods. An overview of the proposed layout, development requirements, production rate, ventilation scheme and other associated features is provided. This mining method could help operators in above-drainage seams where minable areas are smaller. It may also have application in areas that are peppered with gas wells and in environmentally sensitive areas which preclude the use of conventional longwalls.

INTRODUCTION The inelastic stress-strain behavior of rocks has urged engineers to seek for the possible application of plasticity to engineering pro¬jects such as tunnels, oil wells, dams, etc. for a long time. Early efforts in this direction have tentatively used the classical theories to solve some axisymmetric problems, in which the rocks were treated as perfectly plastic and nonfrictional materials (Talobre, J. A., 1957). Meanwhile, one of the fundamental assumptions is that the volume strain of elastoplastic material is purely elastic. Drucker and Prager (1952) developed a perfectly plastic and frictional model with a generalized form of Mohr-Coulomb law, which serves as both failure criterion and yield criterion. Although the associated flow rule gives unacceptably large dilatancy, this model is a very important step to deal with the frictional behavior of geological materials. As a further step, Roscoe et al (1963) and Schofield and Wroth (1968) proposed a Cam-clay model, which accounts for the yielding before the material reaches a failure envelope and reflects the plastic volume strain as a strain hardening factor, and the open end of the Drucker-Prager envelope is capped by a family of yield surfaces, the envelope is made conforming with crit¬ical void ratio line. The proposed shapes of the cap have been based on experimental data and on convenience of mathematical descrip¬tions. Drucker, Gibson and Henkel (1957) introduced a spherical cap for soils, while in Cam-clay model the cap is semi-logarithmic yield function derived from the result of triaxial tests. DiMaggio and Sandler (1971) proposed an elliptical model for sand, in which the hardening function depends exponentially on plastic strain. Sandler et al (1976) used a plane cap model to express the behavior of a wide range of geological materials of which the nonlinear hysteretic nature is significant. Mizuno and Chen (1982) illustrated the physical mean¬ing of cap models and their adaption to finite element calculation. In recent years, Carroll et al (1972, 1980) have studied the com¬paction of porous materials under hydrostatic pressure and discussed the mechanism of the nonlinear response thoroughly. Analytical and numerical analysis of the hollow sphere model by Curran and Carroll (1979) predicted an initial yielding surface, dependent on the initial porosity, and showed a strong coupling between hydrostatic and deviatoric effects. All these main features from the abovementioned theoretical research are visualized by the experimental data on Boise sandstone (1984). The combination of such previous work would be logically the construction of a plasticity model for porous rocks which, following the tradition of assigning the name of birthplace to a special model, is called Cal-Rock model (Carrol, M. M., 1984). The results of triaxial tests along different loading paths reveal the compaction characteristics for deviatoric and hydrostatic stress separately. the fitting of the nonlinear stress-strain curves leads to a construction of yield surfaces. Moreover, an uniaxial strain test gives the strength envelope which is the critical state line. The whole model is composed in the frame of elasticity theory. The concept and representation of plasticity used here are in the spirit of Naghdi¬Casey theory (Casey and Naghdi, 1984 and 1984, Naghdi and Trapp, 1975). In order to find the way of using such a plasticity model in engineering problems, the stress field in a thick-walled cylinder of porous material is calculated. This is an axisymmetrical problem with plane strain, which is an idealization of oil well in an infinite medium. Because the constitutive relation is highly nonlinear, a numerical method has been utilized to obtain the solution. CONSTRUCTION OF CAL-ROCK MODEL (1). Valuations can be molded, twisted and misinterpreted. Cases of spurious scope setting; limits to the information or access by the valuer; difficulties with the lack of comparative valuations; inappropriate valuation methods and outright speculations are described. None should be accepted by an experienced, independent minerals valuer. The Australasian Institute of Mining and Metallurgy (TheAusIMM) is working on a Valmin Code for which a Manual of Best Practice and Valuation Guidelines may be developed.

The demand for mineral raw materials, especially in the major industrialized nations, has grown rapidly during the past three decades. One consequence of this growth has been an increasing reliance by the large industrialized countries upon nondomestic mineral supplies. These mineral supplies, to a large extent, have been developed by capital from the major industrialized countries. Until recently, most foreign mining ventures were either wholly-owned subsidiaries or joint ventures between two or more mining companies. The recent rise of economic nationalism has substantially changed the business climate and parameters under which foreign investors operate. This paper describes some of the underlying reasons for this change and notes how investors have adapted to the new business conditions.

Lack of selectivity in mixed mineral flocculation can be attributed to one or more of the following factors: dissolved ion interference, heterocoagulation, mechanical entrapment in flocs and entrainment of fines between flocs. In a study of apatite- dolomite system, it was determined that dissolved ions do not have a significant effect on selectivity. Heterocoagulation was minimized by choosing proper process conditions and addition of a dispersant. Mechanical entrapment was proved to be insignificant and efforts were made to reduce entrainment by choosing an appropriate method of separation of flocs from fines. A new factor termed "polymer induced entrapment" which occurs due to limited affinity of the polymer to the mineral which is not flocculated is postulated to be the cause for the loss of selectivity.

INTRODUCTION The term "Rapid Underground Excavation" is generally associated with high speed tunnel advance with large volumes of excavation, and indeed this is the type of work for which most of the recent innovations in methods and new machinery have been developed. However, the term applies as well to any underground excavation process that results in an earlier project completion than would be expected with conventional methods, and hopefully with a decrease in total unit excavation cost. Often significant progress has been made during the primary stages of an underground construction project and then an inordinate amount of time and effort has been expended on small units of "miscellaneous" excavation which has delayed the overall project completion and escallated overall unit costs. Construction at the Nevada Test Site of the Atomic Energy Commission for underground testing frequently requires significant amounts of so called "miscellaneous mining" such as short access drifts, cross cuts, alcoves, niches and concrete keyways. Many of the keyways must be excavated without disturbing the rock beyond the excavation lines and construction scheduling often dictates that much of the work must be accomplished without disturbing sensitive electronic equipment already installed.
