Geologically, northeastern Siberia is a region occupied by a folded belt of Triassic and Jurassic sediments and volcanics. Gold mineralization is of Upper Jurassic age. Most of the stream placers formed during the Quaternary. Placer gold was first discovered in 1916. Between 1930 and 1957, mining was carried out by the "Dal 'stroi," a Russian concentration camp organization. Since 1966, the mines have been worked mechanically. About 10 mining districts are now active, producing, altogether, 110 to 135 t (120 to 150 st) of gold annually.

The Egyptian marine phosphorite of Sebaiya West, the Nile Valley, consisting of both non-oxidized hard siliceous and oxidized leached friable ore types, is subjected to a roughing-cleaning silica flotation circuit for production of wet-process phosphoric acid concentrate. Operating at its maximum capacity of 268 t/hr, the following were the main problems encountered during the early stages of running the plant: 1. The tremendous amount of slimes generated by scrubbing the crushed ore causing turbidity in the plant thickener after a short time of operation, regardless of the added flocculant. 2. Rod mill choking leading to inefficient performance of all other equipment and poor flotation results. 3. The drastic increase in imported oleic acid price. Pulp density and slurry flowrate measurements at different points of the plant as well as ore microscopy, size distribution analysis, chemical analysis and x-ray diffraction analysis of representative ore samples coupled with Work Index measurements of feed samples showed that the wide variation in the ore's hardness was responsible for such problems. Application of the locally produced non-edible rice bran oil as a substitute to imported oleic acid in flotation resulted in total saving of U.S.$2 million in 1990. The total unsaturated fatty acid content of the oil is high, ranging from 75.2 to 81.5 mole % of which the C18-unsaturated fatty acid content ranges from 72 to 79 mole %.

Impervious zones in copper waste heaps create a problem in contacting the rock with leaching solutions. These zones are normally associated with compacted layers .formed on the surface of each lift by dump truck traffic and by disintegration of the rock exposed to atmospheric conditions. These layers are usually only a few feet in depth--but, nevertheless, act as barriers to vertical flow causing the leach solution to perch in the heap, Consequently, much of the rock remains untouched and the leach solution breaks out the side of the heap instead of continuing downward to bedrock. One solution to this problem is breaking the hard pans with explosive charges. However, to use explosives means adopting new explosive materials and methods. To use this process successfully requires finding answers to operating conditions inherent to waste heaps. Foremost among these are: (1) type and size of casing that can be used because of limitations brought about by drilling problems, caving and, corrosive conditions; (2) perforating the casing at required levels; (3) an explosive capable of being pumped; (4) obtaining detonation of the, main charges through, the wail of the casing; (5) an explosive with the ability to propagate through the voids of the rubble and one which is not affected by water, acidic solutions, or back pressure conditions from hydrostatic heads; (6) to heave and rupture the compacted zones without chambering or recompressing the waste material.

P.J. Ehret By and large, I agree with many of the precepts discussed in the Saperstein paper. I believe there is much more that can be done on the local level to involve both government and planning in the mine permit review process. Admittedly, much can be done to improve discussion between the state regulatory authority, local authorities, and mine operators. However, I strongly disagree, as suggested in the paper's conclusion, that such a system, as outlined in Saperstein's paper, could result in a reduction of review time or a lowering in the cost of permitting. The implementation of such a system by its very nature would only add a new level of bureaucracy to an already cumbersome process. This system, in my opinion, would only add to the cost of permitting and the time necessary to obtain a permit. Admittedly, it would achieve the result of adding local influence into the permitting process, but at what off-setting cost? It has been my professional first-hand experience and observation in the permitting and lands unsuitable processes to note that under the present system, local governments that do feel they have a stake in local mines and actively ad¬vocate their position (not simply comment), have had significant input into the conduct of mining and reclamation plans in their areas. Mining companies that mine in these areas are aware of local interests and attitudes, and do consider them in their plans. Simply put, local governments that want to get involved and want to play significant roles can and do. Those that do not advocate a position or have no input to offer do not. Although the present system is not as direct in effect in regard to local control as Saperstein's, it does work. It does so without the red tape that would result from developing miniature regulatory authorities in every county in which mining occurs. Although local input is important, there are many more sections of the Surface Mining Control and Reclamation Act (SMCRA) than Sections 508(a)(8) and 522(a)(3)(A) that also are important. It appears Saperstein's paper may overindulge these sections. An additional specific comment is made in regard to the statement that while local areas benefit from mining (wages, salaries, and purchases), they also endure environmental deterioration caused by mining affects. It is believed that the whole purpose for which SMCRA and its resulting regulations were enacted and developed was so mining would not be permitted if significant environmental deterioration could occur. Therefore, it could be argued that this point under current law is moot. Reply by L.W. Saperstein P.J. Ehret writes in a reasoned and rational way and makes some good points. The arguments in favor of central control of the designation process reflect all of the benefits associated with central environmental control: consistency of enforcement, efficiency of operation, ease of communication among enforcing agency, etc. Nonetheless, the decision to mine or not to mine is a landuse decision which, in substance, is similar to the decision to build a shopping mall, a new highway, or a housing subdivision. Although, state and federal governments' interests in the protection of public welfare are real and are expressed properly in mining laws and mining enforcement agencies (OSM, Illinois Department of Mines and Minerals, etc). I continue to maintain that the permitting and designation processes should originate with local government, which is in keeping with the American tradition of delegation of the land-use decision to local or regional government.

Accident prevention can be portrayed as a science that deals with facts and natural phenomena and must be dealt with in the same manner as any other operating problem. Safety at the Copper Queen Branch dates back to 1913 when a Safety Organization was started and rules formulated for underground mining. Since then the mining industry has made substantial progress in the elimination of accidents and when the Lavender Pit was started in 1951, it adopted the general plan in use at all Phelps Dodge properties. The extractive industries consist of five major sectors: - Mining equipment and services - Dimensional stone - Industrial minerals - Aggregates - Metal mining These industries produce some finished goods but mostly semi-finished products as they feed into other industrial sectors: Basic metals, fabricated metals, construction, chemicals, dyes and pigments, inorganic chemicals, fertilizers, rubber and plastics and non-metallic mineral products. These are the major down-stream industries in this study. Taken together with the extractive industries they form the mineral resource based cluster. The mineral resource based cluster is a substantial part of the Finnish economy: It employs 211 000 persons, 39% of the number of employees in industry. The cluster?s exports account for 20% of industry exports. Value added is 34% of total value added in industry. Investments reach 35% of total industry investments.

Batch leaching of Ohio #1, Ohio #4A and Ohio #5 coals was conducted with the thermophilic. sulfur, oxidizing microorganism: Sulfolobus acidocaldarius. Four different size fractions of each coal, with median sizes of 508, 200, 90, and 49 microns, were subjected for 10 days to leaching in a 5% coal-water slurry at 72°C and a pH of 2. Release rates and extent of sulfate and iron I1 and I11 ions from the coals during the leaching process and distribution of sulfur forms (sulfate, pyritic and organic) in the coal samples before and after treatment were determined. Data indicated that Ohio #1 coal, with an initial sulfur content of 0.6%, showed no significant changes with leaching in total sulfur content or forms of sulfur. The Ohio #4A coal, with initial total sulfur content near 5%, yielded product, for sizes below 200 microns with 90% reduction of pyritic sulfur while the extent of organic sulfur removal varied with coal particle size. Results similar to those for Ohio #4A were observed on the Ohio #5 coal, which had an initial total sulfur content of 3% and a final sulfur content near 1%. The findings were interpreted in terms of basic biological, chemical and physical mechanisms.

The results of using a simple analytical solution and a relatively complex numerical model to estimate ground water inflow to an open pit mine are compared. The analytical solution assumes lateral, radial flow to a fully penetrating pit in an idealized confined aquifer, whereas the numerical model simulates fully three-dimensional flow to a partially penetrating pit from a water table aquifer. The latter is a more realistic simulation of the problem, but the former method is significantly easier to use. Comparison of the results obtained with the two methods for some typical hydrogeologic conditions encountered in mining yields ratios between them in the range of 0.2 to 0.6. These values can be used as a coefficient in the Pit Flow analytical solution to produce reasonable estimates of in-flow even when there are significant differences from the idealized conditions implicit in its application.

Areas of bubble contact were delineated for topaz and tourmaline in the presence of chloride, fluoride, sulfate, phosphate, oxalate, and citrate ions using dodecylamine hydrochloride collector. The limits of pH and the minimum collector concentration were established using the bubble pick-up technique. Bubble contact did not occur below the p.z.c. (point of zero charge), estimated to be 5.6 for topaz and 6.6 for tourmaline, in the presence of chloride ion. Flotation below the p.z.c. was, however, extended by citrate, oxalate, phosphate, sulfate, and fluoride ions. Oxalate, citrate, and fluoride ions displayed the greatest pH range of activation, followed by phosphate and sulfate ions. Chloride ion acted as an indifferent electrolyte. Topaz was selectively activated with respect to tourmaline by fluoride and phosphate ions. Topaz was activated by fluoride ion between pH 2.4 and 5.6. Tourmaline flotation in this pH range was virtually insignificant. Topaz was activated by phosphate ion between pH 4.9 and 7.4. Tourmaline flotation in this pH range was only partial. Activation appeared to be strongest when anionic protonated species were in maximum concentration. Strong activation also corresponded to very stable metal ion species thought to be formed on the surface of each mineral.

Many factors must be considered when performing engineering and construction work for a major minerals project. Dravo's Afton copper smelter in British Columbia illustrates some of the E&C factors considered when setting up this new operation. In March 1978, Afton Mines Ltd., a Tech Corp. subsidiary, began blister copper production at the world's first integrated copper ore mining, milling, and smelting operation to use Top Blow Rotary Converter (TBRC) process smelting technology. This key TBRC smelting element is licensed by INCO Ltd. to Dravo Corp. The TBRC process uses a single vessel of modular design. It rotates for mixing and provides complete processing capability, from concentrate through blister copper. The Afton facility is about 16 km west of Kamloops, a town in south-central British Columbia. To make its operation as economic as possible, Afton officials considered several options for the copper smelter, the first in modern times in the province. Inability to extract precious metals-primarily gold-from the concentrates ruled out hydro-metallurgical processes. The final choice was between a conventional electric furnace/ Peirce-Smith converter combination and the TBRC process. The TBRC process was chosen for its versatility in processing the various Afton concentrates and grades and its 40% lower capital cost compared to the electric furnace converter system. The TBRC smelter -including concentrate slurry receiving, drying, storage, smelting, off-gas cleaning, and copper casting-had an installed cost of about $25 million. In December 1974, a pilot program was conducted by Teck, Dravo, and INCO at INCO's Port Colborne, Ontario, research facility. The pilot program demonstrated the TBRC's ability to smelt, convert, and clean copper slags. After the successful pilot effort, Dravo performed additional research to find an effective fixation system for high grade, intermittent SO2 gases. Once the go-ahead was given, design and procurement for the Afton copper smelter was provided by the Denver Division, Dravo Engineers and Constructors. Commonwealth Construction, Vancouver, constructed all Afton facilities. Afton's single furnace smelter is designed to produce 25-kt/a blister copper in 363-408 kg cake form. The product is sold to England for electrolytic refining. The TBRC process is only one of several innovations proposed by Dravo and chosen by Afton to insure the most modern smelter in North America and meet all British Columbia's environmental restrictions. Conventional smelting methods use a separate furnace for each process step. The TBRC process employs but one furnace. The Afton TBRC vessel measures 6.4 m in length and 4.3 m in diameter. The furnace is supported on a set of motor-driven rollers. These permit the vessel to rotate at variable speeds to 40 rpm. Rotation provides good mixing, high reaction rates, and effective heat transfer from the refractory sides to the molten bath resulting in a low thermal gradient. The furnace can tilt through a full 360° for charging, firing, and pouring. Smelting at Afton is accomplished in sequential fashion. Flotation concentrate and limestone flux are initially charged to the hot, empty vessel. Using the water-cooled, oxy-fuel lance, the initial charge is smelted. Once sufficient molten bath is obtained and slagging completed, the metallic concentrate is charged. In recent years increasing attention has been given to improving both the chemical and physical properties of sinter. The first step toward this goal was the production of a self-fluxing-sinter. More recently, blast-furnace operators have found that significant improvements in blast-furnace performance can be achieved by improving and controlling the physical size of the sinter. The results of full-scale blast-furnace tests have shown that blast-furnace production can be improved by using a closely sized agglomerate. The improvements obtained by the use of pellets, a closely sized agglomerate, are well known. In contrast, blast furnaces charged with sinter having a wide size spectrum have generally not yielded results as satisfactory as those from furnaces 1) * charged with pellets. Beginning in 1958, Appleby-Frodingham charged plus 3/8-inch sinter to their blast furnaces. Further tests by other companies in Canada, 2) the United States, 3) and Australia showed that blast-furnace production could be improved by about one percent when the plus 3/8-inch material in the burden was increased by one percent. Because of the promising results obtained with screened sinter, an extensive test program was initiated to determine an effective means of producing sized sinter in U. S. Steel's sinter plants. This paper describes the work done by the Applied Research Laboratory in this program.

The Great Salt Lake occupies about 1000 square miles whereas its predecessor, Lake Bonneville occupied 20,000 square miles and its shoreline reached 1000 feet above the present lake level. The sediments of Lake Bonneville range from peripheral gravel and sand deposits to central basin calcareous clays and silts, gypsum sands, and saline precipitates. The drilling and engineering tests conducted by the Utah State Department of Highways for many highway structure sites and the construction of Federal Interstate freeway provided engineering and hydrologic properties of Lake Bonneville sediments. Ground water and surface brine exploitation have contributed hydrologic and chemical data; the geologic and mineralogical data are scientific research contributions.

This study was developed as part of an effort by the National Institute for Occupational Safety and Health (NIOSH) to better understand rock-mass behavior in longwall coal mines in highly stressed, bump-prone ground. The floor-heave and nofloor- heave phenomena at a western US coal mine could not be properly simulated in numerical models using conventional shear-dominant failure criteria (i.e., Mohr–Coulomb or Hoek–Brown failure criterion). The previous numerical study demonstrated these phenomena using a user-defined model of the s-shaped brittle failure criterion in conjunction with a spalling process in the FLAC3D numerical modeling software. The results of the FLAC3D modeling agreed with the observations of the relative amounts of heave from each gate-road system. However, the FLAC3D model adopted many assumptions and simplifications that were not very realistic from a physical or mechanical perspective. To overcome the limitations of the FLAC3D model, 3DEC modeling in conjunction with the discrete fracture network (DFN) technique was performed to better understand the true behavior of floor heave associated with underground mining in an anisotropic stress field. The effect of stress rotation in the mining-induced stress field was considered by using a different geometry of rock fractures in the coal seam. The heterogeneity of the engineering properties (i.e., cohesion and tensile strength) were also considered by using Monte Carlo simulations. Consequently, the 3DEC models using the DFN technique resulted in predictions of floor heave that agreed with observations of the relative amounts of heave from each gate-road system, but the cause of heave was mainly related to the degree of anisotropy instead of the size of the pillar.

The turning bands method for the simulation of spatially correlated data in two or three dimensions requires that the relation- ship between the covariance obeyed by the realizations first generated on lines, and the covariance of the two or three dimensional process must be solved. In three dimensions the solution is immediate, but in two dimensions the integral equation relating the covariances of the one and two dimensional processes is more complex. This is solved in this paper and is applied to the most common model used in ore deposit description, the spherical covariance.

Lithium-ion battery applications are increasing for battery-powered vehicles because of their high energy density and expected long cycle life. With the development of battery-powered vehicles, fire and explosion hazards associated with lithium-ion batteries are a safety issue that needs to be addressed. Lithium-ion batteries can go through a thermal runaway under different abuse conditions including thermal abuse, mechanical abuse, and electrical abuse, leading to a fire or explosion. The NIOSH Mining program is conducting research to prevent and respond to lithium-ion battery fires for battery electric vehicles in the mining industry. In this study, experiments were conducted to investigate the effectiveness of different suppression systems including dry chemical, class D powder, and water mist for lithium iron phosphate battery pack fires. The effects of activation time and release time of the water mist system on the suppression of lithium-ion battery fires were studied. The results of this study may be helpful for developing strategic firefighting and response plans for battery-powered vehicles used in mining.

Prior to 1974, bauxite-producing countries were poorly informed about important aspects of the bauxite/alumina/aluminium industry. This placed them at a disadvantage in negotiations over the development of the industry with interested parties. Since the formation of IBA, its member governments have acquired a fuller awareness of the structure and operation of the industry. The role of IBA is to enlarge the relevant information base of member governments, to act as a forum for the exchange of information on the industry and to form a focal point for multilateral discussions on problems in the industry with corporate interests and with governments of consuming countries.

Hydraulic slurrying and pumpability characteristics of phosphate matrix (ore) have not been quantitatively defined. An elemental triangular diagram analysis of rock/sediment texture is used to classify the nature of the ore; then related to empirical field data of hydraulic pressureand production yardage ratios. This experiment is applied as a geotechnical tool to provide empirical data of ore slurry and pumpability characteristics as key considerations in the design of slurry pipeline systems. A real texture variability maps are developed on a section of land to assist mine engineering planning.

As part of its research program on column flotation, the Bureau of Mines, Salt Lake City Research Center has performed studies on (1) column flotation amenability and comparison with conventional flotation results for over 15 mineral systems, (2) alternative methods for improving column bubble generation systems, (3) mineral behavior within a column, and (4) the effect of changes in column operating parameters on flotation grade and recovery. Based on results from these studies, flotation columns (1) are capable of producing higher grade concentrates in fewer stages than conventional flotation cells at equivalent or increased recoveries, (2) require less retention time than conventional flotation cells, and (3) can be divided into cleaning and collection zones that have characteristic mineral-upgrading-per-foot values. Attempts to improve the column air sparger have led to the development of a superior external bubble generation system, which can (1) achieve increased air holdups. (2) produce bubbles from 400 Um to 4,000 Um average bubble diameter with minimal frother addition, (3) provide superior bubble size control, and (4) be maintained without column shutdown. Efforts are continuing to improve column flotation and transfer successful technology to industry.

The subject of Specialty Silica Products could encompass a broad range of materials, some of which would be familiar to members of the Society of Mining Engineers. With the concurrence of your chairman, I have chosen to limit my remarks to synthetic materials, not including such siliceous materials as diatomaceous earth, asbestos, quartz and clays. For purposes of discussion, I have classified Specialty Silica Products into two groups -- powders and liquids -- which I will discuss in that order and which are categorized in Figure 1. The synthetic silica powders are amorphous to x-rays and are manufactured by various processes resulting in products of a wide range of physical and chemical properties, as well as functional performance and applications. Applications or functional properties are generally dependent upon such physical properties as micron-sized particles exhibiting large surface areas per unit weight and low apparent bulk density. Their presence in various systems modify surface properties. As summarized in Figure 2, they act as viscosity modifiers, flow conditioning agents, anti-slip agents, anti-blocking agents, flatting agents in surface coatings, reinforcing agents in polymers such as silicone rubber and numerous other applications. Although the various types of silicas exhibit various levels of functional performance in these end uses, they are not usually equally effective as direct replacements and I will briefly discuss the various types of materials.

Las presunciones hechas durante una etapa del proceso no siempre son comunicadas a los demás, a pesar que la mayoría de las empresas mineras tienen procedimientos y protocolos establecidos para promover la comunicación a lo largo de las distintas disciplinas. Estos procedimientos no siempre logran su propósito debido a una variedad de razones que incluyen restricciones de tiempo, no tener disponible a las personas apropiadas, o a una falta de entendimiento de lo que las otras disciplinas requieren, y el proceso de traspaso puede degenerar en el envío de archivos a la siguiente disciplina en el flujo de proceso.
