Introduction America's workforce is the heart of the nation's economy. The health of its members is a matter of national priority. Statistics show that the most common cause of job difficulties is excess use of alcohol or other drugs. Up to 75% of these troubled employees can be returned to productive careers at little expense and with great benefit to their industries. Of the 1.5 million private corporations in the US, only about 500 have alcohol treatment programs. Even fewer have drug abuse programs. It is time that the myths and prejudices surrounding alcohol and drug abuse are dispelled and help is offered. Corporations and labor unions are now finding that programs to treat these diseases benefit both the employees and the industry. The employee derives health and job security. The company sees increased productivity and decreased costs in sick pay and absenteeism. Unfortunately, three-fourths of the nation's 90.5 million workers are employed in establishments of fewer than 500 employees. In these settings, it is unlikely that either management or the unions will take the initiative in developing programs. Alcohol alone affects the health and productivity of nearly 8% of any workforce. This translates to more than 5 million employees in small business. These workers present an opportunity and a challenge. Alcohol abuse costs the nation nearly $116 billion annually. Seventy billion dollars is attributed to lost production. Medical expenditures related to alcohol are estimated to be nearly $13 billion. The National Institute on Drug Abuse (NIDA) estimates the cost of substance abuse to industry to be in excess of $4 billion a year. In addition to its economic impact, substance abuse has serious personal and social consequences. The mining industry experiences the same exposure as other industries to alcohol, drug abuse, and other employee problems. However, the existence of these problems poses special hazards because of the unique conditions found in mining. Mining has many safety and health hazards. Employees must have full control of their faculties and give full attention to the tasks at hand. The Bureau of Reclamation's Syar Tunnel project included excavation of a 9.2 kilometer (5.7 mile) long, 3.6 meter (11.8 ft) diameter tunnel through gently dipping sedimentary rocks consisting of shales, siltstones, sandstones and limestone. The tunnel was supported full length with precast concrete invert segments and lightweight steel sets and lagging. Several world records for advance rate were set, including 57 meters (187 ft) in an eight hour shift and 127 meters (417 ft) in a 24 hour day. The tunneling system utilized a remanufactured and modified Robbins hardrock TBM and a 9,280 meter (30,450 ft) long, 61 centimeter (24 inch) wide, continuous conveyor system.

Introduction Grinding is the reduction of ore and similar raw materials to particle sizes below the practical limits of commercial crushing ma¬chines. This size is about 36 in. (1 cm), in most cases, although some finer crushing machines are in regular use. The feed size to grinding machines may range upward to S in. in rod mills, and 12 in. or more in autogenous mills. The finest particle sizes produced in mineral processing operations result from grinding. Ordinary grinding of brittle materials is the result of impacting, rolling, and abrasion of heavy bodies, moving freely under the influ¬ence of gravity. These falling and rolling grinding bodies, which are usually of metal, must be much heavier and larger than the ore parti¬cles they break. This weight relationship is usually in excess of 100: 1. The sustained fall of the grinding bodies is obtained by placing them, together with the rock particles they grind, in a rotating drum or cylinder with horizontal axis, called a tumbling mill. The mill is nearly half full of grinding bodies and ore particles, which may be fed into one end and exit from the other through hollow trunnions which usually serve as the mill bearings. The mill lining must be thick to absorb wear and rough to prevent excessive slippage of the charge. The breakage of brittle rock or ore is accomplished by compression. The compression may be a rapid impact, from the fall and roll of a grinding ball, or it may result from the relatively slow and constrained motion as in a jaw crusher. Breakage by shear is a secondary result of the compressive motion. Ordinary rock has an extremely heterogenous structure with innumerable zones of weakness in which cracks, fractures, and breakages can form. When a rock is subjected to com¬pression it deforms. If the compressive force exceeds a certain critical value an incipient crack appears in the most fragile zones of weakness. This crack tip may first form on the particle surface or in its interior. When the first crack tip forms the compressive stresses immediately surrounding it flow to it, and this concentration of forces extends the crack and splits the rock. Other adjacent cracks may form during this extremely rapid process. Because of the nature of brittle particles, the work done in breaking them consists essentially of the work input required to compress them to the point at which the first crack tip forms. Breakage requires no appreciable additional energy input be¬yond that required for the deformation, since the stress energy already imported to the rock flows to the crack tip and extends it to breakage. Types of Tumbling Mills The general term tumbling mill includes the rod mill, ball mill, pebble mill, autogenous mill, and tube mill. It is of cylindrical or cylindro-conical shape and rotates about its horizontal axis. Rotational speed, liner type, and size and shape of tumbling media are selected to provide the desired operating conditions for the specific grinding application. Yield-pillar-based gate-road designs often fail to provide mine operators with adequate ground control. This is because of the unknowing m is employment of "critically" sized pillars. A "critical” pillar is one that is too large to either yield nonviolently or to yield before the roof and floor sustain permanent damage and is too small to support full abutment loads. To demonstrate the critical pillar concept, afield study of a tapering gate road was conducted by the US Bureau of Mines at the Sunnyside Coal Mines, Sunnyside, UT. Extreme pillar stresses and associated coal bumps characterize the response to first panel mining of a 16.8-m (55.1-ft) wide critical design. Significantly lower pillar stresses, early yielding of the pillar and adjacent panel rib, and an absence of coal bumps suggest that a narrower 12.2-m (40-ft) wide design more closely approaches proper yield pillar dimensions. A probe hole in several 10.6-m (34.8-ft) wide pillars revealed low stress levels and substantial pillar and panel rib yielding prior to abutment onset, indicating a properly functioning yield pillar design.

MINERAL EXPLORATION 'The Function of Exploration Mineral exploration aims at locating the presence of economic deposits and establishing their nature, shape, and grade. As all ore bodies are finite, exploration is essentially the lifeblood of the mining industry. It is divided into two phases, reconnaissance and target investigation. It involves geological mapping, geophysical prospecting (aerial and ground or both), geochemical surveys, prospect drilling, and/or exploratory under-ground workings. Successful exploration is followed by development drilling, mine development, and eventually operation. In underground mining, the term "ore" is applied rather loosely to metalliferous rock that can be profit- ably mined, but nonmetallic industrial minerals and energy related materials constitute a large and growing portion of the tonnage extracted by underground methods each year. It is appropriate, therefore, to consider exploration as the search for any useful substance occurring in the earth or in the oceans that is of sufficient value as to volume, grade, chemical and physical com- position, and location as to make extraction by mining commercially profitable for the investment required. The Selection Process The search for ore includes hundreds of mineral commodities. The more successful exploration organizations tend to restrict the search to the mineral commodities for which they have strong exploration expertise and which have a high probability of being concentrated in areas open to exploration and development in sufficient volume, grade, and proximity to the surface to warrant the large expenditures of risk capital in finding an ore body. Special expertise is needed to engage in mineral exploration and development for the extended periods required for success. Individual prospectors continue to discover mineral occurrences, but it generally takes an organization with strong financial resources to carry the exploration process forward to the point of developing "ore." Still greater corporate resources in the form of management, engineering, and sales capability are needed to develop an ore body into an operating mine. In the past, companies other than those engaged in mining rarely conducted exploration, since they lacked the technical skills and know-how to bring a mine to fruition. A notable trend in recent years has been the success of other resource-oriented firms, such as petroleum companies, that have not only acquired the necessary skills to engage in exploration for hard minerals, but are doing so on a far more intensive scale than known in the industry heretofore. The desire to diversify from increasingly regulated oil and gas, the potential for the discovery of a bonanza, and the large scale of mining projects for these capital-intensive firms are the attractions. US government and certain international organizations, such as the United Nations, have fielded sizable exploration programs in the past decade on behalf of Third World countries wherein many of the world's higher grade deposits and scarce mineral resources are located. The level of overall mineral exploration in the industry is, regrettably, closely geared to the business cycle. Accelerated search during the periods of strong demand, shortages, and high prices, together with the long lead times necessary to develop mineral finds, often creates surges in supply which invariably are followed by a collapse in prices. The trend is, therefore, to exploration funding by larger better-endowed firms having the staying power to weather the cyclical nature of mining. Tax incentives, tariff policies, and other incentives have a decided impact on the level and nature of exploration. Surface mining regulations and environmental forces have fostered a renewed interest in under- ground development despite the lower average costs of surface mining. Spiraling inflation has caused mining costs to outpace prices for many mineral substances. Organizations increasingly are directing their search away from high- grade but limited tonnage occurrences toward low-grade disseminated bulk tonnages amenable to mining on a vast scale. Mining continues, therefore, to grow even more capital-intensive with half-billion-dollar mine-mill- smelter complexes now commonplace, compared with the hundred-million-dollar projects of a decade ago. Reconnaissance Exploration Having elected to search for specific mineral commodities, the exploration company narrows its focus to a reconnaissance of those regions offering the best potential. A working hypothesis which is constantly up- dated concerning the geologic controls for ore occurrence guides the search. The possibilities for discovery are best in areas of existing mines and known ore bodies, where the probabilities are high for additional ore occurrences. In such areas, published data on the trends and geologic controls of known mineral occurrences aid the search. Even in some remote territories, a variety of geologic data is available to the explorationist. The major sources of basic geologic data are the libraries of the US Geological Survey (USGS), the state geological surveys, the American Institute of Mining, Metallurgical, and Petroleum Engineers (AIME), the US Bureau of Mines, and various institutions such as Colorado School of Mines. Overseas, virtually all of the countries have their own geologic survey groups which are associated directly, or indirectly, with their respective ministries of mines. The objective of reconnaissance exploration is to narrow the search by pinpointing target areas having interesting mineralization. These favorable areas are then investigated in detail to delineate potential ore bodies.

Researchers at The University of Alabama have recently developed a two-step method for the treatment of phosphorus sludge. The process includes the bulk removal of phosphorus by physical separation techniques followed by the remediation of the residual P4 in the sludge using a novel, wet, air-oxidation technique known as "HSAD." Tests made on electric furnace, phosphorus sludge samples have demonstrated that an essentially complete and fast removal of the contained P4 can be achieved by the HSAD wet oxidation treatment. Further studies were made to determine the applicability of the two-step process to sludges of different origins, pretreatments, storage conditions and P4 contents. The present work discusses the mechanisms and factors controlling the HSAD, wet, air-oxidation remediation approach.

he selection of mill design parameters to suit the applica­tion requirements can result in quite different operating parame­ters for each generic type of application, even though the basic mechanical layout of the mills may remain similar. The selection of the type and size of grinding media is very important to efficient and cost-effective operation, and to ensuring that the milled product achieves the required properties. Accordingly, the grinding media selection is seen as an integral part of the mill design. Consideration of the requirement for classification is important in order to achieve the optimum mill and circuit performance. This can lead to the circuit feed not being classified for a steady feed with minimal slimes and a low size reduction ratio. Feed containing on-size particles would be deslimed by open circuit classification. Closed circuit classification is performed where the feed fluctuates. The rheological characteris­tics of the circuit feed slurry can have an influence on mill performance, and needs to be allowed for. A common misconception frequently encountered is the belief that "a mill is just a mill". This is not the case with stirred types of mills, since the operating parameters selected for the mill can have a large effect on the product characteristics. For example, horizontal shaft high speed stirred mills have a com­pletely different grinding action to vertical shaft low to medium speed stirred mills, which results in large differences between the surface area produced at a given product size (Liddell, 1986). Hence, it can be misleading to apply test results or design procedures obtained from one type of mill to other types for scale-up. The Metprotech stirred mill, as applied in the mining and minerals industries, is a low to medium speed vertical shaft mill. The basic design has been discussed previously (Liddell, 1989). Currently, the largest mills that have been manufactured have an installed power of 400 kW. The largest chamber volume at this power is 6000 litres, containing IO t of grinding media. It is intended that the installed power will increase up to lMW as applications requiring larger sizes arise.

Equilibrium precipitation calculations are presented as well as comparative experimental data. The practical significance of the precipitation data is discussed in the co·ntext of an initial step m an overall treatment strategy for mixed cyanide effluents.

The McDonald gold deposit is located in the upper Blackfoot Valley in Lewis and Clark County in west-central Montana, about 65 km (40 miles) northwest of Helena and 13 km (8 miles) east of Lincoln (Fig. 1). The McDonald project area covers about 20.7 km2 (8 sq miles) of elevated terrain on the north side of the Blackfoot Valley. The Blackfoot River lies 1 km (0.6 miles) south of the McDonald deposit. East Butte and West Butte rise 300 m (985 ft) above the Blackfoot Valley to an elevation of 1,750 m (5,740 ft). They conveniently divide the area into two parts. The Seven-Up Pete Joint Venture (SPJV) is a partnership between Phelps Dodge Mining (72.25%) and CR Montana, a subsidiary of Canyon Resources (27.75%). SPJV controls about 83 km2 (32 sq miles) of mineral and surface rights in the Lincoln area. The McDonald project is on state-owned and private land. The joint venture has conducted exploration since 1989 at the Seven-Up Pete, McDonald and Keep Cool areas (Fig. 1).

Efficient flotation of fine phosphate minerals from a deslimed waste phosphate stream (-74 microns) has been achieved by both bench-scale flotation and by flotation with a 2-inch air-sparged hydrocyclone (ASH) unit. A sample was collected from the waste phosphate slime stream at the SF Phosphate Limited Operations near Vernal, Utah, for flotation experiments at University of Utah laboratories. The collector used was a mixture of fatty acid, petroleum sulfonate and kerosene. Bench-scale flotation test results show that the minus 15-micron particles have a significant adverse effect on phosphate flotation. When the minus 15-micron material was removed by a classifying hydrocyclone, improved flotation recovery and concentrate grade were realized. A bench-scale flotation recovery of 86 % with a concentrate grade of 16% P2O5 was obtained from classified waste slime (74 x 15 microns) feed material containing 11.3% P2O5 In contrast, a 90% P2O5 recovery was achieved with a concentrate grade of 16-18% P2O5 by single-stage ASH flotation. With a second stage of ASH flotation, a concentrate containing 23% P2O5 was realized at an overall recovery of 75%. These results indicate that the industrial application of ASH flotation technology for phosphate recovery from waste slimes is promising.

1. Coal Preparation Terms (General) 1.1 Coal preparation-collectively, physical and mechanical processes applied to coal to make it suitable for a particular use. 1.2 Run of mine (ROM coal)-coal produced by mining operations, before screening, crushing, or preparation. 1.3 Raw coal-coal that has received no preparation other than possibly screening or crushing. 1.4 Raw coal feed-raw coal supplied to a plant or machine, in which it undergoes some form of preparation. 1.5 Coal cleaning-the treatment of coal to lower the mineral matter content (ash). 1.6 Cleaned coal; clean coal-coal produced by a cleaning process (wet or dry). 1.7 Middlings-a product of coal preparation that, by reason of its ash content, is intermediate between coal and discard. It follows therefore that the relative density of middlings is intermediate between those of coal and discard. Middlings may be reprocessed. 1.8 True middlings; bone comparatively high ash particles so nearly homogeneous that their quality cannot readily be improved by crushing and recleaning. 1.9 False middlings; interbanded middlings-middliigs in which the particles consist of bands of coal and shale, and from which the coal may be liberated by crushing 1.10 Refuse-waste material in the raw coal which the cleaning process removes. Cleaning Characteristics 2.1 Washability-amenability of coal to improvement in quality by cleaning. 2.2 Float-and-sink analysis-the division of a sample into relative density fractions with defined limits, the proportions of the fractions being expressed as percentages of the total sample, commonly with an indication of the ash percentage (and other characteristics, if required) of each fraction.

The hydraulic movement of coal is here defined as the movement of all sizes of coal in pipes and open flumes, by gravity and against gravity. It is not restricted to coal which is in slurry form. In other words, it is not crushed to a size in the 8 to 20 mesh size range. The top size could be as high as 12 inches. The dewatering of coal which is transported hydraulically is carried out to restore the coal to a suitable form for further cleaning, or for transportation by other methods. The process involves complete separation of all the coal, wood and rock from the water so that the water can be recycled without undue damage to pumps, pipes and monitors.

Introduction Today, more than 50% of rail-carried commodities are mineral industry related, with coal being the most important single commodity moved by rail. In 1980, coal accounted for more than 5.7 million of the total 22.6 million carloads moved by rail. Metallic ores were third behind grain, with more than 1.4 million carloads. Crushed stone, gravel, sand, and other non-metallic minerals totaled almost 2.3 million carloads. Chemicals and allied products, including fertilizer and coke, added another 1.7 million cars, with petroleum and petroleum products totaling 300,000 carloads. Coal Several things happened in the 1970s that gave rise to increased consumption of coal-particularly western coal-and to its dominant position among rail-carried commodities. First, the Clean Air Act of 1970 required generating plants to make significant reductions in sulfur dioxide emissions. To comply, utilities could either invest in scrubbers or switch to low-sulfur western coal. Many opted for the latter. By 1972, increasing demands by the utility companies halted what had been a 25-year decline in national coal consumption. Second, the Arab Oil Embargo of 1973 put an end to cheap oil and gas, limiting their future as fuels for electric generating purposes and increasing the potential for coal. Third, in 1977, President Carter announced an energy program with coal as its cornerstone, calling for an annual two-thirds increase in national coal production by 1985. He also called for conversion to coal by utilities and large industrial users. Finally, he proposed a 10-year, $10 billion program to encourage domestic coal production and stimulate development of export markets. Coal bounded into world prominence. Foreign demand for steam and metallurgical coal increased tremendously, while US demand for western coal also shot up. This meant greater demands on the transportation sectors that traditionally carried coal to market. Many railroads began programs to serve the coal industry. One example is Burlington Northern's commitment to handle increased western coal tonnages. The company spent more than $1 billion in recent years to develop a system capable of moving more than 91 Mt (100 million st) of coal each year. Other leaders in this renewal were Norfolk and Western, Union Pacific, Santa Fe, and Southern Pacific railways. The importance of the rapid growth of coal traffic to the railroads is shown in the accompanying table, which gives percentages of total tonnages hauled and revenues attributed to coal. With coal providing the railroad industry with a substantial share of its revenues, there is keen competition among the rail companies themselves and among railroads and other transportation sectors for coal haulage. But there is also cooperation when more than one railroad is involved in delivering the coal from mine to market or when a combination of transportation modes is more economical. The latter is represented by Conrail's interest in working with the port authorities of New York and New Jersey to establish a new coal port that would serve not only export markets, but also utilities and industries in the northeast. Iron Ore Next to coal, iron ore (taconite) is the most important single mineral commodity handled by railroads. In Minnesota, where most iron ore is produced, rail transportation is primarily by Burlington Northern and the Duluth, Missabe, & Iron Range Railway Co. (DM&IR). The DM&IR, owned by US Steel, serves several producers on the Mesabi Iron Range. Two of the larger producers, Erie Mining Co. and Reserve Mining Co., also own railroads that operate between the mines and the ports of Silver Bay and Taconite Harbor on Lake Superior. Several iron mines and taconite plants in Michigan are served by the Chicago and Northwestern, and the Soo Line. Total 1981 shipments of taconite and iron ore are estimated at 55.9 Mt (55 million It), compared with about 61 Mt (60 million It) in 1979 the most ever shipped in one year. Addwest Minerals' turnaround of the Gold Road Mine in 1996 proves the old adage "mines are made, not found." The underground mine, located in Arizona's San Francisco mining district, was reopened in 1995. Start-up proved difficult because the initial mining method created significant ore grade dilution. With the operation's viability in question, only management's belief in the property and tenacity in the face of changing corporate ownership kept Gold Road from losing in the same year it opened. y changing mining methods in early 1996, Addwest re¬duced operating costs and created a profitable mine that continues to add to its reserve base.

As part of its research on wear of mining and mineral processing equipment, the US Bureau of Mines evaluated the erosion-corrosion characteristics of 12 alloys in phosphoric acid waste water. Tests were conducted on 2- and 5-cm-diam specimen8 in 12- and 60-cm-diam ball mills by grinding phosphate rock in gypsum pond water with an initial pH of 1.6. For comparison, grinding tests also were conducted in tap water. Static corrosion tests in gypsum pond water also were carried out. For all alloys tested, the wear by erosion-corrosion was greater than the sum of erosion plus static corrosion. A low-alloy, high-carbon steel and a high-manganese, nitrided stainless steel were the most cost-effective materials

Barneys Canyon Mine is a 1.8 million t.p.y. gold heap leach operation near Salt Lake City, Utah. The gold recovery plant has been operating since September of 1989. Carbon elution is done at atmospheric pressure with a high temperature caustic solution. No cyanide is used in the process. Operating experience is discussed.

The effect of galvanic interactions among sulfide minerals such as chalcopyrite, galena, and sphalerite in the presence and absence of a grinding ball material on the flotation recovery of chalcopyrite has been studied. X-ray photoelectron spectroscopy (ESCA) studies were carried out to identify the reaction products on the sulfide minerals after different apes of galvanic interactions. Galvanic contact with active minerals such as galena and sphalerite, either alone or together, significantly affected the floatability of chalcopyrite mineral, such an effect being more severely felt in the additional presence of a grinding medium as well as oxygen. Surface analysis studies revealed the presence of oxyhydroxide species of iron on all the sulfide mineral samples which were in prior contact with the grinding medium. The formation of such oxyhydroxide species of iron was found to be dependant on the relative electrochemical activity of the mineral. Probable electrochemical reaction mechanisms are discussed.

This paper discusses some of the problems involved in predicting the productivity of a shovel and truck fleet in a new set of operating conditions. More specifically, it concentrates on the problems of predicting the travel times on the haul and return portions of the truck cycle under new profile conditions and the prediction of the interaction effect between the shovel and trucks at the loading point. The ability to calculate the travel times for a new road profile is not new. Additional corrections of these calculated times for expected actual operation can be made. In considering the interaction between the loader and the hauler, there are two approaches that can be taken. Probably the most accurate method of predicting the shovel-truck interaction is a simulation of the step-by-step operation considering the variation in cycle times of the shovel and trucks. This is usually called a stochastic simulation and requires input describing how these cycle times vary. However, by understanding the causes of this shovel-truck interaction it is possible to make sufficiently accurate predictions with much simpler methods. For the purpose of this discussion let us assume that the problem involves trying to predict the productivity of a single shovel-truck fleet at some future time in an existing operation. Let us also assume for simplification that the new operation to be simulated has the same loading and pit conditions and the same dumping conditions as did the existing operation. Therefore, the only difference would be the difference in the hauling profile for the new operation. The problem then becomes one of predicting the change in the travel times on the haul and return portions of the cycle, and in determining the change in interaction between the shovel and trucks with the new truck cycle times.

Two modes of collector addition techniques are applied in the column flotation for cleaning ultra fine coal. The collector can be: 1) added directly into the coal slurry through the feed system; and 2) gasified collector and transported in the gas phase through the bubbles. Operating parameters of the column flotation were investigated through three phases of work plans for Pittsburgh No.8 seam coal. In present study, the column flotation using two modes of collector addition techniques were tested and compared. Ninety percent or higher combustible recovery can be achieved by using both methods. However, utilizing the gasified collector addition technique in column flotation has more potential than direct liquid addition technique to obtain the higher recovery at same collector dosage.

Humic acids adsorb on coal and depress coal floatability in the acidic pH range. In alkaline solutions, their effect is not pronounced. In the neutral pH range, a second small addition of kerosene plus MIBC leads to a significant increase in coal yield and better selectivity. Humic acids present on oxidized coal surface were found to be responsible for the inhibited floatability of the? coal. As expected, the flotation of such oxidized coal also strongly depends on the method of pH adjustment.
