In September 1970, the Quebec Cartier Mining Company, started development of the Mount; Fright iron ore mine. The estimated ore reserve is in excess of 1,000,000,000 long tons with an average grade of 31.5% Fe. The run of mine ore is crushed, ground and concentrated to a product having 66% Fe and 5% silica at an annual concentrate production rate of 18.4 million long tons. The daily production rate of over 50,000 long tons of concentrate necessitates a daily mine output of approximately 250,000 long tons of material of which 50% is waste. The mine is located in the Province of Quebec, close to the Labrador border approximately 600 miles north-east of Montreal. The development of the mine necessitated the construction of an all electric one thousand housing unit townsite along with associated services such as a shopping center, swimming pool, arena, school, etc... A one-hundred mile long, 315 K.V. Dower line was built between the mine site and the Hydro-Quebec 735 K.V. existing power line between Churchill Falls and the Montreal area. The construction near the mine of a beneficiation plant was necessary to upgrade the 31.5% iron ore to a marketable product of 66% iron.

In the same way that a blueprint communicates information about a structure, a useful systems architecture should provide information that guides the construction and implementation of computing systems. Taking the blueprint analogy a step further, a plot plan can also show where in the "bigger picture" a particular design fits (if in fact it does) and what a builder needs to know about the environment in which he or she will operate. In the context of business systems, a meaningful architecture should convey the following: 1. The primary purpose of computer based systems relative to particular task or operation. 2. The relationship of systems to each other and an indication of their interaction and dependencies. 3. The relationship of systems relative to the organization and its objectives. 4. Indications of where IS/IT resources can best be allocated to support the organization. 5. The overall context in which new systems and technologies can be assessed for both their impact on current system and on the organization itself.

The immediate roof at the test site consisted of laminated clay shale that is likely to be susceptible to weathering. With seasonal dry-wet cycles in the mine ventilation air, the roof in the intake air would deteriorate and lose integrity over time. In many instances, the weathering-prone roof would gradually scale off piece by piece between bolts and over the entry corners. In some long-term entries, roof weathering could develop up to 2-3 ft deep with columns of bolted roof hanging under the upper intact roof. If wire mesh is used, the roof bags down and reduces the entry height, and the weight of the bagged roof tends to pull the bolts out and poses a safety hazard. An effective measure is always sought to support this type of weak roof that is sensitive to moisture degradation. One solution is to seal the roof shortly after entry development to prevent moisture penetration so that roof integrity can be maintained for the long term. In this application, a polymer-based sealing material was tested in the Rockspring mine for weathering protection and reinforcement. The material is a one-component polymer powder for spray application onto the roof and rib. The sealant material is mixed with water in the spraying nozzle to apply to the roof and rib as a paste. The product sets within 5-10 minutes and forms a membrane as thin as about 1/8-in. The membrane will quickly develop tensile and bonding strength within minutes and completely cure within a few days. Through sealing, bonding and lateral reinforcement, the integrity of the weak roof can be maintained. The material has been tried in a long-term evaluation over several months in a set of main entries in the Rockspring mine owned and operated by Rockspring Development, Inc., affiliate of Foundation Coal. Preliminary evaluation has shown that the material is an effective and economical solution to ensuring the long-term stability of weathering-prone roof.

Much has been written and many discussions held on the virtues (and evils?) of a Company-owned motor fleet. Almost invariably these dialogues take a generalized form and thereby lose something since the individual circumstances, geography and philosophy - particularly in diverse industries, is never quite the same. In considering the nature of my remarks today, I felt a departure from the general approach might be in order, and in lieu of that, will attempt to present a concise picture of how we in the Lehigh Portland Cement Company view this problem and the steps we have taken in our efforts to solve it. At the outset a word may be in order about the Lehigh Company itself, what we do, and the problems that confront us specifically as well as the cement industry at large. We are primarily a manufacturer of portland cement operating 10 plants with a total annual capacity of about 23,000,000 barrels. We market this material in 30 states, shipping both from the plants directly as well as through a system of 18 distribution terminals. About 150,000 truckloads of cement are shipped to customers each year.

This paper reviews the fundamental concepts involved in the development, application and validation of ground movement predic¬tion methods developed by Virginia Polytechnic Institute and State University (VPI&SU) over the past 12 years. Prediction techniques have included empirical or semi-empirical methods, such as the profile function, influence function and zone area methods, as well as numerical methods, based on a finite element formulation which utilizes field subsidence data. The former techniques have been integrated in the Surface Deformation Prediction System (SDPS) software package for personal computers, which allows for the calculation of any component of ground movement in any direction. Comparisons between measured and predicted subsidence and strain values are presented for a selection of case studies, which demonstrate the applicability, accuracy and regional validity of these methods for predicting surface deformations due to underground mining.

Electricity, as normally thought of by a layman's definition, is a man- made force that has no color, no odor, is not visible, cannot be heard, yet man can control it and make it perform his work for him. A person dare not cheat on it, for it then will master him. It has laws, rules, and regulations that must be strictly adhered to if it is to perform in the safest, most reliable, and economical manner. In the early days of coal mining the power source was man himself. Later man employed steam and compressed air to reduce his muscle power requirements needed in the extraction of coal. By the turn of the 20th century, electricity had become the most common source of power for the coal industry. Steam and compressed air are still found in use in isolated cases today for specific applications; however, they are rapidly being replaced by electricity. Electrical laws and regulations are quite extensive and somewhat complex for the proper generation and use of electricity. Man-made laws, rules, and regulations for the care and handling of electricity, designed for man's safety, are rigidly enforced by Mine Safety and Health Ad- ministration (MSHA), as well as the various state departments of mines.

Table I identifies the maximum cost of the individual provisions with spoil disposal in Appalachia leading at $3.98 per ton, This was followed by deep mine subsidence control and monitoring at $1.66 per ton. At the request of the U.S. Department of Energy, the Bowser-Morner Testing Laboratories of Dayton, Ohio, evaluated Consol's cost estimates for 14 of the 21 regulatory provisions the company studied. It is interesting to note that Bowser-Morner concluded that Consol's estimates of costs were very conservative and that the actual costs will be substantially higher than what the company reported. In 1978 a joint committee of the National Coal Association and the American Mining Congress made estimates of cost impacts under 11 OSM permanent rules (see Table II). Six rules applied to mid-western strip mining were projected to cost $6.52 to $17.17 per ton. Five rules applied to mid-western strip mines showed costs ranging from $.91 to $6.11 per ton. Three rules applied to deep mines (regardless of region) were seen raising costs from $ .57 to $2.67 per ton. The joint committee reported trouble developing overall figures because member firms used widely different assumptions in calculating their costs. That same statement could no doubt be made when comparing most cost data available today.

The current economic downturn has been at the center of media attention for several years. Today, the mining and mineral sectors are being impacted by highly fluctuating supply-and-demand conditions, extreme price volatility and tremendous market uncertainty on a world-wide basis. There have been numerous plant closings, project cancellations and employee layoffs. In this gloomy economic environment, it is easy to forget that the world?s gross domestic product (GDP) has more than doubled in real terms during the last 30 years. While current market turbulence may continue for some time, the long-term trend is unmistakably upward. Living standards are rising all over the world, thereby creating demand for food, clothing, transportation and housing. This translates into tremendous demand for the mining and mineral sectors. In the future, new capacity and plant expansions will be necessary to meet this need. These investments, which typically have a life span of 30-plus years, will have to be based on long-term economic considerations rather than current market conditions.

Water derived from mine-tailings typically contains high concentrations of H+, SO4, Fe and other metals, and it frequently suffers a decline in pH and the development of acidic mine drainage (AMD). A paper describing the results of a series of laboratory experiments with real AMD and a subsequent field trial with a in situ pilot system to assess a potential method for remediating tailings-derived water is presented here. After testing different organic substrates, residence times and flow conditions during two years to determine the most appropriate treatment for a polluted Spanish AMD, a pilot scale system combining SAPS, ALD, oxidation/sedimentation ponds and an anaerobic wetland was designed. Preliminary analyses of effluent samples indicate acidity and metal removal is occurring within the system, although sulphate removal is not complete. The results of this small-scale field trial suggest a potential cheap, long-term alternative for remediation of acid mine drainage.

This paper presents the results on noise testing of a fan only, as well as the results of a steel silencer and of flexible silencers that were connected directly to a fan. On-site facilities and free-field method set by the British Standards Institution were used to measure and then compare the fan only and different practical silencer configuration setups. In order to determine the fan-silencer combination that would give the maximum noise attenuation, total noise intensity, noise contributed to by the fan motor only, as well as aerodynamical noise created through air interacting with the fan parts were considered to obtain decibel readings for the octave bands. Subsequently, the optimal configuration found was the setup with flexible silencers on the fan inlet and the fan outlet. If only one silencer is used, it should be installed on the fan inlet. The aerodynamic noise affects the low frequencies. The flow noise is then overtaken at 1 kHz by the mechanical noise.

Noise control is an important consideration in the design and operation of coal preparation plants. It is essential to understand and control noise sources to provide a safe environment for operating personnel. The average noise exposure levels in a typical coal preparation plant generally range between 95 and 100 db. An operator should not be exposed to noise levels of this magnitude for more than 4 and 2 hr, respectively, according to MSHA (Mine Safety and Health Administration) regulations. The major noise sources in a coal preparation plant include noise from impacting the inside surfaces of steel chutes, vibrating screens, coal crushers, pumps, motors, fans, and blowers. The magnitude of noise varies considerably from one situation to another. NOISE EXPOSURE IN COAL PREPARATION PLANTS Noise regulations established by the Occupational Safety and Health administration (OSHA) are accepted by MSHA relative to caal preparation plants. Fig. 14-43 shows a graph of the time of noise exposure in hours per day to which a worker can be exposed for each A-weighted sound level. According to this graph, a worker is permitted to spend 8 hr in a 90-db noise environment, but that time must be halved when the A-weighted sound level increases 5 db. The noise dosage a worker receives is determined by the ratio of the length of time the worker spends in a particular noise environment divided by the length of time he is permitted to spend in that environment. If the worker is exposed to several different sound levels, his total dosage would be the sum of each of the individual dosages. The equation for determining the dosage is: where C is the actual duration of exposure at a given steady state noise level and T is the noise exposure limit for the level present during the time C According to MSHA regulations, the dosage, D, should not exceed one (1) for any worker for a full day of work. As an example of typical plant noise levels, vibratory screens and crushers emanate noise levels in excess of 90 db at a distance of 3 ft (0.9 m) with no material flow. When tunneling through karstic terrain, diverse and complex karst structures are to be expected. By means of drilling ahead of the face using drill jumbos, these structures can be detected to such a degree that by applying proper support measures both open karst cavities and karst holes surrounded by boulders embedded in soft rock can be mastered without causing any break-outs. Support measures such as spiles ahead of excavation, sealing off cavities, back?lling with sand, etc. have to be planned schematically and adapted to the dimensions and formations of the karst structures on site. An essential requirement for a smooth excavation procedure is the availablility of all necessary tunneling equipment for excavation by drill and blast as well as for excavation of soil, with experienced tunnel engineers being in charge of any adaptions on site.

A geotechnical monitoring program has been implemented at Energy West Mining Company for enhancing site-specific evaluation of longwall stress conditions. This program consists of underground measurements at five locations in two neighboring mining districts located in the Hiawatha and Blind Canyon Coal Seams under moderate to deep cover. Within the last five years, additional measurements, including data on recorded seismic events and face conditions, have been incorporated into the data collection program together with detailed geologic mapping of longwall gateroads. In conjunction with the measurement program, the authors have completed detailed boundary-element stress analyses of the mine plans. Models have been calibrated using the data from in-mine instrumentations and then routinely used for evaluation of mine plans at depths approaching 2,600-ft. The work has improved our understanding of load transfer, seismicity and yield pillar performance. It has identified areas of potential increased stress levels at certain longwall face positions and provided guidance to measures that could be considered to mitigate the potential for these increased stress levels.

The total value of coal, FOB mine, consumed in the United States was $21 billion in 1985. Roughly $6 billion was spent to transport coal from the mine to the consumer by rail. This indicates the impact railroad transportation has on the competitiveness of U.S. coal as an energy resource. Actually, this is just the tip of the iceberg. When you consider the largest U.S. reserve of coal, the Powder River Basin, which is possibly the lowest cost coal in the U.S., or maybe even the world, the transportation cost is the overriding factor in developing competitive pricing. Rail transportation costs from Powder River can be multiples of 2, 3, or even 4 times the cost of coal FOB mine. About sixty percent of all U.S. coal is shipped by rail. In the case of Powder River Basin coal and many other reserves there are no current alternatives to rail. Are there feasible alternatives to rail transport?

Titan Group’s environmental policy and Sharrcem’s Corporate Social Responsibility (CSR) are the driving forces behind the development and implementation of a comprehensive Rehabilitation Plan at Dimce Quarry, which is the main raw material source for Sharrcem Cement Plant since the 1970’s, located in the municipality of Hani i Elezit in Kosovo. Based on an Environmental Impact Assessment Study and the approved Mining Plan and also on the principles prescribed in the Guidelines on Quarry Rehabilitation, released by the Cement Sustainability Initiative of the World Business Council for Sustainable Development (WBCSD-CSI), Sharrcem has adopted a quarry operation and rehabilitation process in line with the best practices in the mining and cement sector. This paper discusses the background for the development of the rehabilitation plan and the results of rehabilitation activities, as have been implemented over the last few years. The main objective of the progressive rehabilitation plan at Dimce Quarry is to restore the depleted pit and return it back to the original land owners for resettlement. To date approx. 3,4Ha of former mining area has been restored by backfilling and levelling of the depleted closed pit and returned back to owners, who have built their houses and turned it into a living area again. This Quarry has turned out to be a real composition and practical example of preserving and returning back the natural resources in a state compatible with the surrounding environment and with respect to the needs of the local stakeholders. The motivation for business to engage in rehabilitation activities in the first place lies in the belief that the development and implementation of a progressive and practical Quarry rehabilitation plan and restitution of the land will deliver significant environmental and social benefits that outweigh the long-term rehabilitation costs, while maintaining the company’s reputation.

The World Health Organization (WHO) considers contamination from oxyanions, such as selenium and arsenic, a global concern. While their elemental forms are toxic, the aqueous oxyanions are more so. These aqueous forms, which exist at a higher oxidation state, are the most common forms released during mining processes. Many technologies are capable of meeting the governmental discharge criteria for oxyanionic contaminants, but may possess limitations due to redox chemistry as well as the water matrices. An innovative technology was developed that can successfully reduce such aqueous forms generated during mining processes to a level below the discharge criteria. This paper discusses how an understanding of the sensitivities of this novel adsorbent towards these variations in water matrices and redox chemistry can be used to optimize its application.

A 15 km water supply tunnel is being constructed in Buenos Aires, Argentinata expand the capacity of the existing system. Two 4.3 meter diameter Earth Pressure Balance (EPB) tunneling machines operating at times from the same shaft on a congested work site and advancing through sedimentary deposits underlying this wonderful city pose interesting challenges. As of January 1999approximately 50% of the tunnel has been excavated. Combined machine production rates of 1026 m/month have been achieved. Presentations made in prior proceedings can be referenced for details of the overall Project scope and for details of the tendering process. The purpose of this paper is to compliment those presentations by addressing now the execution of the work.

INTRODUCTION The utilization of longwall mining technology in the United States has steadily increased since the first longwall plow system was installed in 1952. At the errs of FY 1992, some 76 coal mines were employing longwall mining systems for coal extraction, and approximately 78 shearer and 3 plow faces are operating nationwide at any given time. Although the number of operating longwalls has remained relatively constant over the last five years, longwall production levels have increased significantly during this period. During the same timeframe, the number of continuous miner sections has decreased by 13 pct., from approximately 1438 in FY 1988 to less than 1250 in FY 1992. According to Mine Safety and Health Administration (MSHA) data, the average production of longwall sections increased from approximately 2400 tons per shift (tps) in FY 1988 to more than 3100 tps FY 1992. In fact, the average production has more than tripled since 1978, when it was only 850 tps. Approximately 25 pct. of operating longwalls are capable of producing in excess of 4000 tps. Longwall production currently accounts for nearly 36 percent of U.S. underground coal production, compared to 4 pct. in 1978. These improvements are attributed to improved longwall equipment and increased availability, larger longwall panels and automation. While longwalls are highly productive and offer other advantages, operations employing this method of mining continue to experience dust compliance problems more frequently than other mining system. Although dust levels have remained relatively unchanged over the past five years, averaging 1.6 mg/m3 and 1.9 mg/m3 based on results of operator and inspector sampling, respectively, during FY 1992, approximately 25 pct. of the operating longwalls were in noncompliance during any given bimonthly sampling cycle. Although modest gains in longwall dust control technology have been made, these have been overshadowed by significant increases in production rates. As more coal is mined, more dust is generated (Figure 1). Therefore, the increase in longwall productivity has meant that far more dust is being produced which must be controlled. [ ] In view of the current compliance record, any efforts to further increase longwall output, as has been forecasted, must be accompanied by: (1) the reduction of dust levels at existing operations through the proper installation and maintenance of suitable engineering dust controls; and (2) the advancement of dust control technology for today's and future longwalls that will enable all face personnel o work in an environment that is free of excessive levels of respirable coal mine dust. MSHA'S RESPIRABLE DUST CONTROL PROGRAM Since 1972, federal regulations have required each coal mine operator to continuously maintain the average concentration of respirable dust in the mine atmosphere during each shift in the active workings at or below 2.0 mg/m3 through the application of environmental dust control methods. The four unit Cholla coal fired power station at Joseph City, Arizona, consumes coal from the McKinley mine located in western New Mexico. Since coals may contain relatively high uranium or thorium concentrations and may release quantities of detrimental progeny of these elements to the environs, there is concern that releases may pose an adverse environmental impact or even a health hazard to the workers. Thus, an effort was made to quantify the radionuclide content of the coal and compare the results with radionuclide concentrations already present in the vicinity of the plant. Additionally an attempt was made to assess any potential for significant enhancement of the levels of radioactivity in the environment or to plant personnel. Background gamma radiation measurements at and near the plant ranged from 8 to 12 [µ]R/hr (70 to 105 mR/yr) with a few localized anomolies measuring to 18 [u]R/hr (160 mR/yr). Levels on top of the coal storage piles decreased to ~ 6.5 [u]R/hr (60 mR/yr). Apparently the direct radiation emitted from the coal is less than the background levels in the vicinity of the plant. Measurements performed on top of several coal seams at the mine confirmed low radiation levels emanating from coal, but readings more than doubled when the overburden was monitored. Laboratory gamma spectrometry confirmed the lower amounts of natural radioactivity in the coal when compared against soil and water samples obtained in the vicinity of the plant and the overburden at the mine. In an effort to see if there is biological enhancement, animal feces was sampled. The radiation variations were found to be influenced primarily by naturally occurring potassium-40 which varied from ~ 1 to 18 pCi/gm rather than fluctuations in the uranium and thorium series. The potassium-40 concentrated in the ash were similar to the concentrations in the environs around the disposal ponds while Radium-226 concentrated in the fly ash was ~ 3 times that found in the immediate surroundings. Radon-222 gas concentrations in buildings at or near the plant ranged from 0.5 to 1.8 pCi/l and were generally lower than indoor concentrations measured in the Phoenix area. The burning of coal at the Cholla station does not appear to increase ambient levels of radioactivity found in the surrounding environs or to the workers. However, the use of byproduct fly ash for construction purposes may need to be examined.
