There are similarities, and differences, in the surfactants used in cosmetics and detergents. In both applications anionic surfactants constitute the major category. Their main function is to clean, i.e. remove grease and particulate matter from fibrous or hard surface substrates. Cationic surfactants are used for conditioning substrates. Nonionic surfactants can function as a substrate cleanser but are seldom used as such in cosmetics; however, selected non-ionics are often employed as a primary emulsifier. Several specialized nonionic surfactants are used as a secondary surfactant in formulations to promote foaming and emulsification. Specific examples and modes of action of surfactants will be presented.

The Waste Isolation Pilot Plant (WIPP) is a geologic repository for disposal of transuranic waste and is operated by the U.S. Department of Energy (DOE). The repository is located at a depth of 655 m in the Permian age salt beds of the Salado Formation, 40 km east of Carlsbad, NM. A key component in the design of the WIPP repository is the installation of concrete structures as panel seals in the intake and exhaust drifts after a panel has been filled with waste containers. The DOE has proposed several panel closure design modifications to the EPA. EPA approval of the changes is required since the details of the designs are specified in EPA’s final rule as a condition for WIPP certification. The Environmental Evaluation Group, in its role of providing technical oversight on the WIPP project, has evaluated the proposed modifications. An analysis of this evaluation is discussed.

INTRODUCTION The effectiveness of collector type on sulfide mineral flotation is generally determined by the amount and type of functional groups of collector molecules that interact with surface and water at the mineral/collector/water/gas interface. The final interfacial state when bubble contact takes place is preceded by chemical and physical reactions that involve these gas/liquid/solid interactions. These interactions differ not only for different minerals, solution and gas composition, but also for different collector molecules. The purpose of this paper is primarily to summarize the developments and status of short (C2-C6) and long (C12) chain, aliphatic collectors that contain three sulfur atoms in their polar function. These are trithiocarbonates (TT'Cs). For purposes of comparison, similarities in molecules containing 0, N and S are compared. Mostly short chain ionic collectors molecules of dithiocarbonates (DTCs) and TT'Cs were compared. The studies, largely bench scale flotation and plant testing, were carried out on ores containing Cu, Ni, Au, and PGM's. Studies of long chain 'ITC collectors are reported on Ni, PGM and auriferous pyrite ores containing uranium. Under starvation dosage conditions, surface activity coefficients of short chain collector molecules and interacting water were calculated. Introduction Heap and dump leaching are low-cost metal production techniques that are gaining in popularity among gold and copper producers. However, the flow of solution in heaps and dumps has received little attention in the literature. This is unfortunate since solution flow is one of the few parameters subject to operator control. Thus, solution management may well influence both operating costs and plant performance. Costs aside, there are two important aspects of solution flow to be considered -the metallurgical and the hydrological. Some of the metallurgical factors have recently been discussed (Jackson and Ream, 1980; Schlitt, 1984; Schlitt and Nicolai, 1987). These cover solution application rates and methods, irrigation rates, leach-rest cycles, and nonvertical solution flow. According to Caldwell and Moss (1985), however, the hydrological aspects may be more significant than the metallurgical ones. In particular, a phreatic surface will form when excessive flow leads to an accumulation of water and the associated buildup of pore pressure within the rock pile. Such internal flooding can either originate at the foundation or at some other zone of very low permeability. The latter condition gives rise to an impounded volume of solution, i.e., a perched water table (see Whiting, 1985). Caldwell and Moss point out that a rising zone of saturation is probably the most common cause of dump failures. Of course, such failures have even occurred in heaps that were carefully prepared for leaching (Milligan and Engelhardt, 1984). Thus, flooded conditions and perched water tables represent an important safety consideration as well as having an impact on metallurgical performance. The following sections describe a case history in which a perched water table developed within a copper leach dump. The description includes background information, solution flow rates, and metallurgical data. Then this situation is compared to one involving normal drainage. Description of the leach system The leach dump in the case history is located at a shutdown open pit copper mine. It was built in two lifts, with the second added some 20 years after the first. There is little detailed information available on the initial lift. It was built with rail¬hauled waste and was generally less than 30 m (100 ft) high at the crest. The area available for leaching was about 120 m (400 ft) wide and more than 380 m (1250 ft) long. The dump surface was prepared for leaching by dozing ponds approximately 12 m by 12 m by 2.5 to 3.0 m deep (40 ft by 40 ft by 8 to 10 ft). The ponds were leached by flooding with barren leach solution returned from a scrap iron cementation plant. Based on mill feed at the time, the average waste grade was probably close to 0.4% Cu. The first lift leached well. It accepted high flows, which together with the waste grade, produced a rich pregnant leach solution (PLS). Old records indicate a PLS of "50 lb Cu/ 1000 gal," or about 6 g/L. As later drilling would indicate, such a high tenor led to dissolution of considerable scrap iron that was returned to the dump. The iron then hydrolyzed and settled out on the pond bottoms. In addition, the waste settled substantially so that the unleached crest was 3.0 to 4.5 m (10 to 15 ft) above the ponded area. Eventually, the leachable copper was extracted and the dump became less permeable. Thus, the PLS tenor dropped until it became uneconomical. About ten years later, mining resumed and the decision was made to add another lift to the dump. This was done without giving much thought to a subsequent leach operation. Hence a 24-m (80-ft) lift was built on top of the original dump. The surface of the latter was not prepared in any way, e.g., by leveling and/or deep ripping, prior to over-dumping. Examination of subsequent drill cuttings indicated that the new lift contained about 0.2% Cu, with chalcopyrite and chalcocite (50:50) being the predominant copper minerals. Most of the chalcocite occurred as rimming on the abundant pyrite, with the pyrite to chalcopyrite ratio estimated at 10 to 1. The use of 100- and 120-ton trucks for haulage caused some waste compaction during emplacement. In addition, the host rock itself was relatively soft, being a porphyry intrusive material that was partially altered to clay. As a result of the initial compaction and clay swelling, the rate of water percolation from the new leach ponds was slow and the ponds often contained considerable standing water. Even frequent ripping failed to provide a sustained improvement in the percolation rate. The poor surface permeability was exacerbated by hydrolysis of iron salts which settled as a layer on the pond bottoms. Partly as a result of the permeability problems, metallurgical performance was not up to expectations. These had been based on laboratory tests which showed about 20% copper solubilization in two weeks. Continued copper extraction in the tests also suggested that a substantial percentage of the copper would eventually be recovered. However, the PLS grade in the actual operation peaked briefly at about 0.48 g/L Cu (4 lb Cu/1000 gal), then declined to a range of only 0.24 to 0.36 g/L Cu (2 to 3 lb Cu/1000 gal). The poor leaching was traced to a lack of oxidation of the sulfides. There were two principal observations supporting this conclusion. First, there was no evidence of any heat being generated within the dump. As discussed elsewhere (Schlitt and Jackson, 1981; Hiskey and Schlitt, 1982), pyrite oxidation is quite exothermic and the high pyrite content of the waste should have led to an increase in the temperature of the leach solution as it percolated through the rock pile. Second, there was no sign of any natural convective air flow through the dump.

A powerful methane explosion in the mid-shaft pump station of a main service and ventilation shaft killed several persons on the station; more workers were killed when a mancage travelling down the shaft fell to the shaft bottom under a pile of broken concrete slabs from a brattice wall destroyed by the explosion venting into the shaft and a tangled mass of twisted steelwork from the equipped compartment. The newly-commissioned shaft serves a recent extension of an established mine on the Orange Free State (OFS) goldfield in South Africa. After outlining the circumstances in which the paper was written, and reviewing the nature and extent of the methane hazard in OFS mines, the paper describes the physical layout of the shaft and summarises evidence given by witnesses at the official inquiry concerning events prior to the explosion. No attempt is made to apportion blame for the incident.

Unit Rig & Equipment Co., manufacturer of Lectra Haul Trucks, is continually studying methods of reducing the operating costs of large haulage trucks. Reduction of haulage system operating costs is an important goal that equipment operators and equipment manufacturers constantly try to improve on. One of the most variable and important factors affecting operating costs is actual truck operating practices. An examination was centered on methods to optimize truck utilizaion. It was found that a very effective method of accomplishing this goal would be an Automatic Truck Control (ATC) system to automatically control a fleet of haulage trucks in a predetermined pattern. Economic studies were conducted which showed a very favorable reduction in mine operating costs by use of an ATC system. In 1970, Unit Rig & Equipment Company, in conjunction with SAAB-SCANIA began preliminary development of adapting for truck use a proven automated control system previously used for train systems, small trucks, and military target vehicles.

There exists a wide array of industrial byproducts that produce beneficial responses in the soil/ plant environment. These materials range from clean-coal-technology residues produced during the generation of electric power (particularly those high in gypsum) to mineral fines produced by the aggregates industry (i.e., sand, gravel and crushed stone). A number of these materials are examined in relation to potential nutritional interactions in soils and crops with emphasis on trace elements. The significance of utilizing these materials in agriculture as a component of sustainable agricultural systems are discussed.

Intermittent coal mining has been conducted in Alaska for over a century. The first report of coal in Alaska was by the Veechy expedition of 1826 and 1827. Whaling ships used coal from Corwin Bluff near Cape Beaufort during the early and latter parts of the 19th century. The first coal mine in Alaska -- and probably the oldest in the Pacific coast of North America -- was opened by the Russians at Port Graham on the southwest tip of the Kenai Peninsula. The mine was operated from 1855 until 1867 when the United States took possession of Alaska. From 1880 to 1915 coal mining was carried on intermittently at several localities including Unga Island, Herendeen Bay, Chignik Bay, Kachemak Bay, and several points along the Yukon River. Small coal mines along the Yukon River provided fuel for the river steamers traveling from St. Michaels to Whitehorse. The area of sustained coal production began with the completion of the Alaskan Railroad from Anchorage to the Matanuska coal field in 1916 and to the Nenana field in 1918. Coal production continued to increase until 1953, at which time the oil and gas fields in Cook Inlet were developed. Oil and gas eventually replaced- the Matanuska coal as a means of providing heat and power. The military in the Anchorage area shifted from coal to oil in 1967 causing a decrease in production. The increased demand for electric power in the Fairbanks area offset the decline and coal production started to increase. In 1969-1970 the Golden Valley Electric Association constructed a mine-mouth power plant 70 miles southwest of Fairbanks near Healy and a power line to Fairbanks. LOCATION OF COALS IN ALASKA Coals are found in all geographical subdivisions of Alaska. Coal in Alaska ranges in age from Carboniferous to Tertiary, and grade from lignite through anthracite. Figure 1 shows the locations of Alaskan coal fields. The only fields that have been developed extensively are the Matanuska and Nenana. Figure 2

The sign of the surface potential for complex non-reactive ionic solids cannot be predicted solely from consideration of the hydration energy of gaseous ions which constitute the ionic lattice. Accurate analysis of these systems must involve the hydration energy of surface ions, which requires knowledge of the crystal structure, the identification of cleavage planes, and the calculation of binding energies of surface ions. Surface binding energies for ionic solids can be deter- mined if the Surface Madelung Constant is known. A computational technique was developed for the calculation of Madelung Constants for infinite lattices which gives excellent agreement with the values calculated by other more complicated methods reported in the literature. Extension of this technique permits the calculation of Surface Madelung Constants and binding energies of surface ions, ?Us, for semi-infinite solids. The hydration free energy of gaseous Ions, ?Fh, together with the calculated binding energy of surface ions, ?Us, allows calculation of the hydration energy of surface ions, ?Gh, as for the case of the ionic solid, MX:

In April, the US Synthetic Fuels Corp. broke a three-year silence and made its first financial award by approving a $820,750 loan for the First Colony peat-to-methanol project in North Carolina (ME, May, page 403). Peat Methanol Associates (PMA), a partnership between Koppers Co., ETCO Methanol Inc., Transco, Peat Methanol Co., and l. B. Sunderland, broke ground at First Colony last year and plans to begin production in Dec. 1985. Although the award is only a small part of Synthetic Fuels Corp.'s $15-billion budget, it does signal the corporation's intention to move aggressively ahead. It also is a positive indication that First Colony will be completed and operated successfully. This article describes the methods and equipment that will be used to harvest peat at First Colony, as well as how the peat will be converted to methanol. Introduction Peat deposits found along North Carolina's coastal plain contain high-quality fuel-grade peat with an average heating value of more than 23.3 MJ/kg (10,000 Btu/lb) (dry), with a low sulfur and ash content. The deposits differ from other US peats in that they contain large, sound Atlantic White Cedar and Cypress logs, stumps, and roots that may extend throughout the full depth of the deposit. A second difference is that these deposits are much more highly decomposed and, in the raw state, have the appearance and feel of a heavy, reddish-brown grease. These factors make it impractical to use standard production equipment so a new line was developed. Also, because of these conditions, techniques were modified to facilitate production. First Colony Farms, located near Creswell, NC, developed and evaluated a milled peat program. Equipment for this production method was designed and built, production rates were established from field operations, drying rates were established, weather data were analyzed, and total operating and capital costs were estimated. The method depends on the sun and wind for drying peat to the desired moisture content, in this case around 40%. Therefore, field preparation is actually the construction of a large solar collector to dry the peat so it can be harvested and stockpiled. It is essential that this collector be properly profiled initially and maintained during production to prevent precipitation from ponding. Initial Field Preparation Initial field preparation includes cleaning existing canals and constructing ditches and water control structures for proper drainage of rainwater run-off, building adequate roads for site access, removing surface vegetation, and profiling and sloping the fields. At First Colony, the 60.7-km2 (15,000-acre) harvesting area was divided into 129.5-hm2 (320-acre) blocks about 1.6 km (1 mile) long and 805 m (0.5 mile) wide. This was accomplished by cleaning main outfall canals with adjacent roads built from canal spoil at 1.6-km (1-mile) intervals. Existing intermediate canals that feed into main outfall canals at 805-m (0.5-mile) intervals also are cleaned. Headland roads are constructed from canal spoil along each side of each intermediate canal. This 129.5-hm2 (320-acre) block is then divided into 32 harvest strips by small V-ditches constructed at 50-m (165-ft) intervals. At the end of the field with the lowest elevation, corrugated steel pipe culverts are installed under the headland road in each V-ditch to control rainwater runoff into intermediate canals. Runoff water from the fields is diverted to a holding pond to prevent any increase in peak water runoff rates and to allow for more uniform drainage rate than experienced to date. After the drainage system is installed, harvest strips are ready for grinding and sloping operations. Surface vegetation, made up of small, waxy-leafed shrubs such as Gallberry, Bayberry, Magnolia, and scattered pond pine, can be effectively ground and incorporated into the upper surface of the peat layer. Here, it will rapidly decompose and have little effect on overall peat quality, thus eliminating the standard practice of pushing the vegetation and upper wood layer into long windrows with bulldozers and hauling this debris from the fields. Incorporating vegetation into the upper surface is known as the initial 102-mm (4-in.) surface vegetation grind and is accomplished by using a modified Bros Rota Mixer. Following this operation, and by using the same unit, a sec¬ond grind with a depth of 200-255 mm (8-10 in.) is made. This reduces the debris to a finer consistency, mixes it with the upper peat layer, and grinds any wood found in the upper 200-255 mm (8-10 in.). Every year more and more mining companies are entering joint ventures to look for minerals. Large companies join large companies, small companies join small companies, and large companies join small companies. Mining companies join oil companies, chemical companies, machinery companies, and companies with no other connection to the minerals business. And well they might, for here is a way for both minerals-oriented companies and those that have no background or knowledge of the minerals business to get actively involved in an outwardly-attractive but high-risk enterprise with the chance to participate in a lucrative minerals find. Thus, for reasons beyond those normally associated with joint ventures in many other fields, corporations, companies, groups, and even individuals are looking to joint exploration ventures as the answer to all problems of getting into or staying in mining.

Despite two large projects represented in the keynote docket, the mood of the 2011 SME Arizona Conference was summed up best by Ferol Baker, general manager of New Mexico Copper Corp. (a wholly owned subsidiary of Themac Resources Group), ?In the past, it seemed like you couldn?t go to a conference like this without hearing about one big new greenfield project after another. Now what you see is companies doing internal expansion or small-scale brownfield development.? Overall, the tone of this year?s meeting, held at the J.W. Marriott Resort at Starr Pass in Tucson, AZ, was upbeat, yet practical. From the keynote and luncheon addresses to the six panels of sessions, the projects described were positive about the future, yet focused on the details required to make those projects come to fruition.

Transportation is one of several important increments in the total market cost of most commodities. On a national average it has been reported that transportation accounts for about 25% of the total cost of a product at the market place. And industrial minerals are no exception. In fact, the proportionate cost frequently exceeds the 25% average. Further, it may actually determine the economic value of a deposit. Transportation may possibly be thought of as a specialized subject of concern only to a traffic manager and of only nominal interest to the mining engineer, the geologist or other technically oriented member of mineral producers' staff. However, in the industrial minerals field, interest is not commonly confined to exploration, development, production or marketing, but is in contrast an overlapping one. In a very real sense this broad area of interest in the total economics of the business is the specialty of the industrial minerals man. And transportation is a vital part of the total picture. Comments in this paper deal with rail transportation.

In late 1993, Inco Ltd. completed a $600-million environmental improvement project at its Sudbury, Ontario operations -the largest single environmental project ever undertaken by a Canadian corporation. Efficient new facilities and innovative technologies installed during the course of the project have also significantly improved Inco's productivity and competitiveness. In early May 1994, a panel of 18 Inco authors contributed to a Technical Forum, "Environmental Programs at Sudbury," presented at the 96th Annual General Meeting of the Canadian Institute of Mining, Metallurgy and Petroleum (CIM) in Toronto. Their papers have been published in CIM's Toronto `94 Proceedings Volume, pp. 62-77. The following report draws primarily on discussions of Inco's milling and smelting operations published in the Proceedings Volume. The Proceedings Volume also includes papers on the acid and oxygen plants and on engineering, construction and commissioning of the project. Computerized Preventive Maintenance is important in maintaining consistent and efficient operation in any industry utilizing sophisticated and expensive equipment on a continuous basis. At today's large bulk materials handling facilities, the problems of continuous operation of complex machines with their thousands of components exposed to abrasion, dirt, dust and the elements, are intensified and multiplied. Effective preventive maintenance can increase profits. Yet, the number of tasks to be performed is so staggering that it is beyond error-free human capacity. The computer must be an essential ele¬ment in any efficient and economical preventive maintenance system. Computerized preventive maintenance techniques have been successfully used in many fields, usually involving highly skilled and specialized personnel working under favorable and controlled conditions. Now, The Pittsburgh & Conneaut Dock Company has developed and is applying a computerized preventive maintenance system that is applicable to the bulk materials handling industry. The "system" has taken many years of intensive effort to develop and has been time-tested and proven during the past years on equipment handling materials with rugged physical characteristics and corrosive and abrasive qualities, under some of the most adverse weather conditions on the Great Lakes.

Mine management in general, and mine maintenance in particular, has lagged in using computers as an effective management tool. SF Coal Corporation, in conjunction with the development of the new Lee Ranch Mine, is developing a computer-based maintenance system as an integral part of a total mine management information system. The system includes the ability to schedule and plan preventative maintenance on all rolling stock and mine facilities, project and track component life, and evaluate and schedule manpower requirements. The system hardware, shared by accounting, warehousing, engineering, production and management, consists of a multi-user, multi-processor micro-computer.

Radomiro Tomic, the new CODELCO division, is a copper deposit located at 3000 m a.s.l. and 40 Km from Calama in northern Chile. It has total oxide reserves of 802,000,000 tonnes with an average grade of 0.59% total Cu (using a cut-off grade of 0.4% total Cu). The copper oxide ore is mainly atacamite and chrysocolla. Startup is expected to commence in December 1997 of 150,000 t/y of Cu cathodes. Future expansion to 250,000 t/a of Cu cathodes is currently being planned. The process consists of an open-pit mine, a two-stage crushing system, agglomeration with sulphuric acid and emplacement on a heap leach pad for a 45-day leaching cycle. Solvent extraction and electrowinning will produce LME "A grade cathode. A number of significant technology innovations have been incorporated into the project.
