Abstract. Dynamic experiments were performed in a continuous open-circuit 40x40 cm ball mill using a pseudo-random binary sequence of the feed rate and measuring the variations of the discharge particle-size distribution. The impulse response is calculated by a cross-correlation technique. Then a model involving a discrete transfer function and a time-series stochastic equation is calibrated using maximum likelihood methods. Based on this empirical model. a minimum variance controller with constrained input is designed and its performances are compared. by simulation, to the performances of a conventional PID regulator.

"Sound Transit’s East Link Project, a $3.7 billion (2015 $), 14-mile light rail extension, will connect downtown Seattle with the rapidly developing east side cities of Bellevue and Redmond. Among the most technically challenging aspects of the Project is the 2,435 foot long Downtown Bellevue Tunnel (DBT), which will be constructed through the central core of Bellevue underneath 110th Avenue NE using a combination of Sequential Excavation Methods (SEM) and cut and cover tunneling. The 1,980 foot long central SEM component of the DBT will be mined at shallow depth through challenging and complex geology, comprised of glacially overconsolidated soils, containing both regional and perched groundwater conditions and in close proximity to existing high rise buildings. The paper shares lessons learned from the planning decisions and risk based approach to the investigation, design and procurement processes which shaped the DBT configuration and enabled a successful transition to the project’s construction stage. INTRODUCTION The East Link Project is a voter-approved $3.7 billion (2015 $), 14-mile extension of the existing Sound Transit (ST) light rail transit (LRT) system from downtown Seattle, across Lake Washington via I-90, to the cities of Bellevue and Redmond on the east side of Lake Washington. With targeted completion in 2023, East Link will provide riders with an efficient and reliable connection between the largest population and employment centers on the east side and downtown Seattle. The project alignment is indicated in Figure 1 below.ST completed the Preliminary Engineering (PE) phase of the East Link project in late 2011. Subsequently the final design contract for the easternmost seven miles of the project was awarded to the H-J-H Team, a joint venture comprised of HNTB, Jacobs Engineering and Hatch Mott MacDonald in February 2012. H-J-H’s final design scope includes approximately 7 miles of double-track LRT between the east end of the I-90 East Channel Bridge and the Overlake Transit Center Station. While the project scope is extensive and diverse, the focus of this paper is the DBT. The DBT is located immediately north of the East Main Station, and travels approximately one half mile through downtown Bellevue under 110th Avenue NE between Main Street and NE 6th Street; terminating at the Downtown Bellevue Transit Center (BTC) Station. The location and extent of the DBT is indicated in Figure 2."

During the 1920's, approximately 11,000 small gasifiers were in operation in the United States. They converted about 15 million tons of coal per year into low Btu gas. In some cases, hot raw gas was used for applications such as firing open hearth furnaces or brick kilns. In other cases the gases produced in the gasifiers were cooled, cleaned and desulfurized for various utility and industrial purposes. The steel industry was by far the largest user. The most important fact was that the conversion of coal to a usable fuel gas was demonstrated to be commercial. During the late 1940's and early 1950's, this form of energy was largely replaced by natural gas as the pipeline net work was expanded. Producer gas was no longer economically competitive. Over the past twenty-five (25) years, government controls on the interstate price of natural gas have maintained this situation. At present only three commercial small coal gasifier plants are still in operation in the United States. These facilities are operated by the Glen-Gery Corporation which is located in eastern Pennsylvania; the National Lime and Stone Company which is located at Carey Ohio; and Holston Defense Corporation which is located at Kingsport, Tennessee. There are, however, numerous operating gasifiers in other parts of the world. Recent events indicate that this situation is changing. The quantity of domestic natural gas available to the interstate market has been declining at the same time that demand for all forms of energy has been increasing. The current potential market for gas with a heating value ranging from 100 to 500 Btu per cubic feet has been estimated at sixteen (16) quads (16 x 1015 Btu) per year. This is expected to grow to twenty (20) quads by the year 2000.

My subject Is Industrial Relations. Thus, I may appear as an intruder at this annual meeting of the Society of Mining Engineers. But I am no more an intruder here than is Industrial Relations in the day-to-day functioning of an engineer either in a staff or a line job. Engineers deal with people, as well as with blueprints, organizational charts, production data, etc. Where you have people, you have emotions, gripes, wants - real or imagined. Or you may just need some people or, at the other end of the pole, you may want to free yourself of people. But whether it is the wants or the needs, the pleasant or the unpleasant aspects of dealing with people, an Industrial Relations Department within an organization is there to help with these human relationships. This is the point for a definition of terns. Reference has just been made to "dealing with people? and to "human relations." This is, precisely the area in which Industrial Relations operates in the western Mining Divisions of Kennecott. In other organizations, what we refer to as Industrial Relations, may be called personnel relations, personnel administration, employee relations, or labor management relations. In our opinion the term Industrial Relations is best descriptive of the activity because it embraces the broad field of human behavior, reactions and satisfactions growing out of an individual?s entire employment relationship including his hiring, his lifetime on the job, and his termination. This is an individual?s industrial life. However, despite the use of the word "industrial", we are ever conscious that Industrial Relations is limited to human relations. Operational activities and decisions relating to the mining, milling, smelting and refining processes are for the line organization. The Industrial Relations interest in these line organizations activities and decisions relates only to the impact they nay have on employees - on people generally within the organization.

Florida Power and Light is the fifth largest investor-owned electric utility in the country. It has a service territory that covers 35 counties, or 28,000 square miles, 2.5 million customers, and serves 5.6 million people. The total installed capacity is 13,470 MW, generated by four nuclear units, 36 oil and/or gas fired units, and 48 gas turbine units. Traditionally, FPL has been an oil-based utility. In 1979, this dependency on oil became obvious when 42 million barrels of oil were burned during the year. At that time, it was also projected that, based on the current estimates of customer growth and available generation capacity through 1990, FPL's residual fuel oil consumption would increase from the 1979 level of 42 million barrels (6.7 million m3) per year to approximately 55 million barrels (8.7 million m3) per year by the mid-1990's. Concern over this was further aggravated by the fact that it was difficult to estimate both the price and quantity of fuel oil that would be available over the next decade since changes in the world market, decisions by oil producers and refiners, and international political developments would all affect the availability of oil. Also, at that time, the price of residual fuel oil had increased drastically, and there was no reason to think that these prices would soon stabilize. Thus, oil back-out became a primary objective of FPL and since then, FPL has been actively investigating ways to decrease fuel oil consumption.

When BHP Copper's Lower Kalamazoo Project commenced production in January 1997, two of the four original hoists had been converted to hoist ore from the Lower K level. Conversions on these hoists not only allowed hoisting from a much deeper level, but also created a higher hoisting efficiency and higher capacity as well. Conversions included new drums, new cables, SCR drives and other solid state control technologies not available when the original hoists were installed. Two of the original hoists were installed in the 1950's and the other two were installed in the 1970's.

Thirty years ago it was possible to locate a quarry site for crushed rock for concrete aggregate by finding the nearest solid rock bluff accessible by road, But times have changed and the location of a quarry site to furnish crushed rock for concrete aggregate now has become rather complicated, Although both sand and gravel can be used for aggregate, this discussion will be confined to crushed rock in the regions around a metropolitan area. Let us assume that a consultant has been retained to advise on the desirability, and the possibility, of opening a new quarry within a given area. The problems are geological and ecological. Since the geological problems are simpler, they will be discussed first. Generally, the first step is to make a market study of competitive aggregate sources within the projected area. Assuming that the quality of aggregate to be sold by competitors as well as their mining costs will, within narrow limits, be the same, the problem becomes essentially a study of haulage costs from established quarries into the projected new area. Since haulage cannot be effected along straight lines and since each quarry operator may have different unit haulage costs, a map showing lines of increasing cost intersecting points on roads available for truck haulage radiating from competitive quarries can be rather complicated. "The major challenges of the current mining are the energetic optimization, the lowest water consumption and minimizing environmental impact. One technique that eliminates much of the waste avoiding milling sterile, operating without water and to decrease the generation of waste at the end of the process, must be considered a major innovation. One of the most important developments in these past 10 years in the mining industry was expanding the use of high-tech sensors aimed at pre-concentration of ore. Among the mining areas where this type of technology is booming is the industrial minerals. The most common sensors are color sensors with Charge – Coupled Devices (CCD cameras) allowing through the RGB colorimetric system, the separation of minerals with different hues, and in many cases, a difference in brightness. More recently, the development of the use of dual energy X-ray transmission (DE-XRT) Dual Zone allowed the separation by atomic density of the mineral constituents of the rock. This paper presents a review of these two techniques (CCD and DE – XRT) as well some results showing the use of these two techniques for Earth Rare and Limestone. INTRODUCTION The mining industry is going through one of its biggest technological changes since the industrial revolution by the implementation of new technologies, according to Australian Mining Magazine (2015), whose theme emphasized one of the 10 greatest challenges that mining will face in the coming years. Optimization of the energy matrix in mining is focused on reducing water consumption and minimizing environmental impacts. The implementation of sensor technologies (Sensor-Based Sorting - SBS) allows elimination of mill tailings and permits the mill to operate with reduced use of water or totally eliminate this consumption (Young et al, 2016). According to Jönsson (2014) mining has undergone striking changes with the expansion of sensors of high technologies applied in the pre-concentration of mining ores. These techniques have contributed over the past 10 years in the recapture of mining areas with emphasis on the environment and/or operational optimizations. In line with the requirements of technological innovation, the mining industry is forced to make improvements in gravimetric processes ensuring better levels of Run of Mine ore feed in beneficiation plants. The implementation of automatic sorting, assisted by dual energy x-ray transmission (DE-XRT) sensor technology, or charged coupled device (CCD) image capture camera technology in the feed plant, allows for the selective sorting of individual particles into pre-concentrations (Veras et al, 2016)."

In the course of the grinding experiments conducted at Climax over the past twenty years one interesting phenomenon was discovered. This was that balls made of certain types of steel grind more ore than some others. The most significant variation was found in the results secured with a hard alloyed forged bail compared with the forged carbon ball supplied by most ball manufacturers These findings were confirmed in many repeated controlled tests. The value of these tests depends on the methods used, the facilities available and the care with which the investigations were conducted. These are described in the following. This testing has largely been done in eight 91 x 81 low discharge ball mills in closed circuit with 7811 duplex screw classifiers. The mills run at 20 RPM on a feed approximately minus 3/8 inch. The ore is ground through 28 - 35 mesh in one stage. Each mill and auxiliary classifier is in a separate, parallel grinding and flotation section The, ore to each: section is the same in every particular and is fed to each mill bin from a common conveyor tripper. The ore from the bin to the ball mill is weighed on a conveyor scale. The power input to each mill motor is determined with a watt hour meter which measures the power to the mill motor only. Both the scales and meters are checked periodically by standard methods and have been found to give consistent readings. Automatic samplers are employed on each section to obtain accurate measurement of the size reduction. A size analysis of the classifier overflow is made each shift and a composite size analysis is obtained from a weighted average of the various shift analyses. The mills are driven by 450 horsepower synchronous motors so that there is no speed variation and shell liner age is kept as nearly the same as possible in mills under test. The same set of operators is assigned to a mill under test as to the control mill. In all other particulars such as ball load, mill density, liner design, etc., the mills are operated in precisely the same manner. This is an ideal arrangement for plant testing. From observations of ball mill performance over the past twenty years, it is the opinion of the operating staff that variations of as little as one to two percent in mill capacities may be determined if sufficient operating hours are devoted, to a test. Relations between mill capacities, fineness of grinds and power consumptions have been established with a high degree of accuracy. In Table I are given the figures for one test. These show that while the grind with the hard ball was slightly coarser, the tons ground per hour was 5.4 percent greater with the soft ball, and 6.1 percent greater on the basis of minus 100 mesh produced. The power consumed per ton with the hard ball was 4.4 percent greater on a tons per hour basis. The soft ball was inferior in wearing qualities and steel consumption per ton of ore was 24 percent greater with it. In this test the mills were charged with the two different balls for a period of three months to allow the ball loads to come to equilibrium. In Table II are given the specifications of the two balls. The difference in grinding rates may be accounted for by the nature of the ball surfaces. The surfaces of the soft balls after being worn a while are rougher to the touch. Enlarged photographs of the worn-in surfaces of hard and soft balls are shown in Figure I. These show the presence of scratches or skid marks on the hard ball surface which indicates less nipping effect. The Climax ore pulp has a pH of 6.0 and is in a dispersed state. The viscosity is low compared with most ores especially those that are conditioned with lime. This would lower the tendency of the pulp to adhere to the balls with a lower grinding efficiency as a result. It was also thought that the relative rates of wear from surface to center might affect the make-up of an equilibrium ball charge. This probably has little effect on capacity as shown by the size analyses of the two ball charges in Table III. This hypothesis was subsequently investigated by the use of rationed charges. Mining lignite in the Gulf Coast often requires some interaction with shallow ground water system. Suggestions for determining ground water data and analysis requirements for regulatory compliance are given. Simple methods for estimating mine inflow seepage, ground water level declines, and changes in ground water chemistry, which may result from mining, are discussed. The mining of lignite often results in interaction with shallow ground water systems. An evaluation of the interaction is required as input to mine permitting and engineering. Your evaluation will proceed more smoothly and produce more meaningful results with some planning prior to performing your evaluation. The following are tips to consider in planning and carrying out a successful study.

There have not been many opportunities to date for comparison between laboratory and commercial neutralization rinse data. Homestake Mining Company's Santa Fe project is one such comparison. This paper discusses laboratory procedures and results from a 100' leach pad height simulation column neutralization rinse test and compares principal data with that achieved in actual commercial leach pad neutralization rinsing procedures. Principal comparisons include the rate of WAD cyanide neutralization, decrease in effluent pH, stabilization of dissolved silver and copper, and the quantity of dissolved gold recovered during rinsing.

Five-element style deposits are unusual hydrothermal systems that are typically characterized by a nickel-cobalt-arsenic- silver-bismuth metal assemblage. This mineralization is often represented by abundant native silver, arsenic, or bismuth, and followed by nickel, cobalt, and iron arsenides (skutterudite, safflorite, nickeline, rammelsbergite, and lollingite). The Black Hawk district in Grant County, New Mexico is one of the few examples of this mineralization style in the United States. Despite the differences in formation temperature, depth of emplacement, and host rocks between five-element style deposits worldwide, there are commonalities in mineralogy, ore texture, and composition. A detailed exploration of the native metal and arsenide phases will be performed to compare ore forming fluids between systems and the effects on styles of mineralization and paragenesis, as well as to aid in broader classification of the deposit style. Mineralogy and mineral relationships of the Black Hawk District and other five-element deposits worldwide will be characterized by reflected light petrography, scanning electron microscopy, X-ray diffraction, and electron microprobe analysis. Mineralogical phase diagrams will be generated to better understand the driving processes and evolution of the systems through native metal and arsenide precipitation.

In a flotation froth (and foam), air bubbles become larger due to coalescence, causing less hydrophobic particles to drop off. A bubble-coarsening model has been developed by calculating the changes in Plateau border area as a function of the initial bubble size at the base of a foam, liquid fraction, and foam height and then relating the predicted Plateau border area to the critical rupture thickness of lamellae film. The model predicts that bubble coarsens with increasing froth height, decreasing frother dosage, and decreasing aeration rate. The model predictions are in good agreement with actual bubble size measurements.

In the past, Newmont Gold Company relied on cement for their ore agglomeration process. With assistance from Betz Industrial, Newmont began Investigating the use of polymers for ore agglomeration. If gold recovery would not be jeopardized, then polymers could replace cement and possibly reduce operational costs associated with cement agglomeration. The following outlines the preliminary testing conducted to determine the feasibility of polymer agglomeration with Newmont's ore and the results of the test heap, which was constructed so the program could be examined under actual operating conditions. Similar polymer agglomeration testing has been successfully performed in other Nevada gold operations. By eliminating the need for cement, a polymeric agglomeration program could improve material handling operations, as well as offer the following additional savings. First, the polymer application uses only lime for adjusting basicity, the polymer does not contribute any alkalinity to the heap. Because lime is more soluble than cement, detoxification of the heap becomes much faster and less costly for the mine relative to rinsing cement alkalinity. The following graph compares the detoxification rate of cement and polymer over a 33 day cycle.

A number of studies have been conducted in active and inactive mine environments using continuous monitoring and data acquisition systems to detect various parameters. In addition to the information obtained for research purposes, these monitoring systems can provide a means to remotely collect required information (such as radon daughter concentrations and air velocity) and control various conditions (such as fan operation and air door position) in numerous working sections of an active mine. Selection of detector locations and placement, which are critical to obtain the information and control desired while not inhibiting mine operations and influencing the detector readings, are covered in this paper.

Finite-difference digital computer models can be used to evaluate the effects of proposed mine dewatering and depressuring operations on ground-water aquifer systems. The effects of proposed dewatering and depressuring operations can be simulated for both underground and open-pit mining in confined and unconfined aquifer systems. Design of dewatering and depressuring well arrays to accommodate proposed mining operations in a variety of hydrogeologic settings can be accomplished through judicious application of well-documented and tested computer programs that are widely available from government agencies and universities. The speed and flexibility of the computer models can provide an economical means for comparison of alternative mining plans, and can be used to determine the optimum mine plan with respect to dewatering requirements.

[Full-scale laboratory experiments were performed to evaluate the effect of ventilation and water spray pressure on the potential dust capture efficiency of a ventilation system comprised of blowing ventilation and an underboon scrubber. The tests were performed for a 1.52-m (5-ft) roof height and 2.36 m-3/s (5000 cfm) blowing ventilation volume, and a 2.44-m (8-ft) roof height and 4.72 m3/s (10.000 cfm) blowing ventilation volume at three face positions of the miner. The scrubber suction rate was varied for the tests to study the effect of scrubber flow rate on capture efficiency. The airflow patterns and scrubber efficiency were determined by performing tracer gas tests. Tracer gas was released through a manifold placed in front of the rotating miner drum. The gas was sampled in a grid fashion using a real-time multi-point gas sampling system. The capture efficiency of the scrubber was evaluated based an the peak gas concentration of the gas laden air drawn through the scrubber and the amount of gas passing, through the scrubber as a fraction of the gas released at the face. The data were analyzed to yield scrubber peak concentrations, potential exposures at various operator locations and the gas removal percentage (GRP). The underboom scrubber appears to work best in the end sump position, relative to the start sump and start slab positions. The capture efficiency scrubber was higher for 2.44-m (8-ft) roof heights compared to 1.52-m (5-ft) roof heights. The data also showed that the scrubber air discharged behind the mining machine may be drawn into the face area by the action of the blowing ventilation system, resulting in recirculation.]

PROPERTY AND PRODUCTION: Around 100 Million Tons of Recoverable Coal are available from the approximate 10,000 acres allocated to the mine. Over 1300 acres of surface land holdings extend well beyond the limits required for plant site, storage tracks, water supply reservoir, settling ponds and waste disposal. COAL: Extensive core drilled testing confirmed the early indicated high quality of the #6 Seam Washability data show less than four percent of the' coal seam required removal to provide a superior product for the available market. PREPARATION PANT DESIGN: The limited needs enabled Preparation Plant Design to meet the requirements without inclusion of novel equipment. The simplified needs afforded ample opportunity for considering increased automation where advantage or economy was antioipated. Plant design included protection of opportunity for pre-drying in advance of air cleaning the fine coal and accommodations for addition of Dense Media separating equipment in event warranted or required by future market changes. Protection is also afforded for addition of Raw Coal Storage accommodations in event warranted. Figure I shows the Preparation Plant Flow Sheet.

It is generally accepted, that oxygen is a necessary reagent for the flotation of galena with xanthate. Recent measurements have shown (1) that under plant conditions oxygen may be in a short supply to the extent that it limits the rate of flotation. Thus, it becomes important to define the exact role of oxygen and establish a model for the rational design and control of flotation separations, involving oxygen as a reagent. All theories or, the flotation of galena assign oxygen the role of an oxidant. However, they disagree on a number of questions: 1) Is the galena or the xanthate being oxidized? 2) Is a lead dixanthate or dixanthogen the actual collector? 3) Is the oxidation process in which oxygen participates of a chemical or an electrochemical nature? The last question arises from the observation (2) that an anodic bias as well as oxygen will make a galena surface hydrophobic in the presence of xanthate. Theories which are based an the premise that the influence of oxygen is of an electrochemical nature offer elegant models of galena flotation. However, full advantage has not been taken of available electrochemical techniques to discriminate between theories and this is the area towards which this research has been directed (3).

In phosphate flotation, more than 90% of the finer fraction (-35, + 150 mesh) is recovered as opposed to 70% of the coarser material (-16, + 35 mesh). On the other hand, coarser fraction is higher in phosphate content than the finer feed. Consequently, improvement in the coarse recovery is highly desired. It was determined on bench scale that emulsification of the collector (fuel oil and fatty acid mixture) can lead to enhanced recovery of coarse particles. Flotation of phosphate with emulsified collector resulted in improved recovery and grade also on the plant scale.
