Through the use of good preventive maintenance procedures in which the work of both production and maintenance personnel is well-coordinated, production downtime can be drastically minimized, and costly repairs and interruptions in planned maintenance and production schedules can be eliminated. There had been some conflict in the past between production and maintenance people over the proper method of achieving maximum machine performance. The usual practice was to operate production equipment at maximum capacity for the longest possible time until breakdown occurred, and then make hurried repairs to get back into production. In most cases, these repairs involved unscheduled work and were thus performed inefficiently. Both production and maintenance have the same objective: to produce a quality product at maximum efficiency and at minimum cost. Preventive maintenance is a common tool available for both production and maintenance personnel to achieve this objective. Actually, one of the main objectives of preventive maintenance is to find any abnormal machine condition that may cause machine failure before a breakdown occurs. This makes it possible to plan and schedule maintenance work with the least amount of interruption and plan production volume with a higher rate of accuracy. Maintenance people prefer to perform this work on a scheduled basis and get away from the "crash" situation that accompanies breakdowns. They thereby increase the utilization of available manpower and machine time, prolong equipment life, and improve maintenance costs.

The Monterey Coal Company, a wholly owned subsidiary of The Carter Oil Company of Houston, Texas, recently awarded a contract to build the Monterey No. 1 Preparation Plant, which will be located near Carlinville, Illinois, to the McNally Pittsburg Manufacturing Corporation. The preparation plant will be one of the most modern jig preparation plants in the State of Illinois. Illinois No. 6 coal will be delivered by a 48" slope belt having 35-degree carrying idlers, operating at 650 FPM and operating on an incline of nearly 17 degrees. The slope belt is driven by two 450 BP motors and will deliver the mined coal at the rate of 1800 TPH to a stationary step-type ' screen having six-inch openings. The overproduct from the stationary screen will discharge into a 10' x 24' McNally Rotary Breaker and the underproduct will bypass the rotary breaker. The rotary breaker is equipped with heavy manganese screens with 6 ½" diameter openings. The sized 6" x 0 coal from the stationary step screen and the rotary breaker will be discharged by gravity to a 4%" raw coal incline storage belt. The 48" raw coal storage belt will deliver the 6" x 0 sized coal at the rate of 1800 T?H to an 8000 ton concrete raw coal silo, 70 feet in diameter and 1x7 feet high. The 6" x 0 sized coal will be drawn from the concrete storage silo by seven (7) 36" wide reciprocating plate feeders. Five feeders are to have constant speed drives at a rated capacity of 145 TPH each. Two (2) feeders will have remote con- trolled variable speed drives, to provide a varying feed.

Application of an SEM-based methodology suggests a reason for past contradictory results on the relationship between quartz and coal workers' pneumoconiosis (CWP). Results indicate that coal seams with the same bulk analysis of quartz have different amounts of surface-available quartz. Our research shows that the amounts of pure and surface-available quartz in a respirable dust vary directly with the rank of a coal seam, except in the case where rock materials are mined. The estimated amount of surface- available quartz therefore provides a measure of the quartz-related fibrogenic potential of a respirable dust.

Surface characterization techniques, i.e. contact angle measurement, atomic force microscopy (AFM) surface force and surface imaging measurement, were applied to investigate the molybdenite surface in aqueous solution. It was shown that the cleaved basal surface of molybdenite was very hydrophobic with a 92 degree water contact angle. The non-polar component of the solid surface free energy is 50.52 mJ/m2 while the polar components are almost zero. The solid surface was not reactive and was only weakly charged at the pH 6. When the aqueous media changes from water to 1×10-4 M KEX solution, the measured contact angle, adhesion force and surface roughness all increase slightly. However, ethanol rinsing made the surface change back to the bare substrate. It was suggested that the hydrophobic chemical, i.e. dixanthogen, which was shown in the morphology of patches by the AFM image, physically adsorbed on the hydrophobic molybdenite surface through the hydrophobic interaction.

The costs of an open-pit operation can be classified according to the following hierarchy : -overall cost of production (per ton of ore) -costs of basic operations and functions -costs of auxiliary operations -costs of machines and equipment -maintenance costs. Production cost is a measure of the open-pit mine performance and should be the final target of the management control. It is also a measure of the share of the mine in the processing stages.

"The overall goal of this study is to develop a suitable flow sheet to extract rare earth elements (REEs) from coal ash. A total of 14 coal samples of different ranks were examined for REE concentration, and an anthracite coal sample with the highest REE concentration of more than 700 ppm in the coal ash was selected for REE extraction tests. This paper reports on the results of the experimental program completed in the first part of the study, which included hightemperature leaching with nitric acid followed by solvent extraction tests using various organic extractants, namely, tributyl phosphate, Cyanex 572, di-(2-ethylhexyl)phosphoric acid (D2EHPA) and their combinations. A 4×2×2 experimental design was used to conduct a total of 32 high-temperature leaching tests by varying acid molarity at four levels, solids content at two levels and leaching time at two levels. The highest recovery rates of 90 percent for light rare earth elements (LREEs) and 94 percent for heavy rare earth elements (HREEs) were obtained from the optimum leaching test conditions while maintaining impurity recovery to the leachate at less than 40 percent. D2EHPA was found to be the best extractant in this solvent extraction test series, providing an REE recovery rate of nearly 99 percent.IntroductionGlobal demand for rare earth elements (REEs) and other strategic metals is increasing rapidly due to their use in a variety of advanced technological applications, with more than 100 kt of rare earth oxides used worldwide on an annual basis. The United States has less than 10 percent of the world reserves of REE mineral deposits, and in 2013 imported more than 60 percent of its rare earth oxides from other countries, mainly China (United States Geological Survey, 2017). China’s institution of export quotas has significantly reduced supply to the United States, raising the urgency of finding new ways of producing REEs and/ or substitutes. Coal combustion byproducts, which are usually discarded as waste materials, are known to contain REEs in low concentrations that could be extracted with a suitable process flow sheet. This may be a worthwhile route to pursue, considering the short supply of rare earth minerals and the abundance of coal ash in thousands of ash ponds in the United States. More than 110 Mt of coal combustion byproducts are produced annually in the process of satisfying the country’s need for electricity (American Coal Ash Association, 2016), and less than 50 percent of these byproducts are being successfully used in various applications, with the remainder dumped as waste materials in landfills and ash ponds."

The countries of Southeast Europe are rich in aggregates, but neither management nor supply are coordinated within or across this area. There are open issues in SEE on the local scale as well as on regional/national and transnational scales that will need to be addressed in order to meet societal expectations related not only to the security of aggregates supply for economy, but also those linked to environmental concerns and social issues. The Sustainable Aggregates Resource Management project (SARMa), an EU Southeast Europe (SEE) activity, has as its objectives the development of common approaches to sustainable aggregate resource management (SARM) and sustainable supply mix (SSM) planning in SEE. In this paper we describe the SARMa project structure and report results for Work Package 3 activities pertaining to best practices for environmental management, the reduction of illegal quarrying, and the promotion of recycling of quarry wastes, construction and demolition wastes and other materials.

The depth at which it becomes more economical to use slope access as opposed to box-cut access for near-surface coal reserves, termed "transition depth," can be established for a given coal property by considering cost estimates for those parameters that determine respective access method. Fourteen parameters that influence access cost were identified and ranges determined. A Transition Depth Formula was developed to permit determination of the better method of accessing a reserve, given such information as highwall slope, road width, total bench width, pit dimensions, road grade, belt component costs, pumping costs, and cost of overburden removal and reclamation. In most cases, in Appalachia, studies indicate that the transition depth ranges between 20 and 30 m.

Increased technical and legislative analysis by all parties of interest could result in more efficientand better directed regulatory legislation in the mining industry. Efforts to forestall or frustrate legislation through massive lobbying and public relations efforts are seldom effective over time and often lead to more stringent and far reaching legislation than necessary. The Federal Coal Mine Health and Safety Act of 1969 is perhaps an outstanding example of such insufficiences; a future example may well be regulatory surface mine legislation. Although a lack of extensive hard data seldom enables rapid or sophisticated analysis early in the legislative process, even preliminary analysis may be sufficient. Simple statistical analyses of available data, assessment of the legislative rationale, and subjective appraisal of other non-quantifiable constraints to improved mine safety. An average of 115 underground fatalities at an exposure frequency rate of 0.67 can be reasonably expected in the immediate future, under existing levels of technology, degree of regulation, and economic conditions. If gross unrefined estimates of 6 preparation plant, 5 surface, and 30 strip mining fatalities are assumed, the total fatality industry level could be expected to approximate 156 Serious professional, economic, and technical constraints within the the industry probably preclude any major decrease of these accident levels within the near future

Oxidized sulfide minerals, commonly formed by weathering, increasingly are becoming important resources as primary sulfide deposits are depleted. Oxidation, in general, reduces selectivity and recovery in flotation. The objective of this research was to determine the mechanisms of oxidation and collector adsorption in sulfide systems as a step towards developing improved technologies for beneficiation of oxidized sulfides. Data from microcell flotation tests are combined with electrochemical and spectrophotometric measurements. The adsorption of ethyl xanthate (EX) on oxidized sulfides was characterized using AC impedance techniques and correlated to flotation response. The floatability of chalcocite, chalcopyrite and pyrite was dependent on the extent of oxidation. Oxidation for 1?) d at 65? C inhibited flotation of chalcocite, and chalcopyrite even after the addition of a large amount (1 x 10') M) of collector. Heavily oxidized (27 d) chalcocite remained unfloatable. However, longer oxidation of pyrite and chalcopyrite restored the floatability. Oxidation resulted in an electrically resistive, nonporous surface layer.

The Boundary Element Method of Numerical Modeling has become an increasingly popular rock mechanics -mine design tool. It has been used by the Roof Control Division, Pittsburgh Safety and Health Technology Center, MSHA, to aid in the resolution of complex ground control problems since 1985. This paper will present an overview of an evolving simulation process and details of methods utilized to generate necessary coal, rock and gob input properties. Also included is a description of a Deterioration Index System that is used to link model output to observed mine conditions and two case studies to illustrate that process.

Modifying the hydrophobicity of clay is necessary to accommodate large mycotoxin molecules such as zearalenone (ZEN). In this study, tricaprylmethylammonium (TCMA) chloride and common corn oil were used to modify clay. The results indicate that more than 90 percent of ZEN could be removed using clays modified by TCMA and corn oil at acidic and neutral pH due to the expansion of intergallery spacing as a result of TCMA surfactant intercalation within the clay-forming layers. The removal percentage depends on the pH and amount of clay used. Complete removal can be achieved at acidic pH and small clay amount.

The U. S. Bureau of Mines (USBM) has investigated instrumentation and methods for measuring exposure to radon daughters in underground mine atmospheres. Both personal and area monitors have been studied through in-house and contract research. A field study in uranium mines identified some reliability problems that required additional work for the personal dosimeter systems. Improved versions of continuous working level detectors have been developed and tested for use as area monitors in underground mines. Test results for the personal and area monitors were satisfactory for underground mine applications.

In the article "Concentration of Oil Shale,"(1) Dr. N. Arbiter stated, "One of the major factors in the delayed utilization of oil shale as an energy raw material is the low grade or content of hydrocarbon (kerogen) in oil shale as compared with coal and even more so to the liquid and gaseous fuels. " When the availability of high-grade deposits decreased, mineral industries started adopting prebeneficiation procedures for the low-grade deposits. This practice, which is becoming standard in these other industries, has been largely overlooked by the oil shale industry in its drive to produce oil from oil shale. If a major portion of this mineral matter can be removed, there can be potentially large savings in the capital and operating costs of oil shale retorts. Moreover, the environmental impact, associated with recovering the shale oil, could be reduced considerably. In 1980 Roberts & Schaefer Resource Service (RSRS) completed successfully the first set of demonstration runs with a 20-ton oil shale sample from Cathedral Bluffs (C-b tract), Colorado. This relatively low grade (~12 gpt oil content) oil shale was beneficiated applying the Dutch State Mines Heavy Medium Cyclone process. (2)

The January 1988 issue of Engineering and Mining Journal includes two short articles on blasting practices in surface gold mines (Anon., 1988 ; Carr , 1988). A reader of these articles learns, among other things, that a "12 x 13 ft" blasting pattern is used at the Carson Hill Mine, and a "17-ft burden and 18-ft spacing" is used at Echo Bay Mineral's Borealis operation, while at Mascot's Nickel Plate Gold Mine "ore shots are on a 10 x 10 ft" pattern. Like a new edition of the World Book Almanac, these articles are overflowing with useful tidbits of technical data; but, they never mention why the particular blasting patterns were selected. A survey carried out during the Winter of 1988 at six surface gold mines in the western United States also failed to produce a satisfactory answer. The responses from mine planning engineers to the question "why is your blasting pattern X by Y", reduced to "we use X by Y here because we used X by Y at our last operation, and it worked ok." Certainly, with the available decades of experience and professional practice in blast holes design, rock fragmentation in surface mines has been thoroughly investigated. However, and this is the central issue, fragmentation of the rock is not the primary purpose of most rotary drill holes in surface gold mines. Vibratory hand-tools can produce Hand Arm Vibration (HAV) Syndrome in their operators. This disease, often called Vibration White Finger, can cause varying levels of hand-arm discomfort and, in severe cases, impairment. In addition to the human suffering, there are also significant economic repercussions for industry. These include reduced operator efficiency, lost time through increased absenteeism and increasing compensation awards. In the mining industry, jackleg rock drills are a particularly troublesome source of hand vibration exposure. As a result, a significant amount of work has focused on redesigning rock drill handles to minimize hand-transmitted vibration. This paper details the results of a study undertaken to determine the effectiveness of using elastomer covered ("cushioned") handles in place of the standard steel design. The results indicate that, for a particular cushioned design, the overall acceleration level experienced at the hand-handle interface can be reduced by as much as a factor of three, relative to the steel handle. It is also shown that this reduction takes place predominantly in the frequency range above 500 Hz, with performance improving with increasing frequency. Qualitative evaluation of the cushioned handles by the drill operator indicates a significant increase in comfort over the standard steel handle.

Three years ago a research program was initiated at the University of Saskatchewan to develop seismic surveying techniques for use in the Precambrian geological environment. The success of the reflection method in many younger geological settings suggested that this is the technique which would be the most suitable for experimentation. A successful adaptation of this technique to the Shield environment would make mapping of rock formations possible to much greater depth than is possible at the present time with any other applied geophysical technique. This presentation attempts to illustrate the advances which have been made in this program and will provide some insight into future plans. The field investigations were limited to the Flin Flon basin near to the town of Flin Flon, Manitoba (Fig. 1). This area was chosen because the surface geology has been mapped in great detail and it is a very important base metal producing region. It is an ancient sedimentary basin with some characteristics similar to areas where the reflection method has been successful.

The reliable quality assessment of grouting operations is one of the key issues in establishing impermeable grout curtains around shafts, drifts and tunnels. Reliable opera¬tional information on the decrease in the permeability of rock during the grouting process facilitates the assessment of the effectiveness of the completed curtain and assures production quality. Quality control and assurance also fa¬cilitates the early detection and elimination of possible de¬fects in the grout curtain. Thorough control of the grouting process provides the capability to evaluate decreases in the permeability of water-producing fracture zones prior to the beginning or the continuation of excavation of the shaft, tunnel or drift. In order to achieve this objective, post¬grouting hydrodynamic investigations are conducted prior to the initiation or re-initiation of work on the underground workings to measure the decrease in the permeability coef¬ficient of aquifers during grouting operations. 8.1 QUALITY ASSURANCE AND CONTROL OF THE ISOLATION OF ROCK BY GROUTING THROUGH HOLES DRILLED FROM THE SURFACE Quality assurance and control are based on measuring the decrease in the permeability coefficient of water-pro¬ducing horizons as a result of injecting grout into the drill¬holes. For this purpose, the value of the acceptable residual permeability coefficient is calculated beforehand based on the acceptable value of ground water inflow into the shaft, drift or tunnel as specified by the "construction norm and integrated practice (SNIP)" (Anon., 1976). Having ob¬tained the values of aquifer thickness, permeability, and head distribution for each aquifer from flowmetric data (dis¬cussed in Chapter 3), the average value of the permeability coefficient of all aquifers intersected by the shaft is calcu¬lated as [ ] where Ki is the permeability coefficient of the "ith" aqui¬fer; Pi is the pressure of the "ith" aquifer; and M; is the thickness of the "ith" aquifer. The total expected inflow of ground water into the shaft is [ ] where RK is the radius of the contour of influence; RCFB is the radius of the shaft; and p is the coefficient of dynamic viscosity of the ground water. The necessary reduction of the coefficient of permeabil¬ity of the aquifer [ ] where Q is the expected inflow of ground water into the shaft from eq. 8.2; Q.-fin is the acceptable inflow of ground water; and a is the safety factor. By knowing the average permeability value of the rock and the permeability reduction coefficient, it is possible to determine the value of the acceptable residual permeability coefficient for all the aquifers [ ] The values of the permeability coefficient, pressure, and thickness for each aquifer are determined from the data gathered during the hydrodynamic investigations conducted in grout holes prior to beginning the grouting operations as discussed in Chapter 3. After injecting the grout into the first of the holes, the injection into each of the following grout holes is preceded by repeated hydrodynamic investi¬gations. Using the data obtained for each water-producing zone, a graph is constructed where the numbers representing the grout holes in their order of grouting are placed on the abscissa, and the values of the aquifer permeability coeffi¬cient are placed on the ordinate (Fig. 103). This curve char¬acterizes the change in permeability of the given hydro¬stratigraphic unit as grouting operations are completed, one hole at a time. The results of grouting operations are considered to be positive when each sequential observation records a steady decrease in the permeability of the aquifer. The permeabil¬ity measured prior to the injection of the grout into the last hole must be lower than or equal to the acceptable perme¬ability as determined by the application of eqs. 8.1 through 8.4. Table 8.1 presents illustrative data on the hydrogeo¬logic properties of aquifers at a mine shaft prior to the initiation of grouting operations. Data also are presented on the reduction in the permeability coefficient during the in¬jection of the grout. The shaft in question intersects eleven aquifers. Based on data concerning aquifer pressure, thick¬ness, permeability, and the expected inflow rate of water for each of the strata, the average permeability coefficient is calculated according to eq. 8.1 as K = 0.2 x 10-12 m2. A study was conducted to evaluate the applicability of large wheel loaders (Caterpillar 994 Class) for use as primary loading equipment in open pit iron-ore operations. Field visits were made to taconite and gold mines that used large wheel loaders. Information was gathered on loader selection rationale; operation and maintenance experience; and production, availability and costs. Brief time studies were conducted to indicate machine performance and utilization. This paper summarizes the field data that was collected including an economic comparison of wheel loaders and cable shovels in an iron-ore application.
