Over the next two decades there will be significant trade and development opportunities in China for mining, engineering, equipment, and construction companies interested in becoming part of the development of China's chemical and fertilizer industries. At last count, China's phosphate ore reserves of 11.8 Gt (13 billion st), ranked fourth in the world behind the US, the USSR, and Sahara-Morocco. However, a recent statement by the head of the Ministry of Geology and Minerals, Sun Daguang, claims that with increased prospecting in the last few years, China's phosphate reserves now rank first in the world. Whatever the actual size of its known and potential reserves, China's present phosphate processing capabilities fall far short of demand, while the substantial progress that has been made in this area points out the severity of the problems that still remain. Since 1949 China has developed 181 mines and increased its phosphate concentrate production from 10 kt (11,000 st) to 10.86 Mt (11.97 million st). By the 1980s, China was the third largest chemical fertilizer producer in the world-although this claim is slightly misleading as China's nitrogen/phosphate potassium ratios are far from average world ratios and even further from US standards. According to the Sixth Five Year Plan promulgated in 1982, the country's development plans emphasize the expansion and upgrading of key energy and industrial sectors, including that of fertilizer production-specifically phosphate and potash. Within the framework of the plan, the Ministry of Chemical Industry's development priorities are to: • Increase potash production by 150% to 50 kt (55,115 st). • Raise phosphate fertilizer production 21.2% to 2.8 Mt (3.1 million st), 46 kt (50,705 st) of which will come from new projects constructed and completed within the Sixth Five Year Plan, with projected new production of phosphate concentrate and complex fertilizer in the next decades totaling 500 kt (551,146 st). • Commence work to increase phosphate ore production by 8.33 Mt (9.18 million st). Facilities for 2.43 Mt (2.68 million st) will be completed and come on stream by 1985. • Commence work to increase iron pyrite ore production by 3.69 Mt (4.07 million st), facilities for 2.9 Mt (3.2 million st) will be completed and come on stream by 1985. • Verify 600 Mt (661 million st) of new phosphate ore reserves. Since the promulgation of the Sixth Five Year Plan, Chinese authorities have announced that 70 key construction projects will receive top priority in the implementation of the plan. These projects include five in the chemical industry area, including the construction of four fertilizer plants in Urumqi (Xinjiang), Zhenhai (Zhejiang), Beijing, and Lucheng (Shanxi), and a pyrite mine in Yunfu (Guangdong). In addition, by 1985 the state will expand or construct three major phosphate mines: Wangji in Hubei, Kaiyang in Guizhou, and Kunyang in Yunnan. Fertilizer Ratios In 1982, China's fertilizer production was slightly higher than 12 Mt (13.2 million st) and consisted of 80% nitrogen, 19% phosphate, and 0.19% potassium. By 1985, state officials project that fertilizer production will reach 13.4 Mt (14.8 million st) and consist of 78.4% nitrogen (10.5 Mt or 11.6 million st), 21.2% phosphate (2.8 Mt or 3 million st), and 0.39% potassium (52.3 kt or 57,605 st). To attain the world average using the country's 1985 projected production level for nitrogen, China will have to double its 1985 phosphate production to 5.76 Mt (6.35 million st) and increase its 1985 potassium production almost 80 times to 4.1 Mt (4.5 million st). These numbers demonstrate the seriousness of the fertilizer production problem in China today and the long-term nature of the problem's solution. Development Examples Yunnan is the third largest phosphate-rich province in China with verified deposits of 1.9 Gt (2.1 billion st). Despite this abundance, the province only mines around 3 Mt (3.3 million st) of phosphate rock annually. In June of this year, Yunnan announced its intention to initiate 39 development projects within the next two and a half years, requiring an estimated $200 million worth of foreign investment. Industrial minerals are receiving increased attention by metals, coal and other companies seeking to diversify and stabilize earnings. Each industrial mineral has a unique set (and sub-sets) of business dynamics, however, and the diversity can present a bewildering maze to the corporate planner. Shrugging off this complexity and relying on serendipity for entry opportunities often results in unsuitable acquisitions. An effective alternative used in exploration can also be applied to strategic planning. By providing focus and direction, this flexible methodology can prevent wasting corporate resources on random pursuits and result in a quicker, more satisfactory achievement of diversification goals.

Many underground instabilities, such as excessive shield loading and roof falls, occur at longwall faces causing safety problems and production losses. Such instability problems are directly related to roof conditions which can be categorized using geological information. . However, most geologic information describing anomalies and variations of immediate and main roofs are not available before mining resulting in unexpected problems in a longwall face. It is apparent that the evaluation of these geologic anomalies provides a great benefit for longwall stability. The purpose of this study is to evaluate roof categories associated with geological anomalies employing fuzzy set theory. The evaluation is based on real-time monitoring information, such as shield leg pressure, developing load on shields, intervals of periodic weighting, and the ratio of developing loads during periodic to normal times. This paper introduces the application of fuzzy set theory for characterizing roof conditions and evaluating of roof similarities.

Operational excellence is generally known as a management system integrated across critical functions that is geared towards continually improving operational performance. Functional areas such as health, environment and safety, quality and human resources are the focus of many corporate-wide operational excellence programs. Operational excellence also focuses on improving areas such as customer orientation, employee empowerment as well as process, and systems optimization. It is widely viewed as critical to sustaining business performance improvement. Although it is difficult to find a universally accepted definition, or even common foundation in many respects, operational excellence remains a popular term in the business world. Many organizations have developed their own version of organization excellence, influenced by such individual factors, other similar institutions or even third-party service providers. A mining organization is no different from other organizations in that adopting and implementing effective operational excellence programs can dramatically improve business execution and performance across regional or global interests. This paper brings together various perspectives of operational excellence and reconciles them for a useful composite for the mining industry. While most agree that operational excellence should include normal functions in a manufacturing operation such as production, maintenance and engineering and processes such as quality, environmental and continuous improvement, many other factors for operational excellence seem to vary from perspective to perspective. Thus, programs that manufacturers engage in may seem the same, but may, in fact, be different in key areas. This may affect organizational performance in tangible ways. Management must buy into the company?s definition of operational excellence and be dedicated to achieving it. A review of many of the existing definitions of operational excellence, explicit or embedded as part of a program, seems to yield the following common factors: ? It should help organizations better execute their processes and services. ? It should be geared towards improving quality ? It requires that the various operations should be aligned with the overall enterprise strategy. ? It should be geared towards continuous improvement. A composite of operational excellence definitions suggest that it is: ? Geared towards helping the organization achieve sustained profitability; ? tied to strategic alignment and business objectives; ? tied to solid investment strategies; ? integrated as part of the culture, process, time plan and performance; ? a relevant performance measurement system; ? extended to include all aspects of the supply chain (including external suppliers); ? integrated with health, safety and environmental (HSE) aspects. And, while the pursuit of operational excellence intuitively suggests that businesses should improve, it is very difficult to achieve given the difficult challenges facing companies today. Mining businesses face numerous pressures to perform in a global marketplace such as demand, energy cost, variable cost and pricing fluctuations as well as infrastructure challenges to further confound the environment. In the ultrafine coal cleaning process, small coal particles (-400 mesh) are produced during the pulverizing operation. After the coal cleaning process, these ultrafine particles are very difficult to dewater, and create problems in coal transportation, storage and handling at utility plants. Research work on ultrafine coal dewatering and briquetting has resulted in the development of a single stage operation that is potentially more effective and economic than conventional thermal drying and briquetting processes. The final coal product have a moisture content of less than 15% and possess high strength and water resistance that satisfies coal transportation, storage and handling requirements.

The grinding mill is probably the most common unit operation in mineral processing. There is, however, much that can still be done in the way of optimization. This paper discusses the results of a well-controlled pilot-scale test in which the performance of a tumbling mill equipped with a conventional rubber lining and lifter bars was compared to a tumbling mill equipped with a smooth rubber lining of the magnetic type. The results indicate that the smooth lining is about 14% more effective with respect to energy consumption. By optimizing the size of the grinding media, the mill capacity can be increased in many grinding operations. In this specific case, grinding with a -20-mm ball charge required 26% less grinding energy than grinding with a -30-mm ball charge. The energy savings can, in most cases, be converted to an increase in capacity. The wear of the grinding media is difficult to assess over a short test period, but the results suggest that the wear is somewhat less when a smooth lining is used. A determination of the wear of the linings was not included in this study, but it is generally accepted that the use of magnetic linings reduces the lining costs dramatically. Computer simulation using the Millsoft code developed by Mishra et al. confirms and explains the increased effectiveness of comminution when a smooth lining and smaller grinding balls are used.

The philosophy, strategy and techniques of successful marketing of talc, differ sharply from those applied to most other mined products. Unlike non-ferrous metals, there are no commodity exchanges to facilitate the transfer of goods. Unlike iron ore and some non-metallics, assured markets by means of long term contracts are practically non-existent. Talc must be sold and sold and sold again. The normal channels of talc distribution are almost identical to those used, by the chemical industry. These consist of a blend of producer marketing staff, field technical service, and sales force; and independent chemical wholesalers. Like the term "chemicals", there is tremendous product diversity contained in the rather loose expression "commercial talc". Certain kinds of talc, processed in conventional ways, are regarded as commodities by the consumer. That is, that material from one source or supplier is considered to be effectively interchangeable with those available from a number of other areas and producers. Under such conditions, lowest delivered price, quickest delivery, and best, customer service, are the key factors in a successful sales effort.

Due to the current cost and availability of crude oil in Brazil, Samarco Mineracao S. A., as part of its program of quality and productivity optimization and reduction of operating costs, has undertaken tests to utilize alternate energy sources for fuel oil used in its pelletizing plant at Point Ubu, Espirito Santo, Brazil. The energy program undertaken by Samarco consists of two basic steps. The first step was to reduce energy consumption, that is, to improve the thermal efficiency of the process. Secondly, a program was started to substitute the fuel oil with coal.

My topic today is our Nation's interest in the minerals beneath the oceans. I will state what I think should be our objectives, the means available to attain these objectives, and the obstacles to their accomplishment. It is possible that as early as this year of 1969 our country must make policy decisions on this subject, and that these, once made, will be almost irreversible. Two factors are hastening an. early decision. First, the 1958 Convention on the Continental Shelf becomes eligible for amendment after June 10, 1969, if the Assembly of the United Nations so decides. Second, the United Nations has created a permanent committee of 42 nations, which was preceded by an ad hoc committee of 35 nations, to study the question of the peaceful uses of the seabed "beyond the limits of national jurisdiction. While these measures purport to deal with the creation of a regime to govern mineral development on the deep sea floor beyond the limits of the jurisdiction of the coastal nations, it has become clear that the urgent issue is the extent to which this future regime shall acquire jurisdiction over the mineral resources of the continental margin, and receive royalties therefrom. This brings the proposal into potential collision with the interests of the coastal nations under the 1958 Convention on the Continental Shelf, including, of course, the United States.

Testwork was conducted on loaded carbon samples from a small gold mine in South Africa. It was shown that a 75% saving in reagent consumption in the Zadra elution circuit could be achieved by adopting a cyanide-free elution approach, i.e. by cutting back the NaCN level from 1 % to nil, and the NaOH level from 3% to 1 %. This process change was also shown to result in a 20% improvement in the elution kinetics. Furthermore, it was also shown that a 50% enhancement in elution rate over the current situation could be achieved by use of an eluant containing 0.5% NaOH and 0.15% NaCN, corresponding to an 84% saving in reagent consumption. A further improvement in elution kinetics was found to occur by increasing the NaCN level to 3%, but this would lead to a concomitant increase in reagent consumption, due to the decomposition of cyanide at high temperatures. The presence of base metals loaded onto the carbon was also found to have a significant effect on the elution. Copper tends to adsorb as Cu(CN)2- during the adsorption stage, and acid washing converts this species to CuCN. Copper in this form is not eluted during cyanide-free elution, whereas it is eluted during a conventional cyanide elution, consuming the initial cyanide in the process. The elution data was analysed and the fit to a simple model was verified.

In January of 1966, during the annual session of Georgia's General Assembly, Representative Paul E. Nessmith of Statesboro, Georgia, walked into my office and asked me what I thought of the advisability and feasibility of a law which would require the mining operators to reclaim their mined out lands. My answer to him was, as a one time mine superintendent and operator, that I probably would not think very highly of the added cost which reclamation would impose on the operation; but that since assuming the job of Chief Geologist and Assistant Director of the Georgia Department of Mines, Mining and Geology, and in retrospect, I could recommend it very highly, particularly in view of the increased pressure being applied by the Federal government along these lines. I stated then and still emphatically state that this sort of administration should be done on the State level rather than the Federal level. He asked me if I would conduct him on a tour through some of the mining country in which I had worked and to this I readily agreed. The result of this trip was that he was adversely impressed by the devastation which the mining operations had wreaked on that area of middle Georgia along the fall line known as the kaolin belt. Very little except talk was done for the remainder of 1966.

"Coal dust in an underground mining environment has always been a health and safety issue, especially with longwall faces. Efforts to integrate a flooded bed scrubber within a longwall shearer are underway at the University of Kentucky (UK) in order to reduce worker exposure. Small scale physical modeling, along with numerical modeling and full-scale experimentation, are engineering tools being used by the authors for simulating operating conditions underground. Recent advances in affordable 3D printers offer a means for fabricating accurate, scale models for obtaining timely insights prior to building large, expensive test setups. Comparing scale-model results with those of numerical modeling, such as computational fluid dynamics (CFD), lends guidance and confidence in a proposed design. This paper discusses the small scale physical modeling of a longwall shearer with an incorporated flooded-bed dust scrubber in its operating environment. A tracer gas was used in the model in lieu of dust to measure dust-capture efficiency. Results obtained from the physical model are presented and compared with those of CFD model. The small scale model and the CFD results demonstrate good agreement. Dust capture results show the usefulness of the approach in advance of actual design implementation. INTRODUCTION Dust generation is an undesirable, but innate, byproduct of all mining processes. It is particularly problematic in underground coal mining, where coal dust poses potential hazards from two fronts – health and safety. Coal workers’ pneumoconiosis (CWP), commonly referred to as black lung, is a chronic lung disease that results from the long-term overexposure to respirable coal dust. Although the prevalence of CWP has steadily and significantly declined over the three decades following the Federal Coal Mine Health and Safety Act of 1969, a study by the National Institute for Occupational Safety and Health (NIOSH, 2008) indicates that significant health hazards associated with respirable dust still exist within the coal mining industry. In addition to being a health hazard, coal dust can also create a potentially catastrophic safety hazard. Dust that is not captured or removed at its source is suspended and transported throughout a mine by the ventilation airstream. This float dust is subsequently deposited on all mine surfaces along its travel path. Without adequate application of rock dust to these surfaces, forces from a localized methane ignition can reintroduce settled coal dust into the airstream creating an explosive mixture. Therefore, capturing and removing coal dust at its source mitigates the probability of two major hazards that continue to plague the mining industry."

"He?s an SOB, but he's my SOB." Many of us have heard this line in reference to attorneys, and can appreciate the humor. However, the thought reflects a deeper attitude that lawyers should be used for attack purposes in the legal system or the regulatory process. Often, more permitting progress can be made with tact and flexibility than with inflexible, overly aggressive strategies. Usually, administrative hearings or other litigation work to the disadvantage of the applicant. Thus, I have concerns about approaching any permitting system with a hard-line attitude. On the other hand, the project team must always be prepared to defend permit applications and present a legally adequate case at public meetings, administrative hearings, or judicial proceedings. This paper discusses a number of strategies intended to increase the probabilities for successful permitting, whether opposition is informal or highly organized.

Characterizing the abrasiveness of soil/rock and the allowable wear of hard-facing products in various conditions is a critical factor in selection of the best material for certain applications related to drilling and excavation in mining and construction industries. The Soil Abrasion Index test machine at Colorado School of Mines (CSM) is one of the recently developed unique systems capable of testing soil/crushed rock abrasion under various conditions, such as dry, wet, and saturated settings. It is also capable of testing the performance of various types of hard-facing materials in a given geo-material. This paper studies the wear properties of different hard-facing materials in various crushed rocks from a surface mining operation in the iron range region of the USA. The hard-facing materials include regular and hardened steels and six different specialized hard facings, based on chromium carbide. The soil/rock include a standard sand and two rock samples from the surface mine. Fourteen abrasion tests were conducted, where the weight loss of each hard-facing material was measured over timespans up to 1 h of testing. The results show the distinct performance differences between the steels with 17 HRC and 43 HRC hardness and the hard-facing products for this application. The results show the possibility to evaluate the abrasiveness of different rocks at a mine or construction site and the performance of various hard facings in similar working conditions. This is a practical solution for selection of the cutting tool or reinforcement of bucket lips and truck beds for comparison of relative wear life between different wear-resistant materials.

An economic analysis for evaluating coal preparation plants in the Appalachian Region is presented. A complete coal preparation plant which includes multi-streams and/or multi-stages coal cleaning circuits, complete closed water circuits, environmentally acceptable refuse disposal and reclamation systems is used to determine the capital and operating costs. The plant is capable of producing metallurgical grade clean coal or deep cleaned steam grade coal for future power generating plants use. Utilizing a profit maximization as a decision criterion, an optimal yield, and optimal coal clean¬ing circuits, closed water circuits, and disposal and reclamation systems for a given coal characteristic may be selected among the process alternatives by using a process simulation-economic model of the coal preparation plant. A deterministic analysis is used to calculate the discounted-cash-flow interest rate of return (DCFIROR) and project the selling prices, and determine the Return on Investment (ROI) for the cases of 32.65% and 52.74% plant utilization with producing two cleaned products. Sensitivity analyses are performed to quantify the effect of total capital investment, operating cost, run-of-mine cost and yield on an economic criterion-ROI and selling prices. A probabilistic evaluation using the Monte Carlo simulation technique is further made to quantify the risk involved in obtaining the desired profit levels. The results of the economic analysis for a given coal preparation plant configuration and characteristics of raw coal indicates that the selling prices of producing two cleaned products are greatly affected by the change in percent of plant utilization (production schedule), yield, and run-of-mine cost, and total capital cost. The sensitivity analysis also shows that the total capital investments has a three times greater effect on required selling prices than operating costs. The risk analysis shown that the overall economics look very attractive with current coal sale prices and 52.74% plant utilization.

The U. S Bureau of Mines is conducting research to develop improved guidelines for selecting the type and pattern of roof support in different geologic environments (Mucho, et al., 1995). As a part of this wider research effort, a multifaceted ground control investigation was conducted at the Diamond TB Mine of RoxCoal, Inc. The study included statistical analysis of mine-wide roof bolt performance, instrumented bolt test areas, stress damage mapping, and pillar design analysis. The mine employs state-of-the-art continuous miner technology, including mobile roof supports and continuous haulage, to retreat mine the Lower Kittanning Coalbed. A herringbone section design makes the stability of the center belt entry critical to efficient retreat mining. Roof cutters formed during section development sometimes set up unstable immediate roof conditions in advance of the belt entry mobile roof supports during retreat mining.

The Regional Connector Transit Project is a 1.9-mile-long underground light rail system that will connect LA Metro’s A (Blue), E (Expo), and L (Gold) Lines in downtown Los Angeles. This $1.75-billion design-build project is scheduled for revenue service in Spring 2023. The project consists of 21-foot diameter twin-bored tunnels, a 300-footlong crossover SEM cavern, three new underground stations (at 1st Street/Central Avenue, 2nd Street/ Broadway Avenue, and 2nd/Hope Streets), and cut-and-cover tunnels along South Flower, Alameda, and 1st Streets. This paper, which is the continuation of our previous paper presented in RETC 2019—LA Metro Regional Connector Transit Project: Successful Halfway-Through Completion, will provide insight regarding the construction of major components, and the system integration and testing work undertaken for this complex transit project.

A mine fire or roof collapse may necessitate the reversal of main fans to isolate the fire or provide an escapeway. Hence, to assist the mine operator in estimating the flow and pressure during reversal, Engineers International, Inc. conducted a laboratory and field study of the reverse performance characteristics of main mine fans. Laboratory tests were performed using a 96-inch (2.4 m) diameter vane axial fan to establish the forward and reverse performance characteristics under controlled conditions. Subsequently, a field test was conducted in a Colorado oil shale mine during which two 79-inch (2 m) diameter fans were reversed. The data obtained indicate that reverse performance characteristics are dependent upon the blade angle and the hub to tip ratio. The quantity in the reverse mode ranged from 30 to 65% less than in the forward mode, and the static pressure was directly proportional to the square of the quantity.

"Rare Earth Elements (REEs) and their compounds are essential for numerous modern high tech applications such as renewable energy technologies, catalysts and defense applications. The destabilization of REE pricing owing to the global demand and supply deficit has forced many countries to re-evaluate the possibility of indigenous production of REEs. Cost effective and eco-friendly opportunities are being widely explored for extraction of REEs from non-conventional mineral sources such as coal and coal byproducts to stabilize the supply chain. Coal from Central Alaska (Healy Coal Mine) and Southern Alaska-Cook Inlet (Wishbone Hill) province have been found to possess elevated REE concentrations as compared to average world coal estimates. The objective of the study is to enrich the REEs in the fine size fraction (-75 Microns) from Healy and Wishbone Hill by froth flotation technique. A Box-Behnken design was applied for modeling and optimization of some operating variables on the flotation to maximize REE enrichment. The variables studies were frother dosage, pulp density (% Solids) and collector dosage. Experiments were carried out using a statistical design and the main and interaction effects on response variable was evaluated by analyzing 3D response surfaces. Based on the experimental results the optimum flotation conditions for maximum REE enrichment in the froth fraction was obtained at 4.2% Solids and 32.7 ppm of frother dosage for Healy coal sample and 10% Solids and 37.9 ppm of frother dosage for Wishbone Hill coal sample. The quadratic equation for modelling and optimizing the response variable is found to be independent of collector dosage for both the coal samples. INTRODUCTION Alaskan coal deposits are distributed in three major coal provinces and are in Cretaceous and Tertiary rocks. The climate, vegetation type and sedimentation process has attributed to low sulfur content (averaging 0.3 percent) in Alaskan coals compared to other coal deposits found across the globe. In Central Alaska-Nenana and Southern Alaska-Cook Inlet coal province coal resources are contained in Tertiary rocks while bulk of the Coal resource in North Slope coal province is contained in Cretaceous and Tertiary coal bearing rocks [1]. Coals from Central Alaska- Nenana (Healy) and Southern Alaska-Cook Inlet province (Wishbone Hill) have been found to possess elevated concentrations of critical REEs as compared to the amounts present in world coals (Figure 1). The Wishbone Hill deposit is considered a relatively small deposit, with about 14 million tons of identified reserves, compared to Healy which has over 500 million tons identified [2]. The REE concentrations up to 286 ppm and 524 ppm on ash basis have been reported by Gupta et al. in 2016 with elevated concentrations Ce, La, Y and Nd which are expressed to be of critical importance by US Department of Energy. Accordingly, the two coal samples possess the potential to be used as a REE resource in the near future under favorable socio-economic and geo-political scenarios. [3, 4]"
