Florida's electrical needs are served by 58 utilities of practically every type: six investor-owned, 34 municipal, 17 cooperative, and one federally-owned. They range in size from a small municipal system with a, 2 MW annual peak demand CD a large investor-owned utility serving about one-half of the state with an annual peak demand of 8,600 MW. (1),(2) These utilities are interconnected at several voltage levels with 230kV serving as the pre-dominant voltage for the bulk power transmission system. About 275 miles of 500kV circuits are found within two systems, but no tie-lines yet exist at this voltage. Due to Peninsular Florida's (that portion of the state east of the Apalachacola River) geographic location and shape, it cannot, at present, depend upon its interties with the remainder of the nation to completely support the sudden loss of the state's largest generator. Therefore, the utilities maintain a total amount of spinning reserve to cover for this single contingency outage at all times. Most of the state's electric utilities belong to the Florida Electric Power Coordinating Group (FCG) which, through its standing committees, coordinates the planning and operation of the member systems. Though a formal, centrally dispatched pool does not exist in the state, generating utilities which belong to the FCG's Operating Committee subscribe to an energy broker operation to maximize the savings that can accrue from economy interchange. Studies are underway, with participation from the staff of the Florida Public Service Commission, that are investigating both central planning and dispatch of the peninsula's electric utilities. Florida's electric load is mainly residential. During: 1976, 48.8% of all electrical energy use was by residential customers; 31.8%, commercial; 16.2%, industrial; and 3.2% for all other. By comparison, 32.7% of the United States' load was residential, followed by 40.5% industrial, 23.0% commercial, and 3.8% other.

Welcome to RANDOL GOLD FORUM 88. It is clear from the list of delegates and speakers that this conference will lead to excellent discussions of the latest developments in this fast-moving industry. Less than a year ago Randol International Ltd. published an eleven-volume report titled "Innovations in Gold and Silver Recovery - Phase 111". In the short space of time since then, many new developments have been noted, many of which will be described in this Forum. I believe that some of the more significant innovations currently under development are those that address the following:

Polyacrylic acid (P AA) was evaluated as a selective flocculant for dolomite-apatite system. P AA of 4 million MW was found to flocculate both dolomite and apatite. However, their flocculation behavior was significantly different with 450,000 MW PAA which was the lowest molecular weight fraction capable of flocculation. In single mineral tests, at a dosage of 2kg/t 90% of dolomite and 35% of apatite flocculated. Selectivity was achieved in mixed mineral tests where apatite of 90% grade at 70% recovery level was obtained in the concentrate from a feed consisting of 80:20 mixture of apatite and dolomite. The dolomite rejection was about 75% which corresponds to 1% MgO in the concentrate.

Direct mineral carbonation has been investigated as a process to convert gaseous CO2 into a geologically stable final form. The process utilizes a slurry of water, with bicarbonate and salt additions, mixed with a mineral reactant, such as olivine (Mg2SiO4) or serpentine [Mg3Si2O5(OH)4]. Carbon dioxide is dissolved into this slurry, resulting in dissolution of the mineral and precipitation of magnesium carbonate (MgCO3). Optimum results have been achieved using heat pretreated serpentine feed material and high partial pressure of CO2 (PCO2). Specific conditions include: 155°C; P002=185 atm; 15% solids. Under these conditions, 78% conversion of the silicate to the carbonate was achieved in 30 minutes. Process mineralogy has been utilized to investigate the appropriate feed characteristics, identify the process products, and interpret the mineral dissolution and carbonate precipitation reaction paths.

The need for a successful, efficient and reliable continuous face- haulage .system for use with continuous mining machines has been apparent since the first continuous miners were introduced some twenty-five years ago. Some thought and effort were given to the development of continuous haulage over the last twenty years or so. Some initial success was experienced in this area by The Long Company with a system involving bridge conveyors, as far back as the late 1950's. However, extensive success with continuous face haulage for use behind modern, high product¬ion, continuous miners escaped the industry until the early 1970's. It is true that continuous face haulage was successfully introduced into low seam mining, generally in seams ranging under 1.07 m (42") in height, in the 1960's, for use with relatively low production, low seam, auger type continuous miners. However, those available systems which have achieved success in the lower seams, where relatively low capacities are adequate, are not directly applicable for use with today's medium and high seam miners with their standard production capacity of 9.1 - 10.9 mtpm (10 - 12 tpm). Since the late 1960's and early 1970's, several machinery manufacturers, and at least two major coal companies, have devoted considerable expense, time and effort to developing truly successful continuous face haulage for use in coal seams ranging upward from 1.2 m (4') in height. Continuous face haulage equipment has been developed in the last five years employing a variety of transportation media and design concepts, including some which have received wide publicity such as those employing hydraulics, and pleated belt. The truth of the matter is, however, that the only universally applicable and widely successful continuous face haulage equipment introduced to date has been that employing a combination of bridge conveyors and mobile, self-propelled, bridge carriers, connected at the inby end to the tail of the high production continuous miner, and at the outby end attached directly to the panel conveyor (Fig. 1 & Fig. 2) or, on occasion, to a short, self-contained conveyor which, in turn, empties directly onto the panel conveyor. While these bridge type continuous haulage systems are available with both belt and chain conveyor components, the most widely applied and successful system in seams above 1.07 m (42") in height is that offered by The Long-Airdox Company. The standard unit for use with 9.1 - 10.9 mtpm (10 - 12 tpm) continuous miners is normally equipped with belt. However, they have built, and successfully applied, versions of this system employing chain conveyors, (Fig. 3), mainly for operators having extremely difficult mining conditions, including excessive amounts of water

With the passage of recent national and state legislation aimed at tighter regulation of air pollution and smoke control, attention has been focused on a problem which has long confronted the coal industry--the disposal of coal waste with its inadvertent ignition. Even as recent as 1935, a decision from the Allegheny County Court of Common Pleas confirms the stand taken on control of burning coal refuse disposal areas. "The uncontroverted testimony is that there is no feasible method of operating a coal mine without a gob pile on the surface, as no use has ever been found for this troublesome by-product of mining; that every large coal mine has a large gob pile close to its tipple; that sooner or later these piles all ignite through spontaneous combustion; that practically every large mine in Western Pennsylvania has a burning gob pile, and that there is no known means of averting such a fire." 19* As a result of the past "no regulation policy," there are presently on the order of 500 burning refuse banks, of which 213, 142, and 49 are found in West Virginia, Pennsylvania, and Kentucky, respective¬ly. 18 Many of these refuse banks have burned for 40 years or more; many others may continue burning for a like period. It is estimated that the annual emission from these smoldering piles approaches 183,000 tons of pollutents which may produce many deleterious effects on the populace, property and vegetation in the proximity to the sources.16 To date, little progress has been made in alleviating the pollution from the currently burning refuse banks; however, numerous investigators who are researching the causes of ignition, as well as preventative disposal techniques (refuse compaction, layering and crushing to finer sizes) have met with some success in handling the newly discarded coal refuse.

This paper discusses the role of the mineral-adapted acidiphilic microorganism Acidithiobacillus ferrooxidans in the beneficiation of arsenopyrite-containing multisulfides (pyrite and chalcopyrite) and the bioremediation of the resulting arsenical waste water. It was found that adaptation to minerals alters the surface properties of the microorganism. Bacterial adaptation to arsenopyrite and controlled bacterial adhesion to mineral surfaces lead to selectivity in arsenopyrite separation. Bioremoval of arsenic ions (both arsenite and arsenate ions) by Acidithiobacillus ferrooxidans is also discussed. The last few years have produced new methods of characterizing flow properties of bulk solids. Abrasive wear and particle attrition can now be accurately measured in a laboratory and scaled up to field condi¬tions. In addition, the effect of large par¬ticles on a material's flow properties (cohe¬sive strength, bulk density, wall friction) can be determined as well as the effects of var¬ious additives such as freeze conditioning agents. New developments have occurred with devices to improve the reliability of solids flow. Much attention has been paid to find¬ing ways, by using inserts, to provide a mass flow pattern with relatively shallow hopper walls. Such devices can also provide reli¬able in-bin gravity blending of bulk solids or completely nonsegregated discharge. Other developments have occurred in the area of belt-to-belt transfer chutes and sealing screws. The technology and hardware for running bench scale flow tests on bulk solids samples and transforming the results into reliable designs has been in existence for nearly 30 years (Jenike, 1964; Marinelli and Carson, 1986). It has been shown repeatedly that reliable materials handling systems can be designed to avoid the problems of no-flow due to arching or rat-holing, erratic flow, segregation, loss of capacity, or spontaneous combustion. Running flow properties tests and carefully designing a bulk handling system are not expensive, particularly when compared to downtime costs and continual flow problems. New developments in characterizing flow properties of bulk solids include: • a shear tester for measuring the properties of run-of-mine ores containing large par¬ticles; • attrition testers to simulate a wide range of flow conditions; • a tester to measure the wear rate of liners in bins, feeder parts, etc.; • a dustiness tester to measure the potential for dust and the effect of dust control meas¬ures; and • techniques for measuring the strength of frozen ores and the effect of freeze condi¬tioning agents. In the area of improving the flow of bulk solids, there are new techniques for ensuring reliable flow without using up excessive headroom. These include: • belt-to-belt transfer chutes to handle po¬tentially sticky, abrasive, and dusty ores; • designs for the interface between a bin/ hopper and apron or belt feeders to avoid hangups and minimize feeder loads; methods to feed solids reliably into a pres¬surized process; and designs for handling systems that will mini¬ mize attrition, avoid segregation, or auto¬matically blend materials together. Characterizing flow properties Large shear cell It has long been known that the cohesive strength of a bulk solid is due mainly to its fine fraction. However, the effect of the larger particles (that were assumed to re¬duce the strength) could not be measured. The development of larger scale (205 mm¬diam and 0.6 x 0.9 m or 8 in.-diam and 2 x 3 ft) shear testers has made it possible to measure the properties of a wider range of materials. Now cohesive strength measurements can be made with up to 100 mm (4 in.) particles. The results obtained from the large shear testers, together with the results of the nor¬mal shear tests on the fine fraction, are used in the design of reliable stockpile reclaim systems and crusher feed systems. A high percentage of large particles can reduce the measured shear strength of a bulk solid. Uranium associated with phosphate deposits has been the subject of numerous investigations (1-8). In the land-pebble phosphate deposits of central Florida, uranium is found in the phosphate matrix (ore) and in the leached zone between the over-burden and matrix (1). Between 0.01 to 0.02 percent uranium is found in the leached zone, which consists of apatite and aluminum phosphate minerals (crandallite, wavellite, millisite) (Z). The primary phosphate mineral in the matrix is apatite, and the 0.005 to 0.01 percent uranium typically found in the matrix is associated with this mineral (1). It is generally believed that uranium substitutes for calcium in the apatite structure (3-5). Clay and quartz phases associated with phosphate deposits contain little uranium (1, 6), and no descrete uranium minerals have been detected in these deposits (4). A typical phosphate matrix consists of quartz, slimes (-150 mesh material) and recoverable phosphate. When the matrix is beneficiated, partition of uranium and radium takes place (9, 10). Although considerable data exists on how uranium is distributed in the phosphate deposits, no systematic study has recently been reported on the distribution of uranium during phosphate rock beneficiation. The purpose of this study was to determine how uranium is distributed in the various strata which comprise the overall land-pebble phosphate deposits, as well as how the uranium is redistributed during beneficiation of phosphate matrix. To obtain this information studies were carried out on matrix samples obtained from three different mines in central Florida. Using pilot-plant scale beneficiation, an analysis was performed on how uranium in the matrix is distributed among the pebble fractions, flotation concentrates, flotation tails, and slimes. The uranium level profile for an active mining area was also obtained. Also, since thousands of acres of slime ponds may someday become a source of both phosphate and uranium, a depth versus uranium content profile was determined for an inactive slime pond.

The newest addition to the Anamax Mining Company's Twin Buttes copper producing complex is a by-product uranium extraction plant which was placed into service in February 1980. The plant is unusual in that it is placed internal to the copper countercurrent decantation, solvent extraction, and electrowinning plant. The plant reached full production within a month and, to date, has produced continually above design rates.

Despite technological advancements and organizational adjustments, lost time accidents are major issues in occupational safety. However, there is very limited work that focuses on variables influencing days lost as a result of occupational accidents. In this study, decision tree and artificial neural network methods were used as machine learning techniques to investigate the impact of factors on accident lost day duration. Degree of injury, worker age, and worker activity were found to be the top three variables impacting loss of time from work. It was also identified that the mining method, location, and nature of injury had a moderate influence on duration lost due to occupational accidents. However, worker experience and ore type did not have any significant impact on the duration, which is an unexpected result. These results confirmed that some accident factors that might have a large influence on the number of mine accidents can be less critical when it comes to accident lost day duration.

The alkaline hydrothermal processing of K-feldspar rocks in an autoclave can be a pathway to synthesize a potassium fertilizer for tropical soils that is potentially cheaper and more efficient than traditional potash (KCl). When K-feldspar undergoes hydrothermal alteration in the presence of calcium oxide (CaO), it generates a complex mixture of calcium-aluminum-silicate-hydrate (CASH) minerals that incorporate K atoms stochastically in their structure. These atoms are subsequently released, as shown in a test-tube leaching test, indicating a possible uptake by crops. The relationship between the processing temperature and time in the autoclave for the hydrothermal reaction and the resulting mineralogy and elemental release are only partially understood and are investigated in this study. Elucidating that relationship is the key requisite for subsequent techno-economic analysis, and ultimately for the development of a fertilizer that can be considered as a feasible alternative to KCl.

In modern industry, cost and productivity concerns and environmental concerns are sometimes incompatible, but at other times only appear to be incompatible. Surface disposal of wastes from coal preparation plants appears to be an area of the production system with little opportunity for initiating measures which cut costs and concurrently benefit the environment. However, improving the recovery efficiency of fine coal circuitry can cost-effectively reduce the plant waste environmental burden by a substantial amount. Studies at Jim Walter Resources indicate that fine-coal waste measuring 50% ash contains over 50% recoverable, marketable coal. Modifications to the plant circuitry which reduce the amount of misplaced coal in the fine-coal waste stream could substantially reduce the volume of fine waste disposed aboveground. Studies at Jim Walter Resources indicated that episodic overloads of the vacuum filters in the fine-coal circuits at the preparation plants were a source of misplaced coal in the fine-waste stream of the cleaning plants. To improve the filtration rate and reduce overload episodes, conventional rotary blowers were replaced with high pressure air blasters on most of the filters. Subsequent testing indicated that measurable benefits can be derived from this modification.

Longwall mine instrumentation for measuring abutment stress distribution, mining induced immediate roof stress change and deformation, and primary/secondary support loads and deformations provides critical guidance for the design of gateroad chain pillars and roof support. Field measurement results are also recognized as the best way to calibrate numerical models that have been used to study the failure and support mechanisms. International Conference on Ground Control in Mining (ICGCM) started in 1981 and since then, there were 26 papers published in the proceedings discussing the stress and load measurements as the face advanced using various field instrumentation techniques. The focus of this paper is on summarizing the analyses of the data published in these papers. Stress/load change monitoring included the following categories: gateroad chain pillar, abutment pressure, bolt load, and pre-driven recovery room. The data shows that the magnitude of stress changes as the face advances varies considerably from panel to panel and mine to mine. However, regardless of types of stress changes, pillar stress, abutment pressure, and bolt load, there exists a rough trend of stress increase as the face advances, generally consisting of three stages, i.e., stress/load (1) initially increases steady or slowly, (2) increases rapidly, and (3) increases reaching the peaks and dropping down slowly or sharply. The stress/load increases start earlier during the second panel mining and are larger than the first panel mining. This review makes it easy for the interested persons to find valuable data for other similar projects.

The entire subject area of micro-seismic events due to stored strain energy, as distinct from gas-driven coal outbursts, can be readily sub-divided into firstly events with their energy source from within the coal seam (termed “bursts”) and secondly, event with their energy source outside of the coal seam in either the overburden and/or floor strata. The reason for sub-dividing micro-seismic events in this manner is that if the causation mechanisms and associated geotechnical conditions are materially different, then effective pre-mining predictions and subsequent operational controls may also differ. Attempting to explain a multitude of micro-seismic event types without consideration of varying source mechanisms will inevitably lead to inadequate causal explanations and effective controls.

The economics of pellet plant operation, in terms of fuel and power consumption, flexibility in the selection of the cheapest fuel source, system availability, maintenance costs, and the simplicity of process design, contribute to the determination of building and profitably operating a pellet plant. Design innovations, sup- ported by actual field data, have been initiated into the GRATE-KILN System design to positively address these factors. This paper presents the recent state of the art design concepts which have helped the GRATE- KILN System assume worldwide acceptance status.

In the magnetite iron ore pelletization process, oxidation of magnetite followed by sintering of the oxidized magnetite (hematite) is desirable. Optimum preheating time & temperature and roasting time & temperature is required to get the desired properties of the pellets with magnetite, hematite, and hematite–magnetite blend. In order to utilize the magnetite resources in a current induration furnace, which is designed for hematite resources, detailed pelletization studies have been carried out to optimize the firing cycle for magnetite concentrate as well as magnetite with hematite concentrate. Under optimum conditions, such as preheating temperature 1000–1150 °C, preheating time 10 min, roasting temperature 1250 °C and roasting time 7.5 min, the cold compression strength (CCS) of magnetite roasted pellets was 325 kg/p, and this was due to recrystallization of secondary hematite particles, and development of the strong slag bond between primary and secondary hematite particles. The strength of hematite concentrate pellets was 260 kg/p. From laboratory studies, it was found that without disturbing the induration furnace firing cycle, which is designed for hematite ore ~5%, magnetite concentrate can be used along with hematite concentrate in pellet blend and the strength of the pellets was 270 kg/p. As the magnetite concentrate increases in the blend beyond 5%, the preheating zone residence time should be increased or a supply of extra oxygen is required. Laboratory as well as plant investigation has shown that the addition of magnetite to the hematite mix blend improved the strength of the pellets compared to hematite pellet alone.

Wet grinding rod mills have been used for 50 years to grind ores and to make specification sand. The application of wet grinding rod mills is well understood. Until recently, there have been very few installations of dry grinding rod mills. The basic principles learned from wet grinding rod mills that were used in the application of dry grinding rod mills are 1. It is possible to extrapolate the performance of 5' and 6' diameter wet grinding rod mills into larger diameter rod mills with the larger mills performing as predicted. Wet grinding rod mills as large as 14' diameter (inside shell) by 20' long using 19.5' long rods are in use operating satisfactorily. 2. Wet grinding rod mills generally grind more efficiently when the fines are left in the mill feed than when the fines are removed from the feed. 3. Wet grinding rod mills produce little tramp oversize and generally can be operated in open circuit except when very close control on the top size in the product is required. When operated in closed circuit, the circulating load is normally less than 100%. 4. The power required for the desired grind can be accurately determined from the work indices obtained from rod mill grindability tests on the material to be ground. Where required it is necessary to, apply inefficiency factors for oversize feed and for larger or smaller than normal- ratios of reduction. Recent applications for rod mills have developed where it is required that dry grinding be used. These recent applications cover the grinding of 1. Lead sinter, lead slag and limestone. 2. Iron ore. 3. Silica for making glass sand. 4. Cement clinker. 5. Coke.

Traditionally the mineral and mining engineers have characterized particles by sieving and-settling. Within the last decade, with the advent of the scanning microscope, entirely new experimental and theoretical approachesl-10/have been taken to minutely define the particle surface. This approach depends upon a hypothesis which takes advantage of the recent developments in automatic micro-scopes which can acquire large amounts of information in a short time and the new computational techniques which rapidly reduce the information to meaningful, practical data. Historically sieving and settling are the oldest sizing techniques known. Sieving by square screens, shown on Figure l-A is a common, current practice for sizing particles both in the laboratory and in production. A woven cloth is used which usually has square openings. The size particle that will pass through the opening dependent on a complex relationship of its morphology. As can be seen in Figure l-A, neither the width nor the height of the particle is determined by sieving. From square screens one and only one parameter characterizing the particle size is obtained, that parameter is the radius of the sphere that will just pass through the given sieve opening. A variation of square mesh screen is the slot screens, shown in Figure 1-B. Here another measure more closely associated with the height of the particle is obtained. Once again, one and only one parameter is associated with the particles' shape.

Flotation performance is affected by upstream disturbances (e.g., mineralogy, water quality, flow rate) and controlled variables (e.g., pulp level and air addition). Process disruptions can lead to undesired conditions, such as pulp overflowing flotation cells (with insignificant/absent froth, and thus no valuable mineral concentration). Early detection and appropriate intervention of pulping events improves concentrator performance. An approach to real time flotation pulping event detection by means of convolutional neural networks is presented, including a case study of the industrial application of this technology on three flotation banks.
