While the mood at the 2013 annual joint meeting between the Pittsburgh Coal Mining Institute of America (127th Annual Meeting) and SME Pittsburgh Section (68th Annual Off-the-Record Meeting) in Canonsburg, PA was subdued following a rocky year in the coal industry, attendance was down only slightly, to 300, and overall, the meeting?s focus was optimistic about the future of coal. The conference began by addressing one of the central challenges of coal mining head-on with a keynote address on the status of safety in the mining industry. Noting that two more U.S. miners had died in 2013 than by the same date in 2012, the National Mining Association?s (NMA) Senior Vice President of Regulatory Affairs Bruce Watzman made a plea for a new approach to safety. He described the NMA CORESafety initiative, a program that promotes proactive safety measures versus a compliance-driven model. CORESafety, described in more detail on pp. 29 of this issue, focuses on developing successful ways to change company cultures of safety and behavior. Other industries that have adopted this approach have seen dramatic drops in fatalities, including the Australian mining industry, which has seen its annual fatality rate drop to nearly zero even while the number of people employed in the industry has soared. The rest of the morning?s sessions explored what is arguably the industry?s biggest challenge right now ? maintaining the social license to operate.

The Archean ores of Western Australia are in total the largest producers of gold in Australia. In addition to numerous small and medium sized deposits, the province also contains the giant Kalgoorlie Golden Mile deposits. A variety of different gold ore mineralogical associations has lead to the development of a number of different processing routes for both refractory and non-refractory ore types. Intense weathering and lateritization of Archean greenstones in the semi-arid Yilgarn region have resulted in the development of a deeply oxidized profile (60-100m) above most sulphide orebodies. Residual and re-deposited supergene gold within iron oxide/silica gangue of this zone responds well to CIP, CIL, heap and vat leaching techniques. Although gold is easily liberated in principal from oxidized gangue, in practice recoveries are sometimes affected by iron oxide coatings on gold grains, and by clay minerals which can interfere with plant performance. Refractory ore types in the Eastern Goldfields fall into three main categories - pyritic, arsenopyritic and telluride-bearing. Pyritic ores may be either free milling or require roasting. The difference appears to depend largely on whether gold occurs along grain boundaries or fractures, which can be liberated by grinding, or whether gold occurs as inclusions within pyrite grains and therefore cannot be satisfactorily liberated by grinding. Arsenopyrite bearing ores are not well understood and are complicated by what appears to be a variable degree of gold solid solution, in addition to included gold. Gold occurring in complex gold-silver telluride assemblages has traditionally been recovered by roasting in the Eastern Goldfields.

The quality of water in mine pit lakes depends in part on the physical limnology, including such factors as thermal and chemical stratification, turnover and the development of anoxic conditions with depth. Limnologic data collected from four existing pit lakes in Montana and Saskatchewan indicate that pit lakes develop a thermocline (temperature stratification) in the upper 10 to 30 m (33 to 100 ft) of the water column. Two o f the pit lakes, 26- and 55-m (85 and 180 ft) deep, undergo seasonal turnover of the entire water column, whereas two deeper, pit lakes, 110 and 240-m (360- to 790 ft) deep, undergo seasonal turnover of only the upper portion of the water column. In the deeper lakes, seasonal mixing does not extend through the entire water column, and a distinct chemocline develops with depth.

Noranda's Grey Eagle Mine and Mill, located in the Siskiyou Mountains of Northern California, began shakedown operations in the late fall and early winter of 1982. This paper describes some of the unique features in mining, milling and water treatment operation at Grey Eagle. In addition, major start-up problems in the mill and water treatment plant are discussed along with measures taken to correct these problems.

This paper summarizes the Bureau of Reclamation's experience in the use of boring machines to excavate six major tunnels on the Bureau's water resources development projects in the western United States. The summary of experience is presented as a compilation of brief case studies for each of the six tunnels. Each compilation presents data on the tunnel dimensions, geological characteristics of the excavated rock, the tunneling machine used, machine operation, muck handling, method of tunnel support, ventilation system, and related information. The listing of the six tunnels in Table 1 reflects a diversity of tunnel lengths and diameters. However, despite this diversity of dimensions as well as the variety of rock encountered during excavation, the six tunnels have one major characteristic in common: their excavation was significantly expedited by the use of boring machines. Beginning with the 10,079-foot-long Tunnel No. 1 on the Navajo Indian Irrigation Project in New Mexico - the Bureau's first tunnel to be excavated by a boring machine - the boring machines, or "moles," have demonstrated their effectiveness in rapid and economical tunnel excavation. Tunnel No. 1, virtually 2 miles long, was bored through in 9 months, an unprecedented achievement in Bureau engineering experience, as compared with tunnels previously excavated by conventional means. The publication from which this paper was abstracted is the first at-tempt to correlate all the metallogenic deta compiled by the author for the preparation of the 1:2,000,000 Metallogenic Map of Central America. It is not a treaty of metallogenic theories but rather a careful effort to postulate metallogenic provinces and epochs with the intention to stimulate other geologists and mining companies familiar with the area to criticize and improve on the ideas proposed. The sole purpose being to find new mineral deposits for the betterment of our people.

The Long Baseline Neutrino Facility Far Site at the Sanford Underground Research Facility in Lead, South Dakota will house four large detector tanks located in deep underground caverns. Construction of the supporting infrastructure required for this project is no complete including installation of a waste rock conveyance system and drill and blast excavation of several supporting drifts and chambers. This paper will discuss the design and construction of these pre-excavation and early works elements, and the overall project schedule as it closes in on commencement of cavern excavation activities.

Slurry reactors are being used extensively throughout the chemical, biochemical and mineral processing industries. This paper describes the interaction between fine ore particles and granular porous adsorbents such as activated carbon and ion-exchange resins in a stirred tank reactor. Gold and silver cyanides were used as adsorbates to detect changes in the mass transfer characteristics of the adsorbents, which were ashed to determine the loading of ore particles. A simple kinetic model incorporating film diffusion, intrapanicle diffusion ~d the adsorption equilibrium, was used to interpret kinetic data and to estimate the effect of slurry conditions on the diffusion parameters. It was observed that the equilibrium loading of fines in the adsorbents was independent of their concentration in the slurry. Furthermore, the presence of these panicles inside an adsorbent decreases the effective diffusion of gold or silver cyanides into the adsorbent matrix. When fine suspended solids are present in the reactor, a decrease in the effective availability of the superficial surface of the pre-saturated adsorbent panicles for mass transfer from the liquid phase was observed. This newly defined surface availability factor was dependent on the concentration, panicle size, and the zeta potential of the fine particles in suspension.

Lead ions originating from galena during processing of complex sulphide ores migrate to "cover" the surface of sphalerite and iron sulphide mineral particles, and cause poor selectivity in differential flotation. Generally in sulphide ore processing, the lead-activated minerals float in the Cu/Pb rougher circuit. Subsequently, surface lead complicates the zinc flotation circuit by lowering the concentrate grade due to the co-flotation of lead-activated iron sulphide minerals. The effect of lead in the differential flotation of sphalerite from Cu-Pb-Zn and Pb-Zn ores is discussed. Plant and laboratory test data are interpreted by determining the surface composition of individual grains of sphalerite and iron sulphide particles using two surface analytical techniques, Laser Ionization Mass Spectrometer (LIMS) and Time of Flight-Secondary Ion Mass Spectrometer (TOF-SIMS). Cationic and anionic species on the surface were analyzed to elucidate the phenomena.

The Indentation Fracture technique is being developed as a tool for use in comminution and mineral liberation analysis. Fracture toughness measurements for a number of mineralogical materials were made and comparisons were drawn between these and properties measured with the Ultrafast Load Cell drop weight apparatus. The technique has also been used as a probe to quantify differences in fracture properties at different areas in the microstructure of a material. In both a Utah limestone and a South African quartzite, material near a grain boundary fractures very differently to that in the bulk. Ongoing work is ultimately aimed at producing a comprehensive fracture model for a multi-mineral system based on its micro-fracture characteristics.

The conversion of organic matter to petroleum by hydrothermal activity is an easy process, occurring in nature in many types of environments. Geologically immature organic matter of marine sediments is being altered by this process in Guaymas Basin (Gulf of California), Escanaba Trough and Middle Valley (northeast Pacific), Bransfield Strait (Antarctica), and Atlantis 11 and Kebrit Deeps (Red Sea). Contemporary organic detritus and viable microorganisms are also converted in part to petroleum-like products by the same process when present to become entrained, as for example on the East Pacific Rise at 13o N and 21o N and on the mid-Atlantic Ridge at 26oN. The hydrocarbon products (methane to asphalt) generated in all these areas have been elucidated in terms of composition, organic matter sources, and analogy to reservoir petroleum. This petroleum represents a major input of carbon to the primary chemosynthetic productivity of hydrothermal vent systems and may be important to interactions with metals in hydrothermal ore formation.

There are a great number of asbestos deposits in the USSR, and some are quite large. The main deposits of chrysotile asbestos are shown in Fig. 1. The Bazhenovo deposit, which is located in the Sverdlovsk region, is the largest and has been mined since 1889. Systematic studies of asbestos deposits were begun from the very be- ginning of Soviet government and are most often connected with the names K.E. Tarasov, P.M. Tatarinov, B.J. Merenkov, N.D. Sobolev, F.V. Syromjatnikov, V.N. Lodochnikov, V.P. Petrov, V.P. Eremeev, L.A. Sokolova, V.R. Artemov, and V.F. Dybkov. Investigations by these people and others helped the USSR be one of the most important producers of asbestos in the world. In this chapter, the main asbestos deposits of the USSR are explained in a general outline from the point of view of their genesis, common features, and differences that must be taken into account for forecasting, exploration, and the mining of asbestos. All chrysotile asbestos deposits of the USSR were formed from magnesium rock as a result of comparatively low grade temperature, hydrothermal alteration, and free crystallization of fibrous chrysotile in open cavities that served as catalysts. Chrysotile, a widely distributed rock-forming mineral, is not in general an important mineral for industry as it is a long fibrous and main vein variety. However, it must serve for geologists as an important prospecting criteria. And, the geologist should search for the mineral not only in places of possible chrysotile generation, but in places where asbestos may be crystallized in its long fibers. The Soviet geologists distinguish chrysotile asbestos deposits in two groups: (1) ultrabasic rocks and (2) sedimentary dolomite terranes, taking into account how the maternal rock was affected by hydrothermal solutions. The largest deposits are related to ultrabasite. In dolomite, the largest deposits are small and their asbestos contains almost no iron, which makes it a better filler for insulating plastics. There are a few types of asbestos deposits within the limits of the ultrabasic group, the largest being a Bazhenovo type to which the deposits of the Urals are attributed. This Bazhenovo asbestos is characterized by the most complete zonality of disposition for various kinds of asbestization. These types of deposits are, for the most part, the only ones presently working in the USSR. The Bazhenovo deposit is connected to the gabbro-peridotite intrusive belt that is about 180 km long and is broken into a number of fault blocks as shown in Fig. 2. Granitoid veins of intruded rocks are found along the deepest faults, and were sources of hydrothermal solutions that affected the maternal rock. The nearest granitoid vein, ultrabasite, is substituted by listwanite that consists of quartz, talc, carbonate, and some other essentially talcous rock. The next zone of hydrothermal alteration is composed of serpentine. The boundry between serpentinite and unaltered ultrabasite is as irregular, diffuse, and rough as the boundaries between all other zones. Nearer the vein of granitic rock, ultrabasite is entirely serpentinized into massif serpentinization that penetrates through cracks and fissures. There is an unaltered ultrabasite space between fissures, and the biggest block is preserved unaltered in the central part of the massif. The Soviet geologists call this ultrabasic sopka. Preservation of the unchanged blocks is of great importance for deposit formation as volume changes are impossible during the process of asbestization and serpentinization. It may be confidently said that asbestization in Bazhenovo type deposits is possible only when alteration of ultrabasite has not completely occurred. How will technology and innovation be used to help miners reach deposits that are getting harder to access, and what are the dangers of this new world? Who will work at the mine of the future, and what will that work look like?These are questions that do not yet have definitive answers, but they are questions that need to be asked for the mining industry to move into a future that is as filled with uncertainty and challenge as it is with promise and opportunity.On Feb. 16, the 2015 SME Annual Conference and Expo and the 117th CMA National Western Mining Association conference began with a keynote address, "The mine of the future: Forecasting opportunities and challenges for the global mining industry." Panelists from five sectors of the mining industry participated in the session, which was followed by the conference and expo, that in large part, were also trying to answer the question of what the mine of the future will look like.In coming months, Mining Engineering will continue the discussions and answer some of the questions submitted by members of the 2,000-person audience during the keynote address in a monthly feature called, "Predicting the Mine of the Future," and in Thought Leaders Podcasts with the panelists and other industry experts."

"The Northeast Ohio Regional Sewer District (NEORSD) was required under the Federal Clean Water Act and U.S. Environmental Protection Agency’s (U.S. EPA) Combined Sewer Overflow (CSO) Control Policy to develop a Long Term Control Plan (LTCP) to reduce or eliminate overflows from its permitted CSO outfalls. The LTCP was completed in 2002. Key components of the plan include: 26 miles (42 km) of deep storage and conveyance tunnels providing a total CSO storage volume of 325 million gallons (MG) (1.2 billion liters); over 30 miles (48 km) of consolidation sewers to route CSO control flows to the tunnels; and associated diversion/inflow control structures and drop shafts. Final design and construction of the initial phases of the LTCP are completed or underway. Advanced planning of the final phases began in April 2013. This paper summarizes this advanced planning process and, specifically, how hydraulic performance and tunnel design and construction considerations were balanced to eliminate unnecessary projects and shafts, reduce implementation risks, and reduce program costs by approximately $650 million. BACKGROUND The Northeast Ohio Regional Sewer District (District) serves an area of approximately 350 square miles (SM) (907 km2), including combined (81 SM; [210 km2]) and separate (269 SM [697 km2]) sewer systems that discharge to three wastewater treatment plants in the greater Cleveland area. The service area, shown in Figure 1, is divided into three districts—Easterly, Westerly, and Southerly—each having its own interceptor system and treatment plant, ranging in wet weather treatment capacities from 100 to 735 million gallons per day (MGD) (378.5 million to 2.8 billion L/day). The system includes 124 permitted combined sewer overflow (CSO) outfalls overflowing into the region’s tributary streams, Cuyahoga River, and Lake Erie."

Universities and colleges in three countries -Australia, Canada and the United States, recognized the need to establish and reorganize geoscience programs at the vocational and two-year technical levels. To accomplish this goal, a cooperative study with industry in one state or province from each country was initiated. These include 1) Tasmania, Australia, 2) British Columbia, Canada and 3) Alaska, United States. Over one hundred mineral exploration companies and private consultants cooperated in the study by providing information regarding their specific training needs for support personnel, the data gathered has been used to identify training area for semi-skilled, skilled and technical personnel in geophysics, including, but not limited to, geo-logical skills, geophysical skills, surveying skills, environ-mental skills, and computer skills. With areas of major educational need defined for geophysical exploration, an educational field skills model has been developed for the three levels of training. The depth of each level of education and the training objectives for the work force at each level will he discussed.

Weir Minerals ? Linatex has developed a new approach to the dewatering of fine solids, particularly mine and process plant tailings and wastes. The Weir process, patented in 2009, uses standard process equipment in a standard flow sheet, but applies this approach to materials previously thought to be too fine to be dewatered with this type of equipment. The process can be applied to a wide range of materials, making lower moisture products that can be re-used elsewhere or sent to disposal. It has already been tested successfully on a small scale in Australia on coal fines, zinc mine tailings, red mud, iron ore tails, and copper/gold tailings. The principal factors affecting the solids recovery have been established as: 1. The % solids in the slurry feed to the process ? a higher % solids provides a higher recovery. 2. The particle size of the feed solids ? coarser feeds provide higher recoveries. The key factors affecting the % solids in the dewatered product have been determined to be: 1. The particle size of the dewatered product - coarser materials produce a higher % solids in the dewatered product. 2. The height of the discharge weir on the dewatering screen - a higher discharge weir on the dewatering screen also yields a higher % solids. 3. The angle of the dewatering screen. Setting the screen horizontal increases the travel rate, reduces the bed depth and reduces the % solids in the dewatered product. Back-sloping the screen up to 5° reduces the travel rate and increases the % solids in product. Eight plants ranging in size from 3 t/h to 40 t/h have been sold to a range of customers in China, for coal and iron ore tailings treatment. Australia has one plant, a small unit rated at 30 t/h of sand fines, and has recently completed test work on iron ore tailings for a dewatering plant rated at 135 t/h. Additional tests are under way with clients around Australia, to demonstrate the capabilities of this process on specific applications and to provide confirmation that materials can be processed successfully, before moving on to larger scale tests or full size plants. The advantages of the Weir process include - lower moisture in products, uses proven equipment, lower capital and operating costs, lower maintenance costs, reduced power consumption, compact footprint, can be used in parallel or in series with existing equipment, modular design to facilitate redundancy or expansion, efficient water recovery and simpler water management, reduced cement in backfill mixes, smaller tailings disposal footprint, reduced earthworks requirements, much lower seepage losses, more stable tailings mass, progressive site rehabilitation, reduced impact on local wildlife, reduced risk of dam wall failure, and reduced environmental monitoring and compliance costs.

The closure of TSF represents a critical milestone in the life cycle of mining operations, requiring the integration of technical, environmental, and social dimensions to ensure long-term safety and sustainability. The GISTM introduces the concept of “safe closure” as a demonstrable technical condition in which there are no ongoing material risks to people or the environment. This status must be validated by an independent technical reviewer and formally approved by the Accountable Executive. This article presents a risk-based methodology to support the achievement of safe closure, aligned with the principles and requirements of the GISTM. The proposed approach emphasizes the need to identify, assess, and manage closure and post-closure risks progressively throughout all phases of the TSF life cycle: from site selection and design, through construction and operation, to closure implementation and long-term monitoring. The methodology integrates key elements of effective risk management, including comprehensive knowledge bases, consideration of climate change, credible failure modes, continuous monitoring, stakeholder engagement, and governance. The ALARP principle is applied to demonstrate that residual risks have been reduced to tolerable levels. By incorporating closure planning from the earliest stages and adopting a risk-based view throughout the entire life cycle, this methodology aims to support mining organizations in achieving a verifiable and responsible closure of tailings facilities, in line with international best practices such as those of ANCOLD and ICOLD. The proposed framework offers a practical contribution to strengthening the credibility, effectiveness, and sustainability of tailings closure processes.

As all of us know, the "heat" is on for western coal. The need for western coal is critical if the nation is to reach the goals of Project Independence by 1985. Without the development of western coal, the goals will not be met. It's that simple! That's because 50 percent of our nation's coal reserves lie in the states of North Dakota, Montana, Wyoming, Colorado, New Mexico, Arizona and Utah. And surface mining is the key to unlocking these reserves. Of the nine states in the coal provinces, five-Wyoming, Montana, New Mexico, North Dakota and Arizona-are the best examples since surface mining accounts for 88 to 100 percent of the coal mined in each of these states. Collectively, their annual production more than doubled between 1969 and 1972, rising to 35 million tons per year. And, taken individually, each state's production has more than doubled, also. Total annual production from these five key states could very well exceed 180 million tons per year by 1980-four times the 1972 production level. The biggest producer among the five is Wyoming. Wyoming's production tripled since 1969 to nearly 14 million tons in 1973. So the heat is on for western coal, especially from Wyoming. Now we come to the question of how to mine this increasingly precious mineral. What are the available methods? First, let's take a brief look at several characteristics of western coal deposits.

"Recent requirements to reduce thermal coal plant emissions, and ultrafine coal's tendency to produce these emissions due to its typically high ash and moisture contents have limited the use of ultrafine coal. Ultrafine coal in beneficiation plants are usually either disposed of in tailing ponds at a loss in combustible material or disposed of by blending with coarser higher-grade products, resulting in a reduction in marketed product quality. A study of the options for processing ultrafine coal, consisting of < 200 µm hydrocyclone overflow, with 38.8 percent ash content is presented here. Ultrafine coal was processed based on 200-µm sieve bend and 10-µm hydrocyclone classifications, enhanced gravity separation (EGS) and froth flotation concentration as well as combinations of these. Yield, combustible material recovery (CMR) and product humidity were evaluated as test results.Depending on the processing applied, product ash content could be reduced up to 49.7 percent, and up to 95.8 percent CMR of the actual run of mill feed could be attained. All of the processing options analyzed could reduce produced thermal electric plant emissions due to ash and moisture from 22 to 38 percent of the actual unprocessed ultrafine coal product.Froth flotation was found to be the optimal process, yielding a product with the lowest ash content attained of 19.5 percent and CMR of 92.3 percent. Being the most versatile of the processes evaluated, it is capable of producing coal with varied ash contents but is subject to potential variations in coal flotability. The most complicated of the processing options, a combined sieve bend recovery of the > 200 µm fraction and EGS processing of the 10 to 200 µm fraction was found to be the next best option, attaining a combined 90.1 percent CMR and 25.0 percent ash content. IntroductionMunicipal, regional and national objectives to reduce fossil fuel combustion emissions and their effects on air quality and global weather changes are affecting thermal electric plant operations. Plans and regulations such as President Obama's Clean Power Plan (U.S. Environmental Protection Agency, 2015), the European Directive 2010/75/EU (European Commission, 2010) and China’s proposed Enhanced Actions on Climate Change (Wei, 2015) are of major significance to thermal electric plant operations. Although thermal plant efficiencies depend in large part on the losses of heat by plant components, the ash and humidity contents of thermal coal invariably reduce plant efficiencies and increase emissions of carbon dioxide (CO2), nitrogen oxides (NOx) and dust.Any noncombustible material present in thermal coal will result in higher CO2 emissions per unit of energy produced. Since no particle emission control can be totally effective, it is to be anticipated that any reduction in coal ash content will also result in reduced particle emissions. Kurose, Ikeda and Makino (2001) reported that NOx emissions also increase with coal ash content. The effect of coal moisture content during combustion is complex. Kurose, Ikeda and Makino (2001) showed that an increase in coal moisture content significantly reduces thermal NOx to total NOx production, and Bosoaga et al. (2006) showed that it tends to reduce NOx emissions. Since the humidity, pyrite and ash content of thermal coals directly affect thermal electric plant efficiencies and emissions, minimizing these factors should facilitate, at least in part, compliance with thermal electric plant emission limits. This, in turn, would affect the specifications and prices of the coal preparation plant products."
