This article presents a novel design, called the Climax, High Capacity Processor (HCP), for pre-combustion cleaning of coal. This design is particularly suitable for the plant capacities of 400 ~ 660 TPH. The HCP is different from the conventional designs with an equivalent throughput in three major aspects: 1) the use of one large capacity HM cyclone to separate coarse and intermediate raw coal in a single circuit; 2) the elimination of the conventional secondary magnetics recovery system by use of the high efficiency Climax, magnetic separators; 3) the use of "single line" piping with a minimum requirement of ancillary devices. In comparison with conventional designs with similar capacity, the HCP plant costs much less in capital investment, operation and maintenance.

Technological advances in underground coal mining have led to a reduction in fatalities. This study demonstrated that the percentage of cumulative injuries remained largely unchanged across two decades of technological advances (1983-1984: 37%; 2003-2004: 33%). Furthermore, it was demonstrated that the average number of lost days due to cumulative injuries has increased (36±55 days and 62±82 days, respectively) which may have been due to the increased age of the work force or an increase in length of employment meaning that the mine workers injured in 2003-2004 had been exposed to ergonomic risk factors longer than those in 1983-1984. It is recommended that ergonomics processes be implemented as a means to systematically identify, prioritize, and resolve the root causes of these cumulative injuries.

Until recently, the generation of electricity was regulated in all states and the value of generation assets in a regulatory environment for ad valorem taxation were based largely on the book value of the plant plus the rate of return on capital allowed by the state regulatory agency. This method of appraising utility generation assets is inappropriate in a competitive environment because past capital expenditures are not relevant in a competitive environment. However, it is not clear what valuation methods are appropriate after restructuring. This paper identifies key problems and advantages of other appraisal methodologies and makes comments on various valuation and taxation methods.

Longwall mining techniques were introduced into U.S. bituminous coal mining operations in the early 1960s. These techniques were gradually adopted by many mines during the 1970s. By 1983, considered to be the peak of the longwall mine census, there were 118 active longwall faces in 79 coal mines throughout the United States. Beginning in 1984, longwall faces began a decline in numbers that has continued to the present day (Fig. 1). The geographic distribution of longwall faces today is shown in Fig.2 according to region. A breakdown of recent longwall mine production by region is shown in Table 1. An approximate breakdown of present longwall face installations by product (metallurgical and steam) is shown in Table 2.

Thallium is an uncommon heavy metal that may be found in concentrations that exceed regulatory limits in mining influenced water associated with processing cadmium, copper, gold, lead, and zinc ores. This study evaluated cost-effective modifications to lime precipitation treatment to reduce thallium concentrations to below the EPA drinking water MCL of 2 ppb. The oxidative precipitation of Tl+ to Tlß+ by potassium permanganate was explored for thallium removal at low concentrations (1 ppm initial thallium). Laboratory batch tests were performed to evaluate the removal of thallium from synthetic solutions. Three ratios of potassium permanganate to oxidizable metals in solution were used (one-half, one and two times stoichiometry). Thallium was removed to less than 1 ppb for all stoichiometric ratios evaluated within 10 minutes of reaction. The efficacy of oxidative precipitation for thallium removal is presented.

The Round Mountain gold mine, located 90 km (55 miles) north of Tonopah, NV began large-scale production in 1977. During 2008 Round Mountain Gold Corp. (RMGC) relocated the primary crusher facility approximately 300 m (1,000 ft) to make room for the next phase of openpit mining activities. This facility was installed in 1988 and used a log-crib retaining wall and dump pocket. RMGC selected Hilfiker Retaining Walls and Collins Engineers, Inc. to provide design and materials for a new 17-m- (56-ft-) high mechanically-stabilized embankment (MSE) wall to support the haul trucks at the new location. The construction contractor was EarthTech West Ltd. of Norwood, CO. An MSE wall with a cast-in-place concrete face was chosen as a durable, yet less expensive alternative to the reinforced concrete dump pocket that was originally designed for the project. The arrangement of the MSE wall is of an unusual configuration to meet a variety of operational and maintenance requirements. This paper outlines the selection process, design and construction of the MSE wall.

Man’s search beneath the earth for minerals has always required light, and the devices used to provide illumination have been both innovative and unusual —from stone vessels holding fat and a wick of grass or fiber to a shower of sparks produced by a thin steel disc. While the date when lamps were first used in mines is unknown, Greek and Roman records from 3000 BC definitely mention their use in underground mines. Early Remans most likely used a lamp similar to the one depicted at right. Over the ages, various types of devicives and methods of illumination have been tried and used. One interesting scheme for underground light was to reflect sunlight down the shaft and along drifts using mirrors or other reflective materials. Bunches of resinous wood were also used for underground lighting in many parts of England. In the mid-18th century, the speding mill was developed in England. It worked by rapidly turning a thin steel disc against a flint, causing a shower of sparks to appear. The light produced was uncertain, highly variable, and unsafe in gaseous environments. In Europe, an open pan-type hanging oil lamp was developed and used in some operations in the 1700s. This type of lamp had one opening for a wick and a second opening for refilling the oil reservoir. The lamps were embellished with goad luck charms – a good luck rooster was used in many parts of Europe while a frog and “gluck-auf” were used in Germany. These lamps were introduced in Mexican mines, and a few have found their way into the southwest US. By 1850, a small wick lamp known as the lard-oil lamp, which resembled a tea pot, was invented in Scotland. These lamps were fueled with grease from a packing house –lard, bacon grease, or tallow. Whale oil was also used. Many improvements were made on these lamps, such as the use of windshields and the attachment of miners’ candle-holdm to support the lamp. While these lamps were handy and inexpensive to operate, they were dangerous because their large flame could ignite support timbers or other flammable materials. Miners from the United Kingdom brought this type of lamp into the US. Domestic producers of oil wick lamps were primarily located in Hazleton, PA; What Cheer, IA; Pittsburgh, PA; and Frostburg, IN. Heavy media cyclones (HMCs) are efficient, high-tonnage devices suitable for upgrading run-of-mine coal in the 50 to 0.5 mm size range. Unfortunately, industrial HMC circuits are often not optimized due to problems such as incorrect operating pressures, poor feed distribution, excessive media contamination, mismatched components, and improper density control. To avoid these problems, operating guidelines have been provided in this article that are useful for optimizing the performance of HMC circuits. The validity of these guidelines has been assessed by means of density tracer tests carried out at several coal preparation plants.

A number of important international events took place in 2001 in the development and evolution of mineral valuation standards internationally. In Canada, the CIMVal Committee released a draft discussion paper for public and industry comment on principles to guide the development of the planned Canadian mineral property valuation standard. The International Accounting Standards Board (IASB) received comments on its Extractive Industries Issues Paper. IASB will decide whether the financial statements of public mining and petroleum companies will be allowed to provide the value of mineral and petroleum assets on a current value basis instead of an historic cost basis. The author led the Extractive Industries Task Force of the International Valuation Standards Committee (IVSC) in developing its submission to IASB. IVSC intends to develop an extractive industries valuation section for its International Valuation Standards, which could support the planned IASB standard. In Australia, AusIMM has carried out an in-depth review of its highly regarded VALMIN Code. The AusIMM's MICA subdivision organized the VALMIN ‘01 Conference in Sydney, Australia, with a range of international and current issues papers published in the VALMIN ‘01 book. Considerable support for the IVSC initiative was evident at this conference. The results of the review of the extractive industries submissions to the IASB are expected to be released in early 2002. The CMMI Congress in Cairns, Australia in May 2002 is likely to prove to be an important forum for continued discussion of the development and implementation of international standards and qualifications for mineral valuation. The outcomes and implications of these events are discussed.

Introduction Uranium was recovered from mining of collapse breccia pipe deposits in the Arizona Strip district in northwestern Arizona (Figure 1) intermittently between 1956 and 1990, with cumulative production having totaled 23.3 million pounds of U3O8 (8960 tU) at an average grade of 0.6% U3O8. Production was suspended in 1990 because of low uranium prices, but the recent resurgence in market price once again makes the breccia pipe deposits potentially attractive exploration and development targets. This paper describes: (1) formation of the pipe structures and their metallogenesis; (2) mining and milling of breccia ore; and (3) potential roadblocks to development of new breccia pipe mines. Breccia Pipe Formation Formation of the breccia pipes began in cave systems formed during development of karst topography in the Mississippian Redwall Limestone. The karst Redwall surface was eventually covered by up to 900 meters of shallow marine to continental sediments ranging in age from Pennsylvanian to Triassic. The pipes were formed by progressive upward stoping caused by groundwater ascending under hydraulic head along near-vertical faults, joints and fractures. The stoping process involved both chemical disaggregation and mechanical failure of roof and wall rock. Upward stoping of successively younger units allowed for upward propagation of a pipe and resulted in a chimney-like column of breccia between the steep walls of the pipe. Syndepositional thickening of sedimentary units of varying ages indicates that pipe formation began as early as early Pennsylvanian time and continued intermittently through Triassic time.

A computerized "Decision Support System" was used to evaluate an "Underground Platform Approach to Oil Recovery". Over a billion calculations were required to model the mine layouts; learning curves for shaft, tunnel, and well drilling scenarios; detailed cost, schedule, and resource data; complex oil production and material balance data; varying reservoir parameters; and complex oil pricing curves. Simplified "optimum" solutions were defined in terms of muck hoisting capacity, barrels of oil per day, and present worth. Complex "optimum" solutions were defined in terms of minimal exposure scenarios during development followed by shortest time to full production.

As nations advance through various stages of economic development, the patterns of demand for minerals change. For example, as a nation develops from a subsistence economy through industrialization and into a service based economy, the use of minerals is at first low, then grows rapidly, and finally stabilizes. The past trends in the use of agricultural minerals by the currently advanced nations provide a pattern that the world as a whole may follow as it progresses through the stages of economic development. Future needs for agricultural minerals are estimated using this approach.

A.B. Rushton The work and resulting publications of the Committee on Underground Coal Mine Safety and The President's Commission on Coal were appropriate at the time of publication. The statistics cited in the publications appeared to be valid, and the actions proposed by the committee had merit. Although the actions proposed to achieve further improvements in safety may have been worthy of repeating, to associate statistics (Table 1) that are seven to eight years old with company names is bad. Statistics are readily available from the Mine Safety and Health Administration (MSHA) and are usually within three months of being up to date. A review of the most recent Coal Controlling Co. Report will reveal significant changes in the rankings. The more recent statistics should have been cited, or at least compared with those used in the article. Westmoreland Coal Co. is listed as having a 21.1 disabling injury rate for the period (1/78-12/80). The disabling injury rate for the Company for the year ending 1985 was 7.4 for the underground mines and 6.25 for the total facilities. Through March 1986, the disabling rate for the underground mines was 2.86. The management and employees of Westmoreland Coal Co. are committed to safety. The improvements achieved over the past five years attest to that commitment. We are justifiably proud of the achievement and dislike being misrepresented as in the April 1986 article. Reply by E.M. Spokes I regret that the lapse of time since the original work gives a picture of safety practice that is no longer true today. That Westmoreland has reduced its disabling injury rate by 65% to 7.4 in 1985 is most commendable, and I congratulate you for this accomplishment. It is typical of the progress sought by the National Academy of Science and National Research Council when they funded the original study and published "Toward Safer Underground Coal Mines" in 1982. If a significant number of companies do as well as Westmoreland, the report will have served its purpose. Since the paper was primarily a condensation of the original report, it would not have been appropriate to seek access to later statistics. The purpose in seeking its publication at the time of presentation was to reach those who might have missed the original report. The fact that publication was delayed has not voided that purpose and may have reminded some who were aware of the original that its recommendations still apply to improvement of underground coal mine safety.

Theoretical and analytical analyses of three mitigative measures- plane fitting method, trenching, and tension cable led to the development of a total protection plan to eliminate or reduce damages to the residential structures subjected to surface movements caused by underground longwall mining. The protection plan was applied to twelve residential houses and two external garages. The success rate is overwhelming. This paper describes the methods employed for protection and results of those case studies.

For the second time in four years, the coal industry was brought to the forefront of the nation’s consciousness in 2006, as two separate events unfolded which involved coal miners trapped underground. Unfortunately, the tragic results of the 2006 incidents were not the same as in 2002 when the trapped miners were all successfully rescued. In January, two different incidents, both in West Virginia, focused the public’s attention on the dangers that miners face on a daily basis. As a result of these unfortunate events new legislation requiring improvement in safety in underground mines passed both at the federal and state level. In 2006, a total of 47 miners died on the job, matching the total number that occurred in 1995, and more than double the 22 killed in 2005. Notwithstanding those tragic events, coal production in the United States reached another record level in 2006, ending the year at 1.05 Gt (1,161.4 million st) according to preliminary data from the U.S. Energy Information Administration (Table 1). Production in 2006 was 27.1 Mt (29.9 million st) higher than the prior record set in 2005 of 1.03 Gt (1,131.5 million st). Although coal production rose in 2006, U.S. total coal consumption actually declined for the year. Coal consumption decreased in the electric power sector by 1.1 percent, while coking coal consumption decreased slightly. Only the other industrial sector had higher coal consumption in 2006, increasing by 0.3 percent. (Note: All percentage change calculations are done at the short tons level.) U.S. coal exports declined slightly in 2006, while coal imports again reached a record level. The excess production over consumption allowed total coal stocks to increase significantly during the year, as electric generators rebuilt their stockpiles that had fallen substantially in 2005 because of missed shipments in the second half of that year.

The incorporation of low cost technology transfer to increase the ability of locals to acquire and maintain long term employment are key ingredients for sustainable industrial development. Alcoa’s Alumar plant on the island of Sao Luis is the largest and most modern refinery/smelter complexes in northern Brazil. The plant has one of the most advanced Environmental, Health, and Safety management process in the aluminum industry. Technical assistance, training and financial support were made available to Alumar to address social sustainability issues. Through several programs led by employees on a voluntary basis and applying intensive and extensive training programs, Alumar has enabled local people to develop skills on agriculture and land management, wastes minimization, small business development and administration, all based on sustainable development and social responsibility concepts.

Three rock tunnel sewer systems are underway in the Chicago Area. (Figure 1) The three are designed to act independently and to be later connected to the future tunnels of the master plan. The tunnel excavation for each of the systems has been completed. One is in the Northwest area within the City being built by the City, known as the Lawrence Ave. System. Another is in the Southwest suburbs, known as the LaGrange-Brookfield Sewer or Southwest 13A, being built by the Sanitary District, the third is in the South suburbs called the Crawford Avenue sewer or Calumet 18-E, Ext. A- being built as a joint venture between the City and the District. The three are similar in that they have the same purpose, the same component parts and their tunnels were constructed in the nigaran limestone using a mechanical mining machine. The purpose of each of the systems is two-fold. First to provide flood relief for existing inadequate sewer systems, and second to reduce the pollution load to the waterways caused by combined sewer overflows. The existing systems in the areas to be relieved are combined sewers built many years ago. The main outlet for the Village of LaGrange, for example, was built in 1908, is badly in need of repair and lacks the capacity to handle the flood flow from the heavily urbanized area it now serves. The Society for Mining, Metallurgy and Exploration’s origins can be traced back to 1871. This was when 22 Pennsylvania coal mining engineers founded the American Institute of Mining Engineers (AIME). The organization’s objective was to “promote the arts and sciences connected with economic production of the useful minerals and metals, and the welfare of those employed in those industries by all lawful means.” Metallurgy and Petroleum were added to the AIME name in 1919 and 1956, respectively. Divisions of AIME were formed throughout the following years in recognition of the increasing trend toward specialization among mineral industry engineers. At the time, SME’s divisions consisted of the Coal Division (1930, now known as the Coal and Energy Division), the Industrial Minerals Division (1935), the Mineral and Metallurgical Processing Division (1948) and the Mining and Exploration Division (1949). The Environmental Division was created in 1997.

Partition curves are used to evaluate the separation performance of gravity-based concentrators. The partition curve is used to identify the nominal density cutpoint and relative sharpness of the separation. In addition, the graphical representation makes it possible to quickly identify the root cause of misplacement based on the characteristic shape of the partition curve. Partition curves have been traditionally constructed using data obtained from float-sink tests using heavy organic liquids. These toxic liquids are environmentally unfriendly and have been banned in several countries. Another method of establishing the partition curve is to introduce density tracers into the feed and plot the distribution to the lights and heavies. For heavy mineral separations, this approach is generally impractical due to the fine particle size. In addition, the partition data obtained using these existing techniques do not account for secondary factors such as particle shape that may influence the separation. In light of these problems, a methodology was developed for constructing partition curves using experimental data obtained from microscopic grain-counts. This technique, which essentially uses the different mineral species as density tracers, provides a powerful tool for evaluating heavy mineral separations. A case study is provided to demonstrate how this analytical approach can be used to assess and improve the separaton performance in an industrial upgrade plant.

The ability to efficiently process lowgrade ores has allowed the Gold Fields Mesquite Mine in Imperial County, CA to expand from a 2.1 Mt/a (2.3 million stpy) rate in 1986 to its present 7.3 Mt/ a (8 million stpy) processing rate. Increased tonnage demands led to the 1989 construction and startup of a dump leach pad to supplement the existing heap leach operation. This resulted in an excellent opportunity to compare the two processes at the same operation. Additional operating costs associated with the crushed ore heaps are justified through enhanced recoveries, even at very low ore grades. Gold Fields' Mesquite Mine is a gold heap leach facility located about 55 km (35 miles) east of Brawley in southeastern California. Five open-pit mines will be developed over the projected life of the property, covering a total area extending to a maximum of 5.5 km (3.4 miles) to the east and west, and 2.4 kin (1.5 miles) to the north and south. Mesquite will process 7.3 Mt (8 million st) of ore and produce more than 6.2 t (200 000 oz) of gold in 1990.
