A novel dry and wet air dust filter concept was conceived and demonstrated successfully at two mines. A steel-wool and a fiberglass filter, suitable for underground use were identified through laboratory testing and demonstrated in the mine. The steel wool filter was operated with and without water sprays while the fiberglass filter was only operated in the dry mode. The dry steel wool filter provided a dust capture of 37% at a negligible pressure drop. When fine misting water sprays were used on the steel wool filter, the dust capture increased to 51% again with a negligible pressure drop. The filter screen also remained clean and no change in air flow characteristics was observed as a function of time. The dry fiberglass filter however did not perform as well achieving only 11% dust capture while introducing a significant resistance to air flow. This technology is seen to have several applications in underground coal mines.

City Water Tunnel No. 3 is being built in order to provide a redundant system for delivering 4,542,500 m3 (1.2 billion gallons) of water per day throughout the five boroughs of New York City. The present tunnels, City Tunnel No. 1 and 2 (Figure 1), were put in service in 1917 and 1936 respectively, and both have been in continuous service. Tunnels No. 1 and 2 can-not be shut down for inspection or repair until City Tunnel No. 3 has been completed. City Tunnel No. 3 has two stages (Figure 1).Stage One is 20.1 km (12.5 mi) long and is presently delivering drinking water to the boroughs of the Bronx and Manhattan. Stage Two consists of the Brooklyn-Queens Tunnel 17.7 km (11 mi) and the Manhattan Tunnel 14 km (9 mi). The Brooklyn-Queens leg is complete and is set to be put in service soon. The Manhattan Tunnel is being constructed and is the subject of this paper. The Manhattan Tunnel (Figure 1) is comprised of three legs: the north, south and east legs. The con-tract includes the excavation of 8,976 m (29,500 ft) of tunnel and the lining of 14,561 m (47,773 ft) of tunnel. The south tunnel, 5,705 m (18,720 ft), was excavated but not lined, under a previous contract. The tunnel ranges from 181 m (600 ft) to 152 m (500 ft) in depth in the bedrock under Manhattan. The tunnel contract also includes the construction of nine new shafts, 161 m (530 ft) average depth, and the completion of a tenth shaft (the previously built construction shaft). The Manhattan Tunnel contract was awarded to the sole bidder Schiavone/Shea/Frontier Kemper Joint Venture (SSF) for $668,532,680.00, on January 31, 2005. The Manhattan Tunnel was designed ?in house? by the New York City Department of Environmental Protection (DEP) and the construction management was provided by a combined staff of the DEP and a joint venture of Jenny Engineering and URS.

Bolting solutions traditionally offered only wet drilling or dry drilling options; each with advantages and disadvantages. Joy Mining Machinery has developed a Mist Drilling System that incorporates the best of both types of drilling. Compared to wet drilling, mist drilling offers as much as a 90% reduction in water use. As a result, floor and roof conditions are tremendously improved. This offers a safer and more comfortable work environment for operators. Mist drilling can offer a significant reduction in noise levels compared to dry drilling and in recent trials, bit life has been greatly improved. Holes are cleaner and operators experience less exposure to respirable dust.

The design requirements for mine ventilation seals have undergone a radical transformation in recent years, and these revisions have greatly increased the cost of the seal designs and their construction. For example, in the past two years, new federal regulations have increased the minimum design requirement to withstand explosion pressures from 138 kPa (20 psig) to 345 kPa (50 psig) or 827 kPa (120 psig), depending on whether the sealed mine volume is monitored continuously or not. Moreover, there is still a possibility that under certain conditions (such as detonations) even higher pressure requirements may be necessary. The ability of a monolithic, stand-alone mine seal to reliably withstand the full range of current and future pressures is becoming increasingly difficult and expensive. In an effort to develop a practical alternative, the West Virginia Office of Miners? Health Safety and Training (WVOMHST) and the National Institute for Occupational Safety and Health (NIOSH) have collaborated in a research effort to develop a practical, economic, and safe mine sealing technique that can enable mines seals to meet the full range of new explosion pressure design requirements. The basic idea is to use a barrier of common mine gob and rubble in combination with a conventional mine seal so that the pressure resulting from a gas explosion is reflected, absorbed, and attenuated, so the pressure on the ventilation seal is reduced. This paper discusses some concepts and preliminary test results for a ?Passive Mine Blast Attenuator? (PMBA) that can provide a useful alternative to increasingly larger and stronger stand-alone mine seals. Numerical models and full-scale experiments conducted at the NIOSH Lake Lynn Laboratory Experimental Mine (LLEM) show that the use of a PMBA can signficantly reduce the blast pressure and impulse on conventional ventilation seals. Historical production data and reserve decline rates can be used both to predict future coal production rates and to estimate when the reserve will be depleted. Reserve estimates inferred herein from historical production data and decline rates are commonly lower than estimates made from geologic data. The latter include significant amounts of lower quality (deeper, thinner, higher sub) coal which may be mined when the better deposits are depleted.

"This presentation aims to serve as a primer on conservation, research and regulatory organizations interested in the environmental impact of deep-sea mining. It will also consider a recent, early-stage proposal for an experimental SMS mining operation aimed at increasing our understanding of mining impacts and ecosystem recovery.Over the past 5 years, as deep-sea mining has been moving closer to reality, it has attracted growing attention from deep-sea biologists, conservation groups and operators of deep-sea research vehicles and observing systems. Several new international research organizations have emerged that have a direct interest in deep-sea biodiversity conservation, and the environmental impact of ocean mining. These include INDEEP, which evolved from the 10-year Census of Marine Life program, the Deep Ocean Stewardship Initiative that has recently hosted several high profile international meetings, and the VentBase forum of academics, industry and regulators that aims to develop environmental best practices and informational documents for all stakeholders involved in Seafloor Massive Sulphide (SMS) mining. InterRidge, currently hosted by China, represents a decades old partnership of deep-sea biologists and economic geologists who discovered the more than 100 known hydrothermal vent fields and SMS deposits on midocean ridges and in other settings of seafloor volcanism. In 2012 InterRidge formed an industry liaison group to examine how the mid-ocean ridge researcher community could contribute to the development of environmentally responsible practices for the exploration and exploitation of SMS deposits. While initial meetings with industry were promising, InterRidge members are currently debating the relative merits of sharing exploration know-how and understanding of vent ecosystems with industry, against the need to maintain their independence as stewards of deep-sea ecosystems."

Major world ilmenite and rutile accumulations reveal similar regional geology and Proterozoic age deeper crustal source rocks. During crustal collision titanium crystallizes as ilmenite and rutile at buried sites of high pressure and temperature rock metamorphism. Hydrothermal activity can convert titanium minerals to rutile, but titanium migration and enrichment seem only local. Many melts crystallize rocks with iron-titanium oxides in solid solution, but titanium enrichment at economic scale takes place in basic intrusive melts often associated with anorthosites and charnokite. Sedimentary placer enrichments have formed since the Proterozoic with water-resistant ilmenite, and rutile segregating by gravity from quartz sands deposited from flowing water. Placers have residual, alluvial, strand and shallow marine variants. Time, organic acids, and sand permeability play lead roles in the leaching of iron from ilmenite during weathering and diagenesis.

The objective of asphalt mix design is to produce a mix with optimal performance using available aggregate stockpiles. Often, this process does not take into consideration aggregate plant stockpile inventories or the cost of aggregate in the mix. This is due to the lack of tools that enable the lab technician or the engineer to optimize the mix for good performance while reducing the cost of aggregate and managing the stockpile inventory levels. The Bailey method provides useful guidance on aggregate gradation selection for optimal performance. This work presents a linear programming model of the asphalt mix design problem. The algorithm is implemented in MATLAB as an Asphalt Mix Design Optimization (AMIDO) program. The program is successfully validated with real-life data. The results show that AMIDO can be used to successfully produce any mix design with known Bailey method ratios. Also, RAP can be included in a design easily by making use of the Bailey method ratios and AMIDO. This work improves the state-of-the-art in asphalt mix design for dense graded mixes and could potentially be modified for other mixes.

"Lax, misguided, and dangerous" is Rep. James Santini's description of the official US position on strategic nonfuel minerals. Santini (D-NV), chairman of the House Mines and Mining Subcommittee, criticized the Interior Department for "its long record of benign neglect" regarding the domestic minerals crisis. Santini made his remarks at a news conference at the American Mining Congress convention in San Francisco, where he released his subcommittee report "US Minerals Vulnerability: National Policy Implications." The report-said to be the first major congressional study of the minerals issue by a committee of jurisdiction is the result of a two-year inquiry. The investigation was undertaken, according to the chairman, "because no person or agency in the executive branch of government fully grasps the critical importance of nonfuel minerals to the nation's economy, defense, and quality of life." The report also urges a larger role for the Department of Defense, which has "stood passively by for many years as a consuming by-stander," according to the report. President Carter's incomplete Non-fuel Minerals Policy Review also drew the committee's ire; Santini calls it "a tragic waste that cost tax-payers $3.5 million and the loss of some 13,000 person-days." The subcommittee examined the following issues for its report: • The US minerals industry's inability to meet national raw material needs under a "hodgepodge of contradictory, restrictive, and irrational" federal regulations; • Dependency on foreign sources of strategic minerals in times of "increasing resource nationalism" and "Soviet mineral expansionism;" • National security needs for foreign mineral resources that do not have effective substitutes; • The US government's approach to national minerals policy "amid a growing realization that such a policy does not exist." The subcommittee report includes an analysis of public and private studies on nonfuel minerals and discusses a series of policy problem areas that negatively affect domestic production. Capital formation disincentives, tax policies, antitrust enforcement, environmental laws, health and safety regulations, technical problems, and restricted access to federally-controlled public lands contribute to what Santini calls a "tragic irony." "The irony is that we are a nation vastly rich in mineral resources yet our own government chooses to stifle development of these critical raw materials and thereby increase offshore reliance. The tragedy is that we also are ensuring US vulnerability to severe economic dislocations and a weakening of our national security." In just six years, from 1973-1978, the US trade deficit in nonfuel minerals rose from $2 billion per year to $8 billion, according to the report. The country imports more than 50% of 23 critical minerals, including 100% of its manganese, chromium, cobalt and platinum. The US is promoting its dependence on foreign mineral sources at the very time the security of many of those sources is becoming less certain, the report notes. Santini said the subcommittee investigation revealed a vulnerability that may be more serious and pervasive than that of foreign oil. The US may be able to develop alternate energy resources, but there are no effective substitutes for many nonfuel minerals. The report also discloses that US stockpiles of critical and strategic minerals are of inadequate supply and quality. Holdings of some vital minerals are far below present objectives, and for some there are no holdings at all, according to Santini. To resolve the current crisis, the report makes the following recommendations: • Complete immediately President Carter's Interagency Nonfuel Minerals Policy Review; • Implement (throught the Interior Department) the 1970 Mining and Minerals Policy Act; • Create an Office of Energy and Minerals with the same stature, power, and oversight responsibilities as the Council on Environmental Quality; • Ease federal restrictions on mineral exploration and development on public lands and implement a complete review of public land use policies; •Fund for and fulfill US nonfuel minerals stockpiling objectives; •Increase federal funding for non-

Wet desulfurization of Pittsburgh No. 8 coal and Illinois No. 6 coal were conducted with sodium hypochlorite in the laboratory. Pittsburgh No. 8 coal was leached by hypochlorite at high pHs in one step only. The hypochlorite concentration varied from 0.2 to 0.6 molar; sodium hydroxide concentration, from 0.2 to 0.8 molar; and temperature was at the levels of 80 and 90°C. The desulfurization of Illinois No. 6 coal was conducted in three consecutive steps of pretreatment in concentrated ammonia at room temperature, leaching with hypochlorite at room temperature and hydrolysis in sodium hydroxide solution at 90°C. In the leaching step, hypochlorite concentration varied from 0.2 to 0.8 molar. The desulfurization method of Pittsburgh No. 8 coal was found to reduce mainly pyritic sulfur. More than 70% of pyritic sulfur removal was achieved at the optimum conditions of 0.4 molar hypochlorite, 0.4 molar sodium hydroxide and 90°C. The desulfurization method for Illinois No. 6 coal was capable of reducing significant amounts of organic sulfur. The removal of organic sulfur achieved a 37.8% reduction at the optimum operation of leaching at 0.4 molar hypochlorite and room temperature followed by hydrolysis at 0.3 molar sodium hydroxide and 90°C. The chlorine content in the coal produced by the chlorination during leaching was kept below the threshold value of 0.3% at the optimum conditions of the desulfurization method for each coal.

The Dos Pobres Mine is a copper oxide heap-leach mine located near Safford, Arizona. Mine production is 180,000 tons (163,293 tonnes) per day with a stripping ratio of 2:1. During the startup phase of the mine, the required fragmentation size was easy to achieve as the ore was highly weathered and fractured near the surface. As the mine depth increased, the proper fragmentation size became harder to achieve due to less weathering and different rock types. Because copper recovery increases as crusher product size decreases, achieving the appropriate product size at the crusher is the operating priority. The Engineering Department started a project to improve fragmentation through blasting and thus increase throughput in the crushing system. It soon became clear that input from other departments was going to be required to make this a safe and economical project. Therefore the Crush and Convey and Ore Control departments worked together to evaluate all available data on blast patterns and explosive loads and tracked performance and results. Using image analysis, Drill Energy Index and databases, we have been able to improve fragmentation size and verify the results while controlling costs.

The Pogo Mine, near Delta Junction, Alaska is a 2500 TPD gold operation employing processes including grinding, gravity, rougher flotation, leach, CIP, and E/W. An OCS(Optimizing Control System) expert control system has been implemented on rougher flotation in early 2008. The OCS system communicates with the Plant DCS(Distributed Control System) through OPC(OLE for Process Control) communication. The initial strategy was to control the flotation cell froth level set points to achieve target froth velocities. This strategy was enhanced by controlling both level and air flow setpoints. The flotation cell air and level are adjusted to reach cell pulling rates (froth velocities). The pulling rate setpoints for each cell are determined based on downstream capacity (concentrate surge tank level). The effect of pH and upstream disturbances is also taken into account in adjusting the air and level setpoints. Feed forward compensation is employed down the flotation row to minimize disturbances.

Flow rate into the thickener or clarifier a) As the flow rate increases into the thickener or clarifier ?retention time? decreases which causes a greater affect hydraulically on the settling solids. So as the flow rate increases it will generally mean an increase in flocculant dosing rate. b) As the flow rate decreases into the thickener or clarifier the retention time increases which reduces the hydraulic affect on settling, improving settling rates. This will generally mean that as the flow rate decreases, we will decrease the flocculant dose rate.

As global energy demands increase, there will be a critical need to employ fuels that have minimal environmental impacts. While hydrogen is considered the ultimate fuel for that purpose, hydrocarbon based fuels will be in use for a considerable time and will probably be the first major source of hydrogen for next generation power systems. The best fuel for this transition will be natural gas because of the high hydrogen to carbon ratio. Natural gas hydrates have the potential to meet the global energy needs for the foreseeable future. The amount of energy stored in natural gas hydrates is significantly more than that of all the other fossil fuels combined. However, most proposed techniques for recovering the natural gas from the hydrate require too much energy input, raise safety concerns or can only recover a fraction of the gas. This paper discusses the technical feasibility of a novel method of gas production in hydrate reservoirs. The method is an in-situ process that creates a point heat source in the hydrate formation. This method not only significantly reduces the energy input, but also has the potential to sequester as much or more CO2 than would be produced from combustion of the natural gas produced, thus making this in-situ methane production technique virtually carbon neutral. Simulations using FEMLAB™ show that the method offers an energy efficient and environmentally friendly way to produce natural gas from hydrate reservoirs. Preliminary results indicate that it is possible to have an energy efficiency of nearly 90% for land based reservoirs for hydrate loadings of 20%. The simulation results also suggest that alternatives to a point source can be employed which may improve the process efficiency.

The calculation of the dose to the bronchial epithelium, lungs and other body tissues from exposures to airborne radon and thoron daughters requires a knowledge of the pattern of deposition in the respiratory system and clearance from it. Exposure to radon or thoron daughters is measured in units of Working Level Months (WLM), which is independent of the aerosol particle size, the fraction of daughters that are attached to the aerosol and the degree of disequilibria between the daughters, and age and breathing rate of the subject. These factors will influence the deposition and clearance, and hence dose. It is therefore of interest to find the relationship between WLM and calculated dose as a function of aerosol size, unattached fraction, and disequilibria, and of age and breathing rate, and to define ranges for these parameters for which WLM is an acceptable measure of the risk. This presentation briefly reviews the two dosimetry models being considered by a current Nuclear Energy Agency (OECD) Working Group, and using these models, defines limits on parameters for which the WLM is applicable.

Dump truck operators are exposed to whole-body vibration (WBV) levels that exceed the International Standard Organization (ISO) 2631-1. The WBV level measured by RMS acceleration value, for operator comfort, and long-term health and safety is under 0.315 m/s2 by these standards. However, fundamental research by Frimpong and Aouad (2009, 2012) and field experimental study by Kumar (1999) have shown that operators are exposed to extreme WBV levels exposing them to injuries and musculoskeletal diseases in the long-term. These extreme WBV values in the vertical direction are equal to 3.56 m/s2, 1.12 m/s2 and 0.87 m/s2 for the operator?s seat, lower-back and cervical regions, respectively. South Coast Water District (District) operates the Beach Interceptor Sewer Tunnel (BIST) in South Laguna, Orange County, California between Mon-arch Beach and Aliso Beach (Figure 1). The 10,424-foot long BIST houses a 24-inch Techite gravity sewer pipeline critical to the District Sanitary Sewer Collection System that conveys 1 MGD of raw sewage to a wastewater treatment plant. The original tunnel was constructed in 1954 and the sewer line replaced in 1974. Periodic inspections by sewer pipeline maintenance crews have documented deterioration of specific intervals of the tunnel within the past few years (Sancon 2003). Rotting timber supports and rock falls in the tunnel as a result of the deterioration were endangering the sewer pipeline. A 50-foot section of the tunnel was determined to be in need of immediate repairs, which were carried out from January to August in 2007. This section was enlarged to a horseshoe shape and lined with shotcrete. The pipe was encased in concrete in the invert of the new enlarged cross section. Hatch Mott Mac-Donald (HMM) designed the emergency repairs, carried out an assessment of the rest of the tunnel alignment, and is currently developing a work plan for rehabilitating the entire tunnel.

The MINER Act of 2006 mandated that all underground coal mines must install and maintain refuge chambers. Refuge chambers serve as a temporary shelter in case of emergency. Several factors affect the performance of a refuge chamber: heat production inside the chamber and introduction of CO when chamber doors are opened are two major factors. This study examines the CO purging process and to determine total air quantity and time necessary to lower the CO con-centration to safe levels for different inlet/outlet configurations using three-dimensional simulation technique. The study uses Reynolds Averaged Navier Stokes and continuity equations along with the spe-cies transport model assuming uniform air mixing. The heat transfer of any kind is neglected and the purging process is assumed to take place isothermally. The standard k-e model is utilized for simulating turbulence in the flow field. Spent potliner is generated in the electrolytic process of reducing alumina to make aluminum metal using molten fluoride electrolytes. Spent potliner (SPL), obtained at the end of the pots life contains a small amount of cyanide and fluoride which present environmental problems. SPL became a listed hazardous waste under RCRA (KO88) in July, 1990. One of the possible uses of spent potliner is as a substitute for Calcium Fluoride (CaF2) as a fluidizer in iron- and steelmaking and in the glass industry. A low viscosity and a low melting point are prime requirements for accomplishing the above. In the present study, viscosity measurements were performed. Effect of various additives, such as sand, limestone, dicalcium silicate dust, and MgO baghouse dust on the viscosity of SPL was studied. The results showed that with the addition of sand and limestone, very high fluidity of SPL melt can be obtained at significantly low temperatures. The results suggest that spent potliner mixed with additives could potentially be used as a substitute fluidizer.

Dense medium processes are used to clean over 50% of the coal that is fed into preparation plant facilities worldwide. The dense medium is formed using ultrafine magnetite which is recovered after the cleaning step using drain-and-rinse screens and magnetic separators. Despite the high efficiency of the recovery system, magnetite losses of around 0.5 to 1.0 kg/ton are common. Considering the recent escalation of magnetite to around $300/ton, an alternative source of magnetic material from coal combustion bottom ash has been investigated. A relatively low cost recovery system has been developed. Dense-medium tests using the bottom ash magnetics revealed a high level of efficiency as indicated by probable error values around 0.03 over the range of medium densities investigated. The results from both the recovery and coal cleaning efforts will be discussed in detail.
