"Engineering design involves, in addition to numerical calculations, considerable amount of expertise and judgement. The expertise and judgement is required to conceptualize and idealize the problem, select a suitable mathematical model for the problem and to interpret the model results in terms of stipulated design constraints. In recent years, knowledge based systems (KBS) have provided the capability to integrate the qualitative experiential and expert knowledge with ~he quantitative knowledge for improved analysis and design of systems. A possible KBS architecture for mine ventilation system design was discussed by Ramani and Prasad · (1987). The expert system (ES) component of the KBS supports the analysis and interpretation phases of the ventilation design process with an algorithmic program used for the solution of alternate designs. The purpose of this paper is to discuss the data and knowledge needs for developing such a system and a formal means of their representation on the computer. A number of ES shells were evaluated to explore possible development and delivery environments for the system. A brief summary of this evaluation is also provided.INTRODUCTIONLuxbacher and Ramani (1979) have discussed the design process of mine ventilation systems and have provided the interrelationships that exist between ventilation, strata control, drainage and material handling systems and mining methods. They have also outlined the importance of correct analysis of the problem, choice of the right solution method and a rigorous interpretation of the solutions. The expertise required for analysis and interpretation phases was identified as the key element in developing effective and efficient ventilation system designs. Such expertise is embedded in the right choice of questions to be asked of the user as well as in directing the user to a wide array of alternative methods that may satisfy the design requirements. With advances in artificial intelligence applications in recent years, particularly expert systems, the integration of expertise into traditional mine planning and design algorithms has been facilitated. These planning and design aids, employing the integration of numeric and symbolic logic and called coupled systems, are powerful tools for engineers to tap the benefits of experts (Kitzmiller and Kowalik, 1985; Fenves, 1985). The purpose of this paper is to discuss the means of representing knowledge for the design of mine ventilation systems through the use of a coupled system. Increase the safety of operators of front-end loaders by providing a means of monitoring the machine's stability. Approach Through a research contract, the Bureau of Mines developed a front-end loader stability indicator which provides the machine operator with a reliable, easily interpreted display assessing the stability of the machine. How It Works Statistics show that front-end loader accidents are the largest single category of machinery-related accidents in the surface mining industry. Many of the fatalities resulting from these accidents occur when front-end loaders rollover and either crush the operator who is trapped within the cab or strike the operator who is trying to jump to safety. Although rollover protective structures (ROPS) are required by law on front-end loaders to protect operators in the case of a rollover, these do not prevent the actual rollover from occurring. In fact, the operator has no way of evaluating the stability of the machine except by using personal judgment. The Bureau of Mines responded to this problem by developing a front-end loader stability indicator whose primary function is to Indicate to the operator when the machine is approaching an unstable situation which may trigger a rollover. The device bases Its interpretation on measurement of the normal loads on the machine's wheels. Strain gage instrumentation located on the machine is used to monitor the magnitude and change of forces acting normal to the front-end loader's wheels. These forces are direct indicators of the machine's center of gravity relative to its position on the ground. The strain gages are connected to electronic circuitry which amplifies and processes the signals. Stability or instability of the loader is relayed to the operator through a display of green, amber and red lights.

This U.S. Bureau of Mines report examines the roof and floor contact pressure provided by the interaction of a shield with the surrounding strata. Controlled forces were applied to an 800-ton two-leg shield in the Bureau's mine roof simulator; the distribution of forces acting on the canopy and base of the shield were measured with 24 hydraulic pressure cells. Several influential factors that affect the load distribution were investigated: (1) the magnitude of loading (leg pressure); (2) the profile of the canopy, principally the upward-sloping tip; (3) the base-lifting device; (4) horizontal load acting on the shield; and (9 compliancy of the immediate roof and floor. It was concluded that the shield does not develop full canopy or base contact without deformation of the strata. Maximum contact pressures are developed at the rear of the canopy and on the toes of the base. Less than 10 pct of the available shield capacity is developed at the canopy tip despite the design intention to ensure tip contact. Horizontal loading reduced the toe pressure acting on the base by as much as 75 pct. The base-lifting device exaggerated the inherently high toe loading, increasing the contact pressure by more than 200 pct.

D.2 Principal Types of Coating A Sodium Silicate Sodium silicate is a good fire retarder when freshly applied, but it loses its effectiveness if the relative humidity is at all high, thus exposure to a relative humidity exceeding 65 percent causes a serious decrease in the effectiveness after only one month. In fire, sodium silicate swells to a frothy mass (intumescence) which hardens and insulates the wood against heat. This property is destroyed by exposure to moisture. Manufacturers of many of the proprietary paints containing silicates state that their products have overcome this difficulty The reagent may be applied alone, or, better, in a mixture with lime-water and common salt, or with inert fillers such as kaolin or asbestos. B Ammonium Phosphate Strong solutions (25 to 35 percent) of monammonium phosphate or diammonium phosphate give good protection. Two or three coats of hot solution should be applied either with a large flat brush or an ordinary paint spray gun The solution should be applied as hot as possible, as this improved penetration, and it should be the aim of the operator to apply 4 lbs of reagent, i e , one gallon of 33 percent solution to every 100 square feet of surface

"The petroleum refiners of the United States made rapid strides in fuel economy in 1928, when the calculated number of B. t. u. required to refine a barrel of crude petroleum was 637,000 as compared with 698,000 in 1927, a decline of 9 per cent. The major portion of this indicated increase in fuel efficiency was undoubtedly due to the gain in use of the pipe-still and the continuous process of refining as contrasted with the old batch method of distillation.,Almost without exception the new refineries are equipped with one or more pipe-stills, and many of the older plants are changing over to this type of equipment. The refineries of the Appalachian area are among the oldest and most conservative of the country, yet a number of them dismantled their old shell and cheese-box stills and installed pipe-stills in 1928.The more extensive use of the pipe-still was not the only way in which the refiners lowered their fuel requirements in 1928. The use of heat-exchangers, in which the heat from hot vapors to be condensed is used to heat the incoming cold oil, also increased in 1928, and in addition the refiners have kept abreast of the times in saving fuel through better insulation and improved burners.For the year 1928 the refiners burned as fuel the following: 46,400,000 barrels of-fuel oil; 3.362,000 short tons of coal; 114,950,000,000 cubic feet of natural gas; 77,313, 000,000 cubic feet of refinery or still gases; and 470,000 short tons of coke, in addition to a little electricity. This fuel was calculated to have produced a grand total of 582,156 billions of B. t. u., as compared with 578,784 billions B. t. u. in 1927.The total of 46,400,000 barrels of fuel oil burned represents an increase over 1927 of about 5,000,000 barrels, which made it about equal to the 1926 figure. Practically all of the refinery districts used more oil as fuel in 1928. The most important increase - over 2,000,000 barrels - occurred in the East Coast district, where greatly expanded throughput of foreign crude was instrumental in increasing fuel-oil production.The use of coal for fuel at refineries again registered a material decline, the total for 1928 of 3,362,000 short tons being 33 per cent below that of the previous year. The outstanding decrease in the use of coal in 1928 occurred in the East Coast district, where coal was probably replaced by oil. The use of coal for fuel at refineries in the States of Ohio, Pennsylvania, and West Virginia declined materially in 1928; the substitute used in the majority of cases was oil burned in pipe-stills."

Wires leading to or from underground facilities can develop hazardous voltages because of lightning exposure. The locations of many mine portals are particularly susceptible to lightning effects. The application of protective devices to limit this potential danger is necessary.

"In the natural-gas Gasoline industry, the methods used in determining the amount of gasoline in natural gas are many and varied; they include the specific-gravity test, laboratory tests involving absorption, charge in volume of the gas or in the absorption medium, absorption in charcoal with subsequent distillation, compression of the gas which results in the condensation of the gasoline, and the absorption of the gasoline vapors in an absorption oil, from which the gasoline is distilled and measured. Each of these various tests has advantages, and disadvantages. It is however, conceded in the industry that the tests in which the gasoline is obtained and measured as such are the more reliable.This paper deals with certain factors which should be considered in making absorption tests using ""mineral seal oil"" as an absorbent; this method of testing is widely used not only in the field, but in control work in absorption gasoline plants where the gasoline content of the intake and discharge gas is determined daily. In control work it is frequently found that the plant produces more gasoline than the tests show, which gives the plant the appearance of making more gasoline than is actually present in the gas treated, or in other words operating at more than one hundred per cent efficiency. Obviously then, the tests as made in these cases are in error, and in hope of correcting some of these variances, the following factors have been studied at the U. S. Bureau of Mines petroleum station at Bartlesville, Oklahoma."

The Bureau of Mines in its investigations of respiratory apparatus for use in mines and allied industries, tests equipment that is voluntarily submitted by manufacturers in accordance with published schedules of tests. These tests are designed to insure that the equipment has the minimum require- ments for safety in use. Approval certificates are issued for apparatus that meets the bureau's specifications, and the memfacturer is permitted to mark his equipment with a seal showing that it has been approved as "Permissible." A complete list of permissible self-contained oxygen breathing apparatus, gas masks, and hose masks tested before July 1, 1930, was published in Bureau of Mines Information Circular 6362.1 The present list includes all equipment tested and approved up to and including April 1, 1931.

In the three years to June 2005, 959 injuries associated with continuous miners (CMs), shuttle cars (SCs), load-haul-dump and personnel transport (PT) were reported by NSW underground coal mines, comprising 23% of all injuries reported. The present paper reports an analysis of the narrative field accompanying these reports to determine opportunities for controlling injury risks. The most common combinations of activity and mechanism were: strain while handling CM cable (96 injuries); caught between or struck by moving parts while bolting on a CM (86 injuries); strains while bolting on CM (54 injuries); and slipping off a CM during access, egress or other activity (60 injuries). For the other equipment considered, the common injury mechanism was the vehicle running over a pothole or other roadway abnormality causing the driver or passengers to be injured (169 injuries). Potential control measures include: monorails for CM services; hydraulic cable reefers; handrails on CM platforms; redesign of CM platforms and bolting rigs to reduce reach distances during drilling and bolting; improvements to guarding of bolting controls; standardisation and shape coding of bolting controls; two handed fast feed; improvements in underground roadway maintenance, vehicle suspension, visibility and seating; and pedestrian proximity warning devices.

"The American Consul at Guatemala City reports that the Guatemala Marble Mining Company is preparing to operate a marble quarry about 13 miles from the railroad station of Zacapa, which station is a little over 100 miles from Puerto Barrios, the nearest port from which the product may be shipped. The deposit is extensive, and though somewhat broken up in places, great quantities of sound marble are available. It is claimed that the marble is equal in quality to the best product of the Italian Carrara quarries.Access to the quarry by rail is obtained by a spur track of the International Railways of Central America (Ferrocarril Internacional de Centro America) from Marmol, 3 miles south of Zacapa. This spur is about 5 miles long and terminates at the foot of the mountains. A double-track incline cable-way 2000 feet in length has been constructed to bring the marble down the mountain. From the top of the incline to the quarry there is a railway six miles in length over which the rock will be hauled by two side-geared Shay locomotives."

The exposure of mine workers to diesel particulate matter (DPM) and gases is an issue of great concern to the underground mining community in the United States. Approximately 30,000 underground miners are potentially exposed to high concentrations of DPM. In January of 2001, the U.S. Mine Safety and Health Administration (MSHA) promulgated rules setting compliance standards for both underground coal and metal / nonmetal mine workers. As industry works to achieve compliance with these standards, mine operators are looking for feasible methods for reducing DPM concentrations in their mines. In addition, the industry needs methods to accurately measure DPM to ensure that the control strategies they adopt are working successfully. The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) conducts research to evaluate control technologies and monitoring instrumentation that can be used to reduce the diesel particulate matter (DPM) exposure of mine workers. An overview of the strategies being utilized in underground US mines to reduce DPM concentrations will be presented. Also, updates on the development of diesel monitoring instruments such as the continuous elemental carbon monitor or the Personal Dust Monitor for DPM measurement will be provided.

During the past quarter century, coal mine geologists have evolved from providing a qualitative description of drill core and coal reserves into quantitative geotechnical specialists who bridge the gap between geology and engineering. In the late 1970’s and early 1980’s, hazard prediction mapping was in its infancy. At best, hazard maps identified rudimentary structures and conditions such as stream valley locations, sandstone/shale transition zones, and lineaments. A “technical disconnect” had existed between geologists and mining engineers as each profession operated largely independent of each other. Engineers did not readily integrate geology and geologic conditions, with the exception of coal thickness, into mine planning. Geologists were relied upon for reserve estimates and did not participate in mine planning or design. The employment and market slump of the 1980’s and 1990’s combined with mining more challenging reserves mandated that this gap be bridged and forced geologists to learn to speak more “numerically” to engineers so they could be understood. The purpose of this paper is to describe the procedures and thought processes used by coal mine geologists when determining various mineability and reserve extraction feasibility issues. The paper will also address underground geologic hazard mapping and prediction techniques. To achieve these objectives, the opinions and experiences of leading coal mine geologists, geotechnical and strata control specialists across the United States were solicited.

The American public has at all times been prone to discuss important questions that call for consideration and adjustment. Debatable subjects upon which sides may be taken always receive unusual prominence, but other questions equally important may be neglected. The real "paramount issue," calling for remedial action, is the ever-increasing number of deaths caused by preventable accidents. This matter demands the attention of the entire American people; the importance of accident prevention can not be overemphasized, and in many phases of American life, especially among the mining and allied industries, far too little real attention has been given the importance of conserving life and limb by accident prevention. ACCIDENTS COMPARED TO WAR AS A CAUSE OF DEATH Harry T. Hoffman, Wyoming labor commissioner, writes the following: It is one of the peculiar complexes of this rapidly moving age that we all stand aghast at the horrors of war and view with appar- ent indifference the greater havoc of industrial peace. Did you ever stop to think that approximately twice as many people were killed by accidents in the United States in 1929, as there were American soldiers killed in the entire period of the World War? Every employer and every worker should be thoroughly aroused over the tremendous toll levied against industrial forces by accidents which are largely preventable and develop a faith in safety efforts that will fire them with a zeal as pronounced as that of their religion or their patriotism. Let us remember safety-first to the end that the workman shall live to enjoy the fruits of his labor; that his mother shall have the comfort of his arm in her age; that his wife shall not be untimely a widow; that his children shall have a father; that crip- ples and helpless wrecks who were strong men shall no longer be a by-product of industry.

"In a previous report of the Bureau of Mines (Serial No. 2080 reference was made to a fatal accident from falling rock in a quarry in Utah, and ways of avoiding such accidents were pointed out. A fatal accident similar to it in some respects recently occurred in a limestone quarry in Maryland. All operators of stone quarries are desirous of reducing accidents to a minimum, and almost without exception they welcome any suggestions having in view the establishment of safer quarry practice. It is believed, therefore, that a brief outline of the cir-cumstances surrounding this later accident may be of practical advantage to quarry-men, as it may serve as a guide to them in so conducting operations that such unfortunate occurrences may be reduced in number.The quarry where the accident occurred is in form a circular pit 500 to 600 feet across an 80 to 100 feet deep. The rock is a dense limestone with the beds dipping at an angle of 35 to 45 degrees from the horizontal. Numerous erosion cavities in the form of pockets or narrow spaces following joint planes are filled with red sand and clay. They are confined largely to the upper 20 or 30 feet of the deposit. Open bedding planes are 4 to 10 feet apart toward the surface, and are spaced at wider intervals toward the base of the quarry. The open bedding planes present smooth uniform rock surfaces that dip steeply into the pit at the northeast side of the quarry opening. These smooth surfaces constitute a source of danger, as they may permit loose material to slide into the pit.In this particular instance a blast had been discharged, throwing down a mass of rock for steam-shovel loading. Three men wore employed thereafter for a period of about two days in cleaning down all loose material that might be dangerous to workmen luring the loading process. A mass of red sand and clay in which several large bowlders were embedded was left on one of these slanting surfaces, for the material seemed to be sufficiently secure to be quite safe. The lower edge of the slanting surface was about 25 feet above the quarry floor. The quarry conditions are illustrated in fig. 1, where (a) represents the quarry floor, (b) the vertical quarry (c) the slanting joint plane surface, and (d) the rock and earth resting on the surface."

Investigations have shown interesting relationships between primary-tar and light-oil yields and chemical analyses of coals. These studies have been based largely upon results published by the Bureau of Mines in connection with its survey of the gas-, coke-, and byproduct-making properties of American coals. This paper gives the results of a similar correlation in which the range in rank and type has been extended to include nearly all classes of coal, the object being to determine relationships that are significant in predicting tar and light-oil yields from chemical analyses of coals. The yields of primary tar and light oil are important in two fields of coal utilization, namely, combustion and carbonization. It is generally recognized that the principal cause of smoke produced upon burning coal is incomplete combustion of tar and light-oil vapor released during burning. The greater the tar and light-oil yields of a coal, the greater is its potential smoke-producing property. During the present war, development of new sources of fuel oil has been emphasized, especially where the supply of petroleum products is limited. One possible source of a substitute fuel is the tar and light oil that can be obtained by low-temperature carbonization of coal. In both England and Germany large quantities of low-temperature tar and oil are being processed as a source of liquid fuels. It is obvious that primary-tar and light-oil yields are of paramount importance in the selection of coals for such use.

This information circular presents data for 1960 on individual coke plants in the United States. All oven-coke plants in existence, whether active or idle at the close of the year, are listed in this report. With two exceptions, only beehive plants on which reports were submitted to the Bureau of Mines are included. Although the Bureau was unable to obtain reports from these two active plants in 1960, the number of ovens and annual coke capacity are estimates, based on previous reports filed with the Bureau of Mines. Accordingly, there were 73 oven-coke plants in existence at the end of 1960 of which 70 were active. Reports were received on 44 beehive plants of which only 13 were in operation at year end. Oven-coke plants are listed alphabetically by States in table 1 which shows the name and address of the company, location of plant, classification or type of ownership, number and type of ovens, annual coke capacity, and coal-chemical materials produced. The terms "furnace" and "merchant" plants used in this and all other reports of the Bureau of Mines designate the type of ownership. Furnace plants are those owned by iron and steel companies whose main business is production of coke for use in their own blast furnaces. Merchant plants are those associated with chemical companies, gas utilities, as well as those that produce for sale on the open market metallurgical, industrial, and residential-heating grades of coke and coal-chemical materials. The annual coke capacity shown for each plant in this table is based on the minimum coking time necessary to produce coke with qualities suitable for its intended use. Therefore, the annual capacity of a plant may change from year to year, depending on age and condition of ovens, the character and quality of coal carbonized, the grade of coke required, and other factors. For example, annual coke capacity of a coke plant primarily making foundry coke with longer coking cycles would be lower than one making blast-furnace coke. Also some ovens must be operated at slightly lower than normal flue temperature because of the condition of the refractories and maximum capacity would be somewhat lower than designed capacity. For this reason, the capacity reported to the Bureau of Mines may differ from the designed or rated capacity estimated by the coke-oven builders at the time of construction. For example, if the generally accepted standard coking rate of one inch per hour were used on all ovens to calculate total annual capacity, it would have been 80.4 million tons or 2 percent higher than the capacity reported to the Bureau. Because of the factors mentioned above, the annual coke capacity shown in this table is believed to be a reliable measure of the practical operating capacity of the industry.

"The prevalence of accidents in the coal-mining industry has prompted a study of the workmen's compensation laws of the various States and the statistics of accident costs, for the purpose of explaining to operators how the compensation laws are regulated and to show the cost of accidents.The subject of compensation laws and accident costs is by no means new, but the prevalence of coal-mine accidents would indicate that the mine operator in general is not thoroughly conversant with their importance. Unquestionably, compensation laws are a large factor in promoting accident prevention, and it is believed that a greater measure of success would be accomplished in preventing accidents if all mine operators were fully aware of their important bearing on the cost of production.Many operators seem to be indifferent to accident occurrence; possibly they do not real¬ize the seriousness of the accident hazards that exist in their mines, even after the hazards are brought to their attention. There is no question that material financial advantages are to be gained by the prevention of accidents and it would appear that when these advantages are thoroughly understood, operators would be anxious to eliminate, insofar as is feasible, conditions likely to cause accidents.The unsettled state of the mineral industry and the irregular operation of mines during the past several years has probably been an important factor in influencing the apparently indifferent attitude of the operator. The chaotic conditions in the mining industry and especially in coal mining are unquestionably a factor that tends to increase accidents, just as mine idleness increases roof hazards and results in deterioration in mechanical, electrical, and haulage equipment, and promotes disorganization of the personnel. During such times greater efforts should be exerted toward the prevention of accidents because of these increased hazards and of the financial advantages brought about by the various savings to be effected when mine accidents are held to a minimum.This report on accidents in the coal mines of Pennsylvania was made possible largely through the cooperation of William J. The title of this book, The Phoenix of Natural Disasters: Community Resilience is aptly chosen. ?The Phoenix is a mythical bird that never dies; the phoenix flies far ahead to the front, always scanning the landscape and distant space. It represents our capacity for vision, for collecting sensory information about our environment and the events unfolding within it.? (source: The Feng Shui Handbook, feng shui Master Lam Kam Chuen.) There are Chinese, Japanese, Russian, Egyptian, and Native American counterparts of the phoenix. All of these birds are identified with the sun and depicted as rising from the ashes ? living again. This is the essence of a community after a natural disaster ? they live again. The Phoenix of Natural Disasters: Community Resilience is edited by Kathryn Gow and Douglas Paton who have done an excellent job of creating a relatively seamless transition between chapters with different authors. The content is organized well with the first chapter providing an excellent overview of what is to come and each chapter including an abstract clarifying the focus of the chapter.

The smoke problem means different things in different places . In the neighborhood of industrial plants , especially smelting plants and cement plants , the term " smoke " is applied to material discharged from these plants , consisting of a mixture of solid particles ( dust ) , fume which has condensed from vapors , and gases of various kinds that are produced in the operations . In the ordinary use of the word , however , " smoke" refers to the visible material which escapes from the burning of coal . White smoke usually owes its color to small drops of water which have condensed from the water vapor that it formed in the burning of coal . When smoke is black, the color is due to unconsumed particles of carbon and usually when the smoke problem is spoken of , it is this black smoke produced in the burning of coal that is referred to , Many inquiries in regard to smoke are addressed to the Bureau of Mines , and the following brief summary has been prepared as covering the usual questions . For references to the smoke problem in England , I am indebted to a recent interesting paper on this topic by David Brownlie .
