The Bureau of Mines investigated the feasibility of utilizing low-grade phosphatic shale as a feed for phosphoric acid production. Present practice in the phosphate mining operations of southeastern Idaho is to remove and either stockpile or waste low-grade phosphatic shales as the high-grade phosphate beds are selectively mined. Acid digestion studies were performed on uncalcined shale and on shale calcined to remove free carbon to determine phosphoric acid quality, yield, and amenability to filtration. The untreated shale, containing 21.4 pct P205, was digested with sulfuric acid in a single-tank reactor to yield phosporic acid and gypsum residue. Although 96 pct P205 recovery was attained in digesting uncalcined shale, only the calcined product gave satisfactory filtration rates. Calcined shale yielded phosphoric acid recovery of about 93 pct of the contained P205. It was higher in impurities than commercially prepared acid derived from high-grade western phosphate rock. An acid filtration rate of 745 lb P205/ft2/day was attained. This value is lower than the rate of 900 lb P205/ft that is generally considered to be acceptable in industrial production of phosphoric acid from high-grade phosphate rock.

In broadening the utility of spectrochemical methods 9f analysis of ore samples 3,4/ a procedure employ in the total energy method, has been adapted to determination of silver in ores. Silver is the first element in group I of the periodic table to be studied in the Bureau of Mines program. Two silver lines in the spectrum, Ag X\ 3280.683 and 3382.89lR were used in the study, and the problems that had to be overcome were: (1) Influence of extraneous elements on line intensities, (2) preparation of standard curves, and (3) improvement in equipment and technique to increase accuracy. Sodium, potassium, sulfur, selenium, iron, cobalt, and nickel yielded low intensities and hence low results, particularly on the samples high in silver, but addition of 60 percent or more of lime counteracted these effects. One calibration curve must be used for samples low in silver and other for those high in silver. The chocks with fire assaying were close enough for preliminary or exploratory investigations, and the method is much more rapid.

The Federal Bureau of Mines promotes the use of safe and effective dust-collecting devices for rock drilling in coal mines. To insure that such devices are available to the coal-mining industry, the Bureau issues certificates of performance for dust-collecting systems and certificates of approval for dust collectors and rock drills or other mining equipment with integral dust-collecting systems that meet the requirements of an established Schedule.4/ Investigations are conducted under the provisions of the current revision of this Schedule by engineers of the Branch of Health Research. This circular describes briefly the requirements and procedure for obtaining certificates of performance or approval and lists equipment that has been certified as permissible under Schedule 25 or its revisions as of January 31, 1961. The names and addresses of companies to which certificates have been issued are listed alphabetically at the end of this circular.

A previous report of the Bureau of Mines dealt with the toxicity of dichlorodifluoromethane, a new refrigerant that has a remarkably low toxicity. Continued research by the Frigidaire Corporation and toxicological experiments performed in the Laboratory of Applied Physiology of the University of Cincinnati revealed another organic fluoride, dichlorotetrafluoroethane, whose toxicity also appeared to be of a very low order and whose physical and chemical properties make it suitable for refrigeration purposes. In addition to low toxicity, safety in its use is further enhanced by its physical properties, which permit the design of equipment that operates at comparatively low pressures and hence mitigates the dangers and problems of leakage. The investigation described in this report was performed by the Bureau of Mines at the request and with the cooperation of the Frigidaire Corporation.

In 1948 the United States became a net importer of oil. Coupled with an unpre- cedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 400,00 barrels daily of petroleum and products. The country's oil position now differs greatly from that prevailing at the be- ginning of World War II. Then, actual oil production averaged about 4 million bar- rels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but pro- duced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation's petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil coal, oil shale, and agricultural and forestry products. ce World War II, a civilian demand for 6 million barrels of petroleum prod- ucts has become the order of the day every day. By drilling as many as 39,000 new wells a year, the production rate has been increased enough to meet domestic require- ments by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the over-all daily output. However, 48 percent of the oil comes from only 111 major fields which contain 50 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields - having proved reserves of 100 million barrels or more each must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly or perhaps more rapidly than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each, were discovered and proved - an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year's supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the num- ber of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. The purpose of this Bureau of Mines project was to develop a method for recovering kyanite and sillimanite from the present zircon-mill tailing of the Jacksonville and Starke, Fla., plants of Humphreys Gold Corp. The kyanite and sillimanite in the ore are not being exploited at present, but procedures for recovering the two minerals were worked out by the Bureau in the interest of conserving natural resources. The current zircon-mill tailing of the Starke plant contains up to 20 percent of a mixture of kyanite and sillimanite. A similar product of the Jacksonville plant contains up to 15 percent kyanite and sillimanite. The average annual production of the tailing now being stockpiled contains several thousand tons of the two minerals. Laboratory batch-flotation tests were made on the materials to determine the feasibility of flotation methods for recovering high-grade concentrates. Various reagents were employed under different conditions to determine the optimum conditions for flotation of kyanite and sillimanite and retardation of the gangue materials. The results of the preliminary flotation tests were encouraging enough to warrant more comprehensive testing of a larger sample of the ore in the laboratory pilot plant.

The Bureau of Mines through its contract research program recently analyzed the mining and environmental requirements in the premining stage for copper mining in the northern highland of Wisconsin. The Critical-Path-Method (CPM) was used in this research. However, a step-by-step derivation of the CPM Diagram was beyond the scope of this effort. The Bureau of Mines objective now is to show, step by step, how the original hand-computed CPM Diagram was constructed. The streamlining (restructuring) of this diagram from the original effort is also summarized. The critical path time (longest time) through the original CPM Diagram was 25.12 yr, excluding public liaison effort. This diagram showed the involvement of the regulatory agency, mining applicant and public in the premining stage. Analysis of this diagram produced a streamlined version which reduced the critical path time by nearly 7 yr. The CPM construction methodology offered here may be applied to mine planning for any mining operation.

This work was undertaken by the Bureau of Mines in cooperation with the Environmental Protection Agency to determine photochemical specific reactivities of emissions from automobiles using leaded-premium-and regular-grade fuels and prototype lead-free fuels of comparable octane quality. Emissions were photoirradiated in a 100-ft3 environmental (smog) chamber constructed of aluminum and Pyrex glass at three sets of initial hydrocarbon (HC) and oxides of nitrogen (NOx) concentrations. Reactivity was measured and expressed in terms of rate-of-NO formation (RNo2) and dosages of oxidant, peroxyacetyl nitrate (PAN), peroiypropionyl nitrate (PPN), and formaldehyde (HCHO). The results indicate that the evaporative emission samples and the evaporative plus exhaust emissions samples from the lead-free fuels have, in general, higher reactivities per gram than those from the leaded fuels. For the samples containing only exhaust emissions, the only trend observed was the lower specific reactivity exhibited by the leaded premium fuel exhaust. These differences in specific reactivity are taken to reflect the differences in hydro-carbon composition of the fuels and their evaporative and exhaust emissions rather than any difference in lead content per se.

Resistivity, porosity, permeability, and saturation data were obtained on core samples from the Big Injun, Clinton, Gordon, Bradford Second and Third, and Venango Second oil sands and formation factor-porosity relationships were derived using the general form of Archie's equation F = aø-m, where F is the formation factor, ø is the porosity, and a and m are constants that depend on characteristics of the rock. It was found that a and m varied significantly between sands, as did the exponent in the Archie relation I = Sw-n, where I is the resistivity index and S, is the water saturation. The average exponent, n, determined from all data was 50 percent greater at residual oil saturation than at residual water saturation. Samples from each sand exhibited differences in directional resistivity and/or permeability. The Bradford Third sand data showed correlation between resistivity and permeability anisotropy.

"The U.S. Bureau of Mines and Michigan Technological University (MTU) are collaborating to develop an apparatus for measuring diesel tailpipe emissions in underground mines. A tailpipe emissions measurement apparatus (EMA) is described that dilutes diesel exhaust and measures the concentrations of diesel particulate matter (DPM), CO, CO2, NO, and NO2 at known dilution ratios.The EMA was evaluated by side-by-side comparison of its measurements with those by laboratory grade instruments. Concentrations of CO and C02 measured by the EMA were usually within ± 14 pct of concentrations measured by laboratory-grade instruments for CO and ±20 pct for C02• EMA measured DPM concentrations were, on average, 29 pct lower than those measured by laboratory-grade instruments, with the differences being fairly consistent. The CO and C02 differences are related to the method of calculating the EMA's dilution ratio, and the difference in DPM concentrations is attributed to thermophoretic and/or condensation losses related to the EMA's unheated sample probe. Preliminary analysis of data obtained with a heated sampling probe and modifications in the sampling procedures have indicated reduced variability in DPM and in the calculated dilution ratios."

The Bureau of Mines conducted a state-of-the-art study of techniques currently employed to close large openings in underground mines. A large opening was considered to be any opening over 10 feet high and having a cross section of at least 200 square feet. Five salt mines and one limestone mine were visited to observe various methods of sealing large openings. Because of the variations in conditions from mine to mine, no definite conclusions could be drawn as to which is the best method. In mines where waste material is available, stoppings built by piling waste material are efficient and economical. Where waste material is not available properly constructed brattice cloth stoppings are superior to those built from wood, concrete block, or urethane foams.

The Federal Bureau of Mines, in cooperation with phosphate companies in the Florida land-pebble area, made a comprehensive study of the waste clays, or "phosphate slimes," produced in the mining of phosphate rock in Florida. These slimes represent a significant ecological problem and a major deterrent to effective land recovery in the phosphate-mining areas. Physical, chemical, and mineralogical studies were made of slime samples submitted by 15 of the 16 plants in Florida in an effort to identify factors that prevent successful consolidation of the slimes and subsequent recovery of the mined lands. Results of these studies indicated that the clay mineral attapulgite, a hydrated magnesium silicate, was primarily responsible for the very poor settling characteristics of the slimes, and that the quantity of attapulgite in the slimes effectively controlled the settling rate, pulp density of terminal solids, viscosity, percent solids of filter cake, and flocculant requirements.

Based on earlier tests that showed steel to be much more likely to cause frictional ignition than tungsten carbide, the Bureau of Mines redesigned coal-cutting bits to reduce the hazard of face ignitions. Two bit designs--a mushroom-shaped bit with a conical shank and a dove-tail bit with a rectangular shank--are described, as well as bit wear tests conducted in the laboratory and in an operating coal mine. In laboratory tests, for 1/8-, 1/4-, and 1/2-in-deep cuts and cutting speeds of 280, 500, and 660 ft/min, the mushroom bit had significantly longer tip wear life than the conventional bit; the dovetail bit was also superior to the conventional bit. Results of in-mine tests on the mushroom bit agree well with laboratory results. In-mine tests of the dovetail bit are underway.

As a portion of a general program for the synthesis of hard materials, a method was sought by which the hardness and density of tungsten carbide (WC)-cobalt compacts could be increased. It was demonstrated by Cotter that these improvements in quality could be made by employing an electric-resistance sintering process in which heat and pressure are applied simultaneously to presintered compacts composed of powdered tungsten carbide and cobalt. This conclusion was based on tests of material prepared by Cotter on welding equipment in use at the U. S. Naval Engineering Experiment Station, Annapolis, Md., and at Rensselaer Polytechnic Institute, Troy, N. Y. Rockwell-hardness tests made at Norris and core-drilling tests made at the Mount Weather Station of the Bureau of Mines indicated that, for some purposes, carbide material made by this process might be superior to the chemically analogous commercial products prepared by ordinary sintering methods. A program to develop optimum conditions for the electric-resistance sintering of tungsten carbide-cobalt compacts was initiated. The program was followed by a systematic evaluation of the hardness and density of compacts prepared by this method along with a series of carbide compacts furnished by various manufacturers. This paper presents a description of the electric-resistance sintering of tungsten carbide-cobalt compacts and the results of comparative physical tests.

This paper discusses human judgment and decision-making under stress. The authors review selected recent literature across various disciplines and suggest a definition of stress within the context of decision-making during the management of emergencies. They also discuss fieldwork by the Pittsburgh Research Laboratory, NIOSH, which explores traumatic incident stress, the relationship between previous training and performance under stressful conditions, and human behavior in underground mine fires. The authors assert that stress is one of the factors that decision-makers must contend with in most life-or-death situations. They suggest that a better understanding of individual's judgment and decision-making activities while under stress would yield a better understanding of how people reach the choices they make in emergencies. This enhanced understanding would be of enormous value to emergency managers, researchers, and policymakers.

The Brown Derby pegmatites are in Gunnison County, Colo., about 18 miles east of Gunnison. Approximately 860 tons of lepidolite concentrates, with smaller amounts of microlite and beryl, was produced from 3 dikes of the Brown Derby group from 1943 through 1947. No mining was done from 1948 until December 1950, when production of lepidolite and beryl was resumed by the Poston Mining & Milling Co. Mining was intermittent during 1951 and 1952. The dikes were mapped and studied by the Federal Geological Survey during the field seasons of 1942 to 1944, and in May 1950 the Bureau of Mines initiated a diamond-drilling project to test the three dikes for lepidolite and beryl. After being recessed twice, the project was terminated indefinitely July 1951. Seven drill holes were completed for a total of 1,841.6 feet of drilling.

Statistics on the volume of natural gas produced in the United States were first collected for 1906. A summary of those statistics covering 1906-35 was incorporated in the 1937 Minerals Yearbook. This summary, covering 1936-50 presents, by States, a number of the more important statistics that have appeared in the natural-gas chapter of the Minerals Yearbooks. The period covered has been one of rapid expansion, especially of long-distance transmission lines. Natural gas was made available to some States for the first time; in other States the degree of dependence upon supplies transported from outside their boundaries changed rapidly. Thus, an isolated series of statistics cannot be studied without considering other regional influences that reflect in the overall operations of the industry. These tables accordingly have been designed to show for each State the simultaneous changes taking place in the various sectors surveyed. The tables show production data in the upper portion and consumption data in the lower portion. They are arranged alphabetically, by States. A copy of the 1906-35 production summary from the 1937 Minerals Yearbook has been included.

This work explores application of a double alkaline leach method to extraction of alumina from Oregon ferruginous bauxitic materials. The process recovers a greater proportion of alumina from high-silica ores than is possible by a conventional single-leach method. This recovery is accomplished by calcining the ore, removing reactive silica in a preliminary dilute caustic soda leach, and then applying a second leach to dissolve alumina. Ores containing up to 15 percent Si~) 35 percent AI;:) Os, and 30 percent Os were examined. Under conditions of treatment established by experimentation, more than BO-percent alumina extraction was demonstrated. When and if conditions demand the use of low-grade materials, the double-leach process is capable of providing millions of tons of alumina from Oregon ferruginous bauxite.
