The basic mining law of Netherland India is contained in N. I. Statute 1899 , No. 214 , as amended by N. I. Statute 1910 , No. 588 , and 1919 , No. 4 , which is quoted as the " Indian Mining Law, " the effective date of which was fixed as May 8 , 1907 , by proclamation dated October 12 , 1906. The Indian Mining Law was supplemented by Ordinance No. 38 , of 1930 , which was passed by the Volksraad on March 18 , 1930 , to become effective on October 1 , 1930 ( superseding an earlier ordinance entitled " Government Gazette , " 1906 , No. 434) . An important law with respect to American petroleum rights , Statute No. 23 , passed February 9 , 1928 , approving contracts between the Indian Government and the Netherland subsidiary of a large American oil company , is in the nature of a private law or of an enabling act ( see section of this paper entitled " Rights of Foreigners" ) . Statute 1930 , No. 348 , effective October 1 , 1930 , sets forth in minute detail conditions under which prospecting and mining permits may be granted. Statute 1930 , No. 341 , effective October 1 , 1930 , embodies the police regulations of the mining industry.

The U.S. Bureau of Mines conducts basic and applied research related to predicting, eliminating, and/or controlling rock bursts in underground hard-rock mines and coal bumps in underground coal mines. An important element in this research is the development of a reliable and efficient microseismic source location technique. This report presents the results of a Bureau study to develop and evaluate a new algorithm to locate microseismic events based on the Simplex method, a powerful linear programming technique. The technique was tested on both field data and simulated data. Microseismic event source locations obtained with this new Simplex-based algorithm were shown to have less error than those locations obtained using a least squares method. It was concluded that the Simplex approach to source location of microseismic events can be used effectively in microseismic monitoring.

This report describes the dropping - mercury electrode , its use in analysis , and the procedure of the Health Division of the Bureau of Mines in determining lead , cadmium , and zinc . The dropping - mercury electrode or polarograph is an electrolytic device , one electrode of which consists of mercury issuing in small drops from a capillary tube . Such electrodes have been in existence for more than 50 years, but they were not used for analytical purposes until about 1922.6/ Developments since have been rapid , especially in Czechoslovakia , Germany , Italy, and Japan and more recently in the United States . A recent bibliography / contains references to, 825 articles issued from 1903 through 1940. In 1939 Kolthoff and Lingane presented the first comprehensive critical review, in English , of the device and its use in analysis . They have recently issued a book on the same subject. Similar information also is included in a recent book10/ by Kolthoff and Laitinen . Much of the information in this and the two following sections on this device and its use in analysis was obtained from these three publications . The use of the dropping - mercury electrode in analysis is based upon the fact that the kind and amount of electro - reducible and electro - oxidizable constituents in solution can be determined from the current -voltage relationships revealed by this electrode or electrolytic device .

This report discusses the construction and use of an all-pressure psy- chrometric chart in which the requirements of simplicity of appearance and absolute accuracy have been waived, to a certain extent, to provide for the rapid determination of psychrometric data and for the rapid solution of air- conditioning problems of major interest to the mining industry. Many mines in which air-conditioning problems are important are situated at elevations far above sea level and embrace great differences in elevation - in excess of 8,000 feet in certain mines → throughout their airflow circuits. Under these conditions, the effects of variations in the pressure of the at- mosphere upon the physical properties of the mixture of air and water vapor of which it is composed are considerable and should be taken into account in the solution of problems. The simple types of psychrometric charts in common use, such as the Carrier, Bulkeley, Hill, and Goff (American Society of Heat- ing and Ventilating Engineers Guide), are not generally suitable, in that they are drawn for a single barometric pressure 29,92 inches mercury.

The Bureau of Mines conducted laboratory tests to determine the slurry transport and deposition properties of coal waste. A 188.5-ft pipe test loop was constructed with instruments to measure density, flow, and power and discharge, suction, and differential pressures. A 20-ton ample of Western coal waste was crushed and screened to 100 pct minus 1/2 in. Eight loop tests using this graded waste were run at slurry densities ranging from 1.15 (25 wt-pct solids) to 1.46 (60 wt-pct sol-ids) 0 The resultant friction-'pressure gradients ranged from 0,06 to 0.24 ft of water per foot of 4-in standard steel pipe. Particle-size degradation was significant.. In a typical loop test lasting 25 min, the minus 200-mesh fraction increased from 19 pct to 34 pct. Deposition tests showed that without the use of a flocculant, the slurries would not dewater when left to stand for 1 week. With flocculant, additional water was releas2d; however, the settled slurries remained thixotropic. Further testing is necessary to determine their suitability for use as backfill material in active mines.

The Federal Bureau of Mines has obtained data by differential thermal analysis of the various minerals that represent the nation's resources in manganese. These data are supported by X-ray diffraction analysis, chemical analysis, mineralography, and optical mineralogy, and provide fundamental information on the response of each mineral to thermal treatment in oxidizing, reducing, and neutral atmospheres. The information can be applied advantage¬ously in the identification of manganese minerals. Its greatest potential value, however, lies in the application of the quantitative data on the reaction temperatures, rates, and products to the more efficient extraction of manganese from U.S. ores. Thermal analysis curves are presented for certain manganese minerals, namely hausmannite, bixbyite, braunite, pyrolusite, lithiophorite, cryptomelane, hollandite, manganite, rhodochrosite, and rhodonite. The original minerals and the products of their thermal decomposition were identified by X-ray diffraction analysis, supplemented by chemical analysis and mineralogical identification.

The primary objectives of this project are (1) the determination of manpower demand in primary lead and zinc production for the years 1985 and 2000, and (2) the estimation of the availability of the required manpower for these years. In order to meet the first of these objectives relationships between employee requirements and metal production in the various states were established, The total primary lead and zinc production from United states mines in 1985 and 2000 has been predicted by the U.S. Bureau of Mines. These forecasts and the 1974 figures are as follows: [1974 1985 2000 Lead metal, tons 669,000 700,000 900,000 Zinc metal, tons 494,000 585,000 995,000] Mining By analysis of ore reserve data and industry characteristics, the authors estimated the portion of the primary production which each state would yield in the future years. As manpower requirements are determined by the tons of ore produced and by worker productivity, these figures were determined for each mining state and district by developing relationships between lead and zinc metal production, ore production, ore to recoverable metal ratios, employee productivity, and number of employees required. The number of new employees required annually to compensate for attrition and production growth is provided, also.

Zwolle oil field of Sabine Parish, La., is different from most oil producing areas of the State in that the oil is obtained from marl and chalk-rock formations. The thickness of the reservoir rocks averages 500 feet; but production is not continuous throughout this thickness, as the oil apparently is localized in vertical and nearly vertical solution cavities and channelways or in porous zones of limited horizontal extent. The nature of the oil accumulation has caused two outstanding peculiarities of the field: (1) About 60 percent of the tests drilled were dry holes and (2) there were many instances of well interference. Commercial production was discovered in November 1928, after 17 years of prospecting in and around the present limits of the area now developed which has a length of about 22 miles and a maximum width of 4 miles. The field had produced 10,266,896 barrels of oil to January 1, 1934. The oil ranges in gravity from 400 to 420 A.P.I. Although the field is divided into several districts which are more or less clearly defined and separated by unproved territory the term Zwolle field", as used in this report, includes the entire area from Blue Lake on the west side, through Zwolle proper, and eastward, including the Many or Eastern extension.

"INTRODUCTION The necessity for protection against the hazards of lightning manifests itself from time to time in the mining industry by reason of loss of life, damage to electrical equipment, fires in surface structures at mines, and accidents in the handling and use of explosives. This paper is intended to assemble, correlate, and present some of the salient points embodied in the available literature on the subject and at the same time give some factual data concerning instances of such loss of life and damage to property, with special application to the mining industry.The annual loss of life and destruction of property by lightning is considerable; the former may be prevented to a limited extent, though use of common sense as to exposure is required and not always followed; the latter can be prevented to a considerable degree. The manufacturers of electrical equipment, through improved types of lightning arresters, have done much toward the protection of electrical equipment, with consequent safeguarding of life and of property. Education based on unfortunate experiences has gone far to discourage the handling of explosives and blasting accessories during thunder storms, especially in open pits and quarries, and to a much smaller extent in underground workings. The lowly lightning rod plays an important role in the protection of certain types of buildings (especially isolated buildings), stacks, monuments, and other structures.LIGHTNING PHENOMENAIn 1751, Franklin proved that, lightning was simply a visible display of electricity - an extended spark; and until a generation ago little had been added to his exposition to define the various phases of the phenomenon. This Information Circular covers States west of the Mississippi, and Information Circular 8704 covers States east of the Mississippi. These data replace previously published compilations of energy consumption statistics by States and districts. Future annual studies are planned using the same Btu conversion factors applied in these two Information Circulars.

Scrap iron is partially oxidized at elevated temperatures in the selective oxidation process to produce iron oxide and a dense residual metal of high purity. Investigation of the process was confined to converting automobile hulks into useful products. In one test series, compressed, sheared automobile scrap was processed at 1,000° C in a 36-foot-long rotary kiln at feed rates ranging from 300 to 1,200 lb/hr. Less fuel was required to maintain the temperature at the higher feed rates because of the heat generated from the burning of the combustibles and the oxidation of the iron. The bulk density of the residual metal exceeded 75 pounds per cubic foot. In an attempt to lower the quantity of contaminants in the residual metal, another test was designed using automobile hulks which had been prepared by ripping, a low-cost method of scrap fragmentation. Before oxidizing the ripped scrap approximately 62 percent of the total copper was removed in a tumbling, screening, magnetic separation and hand-sorting system. Cast iron made from the residual metal obtained by selective oxidation contained 0.15 percent copper; iron oxide scale obtained from the kiln averaged 0.13 percent copper. Pellets made from the scale demonstrated compressive strengths necessary for blast furnace reduction; lead and zinc were removed by volatilization when the induration was performed in a reducing atmosphere.

The location, features, qualities, and extent of iron occurrences and the associated resources--limestone and dolomite, bentonite, coal-lignite, petroleum and natural gas, power, and water--are evaluated. The results of pioneer beneficiation tests on South Dakota taconite are discussed. In addition, pertinent features of taconite development, cost factors, the Western and Central United States trade area and markets are reported. The State's production of iron ores until 1963 has been small and for purposes other than the manufacture of iron. This investigation disclosed the probability of large resources of taconite in Pennington and Lawrence Counties. The average iron content is 29 percent, and a 65-percent or better iron concentrate might be produced. Ample resources are available for mining and processing taconite. An investment of at least $26 million would be required for a plant capable of turning out 1 million tons of agglomerated iron concentrate per year. The feasibility of such an enterprise is indicated, but intensive investigation and research must be completed to justify such an investment.

Bureau of Mines research on the hydrogenation of coal has been concerned with developing processes that could be used to supplement the Nation's petroleum and natural gas resources. Motor fuel was produced in a subsidized coal hydrogenation industry in Europe prior to 1945, but the process used is still not economical and other methods of producing liquid and gaseous fuels from coal are being investigated. As an aid to the planning of coal hydrogenation research, a literature survey was made of processes or methods of hydrogenating coal that differ from the subsidized or conventional process. This report contains a bibliography of unconventional methods of hydrogenating coal and a brief discussion of the economics of the conventional method. A general discussion of unconventional methods is included, and the advantages and disadvantages are pointed out where possible. The survey supplements a previous Bureau of Mines survey3 and a comprehensive review published in 1930.4

In 1951 the Federal Bureau of Mines became interested in the reports of copper-nickel mineralization in northern Minnesota. Several outcrops on the north side of the Duluth gabbro in the Kawishiwi River area were sampled by the Federal Bureau of Mines and George M. Schwartz of the Minnesota Geological Survey. Because these samples showed appreciable amounts of copper and nickel, a 100-pound sample of an un-altered outcrop was obtained for metallurgical testing. Results from this preliminary work were all favorable; therefore, in the fall of 1953 the Bureau of Mines diamond-drilled three holes near the outcrop of the con-tact between the Duluth gabbro and the Algoma granite. A total of 686 feet of NX size hole was drilled, and 100 percent of the core was recovered. Each hole intersected the contact, and the strike and dip for that locality were established. The core was split, and half was used for analyses and further metallurgical tests; the remainder was retained for permanent record in the Bureau of Mines core-storage warehouse.

Although viscosity is known to be important in processing and handling finely ground urea, its effect has never been fully quantified. This report describes the methods used and the results obtained in the initial phases of a broad investigation of the influence of viscosity of water suspensions of minerals in flotation, thickening, filtering, and other mineral-dressing unit operations. Several types of vis-cosimeters were tested before reliable and reproducible results could be obtained on mineral suspensions. After the viscosimeter used in the research was calibrated and standardized, tests were made on six pure minerals to study the relationship of pulp density, particle size, crystallinity, and cleavage on viscosity. An orifice-type viscosimeter equipped with a mechanical stirrer gave as good results as other types and was more flexible, faster, and simpler to operate. The orifice-type viscosimeter, when calibrated and standardized with glycerin and water mixtures, proved satisfactory over a wide range of viscosities. The accuracy and reproducibility were reasonably constant between 1 centipoise and 200 centipoises, the anticipated range in common mineral-dressing unit operations.

Conventional flame channelling operates continuously at over 120 db --flame-drill channelling at a maximum of 95 db. The latter process was developed under this program. Individual drill holes are spaced to leave narrow rock webs. Sound and dust passing from the hole are effectively treated by a muffler and water injection.

For a number of years the Bureau of Mines has been studying crude petroleum from the producing fields of the United States. During the past year 10 crude-oil samples have been collected and analyzed from the producing fields of Pennsylvania and New York. This report gives the results of these analyses and for the purpose of comparison also analyses of samples of crude oils taken previously from some of these fields. This survey includes samples from normal producing properties as well as from properties using stimulative production methods such as water flooding and repressuring. The outstanding feature of the survey is that the crude oils from tine various fields throughout this general area are similar in character and uniform in quality although they were produced from different sands and by various methods. Samples from fields in Venango County, Pa., however, appear to have a lower gasoline content than the others. This report includes two analyses reprinted from Bureau of Mines Bulletin 291.4/

"This study reports a new property of the important NAD(P)H-dependent flavoenzymes, glutathione reductase, lipoyl dehydrogenase and ferredoxin- NADP oxidoreductase, that can catalyze a one electron reduction of metal ions such as chromium(VI) and vanadium(V). During the enzymatic reduction process, molecular oxygen is reduced to H2O 2 , which reacts with the reduced metal complexes to generate hydroxyl radicals. Since the hydroxyl radicals have been suggested to play an important role in Cr(VI) toxicity, this study provides a basis for a recent observation that Cr(VI) mutagenesis is strongly oxygen dependent. These results also point to an enzymatic pathway for the metabolism of some metal ions and concomitant generation of hydroxyl radicals. l. INTRODUCTIONThe purpose of this communication is to report that some important NAD(P)H-dependent flavoenzymes (glutathione reductase, lipoyl dehydrogenase and ferredoxin-NADP+ oxidoreductase) can catalyze one electron reduction of metal ions such as chromium(VI) and vanadium(V) and simultaneously reduce molecular oxygen to generate Hi02 and, eventually, the ""OH radical. This finding is significant because (i) the known substrates for the flavoenzymes are organic species and not metal ions, and (ii) the report on the enzymatic formation of the ""OH radical provides a new pathway for understanding the mechanism of genotoxicity of some non-ferrous metal ions. For example, it has been suggested that OH radical is likely to be the major species responsible for Cr(VI) genotoxicity [1-5). The 'OH radical is generated through the reaction of Cr(V) complexes with cellular Hi02 [4,5]. Cr(V) itself is known to be generated from Cr(VI) in various biological systems, in particular, microsomes [ 6), mitochondria [7] and mitochondrial electron transfer chain complexes [8]. However, no specific enzyme responsible for the Cr(V) generation has been identified except possibly glutathione reductase [4]. In this study we have used ESR and spin trapping techniques to show that the flavoenzymes can generate Cr(V) and provide a catalytic redox cycle for 'OH formation in such reactions. "INTRODUCTION The Cranberry magnetite deposits occur in pre-Cambrian granite-gneiss in a belt extending from 3 miles southeast of Cranberry, N. C., to about 6 miles southwest of Magnetic City, Tenn. The belt forms a curve, elongated to the north, approximately 26 miles in length.The Bureau of Mines investigation has been confined to the eastern part of the belt, comprising the area from Fork Mountain, Avery County, N. C., to the Hcupscup Knob prospects in Carter County, Tenn.The deposits were worked at least as early as 1820. The Cranberry Iron & Coal Co. and its successors operated the Cranberry mine intermittently for about 50 years until 1930, when operations were abandoned.The magnetite rock is amenable to concentration. Numerous laboratory tests and pilot-mill operations have proved that a high-iron, and low-phosphorus concentrate can be obtained by fine grinding and magnetic, separation, the quality of the concentrate depending upon the extent of grinding. The principal objectives of the Cranberry project were threefold.The primary consideration for beginning exploration of the deposits was the need for developing additional deposits of high-grade iron ore during the war and for replenishing the war's depletion of iron-ore reserves for the peacetime economy. The emergency did not permit logical sequence bf development, and it was necessary to begin drilling before the geophysical survey was completed. The first drilling was begun at the Cranberry mine; and the holes were located from the geological data, coordinated with the position of the mine workings."

"PULMONARY ALVEOLAR macrophages (PAM) protect the lungs by providing a first line of defense against inhaled foreign debris and bacteria. In this role PAM phagocytize foreign matter, secrete enzymes that augment microbial killing and digestion, and produce reactive oxygen me-tabolites (2, 3, 18, 19, 22, 26). However, in addition to this antibacterial function, PAM participate in a diversity of functions, such as tissue repair, lipoprotein metabolism, and immunoregulatory activities (11, 22).Studies have suggested the existence of a heterogeneous population of PAM with respect to immunologic function, enzyme release, phagocytosis, morphological characteristics, expression of membrane receptors, ad-herence, and superoxide (O2•) release (4-7, 10, 16, 21, 23, 28). This heterogeneity has been observed by analyz¬ing subfractions of PAM separated by cell density frac-tionation. For example, using guinea pig PAM, Dauber et al. (7) showed heterogeneity in cell density and size, morphological characteristics, and cytochemical properties, whereas Holian and co-workers (16) reported variations in migration, chemotaxis, O2• release, and pinocytosis among subfractions collected. Similarly, O'Neill et al. (21) observed functional heterogeneity in rat PAM with regard to phagocytosis, O2 • release, and lysosomal enzyme activity.Several investigations have reported a correlation between PAM activity and cell volume. Most studies have shown that O2 release from PAM increased with decreasing cell size (15, 21, 25), although Bielefeldt Ohmann and Babiuk (4) reported a decreasing trend. However, Gallin (13) has suggested that significant variability may even exist within density-defined or cell-volume subfractions that could lead to misinterpretation of results concerning PAM heterogeneity.A better understanding of the heterogeneity in O2 production may be obtained by using single cell meas-urements to evaluate whether functionally distinct sub-populations actually do exist. As such, the present study was designed to examine heterogeneity in O2 • release from single PAM using a recently developed electrooptical technique (8). The initial oxygen metabolite, O2•, produced by NADPH oxidase at the surface of the plasma membrane, was measured by quantifying the reduction of nitro blue tetrazolium (NBT I to a diformazan precipitate. Measurements were made from video recordings of individual cells stimulated by their adherence to the bottom of a culture dish. The cell volume and degree of spreading also were determined directly from the same video recordings, and the data were correlated with the initial rate and maximum amount of diformazan produced by the same cell."
