A quick-reaction, mine permissible rescue vehicle (MERV) was developed for use by rescue teams. The MERV is a 6-wheeled, battery-powered unit with life support equipment and instrumentation; designed for a two-man team, with provisions for handling two victims or tools in a trailer. The vehicle is 100 inches long, 56 inches wide, and maximum height of 34 inches. It can be lowered down most mine shafts and has clearance to travel mine railways. The vehicle has power to all six wheels with power transmitted separately to either or both sets of wheels. Low-pressure, high-traction tires give the vehicle the ability to handle soft, muddy mine floors, flooded areas and significant obstacles, and can negotiate a 45% grade. Power and life support are sufficient for a 4-hour mission. The life support system is a commercially-available, approved unit currently used by MESA rescue personnel. A payout wire system provides communication between the vehicle and home base over a distance of 10,000 feet. On-board monitoring of carbon monoxide, methane and oxygen is provided, with master and individual alarms to warn of gas concentrations outside pre-set limits. A lightweight, water-tight trailer was developed for carrying victims or hauling tools and equipment.

This report, sponsored by the U.S. Bureau of Mines, presents the results of an examination of available safety assessment methods and their applicability to the mining industry. Standard safety analysis procedures were evaluated for relevance to the mining industry and mine operators' needs. The major safety concerns and needs of mine operators were identified through telephone contacts and a visit to a mine site. Safety assessment methods recommended for use by the mining Industry were also Investigated for potential adaptability to a user-interactive computer system. Several methods were determined to be immediately transferrable to the mining industry; these techniques are described in a user's handbook produced as part of this project. The handbook gives detailed instructions on appropriate application and utilization of these methods. Other techniques will require further development before they can be effectively transferred to the mining industry. These methods, their advantages, disadvantages and resource requirements are described in the final project report. Recommended system safety analysis techniques facilitate an evaluation of total mine system safety and a determination of safety-related interactions among systems within a mine. The application of these methods to the mining industry could result in reductions in both the frequency and the consequences of mine accidents.

The results of a comprehensive investigation of conveyance arrestment devices (safety catches) in United States coal mines are presented. Availability and use, performance, inspection, maintenance, testing, procedures, and regulatory requirements were investigated. Information was obtained from equipment manufacturers, mine operators, and regulatory-agency personnel, as well as from studies of domestic and foreign mining safety regulations. Traditional mine hoists and commercial elevators for mine use were investigated. Results of this and an earlier study of wire-rope practice in United States coal mines show a continued need for conveyance arrestment devices. A wide variety of these devices are in use. Only two types have been proved reliable for stopping a conveyance without injuring passengers or equipment. These are elevator overspeed-actuated wedge-clamp (Type B) safeties and broken-rope-actuated devices for wooden guides using a single-tooth-dog design developed in Ontario as a braking element. Elevators are widely used in U. S. coal mines. When maintained according to American National Standards Institute (ANSI) Specifications A17. I and A17. 2, they appear to present no major arrestment problems. Of 42 coal-mine hoists used for man transport that were inspected, 30 are in vertical and 12 in inclined shafts. Twenty-four vertical shafts use wood guides; 6 use steel. The 12 inclined-shaft systems use flanged-wheel T-rail guidance. Two wood-guided vertical-shaft systems use the single-tooth Ontario-type dog; the other 22 use multi-toothed wedges, cams, or dogs that have been proved highly unreliable. The arrestment devices in the six steel-guided vertical-shaft systems and in six of the inclined-shaft systems cannot be evaluated because performance data are lacking. The remaining six inclined-shaft systems have no arrestment devices at all. Of the 36 hoists with arrestment devices, the devices of 16 are never tested, the devices of 10 are actuated periodically with the conveyance at rest, and the devices of the other 10 are actuated periodically with a slow-moving conveyance. Although high speed is as probable as low speed in an emergency and would provide the best test of arrestment capability, no tests are performed in the United States which demonstrate the ability of an arrestment device to stop a loaded conveyance from high speed. Mine operators indicate little confidence in their conveyance arrestment devices, and manufacturers recognize a need to improve their products. Neither state nor Federal regulations provide a guide to this improvement. Mine operators, manufacturers, and state and Federal regulatory agency personnel would welcome specific guidance. In view of this, a set of application, design, actuation, stopping-performance, and testing and inspection criteria is presented as a guide to eliminating the inadequacies of these devices. Recommendations are included for improving hoist controls and machinery directly affecting conveyance safety.

Multiple seam interactions are a major ground control hazard in many U.S. underground coal mines. The two most common types are: • Undermining, where stress concentrations caused by previous full extraction in an overlying seam is the primary concern, and; • Overmining, where previous full extraction in an underlying seam can result in stress concentrations and rock damage from subsidence. The National Institute for Occupational Safety and Health (NIOSH) has completed a major study aimed at helping to identify the location and likely severity of these interactions. In the course of field visits to mines throughout the U.S., more than 300 multiple seam case histories were assembled into the largest data base of multiple seam case histories ever collected. These data were analyzed with the multivariate statistical technique of logistic regression. The study also employed LaM2D to estimate the multiple seam stresses, ALPS and ARMPS to determine pillar stability factors, and the CMRR to measure roof quality. The study resulted in the development of a computer program, called Analysis of Multiple Seam Stability (AMSS), which can help mine planners to evaluate each potential interaction and take steps to reduce the risk of ground control failure. AMSS first evaluates pillar design by calculating the single seam Stability Factor (SFSS) using ALPS or ARMPS. It also automatically generates a LaM2D analysis that provides the additional multiple seam stress so that the final, multiple seam SFMS can be determined. The second part of the AMSS procedure builds upon the statistical findings that overmining is much more difficult than undermining, isolated remnant pillars cause more problems than gob-solid boundaries, and weaker roof significantly increases the risk of multiple seam interactions. AMSS quantifies these effects and predicts the outcome in terms of three levels of risk: GREEN (where a major multiple seam interaction is considered unlikely), YELLOW (where adding a pattern of cable bolts or other equivalent supplemental support could greatly reduce the probability of a major interaction.), or RED (a major interaction should be considered likely, and it may be desirable to avoid the area entirely).

RIGHT OF LIFE TENAN1' TO OPEN MINES. The common-law rule that a life tenant was not permitted to open or share in mines does not prevail in Michigan; but a life tenant by dower right is permitted to share in the royalties, as the strict common- law rule is not in harmony with the spirit of our institutions and the policy of our law and would often result in defeating the purposes of dower statutes. Poole v. Union Trust Co. (Michigan), 157 Northwestern 430, p. 432, March, 1916. SALE AND CONVEYANCE. PURCHASE OF ENTIRE ESTATE--FRAUD. A purchase of land where no exceptions or reservations of minerals were made and the land was bought as property, when nothing is excepted and no qualifications or reservations are embodied in the agreement, was presumptively and by common understanding a purchase of the property in its entirety; and the insertion in the deed of a reservation of mineral rights in violation of the contract of purchase and without the grantee's knowledge or consent was fraudulent. RESERVATION OF MINERALS--EXTENT AND EFFECL A reservation in a conveyance of land excepting and reserving to the grantor all coals and mines beneath the surface with the sole right and privilege to remove the same, is not as broad as the grant itself. A contract for the purchase of a mine recited that a deed had been executed by the owner and placed in escrow to so remain until the sum of $30,000 should be paid. The contract provided that $1,200 of the purchase price was to be paid in cash, $800 in 60 days, and the remainder out of 20 per cent of the gross output of the mine, such per cent to be paid in five years unless the vein and value of ore should not continue in depth, in which event the purchaser was to have two years longer to complete the payment of the purchase price. The contract contained other covenants to the effect that the purchasing corporation would fit up a certain specified mill and would continue development work at such rate as to keep the mill in operation if ores sufficiently valuable should be found and in the absence of unavoidable accident. The contract also provided 1/ that abandonment of work for a period of six months at anyone time, except as above, on said property," should operate as a forfeiture of the purchaser's right. In an action by the vendor to quiet the title to the land and to have the contract declared void, the court found that the purchaser failed to perform the work on the property and failed to place thereon the improvements as required by the contract and permitted debts to accumulate against the property, taxes to be levied thereon, and that for more than a year the purchaser had not done any work or labor of any sort upon the mine or premises, and that the contract contemplated development work from the time the purchaser took possession of the property, or at least promptly thereafter, and the fact that no machinery was in place for a year or more after the execution of the contract was a breach of the covenant of continued development, and that the clause in the contract" except as above" does not contemplate a delay in the development resulting from a failure to install machinery, but it means that unless prevented by unavoidable accidents the purchaser shouLdhave no valid excuses for neglecting the work for a period of six months or more.

Drilling for roof bolting has created a new dust problem for the coal-mining industry. Drilling is inherently dusty, and control of dust produced by drilling vertical or nearly vertical holes is much more difficult than control of that produced by drilling flat or down holes.4/ Also, the dust produced by roof drilling differs in composition from that produced by drill-fur, or cutting the coal face because it contains a significantly greater amount of free silica and therefore presents a greater potential hazard of silicosis. Roof bolting has been practiced successfully in the mines of the St. Joseph Lead Co. in southeastern Missouri for over 20 years, but it was not until 1947 and 1948 that large-scale roof-bolting experiments were conducted in coal mines.5/ Although the need for dust control in conjunction with roof drilling was recognized from the beginning, the development and acceptance of roof bolting progressed so rapidly during 1949 and 1950 that solution of the dust problem lagged behind other engineering phases of the technique.

A series of 15, stations beginning with Potsdam and Budapest and ending with Budapest and Potsdam were occupied inn the period August, 1908, to January, 1909. The intermediate stations were all at points which had been connected by Baron Eötvös with torsion-balance traverses. The observations were made with an invariable pendulum of the standard four-pendulum type of instrument of the Geodetic Institute, made by Stückrath at Berlin-Friedenau. The observations at each of the field stations lasted-one to three days with one exception; two or three time determinations were made; four to eight series of pendulum observations were made; the error of determination of the elevation of the instrument above mean sea level ranged from 0.30 meter to 1.10 meters, with the exception of the Arad and Baja stations, where the elevation was known more accurately and averaged about ± 0.8 m, which would cause an error of ± 0.25 x 10-3 dynes. No topographic correction was applied. The values for ?g were taken from Eötvös: Report on Geodetic Observations in Hungary, especially Observations with the Torsion Balance, Budapest, 1910. The differences in ?g as determined, by the torsion balance and by the unvariable pendulum were: Kuvin-Hidegkut 1.2 km. 0.001, Livada-Kuvin 9 km. 0.001, Pankota-Livada 13 km. 0.004, Kuvin-Arad 20 km. 0.000, Pankota-Arad via Kuvin 42 42 km.0.005, Pankota- Arad via Kurtics 50 km.0.000 dynes. Oltay concludes that if the stations are close enough together and if the terrane is rather flat, the measurement of ?g with the Eötvös torsion balance is as accurate as with the invariable pendulum. -- Donald C. In 1948 the United States became a net importer of oil. Coupled with an unprecedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by a herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 460,000 barrels daily of petroleum and products. The country’s oil position now differs greatly from that prevailing at the beginning of World War II. Then, actual oil production averaged about 4 million barrels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but produced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation’s petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil – coal, oil shale, and agricultural and forestry products. Since World War II, a civilian demand for 6 million barrels of petroleum products has become the order of the day. By drilling as many as 39,000 new wells a year, the production rate has increased enough to meet domestic requirements by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects – one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the overall daily output. However, 48 percent of the oil comes from only 111 major fields which contain 60 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields – having proved reserves of 100 million barrels or more each – must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly, or perhaps more rapidly, than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each were discovered and proved – an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year’s supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the number of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. THE information obtained by examining and analyzing the core drillings from 15 diamond-drill holes shows that with the proper equipment little difficulty should be experienced while sinking the shafts at the 15 selected sites. Although a number of holes penetrated formations containing a high percentage of silica,, the health hazard from dust can be removed by using proper dust-control equipment. Methane was detected in small amounts in only one (hole 5) of the boreholes. The methane hazard should present no difficulty if adequate ventilation is employed while sinking the shafts.

This volume describes the use of the Penn State Mine Ventilation Simulator (PSU/MVS) to model existing mine ventilation systems and, in addition, to evaluate the effect of system modifications. Ventilation survey methods designed to insure computer input data of sufficient accuracy for simulation purposes are covered in comprehensive detail, including quantity and pressure measurement and fan performance testing. The development of input data from ventilation survey results is discussed and illustrated by the use of an actual field survey. Two programs, written in FORTRAN IV with WATFIV, are presented to calculate airway head losses from altimeter pressure measurements. An existing coal mine ventilation system is analyzed and modifications to the system are simulated and evaluated. In addition the application of the PSU/MVS to non-coal mines is briefly discussed. An extensive bibliography on ventilation surveying and simulation is included.

Up to 1914 almost all of the world's supply of potash came from Germany and Alsace. With the cessation of shipments from Germany during the World War the importance of a domestic suppler was evident. During the past 15 years the United States has been working toward the establishment of a domestic potash industry which would end foreign dominance in this commodity. The Federal government has taken an active part in this program. As its share in the work, the Bureau of Lines has ascertained the potash resources in certain district's through core drilling and has engaged in a comprehensive program of research on the extraction of potash from its various minerals. Until the passage of the Winter bill (H. R. 496) by Congress in 1928 the Bureau of Mines had not been able to give any consideration to the western ores, wyomingite (leucite) and alunite. With the massage of this bill, however, the ray was opened for the extension of the potash studies to cover these materials.

From September 1978 to December 1983, ESD Corporation (formerly a Division of FMC Corporation) undertook the development and testing of a bidirectional auger under contract with the U.S. Department of Energy. Underground testing began in August 1981 at Peabody Coal Company's Marissa Mine near Marissa, Illinois. The auger was developed to increase mine production and coal recovery without increasing land subsidence. It bored 4-foot-diameter by 10-foot-deep holes into pillars on 7-foot centers (each hole recovering 5 tons). All operating during this test was performed by maintenance personnel with the goal of finding ways to increase the machine potential. The maximum excavation rate achieved was 1.4 tons per minute. It was concluded that the concept of drilling short holes to extract coal from underground pillars without surface subsidence was practicable with a wheel mounted auger, but that more power was desirable for this mine, and that the hydraulically driven augering system that provided experimental versatility was not sufficiently reliable for production use.

Previous reports related largely to publications by Bureau authors during the reporting period. This one discusses the publications issued during 1955 and in addition describes briefly the work in progress during the year. Further details on the published work may be found by referring to the publications cited in the footnotes. The Bureau continues to direct its research and technologic work on coal toward safer and more efficient mining, improved preparation, and more effective utilization, with the ultimate twin goals of promoting conservation and insuring that coal will make its maximum contribution to the Nation's industrial capacity. Significant advances toward these goals were made in 1955.

In 1965 Africa maintained its position as a region of the world essential to advanced non-Communist nations for supply of vital metals and minerals. The position stemmed from the fact that Africa produced in large quantity a number of key minerals of which either or both resources and production capacity elsewhere did not approach the needs of the free world. The Republic of South Africa alone contributed more than three quarters of the gold mined in the entire non-Communist world besides an estimated 60 percent of metals of the platinum group and the entire new supply of amosite asbestos, and Africa as a whole was nearly the non-Communist world's only source of gem and industrial diamond. Africa also accounted for 83 percent of non-Communist world cobalt production. Besides these massive contributions, Africa in 1965 provided 50 percent or more of the new supply from non-Communist countries of the following mineral commodities: Lithium minerals, corundum, manganese ore: and chromite, and over 20 percent of new supply from non-Communist countries of columbium-tantalum concentrates, antimony, beryl, vanadium, phosphate rock, and copper. Africa also accounted for 18 percent of the non-Communist world's output of uranium, 14 percent of its tin, 11 percent of its lead, 9 percent of its zinc, and 8.9 percent of its crude oil output. With respect to chromite, at yearend Africa's reserves of the mineral were far larger than those of all other non-Communist regions combined. This probably also held true for manganese ore. In the case of crude oil, the fact that Africa's share of non-Communist world output was 1.6 percentage points greater than in 1964 was significant, particularly inasmuch as the output rate was continuing to increase at yearend.

A survey of pillar conditions was carried out at 21 operating limestone mines that use the room-and-pillar method. The surveyed pillars were all located in rock that was classified as “Good” to “Very Good” using the RMR rock mass classification system. The average pillar width was 14.5m and the width to height ratio varied between 0.53 and 3.52. Pillar conditions were rated using a visual rating system that accounts for the effect of geological structures as well as stress related fracturing. Nine cases of pillar instability were recorded. Pillar instabilities were typically limited to individual pillars or small groups of pillars within an otherwise stable layout. Local geological structures such as inclined discontinuities or weak bedding planes contributed to instability in seven of nine cases that were observed. Elevated pillar stresses contributed to instability in the two remaining cases. All the unstable pillars observed had width-to-height ratios of less than 1.5. It is concluded that pillar instability is most likely to be caused by unfavorable geological structures in pillars with width to height ratios of less than 1.5. Stress related instability such as rib spalling becomes more prevalent when the average pillar stress approaches approximately 20 MPa.

"INTRODUCTION This report gives preliminary results of field and laboratory investigations made at the request of the War Production Board relative to causes that have occurred during the last 8 months in acetylene-generat72,r plants in shipyards on the Pacific coast.Six acetylene-generator explosions have occurred in four shipyards. These explosions killed five operators, injured six others, and extensive damage to the plants involved and curtailmnent of vital defense Although the occurrence of acetyiene-generator explosions in other section of the United States is not known, it appears, at least, that if such have occurred, they have caused only minor damage and no loss of lives.The use of acetylene in shipyards on the west coast has expanded tremendously during the past 2 years. These shipbuilding, companies erected aletylene-generatcr equipment, which was soon found to be entirely inadequate to meet the needs of their expanding acetylene requirements for welding, cutting, shrinking, and other purposes, and instances found it necessary to operate their equipment at rates greater than deemed consistent with safe operating practice."
