Increased coal production, wider use of indiscriminate mining techniques, improved cleaning methods, and greater emphasis on clean fuels is increasing the rate at which wastes accumulate Over the next several years, Colorado Plateau underground coal production is predicted to increase. Currently, mine refuse is deposited in canyons or lowland areas near mines. This study presents information on the nature of coal refuse and disposal practices on the Colorado Plateau. Samples were collected and analyzed to provide information to help formulate alternative methods for reclaiming refuse piles. The analyses were based on determining the capability of unmodified refuse to provide a suitable medium for plant growth. Local topsoils which would be used in reclamation were used as standards. Potential environmental hazards were assessed also. A general cost analysis was done for both surface and underground disposal and the advantages and disadvantages of each were assessed. Several problems were identified which, if solved, would increase the effectiveness of state regulatory programs.

Following is a resume of activities of the Division of Coal-Mine Inspection that have had a favorable effect on health, safety, and the reduction o1 injuries at coal mines: 1. The Federal Mine Safety Code for Bituminous Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines July 24, 1946, after consultation with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors while inspecting bituminous coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior October 8, 1953, after further consultations with representatives of management and mine workers and was incorporated by reference in the 1952 and subsequent bituminous coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bitumi¬nous coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. Federal coal-mine inspectors also had temporary authority to close mines found to be imminently dangerous, but such authority (under Executive Order 9728) was removed June 30, 1947, when Government control of the mines was terminated.

[Utilization of small stone is recognized as one of the important problems of the lime industry. The term ?small stone' is used to designate material that is too small for calcination in tie shaft kilo. The maximum dimension A such stone rosy be placed at four inches. The brittle nature of limestone makes it impossible to quarry the stone and crush, it to size suitable for the shaft kilns without producing an excess of undesirable fines. Elimination of fines by changes in quarrying or crushing practices cannot lee expected. On the contrary, the adoption of more modern methods of quarrying in recent years has increased the proportion of small material. The tendency is to blast the roan with large charges of explosives and crush it with mechanical crushers, which produces more fines than the older methods of careful blasting with small char yes and sledging the rock by hand.. We increasing use of underground mining of limestone has also increased the production of small stone, as blasting in the confined space of an underground stope shatters the rocs more completely than quarrying in the open. The use of the very friable limestones, such as the limestone of Florida for the manufacture of lime adds a new factor to the calcination of small stone. This three volume final report summarizes the activities and conclusions of this contract. The objective of the contract was to develop noise control modifications on a retrofit basis, for auger miner coal-cutting systems. Manuals were prepared to assist mine shop personnel in retrofitting the auger miner with these noise controls. Final Report Volume I - Details all vibration and acoustical tests conducted in develop¬ment of the noise controls. Final Report Volume II - Noise Control Modification Manual for the Jeffrey 100-L Auger Miner describes the various noise control modifications to the auger miner, along with fabrication procedures, cost and vendor information. Final Report Volume III - Noise Control Modification Manual for the Jeffrey 94-L Bridge Conveyor describes the various noise control modifications to the bridge conveyor, along with fabrication procedures, cost and vendor information.

The Department of the Interior has recently investigated the atmospheric conditions in tunnels of the Union Pacific Railroad in Utah and Wyoming , by observations made from the cabs of freight locomotives . This work was conducted by the Bureau of Mines at the request of , and in cooperation with , the Union Pacific Railroad Co .. and was brought about by several accidents to members of engine crews while passing through tunnels , from pollution of the tunnel air by exhaust gases from freight locomotives . The object was to determine the cause of gassing accidents , by examining into composition of the air in locomotive cabs while passing through railroad turmels ; to learn the effect of these conditions on the engine crew; and to provide a means of protection for the men so exposed . Gas samples and temperature readings taken in the cabs of locomotives were used in studying the atmospheric conditions to which the locomotive crews were exposed . The symptoms and the physiologica effects produced in men exposed to the atmospheres encountered were studied . The pulse rates and body temperatures were taken , and the determinations of the carbon monoxide content of the blood were made . Various methods for the prevention of gassing and for the protection of men therefrom were considered and tested , among which were the use of mechanical devices for deflecting the smoke away from the engine cab, and the use of various types of gas masks and breathing apparatus . While this investigation is a part of the safety work of the Bureau of Mines in connection with hazards from atmospheres containing carbon monoxide ( CO ) , the results are of particular value to railroads operating steam locomotives through tunnels , and are also valuable to other industries where atmospheres having poisonous gases or of a high temperature and humidity may be present . Since the discovery in 1935 by Adams and Holmes that certain synthetic resins exhibit ion-exchange properties, many applications of the ion-exchange process have been made. There are two general types of ion-exchange resins. Cation exchange resins adsorb cations from solution, and these in turn may be replaced by other cations adsorbed under certain conditions. 'Anion exchange resins adsorb acids from solution, and the anion of the acid may then be replaced by other anions. It is reported, however, that certain anion exchange resins have a low capacity for anions of weak acids without the necessity of acid adsorption either directly or as an intermediate step. The adsorbed ions may then be removed from the resins by elution with an appropriate solution, and the resin is prepared for the next adsorption cycle by regeneration with another solution. Sometimes one solution, is used to simultaneously perform the functions of elution and regeneration. The first and probably the largest application is in the field of water purification. Other applications have been made in the production of high-quality foods for human consumption, in the recovery of valuable substances from solutions, in the separation or fractionation of electrolytes, and in several other fields, each of which has its specific applications, variations, and possibilities. Ion exchange resins also have been highly useful in perfecting techniques of laboratory analysis and research.4/, 5/, 6/

A significantly different method of evaluating mine ground system safety is investigated. The method measures touch and step potentials around ground beds and grounded equipment resulting from a series of extremely small simulated faults. The values are then scaled for a full-scale fault. The method should be particularly useful for large ground beds and under conditions where the ground bed cannot be isolated from the rest of the ground system in order to make traditional ground bed resistance measurements. Instrumentation for making the alternative measurements is evaluated under rigorous field conditions. A step-by-step procedure is proposed for evaluating a surface mine ground system. This procedure was subject to several field tests at eastern metal/non-metal mines. The final evaluation procedure is written as a stand-alone document for use by MSHA inspectors and mine operating personnel, and is included as an appendix to the report. The authors conclude that the procedure is effective in evaluating ground system safety and recommend that it be further evaluated in the field.

This report summarizes work performed under USBM Contract No. J0100047 revealing the performance characteristics of a composite-type resilient screen deck. The ability of the composite to perform or compete with steel in noise attenuation and longevity was of interest. Tests were conducted at the River King Preparation Plant of Peabody Coal Company. This facility was chosen because it provided parallel process flow and met standard coal cleaning requirements. Comparisons could be made between the adjacent resilient and steel screen decks under similar operating conditions. Noise reductions of 1-6 dBA were realized in the near field. Although the test period did not determine resilient screen life, indications are favorable for their longevity.

The Canyon Diggings zinc-lead deposit is in an area of structural deformation of sedimentary rooks in Newton County, Mo., 14 miles southeast of Joplin, within the southern limits of the Tri-State district. Mining and milling on the several tracts covering the area had been carried on sporadically since 1900, and incomplete records show a production of 1,341 tonsof zinc and lead concentrates. On the northern part of the deposit the predominant metal is which occurs as galena, cerrusite, and pyromorphite in broken chert near the surface. On the southern part, lead is subordinate to zinc, which occurs mainly as carbonate and silicate minerals in brecciated chert to a maximum depth of about 150 feet. Analyses of samples from Bureau of Mines drilling indicate that approximately 77 percent of the zinc and 50 percent of trio lead i8 in nonsulfide minerals resulting from the oxidation of sphalerite and galena. Between August 12, 1948, and October 5, 1949, the Bureau of Mines investigated the deposit by churn drilling and sampling 85 holes aggregating 10,571 feet of bore and sampling two mill-tailings dumps and three mine dumps. Factual data on the investigation and the logs of Bureau of Mines drill holes are presented in this report.

The primary objective of this study is to "evaluate the influences of different equipment systems on prime farmland subsoil compaction due to surface mining in the Midwest." The study is centered on four mine sites each utilizing a different combination of equipment for soil removal and replacement. Subsoil compaction is the primary focus of this research effort. Primarily owing to physical location, it is difficult to alleviate the increased compaction directly below the topsoil in reclaimed soils. Different equipment combinations cause varied effects when soils are replaced during surface mining activities. By collecting field data within a statistical framework, the effects of different equipment combinations on subsoil compaction can be evaluated and conclusions drawn. This research effort evaluates a comparison of natural and replaced soils by moist bulk density data. This comparison centers on changes in bulk density and texture to a depth of 48 inches. For each study site a complete case study is provided for use in data correlation and interpretation. Basis for this research effort centers on four (4) major experiment designs: o Comparison of soil bulk density values for three distinct equipment systems evaluated on the same general soil types (i.e. scrapers, bucket-wheel excavators and end-dump haulback); o Evaluation of the effects of soil replacement in repeated lifts using scrapers; o Presentation of bulk density values representing soil compaction for four (4) equipment systems (i.e. bucket-wheel excavators, draglines, scrapers and end-dump haul back) on four separate mine sites in the midwest; o A prediction analysis model is developed for subsoil bulk density following reclamation based on equipment characteristics and a statistical evaluation of texture. The soil data base of information includes data from the 1982 Bureau of Mines study entitled, "Impact of Surface Mining on Soil Compaction in the Midwest" as well as data from this research project. The final report is synthesized through an analysis of field data, statistical analysis and literature review. The final report focuses on the interpretation of results for practical application by government and industry.

The results of investigations of the oil-shale resources of the United States were first published by the United States Geological Survey in 1915.1 Other reports 2 have followed. These reports, investigations by private individuals and corporations, and the beginning of the development of an oil-shale industry in this country have aroused considerable interest in the possibilities of these shales as a commercial source of hydrocarbon oils. The Bu- . reau of Mines bas appreciated these possibilities, and since 1916 one or more of its engineers have given all or part of their time to investigations relating to the treatment of oil shales. A short pamphlet a containing general information on the possibilities of oil shale in this country, particularly the shales of the Rocky Mountain district, has already been published. This pamphlet gives methods for assaying the shales of oil and ammonia and contains a bibliography for the use of those desiring to search the literature.

A general description of investigative work conducted by the Bureau of Mines at the, Missouri Valley. manganese deposits and leading to tonnage and grade estimates has been given in Report of Investigations 4375, part 1 of a three-part report of work done between July 1945 and August 1947. Basic factual information from which tonnage and grade estimates were drawn was derived through the drilling sampling of 238 large-diameter bucket-drill holes in 11 widely separated areas. Drilling areas were selected after careful reconnaissance, mapping, and consideration of earlier work done on the deposits by the Bureau of Mines, State agencies, and private organizations and individuals. Stratigraphic studies permitted extending the results compiled within the drilling; areas to outcrop and lightly covered manganiferous zones between an beyond drilling areas. The locations of drilling areas, drilling sections, and individual drill hues are shown on illustrations in part 1 f this report. The individual drill holes, aside from providing the basic information for tonnage and grade estimates, disclosed features affecting any future plan As exploitation. It in particularly significant that a large part of the visible outcrops is faulted end otherwise complicated by slides that give a false impression of the thickness, vertical location, and even the existence of manganese-bearing zones.

An economic evaluation was made of the Bureau of Mines incinerator residue separation process to update the one published in 1971 to a mid-1.974 cost basis. This evaluation includes a modification of the glass-recovery operation used In the original plant design as well as a unit to bale the ferrous scrap product before shipment. Products from the plant are ferrous metal, aluminum and copper-zinc scrap, and a mixed-color glass cullet. The Bureau of Mines two-stage coal-pyrite flotation process was modified to provide a more concentrated final clean coal slurry underflow which could be dewatered economically by filtration or centrifugation. This was accomplished by doing the first-stage coal flotation step in the conventional manner with a slurry of about 8 percent solids, but running the second-stage pyrite Flotation step with undiluted coal froth concentrate containing about 25 percent solids. The final clean coal underflow produced by the new technique contained between 26 and 30 percent solids; this pulp was sufficiently concentrated to be filtered industrially without further thickening. "The rate of progress in the last three years in the development of differential flotation has been rapid beyond the realization of most people. Differential flotation is no longer a ""delicate"" and unreliable process, but is now in wide use. Its ""safety"" is due to the wide use of chemicals which either depress or enhance floatability by definite modification of surfaces.The extent of the development and reliability of differential flotation methods any be emphasized by pointing out that there are now several customall-flotation"" plants in this country treating complex lead-zinc-iron ores from widely separated mines. While these ores differ in chemical composition and apparently in physical nature, the various ores treated in such a plant are passed through the same crushing and grinding equipment and through the same flotation machines and flow sheet with only slight changes, if any, in quantity and kind of chemicals and oils added.Some of the development in differential flotation is due to intelligent research on the part of well-trained chemists and metallurgists; much of It must be attributed to empirical testing.Much of the success in differential flotation is due to more care being given to constant conditions with regard to such factors as (1) fineness of grinding, (2) density of pulp entering flotation machines, (3) quantity and constancy of oils and chemicals added to the pulp, and (4) place of addition of reagents, and time of ""conditioning"" treatment of pulp with reagents."

This report summarizes all work performed under U.S. Bureau of Mines Contract J0377014, "Development and Evaluation of Noise Control Techniques for Taconite Processing Equipment." Three areas of taconite processing equipment, grinding mills, fine screens, and crusher screens have been investigated. Extensive noise and vibration measurements have been made on grinding mills in which the process parameters that affect mill noise have been identified, and the level of shell impact noise around the mill defined. A multiplexing telemetry system was used to obtain shell vibration measurements from a rotating mill. Mill noise control methods were investigated and a partial mill barrier was built and tested on a semi-autogeneous mill. A noise reduction of approximately 3 to 6 dBA was achieved on the falling side of the mill. The use of rubber mill liners on autogenous mills has been evaluated. The noise sources on fine screens have been quantified, and noise control treatments developed. Noise reductions of 11 to 13 dBA were achieved at positions around the fine screen and some in-service testing has been done. Noise measurents of crusher screens were obtained and noise control through resilient screen decks appears to hold the most promise. Additional benefits might be lower life-cycle cost, since the service life of resilient decks is claimed to be longer than steel.

The primary purpose of the Bergius (hydrogenation of coal) and Fischer-Tropsch (hydrogenation of carbon monoxide) processes is the production of synthetic liquid fuels. This objective is of importance in insuring an adequate supply of motor fuels and lubricating oils in the United States. In the urgency of the basic research and process development work on synthetic liquid fuels, the possibilities for the production of synthetic chemicals inherent in these processes have hitherto received little attention in this country. However, the by-products, as well as the primary products, from the Bergius and Fischer-Tropsch processes are rich source materials for organic chemicals. The overhead oil from liquid-phase hydrogenation of coal, for example, contains benzene, toluene, xylene, cyclohexane, methylcyclohexane, aromatic solvents, about 20 percent tar acids (largely phenol, cresols, and xylenols), and 3 percent nitrogen bases. Wax, alcohols, and acids are by--products of the Fischer-Tropsch synthesis. In addition, techniques have been developed which make possible the production of aliphatic hydrocarbons, alcohols, acids, aldehydes, and other oxygenated organic compounds. These chemicals are more valuable on a unit basis than gasoline. Because of continued rapid expansion of the plastic, resin, lacquer, and solvent industries, larger amounts of many of these chemicals will be needed in the near future.

Research workers From the Bureau of Mines and industry met with other government and industry representatives in Pittsburgh, Pa., on January 22, 1975, to discuss the results of research under the Bureau of Mines Noise Control Program. The program, aimed at reducing noise in mines, is functionally divided into three major areas: Instrumentation, personal protection, and noise abatement. This proceedings contains the opening remarks to the seminar and seven technical presentations based on various aspects of noise abatement and control.
