This paper evaluates current environmental protection legislation, guidelines and criteria, focusing mainly on the land and water disposal of mill tailings. Effluent criteria and regulatory mechanisms are proposed, and submarine tailing disposal is discussed at length. The importance of basing regulations on the best available rationale is stressed.

During the hydrometallurgical processing of the major base metals Cu, Zn, Ni and Co, the presence of iron is normally a serious complication, and iron separation from the pay metals usually constitutes one of the main challenges for the metallurgist. There are many instances, however, where the presence of iron is beneficial, or is even required. Two cases are presented where iron is required during the processing of base metals. The first example deals with the use of ferric sulphate to oxidize sulphides, more particularly copper and zinc sulphides, under atmospheric conditions. The results presented confirm that ferric ion leaching is efficient, particularly when the oxidant is regenerated during the process. The second case is the use of iron to solubilise refractory cobalt oxide minerals; examples, including pilot plant results, are presented for various ores from Africa and Central America. In both cases, this paper reviews the basic concepts involved and provides details of their application.

"IntroductionIN THE COURSE of. a spectrographic investigation of the platinum metal .content of various minerals in sulphide ores, the use of • fire-assay beads dissolved in gold-amalgam ( 1) was found suitable for the quantitative determination of palladium and platinum. Later work on platinum and bismuth-rich beads showed however, that these could not always be readily mixed uniformly in the amalgam. Accordingly another technique was sought which would allow the simultaneous determination of gold, silver, palladium, platinum, rhodium, and bismuth, the last .a common contaminant in fire-assay beads. The method evolved, which consists of dissolving fire-assay •beads in .lead, resembles in several respects the method of Scobie (2) in which silver was used. It has equally good sensitivity arid reproducibility, and allows the determination of silver as well as the other metals mentioned. The 'mutua1 standard' method of calculation (3a) is used to determine actual quantities present. This method has been applied to sulphide and arsenide minerals and •ores• of nickeliferous and non-nickelferous deposits• of both pre-and post Cambrian age, and, following a suggestion by Dr. G. S. Hume and the late Dr. H. V. Ellsworth, Geological Survey of Canada, has also been used for a peculiarly rich platiniferous uranium oxide ore from the Nicholson property, Lake Athakaska, Sask. More recently, the method has been .tested for the determination also of iridium and ruthenium and results indicate it may be applied, as• well to osmium."

It is the purpose of this paper to examine a number of the recent developments in powder metallurgy, being most concerned with those which are yet to prove themselves rather than those which have achieved commercial maturity. Such developments include the production of very much coarser and very much finer powders, down to the near-micron size range. Also considered are activated sintering, direct powder rolling and extrusion (both hot and cold), brazing and welding, hydrides of reactive metals, oxide dispersion strengthened alloys and theoretical evaluations. Introduction T HERE surely can't be very much argument with the fact that powder metallurgy has made large advances on many fronts during the past ten or more years (1). These advances have taken place in raw materials, in processing, in product development and in a better understanding of many of the phenomena which occur in the various steps involved in powder metallurgy. PART of the plan of re-allocation evolved by the engineers of the Dominion Steel and Coal Corporation in 1932 to retard the rapid advance of the submarine workings seawards was the opening of Dominion No. 20 Colliery, in the Harbour seam, by a pair of cross-measure tunnels from the workings of an older mine working the Phelan seam, which lies 430 feet below the Harbour seam. The tunnels, 8 ft. by 13 ft. in size, were started away from the old workings of Dominion No. 2 at a point 1.5 miles beyond the shore line and were driven on a rising grade of 1 per cent for a distance of 5,335 feet, tapping the Harbour seam at a point 2 ¼ miles off-shore. For transportation and ventilation, shafts and roadways already existing in the Phelan seam were made use of during the stages of development and up to the present time. One of the two tunnels served as a main haulage road and an intake airway, and the other as a return airway and travelling road. However, as the workings of this new colliery expanded, the need for additional airways arose as was anticipated when the plans for the development were formulated. To meet this need, work was started on October 1st, 1942, to establish a new opening between Nos. 2 and 20 Collieries in the form of a vertical shaft to provide a passageway for the ventilating air current of some 250,000 cubic feet per minute on its return to the upcast shafts in No. 2 Colliery, thus making both tunnels available for intake airways. In the interest of safety, speed, and economy, the shaft was raised from the Phelan to the Harbour seam. It is 20 ft. by 12 ft. in size and, with the exception of three timbered compartments across the narrow end, is untimbered. One of the three timbered compartments housed the ventilating tubing and pipe lines, the centre one served as a cage-way for hoisting men and material during the operation of raising, and the third one contained a ladder way. The rest of the shaft was filled with debris during the period of shaft raising.

"Sherritt Gordon Mines Limited utilizes pressure hydro-metallurgical techniques to recover nickel, copper and cobalt from su1phidic concentrates, mattes and various other metal-bearing materials.A brief description of the nickel refinery operation is given. In the nickel refinery process, an ammonia pressure leach is employed to treat the feed materials to dissolve the non-ferrous metals as their respective ammine complexes. The resulting leach solution goes through a series of steps which removes copper as copper sulphide and further purifies the solution prior to nickel precipitation by hydrogen reduction. The reduction end solution, containing the cobalt which was originally present in the leach solution as well as residual nickel, is treated with hydrogen sulphide. The resulting nickel-cobalt sulphide precipitate feeds the soluble cobaltic ammine process, which separates the nickel and cobalt and recovers the cobalt as a pure powder.A detailed description of the cobalt recovery process is given. Included are the various steps, comprising: acid leaching of the mixed sulphides, solution purification, ammine complex formation and cobaltous oxidation, two-stage nickel precipitation, cobalt conversion and reduction. A brief description of cobalt powder handling is included, along with typical physical properties and chemical analyses of the cobalt product. In general, the purpose of this paper is to describe the present plant practices employed in the recovery of cobalt as a by-product of the nickel refinery operations."

In conjunction with the research study of the Coronation Mine recommended by the National Advisory Committee on Research in the Geo-logical Sciences and coordinated by the Geological Survey of Canada, Canadian Aero Service Limited per-formed a detailed, low-altitude air-borne survey over a block of ground encompassing the .Coronation Mine. The in-phase/out-of-phase air-borne electromagnetic data are com-pared with "horizontal-loop" ground data with reference to: size and nature of conductors detected; criteria in selection of targets for drilling. In-formation provided by Hudson Bay Mining and Smelting Company on their drilling of the numerous conductors in the area is employed in this comparison. The merits of combining a sensitive airborne magnetometer with an air-borne electromagnetic unit are discussed. The magnetic data are considered very important in assessing conductors as prospects for commercial sulphida deposits in this area of numerous electromagnetic anomalies. Introduction Any person concerned with the welfare of mining in British Columbia cannot help being perturbed by the fact that the industry, to an alarming extent, is living on its capital. The great majority of mines and mining camps of today represent a heritage handed down by the prospectors of yesterday. It is true that mining engineers, geologists, mineral dressers, metallurgists, and their fellow scientists and engineers have played an honourable, indeed a vital, part in he1ping to make our producing mines, often after costly and extensive underground development and extended researches. It is also true that the mineralization at the Sullivan, Britannia, and Copper Mountain mines was all discovered before the turn of the century. Likewise the Cariboo, Bridge River, Hedley, Ymir, Rossland, Boundary, Slocan, Salmo, and Portland Canal mining areas, although they had not all been developed, were all known more than fifty years ago. Furthermore, every one of these camps owed its discovery and eventual exploitation to the fact that encouraging ' mineralization occurred at the surface. Where would the mining industry of British Columbia be today had those precious outcrops been buried beneath twenty to forty feet of glacial drift or other overburden? Anybody familiar with the geology and geography of British Columbia will probably agree that finding new mining camps is going to be an increasingly difficult and costly business: disappointments there will be in abundance. Nevertheless, most persons will probably also agree that other valuable mines and even mining camps await discovery by those who will prove resourceful and lucky enough to unearth them. It has become increasingly obvious to the authors of this paper that any new too1s which can aid either prospectors or engineers in their search for new orebodies should be welcome. This paper outlines our efforts to develop biogeochemistry and related techniques to the point where they may be considered as useful tools in the search for hidden mineralization.

The Chibougamau area is the eastern segment of the MatagamiChibougamau greenstone belt. The Archean rocks of the area consist of two mafic-to-felsic volcanic cycles ( Roy Group) overlain by a sedimentary-volcanic sequence (Opemisca Group). The Roy Group volcanics are intruded by many coeval and comagmatic differentiated gab bro sills. The Supracrustal rocks of the Roy Group and Opemisca Group have been folded about north-south axes, refolded isoclinally about east-trending axes and metamorphosed to the greenschist facies. The same lithologies have been identified east of the Grenville Front at amphibolite grade. The first volcanic cycle consists of 3000 metres of porphyritic pillowed basalts and comagmatic gabbro sills (0batogamau Formation) overlain by a thin sequence of felsic pyroclastics, porphyritic dacites, and iron formation (Waconichi Formation). The Dore Lake Complex is a sill-like layered complex intruded in the upper part of the Waconichi Formation. The second cycle consists of 3600 metres of pillowed basalts and gabbro sills (Gilman Formation) overlain by a volcanosedimentary assemblage less than 1000 metres thick (Blondeau Formation). The Cummings Complex consists of the Roberge sill (dunite and peridotite) at the base, the Ventures sill (gabbro) and the Bourbeau sill (leucogabbro and quartz ferrodiorite) at the top. It is emplaced within the Blondeau Formation. The Opemisca Group sediments and minor porphyritic K-rich andesites (Stella, Hauy, and Chebistuan Formations) form narrow belts preserved in the synclines of the area. The Proterozoic rocks of the Chibougamau area consist of conglomerates, arkoses, and argillites with dropstones of the Chibougamau Formation. North of Chibougamau, the Mistassini Basin forms an elongate northeast-trending basin filled with sediments of the Mistassini Group. Conglomerates, sandstones, argillites, dolomites, stromatolitic dolomites, and iron formation are the principal sediments within the basin.

"In the development of a new product as well as during its introduction on the market, it is very important to give due consideration to problems involving patents, licenses and trade marks. At the very beginning of the research and development program, it is obviously essential to ascertain, through a suitable patent search, that the product in question will not infringe any patents which are still in force. Then, a possibility of achieving one's own patent or proprietary position on the product or the process of its manufacture should be carefully explored. Licensing arrangements that one may reach with respect to patents and know-how covering such new product may, in the final analysis, determine its over-all success or failure. If one can count on licensing revenues or some favourable cross-licensing arrangements with respect to a newly developed product, this may go a long way to achieving profitability and success. The selection of a good trade mark is probably one of the most important acts that one has to perform once the product is developed, as customers will identify the new product by such a trade mark. In many instances, successful marketing and widespread acceptance of a product are largely due to its appealing name or trade mark, accompanied by proper promotion and advertising. Once the trade mark has been adopted, it should be registered in the Trade Marks Office to provide the protection afforded by federal statute. If the product is to be manufactured, sold or licensed in some other countries, similar considerations should be made with regard to each such country."

"The rare earths industry started in Austria in 1887 by Carl Auer von Welsbach (1858-1929) Professor of Chemistry at the University of Vienna. The process was based on monazite sand transported from Brazil as shipping ballast free of charge. This made possible producing thorium, cerium, and other rare earths at a low cost, thus permitting the growth of the industry. However, once the Brazilian authorities realized the strategic importance of the sand, shipping was stopped. Brazil then started its own processing of the sand in 1949. The background for Auer’s work, the role of Robert Bunsen in Heidelberg, and the invention of the spectroscope will be presented. INTRODUCTIONHeidelberg on the Neckar (Figure 1) was the meeting place for chemistry students from all over Europe in the nineteenth century. Her university founded in 1386 had already a famous professor of chemistry and medecine in the Faculty of Medicine by the name Leopold Gmelin whose three - volume Handbuch der theoretischen Chemie appeared in 1817-1819, that became later a multi-volume monumental work. As successor to Gmelin came Robert Bunsen (Figure 2) in 1852 who made this university town the Mecca of chemistry students. One of his students, the English Henry Roscoe (1833-1915) who became later a distinguished professor in Manchester, described him as follows: ""As an investigator he was great, as a teacher he was greater, as a man and a friend he was greatest""."

Archaeological and ethnographic work during the last century has shown clearly that metals have played a small but important role in prehistoric Arctic cultures. For at least the past several millenia both iron and copper have been used in the North, primarily for blades, projectile points, knives, awls, engraving tools, fishhooks, scrapers and axes. In addition they were used for joining purposes as staples and rivets. It is of great interest to enquire into the origins of these metals. In this connection one begins with the observation that to date there has been no clear evidence for the smelting or melting of metals in the Arctic prior to the arrival of Europeans. This can be explained partly by the absence of traditional pyrotechnologies such as the high-temperature firing of ceramics and the heat treatment of bone and wood. Another factor which surely inhibited the development of smelting/ melting operations is the relative absence of wood in the region. The production of charcoal for smelting requires large quantities of wood, to the extent that the desertification of a number of areas in the Old World is believed by some to have been at least partly caused by charcoal production. In the North this was obviously not possible. Thus the Arctic peoples were restricted to using native (naturally occurring) metals and metals obtained by various direct and indirect forms of contact with areas of the world where smelting was practiced. Both of these sources were important in the case of iron; we know that meteoritic iron, telluric (native) iron and smelted wrought iron were all used in the Arctic. These three types of iron will be considered in tum.

Brass, a deliberate alloy of copper and zinc, has been known since before Roman times. There are two main methods of making brass: (1) Cementation or calamine process - crushed zinc ore (calamine, ZnC03 , or calcined calamine, ZnO), is mixed with charcoal and small pieces of metallic copper and heated to about 900°C in a closed crucible, (2) Alloying - metallic copper and zinc are melted together in a reverberatory furnace. According to most modern authorities (e.g. Smith and Forbes 1955), the calamine process was the only one used in western Europe prior to the 18th century. At that time, the alloying technique began to take over, because metallic zinc was successfully produced on a large scale for the first time. Previously, this had been a problem because zinc vapourizes at 906°C or about the same temperature at which it can be reduced from its ore. Thus, some means had to be devised to collect and condense the zinc vapour (Tylecote 1976). Metallic zinc was known, however, earlier than the 18th century A.O. Several early finds have been made, including a rolled sheet of metallic zinc found in excavations at the Athens Agora dating to the 3rd to 2nd century B. C. (Farnsworth et al. 1949). The Chinese were producing zinc by at least the 10th century A. D. and, by the 17th century, Chinese zinc ingots were being imported into Europe by the Dutch East India Company (Needham 1974). Metallic zinc is also mentioned in several European documentary sources from the 16th century (e.g. Paracelsus, Agricola). This study traces the changes in Western brass making methods from Classical to Renaissance times by examining documentary and archaeological evidence.

"The major Archean gold deposits in the Red Lake greenstone belt, which have produced over 374 million grams of gold since 1930, occur near the top of the lower komatiitic to tholeiitic mafic to ultramafic metavolcanic sequence. The upper calc-alkalic mafic to felsic rocks form three discrete and separate ediftces overlymg this lower sequence.The gold deposits are classified according to their stratigraphic or lithologic associations into:1) mafic-volcanic-hosted deposits;2) felsic-intrusive-hosted deposits; and3) stratabound deposits.Group 1 and to a lesser extent Group 2 deposits occur within zones of alteration several square kilometres in extent. The nature of this pervasive alteration can be characterized by comparison of petrochemical data from the altered rocks and their fresher equivalents some distance away. The altered rocks have substantial addition of SiO2> CO2, K2O, As and Sb and subtraction of Na20, CaO, MgO and total Fe. Cr, Ni, Co and Zr appear to have been relatively immobile. Hydrothermal alteration and gold deposition probably accompanied early fumarolic activity and continued during subsequent deformation the metavolcanic sequence, with gold eventually being mobtltzed and concentrated into major vein structures to form the present orebodies. The smaller Group 2 deposits formed by emplacement of felsic intrusions into already altered, anomalously gold-bearing mafic metavolcanics, with the heat from the intrusions setting up parasitic hydrothermal systems which mobilized the gold and deposited it along with minor sulphides in fractures in the cooling intrusions."

ABSTRACT Hydrophobic polystyrene nanoparticles were evaluated as potential flotation collectors for pentlandite. The flotation of hydrophilic glass beads demonstrated the nanoparticles’ ability to induce flotation. Deposition of nanoparticles on glass surfaces increased the contact angle and enhanced adhesion of the beads to air bubbles. High flotation recoveries were achieved when 5–10% of the bead surfaces were covered with nanoparticles. Surface functionalization—the addition of vinylimidazole to polystyrene nanoparticle surfaces—caused the nanoparticles to selectively deposit onto pentlandite surfaces in the presence of Mg-Si slimes. The Iberian Pyrite Belt (IPB) is one of the world's largest reserves of primary sulphides containing base metals (Cu, Zn, Pb), precious metals and some special metals such as indium. Estimated resources are over 1,500 million tonnes of volcanogenic massive sulphide ores. From 1980´s Europe lives the decline in its mines mainly motivated by the low price of the metals. One aspect that contributed equally to this was the ecological disaster produced by the discharge of more than seven million tonnes from the tailings dam of Boliden-Apirsa (Aznalcollar) in 1998. Today the situation is different; the companies present in the IPB have given evidence that it is possible to reconcile mining projects and care on the environment, and the regional authorities are opening a public tender to re-start Aznalcollar mine. A new challenging era has been started at this Spanish/Portuguese mining area. This paper presents the results and preliminary economics of a project devoted to IPB primary sulphides processing through different technology approach, e.g. conventional selective flotation against bulk flotation or mixed metals flotation combined with hydrometallurgical processing.

This paper aims to increase our understanding about existing capacity-building approaches and their implications for obtaining a social license to operate in the mining industry. The notion of ?capacity building? is gaining increasing currency in the mining sector in developing countries due to a rapid rise in the globalisation of mining operations. Capacity-building is conceived here as a process that lasts after the mine-cycle, intended to provide local mining communities with tangible skills and knowledge to gain meaningful employment in mining or other industries relevant for the local economy. Building community capacity to understand and effectively respond to these transformations is vital for obtaining a social license to operate, as it promotes sustainable and locally relevant development. Accountability mechanisms such as global norms and international standards increasingly highlight the need to build capacity among stakeholders, particularly among local communities adjacent to mining operations. International frameworks and mining companies have embraced the notion of capacity-building as a driver to assist corporate social and operational performance. However, this narrow understanding of capacity-building through the prism of corporate social responsibility and ?best practice? is preventing the industry from meaningfully impacting communities and maintaining a social license to operate. This latter notion is being widely embedded across multiple industry sectors, as a social and economic reward from mining companies to compensate communities for natural resource extraction and gain social acceptance. Although both concepts are widely recognised in the minerals industry, insufficient attention has been paid to the implications of applying a top-down (mining-orientated) or a bottom-up (community-orientated) capacity-building approach for obtaining a social license to operate, or indeed how these two concepts are linked and applied in practice. At times, communities lack the necessary capacities in the form of education and skills to deal with mining-led livelihood transformations. This is preventing both mining companies and communities from forging sustainable livelihoods and responding to mining-led livelihood transformations, a situation that is creating discontent among communities and reducing the possibility of obtaining and renewing a social license to operate for the industry. Based on a review of current scholarly debates, accountability mechanisms in the mining industry and fieldwork findings in Colombia, this paper will contribute to an understanding of the implications of existing capacity-building approaches that support a social license to operate.
