The Century zinc-lead orebody was discovered in 1990 and contains sufficient reserves to sustain open cut mining at 5 Mtpa of ore for approximately 20 years. It is proposed to pipe mineral concentrate in slurry form 300 km from the mine to the port of Karumba on the Gulf of Carpentaria. The concentrate will be dewatered at Karumba before being transported off-shore to deeper water in a self-unloading shuttle vessel for transfer to export bulk carriers. The four main environmental issues that attracted attention during the impact assessment phase of the project were: the selection of Karumba as the export port, the use of a pipeline to transport concentrate, the risk of concentrate spillage in the marine environment, and aquifer drawdown in the vicinity of the mine. This paper discusses these issues with emphasis on the context of the relationship between the Pasminco Century Project and Gulf communities. Environmental safeguards are discussed, including those that arose out of the negotiations regarding Aboriginal native title.

This address is set deliberately in the broadest possible terms. A review of the place of mining in Australian life today will serve to point up the changes that we can see in the life of people in the industry. Some of the influences on the future welfare of mining people bear also on the progress of this Institute, now approaching its 90th year. As mining becomes more and more dependent on higher technology and therefore, on the higher skills of the people in the industry, the role of The Institute, I suggest, becomes more and more significant.With investment per employee in mining generally continuing to rise, our ability to handle problems of manpower and human relations becomes a matter of greater importance.Questions that flow from these general thoughts form the substance of what I have to say.

During the 22 years that Isa Mine has been formally involved in accident prevention, it has succeeded in reducing its lost time injury frequency rate by 70 per cent. At present its performance compares very favourably with that of other heavy industries and in particular that of other underground metalliferous mines. When reductions such as this are recorded, people want to know how it is achieved. No doubt it is assumed that if an organisation can maintain a consistent performance in accident reduction, it must have developed a panacea for the prevention of industrial injuries. This assumption would not be in accordance with the facts in the case of Isa Mine which has achieved its record through plain hard work and plenty of it.

Kidston Gold Mines commenced mining in 1984 and currently mine approximately 10 million tonnes per annum of ore and waste using a conventional truck and shovel open pit method. The overall mine grade is a low 1.82 grams per tonne.The mineralisation is generally uniform within the ore zones and mining boundaries are staked out from blasthole assays according to pre-determined cut-off grades. Buffer blasting is necessary to minimise post-blast lateral movement of in-situ grade for digging control.The characteristics of the rock currently mined vary widely from soft oxidised to hard unweathered rocks. Blasting problems have been experienced during the initial mining phase in these harder rocks.

In June 1976 a 600'tonne/day manganese ore sinter machine, with on-strand cooling, was commissioned at the plant of Tasmanian Electro Metallurgical Company Pty. Ltd. at Bell Bay, Tasmania. This machine was installed in order to utilize manganese lump ore screenings generated in the preparation of raw materials prior to charging to the electric smelting furnaces at Bell Bay. Since commissioning, trial sintering of a number of different grades of manganese ore fines from Groote Eylandt Mining Company Pty. Ltd, has been conducted and suitable sinter has been produced from these different grades. The sinter produced is used as part of the furnace burden in both ferro manganese production and silico manganese production. The inclusion of sinter as part of the charge in the production of ferro manganese has considerably improved furnace operating conditions and performance.

A study has been made of the influence of bentonite type on the wet strengths, dry strengths and drying rates of pressed iron ore pellets. Measurements of the influence of bentonite on the kinetics of growth of pellets are also reported. The results show that bentonite decreases the rate of growth of pellets and the drying rates of pellets while increases are observed in both wet and dry strengths. The results have been interpreted in terms of the physical and chemical charact- istics of the bentonite and the suitability of a given bentonite for particular pelletising operations has been discussed.

The production of high-grade calcined bauxite is very dependent on the moisture content of the final product. Existing procedures rely on the ignition of small samples to monitor the effectiveness of the calcination process. The results obtained by this gravimetric technique are several hours behind production and do not permit regular adjustment of the furnace to optimize the control of the chemically bound water content (LOI).To provide rapid and hence more relevant results, a neutron moderation technique has been developed for measuring the LOI of bulk samples of calcined bauxite while they are still hot. The method uses fast neutrons from an 241 Am-Be neutron source to irradiate the samples, and the backscattered thermal neutrons detected are a measure of bound moisture content.The rms deviation between neutron and conventional determinations of LOI, in 15 calcined bauxite samples, was 0.08 per cent LOI over the range 0.1 to 0.9 per cent LOI. When allowance is made for the rms error in the ignition method, the error in the neutron method is found to be 0.07 per cent LOI.

The results of the process control improvement project aimed at improving the quality of Australian Bulk MineralsÆ (ABM) iron ore pellets produced by four vertical shaft furnaces are very positive. These results are achieved through process stabilisation and optimisation, improvement in process monitoring and taking early corrective actions when operating variables were outside the target ranges. A number of benefits are obtained from this project. These benefits include: More consistent and improved pellet quality. The average cold compression strength (CCS) value of pellets produced during the eight-month trial is 260 kg/pellet, which is 16 kg/pellet higher than that produced during the 12 months prior to the trial (244 kg/pellet). Reduction in the heat input by eight per cent, from 727 MJ/tonne to 668 MJ/tonne. Reduction in bentonite rate by six per cent, from 7.1 kg/tonne to 6.7 kg/tonne. Increase in the furnace throughput rate by four per cent and additional production of 10 000 tonnes per annum through process stabilisation. Better understanding of the process behaviour. This knowledge is valuable not only for setting the target operating conditions but also for developing the ABM expert system to control the process.

INTRODUCTIONDuring the past few years there has been considerable interest in developing the so-called direct reduction processes for treating iron oxides. The various methods proposed were recently reviewed by Scortecci and Palazzi (1960).In particular the application of fluidized bed techniques received considerable attention and, on first examination, this seems to be the ideal method 'of dealing with fine iron oxides. Several difficulties (e.g. product agglomeration) require the method to be investigated further before its potentialities can be fully assessed.PROPOSED FLUIDIZED BED REDUCTION PROCESSESBrassert and De Jahn (1951) were among the earliest to suggest the use of fluidized beds for the reduction of iron ore to metallic iron. Their patent was followed by many others proposing similar concepts, mainly from Lewis (1955), Ogorzaly (19.56), Shipley (1956), Agarwal (1960'), Osborn (1958), Texaco Development Corporation (1956) and Stelling (1957).The H-iron process (Squires and J ohnson, 1957; Lubker and Bruland, 1960) is the only scheme that has been an economic success. The Illawarra Branch of the Australasian Institute of Mining and Metallurgy over recent years has established an enviable reputation for organising and conducting conferences, colloquia and symposia. And this Symposium must surely enhance that reputation. The subject of the Symposium, Seam Gas Drainage has become a matter of great import- ance to the Australian Coal Industry in a comparatively short time. Our short experience being due to our operations, until recent times anyway, not being unduly affected by gas. The Australian Industry, by virtue of its mines getting deeper and higher rates of extraction being required is now encountering the difficulties with gas which have for so long been part of the coal mining scene in many other countries. Because these gas emissions affect our working conditions by way of creating hazards and affect our production by way of bringing about cessation of operations from time to time this Symposium must be regarded as being very timely out here. I must congratulate the Branch Committee on the general set,yp :o.f the programme of papers. The classification of papers into four groups and the sequence in which the papers were presented provided an excellent flow through from introduction to finality. Since 1989 Kalgoorlie Consolidated Gold Mines has managed the Kalgoorlie gold operations of joint venture partners Normandy Mining Ltd and Homestake Gold of Australia Ltd. Current production from the Fimiston Open Pit is approximately 650 000 ounces per annum. The mine incorporates a multitude of narrow shear hosted, subvertical lodes, predominantly within Golden Mile Dolerite. Traditionally KCGM has used blasthole based grade control in the Fimiston pits. A single sample is taken from vertical production blastholes, drilled on ten metre benches. This process was improved with the addition of infill drilling along blasthole rows to provide additional samples across strike. However the limitations of adequately defining subvertical mineralised structures with vertical blastholes remain. In 1997 the first of two trial areas were drilled with close spaced, inclined Reverse Circulation (RC) drilling. These tests indicated that RC based grade control had the potential to provide significant advantages. These include:improved delineation of mineralised structures, particularly across strike; reliable short-term mine schedules based on the advance data available from drilling over three benches; and the angled RC drilling is capable of providing samples of near stope and stope fill material which often remains unsampled by blasthole drills due to the safety constraints around unstable underground openings. Based on the success of this initial work RC based grade control was gradually implemented across production areas commencing September 1998. Some of the many challenges faced include:development of effective procedures and systems for the planning, logging, interpretation and modelling of the RC data; obtaining adequate drill coverage due to mine scheduling constraints and restricted access around underground openings; requirement for integrated systems to handle either blast hole or RC data; and development of effective methods to evaluate the performance of RC grade control. RC based grade control is delivering significantly improved lode definition, grade estimation and subsequent ore classification.

Mining epitomises the challenge of sustainable development, because few sectors have such a direct impact on the natural environment, yet few are more important to the economic and social health of almost every region in the globe. In a global industry, with increasing competition for exploration and mining investment dollars, sustainable development must also be resolved within an international competitiveness framework. In formulating a response to the challenge of sustainable development, the State and Federal Governments do not fully appreciate the extent to which technology drives the solution on a range of issues. In some cases` a dangerous fatalism about the state of science has led to an unhealthy æstop productionÆ attitude that puts our industry and economy at risk. As a technical institute representing the professionals in the minerals sector, The Australasian Institute of Mining and Metallurgy (The AusIMM) sees one of its roles as being to highlight the way in which industry innovation can facilitate solutions. The AusIMM is currently evolving a greenhouse gas emissions policy. As a case study it throws into sharp relief the way in which irresponsible ælimits to growthÆ policies could have a negative impact on the sustainability of the sector, as well as the importance of a technology- based solution. With 80 per cent of greenhouse gas emissions in the next twenty years projected to come from developing economies, such as India and China, major reductions will only be achieved if cost-effective, low emissions energy technologies are deployed in developing countries, and more energy efficient processes of producing key commodities for them are brought online. As a supplier of the key energy resources and materials that will be in high demand to feed developing economies, and with knowledge intensive industries with excellent R&D links across mining and manufacturing, Australia is well positioned to contribute to develop key low emissions technologies. However, we will only be able to take advantage of this position if the Federal Government commits to a holistic greenhouse emissions policy that does not penalise industry. We need effective æpushÆ polices aimed at leveraging investment in low emissions R&D that are closely linked in to æpullÆ policies aimed at stimulating technology uptake.

Heap leaching is a low capital cost alternative to conventional processing techniques for gold recovery from areas that contain small gold particles in a porous host rock.For successful heap leaching the ores to be leached must maintain good permeability after being stacked into heaps so that the leach solutions can percolate evenly through them.The presence of clays, slimes or excessive amounts of fines can hamper the flow of leach solutions causing channelling and producing dormant or unleached areas within the heaps. This results in unreasonably long leach periods and poor extractions. In extreme cases the clays or fines completely seal ore heaps, causing leach solutions to run off the sides of t'he heaps rather than penetrate the ore.The Northern Queensland Company uses the Agglomeration Heap Leach technique (AHL) to overcome the difficulties associated with clays or fines. This technique involves cementing the fines, by using readily available binders, into a rigid, porous network that greatly enhances uniform flow of cyanide leach solutions through the ore heaps.

Information obtained from a reconciliation system provides fundamental indicators to an operations performance and is often neglected as a key performance indicator when developing a business plan or mining schedule. The cycle of exploration, ore definition, mining and processing within a company is constantly scrutinised both internally and externally as to the safety, environmental and financial performance of these activities with the operators judged on their performance on a periodic basis. However, it is not unusual for the reconciliation process to be given scant attention until a serious issue (usually a shortfall) occurs, at which point short-term solutions may be implemented which only serve to compound the original problem. A robust reconciliation system takes time to develop and implement initially and must continue to evolve with time. The best systems are those where all the stakeholders in the ultimate outcome are involved in the design and accept responsibility for the validity of their component inputs. Output from the reconciliation process can be utilised to fine-tune all aspects of an operation once the underlying issues leading to a particular result are understood.

There is a wide spectrum of learning needed in the development of these explorationists: the technical and conceptual skills to carry out exploration efficiently, the professional and managerial skills to apply the exploration in the work situation, the personal attributes required to manage their exploration effectively, and a company organisation that allows them to learn and use these skills and attributes.
