The tragedy of the Moura No. 2 incident has lost much of its emotional mileage for those organisations that thrive on loss and suffering. However, for the families, workers, mine owners and operators in the Queensland underground coalfields, the challenge of delivering a positive outcome, though well underway, is in its infancy. The pressure created by interested parties is necessary for overcoming the inertia involved in change; but they cannot deliver the change. The responsibility ultimately resides at each individual minesite with the people who work there each day.

Explosives have been an important tool for unlocking minearl wealth from the earth's crust for several countries. In'the past, innovation in explosives technology, spurred on by industry needs has assisted the Mining Industry to improve productivity and reduce costs. A symbolic relationship exists between Explosives and Mining. Australia has vast mineral wealth. Our Mining Industry is of major importance to the Economy., The value of mineral produc- tion in 1987 was $25 million or 10% of GDP. Australian Mining is a business depending on international markets. The Mining Industry is our leading export earner, generating 44% of all export income. 60% of mineral production is exported. About half of these minerals are extracted using explosives. Explosives rank as one of the top three consumable expenditures for a mine. For example: A major open-cut iron or coal mine can spend $6 million dollar per annum on explosives.

The simultaneous presence of fuel, oxygen, and of an ignition source is necessary for an explosion to arise. If one of these conditions is missing an explosion cannot take place. A continuous reduction of oxygen, often applied as a protective measure in surface plants, is not to be considered for underground mining because of possible danger to persons. Therefore, measures for avoiding explosions can only be concerned with lowering methane and coal-dust concentrations to an undangerous level and avoiding ignition sources. As these measures alone are not sufficient, additional ones have to be taken to keep the effect of an explosion as low as possible. Measures for controlling and monitoring methane are essential. Although the formation of dangerous coal dust concentration cannot be avoided it can be reduced. Dust-binding by means of hygroscopic pastes and dusting with limestone dust are effective measures to pre vent explosions.

Recent works suggest that dehydration of subducting slab and consequent hydration and partial melting influences the dynamics of mantle wedge. Plums originating form the subducting slab due to Rayleigh-Taylor instability are responsible for heterogeneous composition of the mantle wedge. Also, occurrence of partial melt in the mantle wedge can trigger dynamic processes like exhumation of UHP rocks in intra-oceanic settings or can influence characteristics of the subduction tectonic regime. The Republic of Kazakhstan has well developed mining and metallurgical complex. In modern conditions, when deposits of useful minerals are running thin, it is very important to find additional sources for obtaining necessary products. As our investigations showed different kinds of waste may be used for producing of different kinds of products, which are successfully applied in different branches of KazakhstanÆs economy. The effect of operating parameters of a shaking table on the separation of mixed quartz-magnetite artificial feed has been experimentally investigated by use of laboratory-scale shaking table. Based on a great number of experimental data collected, the multi-variate non-linear model of shaking table has been developed. The model allows for the calculation of the product grade and recovery. A computer model has been programmed, for inclusion in a software package for the simulation and optimisation of shaking table if the feed characteristics and the concentrate grade are given.

North Flinders Mines Limited (N.F.M.) is an Australian-owned mineral exploration and mining company based in South Australia. In the 1970's it researched the prospectiveness of the Tanami (central western region of the N.T.) for the identification of possible economic gold deposits. Having outlined the potential for such a deposit at The Granites (550 km. N.W. of Alice Springs), it marked out and in 1975 applied for the grant of eleven gold mining leases (G.M.L.'s) under the provisions of the then Mining Ordinance. This application was deferred by the Commonwealth Government during the time of the Aboriginal Land Rights Commission (Woodward), subsequent enactment of legislation and land claims. In 1980, the Walpiri and Kartangarurra-Kurintji land claim encompassing the G.M.L.'s, became Aboriginal land. It therefore became necessary for N.F.M. to negotiate a mining agreement with the Central Land Council (C.L.C.) represent- ing the Traditional Owners, before the G.M.L.'s could be granted. In August 1983, the C.L.C. and N.F.M. concluded an agreement to enable the grant of mining interests necessary for the devel- opment of The Granites Gold Project. The discovery of magmatic nickel sulfide mineralisation within the Musgrave Block of Central Australia, in a region which has received virtually no exploration since the early 1970s, promoted a pegging rush throughout the region and provided a significant boost to the investor interest in resources sector companies. The discovery proved a significant success for the application of generic models for major magmatic nickel-copper sulfide deposits. The entry of junior explorers to the region is the principal mechanism by which the region will be explored, although significant social and physical challenges will impact on the ability of explorers to maintain investor confidence in the region.

The N.S.W. Department of Mineral Resources commissioned its first Mobile Gas Laboratory in 1973.Although originally intended for diesel exhaust analysis, it has been progress- ively made more suitable for mine air analysis. Currently there are two upgraded units in operation. These laboratories have been used at the scenes of four mine fires, two mine explosions and three recovery operations. The authors' experience jointly covers all of these incidents. In this paper they recount the role of the Mobile Laboratory in each incident - including the difficulties encountered - and trace the development of these units to their present state. Future improvements are foreshadowed, and some comments offered concerning the likely future role of these vehicles in mine Emergencies.

Study of coal oxidation at low temperatures forms the basis of investigating the inherent properties of spontaneous combustion of coal. In general, the process of coal oxidation at low temperatures is very complex, involving many factors. Experiments examining the properties of oxidation and ignition of coal have been carried out. Based upon the results of these experiments, the catastrophe properties in the process of coal oxidation are analysed and the mechanism of catastrophe is proved for the ignition of coal. A folding catastrophe model is also established for the process of coal oxidation. Results obtained show that the process of coal oxidation to ignition is discontinuous, where the coal-environment system yields structure destabilisation. The system can jump from one stable attractor to another. The research results presented in this paper help to show the irregularities of coal oxidation at low temperatures and how to pursue effective control measures.

Significant advances in regional geochemical exploration techniques have been made over the last 5 years in the search for gold deposits. This has occurred largely by the development of the bulk cyanide ex- tractable gold (BLEG) also known as the Bulk Cyanide Leach (BCL) tech- nique. The technique has been developed and designed for Australian conditions and has two main ad- vantages over the pan concentrate technique preferred by many ex- plorationalists, viz:,. 1. It is designed to collect ultra fine gold common to epithermal and other north Queensland types of gold deposits. 2. The large sample (approx.5 kg) allows very low detection levels, ranging between 0.1 and 0.05 ppb Au. The use of the BLEG technique in exploration has led to the discovery of the Wirralie gold deposit and numerous other epithermal gold prospects previously undetected by pan concentrate and minus 80 mesh (pathfinder elements) surveys in the Drummond Basin.

Recent whole-rock geochemical data from nearly 900 fresh drill core and underground samples taken from seven central Victorian gold deposits confirm the presence of distinct and identifiable primary alteration haloes surrounding the deposits. Ferroan carbonate alteration extends for up to several hundred metres away from turbidite-hosted gold mineralisation outside of contact metamorphic aureoles. A less distinct phyllic alteration zone can be identified using geochemical molar ratios or short wave infrared analysis. It generally overlaps a sulfidic halo characterised by disseminated pyrite and in close proximity to mineralised structures, arsenopyrite. The extent of the sulfidic halo can be traced using low-level analysis of pathfinder elements such as S, Au, As and Sb. Recognition of these alteration features enlarges the target for exploration and provides a tool by which drilling can be directed towards mineralised structures. I am honoured, deeply honoured, that so distinguished a group has assembled to acknowledge the signifi- cance of the work of my Melbourne flotation research laboratory, to review progress since Principles of Flotation (Wark, 1938) was published, to highlight the present state of knowledge, and to point the way for future research. The flotation research which began in 1929 was sponsored by a group of mining companies2 at the instigation of Harry Hey of the Electrolytic Zinc Company of Australasia Limited. There were never more than three of us work- ing in rather cramped conditions in a laboratory made available by the Department of Chemistry at the Uni- versity of Melbourne, but what we lacked in space was more than offset by a freedom unparalleled in indus- trial research in Australia at that time. I pay special tribute to my first colleague, Alwyn Cox; to my wife who worked with us for several years; and to Keith Sutherland who followed Cox in 1936. They were my sole colleagues up to 1938 when Principles of Flo- tation (Wark, 1938) was published.

At our Monkland Mine at Gympie, we operate a deep, narrow vein gold mine using hand held equipment, rail mounted haulage and narrow shafts. This is in many respects the old-fashioned way and is well suited most of the orebody geometry exposed to-date. We have also commenced some long hole stoping and we use alimaks for some jobs. The heart of our particular mining style is the employment and retention of experienced miners with remuneration based on productivity. We do our planning/monitoring/supervision down to the level of daily individual productivity. In focussing on cycles per se, we have chosen not to talk about drill and blast cycles or cycles for mine development, stope preparation or drawdown and haulage. Instead we have stepped right back from the operation as presently run and have adopted a very broad view of the mining cycle. We will in this presentation intertwine the ebb and flow of, exploration, project sponsorship, development, production and cash returns to owners. The time line considered spans both history and predicted future.

The main factors controlling the electro- winning of zinc from impure aqueous sulphate electrolytes are reviewed. Zinc, hydrogen and impurities are deposited at the cathode. The current effic- iency for zinc is increased by increasing zinc/ acid ratio and current density and by decreas- ing temperature; and may be unchanged, increased or decreased by the presence of impurity ions. A qualitative comparison of observed and predicted impurity effects is in reasonable agreement. Quantitative treatment of the effects of impurities and cell additives is not available. A tentative explanation of the time dependence of current efficiency in the presence of some impurities is provided. The forms in which impurities are deposited is substantially unknown. Impurities may be classified according to the extent of cathodic deposition. Procedures for control of cathodic deposition of impurities are outlined. The main anodic reactions are the forma- tion of oxygen, manganese dioxide and sulphuric acid. Minor reactions include the oxidation of lead, silver, cobalt and chloride. The site of the anodic reactions and the reactions generat- ing manganese dioxide are uncertain and may change with time of operation. The anode behaves crudely as an oxygen electrode with

Project managers must juggle many aspects to bring their project in on time, on budget, and in accordance with the aims of the project owner. Whether the project is a mining feasibility study, a technology implementation or a construction project, it falls to the project manager and his or her team to deal with risk from two standpoints, which may be at odds with one another. First, a project team must deal with risks to the project itself û that is, risks to on-time, on-spec and on-budget delivery against the value promise made to the customer. Second, there is the management of risks within the subject matter of the project, undertaken on behalf of the customer. The project manager cannot dodge this responsibility; yet there is a tendency (particularly in smaller, in-house studies) to avoid digging too deep, possibly for fear of what may be uncovered! This paper investigates the responsibilities of project teams in regard to risk management and reporting. It examines ownership of project risk; the nature of risk management activities undertaken by the team during the course of a project; and outlines some controls to ensure that the two opposing arms of project risk are reconciled for the benefit of both the project team and the project owner.

The Woodlawn Mine near Canberra faced the challenge of poor ground conditions from the commencement of underground operations 1987. Talcose shears bounded the dense massive sulphides on both the hangingwall and footwall side of the orebody. In another area the talc existed not only on the edges of the orebody but through out it as well. The country rock was relatively weak shales compounded by a low stress environment that allowed the wall rocks to fall apart quite easily. The challenge for the operators was to overcome the poor ground conditions. This was done by attacking the problem from three directions:technology, how technology is applied, human relations and leadership by all levels of the Management team, and by ensuring that these processes meshed together well.Woodlawn in it early days as an underground mine enlisted the assistance of BFP (Formerly Barrett Fuller and Partners) as a second set of eyes to assist with the assessment of the ground control procedures. The results are discussed in this paper. The progression to this end result included:non-contract payment systems; ground control training for the full range of mining personnel; the development and enhancement of cable bolting and shotcreting equipment; the development of Practical Standard Work Procedures by mine operators; and innovative use of shotcrete and cables bolts to control extremely poor ground conditions.

The able address on the currency question given by the Right Honorable A. J. Balfour, M.P., late leader of the Government, at the Mansion House lately, before a large and influential audience, will strike a key-note that will resound throughout the world. It is high time that gentlemen of position and influence should come forward and express their views on this subject, so as to cause the matter to be,more seriously considered than it has been. The question can be no longer ignored or treated with indifference by bankers, financiers, merchants, miners, and others interested in the settlment on some basis the relative values gold and silver bear to each other. It is gratifying to not that such a great leader of political opinion as Mr. Balfour has given serious attention to this important question.The address created a deep impression ,on the minds of many who probably had not given the matter much att.ention, and Mr. Balfour's words will re-echo over a wide range of thought with such effect that I have no doubt they will materially help to check the downward tendency of the value and uses of silver. As a mining engineer, interested in the development of our mining resources for increasing gold aud silver for currency, and having devoted much attention to the subject, I cordially approve of the views set forth by Mr. Balfouf, and I think the general body of all interested in the production of gold and silver will do the same.
