It is indeed a pleasure to be here this morning to open the 4th Mill Operators' Conference. It is no mean feat to organise such an event and I would like to congratulate the committee for the work that they have done. I am sure that the Conference will be an outstanding success. I welcome overseas visitors and hope that they gain and share in the openness of this Conference. There is personal satisfaction for me to speak to you as a mining engineer addressing a large group of metallurgists and mill operators. I would have thought that it would be impossible for a mere mining engineer to inform a metallurgist of anything. I will desist from using such derogatory terms as "xanthate munchers", "bubble makers" and "glorified mathematicians". Terms of endearment as these may not be seen with much equanimity. Such is the warm association that the two professions have enjoyed over the years. The economic climate that we at present face is a major problem to all of us. I wonder how many people here come from mining operations that are in trouble financially or that are cutting back in one form or another. This is the recession that we needed to have. When the world's greatest treasurer can tell us that then we truly have a lot to fear. The present downturn can be seen as a normal adjustment in the cycle of our business. Yet the world does not experience such severe adjustments as frequently as we experience ours. The root cause for the regular adjustments can be placed at the feet of inflation. Until the politicians of this country of ours can come to grips with inflation, we will continue to experience downturns on a 5 to 7 year cycle. This, in my opinion, is the basic reason why we appear to experience more downturns than the rest of the world. We simply price ourselves out of the market. This takes about 5 to 7 years to be highlighted and then we need to make adjustments. However, this recession is worldwide. The adjustments usually take the form of redundancies, retrenchments and early retirements. What is the solution?

As part of a long-term acid rock drainage (ARD) mitigation study, PT Freeport Indonesia has completed the construction of a highly instrumented, full-scale, experimental, overburden stockpile to further evaluate the behaviour of the waste rock system at Grasberg mine. A total of 24 lysimeters, 30 sets of thermistor strings and 48 oxygen-sampling ports were installed at select locations during stockpile construction. ARD flow rates and chemistry have been recorded since the start of overburden rock placement in April 2000. Measurements of in situ temperatures and oxygen concentrations quantify reaction rates and the oxygen pathways that control oxidation kinetics deep within the waste rock profile. Direct field observations show the significance of advective oxygen flow with respect to the onset of oxidation kinetics. Oxygen measurements show that the rubble zone that forms at the base of a waste rock bench provides a critical pathway for oxygen entry to the waste rock profile. Furthermore, rapid oxidation as evidenced by measured temperature increases deep within the panels of waste rock is observed to occur. The observations presented in this paper provide critical insight for understanding the mechanisms and behaviour of full-scale waste rock stockpiles with respect to ARD generation. The results of this program will assist in the future selection, testing and evaluation of appropriate mitigation measures with respect to surface and face treatments to reduce long-term ARD generation. This project is a work in progress, and at least another two-years will be required to fully understand site-specific ARD generation and ARD mitigation mechanisms. This paper will discuss various design and construction considerations, provide an overview of results achieved to date, and some preliminary interpretation of what is happening within the overburden stockpiles.

During September 2000, Nabalco management identified the need for a corporate system to deliver its key performance indicators (KPIs). In June 2001, a need was also identified to replace the existing metallurgical accounting system. After a review of the technologies available, the decision was made to develop the systems in-house, in preference to purchasing commercial software packages. This would allow much greater control over the structure, and provide for an iterative, concurrent development process between software and key business developers. This has proven invaluable in the development process. The purpose of the KPI system is to provide a unified reporting tool for all performance indicators. These indicators include production, safety, health and environment, personnel, costs, continuous improvement initiatives and opportunity losses. All of these disparate measurements are brought together into the KPI system and used to determine the performance for each department or area. The general principles of the balanced scorecard business approach (Kaplan and Norton, 1996) are applied to achieve a performance measurement for each area within Nabalco. The new metallurgical accounting system (MA) is a SQLServer database with web page and Excel interfaces. The database is structured around daily inputs of all measurements and calculations. The data is stored and adjustments and reconciliations can be made to this data as required. The focus is on accounting rigour, with all adjustments recorded in the database to allow for full auditing. The structure of the data focuses on the five input/output streams (bauxite in, caustic soda in, fuel oil in, residue out, and alumina out). In-circuit inventory provides a secondary measurement on which to check and calibrate the MA system. The KPI and MA systems were developed using Web technologies and are available to any internet-enabled device with Internet Explorer installed. This removes the need for software rollouts and user training. This will promote the wide use of the systems throughout Nabalco and Alcan.

The paper describes a simulating method.for ground water contamination originating from industrial and mining activrty. The finite difference model simulates heat, mass and solute transport. The applied stochastical method for dispersion provides more accurate solution of mass transport modelling. This method gives a more realistic approach of chemical processes in an aquifer depending on temperature.

Numerous recent analyses have shown that future demand for a broad range of critical commodities is unlikely to be met by new discoveries and recycling alone. The only practical alternative source to address this shortfall comes from orebodies which are currently either uneconomic or inaccessible. A common assumption is that a simple rise in commodity price will render these deposits economic. The mining industry has a long history of innovation allowing economic production from increasingly low grade and technically challenging orebodies. Industry “roadmaps” have been produced on a regular basis, with the aim of identifying future innovations which will allow this progression to continue. At the same time, there have been relatively few systematic analyses of the actual range of challenges facing undeveloped orebodies. The aim of this study is to analyse the mix of challenges faced by a group of undeveloped orebodies in order to better understand the relative importance and necessity of innovations applicable to the deposits, with the ultimate aim of determining the relative value and impact of possible innovations to the economic viability of those deposits. During recent years the iron ore industry has experienced a continuous consolidation trend following increased merger and acquisition activities. Analysing and evaluating these mergers is important in order to establish potential effects. The purpose of this paper is to analyse the price effects caused by the merger between Rio Tinto and North Ltd in 2000. The merger was cleared by the European Commission, as well as the Australian Competition and Consumer Commission, shortly after its announcement. The analysis will be conducted using a simulation model based on a proportionality calibrated almost ideal demand system, which uses the premerger situation in order to estimate the post-merger outcome. The relevant market is defined using shipments data. This is followed by the simulation model applied to the defined relevant market. The results show that the concentration on the market, given by the HHI, increases approximately 15 per cent, and that the market share of the new companyÆs reaches almost 20 per cent. Compared to the CommissionÆs assessment the results indicate a more concentrated market and thus a higher concern for possible competitive effects. Furthermore, the results suggest that the predicted average market price increase from the merger is 1.6 per cent. However, the merged firm is able to increase their average price by 5.1 per cent.

The primary objective of designing, constructing, commissioning and operating a technically and economically viable processing plant cannot be achieved without a rigorous scientific understanding of the chemical principles underlying every facet of the total flowsheet, from feed preparation through to a final product. Having developed a thorough understanding of the chemistry involved, the next challenge is to match the innovative advances with the necessary engineering skills. In simple terms, there is little point in proposing a new processing route if it is not possible or practical to design, construct, commission and operate it. Thus to achieve our objective, it is necessary that processing facilities that are both smarter and cheaper be developed. This presentation highlights a number of the more significant research and development activities that are designed to facilitate the conversion of a smart idea into a real process. Following a brief discussion of several examples, the presentation concludes with the observation that a pro-active team approach is almost mandatory in order to achieve an acceptable outcome.

Various enabling technologies and systems have recently been introduced in the mining industry. Such systems include miner-bolters with concurrent cutting and bolting, employment of two shuttle cars, adoption of self drilling bolts and utilisation of continuous haulage or monorail systems. The paper discusses how Flexsim discrete event simulation models were used to assess how these proposed mining systems can best be used to achieve and sustain high roadway development rates of 10 m per operating hour for 20 h/day.

The title of my presentation is `Nursing One's Resources', words that fit a young organisation like Ross Mining and words we had to apply to reach our current level as a company. To get to where we are, we had to nurse, foster and treat carefully all our available resources in the widest sense of the word, namely: ò a stock or supply that can be drawn upon (funds, mineral resources, human resources); ò the means available to achieve an end; ò skills in devising expedients; and ò practical ingenuity. I do not claim that Ross Mining is now the perfect mining company. However, we have become a profitable, dividend- paying, gold mining and exploration company which is to our knowledge, currently the cheapest gold producer on the Australian continent. Nursing our resources got us where we are and will guide us in our future development. The words `nursing one's resources' are I feel particularly applicable to mining-as I like to argue that the extractive mining industry has a social responsibility to optimise the metal output and value from each orebody which is being exploited, and preferably leave no metal behind. Likewise, a modem company cannot survive into the future without maximising and optimising its human resource potential. In this presentation I would like to present a number of actual examples of nursing one's physical and human resources. Before I do that, I will give a brief background to Ross Mining. Ross Mining NL is a young Queensland-based company that gained its stock exchange listing in September 1987 and that poured its first gold in 1989 from its own developed Belyando Mine, located in Central Queensland. We have now reached the stage of a medium-size gold producer, producing approximately 70 000 ounces of gold per year, mainly from the Yandan Gold Mine, also in Central Queensland. Our production is set to increase to over 100 000 ounces in the near future. Recent increases in our resource base have secured us a future of ten to 15 years. As a young, newly listed company, we faced all the dangers that most new small floats do as a new entrant into an established industry. However, one advantage of being young and perhaps naive, is summed up by the following Zen Buddist saying: In the beginner's mind there are many possibilities, in the expert's mind there are few. A mining company's main assets are the sum of its resource base and the skills and talents of its people. Attempting to optimise both the physical and human resources within the company has been to-date the key to our success. The first example I would like to present is linked to the exploitation of the Belyando Gold Mine in Central Queensland.

Industrial relations on Australian and New Zealand resource projects can be volatile. Therefore investors have become increasingly aware over the years that sound industrial relations during construction is vital to the overall success of their project. There has been a wide range of actual industrial relations performance, project by project, and the degree. of success often directly correlates with the degree and thoroughness of pre-project planning. However, although many projects have been crippled by delays and cost overruns because of labour disputes, good results are achievable. Total commitment to the project by all parties involved is essential and it is up to the employers to seek out this commitment and not just trust mother luck. Industrial relations must be taken very seriously as the price of failure can render a resource project unviable.

The difficulty of successfully imple menting a landscape policy is almost incom- prehensible. Landscape design is recognised as an essential component in the integration of engineering and architectural projects into the landscape, but the factors which prevent the achievement of a successful result are rarely recognised or assessed. In many cases these prohibiting factors are due to a lack of understanding of the effect of major planning decisions on the existing landscape, the importance of the landscape plan and the significance of appro- priate specified techniques to prevent un- necessary damage and to ensure retention of existing vegetation in a healthy condition. The role of the landscape architect in incorporating new land uses into the landscape provides the background against which factors which inhibit policy achievement can be con- sidered.

The composition of fly ash and formation mechanism of cennospheres are introduced in this paper. The signification of using this potential new mineral processing resource is emphasised. The beneficiation properties of the components of fly ash, such as susceptibility, specific gravity, size, shape and flotability etc have been examined in detail. A technique was designed to process fly ash from the XiGaoJing power plant in Beijing, and a flowsheet is also presented. Flotabld cennospheres, magnetic beads, sinkable beads, carbon and advanced pozzolamics can be obtained as separate products through this flowsheet. It is emphasised that the beneficiation of fly ash is an efficient means of totally utilising the resource. Examination of the products show that they have good physico-chemical properties. Possible areas of their application are also Suggested.

The basic parameters causing outbursts are rock pressure, gas characteristics and the physico-mechanical properties of the coal. The three sets of factors are to some degree interdependent. At Collinsville, the gas characteristics coupled with the physico-mechanical properties of the coal appear to be the major factors contributing to outbursts. The relative importance of rock pressure is uncertain. The following geological parameters appear to be necessary before outbursts can occur. 1. A coal rank greater than 1.2% vitrinite reflectance. 2. Thrust faults with throws greater than 3.Om or strike- slip faults with coal gouge wider than 0.3m. 3. Seam gas emission values greater than 1.1 cm3 /g. Igneous intrusions are the likely source of the carbon dioxide seam gas. Outbursts have occurred at depths ranging from 215m to 265m. They occur at these relatively shallow depths due to: 1. the high rank of coal at the present topographic surface and the high coalification gradient; 2. the relatively high degree of tectonic deformation of the strata; 3. the seam gas characteristics; and 4. the extent of igneous intrusions.

The exploration methods used by the British Coal Corporation in 1990 improve the geological reliability of underground coal production. Although some of the techniques in common use have been proved to be effective, their limitations are recognised and concentration has been on the increasing integration of direct and remote sensing techniques. Attention is focussed onto first seam workings in sections of at least 2 metres in the depth range of 400-1200 metres and covers both surface and underground exploration. The case studies of exploration techniques and their effect on mine design at several existing collieries are representative of a wide range of geological environments within the more productive British coalfields. Notwithstanding such improvements in exploration and geological reliability, further new exploration technology is currently being investigated or trialled by British Coal.

Main geochemical problems concerning the environment and mining industry interrelation are connected with the transformation of natural water chemistry by mining wastes. The investigation of many mines in Primorye, the southern part of the Russian Far East, showed that their mining waters have high concentrations of heavy metals and aluminium. Water acidity is primarily connected with the amount of acid-forming sulphide minerals in ores and also depends on the neutralising capacity of rocks. Considerable quantity of metals occur in the waters in dissolved form. Metal concentrations in mining waters exceeds the natural levels by 2-5 orders of magnitude and can't be reduced to the background levels even after multiple dilution. It is necessary to develop and put into practice new technologies so that to reduce the geochemical impact upon the environment.

The Joint Committee of The Australasian Institute of Mining and Metallurgy (AusIMM) and the Australian Mining Industry Council (AMIC) have published a Code for the Reporting of Identified Mineral Resources and Ore Reserves. The Code is the result of an initiative begunin 1971 to achieve industry self regulation of Resources and Ore Reserves reporting which resulted first in guidelines for reporting standards but which have now been incorporated in ASX Listing Rules as a Code withsignificant sanctions ensuring compliance. Copper sulfate is traditionally used to activate various types of sulfide minerals. The list of users includes Falconbridge Sudbury operations, where copper sulfate solution is added to the pyrrhotite/pentlandite middlings at the scavenging stage. Results from some batch tests reported in the literature suggested that copper activation is helpful for the improvement of pentlandite recovery, especially in the difficult to float fine particle range. Any improvement in pentlandite recovery is important since it is the main nickel bearing sulfide mineral. The impact of copper sulfate for this function has been investigated. Since the focus of current investigation was the flotation behaviour of minerals at the scavenger stage, rougher flotation was kept as constant as possible at two different weight recoveries, namely 13.2 per cent and 15.5 per cent that is relevant to industrial practice. Samples taken during batch testing were extracted using DETA and flotation products from selected tests were analysed to determine the recovery by size behaviour in relation to the use of copper sulfate. Results provide significant evidence that the addition of copper sulfate to these middlings does not yield greater nickel recovery, either on an overall or specific particle size basis. It is concluded that copper sulfate is wasted in the process and that self activation behaviour of the ore at a slightly reduced pH is sufficiently significant to maintain the scavenger recovery of pyrrhotite and pentlandite at desirable levels. Results obtained from limited circuit trials have shown supporting evidence for this conclusion.

Although we have access to a wide range of sophisticated process design and improvement tools in combination with a significant range of case studies, the mineral resource industry still manages to be plagued by the negative publicity surrounding operating plant failures because they were neither smart nor safe, together with proposed projects that fail at the first or second hurdle. The general public and the finance industry are generally totally uniformed about projects that ramp-up to name plate capacity on time and on budget and even more so when ahead of schedule and under budget. As the saying goes, good news does not cut the mustard.The following is a summary of the author’s sometimes jaundiced view about why metallurgical plants do not live up to their technical and commercial expectations. In no way should the summary be construed as a negative reflection on the skills of the metallurgical profession. Rather, it is to be taken as a positive acknowledgement of those skills and is intended to highlight some of the major considerations that need to be assessed as a potential project transforms into a sustainable technical and commercial reality.While a considerable portion of the summary is directed at developing hydrometallurgical flowsheets, the general principles are equally important to all aspects of extractive metallurgy.For convenience, the summary covers the following five basic discussion points – project, people, process, patents and politicians.

Pintail Systems, Inc, a Colorado USA based company has developed and commercially applied bioremediation processes for biological detoxification of cyanide compounds in mine waste. Site-specific microorganisms are isolated from spent ore, tailings or process solutions and augmented in the laboratory for cyanide oxidation, denitrification and metal biomineralisation. Biological processes typically treat complex contaminants (cyanide compounds, soluble metals and nitrates) in a fraction of the time of conventional remediation processes. Cyanide is used in microbial metabolic processes as a carbon or a nitrogen source. Biological detoxification processes applied at the end of mine life can end long-term liability and perpetual monitoring and containment. Case studies from commercial application and demonstration programs for the US Environmental Protection Agency will be presented in this paper.
