Since the introduction of the Neil George Five Point Safety System, to the underground sections of The Zinc Corporation, Limited and New Broken Hill Consolidated Limited mines in March, 1969, the Disabling Injury Frequency Rate has been halved and shows signs of contin- uing to fall. The total accident frequency rate has also fallen, although the decrease has not been as significant. Before the introduction of the Neil George Safety System, analyses of the direct causes of accidents showed that approx- imately 25 per cent were caused by "unsafe conditions", while 75 per cent were attribu- table to "unsafe acts". Within twelve months of introducing the system, these percentages had significantly changed to 7 per cent unsafe conditions and 93 per cent unsafe acts. Today, the figures are 3 per cent and 97 per cent respectively, and these figures clearly show that the main emphasis in the current programme must be directed towards making the operating men safety conscious. The effort must be focused on changing the minds of men.

Contemporary mine wastewater flows are subject to stringent water quality standards before discharge to local waterways. Strict criteria are often applied as a result of fears of extensive acid mine drainage; a feature of the many abandoned mine adits around the Coromandel, Central Otago, and the West Coast. In most cases the USEPA water quality criteria have been used to set treated wastewater discharge water quality standards. In future it is possible that the recently published ANZECC water quality criteria guidelines will be used for this purpose. The ANZECC guidelines also provide for the establishment of discharge criteria at specific sites, rather than accept the trigger values. The use of site-specific criteria for treated wastewater mine discharges was pioneered at the Golden Cross gold mine, near Waihi, in the late 1980s. The procedure used to derive water quality criteria was based on USEPA guidelines. In developing the Golden Cross criteria, only species that occur, or are similar to those that occur in the Waitekauri River were used. The mine commenced discharge of treated wastewater in 1991, and macroinvertebrate communities in the vicinity of the discharge point have been regularly monitored twice a year for the past 12 years. Despite fluctuations in community composition and abundance over that period, no permanent significant changes in the macroinvertebrate communities occurred between sites above and below the treated wastewater discharge. The success of the site-specific criteria at Golden Cross has shown how the application of this methodology can result in the protection of aquatic life while allowing for the discharge of treated mine wastewater.

Loubert Witbank is a defunct coal mine situated near Ermelo in South Africa. Mining ceased in 1992, and within a short period acidic decant occurred, with a significant impact on the regional catchment. The problem was studied during 1996/1997, and the site remediated in 2001/2002 by the Department of Water Affairs and Forestry. Remediation involved primarily submerging of carbonaceous material, backfilling of voids, and capping of the site. Acidic water with high iron levels was also neutralised and discharged. The project was used to assess the cost benefit of different options to the downstream users, from which target expenditure was derived for the various improvements. The cost benefit analysis for neutralisation provided a basis for the investigation of low-cost neutralisation options that are robust enough to be applied in a remote environment.

Application of Acidithiobacillus ferrooxidans bacteria to flotation of Sarcheshmeh low-grade copper sulfide ore was studied. Sarcheshmeh low-grade ore contains pyrite, which causes some problems in the flotation of copper minerals. In this study, A ferrooxidans was used to change the surface chemistry of pyrite and copper sulfide ores and consequently, their flotation behaviour. In the presence of A ferrooxidans and xanthate as a collector, pyrite was depressed whereas chalcopyrite and other sulfide minerals were unaffected. In addition, the pulp pH remained unchanged. It was shown that the surface chemical properties of the bacteria could be manipulated successfully to achieve the desired effects in a flotation process. The results showed that the recovery of pyrite in the presence of the bio-depressant is 50 per cent lower than when no bacteria were present. At the same time the recovery of chalcopyrite remained unchanged.

This presentation opens with a definition of technology and how it is implemented. The expenditure and progress on R&D in the mining industry is then investigated and found to be difficult to quantify. The needs and interests of that industry including contribution to this Congress are examined and it is concluded that short-term rather than long-term goals seem to be prevalent. The presentation concludes with the opinion that the answer to the question in the title is both affirmative and negative but overall there is a need for the mining industry to become more innovative.

Mining is still a significant economic activity within the Hauraki District. The Martha project is particularly significant. Estimates are that in the order of 850 direct and indirect jobs are derived as a consequence of the Martha project within the Waikato Region. The Resource Management Act 1991 (RMA) is New Zealand's primary piece of environmental legislation. It sets out to provide the framework for the control of the use, development and protection of almost all physical and natural resources. Minerals are excluded from the sustainability requirements of the legislation but as mining invariably involves the use of land, all the other elements of RMA apply. The Council's role in dealing with mining changed with the introduction of RMA. It became responsible for administration of those matters that fell within the functions set out in section 31 of the RMA in respect to existing authorisations. Mineral development needed to be considered in the development of the District Plan that the Council is required to prepare. Implementation of the Act has been a challenge for not only local government but for many industries and resource users since it came into force in 1991. There have been, and are, differing views on both the way it is administered and its intent. The Hauraki District Council has been at the forefront of some of the challenges that are a consequence of the Act. Its reactions to these challenges have been consistent. It treats mining in the same why it treats any other industry. At times this approach has not been understood and without challenge from sections of the community.

The old Trekelano mining area is situated in the Cloncurry Gold and Mineral Field 14 km east-south-east of Duchess. It connected with the main Cloncurry-Dajarra railway line by a private line from Juenburra, a distance of 10 km. The distance by rail from Townsville is 561 km. The area was first mentioned circa 1902 - 1903 when a very short report said, that a Tony Allis had taken a parcel of copper ore out of a mine which, he called æThe InheritedÆ. After that report, nothing further was printed until about 1906, when traces of copper were noticed on a wagon track going to Kiama Well. The Trekelano deposit did not outcrop, with the cap covered by about two metres of soil. The deposit was named after an early pastoral holding. The early prospectors were however disappointed by TrekelanoÆs low copper grades, approximately five per cent Cu. This is understandable when, in those days, about 25 per cent was the cut-off grade for mines in the district. Meanwhile, The Hampden Mining and Smelting Company were constructing a smelter to treat their sulphide ores at Kuradala that was replacing their high grade oxides ore. By about 1910, the Hampden Mining and Smelting Company was experiencing smelting problems, and needed suitable oxidised copper ore to blend with the Kuradala pyritic ore. Someone must have remembered the Trekelano low-grade oxides, resulting in agreement to mine and cart the ore to Duchess, from where it was railed to Hampden, as Kuradala was known at that time.

Managing productivity and improving efficiency for a healthy return on capital employed have become key mining industry strategies under prevailing tough global market conditions. However, achieving this in a multisystem environment such as a mining operation can be daunting. The field of discrete event simulation offers some relief, giving engineering teams insight into multivariable systems and stochastic processes. It allows for integrated system thinking and domain expertise to be woven into project thinking fibre. Directed system optimisation and therefore improved efficiency becomes possible. Furthermore, capital discipline accrues from optimal upgrade investments. This paper illustrates the practical application of this approach by reviewing a typical case study for a direct shipping iron ore operation. Dynamic simulation was used to establish maximum processing plant capacity under varying material characteristics and identify capital-efficient upgrades for increasing production.The study started with descriptive statistical analysis of existing data. Discrete equipment and system capacities were defined, followed by static plant mass balance calculations to establish bottlenecks and overall static capacity. Equipment ‘uptime’ and ‘downtime’ analyses established system and overall plant availability and utilisation. From this information, a dynamic simulation model could then be developed and initially calibrated against actual plant performance to verify its robustness. Once confirmed to accurately represent existing plant dynamics, system capacity response to variable changes could be tested to ultimately determine maximum plant capacity. Additionally, plant optimisation was incorporated to arrive at optimal upgrade points. Maximum capacity and necessary upgrades were established as a function primarily of feed size distribution. Additionally, the interfacing effects of rehandling feed material to the final product grade and potentially to life-of-mine were established as important outcomes. This paper describes an investigation of the sampling problems which contributed to erroneous Concentrator production forecasts at the mining operation of Bougainville Copper Ltd (BCL) in the North Solomons province of Papua/New Guinea.Reference figures provided by independently verified commercial shipment data demonstrated the existence of a bias in the calculated Concentrator production; the challenge was to identify systematic errors in each of the contributory measurements (feed tonnage and feed, tailings and concentrate grades).The uncertainty surrounding specific sampling and measurement errors precluded optimum metallurgical control and performance of the milling circuit, encouraged disputes about the difference between Mine versus Concentrator production estimates, and cast some doubt on efforts to follow political guidelines concerning a maximum feed tonnage or recovery oriented mill operating concept.An evaluation of routine results as well as specifically targeted test work identified the sampling errors associated with measured individual parameters.The emphasis in this report is on the procedure for quantitative error assessments.The measured performance of a mineral dressing plant is subject to a systematic error balance which can be derived from the more familiar weight and metal balances such as the two- or three-product formula.The resulting equations are generally valid, and they are applied to the measurements obtained at BCL's Concentrator to illustrate the method.

During the last fifteen years there has been a marked change in the demand and supply patterns of coking coal. The world demand, predominantly Japan, has increased from 23 million tonnes of world export/import coal in 1960 to an expected total of at least 100 million tonnes by 1975. In the last ten years Australia has been the main beneficiary in the growth of the export coal trade. This has been brought about by its proximity to Japan and its large econ- omically mineable reserves of coking coal. A feature of the recent coal development in Australia has been the requirement of companies in new areas to provide massive capital for infrastructure costs. The ability of the Australian coal industry to retain a large share of the world export market depends to a large extent on reasonable costs to transport coal from mine to the market place. In some areas of Australia this means that railway lines, loading and unloading facilities, and ports will have to be up-dated at substantial costs. On the long haul to Europe the recent increases in the prices of bunker fuel have made the price of coal less competitive when compared with sources

In 1995 Standards Australia International Limited æSAIÆ published a risk management standard titled AS/NZS 4360 Risk Management. It was the first such standard published by a recognised formal standards body anywhere in the world and it put Australia at the leading edge of the risk management discipline. Many Australian and international organisations have utilised the risk management standard and it is one of SAIÆs most important and popular standards. Since its publication in 1995, the risk management standard has gone through a major revision in 1999 and is currently undergoing another such review, which is due for completion in 2004. This paper will chart the application of the standard within certain key organisations since its inception in 1995. A brief overview of the methodology behind AS/NZS 4360 will be presented as well as an overview of supporting and related standards. It is prudent to base risk management and other management system issues on existing and tested standards rather than creating new proprietary approaches. Examples of areas in which the risk management standard might be applied in the mining industry are given, subject to the specific operations of each company: technical, commercial, environmental, informational, and safety and regulatory.

Intrusion related ore deposits are widespread in the Central Peruvian Cordillera Occidental and adjacent high-plains to the east and include porphyry Cu (-Au, Mo; eg Morococha), Cu-Zn (Pb-) skarn (eg Antamina), Pb-Zn-Ag carbonate hosted vein deposits (eg Uchucchacua), cordilleran base metal (eg Cerro de Pasco) and epithermal deposits (eg Quicay). Geochronology and petrochemistry of intrusive rocks associated with mineralisation reveals that: most ore deposits were emplaced in the late middle to early late Miocene; and are related to calc-alkaline granodioritic igneous rocks with Sm/Yb >3, Sr/Y >40 and Y/Th <1.5. The largest deposits, including Antamina, Colquijirca and Cerro de Pasco are associated with intrusions with Sm/Yb >4 and which, as indicated by Pb and Sr isotopic data, have undergone relatively moderate middle and upper crustal assimilation. The chemical signature of igneous rocks related to mineralisation likely reflects melt equilibration in the lower crust at a crustal thickness of more than 45 km. Mineralisation was favoured by a change from normal to flat subduction, resulting in increased compression, crustal thickening and subsequent cessation of the magmatic arc. Premiocene ore deposits do occur, but are restricted to a broad E-W corridor between Uchucchacua and Milpo and probably were controlled by a crustal-scale structural discontinuity across the strike of theAndes. Not all igneous rocks with high Sm/Yb and Sr/Y ratios did acquire their trace element signature in the lower crust. Petrographic and Pb isotopic evidence indicates shallow crustal hornblende fractionation or assimilation of pelitic material as possible causes for high trace element ratios in some rocks. These are apparently unrelated to polymetallic mineralisation. Thus, critical evaluation of petrographic and geochemical data in metallogenetic studies, especially in areas with complex basement architecture such as Central Peru is critical and should not be reduced to simple trace element ratios. The rnunber of Cenozoic volcanoes which has already been found in China surpasses 600. An ancient Chinese tourist, Xu Xiake (1587-1641 in the Ming Dynasty), mentioned in his travel notes the volcanoes and hot 'springs in Tengchong, a country of the Yunnan Province, 400 years ago. In 1927, the geologist, Yun Zhanli, expounded generally on the recent volcano distribution in China. In the '70's, China not only accomplished aerial photography and produced topographic and geological naps covering the whole country, but also obtained a new understanding of the geographic distribution and process of development of the Cenozoic volcanoes through Landsat imagery; interpretation and ground verification, together with C14 isotope dating and analysis of volcanic rocks.

In the past five years, there has been an evolution in the assessment and control of mining risks in the New South Wales coal mining industry. This change has involved the development and use of structured, systematic, team-based risk assessment exercises to identify, assess and control unacceptable risks to people, equipment and production. The outcomes have improved the management systems in the mine. This paper discusses the evolution of the risk assessment approach in equipment design and mine operations, as well as the specific risk assessment methodology. The paper also presents the reactive side of risk management, the method of investigating failures in the management system, usually referred to as incidents or accidents.

Environmental and amenity factors have introduced a new dimension to the technical problems of the mining industry in finding, extracting and processing the mineral and energy products on which we all depend. Intervention by outside regulatory bodies is restricting the production of minerals and denying the industry access to large areas in which the orebodies of the future may occur. The solution lies to a large extent within the industry itself and appropriate management techniques are necessary to ensure that exploration and mining are seen as an acceptable as well as a necessary land use. Close liaison between operators and the responsible authority is necessary to achieve these objectives and to make the best use of our land resources.

Erosion of unprotected batters, spoil banks, slopes, and stockpiled material creates a multitude of environmental problems. Winds blowing across these denuded surfaces can generate dust clouds capable of depositing un- desirable particulate material a considerable distance from the source. Water eroding these areas continually exposes new surfaces which may be oxidized. Iron pyrites can be dissolved in the flowing water, resulting in the addition of pollutants to streams and water sources. Silting of water sources can also occur as a result of this erosion. Valuable topsoil can be blown or washed away. In addition, the after-effects of erosion leave a visual pollution which is more difficult and expensive to correct than to prevent.

The annual growth in lead consumption in the Western world has declined sharply in the past ten years, as lead has suffered a wave of substitution by other materials, and has also been the object of concern about its toxicity in daily applications. Like most metal industries, the lead industry has tended to be more production-oriented than market-oriented than is the case with some of its competitors. However, in recent times this pessimism and preoccupation with weathering the threats from environmental legislation, substitution and low prices appears to have been replaced with a new optimism in some sectors of the industry. This is indicated by renewed promotional activities and efforts to find more applications and market opportunities.

Those developing or planning a new mining operation base their financial projections on amounts of gold produced as soon as practically possible. The choice and ongoing operation of mobile plant figures significantly in their projections. The implications of mobile plant selection are not always clear - until its too late.Our 'typical' gold mine would be a mine processing 800,000 tonnes of ore per annum, producing 37,000 ounces of gold with a life of mine of 10 years. Overburden layers are only evident in the first two years of operation.The pit will eventually, after some 5 years of mining, be some 300 metres deep, but confined to a mine radius of 2 kilometres.

In mining, grade control generally focuses on blasthole sampling and the estimation of ore control block models with little or no attention given to how the materials are being excavated from the ground. In the process of loading trucks, the underlying variability of the individual bucket load will determine the variability of truck payload. Hence, accurate material movement demands a good knowledge of the excavation process and the buckets’ interaction with the environment. However, equipment frequently goes into off-nominal states due to unexpected delays, disturbances or faults. The large amount of such disturbances causes information loss that reduces the statistical power and biases estimates, leading to increased uncertainty in the production. A reliable method that inferences the missing knowledge about the interaction between the machine and the environment from the available data sources, is vital to accurately model the material movement. In this study, a twostep method was implemented that performed unsupervised clustering and then predicted the missing information. The first method is Density-based spatial clustering of applications with noise (DBSCAN) based spatial clustering which divides the diggers’ and buckets’ positional data into connected loading segments. Clear patterns of segmented bucket dig positions were observed. The second model utilised Gaussian process regression which was trained with the clustered data and the model was then used to infer the mean locations of the test clusters. Bucket dig locations were then simulated at the inferred mean locations for different durations and compared against the known bucket dig locations. This method was tested at an open pit mine in the Pilbara region of Western Australia. The experimental results demonstrate the advantage of the proposed method in inferencing the missing information of bucket-environment interactions and therefore enables miners to continuously track the material movement.
