The discussion in this paper centres on examples of mining that are drawn mainly from the coal mining industry. The intention is to review the opportunities that exist for incorporating environmental planning into mining industry practice in New Zealand. The coal mining examples serve to make some general points which have some application for many types of mining.

Pilot Plant confirmatory testing of the treatment route developed in the Metallurgical Laboratory is an essential factor in the development of complex ore bodies. Objectives should be well defined to permit the efficient planning and cost effective operation of the pilot plant project. The primary objective for the pilot plant should be to confirm the viability of the developed flowsheet on a continuous basis, examining only major variables such as ore types, quantum changes in grind, comparison between bulk and sequential flotation circuits, use of flotation columns, evaluation of autogenous grinding and production of samples of concentrates for market evaluation. Secondary objectives may include the collection of engineering design data and the production of a comprehensive report to Bankable Document standards to provide technical support for capital financing. The complexity of the ore body and the scale of the final operating project together with the pilot plant objectives will determine the extent of the pilot plant operations. The level of expenditure associated with a pilot plant can vary, in total cost and as a percentage of the total development capital investment required to take the prospect from exploration to a producing mine. Factors contributing to expenditure are discussed. Associated with cost considerations is the level of confidence mining company investors can have that their capital investment will return dividends.

The Greymouth Coalfield contains New Zealand's greatest known resource of bituminous rank coal. The coals are of very high quality, with low ash and sulphur contents and a range of other properties that makes them desirable for a wide range of uses. In fact only a few producers around the world today can offer coals with such exceptional properties. This suggests that Greymouth coal has potential as a premium export trading commodity. These assertions have been largely confirmed by a comprehensive exploration drilling programme funded by Mines Division û Ministry of Energy between 1979 and 1984. The program, forming part of the NZ Coal Resources Survey, was carried out under contract by Lime and Marble Ltd. The drilling of 49 deep, predominantly cored, holes at 1000 m intervals over the coalfield has generated a vast amount of data. It has shown the existence of three major potentially minable coal deposits containing 233 x 106, 33 x 106 and 15 x 106 tonnes of coal in ground. Investigations have at this stage only identified targets and these estimates represent 'in ground' resources, not recoverable reserves. Recent geological studies as well as past and present mining have clearly highlighted the problems posed by the complexity of the coalfield geology. The coalfield lies within a mobile zone in the earth's crust known as the Paporoa Tectonic Zone, which has been active from at least mid-Cretaceous to the present time. Currently this factor poses the greatest obstacle to the determination of mining possibility of the, defined deposit and ultimately will strongly influence any future mining development. The Greymouth Coalfield has, however, had a long and eventful mining history spanning the last 120 years, where 32.5 x 106 tonnes of coal has been won from over 100 mines. In spite of the problems facing development, the large quantities and exceptional quality of the remaining coal will act as a strong inducement to persevere with this difficult but potentially valuable resource.

It is not the primary object of this paper to treat with the scheme of prospecting in detail, but it is considered that a brief description of the broad lines is necessary so that the significance of the points to be discussed later may be appreciated.The finding of payable gold reefs on the Bendigo field resolves itself into a two-fold problem, firstly the location of quartz bodies, and secondly the location of gold shoots in such bodies. The country rock of the field has been folded and faulted, and the occurrence of known reefs is associated with the fold axes and the faulting. The "lines" of the field are the anticlinal axes, and practically all known reefs are at or near centre country. Very little work has been done on the synclines, which may have some potential value.Quartz has been introduced along the fracture systems, and gives rise to the three main types of reef met with on the field, namely, the "back," which is similar to a bedded quartz reef and is formed along a bedding plane fault; the "saddle," which forms at the crest of the anticline and has the typical shape from which it takes its name; and "spurs," which are irregular masses of quartz, making off reefs of the first two types.As the fracturing throughout the field is widespread and fairly intense, the first problem, that of finqing quartz, is comparatively simple, and any regular system of blocking out the ground will be productive of quartz bodies.*Field Superintendent, Bendigo Mines Ltd. Reports of delays and cost blowouts in major study and construction projects are becoming increasingly prevalent in the resources industry. This is mainly being attributed to an escalating cost environment associated with the increased number of projects in the development to construction pipeline and a scarcity of competent skilled resources to deliver these projects. However, not all this effect can be directly attributed to the current environment. Historically the mining industry has not performed well in its ability to deliver projects according to the financial and physical parameters forecast in the feasibility study process. To manage the risks associated with delivery of major projects, resource companies need to ensure they use a standardised approach to management of their project development to satisfy project objectives and enable more efficient use of the increasingly limited available resources. Each discrete step in advancing the project from scoping study to operations needs to be integrated, reducing the amount of rework and duplication. This paper is primarily a consolidation of existing ideas on project management systems but also introduces new concepts to solve current issues. It describes the basic components of a typical mining project, the issues that commonly arise, the key attributes, and critical steps required for an effective integrated project management system covering projects from initial scoping studies through to project commissioning and operation. This paper focuses on technical study components of the mine development project with allowance for transitioning to design and construction and operation phases.

It had been intended to determine the influence of tantalum and columbium' carbides in mixtures with tungsten carbide. Owing to other, urgent developments, it has not been possible to proceed with that programme.1. THE PROCESSING OF A TANTALITE ORE(a) The OreThe minerals in which tantalum and columbium most commonly occur are tantalite and columbite. These two minerals are the end members of an isomorphous series of tantalates and columbates of iron and manganese, but in nature the series grade into each other.Some of the best deposits of tantalum and columbium ores in the world occur in the north-west of Australia. Until recently tantalite low in columbium was the only mine~al in demand but discoveries of extended uses for columbium, e.g., addition of ferro-columbium to high chromium I steels inhibits intergranular corrosion (weld decay), have created a demand for columbite low in tantalum as weB. Both of these types of' ore occur in the Pilbara district in Western Australia and most of the ore mined is exported to America after a preliminary grinding and concentration by gravity.A sample from the Bynoe Harbour locality, west of Darwin, was used in this investigation. This paper reviews the development and operation of a small underground tin mine in NE Tasmania. Tin mineralisation was discovered in the Lottah area in the 1880s with early alluvial and eluvial workings leading to the development of large low grade open pit operations. Apart from short lived activities operations ceased in 1915. Intensive exploration in 1978 - 1981 outlined substantial tonnages of low grade tin mineralisation (0.2% Sn) of open pit material. An underground ore body was also located (800 000 tonnes 0.6 per cent Sn). Spectrum Resources Australia Pty Limited acquired a 98 per cent interest in the property in 1988. Mine and mill development began in early 1989 based on an underground mine utilising trackless mining using room and pillar with fill stoping. The milling circuit involves primary jaw crushing, Barmac secondary crushing to 1 mm, Mogensen and DSM screens with jigs and tables to make a wet concentrate. Final tin concentrates are produced by high tension and magnetic separation. Planned production rates are 500 t/day with a mine life of six to seven years.

Coal workers’ pneumoconiosis (CWP) has re-emerged as a major concern in the Australian coal mining industry. Harmful effects from coal dust inhalation have been well documented, but the underlying causes and mechanisms of CWP are still debatable. Research conducted in the USA has proposed a plausible link between the presence of pyrite in coal and the prevalence of CWP. Reactive pyrite in coal oxidises under ambient mine conditions to produce various iron sulfate minerals such as melanterite, rozenite, roemerite and szomolnokite. Rapid reaction rates are promoted by the form (size and morphology) of the reactive pyrite present, which provides both increased surface area and increased porosity for easy air access to reaction sites. The products formed from reactive pyrite oxidation are often needle-like crystals with thicknesses in the order of 1–2 µm (eg melanterite and rozenite) and prismatic crystals with thicknesses less than 5 µm (eg roemerite) have been recorded. The densities of these minerals are significantly less than quartz, which makes them prone to becoming airborne with the normal coal dust. In fact, the mix of these mineral salts is commonly referred to as ‘fairy dust’ by mine workers due to the way they can become entrained and sparkle in the mine ventilation air, particularly if they occur in the upper part of a seam that is forming a coal roof. Examples are presented of the various products of reactive pyrite oxidation found in three Australian coal samples, which provide evidence of the physical and chemical mechanisms that would support the USA findings, particularly in terms of a source of bioavailable iron leading to increased inflammatory stress response.CITATION:Beamish, B B, Ward, C R and Chalmers, D, 2017. When the HSE Act was introduced in New Zealand in April 1993, one of the prime aims of the Government was to signal to the industry. The Government's recognition of the employer as the key person responsible for safety and health in the workplace and to actively encourage employers to self manage the health and safety function. Because of the significant change in the philosophy behind the new legislation, and because of the inherently conservative nature of the mining industry, it has taken some years for both the industry and the regulators to reach the stage of considering the framework in which a controlled degree of self management can proceed.   In this paper, some of the issues relating to the legitimacy of the process are considered, some of the questions raised in the minds of those charged with implementing the legislation are discussed, and the views of some eminent authors are examined.   The latter part of the paper focuses on a programme called the Reduced Site Surveillance Programme, which grew out of Goal 2 of the New Zealand Mining Inspection Group's 5-Year Strategic Plan. The programme is described in some detail, and the criteria applied at each stage of the programme is discussed. The paper concludes with the author's expectations of the longer term outcomes of the programme.

CENTRAL mine ore consists mainly of galena and marmatite in a siliceous and rhodonitic gangue, the average assay values being approximately 11.5 oz. per ton Ag, 14.5% Pb, 14.5% Zn, 1.3% Ox Pb, 0.3% Ox Zn.Owing to the 1923 fire in the underground workings, much of the ore now being mined has been subjected to a certain amount of oxidation, as shown by the oxidised values above.This factor is of great importance from a flotation point of view, as a sulphide surface which has been subjected to the influence of oxidation is not as amenable to flotation concentration as a fresh sulphide surface. The importance of this factor is increased when a differential flotation is to be made, and, as in the case of Central mine ore, the sulphide, which is to be floated first, has been oxidised...

A quantitative chemical model of the rocks of the Broken Hill lode environment is presented to illustrate a stratiform orebody in a meaningful form to scientists interested in environmental control on the chemicalcomposition of sediments.Even though this study was restricted by the narrow range of rock analyses available it is obvious that significant chemical differences exist between the various rock units and also that some association of metallic sulphides with Ca, Mn, Fe, and P is indicated.Correlation of this evidence with that from other mining fields may point out more definite chemical relationships and elucidate the puzzle of the mode of formation of many stratiform orebodies.

The Bulli and Wongawilli Seams, the two principal sources of coking coal for the Port Kembla steelworks of Australian Iron & Steel Pty. Ltd., vary in rank and in type over the Southern and South Western Coalfields.The Bulli Seam, ranging widely in type, produces coke varying from weak to strong. The Wongawilli Seam, more consistent in type, produces coke of more consistent strength, but considerably less strong than that from the best Bulli Seam coal.Plans of seam variation show the regional trends in rank and type for each seam.The strongest coke is derived from coal containing between 45 and 55 per cent vitrinite, m.m.f. This is obtainable from the Bulli Seam in a zone embracing Bulli and Appin collieries.A satisfactory correlation is achieved between vitrinite content and coke stability and hardness, enabling prediction of coke strength for Southern Coalfield coals.The use of vitrinite reflectance, as an indicator of rank, in addition to type to predict coke strengths is at present hampered by lack of data, particularly in the South Western Coalfield. Nevertheless, data available at present allow the use of both variables and give better correlations with coke strengths than type alone.A spread of comprehensive data across both coalfields will enable advance assessment of cokes produced from coals having known rank and type. Blending to a ranktype specification for optimum coke strengths would allow the best use of the coal reserves of the coalfields.

Digital Simulation of Particulate Processes The inherent complexity of mineral particulates (shape, size and mineralogical texture) has challenged conventional simulation model approaches for decades. Much effort was expedited in using mathematical assumptions to accommodate stereological effect. With the advance of instrumental methods such as x-ray microtomography 3D structure can, in many cases, be measured directly. The information derived from such measurements provides direct input to building the structural digital model. In addition digital simulation methods that enable creation of process realistic particulate properties in an efficient digital computer space have demonstrated their effectiveness to model a variety of realistic packing, sorting and multi-phase processes. The paper reviews recent advances in the use of information derived from 3D micro-tomographic imaging and laser scanning technology can be coupled with digital methods to enable simulation of tablet compaction and dissolution, filtration and permeability, column packing and leaching kinetics, packing and cementation of nuclear waste. By assigning 'properties' to a digital zone (voxel) in the computational space it is possible to mimic the realistic characteristics of quite complex particulate mineral processing systems. The system self-adapts to correct the coherent particle characteristics (shape, size, compound, porosity) with time. Such simulations are useful to elucidate the sensitivity of system performance to variations in process parameters. Dimensional scaling of the approach is also possible, as the case studies will illustrate, in deploying the method to both small (micron) and large (m) features. The use of process realistic simulations presents experimental challenges in code validation. It is in this context that other tomographic methods play a role in direct 3D measurement of system behaviour such as electrical and optical sensors.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Thomson Orogen is a large but poorly understood element of Queensland geology. Extensive cover conceals the Thomson Orogen at depth, thus limiting studies to a small number of surface exposures. Previous studies of the northern Thomson Orogen have been restricted to the largest of these exposures in the Anakie Inlier and Charters Towers Province. Less extensive exposures, including Mt McLaren in east-central Queensland, are largely overlooked and poorly documented. Fieldwork suggests that Mt McLaren is a west-tilted fault block of Thomson Orogen metasediments that are at least 2200 m thick. The substantial thickness of these sediments (which we have named the Mt McLaren Formation) and the consistent shallow marine facies throughout the block suggest deposition in an actively subsiding basin. Initial dating of detrital zircons places deposition of the Mt McLaren Formation in the Late Cambrian to Early Ordovician, allowing correlations with formations of similar composition and age in the nearby Anakie Inlier and Charters Towers Province. Both of these areas have a long history of mining and exploration for gold and base metals, suggesting that correlation of basement sequences across these areas could be beneficial for exploration models of the Thomson Orogen as well as for tectonic models of eastern Australia.CITATION:Lee, M, Verdel, C, Welsh, K and Oorloff, A, 2015. The emergence of China as a global economic power has not been without its birth pangs and the current coal market is testimony to this. Traditionally the coal market has been controlled by mature economies that functioned along balanced lines of supply and demand. The emergence of China and India as major forces in the international market has shifted this balance of power from mature economies to the developing economies of China and India. Of late Chinese Central Government policy has caused wide swings in the supply of Chinese coking coal and thermal coal to the international Asian markets. This has resulted in huge increases in demand for coal from producers in Australia, Canada, Indonesia, USA and Russia. Additionally since the late 1990s the liberalised Chinese economy has been growing by between nine to 12 per cent per annum. The corresponding rise in the standard of living of their 1.4 billion people has resulted in a strong demand for raw materials, initially met by domestic production and more recently met by the importation of raw materials including iron ore, oil, coking coal and thermal coal. Commensurate with this growth in China has been the emergence of India (pop one billion) as another major developing economy in the region. Whilst the Indian standard of living is lower than that of the Chinese, this subcontinent still has some 300 million people with middle class consumption demands. India is a major importer of oil, coking coal and thermal coal. It exports iron ore to China with growth parallel to China (seven to nine per cent per annum). These combined new demands from India and China have put unprecedented pressure on the global supply of coking and thermal coals. These pressures are reflected in the current world spot prices for coking and thermal coals which are at historically high levels. Whilst current demand from China and India is high it is anticipated that new projects will partially satisfy this increasing demand. Expectations are that overall thermal and coking coal prices will rise steadily. This paper seeks to identify the potential effects of Chinese and Indian economic growth on the international markets for coal.

In the Broken Hill South mine tile practice of issuing to the miner a quantity of fuse and a box of caps from which he made up the "rods" required for a particular blast, has been abandoned. Instead, capping stations have been established, and the miner can now obtain, from the magazines, fuses cut to accurate lengths with the detonators attached.Various types of fuse-cutting machines and crimping devices are available, but only those used by the Broken Hill South Mine Ltd. are described in this paper.The fuse-cutting machine, designed by the engineering staff, is an electrically driven unit fitted with a gear box for the purpose of adjusting the rate at which the fuse is fed to the cutting device, thereby enabling fuses of various lengths to be accurately severed from the main coil of fuse.The machine in question is designed to cut 4, 6, and 8-ft. fuses, but no difficulty should be experienced in designing a machine to cut fuses to any required lengths.

With the exception of occasional periods, when up to 80% of oxidized ore was treated, the G.M.K. plant treated all sulphide ore until October, 1939. The treatment was, briefly, as follows:The ore was ground to approximately 17% plus 200 mesh Tyler and agitated in cyanide solution, after straking. After agitation, the pulp passed through two stages of counter-current decantation washing in Dorr thickeners and was filtered once, to complete the precyanidation stage.The precyanide filter cake was repulped with flotation circuit solution and floated in a Denver Sub A flotation machine, consisting of twelve cells. The concentrates were roasted, cyanided and filtered four times before disposal to the' dam. The flotation tailings were thickened to conserve water and pumped away to a separate dam.The average results of flotation operations for the six months before October, 1939, are shown in Table 1.

The increasing pace of modern mining makes constantly greater demands upon the several contributing departments of rock breaking and transport, and rock-drilling, as the spearhead of attack, has received a great deal of attention with respect to both machines and steels. By a series of mechanical improvements, combined with the application of selected heat-treated alloy steels, the rock-drill has now been developed into a machine capable of rapid drilling and long service under severe working conditions. As a factoryproduct made under strict metallurgical control it is as foolproof as, say, the modern automobile, and, like its prototype, it can be kept in efficient operation by a minor amount of attention during use and by periodical adjustments and replacements.The same cannot be said, unfortunately, of the drills with which the machine is supplied; in conventional mine-shop practice these are made of the best tool steel shaped and heat-treated under the poorest of metallurgical conditions.The crudities of steel-shop practice have, in fact, always prevented the full exploitation of the steels available at any time, and even at the present day the general standard of treatment offers a contrast with the quality of the steels which moves the metallurgist to amusement, despondency or outrage, according to his temperament. Nevertheless, the tendency persists to meet the increasing demands of the rock-drill primarily by the use of still better steels, and secondarily by improvement, of the steel-shop practice. Athird type of development is the introduction of factorymade tools in the form of detachable bits and rods.
