Depending upon the probability one assigns to project go-ahead, up to $10 billion (1978 figures) could be required for resource based projects in Australia in the next decade. In the past major resource projects were readily financeable against sales contracts. In the future the complexities imposed by such matters as political risk, inflation, currency movements and environmental and other socio- economic considerations on project development costs and returns may require a different approach. This paper addresses itself to the ramifications of providing development finance for resource based projects in the future - and in particular examines such factors as project completion guarantees, sales contracts, protection against exchange rate fluctuations, interest rate structures and debt/equity ratios as each relates to the provision of finance. QueenslandÆs new safety legislation for metalliferous and coal mining (Mining and Quarrying Safety and Health Act 1999 and Coal Mining Safety and Health Act 1999, together with the Regulations) came into effect on 16 March 2001. The legislation places clear obligations on mine owners, operators and workers to have a safe place of work and to manage risks to safety and health. It also places obligations on contractors, designers and providers of services. The legislation is non-prescriptive in that it states what outcomes must be achieved and not what must be done. The key issue is that the risk of injury to people must be at an acceptable level. The legislation creates a Mines Inspectorate with powers of inspection and audit of mines, their safety management systems and the management of risks. Auditing of the risk management process is carried out against standard risk management techniques and directives for corrective action may be issued when audits reveal non-compliance or unacceptable levels of risk.

The State Electricity Commission of Victoria (SECV) operates 13 excavators, 3 travelling stackers and 4 mobile slew conveyors in their three open cuts in the Latrobe Valley. The majority of these machines have been designed and constructed to a German design code current at the date of order. The SECV has always ensured that the machines were manufactured and erected to the appropriate standards. The SECV has a policy of having all machines inspected by an independent inspector every two years. These inspections are based on those carried out in Germany. The inspections have been carried out by inspectors from Germany who have the necessary experience to do similar work in German open cuts. Major faults found during the inspections have been repaired, however,the gradual breakdown of corrosion protection system has continued. The structures on some machines have areas of bad corrosion. This, coupled with wear on major mechanical equipment, would require an extensive outage to overhaul the machines. Refurbishment of Hazelwood Power Station will result in higher levels of production and extended life for the station. This will require improvement in the total output from Morwell Open Cut (MOC). To meet this increased coal demand, the open cut equipment will need to operate more efficiently and for a longer period of life.

Natural gas is a comparatively new fuel in Australia. It was first used in small quantities in Queensland in 1965, but it was not until 1969 that natural gas reached the capital cities Brisbane, Melbourne, and Adelaide in that order; then in 1971 it reached Perth. By the mid seventies, natural gas had secured a significant proportion of the energy markets in Queensland, Victoria, South Australia and Western Australia and in 1976 supply commenced in Sydney. In that year - 1976 - gas supplied about 12.5% of the total demand for primary energy in Australia excluding transport. In the current financial year - 1981/82 - natural gas is expected to supply nearly 19% of the market and forecasts for 1990 range up to 25%. From a starting point in the late 1960's when manufactured gas supplied a small but important proportion of the non-transport energy market - less than 3% - we have exper- ienced an average growth of nearly 24% per annum up to the present time.

The link between exploration success and new ideas from research and development (R&D), although often assumed, is rarely well explained or well illustrated. One issue is understanding the role of innovative ideas in the exploration process, and another is determining the relative contributing factors to an exploration success. A useful measure of gold exploration success over an extended time period and geographic area is discovery rate (θ): Discovery rate θ = gold discovered/exploration expenditure (usefully expressed as tonnes of gold per $1 million). The total gold discovered is strongly leveraged to discovery rate, as any increase in θ typically has a positive effect on exploration expenditure. Hence, improving the discovery rate is a key driver for a sustainable mineral industry, especially for gold. There are very few ways to influence θ beyond innovative R&D ideas and breakthroughs, and well-motivated and trained staff. The Australian gold industry has experienced exceptional exploration success with 9956 tonnes of gold discovered from 1979 to 2003, inclusive. This equates to: Discovery rate θ = 0.9 t/A$1 M Two-thirds of this gold has been found in the Yilgarn craton of Western Australia (6265 tonnes Au). Without this exploration success, there would have been no platform on which to build the current gold industry and to take advantage of elevated gold prices and advances in mining and processing. Several causes of the Western Australian gold success have been proposed, and more than one may be correct. Gold price, and mining and processing advances have all had influence; but exploration success and discovery of gold were essential to add to the miniscule resource base of 1979. A comparison of the exploration methods used to search for gold in the Yilgarn craton in 1979, and 1990, highlights a small number of breakthrough ideas introduced to the industry during the 1980s, and in most cases emanating directly from local R&D. By the 1990s, these ideas were being used in most gold exploration programs in the Yilgarn craton, and are still used today. These six breakthroughs are: epigenetic timing of gold deposit formation (ie after formation of rock sequence), chemical and mechanical role of host rocks, relevance of carbonate alteration haloes, gold dispersion in the regolith, optimal sampling media, and appreciation of landforms in exploration program design. Interestingly, gold exploration science in Western Australia entered the 1980s period without rigid paradigms in place regarding gold deposit formation; there was a balance between descriptive and genetic models, there was scope to research gold deposits from microscopic to global scales and there were highly effective industry research uptake processes in place: it is suggested here that these favourable conditions contributed to the exploration success and industry growth.

Investigation of a water inflow into Wongawilli Mine in the Southern Coalfield of New South Wales included algal analysis. The determination of algae in the water suggested an external water source. An alternative hypothesis proposed that algae are inherent in a coal mine environment. Investigations to determine the validity of these hypotheses and provide information on the viability and longevity of algae under adverse conditions were conducted in the mine and the laboratory. Results indicated that a mine environment is not natural to algae and is not conducive to their growth. These findings support the hypothesis of introduction of surface water to the mine workings. They indicate that, in the absence of other available techniques, algae can be an effective tracer for use in the determination of a water source.

"The most commonly used method of thick coal seam extraction in Polish deep mines is multislice longwall (MSL). In MSL stability of goaf in the roof as a result of previous extraction in upper slice is a major geotechnical consideration that must be managed.This paper outlines the results of a wide range of investigations carried out in three longwalls that were in operation in a multislice system using caving with additional fly ash goaf stowing. The longwalls were operated by Katowicki Holding Weglowy SA (KHWSA) in the Upper Silesian Coal Basin of Poland.Examinations were completed on the properties of goaf at the roof of longwalls ie measurements of strength parameters of the goaf material by means of a borehole hydraulic penetrometer, determination of the goaf condition by means of a borehole endoscope and laboratory testing of the caved rock. Four different major international copper projects are discussed. Three have recently come on line, and one is now being constructed. Each of the projects has encountered unique problems during the course of its development because of the legal requirements of the host country, together with its political and social needs. Nevertheless, there have been similar problems to solve. There were six common factors. 1. Quality engineering to be performed under the direction of an experienced project team. 2. Good communications. 3. Logistics. 4. Customs requirements. 5. Availability of capable construction labour. 6. Local material source capability.

South Africa is the world's largest producer of gold. The survival of its gold mining industry is dependent, to a large extent, on the successful implementation of new mining technology which reduces the operating costs. Gold mines of the country have a record of a high operational cost per tonne of rock excavated. The geology of the gold-bearing rock, in addition to the mining depth and the gold recoverable grade, profoundly affect the profitability of the industry. Among the other mining operations, drilling and blasting take a fair share of the mining cost. It is therefore proper to implement a dynamic approach of technological review aimed at combating the escalation of mining costs. Over the years, the industry has moved away from labour intensive activities. Mechanised operations are introduced where possible. Management techniques are oriented more towards better utilisation of human resources and machinery so as to enhance productivity in the stopes. This paper addresses the issue with particular reference to blasting operations in the stopes of deep gold mines. It reviews the conventional drilling and blasting techniques. It outlines some innovative changes brought about in the course of recent years with the aim of optimising productivity and the stope efficiency in particular. It focusses on the peculiarities of the blasting technology in deep mines. It discusses the issue of interaction between the high stress fields underground and the blasting generated stresses on rock fragmentation, as well as their impact on the remaining excavations. It anticipates the concept of the new technology of selective blasting in stoping. Finally it puts forward the crucial role played by management of the human factor underground.

Failure to replenish our mineral stocks will threaten man's economic and social well-being, and it is vital that future directions of metallogenic research are considered carefully to ensure that research funds are applied wisely to underwrite our future.Today we are witnessing the declining phase of the era of easy exploration. The rate of discovery of shallow orebodies is slowing. This is very evident for base-metal deposits but is becoming increasingly apparent for gold deposits. The easy exploration era was marked by a heavy reliance on exploration techniques capable of directly detecting mineralization. These include simple prospecting methods as well as a host of geochemical and geophysical procedures and tools that enable explorers to pin-point regions' of mineralization within the upper couple of hundred metres of the Earth's crust. Late Palaeozoic and Late Mesozoic phases of widespread overprinting have obliterated most of the primary magnetization signature of the Tasman Fold Belt. Palaeomagnetic programs of a regional extent offer best prospects for identification and interpretation of such secondary magnetizations and for isolation of any remaining primary magnetization. In 1983 the BMR initiated a regionally oriented palaeomagnetic study of the Tasman Fold Belt to obtain palaeomagnetic constraints on the tectogenesis of the fold belt. Particular attention is being paid to the analysis of possible differential movements between suspect or- tectonostratigraphic terranes within the Tasman Fold Belt and the respect to cratonic Australia. Work has concentrated so far on the Cowra Trough-Molong High region of the Lachlan Fold Belt and the New England region. Pilot sampling has been carried out in the Gympie region. In addition Palaeozoic sequences are being studied from the Amadeus Basin and the Ngalia Basin to refine the palaeomagnetic reference frame of cratonic Australia.

A large amount of wastes from the preparation plant is produced. The properties of these wastes vary depending on the mineralogical contents of the mother rock in which the coal is embedded. The waste quality depends on the method of mining and cleaning. The waste mainly consists of clays, quartz, carbonaceous materials, mica, pyrites and so on. About 55 per cent of coal-ash is now utilised and the remains are disposed of at the disposal sites, however, the life of the disposal site is limited. Moreover, it is difficult to find new disposal sites. Therefore, it is requested that the percentage of the utilisation of the coal-ash be increased in every field in Japan. So, it is very much available if the injection material for natural/artificial openings can be applied on the cement that is added to flyash. Among the man-made pozzolans, a flyash is probably the most successful component used in grout injection. When flyash is added to Portland cement concrete, the same kinds of oxides as those of the cement are being added. As an injection component, flyash acts, in part, as a fine aggregate and, in part, as a binding component. However, there is not a substantial alteration of the properties of the original component. From these points of view, in order to clarify to what degree the flyash content affects the properties of the injected grout mixture; different combinations of flyash, Portland cement and water were considered by means of several experiments.

The mining industry seeks to engage with and respond to stakeholders through open consultation processes during the various phases of a mining project (Department of Industry, Tourism and Resources, 2006). Two Australian Coal Association Research Program (ACARP) funded projects conducted in the Bowen Basin coalfields in Central Queensland investigated the use of a stakeholder panel for the evaluation of mine site rehabilitation. The panel members were drawn from the local and regional area, and represented neighbouring landholders, traditional owners, AgForce, local government, conservation groups and non-governmental organisations (NGOs) such as Greening Australia and the Fitzroy Basin Association. The approach of utilising stakeholders to establish rehabilitation criteria was proposed as an alternative to the established practice of assessing rehabilitated areas against a suite of quantitative completion criteria; eg >70 per cent vegetative ground cover or <5 t/ha/a soil loss. The basis of this approach recognises the reality that the definition of completion criteria has proved problematic over the last 40 years with no broad consensus reached on the suite, let alone the metrics; eg the exact cover level that will benchmark acceptance of the mine site rehabilitation.CITATION:Merritt, J L, 2016. The A J Parker Cooperative Research Centre for Hydrometallurgy has recently been established by a major grant from the Australian Commonwealth Government. The participating institutions in this centre are the CSIRO Division of Mineral Products, Curtin University of Technology, Murdoch University and the Chemistry Centre (WA). The Australian Mineral Industries Research Association is also a partner. Information is presented about the research activities of the Parker Centre, which are focussed on the solid/solution interface. Three research programs have been established in the areas of leaching, precipitation and surface processes (adsorption). The initial projects within these three programs are described. Details are also given of the Centre's education program which include honours degree training, masters and doctoral degrees by research, a masters degree by course work and workshops. The importance of collaboration with industry to the successful operation of the centre is stressed.

Comparison of the Zadra, Anglo-American and organic solvent procedures for desorption of gold from activated carbon loaded in carbon-in-pulp gold circuits indicates that the Anglo American and the organic solvent procedures are considerably more effective than the commonly used Zadra procedure. Organic solvent elution procedures, particularly those using acetonitrile and acetone, can provide effective gold elution and very high concentrations of gold in eluate solutions. The operational simplicity and effectiveness of the Anglo American procedure would appear to make it the most satisfactory procedure available at the present time but this may change as the solvent elution procedures become better developed. INTRODUCTION The carbon-in-pulp technique has been introduced into the gold processing industry to by-pass the often lengthy CCD and filtration steps required in the conventional Merrill Crowe cyanidation procedure for gold recovery. Adsorption of gold on to carbon is also a valuable technique for recovering trace amounts of gold from low level waste streams from conventional processing procedures.

With the economic trend towards reduced capital spend, more stakeholders are focusing on improved operational efficiency and productivity. Advancements in achieving the optimum dollar-per-tonnage will be more dependent on creating a logistics system that is well balanced and economically optimised. Critical to predicting a successful business case is the ability to accurately define capacity, realistically increase throughput and proactively translate objectives into design and operating requirements. Failure to do this will create an unrealistic perception of capacity and performance for the export corridor. This transition requires a fundamental understanding of the drivers that impact capacity, cost and value across the entire logistics chain. Through examples, this paper will identify the contextual requirements for simulation models that assist decision-makers and stakeholders to more clearly understand the implications of decisions that will define capacity and operational performance. "Mining is an inherently risky business: from the technical, environmental, social and economic uncertainties associated with advancing an exploration concept to a viable project; to the risks associated with the operating, market, and safety risks and uncertainties attached to a developed mine; and the final mine closure process.Investors and other stakeholders assessing the risk, opportunity and relative value associated with a resource project need to appreciate the project in its correct context. By designing comminution circuits for mineral liberation rather than the final recovery process and by using high mass pull gravity recovery, the concept of underground processing has become a reality. Gekko has found that many ores respond favourably to fine crushing with either high pressure grinding rolls or vertical shaft impactors which when combined with the InLine Pressure Jig gravity separator and coarse flotation results in a narrow, low-head, compact processing plant that can be sensibly fitted in existing underground openings. The focus on fine crushing reduces the power requirements of the plant to approximately 5 kWh/t for a capacity of up to 20 t/h run of mine ore feed. The use of water recycle systems places no extra load on the mineÆs normal water handling system. GekkoÆs underground processing plant, the æPythonÆ, has been designed to be towed down the decline or lowered down a shaft and is capable of being installed in sloping, non-linear drives for placement close to the working face. The overall benefit to mining companies of this concept has been estimated to be a significant operating cost-saving, lower cut-off grade and a significantly smaller environmental footprint.

The oxidation of nickel sulphide and copper sulphide concentrates, and coal, has been studied under non-ignition and ignition conditions using Differential Thermal Analysis (DTA) and Thermogravimetry (TG). The non-ignition reaction was favoured by slow heating rates < 10°C min-1), low masses < 10 mg) and an air atmosphere. Under these conditions, the typical stepwise oxidations of the various sulphide minerals present in the concentrate were observed as resolved exothermic peaks in the DTA curves and weight losses in the TG curves. Above a heating rate of 10°C min-1 , sample masses in excess of 10 mg and an oxygen atmosphere, an ignition reaction was induced, as indicated by a major high energy exotherm in the DTA curve and a major rapid weight loss in the TG curve. The ignition temperatures of the minerals under ignition conditions, found for 15 mg samples heated at 20°C min-1, were 434°C for the nickel sulphide concentrate, 372°C for the copper sulphide concentrate, and 230°C for the coal. By plotting a curve for mass against ignition temperature at constant heating rate and extrapolationto zero mass, a value of 470°C was obtained for the mass independent ignition temperature of the nickel sulphide concentrate. Ignition temperatures and extents of reaction at various temperatures were obtained using the TG technique in a novel manner which produced heating rates of 4500°C min-1. Under ignition conditions, the oxidations approximate to flash smelting conditions.
