The areas of concern lay in the processing of, and the subsequent hearing into, Waihi Gold's resource consent applications to extend Martha Mine. The proposed amendments to the Resource Management Act 1991 might see the introduction of contestability in the processing of applications - which would have assisted Waihi Gold; and the use of commissioners to hear the applications, with a right of appeal to the Environment Court on points of law only. It is also proposed to have major applications heard directly by the Environment Court. If Waihi Gold's applications had been heard at first instance by the Court, the delays in time and associated costs would have been reduced. However a hearing by commissioners only would not have been satisfactory, there being no right of appeal against the conditions of consent, which if implemented as granted by the Councils would have had a significant impact on the costs associated with the extended project.

New Zealand Steel's Taharoa titano-magnetite mine, south of Auckland, set two national load records when it transported around 2000 t of mining equipment three kilometres overland on time, under budget and without safety incident. It was the first time in New Zealand that four platform trailers were assembled end-to-end to transport a load. It was also the first time that a single load of 1000 t was transported on platform trailers. The need for the relocation of all equipment was realized five years ago. It took two years of planning and specialist advice to relocate the mine's 250 t dredge, 500 t surge bin, 1000 t concentrator plant and ancillary equipment from the Southern Mining Region across a specially designed haul road to the Central Mining Region. The project was carried out during a six-week shutdown in early 2001. Two dry docks were constructed, one at each end of the relocation route. The equipment was floated into a dismantling pond that was interconnected with the dry dock in the Southern Region. Through pumping, the water levels were controlled to allow transfer of the separated units from the dismantling pond into the dry dock. Once drained, sets of self-elevating platform trailers were used to transport the main units, one at a time, between the dry docks. Five prime movers were used to pull the loads. At the receiving end, the units were off-loaded in a dry dock interlinked with ,the first mining pond. The equipment was relocated because the reserves in the Southern Mining Region were mined out. A natural watercourse û the Wainui Stream û defines the northern boundary of the Southern Region and the objective became to relocate the mining plant to the other side of the stream and re-establish in the Central Region. The project team selected the trailers as the most effective means of transporting the equipment, particularly given the non-invasive means of crossing the Wainui Stream. Negotiations with prime contractor Tranzcarr Heavy Haulage Ltd commenced in mid-2000. The remainder of 2000 was spent in developing concepts with the contractor, detailed designing, preparing the dry docks, haul road and initial mine plan for the Central Region. These activities occurred with no conflict to the normal site production.

The term geochemistry - chcmbtry' of the earth - is almost limitless in its implied subject, but of recent years a major trend of research in this field has been towards economic application in the search for mineral deposits, and in particular for those of some ofthe less common elements for which a demand now exists.Geochemistry is in a state of slow transition from a purely descriptive subject to a fundamental science concerned with the relationships that exist between the distribution of the elements in the earth's crust and the physical characteristics of the atoms of those elements. The progress achieved promises a set of basic principles which will relate the atomic characteristics of an element to the physico-chemical conditions that make for its dispersion or concentration. This means that, given a geological map of an areasufficiently detailed for the physico-chemical conditions existing in past geological eras to be deduced, there is the possibility that the relative distribution throughout that area of any element present, and its likely mode of occurrence, could be predicted from a consideration of its atomic characteristics.Since the atomic characteristics of the elements are becoming increasingly well defined by physical research, the attainment of this ideal of prediction depends upon:(a) the strengthening of geochemical theory; and(b) the development of petrological and mineralogical methods of assessing the conditions of temperature and pressure prevailing in geological formations at various stages in their history.The other prime requirement is a d.etailed geological map - a requirement that is all too often lacking.The fact that there has been very little "geochemical approach" to problems of economic geology in Australia should not be taken to mean that there is little point in trying to develop such an approach here in as active and as rigidly scientific a manner as possible. The degree of success that has attended the attempts so far made, to which reference is made below, suggests the reverse, particularly in view of the relatively slight cost involved if the investigations were properly organised on a centralised basis. There are three aspects of geochemistry that are directly applicable to the search for economic minerals.(a) The classic technique of the prospector can be made more sensitive and reliable by the use of modern equipment coupled with the application of geochemical theory to geological and structural data. The case of the rare alkali elements (see below) is givenhere as an illustration of the way in which the distribution of elements can be predicted from the first principles of geochemistry, thereby replacing the prospector's dependence on his "sixth sense" that enabled him to suggest that a certain area of formation was"favourable" for the occurrence of a certain type of mineral deposit.At its best, this sixth sense amounted to an almost subconscious correlation of all relevant associations and typical occurrences of the particular mineral experienced by the prospector during his...

In 1961, West Australian Petroleum's Eneabba No. 1 bore encountered 22 seams of coal totalling 40 ft in thickness between the depths of 6373 ft and 6441 ft. On analysis, this coal had a similar calorific value (8000-HOOO B.T.U./lb, assuming 20 per cent water) to the coal from the Collie Coalfield, Western Australia's only known area of commercially exploitable coal. Being buried to depths in excess of 6000 ft, the coal at Eneabba had developed weakly-coking properties, and thus, although much younger than the Permian coals of Collie, gave promise of being a major potential source of power for Western Australia.West Australian Petroleum undertook a programme of stratigraphic drilling and shallow test drilling to determine whether this coalhorizon persisted into the outcrop of the Lower Jurassic sediments in the Hill River district, 140 miles NNW. of Perth, and, if it was present, if the quality and quantity of the coal would warrant development of the deposits by open cutting. The coal horizon was identified in the near surface, but the poor quality of the coal and the complexity of the structure made development (in the area examined) uneconomic at the time.A strong seismic reflection in the Eneabba area occurs at the same depth as the Jurassic coals. This event originates within the upper beds of the Lower Jurassic and it is probable that the velocity contrast between the higher velocity siltstones and the very low velocity coals enhances this very strong, distinctive seismic reflection.This event can be followed on continuous seismic data over a large area of the northern Perth Basin, from 13 miles SE. of Dongara to 20 miles SW. of Coorow. It can be followed from a depth of 4000 ftnear Dongara to over 17,000 ft to the SE., so development of thisvast potential source of power will depend on the economics ofprocesses being developed for the production of power from theburning of coal seams in situ.INTRODUCTIONThe discovery of 22 seams of economically useable coaltotalling 40 ft in thickness in the Lower J urassic sedimentsof the Eneabba No. 1 bore (Fig. 1) led to the search forthese seams at economically workable depths. Interest in those physical properties of minerals which might be used to good effect in prospecting is not new. Early in the nineteenth century attempts were made in th'e Cornish mines to measure the natural electric potentials set up by chemical changes proceeding in the lodes. The distortion of the earth's magnetic field by bodies of strongly magnetic iron ore received early recognition in Sweden. Treasure-finders, working on the principle of electrical induction, appear to have been invented about eighty years ago, though were probably not then applied to mineral exploration. By the end of the nineteenth century Eotvos, a Hungarian physicist, had constructed a highly sensitive type of torsion balance capable of measuring the minute distortions in the earth's field of gravitation resulting from variations in the density of the materials composing the crust. During the first decade of this century he demonstrated its value in tracing rock-salt deposits in virtue of their low density compared with the surrounding rocks. Geophysical prospecting began to be recognised as having a very definite value and its development gathered momentum. Its great expansion took place after the 1914-18 war, when its value in oil exploration was amply demonstrated, and this expansion has continued to the present time and shows no signs of abating.Divisions of Applied Geophysics.The four main divisions of applied geophysics are electrical, magnetic gravitational and seismic. With the importance of ores of radio-active metals, one might add to these a radio-active division. The first two are more important to the field of mining, but techniques based on gravitational attraction have their uses in particular cases. Seismic methods are not generally suited to the exploration of metallic ores, but have proved of enormous value in the search for petroleum. With vast quantities of oil as the prize, more money has been lavished on the deve10pment and practice of these methods than on all the others put together.Geophysical Prospecting Methods.Geophysical prospecting methods may be used to detect a mineral deposit directly in virtue of differences in the intensity of some physical attribute common to it and the enclosing country rock. Examples of this are the detection of rock-salt by gravity measurements, or of iron ore by magnetic methods. Of much wider application, however, is the indireot approach in which the aim is to determine, by geophysical means, the geological structures controlling the disposition of mineral deposits. These structures may be partly known from geological work, in which case geophysical methods are useful adjuncts. Where, because of an 'unbroken cover of overburden, no useful geological information presents itself, scout drilling or geophysical prospecting are the only alternatives. Overburden is here intended to mean any covering material not, involved in the structures controlling the mineral deposits. Prospecting for petroleum amounts to the detecting of favourable reservoir structures, and as the chief types of such are the same the world over...

The Wainui Mill was conceived as a 60 - 90 t/d central mill to process gold ores of the Thames area of New Zealand from small mines in the district. The ores of the region exhibit various degrees of refractory response to conventional cyanidation leach due to the fineness of the gold, and association with pyrite. The alternative circuits involving cyanidation, flotation, and possible small-scale smelting are examined. The environmental impacts have been audited by the Commission for the Environment and were found to be acceptable.

Gold-bearing veins have formed at a wide range of depths throughout the uplift history of the Otago Schist. The earliest gold mineralisation occurred during the later stages of Mesozoic metamorphism. This mineralisation was characterised by diffuse wall rock alteration with greenschist facies metamorphic or retrograde metamorphic mineral assemblages, and gold occurs in this altered rock. Quartz veins formed in .steeply dipping extensional fractures associated with this mineralisation type strike north to northeast. The Macraes mine exploits this deposit type. The present northwest strike of the mineralised zone at Macraes is a result of post-mineralisation deformation of the schistosity-parallel mineralised shear zone which hosts northeast striking extensional veins. This combination of schistosity-parallel shear zone and steeply dipping northeast striking veins may exist elsewhere in Otago, and this deposit type is most prospective. Steeply dipping quartz veins formed during post-metamorphic un-roofing of the Otago Schist strike northwest to west and occur as clusters of near-parallel structures in east and central Otago. These veins consist mainly of massive quartz, although some prismatic quartz occurs also. Breccia fragments in veins are common and these are generally silicified, with some gold. Wall rock alteration is negligible, and vein margins are sharp. A set of middle Tertiary veins occurs in northwest Otago. Most of these also strike northwest and dip steeply, but some strike northeast. These veins contain abundant ankeritic carbonate as well as quartz. The carbonate pervades adjacent wall rock as veinlets, but gold mineralisation is confined to veins. Quartz is commonly prismatic and vuggy, and contains gold, which is commonly coarse grained especially in silicified breccia zones. Associated veins contain stibnite. This vein type formed close to the paleosurface (>2 km). Mineralised veins in Marlborough currently strike northwest, but these have been rotated from northeast strike during Alpine Fault displacement of Marlborough from Otago. Some of these veins were formed under late metamorphic conditions and are similar to the north to northeast striking veins in Otago. As in Otago, this type should be considered to be most prospective if they have associated schistosity-parallel shears.

Heap leaching of copper sulphide and oxide ores' has been conducted at Rum Jungle since the end of 1965.A review of operations was made and this led to an examination of some theoretical aspects of copper sulphide heap leaching. Ox,ygen diffusion was indicated to be the factor controlling copper leaching rate at Rum Jungle and in other similar operations. Suggestions are made for measuring the heap leaching rate. Prediction of full scale operational results from pilot scale testwork are discussed.

A study of flocculation of ultra-fine coal particles by ultrasonic waves was investigated on a laboratory scale.The coal suspension was dilute, with low ionic strength, and at pH 6·2.When a stationary sonic wave is set up in a solution containing suspended coal particles, it is believed that high and low pressure regions are alternately established at the half wave-length of the sonic wave and this resultsin the migration of coal particles towards the low pressure regions.As expected the flocculation is more effective as to frequency and the power of the ultrasonic waves is increased.The shape and size of the test equipment are also important variables.

New Zealand SteelÆs Waikato North Head mine, situated at the mouth of the Waikato River, supplies approximately 1.2 million tonnes per annum of titanomagnetite concentrate to the Glenbrook steel mill. The mine draws its fresh water supply from the Waikato River, abstracting approximately 38 000 cubic metres per day. During the concentration process of the ironsand, slimes are liberated into the plant wastewater. The plant wastewater, storm water and groundwater from the mining operation is treated and passed through settling ponds. Around 118 400 cubic metres per day of water are drawn from the recycle settling ponds for use in the concentration plant. Typically a daily average of up to 15 100 cubic metres of the treated water is discharged back to the Waikato River. Since the early 1990s significant improvements have been made to the water treatment at Waikato North Head mine and regularly the mine discharge water quality is similar or better than background river water quality.

Electricity will play a major part in providing energy services in the 21st century. Ecologically Sustainable Development (ESD), that is accommodating the needs of the present without compromising the needs of future generations, will provide a focus for optimising the use of electrical energy. Environmental externalities may redefine the cost structure of electricity. Strong corporate environmental management will ensure that current environmental objectives are met and that future ones, identified by the ESD process and environmental externalities accounting, can be developed and implemented by receptive business managers. This paper addresses the current environmental issues of electricity production. It outlines a management strategy for the SECV becoming a community leader in protecting the environment. ESD is discussed in terms of using non-renewable resources wisely, extending their availability and putting in place mechanisms which ensure their ultimate substitution by renewable resources and conservation. The paper explores options for dealing with costing environmental externalities, particularly in relation to greenhouse emissions.

In 2012, a single module heavy medium cyclone plant (HMP) was installed at the Glencore Zinc’s (then Xstrata Zinc) McArthur River lead zinc mine. The HMP formed the first part of the MRM Phase 3 Project to increase run of mine (ROM) capacity from 2.4 to 5.5 Mt/a.The purpose of the HMP is to remove liberated gangue from the crusher product at minimal loss of valuable mineral. The McArthur ores are very finely disseminated requiring a fine primary grind size prior to rougher flotation. Rejecting waste prior to grinding therefore offers significant power and grinding media savings. The plant was designed to treat only those ores with a reasonable upgrade ratio at the target zinc recovery across the HMP of 95%.On this basis, a 1.8 Mt/a single module plant was built based on 250 t/h feed rate and 82% availability. In contrast to existing base metal heavy medium plants in Australia, the MRM Flow sheet utilised the principles in modern coal heavy medium cyclone plant design. Since commissioning, the plant feed rate has been significantly increased and is now normally operated up to 540 t/h (dry basis).Although this throughput increase is partially due to debottlenecking work, it is also attributable to the conservative design parameters for base metal heavy medium cyclone circuits in comparison to those used in equivalent coal circuits.This paper discusses Flow sheet design and compares traditional base metal design parameters with those achieved at MRM and those of modern coal plants. It provides information on plant capital and operating costs and the net savings realised by its installation. The leaching characteristics of a number of Australian uranium ores were determined under acid and alkaline conditions. Ores from the Ranger, Nabarlek and Koongarra deposits in the Northern Territory were readily leached in dilute sulphuric acid. Suitable processing conditions were: leaching at 35-40°C, pH 1·52·0 and redox potential -475 mV for periods of 16-24h with ore ground to 50 per cent -200 mesh CB.S.S.). Ore from the Roxby Downs deposit in South Australia required leaching at 55°C and a redox potential of -650 mV to achieve a satisfactory recovery. All ores contained refractory minerals which were not leached under conventional conditions, limiting uranium extraction to 86-96 per cent.Carbonate leaching of carnotite in calcrete ores from Yeelirrie and Lake Way in Western Australia yielded uranium extractions of at least 98 per cent. Leaching rates were considerably faster than those reported for other applications of alkaline leaching as the slow oxidation step was not required.

Uranium exploration over a wide area of the Southern Frame Embayment, South Australia, has defined a number of Lower Tertiary fluvial palaeochannels incised in older rocks. The buried channels contain similar stratigraphicsequences of interbedded sand, silt, and clay, probably derived from the adjacent uranium-rich Olarv Provinee. Uranium mineralization is pervasive within two major palaeochannels, and four small uranium deposits have been found in the basal sands of these channel sequences, at the margins of extensive tongues of limonitic sand.One of the channels is examined in detail with respect to channel morphology, stratigraphy, and rock alteration and the geology and ore controls of the contained uranium deposits are described.A geochemical zonation reflected by variation in limonite, pyrite, carbon, and humic malleI' is defined across one of the deposits. A genetic model is proposed suggesting formation by a uraniferous geochemical cell which migrated down the stream gradient and concentrated uranium on its lateral margins adjacent to the channel bank.

The effect of polyelectrolyte flocculants on the de-watering of a tailing suspension of very fine clay was investigated.Sedimentation and filtration experiments were carried out in the labqratory to characterise the de-watering properties of the tailing. The results were used to calculate the effect of flocculant additions on the drainage and vaporation components of the de-watering of a clay suspension ponded on to a sand drainage bed.A flocculant increased the drainage rate, but decreased the volume of water that could be removed by drainage leaving more water to be lost by evaporation.The sorptivity values measured in the laboratory were used in the de-watering equation previously established for the tailing to estimate the effect of flocculant additions on the time required to de-water the suspension from 18.2 to 60 per cent solids w/w. The calculated de-watering times were found to increase or decrease depending on the volume of water removed by drainage and the prevailing evaporation rate.

This paper aims to collate the metallurgical test work undertaken on the Barrytown mineral sands deposit. It is intended to serve as a summary of mineral dressing work undertaken by all interested parties up to the time of writing. Areas requiring further investigation are: in situ grades and recoveries of accessory minerals,the question of 'rank' of ilmenite within the deposit,flow sheet development for the recovery of gold and monazite, andcost analysis to investigate the relative worth of other minerals; notably rutile. Flow sheet development with respect to the Accessory Minerals cannot be accurately defined until the importance of each mineral in terms of grade, recovery and expected revenue is determined. To date, ilmenite and zircon flows are well documented. Further work is needed to quantify recovery's and flows of the other minerals; notably monazite, gold and rutile.

The Ministry of Commerce has been carrying out an evaluation of the resources of the Northwest Nelson region. In part this was to revisit the issues covered in the earlier proposal to close part of Northwest Nelson to mining under section 24 of the Mining Act (1971) initiated in 1990. In addition, the option of using GIS to integrate a variety of spatial data sets to aid policy formulation could be tested. The Northwest Nelson assessment would be a useful trial. The subsequent national park proposal provided a major impetus to the project and resulted in the scope of the study being broadened to include all energy and minerals resources.
