The Resource Management Act 1991 represented an innovative and unique piece of planning and environmental legislation when it was introduced. Since the Act was passed into law in 1991 it has been subject to nine amendments, many of which were of the ætinkerÆ variety. These amendments recognise that the Act has not been as successful in providing the æone-stop shopÆ for resource users that the Act was hoped to be. The latest and most significant attempt at changing the Act was the Resource Management Amendment Act 2003. The amendments made by the Amendment Act have proved to be largely unsuccessful in achieving any significant changes to the way resources are managed in New Zealand, and have failed to address many of the concerns which drove the original Resource Management Amendment Bill in 1999. The recent decision to discontinue further investment in Project Aqua has once again placed the Act in the spotlight as a significant hand-brake on major projects. This particular event has led to yet another review to be undertaken this year. The review will focus on five key areas:   1.   achieving the right balance of national and local interests; 2.   improving the design and process for local policy formulation; 3.   improving the consent decision making process; 4.   allocation of natural resources (water, air and geothermal); and 5.   supporting measures for building capacity and promoting best practice and implementation at the local authority level.  It is important for the business community and the mining industry in particular to seize the opportunity that this review provides to make sure that any amendments undertaken as a result of the review achieve the aims listed above. The review needs to be considered in light of the current regime for the management of natural resources in New Zealand. In addition to the Resource Management Act 1991, the Crown Minerals Act 1991 and the Building Act 1991, which form the core resource statutes in New Zealand, there have been other developments affecting the regime. Special legislation over and above the Resource Management Act 1991 has been enacted to protect the Hauraki Gulf and special legislation is currently being considered to protect the Waitakere Ranges in Auckland. In the Hauraki District mining is prohibited in some areas and a plan change mechanism is specified as the appropriate tool to use in the event a mineral resource is to be developed in those areas. The current review is a further opportunity to remedy the inadequacies of the Act.

Sufficient time has elapsed since the enactment of the amendments to the mining legislation in 1981 to enable an examination to be made of the way in which the licensing system operates in practice. One of the most important decisions in resource management in New Zealand is whether or not rights of access to the resource should be conferred by the Crown upon an appropriate private sector participant. The licensing system is the means for allocating these rights of access. The manner in which the licensing system is administered, therefore, is crucial to natural resource management in New Zealand. What is the mining licensing system in New Zealand designed to achieve? This simple question admits of no easy answer. Is it the identification and development of the mineral resources of New Zealand? Are these objectives tempered by issues of resource conservation and environmental protection? Is a balance to be achieved among these competing factors? Does the legislation contain any priorities? Does the system respond in an ad hoc manner to particular facts and circumstances or does it operate within a more predictable framework? To what extent are decisions made on access to minerals with reference to the development or conservation of other resources? These questions may be summarised in the title to this paper which poses the question whether mining licences are instruments for resource management.

The 1981 Review: In the late 1970s there was an upsurge of interest in the prospecting and mining of this countryÆs mineral resources. That upsurge of interest was accompanied by a mounting public concern over the damage mining operations might do to the environment. Concern was also expressed about what some people perceived as inadequacies in the legislation which regulates mining and the grant of mining privileges, and inconsistencies in the relationship of that legislation to other legislation regulating land use and the use of resources.

A discrete fracture network (DFN) approach involves numerical modelling that explicitly represents how defects may be spatially distributed through a rock mass. A DFN is a 3D realisation of the ‘smaller scale’, non-deterministic defects; it is not an attempt to model larger, deterministic structures that should be identified as part of an engineering geology model. The approach utilises structural data in stochastic analyses to give a range of possible models that provides a tool for visualisation and analysis of a rock mass and indicates the potential large-scale slope or tunnel performance and stability.Stochastic fracture modelling for rock mass characterisation has significantly advanced over the past 25 years. With recent improvements to field data collection and computational power, it has become recognised internationally as a valuable tool for modelling some geomechanical problems encountered when designing excavations in fractured rock masses.This paper provides an introduction to the DFN approach, particularly the necessary input parameters and derivation of these from typical structural data sources, such as boreholes or scan line mapping. In presenting this paper the author has in view a twofold purpose. In the first place, it is intended to set forth for the benefit of practical mining men some account of the principles underlying the design of tungsten carbide rock bits in the hope that a knowledge of these principles will assist in the successful application of the bits to mine and quarry drilling. Secondly, by evoking discussion, and even controversy, it is hoped that manufacturers and users of these rock bits will be encouraged to contribute to the general knowledge of a subject which to date has been rather lacking in published literature. The author well appreciates that many of the conclusions drawn in this paper are highly controversial, but if the only result is to call forth contradictory testimony from other workers in this field, at least one of his purposes will have been achieved.An attempt will first be made to set forth and examine those characteristics which go to make up an efficient rock bit, and the main factors affecting these characteristics will be discussed. In a paper of this general nature, consideration of any particular aspect must necessarily be rather brief, and there is little opportunity for detailed presentation of test procedures and data. In the minerals industry allocating capital for setting up a new project or for upgrading an existing facility usually requires that a compromise be found between the initial cost of equipment, its operating performance and on-going operating costs. To maximise the return on the investment usually requires that various possible combinations and layouts of equipment be assessed. This task is both difficult and time consuming. Computer simulation can be used as a means of determining the expected operating performance of a range of alternate equipment configurations. Simulation is a particularly important technique for analysis as it is one of the few approaches that allows the analyst to take into account the variability inherent in a mining process. While computer simulation is a well established technique its use, until recent years, has been limited to large organisations with access to substantial computing facilities. However, with the current availability of low cost computing platforms combined with easily understood animated displays, simulation is now becoming more widely used across the industry.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Nam San copper-gold deposit was discovered in 2011 and is a likely blind extension of the Permian age Phu Kham structurally deformed porphyry/skarn copper-gold deposit.The Nam San mineralisation is hosted within a dominantly sericite altered schist unit located to the north of the current Phu Kham open pit operation and is overthrust by an allochthonous barren cover sequence of limestone, granite and sandstone. Reinterpretation of the Phu Kham geology developed the concept of a possible telescoped porphyry copper-gold system at depth. Initial drilling intersected remobilised copper mineralisation in a basal conglomerate, confirming the concept. A reconnaissance vector array induced polarisation (IP) survey identified a deep chargeability anomaly from which a drilling target was developed from 3D inversion modelling of a detailed follow up dipole-pole-dipole anomaly. Drilling of the chargeability anomaly intersected the blind Nam San copper-gold mineralisation beneath the thrusted cover sequence.The key discovery parameters are the result of an integrated exploration program that included reinterpretation of the local stratigraphy, which developed the concept of a deep blind orebody, IP surveys capable of penetrating through the barren cover and a commitment to a deep directional drilling program to test these concepts and targets. THE area dealt with in this paper is included within a radius of about 3 miles of the Poimena township. Several thousand tons of tin have been won from this field, and probably £200,000 spent in exploiting it.PREVIOUS LITERATUREThe field has been reported on by Government geologists on four occasions and several ,articles on it have appeared in the mining journals. The work done by Government geologists is summarized below:-"Report on the Blue Tier Tin Mining District and its Tin Deposits", 1886.Speaking of the tin-ore occurrences, this paper states:-"In the primary granite the lodes of tin ore occur, also dykes and belts of more recently obtruded porphyries. The really valuable metalliferous deposits may be classified as follows :-1. Lodes (of which the Lottah mine is typical).2. Dykes- (a) Indurated or hard (as shown by the formations at the Anchor and Cream Creek mines). (b) Soft (eg Hayley's Lease).

There are several well-known, extensively researched and tested methods of suppressing a coalmine methane and coal dust explosion. The choice of method used is dependent on the legislative requirements of each country, which in turn are influenced by mining conditions in that jurisdiction. For example, seam gas content and the dustiness of the coal will combine to create the hazard, while the physical and chemical properties of the seam might influence the possibility of ignition sources such as frictional ignitions. The mining method and layout will also influence the choice of preventative or proactive suppression devices. The decision as to which method is approved and adopted should be based on currently tested and available technology and the latest research outcomes, and should be subjected to a rigorous risk assessment, since a methane explosion propagating into a coal dust explosion cannot be countenanced.Every new technology must undergo stringent tests and these tests must be certified by accredited research facilities or laboratories. Upon approval, an explosion suppression system or the critical components of such a system should be tested in a more realistic environment. This environment can ideally be found in an operating underground mining section for evaluation purposes. Based on the insight gathered in such an environment, a realistic evaluation of the effectiveness of a potential system can be carried out. The explosion suppression system described in this paper has been tested on numerous occasions at accredited test facilities. The technology described in this paper has been used in various applications in underground coalmines and has been adapted to fulfil and exceed the requirements set out for methods currently in use. After a review of the progresses made on the liberation factor theory since its inception by Gy (1982), a new and surprising result of great practical importance is presented: the liberation factor. The history of mill liners has evolved over time and this paper tracks the changes and development of liner technology. It provides an overview of the primary types of liners, the design and the materials of construction. The design of a mill liner is driven by application, materials of construction, casting technology and handling issues. The choice of solid steel, grid liners, rubber or composites and magnetic liners is based on many factors.The methods used for monitoring wear and predicting eventual change out time are many and varied. The contribution of discrete element modeling (DEM) analysis in predicting wear profile is discussed.Mill trajectory and DEM software programs are used with great effect to predict the effect of lifter height, face angle, high low lifters or mill speed. In the field, trial and operational experience is used or improvements/design concepts at one operation are applied to another. Broken mill lifters, accentuated wear and other problems can be better understood using hardness testing, chemical analysis and photo micrograph analysis of pearlitic or martensitic structure along with fracture face observations. This forms a part of the typical root cause analysis. However given correct and sound liner and lifter, feed and discharge design media selection, and materials of construction, the majority of premature liner or bolting failure is normally attributed to incorrect operational methods such as excessive high ball to feed ratio, incorrect mill speed relating to lifter ball throw, incorrect media selection, "tramp" material entering the mill charge from upstream or recirculating process and understanding the specific mill operation in question.It is hoped that this paper will benefit mill operators who are faced with challenges of improving wear life and at the same time optimizing mill throughput and performance.CITATION:Connelly, D and Thompson, C, 2013. The recent paper by Dr. Edwards upon the copper deposits of Australia furnishes a perspective upon that portion of the Commonwealth's mineral deposits which is the more welcome because it has been long overdue. The paper yields in compressed form and in handy arrangement for reference the more relevant data to end of 1938 for all of Australia's important copper deposits 'past"and. present, and for many of the lesser ones. The information supplied 'obviously' has 15een collected' painstakingly and compiled with discrimination.Such published surveys of a national character have been far too few.The Mineral Resources Survey branch of the Department of Supply and Shipping at Canberra has been engaged for several years upon comprehensive compilations of data concerning each of the more important minerals used in industry. Presumably the results will be published after the war. The group will constitute an impressive and valuable series.As yet the work has not been completed, and, for security reasons, much of that which has been finalized is not publicly available. This makes the paper by Dr. Edwards the more timely.In the compilation of data by those not acquainted at first hand with many of the districts involved it is inevitable that, from reading of the literature alone, certain misconceptions will arise relationships become confused; and some of the more recently acquired information unavoidably fail to be taken into account. One need only compare his own impressions of a district, gained from reading the published literature prior to inspection, with the impressions later arrived at following a visit, to realize the difficulties in appraising the various features,in their proper relationships.On the whole, Dr. Edwards has, kept such misinterpretations at a minimum, which is a tribute to the care he must have exercised in analysing the vast fund of data perused. A few errors of statement, mainly concerning, Queensland deposits, have been noted. Shane is enjoying his new work. Six months ago, he was stocking shelves at his local supermarket and decided to make the big move to a job in mining with more challenge and, of course, more dollars. He's been through his inductions, received his training tickets and is now working in a crew of eight underground at a fly-in, fly-out (FIFO) operation. There are many more systems and processes here than in his retail job, and Shane's comfortable that his safety is being looked after. He is enjoying the continually changing work and conditions, it makes the job interesting. It's taking some time to get used to the roster and he is worn out by changeover, but he gets more time with friends and family during R & R.   Generally, the mining industry has a maturing safety culture and well developed systems. This sometimes lulls people into a false sense of security. Safety systems cannot anticipate every possible situation, nor can they replace people's perception, thinking and decision-making. To manage safety, it's critical to find the right balance between dependence on systems and a healthy fear and respect of risks we face.   As safety standards are raised, systems tend to get more thorough and complex. When a new person joins a mining crew, we induct and train them to provide the information they need. As labour availability again becomes short, and many new people join our industry, we shouldn't assume they know the fundamentals. We need to explain not only what they are expected to do, but why doing what we ask and expect will keep them safe. We must equip people to deal with both the routine and the unexpected.   This presentation explores the challenges of balancing a structured, systematic approach to safety with the need to also equip people to deal effectively with risks everyday in dynamic and extraordinary situations.   Session purpose Introduce participants to a way of looking at risk from a different perspective, as a force for change and progress, if managed well. Demonstrate that risk is something we need to engage with emotionally as well as physically, if we want our risk management efforts to be successful. This purpose will be achieved through an entertaining and engaging presentation, using photos and case studies. The session will initiate interest to explore new ways of thinking about risk and generate discussion about the balance between people and systems. What is the right balance and why getting it right enhances the safety culture, while getting it wrong can impact on safety, business performance and sustainability.

Recent decades have seen significant advancements in analytical and experimental techniques, thermodynamic theory, and computational capabilities in high temperature research which are particularly timely to address the challenges of increasingly complex and variable feedstocks in both primary and secondary pyrometallurgical processes, the need to optimise and improve them. Currently a research program is in progress on the development of the 20-component multi-phase thermodynamic database for pyrometallurgical smelting, refining and recycling systems describing thermodynamics and phase equilibria of molten slag, matte, speiss, salts, alloys and associated solids. The integrated experimental and modelling program has been supported for nearly two decades by several consortia of 14 major international companies with over 30 operations around the world, integrates many components, incorporates many in-house developments, and brings together many different groups of professionals of different levels from junior and mid-career to senior from both industry and university sectors. The aims of the paper are:  to outline the many components and issues of the overall program including analytical, experimental and thermodynamic modelling research as well as implementation of the results in industrial practice, professional education, planning and organisation issues.  to highlight the opportunities, challenges, and possible solutions.  to present these to all different groups of professionals involved in the current program.  and thus, importantly, to facilitate possible future further developments and collaborations in the field of phase equilibria and thermodynamics of complex high-temperature systems.

According to the data provided by the most recent European Survey on Working Conditions, roughly 25 per cent of the European working population is exposed to mechanical vibrations for no less than one quarter of the work shift duration, while around ten per cent are exposed for the entire work shift. The occupational exposure to whole-body vibration (WBV), in particular, represents a major health risk in mining, quarrying and civil excavation activities. In accordance with European Directive 2002/44/EC, the latest version of the Italian law on physical risks has recently confirmed the possibility of using relevant literature data on vibration magnitude in order to evaluate personal occupational exposure (vibration database or data provided by the manufacturer). Still the alternative option, based on field measurements, represents the most appropriated method of risk assessment, as it accounts for the actual operating condition at the workplace; actual operator and vehicle under investigation and specific working cycle. The article discusses the vibration measurements taken on a number of heavy machinery (excavators, loaders, trucks, dumpers, etc) employed for talc extraction in a mine located in Sardinia and the resulting personal exposure for the drivers. The assessment was carried out in accordance with the specifications of ISO 2631-1 and EN 14253.

The New Zealand Minerals Industry is small but growing. Over the next 10 years it will be facing stiff international competition for skills to support this growth, particularly from Australia who are forecasting that a further 70 000 people will be employed by 2015.   The value of commodities mined and quarried in NZ continues to increase; and the value of coal, metals and industrial minerals production reached $1.505 billion in 2006, an increase of 15 per cent on 2005. Production increases will continue à. Latest Crown Minerals statistics show that national prospecting and exploration expenditure rose to $29.9 million in the year ended March 31 2006 û an increase of 46 per cent from the $20.4 million spent in the March 2005 year. The equivalent 2001 year expenditure was only $2.48 million.   The industry already experiences difficulty in recruiting the people it needs with ongoing demand for skilled underground miners, trades people, and mining professionals. This discussion paper will outline the national context with regard to labour, skills and training. It will suggest options and provide an opportunity for conference participants to discuss the way forward.

Economic conditions after WorId War II made the recovery of Australian sources of sulphur one of considerable national importance. From 1947 to 1949 an investigation was made of recirculation techniques to produce acid plant grade gas from the Dwight-Lloyd down-draught sintering plant.During 1949 it appeared feasible to produce a gas of suitable 802 concentration and a decision was made to construct a gas purification train and a 150 tons/day contact acid plant. However, a number of difficulties remained in the production of the gases for sulphuric acid manufacture and as a result of research conducted to overcome these troubles the continuous up-draught sintering process was developed.The principal difficulties were:(a:) The down-draught sintering practice, as developed, produced an unusually high metallic lead precipitation in the windboxes. The disposal of this lead interrupted sintering operations and the delivery of gas to the acid plant.(b) The production capacity of the existing sintering plant was fully extended and the adoption of recirculation of gases, in an endeavour to satisfy acid plant requirements, would probably reduce the plant production capacity.(c) The prevailing high temperature of water available for purification train cooling required a higher than...

The development of a large high grade spodumene orebody, in excess of 30M tonnes containing at least 7M tonnes at 4.0% Li20, by Lithium Australia Ltd at Greenbushes, Western Australia is significantly increasing the world consumption of lithium minerals. The availability of two low cost sources of lithium, spodumene concentrates (7.5% Li20) and glass grade spodumene (4.8% Li20) has been welcomed by the ceramic and glass industries as it assists them to lower their raw material costs at a time when they are facing severe competition from alternative materials. While there is no shortage of lithium reserves in the world, there has been a shortage of high quality lithium minerals. The Lithium Australia development has filled this need. The favourable factors of high grade, low impurities, open cut mining and existing infrastructure make this an ideal low cost source for a long term downstream lithium industry. The Lithium Australia mine development has filled the need for a reliable long term supply of lithium minerals. The long term viability of this resource is ensured by the unique combination of the following key attributes of the development : High grade reserves of 7.OM tonnes of 4.0% Li20 within 130 metres of the surface, contained within a total proven reserve of 30M tonnes of 2.8 % Li20. Open pit mining with stripping ratio of less than 2.5:1 waste:ore. Low impurities levels, particularly in those elements, that have a detrimental effect on the colour of glass/ceramics i.e. iron, manganese, titanium and chromium. An existing mine infrastructure that includes an adequate water supply for all foreseeable processing requirements. A sophisticated spodumene concentrator utilizing statistical process control to produce a consistently high grade product with minimal impurities. A technically qualified stable workforce fully acquainted with spodumene processing techniques. Greenbushes high grade concentrates have found ready acceptance in the specialty ceramic and glass industries during the past four years. The consistency and high grade/low impurity level of the product has enabled its use in the production of television tubes, oven to table ware, glass fibres, specialty glasses and ceramic glazes.

During the past two years, a large number of creep tests has been carried out on electrolytic lead, special assay lead and ordinary refined (Port Pirie) lead. Some of these tests have already been reported.1§ In addition, an attempt has been made to estimate the influence of the individual elements present in small traces in Port Pirie lead. The present paper gives the results obtained when small additions are made to "U" lead of the composition shown in Table 1.(which has been used throughout these investigations during the past few years). The additions were silver, antimony, bismuth and zinc. The results of the addition of tellurium have already been communicated. This investigation was intended to run parallel with a similar one using electrolytic lead as a basis and adding one element at a time.Actually, the experiments using "U" lead have got rather ahead of the others. The important point has emerged, however, that the effect of a .given addition may be appreciably influenced by the presence of traces of other elements.In most of these tests, an initial stress of 500lb. per sq. in. has been used. Whilst it is fully appreciated that this stress is higher than those used in practice, it has to be borne in mind that an improvement in creep resistance was *Manuscript received December 11th, 1936.

A study was made of zircon powders bonded with phosphoric acid or aluminium orthophosphate. The influence of strength of solution of the phosphatic binders on the modulus of rupture over a temperature range was investigated. Physical properties of three grades of zircon powder bonded with phosphatic binders were studied at various temperatures. Examination of x-ray diffraction data indicated that phosphates ofzirconia are preferentially formed to phosphates of silica. However, zircon in the presence of excess phosphoric acid also forms phosphates of silica upon heating.Resistance to attack by slags from blast and open hearth furnaces was determined on phosphate-bonded zircon mortars in a cup test with industrially made ladle bricks. Zircon powders bonded with phosphates proved to have high P.C.E. values. The first satisfactory results of a plant trial with phosphate-bonded zircon mortar, used in a steel ladle, are now being assessed in larger scale industrial tests prior to accepting the mortar as a steel plant refractory.
