ALTHOUGH the development of the various flotation processes during the last 8 years has been so revolutionary, this development has been, until recently, entirely confined to the separation of the gangue from the mixed metalliferous sulphides.The desirability of finding some method of separating the independent sulphides from such a miXture, by means of flotation, has long been recognized. ThIS need was emphasized when the slimes resulting from the grinding of Broken Hill sulphide ores were for the first time successfully dealt with by the Mineral Separation Company's process on the Central mine. This process proved the practicability of separating the sulphides of lead and zinc as a mixed concentrate from the gangue present in slime. Although this was a very notable achievement, the process has not been generally used, owing to the mixed lead and zinc concentrates resulting from the treatment being acceptable neither to the zinc nor the lead smelters.Although the introduction of eucalyptus oil in minute quantities as an emulsifying agent has simplified the work of the subsequent tabling of mixed sulphide concentrates, rendering unnecessary the burning off or removal of the oil, there will always be a considerable quantity of slimy product too fine to settle on the moving surface of the concentrating machines, and therefore requiring other means for its division into lead and zinc concentrates.

The Australian economy has been adversely affected by the hesitation in developing countries to commit to the construction of .new coal-fired power stations. World coal trade which was expected to grow at an appreciable rate has stagnated, world export coal prices have plummetted, and facilities in place in Australia for the production and export of coal are being underutilized. While in some countries this hesitation has been caused by a reduction in electricity load growth, another cause has been the unduly long lead-time imposed on developing countries by the conventional "Banker's Approach" to the planning and initiation of commitments to finance and construct coal-fired power plants. In some countries electricity growth has been met by increased usage of indigenous energy resources, even though this involves costs in excess of imported coal-fired power generation. The avoidance of foreign exchange commitments in these cases can however be desirable. In many other developing countries however, fuel oil continues to be used for power generation at a cost in foreign exchange of up to 50% above the total cost of coal fuel plus capital to construct a new coal-fired power station. The conventional "Bankers Approach" to new power station planning imposes the need for successive feasibility studies to satisfy the normal processes of international development lending agencies. No feasibility study can however, show how keen vendor countries may be to win major power plant contracts; and no feasibility study can determine whether the power station eventually procured will be one of the more reliable, at better than 80% availability, or one of the more unreliable at worse than 60% Availability.

A challenge on many industrial flotation circuits is controlling concentrate mineral grades using measurements that are provided infrequently. The mineral grades in concentrate streams are a critical performance indicator in any industrial flotation circuit. Failure to achieve concentrate mineral grade targets has significant financial consequences on a flotation operation. A violation of a gangue mineral grade limits by the concentrator may also result in significant penalties. Online grade analysers which can provide reliable real-time grade measurements are essential for effective grade optimisation. The Blue Cube MQi analyser (by Blue Cube Systems) has recently come to prominence for its ability to rapidly determine mineral concentrate grades online and in-stream. This has provided excellent insight into the actual process dynamics in the flotation circuit, and hence enabled real-time control and optimisation of concentrate mineral grades. MintekÆs Measurement and Control division, specialising in advanced control solutions for mineral and metallurgical industries, has had the opportunity to link the FloatStar Grade-Recovery Optimiser to the measurements provided by the Blue Cube system at a nickel concentrator plant. The project initially focused on stabilising the final concentrate grade without directly accounting for nickel recovery. The site later procured additional Blue Cube MQi analysers, resulting in the expansion of the FloatStar Grade-Recovery Optimiser to incorporate recovery component in the performance. This site already had the FloatStar Grade-Recovery Optimiser for several years, but the original grade measurement device was unreliable and ultimately failed. A small modification to current industrial practice should lead to better nickel powders for use in alloying, electroplating, and powder metallurgy. Nickel powder compacts sold for alloying are not always suitable for electroplating applications, since some presently used commercial powders will expand on sintering. Further, such nickel powders are unsuitable for use in the production of powder metal parts, because of expansion during heating of the near-net-shape preforms. Research in these laboratories has enabled the elimination of expansion, and led to techniques for the production of compacts suitable, in particular, for commercial use in both alloying and electroplating. The techniques include: powder pretreatment, cold pressing and sintering, hot pressing, and hot pressing and sintering. In this way compacts are readily prepared with densities of at least 93 per cent of solid nickel, and these, when used as anodes in Watts general purpose and bright baths, give both cathode current and plating efficiencies of 90-98 per cent.

The Australian mining industry isstill labouring under the impression. created by the Fitzgerald Report that it does not pay suffic- ient tax. This would appear to be the raison d'etre of the resource rent tax debate. The authors quantitatively compare the cash flows to the mine and government resulting from a large strip coal mine in central Queensland under a number of Australian and international taxation policies. The Liberal government policies are found to be internationally competitive while the Labor 1975 policy is excessively punitive. The present value of the returns to the public from the Liberal 1977 policy vary between three and six times the net present value to the mine, which belies the necessity for the imposition of a super tax. The levelling of a special royalty, excess rail freight, by Queensland could severely re- strict the development of new mines in the Bowen Basin. The impact of excessive freight rates is analysed on a combined strip-deep mine typical of the new projects nearing development in the region. Otherwise economic mines can be made marginal or even sub economic by this tax. Even with moderate rail freights, the mining tax laws of New South Wales are more favourable to the industry than are Queensland's.

This paper discusses considerations to be made for the selection of rock tunnelling machines, as opposed to drilling and blasting. A systematic approach is presented in terms of utilizing data frcm site investigations to accurately forecast machine performance for estimating and planning purposes and to help minimise associated risks. Useful rock index properties are identified, and correlations for predicting advance rates for roadheader and full face machines are presented together with a simple method of characteristing rock mass conditions for estimating machine utilization and the savings to be gained in support costs. Finally considerations for tunnelling in adverse ground, for advance probing and for large sized tunnels are outlined.

The coal industry in Australia has been actively working in recent years towards the (re)integration of geostatistical techniques to the process of coal resource estimation. The benefits of using geostatistical techniques, over the current interpolation algorithms in use in coal modelling packages used to generate the grid estimates, need to be illustrated for the methodology to gain a broader acceptance in the coal industry. This paper focuses on the benefits gained at BHP Billiton Mitsubishi AllianceÆs Saraji mine for the estimation of the total product yield value at a 9.7 per cent product ash cut-off of a particular seam of the Saraji deposit. In order to perform this comparison, the results of the alternative estimation methodologies need to be benchmarked, which in most situations is achieved through the reconciliation of the estimates against production and/or process plant reconciliation data. Unfortunately, this benchmarking was not possible as no reconciliation data for the area of interest in the chosen seam was available, as it has not been mined at the time of the study. Where no reconciliation data is available, an alternative method is to use conditional simulations as the benchmark for comparison. The simulated values can be regarded as ærealityÆ, and the alternative estimation methodologies, based on a sampling of the underlying ærealityÆ, can then be compared using the simulated ærealityÆ as the benchmark for comparison.

Pasminco is actively addressing the optimal utilisation of the known orebody at the Broken Hill mine, in addition to actively exploring for economic mineralisation in the region. As part of the policy of better utilising the known mineralisation a major upgrade of geological systems at the mine was initiated. The software chosen for this change was Maptek's Vulcan, mainly because of the ease of use of this package. Rather than having numerous data sources in varying software packages the mine aimed to limit interfaces and packages. The decision to upgrade the mine's software was not taken lightly, especially in view of the inature stage of Broken Hill mining operations. However, the current mine life of Pasminco Broken Hill mine is I I years, which is longer than many new mines setting up in Australia today. Also, a more sophisticated system brings with it a better understanding of the economic mineralisation, possibly extending the mine life further. The process of moving the Broken Hill databases into Vulcan was a huge task which included, database transfer, digitising, wire framing, modelling and eventually ore resource calculation. To ensure the validity of the new ore resource accounting system, the existing system was run as a duplicate for the introductory year, providing a comparison and if necessary a safety net. The benefits of such a change, however, became apparent almost immediately. Area geologists realised the opportunity to revise geological interpretations in their areas of responsibility, enabling them to obtain a better understanding of orebody morphology. Three- diniensional analysis provides an excellent method by which review of ore targets both in the underground and mine lease exploration areas can he made. As each new find of mineralisation enters the system and hopefully extends the mine life, the opportunities for further mineral exploration in Broken Hill area by Pasminco are enhanced.

Despite the limited literature regarding the pressure filtration of mine tailings (compared to the large number of papers published each year on paste thickening of tailings) the number of mines dry stacking filtered tailings is approximately equal to the number of mines storing tailings in paste form. Main drivers for filtering tailings are: water recovery, future rehabilitation costs for tailings storage area and permitting requirements. In arid climates, the cost and scarcity of water justify the capital and operating costs associated with pressure filters. Further justification for filtered tailings is the potential for progressive reclamation of the dry stack, which can proceed earlier and faster than the reclamation of a tailings dam.Filtered tailings must be transported to the storage area by trucks or conveyors. For dry stacking, 70 - 80 per cent solids content (by mass) is typically acceptable, however the primary goal is to provide a filter cake that is consolidated and dry enough to prevent bridging and build-up on the materials handling equipment. It has been observed that high average solids contents (~70 per cent) can be achieved while the centre of the filter cakes is still wet and sticky, presenting challenges for the transportation of the solids. Appropriate controls must be in place to ensure consistently easy to handle solids are discharged from the filter.FLSmidth has installed two fine coal tailings dewatering systems in the United States. One of these systems incorporates a Deep Cone Thickener« upstream of the filter press to minimise the amount of water that must be filtered, while the other tailings filter press is fed by a high rate thickener. Slope stability is a critical safety and production issue for open cut mines. The æslope stability radarÆ has been developed to remotely scan a rock slope to continuously measure the movement of the face. The system can detect and alert movements of a rough wall with sub-millimetre precision, and with reliability and resolution. The advantage of the slope stability radar over other monitoring techniques is that it provides full area coverage without the need for mounted reflectors or equipment on the wall. In addition, the radar waves adequately penetrate through rain, dust and smoke to give reliable measurements, 24 hours a day. The measurement technique is tolerant of vibrations and overcomes the need for a highly stable footing required by traditional surveying systems, making it easy to move from one location to another. The system is self-powered and designed for minimal maintenance. Radar displacement images, co-registered with digital photography images, are transferred from the radar site in the pit to the mine office via a radio telemetry link. Custom-written software provides mine managers and geotechnical engineers with a complete picture of slope movements over defined time intervals. The time-history of the movement of any selected points or regions on the slope can also be displayed. Also provided is the ability to set movement thresholds that will trigger alarms at the radar site or mine office. The system has been used at numerous coal and metalliferous mines in Australia, and has provided real-time monitoring of slope stability during active mining operations. More than 20 rock wall and spoil failures have been captured by the system, and on every occasion adequate warning was provided to mine operators. The high level of movement precision and broad area coverage of the rock face provides a better understanding of the geodynamics, which leads to extra warning time. This technology enables a radical change in the management of risks in open cut mining operations.

The paper is introduced by some general comments on the Electrolytic Zinc Company West Coast Mines operations. An outline of the geology of the Rosebery Mine orebodies preced- es a resume of the mining methods used prior to the current mechanization programme. The reasons for the introduction of longhole stoping techniques are given together with a brief explanation of both sublevel longhole and longhole stoping methods. The application of remotely controlled loaders within these stoping methods is discussed. A description of the remote control mechanisms, used on Atlas Copco 310 and 511 Cavo loaders, is followed by comments on these mechanisms from both a maintenance and production viewpoint. A summary of perform- ance statistics and operator safety records vindicate the selection of remotely controlled loaders for the longhole stoping areas at Rosebery Mine.

Data from ball mills of a wide range of sizes are analysed using detailed mathematical models and non-linear least squares fitting techniques. In this way model parameters are obtained describing the behaviour of ball mills over a wide range of mill sizes and operating conditions. These parameters define the flow and breakage of each size fraction of ore in the mill. Flow of coarse particles through the mill is found to depend on the proportion of coarse particles present. The breakage rates of coarse particles are found to decrease markedly with mill diameter for mills over 3 m in diameter.Simulation of grinding circuit throughput at constant productsizing for different mill diameters shows that throughput is proportional to theoretical mill power consumption for mills up to about 3 m in diameter. Thereafter the throughput gradually falls below that indicated by power consumption, the decrease becoming quite significant for large diameter mills. Simple qualitative physical arguments are presented to explain this behaviour. The models developed have applications to ball mill scale up. Work on their further development is continuing.

It's my privilege to welcome you here this afternoon on behalf of the Sydney Branch of the Australasian Institute of Mining and Metallurgy. This is a most important gathering. You, the delegates, represent what is probably the most influential cross-section of the mining investment community and the oil and gas investment community to meet as a group during the last decade. We are meeting today and tomorrow to review two related issues that will have far reaching implications for the effective use of capital by the natural resources sector in the 1990's. The views which will emerge over the two days will almost certainly 'influence the availability of new capital to the companies in the natural resources sector for the decade ahead. The two principal themes of Minval '89 are, first, the valuation of mining and oil and gas assets and securities, and second, disclosure and reporting requirements in the capital markets which relate specifically to natural resources companies. This conference is taking place at a time when further consolidation and rationalisation appears likely within the mining industry. Although the base metals and other sectors of the industry are enjoying profitability not seen since the early 1980's there is caution about committing to new capacity which could bring about a return to the low prices and excess supply which prevailed during much of the last ten years. These conditions have led to increased takeover activity within the mining industry overseas, and similar trends are as evident here in Australia as they are elsewhere. Recognition of value is therefore likely to become more important than ever before in preserving shareholder wealth, for creating new wealth and for preserving the financial health of the resources industry in the future. Valuation therefore is the first theme of the conference.

This paper describes the design and constructability issues investigated in the selection of a trenchless solution in comparison to trenched construction options as part of a scoping study for the augmentation of the existing Bulimba Creek Trunk Sewer in Brisbane. Initial work involved the planning of alignment options vis-a-vis ground geology, geotechnical conditions, location and depth of shafts considering potential construction technology, flotation and stability of the tunnel, availability of construction sites and the influence of construction works on neighbourhood properties and the immediate environment. Two design pipe sizes, DN1200 and DN1500, were considered, and factors including jacking forces, specification of product pipes, pipe joints, pipe jacking methods and the associated impacts of ground settlement were carried out. Of particular interest was research on suitable lubricating fluids with the potential to minimise jacking forces and maximise the length of pipeline between launch and reception shafts.

SYMONS) IN PRESENTING THE CERTIFICATE TO ROBERT COLVILLE BRADSHAW, O.B.E.Today it is my privilege and pleasure to introduce to you, Robert Colville Bradshaw. O.B.E., the third New Zealander to be honoured with Honorary Membership of The Institute. Sir William Hudson and Mr. C. H. Benney were the others.Mr. Bradshaw has been an Affiliate Member of The Institute since the formation of the New Zealand Branch in 1966. Like his friend Matt Benney. Bob Bradshaw is an accountant by training. Last June he retired as senior partner of the firm of chartered accountants, now known as Wilkinson Wilberfoss, with which he served from January 1929.Mr. Bradshaw grew up in New Zealand attending the Terrace School in Wellington, the New Plymouth Boys' High School where he was a boarder, and completing a Bachelor of Commerce at the university now known as the Victoria University of Wellington. He is an elected Fellow of the New Zealand Society of Accountants and an Associate of the United Kingdom Institute of Cost and Works Accountants.

Most mineral products exported from Australia to Japan, with the notable exception of coal, are purchased with weight and quality determined on discharge. Sampling of imported minerals for purpose of payment is done at facilities owned and operated by the purchaser. The selling shipper is represented at the weighing, sampling and testing by an independent inspection group who supervises the whole procedure. Sampling and testing are done within the provisions of the contract between the two parties, and normally in accordance with the relevant Japanese Industrial Standards (JIS). These JIS specify such things as the number and mass of increments to be taken; the practice of taking these increments; the method of determination of moisture, size distribution and quality. The JIS concerned with sampling however, are meant to be basic guides rather than rigid rules. Hence sampling and testing practice varies from plant to plant. In general Japanese sampling facilities and methods are elaborate and efficient. Opportunity is given for the discussion of varying technical viewpoints between consumer and shipper. However the resolution of differences and the implementation of changes normally takes a long time. Such discussions seem best reduced by prior contract agreement on reasonable specifications and detailed testing methods. The independent inspectors
