In an industry that is data-hungry and increasingly international in its outlook, the role of the New Zealand Government in facilitating exploration and mining activity here presents unique challenges. All things being equal, the Regime itself should result in æefficient outcomesÆ, however central to this rational economic tenet are the assumptions that the regime is in keeping with the times, other legislation works in tandem with it, and that those who administer the regime have the knowledge and experience to apply the rules wisely. Following the Crown Minerals review in late 2003, a shift in emphasis from Crown Minerals æmanaging the ActÆ towards proactively æmanaging the mineral estateÆ for greater benefit for all New Zealanders means that these assumptions are being increasingly challenged and addressed through a variety of initiatives. These include improved access to relevant data sets, minimisation of red tape and compliance costs, increasing emphasis on permit holder compliance with work programme obligations, changes to the Minerals Programme and regulations, closer collaboration with and representation to other government departments and councils, and additional recruitment of industry-experienced staff. This presentation will highlight aspects of these initiatives, and examine how they will collectively contribute to facilitating future exploration and mining activity in New Zealand.

If the record of maj or proj ects in Australia is taken into account, it is apparent, the proper planning of an industrial relations strategy for many such projects has been ill considered by project developers. The recognition of the need to develop a plan from the initial feasibility study has been forced on those promoting new projects by the publicity given to the Australian industrial relations record. The delays in delivery caused by factors supposedly out of the project's control are often given for non-performance of contract and used as an excuse for limiting further development. Many of the problems experienced in project development can be overcome with sound industrial relations planning. The promises given in the euphoria of the early stages of a project relating to price and delivery often become a burden for the future because the complexities of the Australian Industrial Relations Systems are not understood or considered. The recognition by senior executives of their responsibilities in this area will contribute greatly to a new era of project development.

Australia has been slow in adopting the use of underground space as a part of our urban planning process. Australia has one of the highest levels of tunnel advance per capita per annum in the world, yet the use of underground space in our cities appears difficult for our planners and politicians to comprehend, not withstanding the general availability of good quality rock and contractor expertise in Australia. However, the lack of space in our urban areas is being highlighted as our major cities expand outwards and people and businesses gravitate towards city centres. Typical potential underground space uses include car parking, self-storage and archiving facilities, water storage, underground quarrying, small industrial facilities and another layer of traffic (electric and fuel cell) and services network. Historically, blasting in high density population areas has resulted in blast vibrations and blast overpressures exceeding the limits, which in some case have been set extremely low in terms of peak particle velocity (PPV). This makes conventional blasting difficult, often requiring low charge weights per delay and associated small blast sizes and slow advance rates. However, the introduction of new technologies, such as computer aided drilling, electronic delays and low-energy explosives has made this task considerably easier. Although more expensive than conventional blasting, excavation by blasting using these products and technologies in relatively good quality ground is believed, in most cases, to be less than the cost of mechanical excavation. In this paper, the authors look at innovative trends in underground quarrying, underground commercial space and tunnelling and put forward their concept of future excavation demand, future product requirements and technical specifications to the drill and blast community.

Australia has a long and successful record in mineral processing technology extending over 100 years. This has included the development of new processes and equipment and new analytical techniques. These developments have added greatly to the efficiency of mineral processing and thereby to Australia's national wealth. Demands on mineral processing engineers in the future show no signs of diminishing, in fact they will increase considerably as more difficult areas must be treated and the requirements for quality control become more stringent. These demands must be met successfully since mineral processing must continue to be one of the most important technologies in Australia's economic future.

In the mining and minerals industry, development, introduction and construction of new plant designs, to meet sustainability objectives, face a series of major hurdles. Typical are the long investment cycle times, the designer does not normally control the spending (the owner does), and the industry is inherently technologically conservative or risk adverse while accepting the often more significant geological, market and political risks.æSustainable Plant DesignÆ is an approach to plant and facility design that drives the necessary culture change and acceptance by minimising technical risk and maximising potential returns. Argyle Diamond Mines Pty. Limited (ADM), manager and operator of the Argyle Diamond Mines Joint Venture (ADMJV) will recruit approximately 400 employees during 1985 to operate the new large-scale, open-cut diamond mine and treatment plant being developed at Argyle, in the East Kimberley Region of Western Australia. These employees will live in Perth or environs and will commute to work at Argyle via chartered jet aircraft. On site, they will be accommodated in self-contained single person's quarters, with central messing and recreational facilities. Rostering systems have not been finalised, but it is likely employees will rotate through a cycle of 14 days at site and seven-days on leave in Perth. ADM spent three years evaluating residen- tial options before deciding to commute its workforce from Perth. Another 70 senior staff will reside in Kununurra (the nearest established town, 250 km from Argyle) and commute to the mine daily by air.

This paper reviews the historical data on relative height changes of landmasses with respect to sea level for Pacific Rim countries.It discusses existing theories of the Greenhouse effect, and the interaction with the vertical movements of the continental plates which leads to different effects for different places. Possible future scenarios are described and directions for future research and measurement programs are given.Relative sea levels are governed not only the increase of water from deglaciation but also by a range of other factors such as variable water storage in lakes and the atmosphere, thermal expansion of the ocean, ocean currents, and the shape of the ocean and the continents. Sea floor spreading, for example, is ultimately more significant than deglaciation in sea level control but is generally much slower.

The lignite deposits of Southland and Central Otago are a potentially significant energy resource for New Zealand. Current estimates put the technically mineable lignite reserves at 5.3 billion tonnes, which is more than ten times the energy content of the Maui gas field. Thus, the strategic importance of the lignite as a basis for maintaining current levels of self-sufficiency in transport fuels, or as a possible feedstock for electricity generation, deserves full investigation. The full extent of the lignite deposits was only recently established as the result of a scout drilling programme undertaken between 1976 and 1979 by the Mines Division of the Ministry of Energy, and from companion studies conducted by the New Zealand Geological Survey. These discoveries of large quantities of lignite coupled, at the time, with rising oil prices, raised the prospect of their development for production of transport fuels.

This paper reviews the need for, and potential of, dry technologies in mineral processing, and considers the problems that will have to be solved for such technologies to be economic. The need for water in conventional mineral processing is reviewed, together with the advantages and disadvantages of operating wet and dry. A wide range of dry processing techniques have been developed in the past, some of which are in routine use either in mineral processing or in allied industries. However more information is needed to determine which of these is appropriate to replace conventional wet processing. It is concluded that a new paradigm is required for the design of processing flow sheets, which will need to extend to innovative ways of valuing particular process routes. Research is also required to develop current dry methods to increase throughput and overcome other disadvantages, and to develop new or refined dry separation methods, perhaps exploiting alternative mineral properties.

In 1965, Peter Flawn author of the famous text-book on Mineral Resources (1966) published a paper in Economic Geology with the delightful title `Who took the `Economic' out of Economic Geology?'. He opened this most interesting article with the following paragraph:If one were called upon to cite an example of a fish out-of-water he could hardly pick a better one than a recent graduate of geology of an America university who is suddenly faced with the responsibility of evaluating or appraising a mineral property. And I venture to say that the 'ftsh' with a doctorate - even in economic geology - is not much better equipped than one holding a lesser degree. The new graduate with a major in economic geology probably knows the significance of the various sulphur isotopes, he surely knows a great deal about the chemistry of the ore forming fluids and he recites with ease the arguments which prove deposits are epigenetic rather than syngenetic. However he is a rare bird indeed if he knows anything about the economics of the mineral industry. The truth is that geologists who are engaged in evaluation work are largely self taught. I ask my more distinguished and experienced colleagues - `Has it always been this way? Who took the `economic' out of economic geology?

"The requirement for environmental approvals and associated environmental impact assessments (EIAs) is now commonly regarded as a key milestone and body of work during project development. EIAs can be undertaken at various phases during project development, generally either:\ during the scoping or prefeasibility studies, where limited project information is available and the mitigation and management measures of the EIA become a set of criteria and commitments that control project design during the feasibility study, as an iterative approach whereby mitigation and management measures are developed through an integrated process with the engineering team, and measures are included in the feasibility study cost model following the feasibility study, where detailed project design information is available, the cost model is complete, and the EIA is an assessment of a fixed project with limited opportunities for mitigation and management measures to be integrated into engineering design. This paper investigates the advantages of integrating EIA into life-of-mine planning during the feasibility study phase, using the Tampakan Copper-Gold Project (the Project) as a case study. The Tampakan Project is located in the Philippines on the southern island of Mindanao. The Project involves the proposed development of three main areas of infrastructure:a large-scale, open pit copper-gold mine and associated mine site infrastructure (including tailings and mine waste storages, fresh water dam, concentrator, etc) a power station, port and filter plant (PPFP), located approximately 60 km from the mine a pipeline and transmission line linking the mine and PPFP sites.Examples of engineering measures developed through an iterative process to mitigate and manage predicted environmental and social impacts include design of water management infrastructure, modification of the disturbance footprint (eg roads realigned to avoid critical habitat) and realignment of project infrastructure to minimise impacted water catchments.CITATION:Blunt, J and Jones, J, 2012. The first target of mining activities on the surface of the moon is to find and extract water from the icy regolith on the moon. A test drilling unit was designed and fabricated under a NASA Early Stage Innovation (ESI) grant. A high-frequency data acquisition system was used to record drilling responses at 1000 Hz. Parameters like weight on bit (WOB), torque, rev/min, rate of penetration (ROP), mechanical specific energy (MSE), field penetration index (FPI), and the uniaxial compressive strength (UCS) were recorded for 40 boreholes in the analog samples made of regolith simulant and specialised cement. Development of the AI system and machine learning (ML) algorithms for analysis of data to evaluate strength and hence water content of icy regolith required a large data set. In this case, the data set comprising of more than one billion data points recorded while drilling into various analogue samples and cryogenic lunar formations to optimise power consumption and make bit wear adjustment during drilling operations. The tests were also repeated in the samples of icy regolith at various water content at -190C to verify the ability of the algorithms to analyse the data and to estimate the strength of the frozen formation and hence water content. The paper will discuss the objectives and methodologies used in the project and reviews the testing program and the machine learning (ML) algorithms ability to identify various formations along the exploration boreholes.

ON milling plants, where a large number of slime samples are collected each day, considerable work is involved preparing them for the assayer. The usual practice (as the material usually passes a 150-mesh screen) is to place the sample on a 30-mesh screen an 1 brush it through on to a cloth below. The sample on the cloth is mixed and a portion taken out for the assayer. A simple apparatus that would rapidly disintegrate and prepare these slime samples for the assayer was needed. The manufacturers of assayers' supplies appear to have overlooked apparatus for this class of work. To overcome the tedious preparation of slime samples by the above method, the writer devised the apparatus shown in the accompanying drawing (Fig. 1). It will be seen that the apparatus is a combination of a modified household flour sifter and a riffle sampler.The apparatus is made up in two parts, the top half consisting of a screen box carrying the disintegrator, and the bottom half a, riffle divider, the joints between the two being a slip-in fit. A lid is provided for the screen box. The disintegrator consists of an open drum, to which are soldered three rows of spring steel fingers. Each row has a number of steel fingers which, on rotation, press against the semi-circular screen in the screen box, forcing the slime particles through.To operate the apparatus an 8-in. sample tin is placed under each spout of the divider. The sample of slime, which is about 2 lb. in weight and usually in lumps, is placed in the screen box, the cover replaced, and the drum rotated about half-a-dozen times by means of the handle.The disintegrated sample is divided by the rifle divider into two portions, which are found in the tins under the spouts of the apparatus. One of these samples is taken, mixed on a sheet, and sent to the assayer.

Prior to resource modelling, sample scale data is normally grouped into spatial domains that reflect zones of homogenous properties. These domains are usually based on a combination of grade and other variables that reflect, for example, geology and alteration, or variables known to correlate with properties of the samples that affect downstream processing. Domaining and wire-framing sample scale data is a time intensive task and it is difficult to track more than a few variables simultaneously while establishing domain boundaries. This is especially the case in operations with complex data, for example, a combination of multi-element assaying of total element concentrations, and/or phase specific assaying such as sulfide sulfur, carbonate carbon, cyanide available gold, and/or downhole geophysical measurements. To minimise unintentionally grouping samples of contrasting properties within the same domain, unsupervised statistical methods are available that can automatically identify samples atypical of the domain, both as univariate tests, and as tests that take correlation within the domain into account. Unsupervised methods in this context means methods of identifying atypical samples that require just the selection of the domain and input variables. Thresholds are derived robustly from the data itself, and the results are therefore repeatable and operator independent. Atypical samples may be thought of as outliers, ie, samples that are separated from the ‘majority’ of the data. If these atypical samples are themselves spatially associated, they may be allocated to an alternative existing domain or allocated to a new domain. Care should always be taken to ensure that identified outliers are due to meaningful causes and not due to data coding and storage errors, although the identification of the latter is still valuable. *This is an abstract only. Detailed geochemical analysis of cored and non-cored drill hole data was used to characterise and model the Cenozoic detrital valleys of several deposits within the southern Pilbara region, Western Australia. The purpose of this modelling was to better characterise and understand the relationships between the various geotechnical units comprising mixtures of rock and soil for the purposes of slope stability and depressurisation studies.This paper presents data from several valleys where geological, geomorphological and climatic processes have resulted in the deposition of heterogeneous detrital rock and soil sequences. Seven primary detrital units are recognised as occurring within all the valleys studied, suggesting that the geological processes involved in the erosion and deposition of the units were widespread. Geochemical assessment of cored and non-cored data suggests correlatable geochemical signatures can be recognised for each of the units; however, local variability in the groundwater history of individual valleys is demonstrated by late-stage carbonate precipitation recognised both in the core and through the geochemical signatures, which has resulted in alteration of the parent rock/soil material. This paper discusses how the carbonate alteration may lead to improvements in rock/soil mass strength of a clay unit by comparing laboratory strength test samples of the same parent material with varying degrees of precipitate alteration to those with no discernible carbonate alteration. Following from this, correlations with geochemical assay results have been derived, whereby zones of more favourable strength conditions may be modelled through assessing areas of analogous geochemistry.The paper demonstrates how geochemical assessment can lead to improved geotechnical and hydrological modelling for a detrital valley system without the need for significant coring and laboratory testing. The emphasis in Australia, until recently, has been on large scale mining methods with drive sizes in excess of 4.5 metres square and the acceptance of high dilution ratios, even when working in relatively narrow orebodies. The rising cost of extracting and treating the recovered ore and the lower prices available in the world markets has seen a growing trend to narrow mining methods.Traditionally narrow orebody mining has been carried out using hand held drilling methods and rail mounted boggers. Recent advances in mobile equipment now offers the operator of narrow method mines the opportunity to completely mechanise the mine from the drilling, through bogging to haulage, while maintaining minimal dilution in drive sizes to two metres wide or less.
