This paper is directed at the problems flowing from Australia's capital gains tax (CGT) on the disposal of exploration and mining tenements both in Australia and overseas. It will seek to identify the issues and give some idea of the dollar consequences of decisions lacking forethought. The paper should not only be seen in the context of Australian tenements. CGT applies to the disposal of any assets by an Australian resident anywhere in the world. Offshore incorporated companies are not necessarily free from CGT risk where it can be shown that control management and control of the relevant company is in Australia. Also the disposal by non residents of Australian tenements are potentially caught by CGT. Some will ask what has taxation got to do with a valuer who merely determines the value of assets. These days no determination can be blind to the consequences. Whether the consequences can encourage a movement in value is another thing dependent upon the circumstances; but? A role of an experienced taxation consultant is to point out parameters within which associated professionals can work. The parameters will vary from case to case, but these when clearly indicated may be of help to persons such as valuers. When one comes down to it real estate salesmen are never wrong. They have a feel for the market and almost through self fulfilling prophesies achieve sales at their guestimates. Whether they could have achieved higher considerations become virtually academic in the process. Of course I am not suggesting that tenement valuers can be compared to real estate salesmen, or am I? What is the value of a tenement? Is it the DCF/NPV type of generated value based on a large number of variable factors (ie what one may call the fundamental value)? Or is it what another may pay to purchase that tenement if it were on the market at an instant point in time? How big is the market, the quality of the bidders, the size of their purses, the needs of the buyer for comfortable fit, the premiums for foreigners, the standard of the marketing, the industry intelligence level of the bidders, the obligation to farm/sell down? The list goes on endlessly. One question must be.asked-"Is a range of values acceptable for tax purposes". ie Would any tax consultant ever provide a valuation to the Australian Taxation Office that indicates three or more possible values ie

This study analysed the fracture characteristics and movement process of goaf roofs under the condition of gangue backfilled mining, based on the engineering conditions of Tangshan Mine F5001 gangue backfilled working face. The inclined borehole detection method is adopted to conduct long-term and fixed-point detection of the roof stability. The distribution characteristics of mining-induced cracks in the roof are described quantitatively based on the crack density, and a similar model test method is used to assist the analysis of the roof movement under the control of gangue backfilled mining using stress sensors and digital speckle deformation field monitoring. The results show that under the condition of gangue backfilled mining, structural cracks in the roof typically appear at the boundary of rock strata. The appearance of cracks is related to the rock strata where they are located. Structural cracks appear in the form of single cracks ahead of the working face and develop into structural cracks in the goaf. The roof movement of the coal seam develops in five stages: fracture incubation, crack extension in advance, dense fracture development, steady fracture expansion, and roof stability. Separation forms the primary component of the roof subsidence, accounting for more than half of the subsidence value. The separation generally extends over a long distance along the strike, and vertical crack-intensive areas appear in the roof above the cut-off and stop line. The findings of this study provide a theoretical basis to support designs of backfilled mining and upgrading of hydraulic supports in working faces.

I've talked a number of times in the past year or so to audiences like today's about culture -about thinking of it, understanding it, respecting it. So, rather than talk just yet about your laws for mining on Aboriginal land and the successes some of us and some of you have been able to achieve, I'd like to first of all talk about cul- ture as I understand it. Anyone who proposes any kind of development on Aborigi- nal land needs to have some basic understanding of what we, the traditional owners of that land, are about. Without that under- standing, you will find difficulty in coming to terms with us. Many people have experienced this difficulty and, unless we can do something about it together, many more will continue to find it.

Oyu Tolgoi copper and gold mine in the southern Mongolia holds mineral resources that make it one of the largest known copper and gold deposits in the world. The project is operating an open pit mine on the near surface of Southern Oyu deposit and developing underground block-caving mine at the Hugo Dummet North where 80 per cent of total resources exists. Oyu Tolgoi (OT) commenced open pit mining in 2011 and implemented an industry standard blasthole sampling, and ordinary kriging grade control estimation with block-out process. Since 2017, grade control improvement projects have successfully completed that have led to the implementation of current, improved grade control system. Geological model is updated by blasthole logging on Leapfrog® and used for daily grade estimations. GC estimation is proceeded solely on Vulcan® by running Lava script and integrating with a relational database. Combination of block-out procedure produces GC model which is updated in Vulcan® and as well as in the database simultaneously. Switching to the integrated database eliminated many manual processes such as importing and exporting data and enabled access to the database anytime, anywhere and from any device. Thereby, these improvements allowed to increase an efficiency, create a comprehensive reconciliation system and reduce operational risks. We are looking forward to expanding applications of integrated grade control data stored in the database. This paper outlines how the grade control system was developed at OT’s open pit mine, and how it is integrated into the short range mine planning, mine reconciliation workflow and ultimately enabled development of various automated reporting systems.

The current study integrates hydrogeochemical and stable isotope results to investigate the sources and evolution of acid mine drainage at the historic Mount Morgan gold mine in Queensland, including the controlling factors and mechanisms of sulfate formation. The open pit and seepage sumps contain acid-sulfate waters and show elevated Al, Cu, Fe, Mn, Pb and Zn values. Samples collected from the Dee River bordering the mine site are less acidic, with lower concentrations of dissolved metals that gradually attenuate downstream from the mine. Concentrated acid mine waters has lead to formation of efflorescences consisting mainly of hydrous Fe-sulfates. The results of the ongoing isotope analyses on water samples show distinctive grouping of the data. The range of the sulfur isotope values for dissolved sulfate in samples from the open pit and sumps (d34S = 2.1 to 3.0 per mil) are similar to those of sulfides in the Main Pipe mineralisation (d34S = - 0.2 to 2.8 per mil). The lack of fractionation between sulfides and sulfate indicates that intermediate oxidation states of sulfur are not significant and makes this technique a useful tracer to identify the sources of sulfate. The Dee River samples, on the other hand, have heavier sulfur isotopes (d34S = 2.8 to 5.0 per mil). These samples may contain dissolved sulfate from æinternal sourcesÆ in the river basin, show local bacterial reduction or indicate a simple mixing trend. Further isotope analyses including oxygen isotopes of dissolved sulfates will enhance the interpretations.

Two case studies are presented in this paper. The first one discusses a roller compacted concrete water supply dam that was constructed in El Mauro in Chile to provide water for agriculture activities downstream of a copper mine during the dry season. The 23 m high dam used a bituminous geomembrane (BGM) as the low permeability upstream facing element on the dam to control seepage through the dam. This is the first time that a BGM has been used in this application. A deep cut-off trench was used to control seepage beneath the dam and through the abutments. This paper briefly presents the design of the dam, including selection of the concrete mix and maximum aggregate size that the use of the Coletanche BGM allowed, and provides details of the construction, quality control and assurance of the installation of the BGM. An ultrasonic apparatus was used as part of the quality control on the BGM seams.The second case study discusses a tailings dam in Cerro Lindo, Peru (near Chincha), where a watertight BGM was installed on the upstream face. Results are presented of the survey done by a consultant on the behaviour of the dam and in particular of the BGM following an earthquake of magnitude 8.1 in Chincha close to the site. Haul truck drivers are at a high risk of developing fatigue due to the monotonous nature of the work and demanding shift rosters. In the mining industry, fatigue is identified as a major contributing factor in several fatal accidents a year. A number of fatigue detection devices are now available, that can contribute to improved fatigue risk management in the mining industry. This paper describes the technology and algorithms behind one particular product which is both predictive and un-obtrusive to the operator. The Advisory System for Tired Drivers (ASTiD), was developed by Fatigue Management International (FMI) in collaboration with the Loughborough Sleep Research Centre (LSRC), both in the United Kingdom. While this system includes a model of the human circadian rhythm as a bias for predicting expected fatigue risk by time of day, it also uses yaw data generated by a solid-state gyroscope in the horizontal plane. Algorithms analyse this data to determine the level of monotony of actual driving conditions and to detect changes in steering control caused by driver fatigue. During normal levels of attention, a haul truck driver applies continuous, small adjustments to the steering wheel. As the level of fatigue increases, steering adjustments become less frequent and more erratic. Differentiating between these modes of control in the highly variable mining environment is accomplished by chromatic processing of the gyroscope data. This paper will go into some detail explaining the principles behind chromatic processing and the specific application of these in detecting fatigue in haul truck operators.Technology in itself is not the solution to addressing operator fatigue, but it plays an important role in ongoing monitoring and maintaining awareness with mining personnel. Furthermore, the specific principles behind ASTiD technology support a risk-based approach to fatigue management, allowing optimisation of the mining operation for productivity as well as safety.

This paper describes the new legislative regime that will apply to the regulation of the minerals industry in New Zealand.The reform of New Zealands minerals legislation was initiated in January 1988 when the Minister for the Environment, Rt Hon Geoffrey Palmer, announced the Governments intention to review all the major laws governing New Zealands resources. The Resource Management Bill is scheduled for to the House in December 1989 and its date of enactment is scheduled for June 1990.With some matters still to be determined (at the time of writing), this paper cannot be a definitive review and description of the new legislation, it is instead an attempt to outline the major features of the Bill, to date, that are seen as important to the mining industry.

Gold and silver mineralisation at the Chatree low sulfidation deposit is hosted in andesitic volcanic and volcaniclastic rocks and characterised by multiple hydrothermal alteration assemblages and quartz-carbonate (chlorite-adularia) replacements, veins and breccias. The ore-bearing veins are influenced by intersecting structures and host rock lithologies. Emplacement of the host succession occurred at 250 ¦ 6 Ma (dated with laser ablation ICP-MS U-Pb zircon techniques), which was closely followed by mineralisation at 250.9 ¦ 0.8 Ma based on the analysis of adularia from coarse-grained quartz-sulfide (chalcopyrite-pyrite- sphalerite) veins using laser ablation Ar-Ar methods. The properties of tailings that emanate from laterite nickel processing plants are significantly different to most other mine tailings. They typically comprise a mixture of fine materials that are made up of altered clays, chemical residues and salts. Neutralisation processes that are undertaken prior to tailings discharge result in a high proportion of gypsum in the tailings. The salinity of the pore fluid is commonly higher than 140 g/L of salts, dominated by magnesium sulfate. Hydraulically-placed tailings that undergo solar evaporation typically reach dry densities of less than 1 t/m3 of insoluble solids. In situ water contents after many months of drying may be as high as 80 per cent, and peak undrained shear strengths are unlikely to be greater than 20 kPa.This type of material is not conducive to upstream raising, from both a practicality and overall slope stability perspective. Even at rates of rise of less than 1 m/a, it is difficult to effect upstream raising on unaltered laterite nickel tailings. However, the authors have successfully designed and implemented upstream-raised laterite nickel tailings storage facilities. The upstream raises have been formed from both imported natural materials and air-dried and compacted tailings borrowed from the tailings beaches.Drying and associated strength gain has been achieved through various means of mechanical intervention, repeatedly exposing a zone of tailings to the atmosphere for evaporation. Field trials have been undertaken to optimise the approach, and the findings from the trials have been implemented in practice to allow stable upstream raises to be constructed. Successful chemical control of flotation requires practical solutions to many problems. A brief discussion is first given of those para- meters which can be controlled and those which it would be desirable to control. Suitable analytical methods for application to flowing pulp and to clear solution from pulp are out- lined in relation to on-line and off-line control. Practical problems of deciding where a measurement is to be made or a sample is to be taken and how the sample is to be prepared and presented to the measuring device are then considered. Equipment calibration and maintenance are considered in relation to the above factors.

Western Mining Corporation (WMC), managers of the Windarra Nickel Project, installed a raise-bored haulage shaft and underground crushing system at the Mt Windarra Nickel Mine in 1982. The system is the second of its type installed by WMC, the first being at the Otter Juan Mine in Kambalda in 1976/77. Both haulage systems became necessary as a result of the increasing production limitations, and escalating costs of a deep decline mine.The Windarra haulage system required a single 3 m diameter vertical raise drill hole, 470 m deep and equipped for skip haulage. Two five tonne skips, in balance, hoist crushed ore and mullock to the surface, at a design rate of 200 tonne/hr, effectively reducing truck haulage leads by up to 50 per cent. The system is now fully operational and will enable the mine to achieve its maximum production rate.The raise-bored shaft system has been shown to be cost effective and would be used again in circumstances where raise drilling is applicable.

The performance of 460 stope surfaces at WMC ResourcesÆ Olympic Dam Operation (ODO) has been used to investigate the confidence that can be placed in the Stability Graph Method for design of stope dimensions. A detailed database of stope performance and ground condition information was established for each stope. The database contains all the required stability graph information as well as other factors thought to influence stability, such as discrete major structures, poor shape and exposure time. The performance of each stope surface was quantified by calculating Equivalent Linear Overbreak/Slough (ELOS). The performance of stope walls and crowns was plotted on the supported and unsupported case history stability graphs. Based on this information an ODO design limit of HR = 3.3 x NÆ0.33 has been suggested for stope walls. Walls that plotted above this line were 80 per cent stable, 20 per cent unstable and zero per cent failed. Below the line 60 per cent were stable, 30 per cent unstable and ten per cent failed. Supported crowns that are flat or arched in shape and are not within the influence of major structures can be designed in the stability graphÆs æstable zoneÆ with a strong likelihood of stability. The Stability Graph Method did not reliably predict the performance of unsupported crowns at ODO.

Blasting is at first sight a simple operation. Blastholes are drilled in a suitable pattern, primed, charged with explosives, stemmed and finally the blastholes are connected together to give the appro- priate initiation sequence. In practice the action of the explosive takes place in the interior of an opaque rock mass and only the external faces of the rock mass to be blasted can be easily observed. The mechanisms of blasting cannot be observed directly and must be inferred from observations of the free face and meas- urements of particle movement made by sensors grouted into holes in the rock. Explosives react very rapidly, in some microse- conds and any instrumentation of a blast must have an appro- priate response time. In many mines several rock types can be encountered during production. Several different methods of blasting may be necessary to cope with changes in rock types espe- cially if weak rocks are found in the final limits. This also makes it difficult to be sure of getting a large enough volume of rock to perform a series of reproducible experiments. While there appears to be agreement on the mechanism of blasting it is unlikely that a detailed understanding of how all the variables that can be encountered in practice affect blasting. The ease of assessment of the results of blasting depends on the criteria used. It is easy to isolate, measure and count over- size boulders. It is however difficult and costly to get a complete fragment size distribution. Methods used to assess blasting can vary significantly from site to site and the ways in which data are collected, presented and analysed will vary making compari- son of blasts at several locations very difficult. The definition of an optimum blast can also vary with the type of blasting. The muck-pile profile and fragmentation will be different for a dragline to that for a truck and shovel operation. In order to be able to assess blasting the mechanism has to be understood. Th rock and explosive properties considered rele- vant to blasting can then be determined. Adopting environmentally acceptable practices in New Zealand is a crucial requirement for mineral wealth development. Recent planned expansions in the coal industry have increasingly placed mining in the media spotlight. A lack of appropriate national environmental guidelines has resulted in inconsistent responses and assessments of current and prospective mine sites. Such inconsistencies have lead to delays in decisions on developing economic mineral deposits that may have only minor short-term impacts, and have also allowed unacceptable environmental management practices to continue elsewhere.   A research collaboration between CRL Energy, Landcare Research, University of Canterbury and University of Otago aims to provide regulator groups and the mining industry with a unified approach to the requirements of the Resource Management Act 1991, which is the legislation that predominantly drives the nationÆs environmental policies and guidelines. The tangible outcome of this research programme will be guidelines for an integrated decision-making framework based upon robust multidisciplinary science. The result of this unified process will facilitate the development of viable mineral deposits and prevent excessive environmental impacts.   The framework will be derived from a synthesis of four objectives. Objective 1 identifies potential water quality impact. This objective is based on a targeted geochemical study of the lithology and waterways of the West Coast and Southland. Objective 2 categorises the degree of impacts on the ecology of receiving aquatic ecosystems and determines the processes that drive aquatic ecosystem recovery. Objective 3 identifies best strategies to sufficiently manage impacted ecosystems, and to prevent future unacceptable impacts. Objective 4 combines the findings of Objectives 1 - 3 into a standard decision-making framework. The development of this framework development will include wide consultation with representatives of the mining industry and regulator groups. It is anticipated that this multidisciplinary approach will provide a robust and coherent, standardised system that will assist in achieving industry and environmental targets.

The Epithermal and Mesothermal Gold Prospectivity Modelling Projects recently completed by Crown Minerals provided explorers in New Zealand with a new compilation of historical exploration data combined with new geological information from the GNS QMap 1:250 000 scale mapping project. These data were used to produce predictive mineral potential maps for gold mineralisation in New Zealand. The aim of these projects, which was to stimulate mineral exploration and investment in exploration, has been successful with new companies acquiring new tenements and committing significant exploration expenditure to exploring in New Zealand in the coming years. The projects were undertaken at a national scale and consequently not all exploration data were compiled into the prospectivity models. HPD New Zealand Ltd recognised the value of the prospectivity modeling work and committed exploration funds to continue the modelling process started by the projects. They recognised the need to compile the remaining data and run the models again to allow detailed exploration targeting.

The management and operation of tailings storage facilities (TSFs) are often neglected until the process plant has to shut down as a result of this negligence or as a result of a catastrophic failure as was the case during the recent TSF failure in North America.TSFs are often regarded as non-assets and do not receive the attention they deserve in terms of technical expertise and financial provision. A TSF is not a simple structure but a complex and dynamic structure that changes throughout its operational life. The operational life of a TSF is the period in which there is the greatest opportunity for risks to occur. The failure of a TSF is normally not as a result of a single event but as a result of a consequence of events. These events are often not recognised in time due to a number of factors.Process plants and slurry pumping systems are operated at suboptimal conditions in order to maintain throughput. At the same time, the tailings properties are compromised in terms of slurry density and particle size distribution amongst other things. Tailings deposition cycles and drying cycles are not well understood and the tailings management strategy is not well tuned in terms of maximising consolidation and improving in situ densities. Pond control is also neglected. These are aspects that form the keystone to the effective utilisation of available deposition area as well as the frequency and cost of future embankment raises.Apart from operational issues, forward planning in terms of budget requirements, increases in tailings throughput, embankment raises, pipe replacements, etc are normally put on the back burner. Available deposition space at the time seems to render this planning obsolete.The bottom line is that responsible tailings management and proper forward planning can limit liability and reduce the bottom line in terms of cents per ton if correctly implemented by suitably qualified tailings managers and engineers.The aspects that need to be considered as part of responsible tailings management are highlighted in this paper.CITATION:Boshoff, J, 2015. The Hauraki Volcanic Region of the North Island developed between 18 and 1.9 Ma. Initial andesitic volcanism from 18 to 12 Ma was followed by 12 to 1.9 Ma volcanic activity that included rhyolitic, dacitic, andesitic, and basaltic compositions, with a gradual migration of activity to the SSE. Early andesitic volcanism evolved over the course of 8 m.y. to more silicic compositions; this trend was reset and repeated by post-10 Ma andesitic volcanism. Early and later andesites are otherwise remarkably similar in trace element composition. Rhyolites have the most diverse compositions, suggesting a major role for crustal input in their formation.
