George Fisher Mine, near Mount Isa in northwest Queensland, has been producing Pb-Zn-Ag ore since the late 1980s. It consists of two separate underground deposits, George Fisher South and George Fisher North. These two deposits are drilled and modelled separately but are crushed and hoisted as a single stream. The Pb-Zn concentrator in Mount Isa processes ore from George Fisher Mine and Black Star Open Cut, with production also from the Isa Lead Mine until January 2006. This paper outlines the steps involved in setting up a robust reconciliation system for George Fisher Mine, in conjunction with requirements of the Pb-Zn concentrator, Black Star Open Cut Mine and the Mount Isa Lead Mine. Good quality input data and commitment to training have contributed to establishing a robust and effective reconciliation system. Reconciliation data has highlighted several other continuous improvement opportunities.

One of the consequences of mining expansion in the Bowen Basin region of Central Queensland in Australia has been a substantial increase in demand for housing, with subsequent impacts on housing and rental markets. Those pressures are reduced to some extent by a proportion of the workforce choosing to live in other centres and commuting to workplace for block periods. The main factors influencing location choice are: housing availability and affordability, basic urban services and lifestyle of the town and the town physical attractiveness such as coastal town. Low costs housing provided by the mining company acts as an attracting factor for some miners to live in the mining town. Recommendations for three short-term and two long-term strategic policy guidelines to address housing situation and location issues are provided.

This paper addresses project commissioning, that is, activities that culminate in the transfer of a project from the construction phase to routine plant operation. These activities should be initiated early in the engineering and design phase to ensure that the plant design is operator friendly and that construction is scheduled such that pre-operational testing and hand over to the owner occurs in a timely and cost-effective manner. For the purposes of this paper, commissioning includes all activities related to pre-operational testing, no-load testing, water commissioning, and ore commissioning. That is, all activities from construction completion to practical completion of the prime contract. This process is facilitated in numerous ways dependent on the nature of the project prime contract and the size of the project. For small lump sum projects, the contractor's responsibility may include all phases of commissioning to practical completion, whereas, a managing contractor on a complex multi-contract project may only be required to bring the project to mechanical completion and hand over to the owner for ore commissioning. Tyre cost at Mount Morgan Limited had been 24% of the truck operating cost. Comprehensive tyre testing resulted in a reduction in tyre costs of about one third. A record of the evaluation techniques may enable the selection of tyres that are most suited to particular conditions. Rubber characteristics, rubber quantity, tyre design, road conditions, dump conditions and inflation pressure were found to be sig- nificant variables. Measurements of tyre temperatures at the breaker strip were used to select the tyre design and inflation pressure required for Mount Morgan Limited's conditions. Relugging of tyres was discontinued as a result of tyre testing.

Furthermore, the coke combustion propert- ies are not always taken into account in current blast furnace operating practice with combined blast. A complex dimensionless parameter, which re- flects the properties of the interacting media, is the ratio of the kinetic energy of the hot, com- bined gas stream to the potential energy of the coke flow, burning at the tuyere in a gas of known composition. In recent years, the value to Australia of the introduction of a system of resource rent taxation on the mining industry has been frequently debated. The forms that this rate of return based tax could take, and the impli- cations on government revenue and mining com- pany profitability have been discussed at some length. Further, the selective application of this taxation scheme to certain mining industry sectors has received considerable attention. This study takes the form of a survey of the taxation history of one significant Australian mining venture, the Mount Lyell Mining and Railway Company. The conditions faced by this company during its history are used as a base for the imposition of rent taxation schemes. Comparisons are drawn between the historical taxation liability of the company and that which would have been incurred if a resource rent form of taxation had been in existence. From the results of the study, it can be concluded that while the company can be con- sidered to have been a successful enterprise during most of its history, it has not achieved a level of profitability which would warrant the collection of any form of excess profits Tax.

The Dolphin Scheelite orebody is located near the old mining town of Grassy on the south-east comer of King Island in Tasmania. Surface open cut mining of the Dolphin deposit was conducted for a number of years, then the proximity of the sea and adverse stipping ratio led to underground mining. As a result of the variable orientation and dimensions of parts of the orebody a number of mining methods were practiced at the Dolphin mine until 1990 when a combination of high processing and surface site costs coupled with low tungsten prices led to the cessation of operations. In this paper the different mining methods practised are examined and critically reviewed. The more successful mining methods were developed with experience and improving equipment technology to the extent that the underground operation produced ore at the lowest unit cost during the final years of operation.

The last decade has seen a resurgence of interest in lunar exploration and the emergence of countries like China and India as space fairing nations. In 2004, the US announced a new Vision for Space Exploration, whose objectives focused on human missions to the Moon and then Mars. The near future is likely to see the emergence of a worldwide drive to revisit the Moon as the first step in investigating the Solar System. To date, the Apollo missions provide our only experience of human operations on the Moon or anywhere else beyond Low Earth Orbit. Much was learned from these missions. However, their short duration means that many of the environmental effects that will be important for longer-duration missions could not be quantified. In addition, long-duration missions and infrastructure on the Moon require new technologies and capabilities, which must operate successfully and reliably in this lunar environment. Developing these technologies poses significant challenges for the exploration program. The paper discusses the risks associated with the construction of lunar surface and underground structures and the challenges to adopting the standards and rock mass classification systems developed on Earth and their applicability to the Moon. Moreover, an exchange of views to explore near-surface geologic and geotechnical profiles of the Moon is emphasized and implications of the lack of knowledge on rock mass characterisation of the Moonrock mass, the lack of theoretical/empirical experience on the use of rock mass systems outside Earth, and uncertainties.

In 1983 the New South Wales (NSW) Government began to construct a 35 km freight rail line to provide additional rail capacity to Port Kembla in the Illawarra region, south of Sydney, through a direct connection between the Unanderra to Moss Vale line at Dombarton to the Main South rail line at Maldon in the Southern Highlands. The project area lies within the carefully managed Sydney Water catchment and is also underlain by previous coal mining activities.Construction of the line halted in 1988 prior to its completion after the NSW Government reassessed the demand case and found that the project was not as viable as originally forecast. However, by this stage the line was partially constructed, including the majority of civil earthworks, approach structures to the main river crossings and establishing the portals for the Avon tunnel as a precursor to major tunnelling works.In 2012, the Commonwealth Government funded Transport for NSW to undertake the necessary engineering and environmental preconstruction works. Most importantly here, the 1980s rail link was predicated upon the use of electrically powered locomotives, whereas the locomotive fleet in operation today in NSW is diesel powered. This fact has a significant impact upon the approach and development of the Avon tunnel section, as the diesel powered locomotives combined with the length and grade of the tunnel alignment produces a unique set of conditions requiring specialist engineering design and systems to ensure safe and functional operation of the railway through the tunnel section.Given the above, the Avon tunnel will need to be supported by a ventilation and smoke control design based on the heat rejection from the locomotive consist, consideration of ambient air quality compliance, comparison against in-tunnel air quality goals, and providing safety systems in line with the fire and life safety strategy it requires.This paper explores the current development of both the tunnel civil works responding to the geography, geology, rail functional requirements, as well as the tunnel ventilation systems being revised to suit the diesel locomotives.Further, this paper describes the importance of combining the design outcomes with the procurement methodology in order to achieve the project objectives, a functional outcome and value for money across the project life.CITATION:Baker, T and Bagis, A, 2014. The development of regional resource synergies in intensive areas with concentrations of minerals processing industries provides a significant avenue towards sustainable resource processing. Gladstone (Queensland) and Kwinana (Western Australia) are two of AustraliaÆs major heavy industrial areas. There are a number of successful regional synergies in both areas. In addition to the existing regional synergies in both areas, more potential synergy opportunities appear to exist which, upon implementation, could benefit industry, the environment and the community. To further enhance the development of such potential regional synergies, the Centre for Sustainable Resource Processing (http://www.csrp.com.au) commissioned research projects to facilitate the identification of potential synergies and assist with their implementation in both regions. This paper presents a selection of specific examples from both regions to illustrate the sustainability benefits from regional synergy developments. Although the composition of industries in the Gladstone and Kwinana regions is different both in terms of geography and industry diversity, similarities in synergy developments for both regions are apparent. Consequently, the examples discussed in this paper are organised around the key themes of water, energy and inorganic by-products. Comparison on a theme basis highlights success factors of successful synergies and demonstrates the range of benefits resulting from their implementation.

With the iron ore industry in Australia producing hundreds of millions of tonnes of ore per annum, the associated costs of these operations extend into the billions. It is no surprise in the current economic climate that more and more companies are looking into different ways of optimizing their costs to keep their sites operational. One way of improving operations is the use of electronic initiating systems like i-kon and Uni tronic detonators. These systems have been used around the world to improve current practices and optimize drill and blast costs. However, these systems have yet to make an impact upon the iron ore sector in Australia. Some of the potential improvements include:pattern expansion and a subsequent reduction in drilling and explosive costs;improved fragmentation and hence increased dig rates, thereby driving $/tonne down;embracing the 'mine-to-mill' concept by reducing the downstream costs of crushing and milling;improving the overall condition of pit walls and floors, leading to a safer working environment in which optimal haulage performance can be achieved; and improvements in vibration management around heritage sites and critical infrastructure, thereby saving the cost of relocation works. This paper introduces some of these concepts and the process of making the changes leading to potential savings from the improvements, using various examples as proof of the concepts.

Sampling equipment manufacturers endeavour to ensure that the mechanical equipment installed in sampling systems are designed and manufactured to adhere to the requirements of the International Organization for Standardization (ISO) or other standards relevant to the application. The mechanical parameters necessary to achieve these standards can be well controlled and requirements such as constant speed can be met through good mechanical design and engineering. However, when the equipment is installed and put into operation, the ISO compliance of the system is out of the hands of the equipment manufacturer and handed to the operator, who may be a generalist control system integrator.Making a sampling system perform according to standards, and being able to monitor and report on compliance require that the sampling system knowledge and the control integration is combined and applied in an integrated approach. Using a dedicated library of control routines developed for sampling can change a system from having compliant equipment to being a compliant system. Hunter Valley Operations in partnership with Orica Explosives designed a process to optimise coal extraction at depths greater than 65 m below the Hunter River in a safe and cost effective manner. The process involved a team approach to investigate the relationship between geology, mining sequence, vibration and blasting methods adopted. From this an optimum method for uncovering the coal was developed.

The gravity-induced stirred mill such as the TowerMill is an energy-efficient grinding solution used in secondary, tertiary, and regrinding duties in the mineral processing concentrator. The interest in this technology is emerging, with more than 300 mills installed globally in various grinding duties and commodities for the last 30 years. Although the technology is matured, there are still opportunities for improvement and the development of new knowledge to improve its circuit energy efficiency and reduce water consumption. Recent studies show that a combination of stress intensity, ore hardness, slurry density, and mill feed configuration can be used to evaluate the performance of the grinding circuit. A recent pilot-scale TowerMill test work at various stress intensities shows that a lower operating work index and size-specific energy were achieved at higher agitator tip speed and using medium size grinding media. These outcomes were confirmed through several site trials. A smaller 17 mm grinding media has reduced the operating work index and size-specific energy by 18 per cent and 11 per cent, respectively, compared to the 20 mm in a magnetite concentrator. Moreover, the conversion from top feed to bottom feed configuration has reduced the operating work index and size-specific energy by 13 per cent and 37 per cent, respectively. The circulating load was reduced by 34–38 per cent, leading to a reduction in the dilution water consumption in the hydrocyclone feed sump by 20 per cent. A variable frequency drive offers flexibility to change the stress intensities on the TowerMill, where a 35 per cent reduction in specific energy was achieved when the ore became soft. This paper explores the potential design and operating strategies that can be implemented to enhance the energy efficiency, reduce water consumption and reduce CO2 emissions in the circuit and finally evaluate its impact on the total cost of ownership.

The Northern Beaches Storage Project (NBSP) is part of Sydney Water’s SewerFix™ Program to improve the wastewater system and protect public health and the environment. It was built by the SewerFix Wet Weather Alliance (the Alliance), a partnership between Sydney Water, RPS, MWH, Parsons Brinckerhoff and United Group Infrastructure.The project temporarily stores excess wastewater diverted from the Narrabeen Submain during wet weather. The project considered a below-ground storage facility, which involved constructing a deep tunnel from Brookvale to Fairlight, connecting into the Northside Storage Tunnel and a storage tank, which was subsequently adopted and constructed.The storage tank scheme included a pumping station and inlet and outlet pipes installed by microtunnelling. The storage tank site is in the Brookvale industrial area situated in an area of deep marine sediments overlying Hawkesbury Sandstone at about 30?m below ground. Microtunnelling for the inlet pipe was conducted from a 12?m deep jacking shaft. The jacking shaft and 14?m deep pumping station excavations were carried out from within secant pile earth retaining structures adjacent to existing buildings.Construction activities had the potential to cause settlement of the adjacent buildings. During excavation and microtunnelling the water ingress, adjacent groundwater level and settlement of the adjacent buildings were monitored. The monitoring data was assessed against an action plan, which modified construction activities as required to minimise the risk of damage to buildings from settlements caused by lowering of the groundwater table outside the excavations. The secant pile construction, excavation, microtunnelling and pumping station construction proceeded without incident or damage to adjacent buildings.This paper highlights that tunnel/underground options should be considered during options development, describes the original storage tunnel scheme and presents details of the successful microtunnelling and deep shaft construction adopted on the NBSP.CITATION:Taylor, N and Hewitt, P, 2014. When the Paulsens operation was poised to be placed on care and maintenance, Bill Beament and the rest of the Northern Star Resources (NSR) team capitalised on the opportunity to send the Ashburton region’s only operating gold mine into the record books.A three-stage strategy was devised by NSR to pay off the acquisition and maximise the return from the operation. The first stage was to mine the 55 000 oz mine plan and pay off the cost of the acquisition, then maintain profitable production beyond the seven months and re-establish a mine life. The second stage involved an early commitment to a 220 m long diamond drill drive being placed in the hanging wall of the orebody from which the extensions of the orebody could be further explored, allowing the second stage of the plan to come into effect and extend the mine life by converting Inferred Resources into the mine plan. The third stage of the initial plan was to utilise this drill drive and continue to drill deeper holes beyond the current limit of drilling in the ore zones to extend the orebody and increase the mine’s life.With an ever growing desire to further expand, the young company took on the bold move of establishing its own mining services division. A critical element to the success of this was ensuring that the right people were recruited with the appropriate specialised skill sets.Aligning common goals amongst all NSR team members, from the board and senior management to the work force on site, was critical to integrate the new and driven direction that Paulsens had adopted. It was essential to change the focus and a shift in all employees’ attitudes and values from a mine that was all but down and out, to a site that wanted to be kicking some serious goals.Teaming together a passionate and driven leader with a strong allied workforce was always going to put NSR in the best position possible to make Paulsens the success story that it now is. The main access decline at Carrapateena mine was excavated through two different underground aquifers. In these areas of decline, pressurised water finds the path of least resistance through the rock and into the excavation. In some locations the ground water would upwell underneath the roadway resulting in rapid deterioration of the running surface. The deterioration of the road was so rapid that the two areas of decline required significant roadworks every single shift or it would become impassable by mine traffic. With a full fleet of underground trucks hauling to the surface, managing these sections of roadway was impractical and unproductive. The site team resolved this issue by installing Roller Compacted Concrete (RCC) to the affected sections of decline. RCC is a specialist concrete product that is delivered to the site near dry and is installed using a grader and roller similar to road base. This product can be installed quickly and be trafficked within hours of installation, making it ideal for mines with single access declines and unfavourable road conditions. RCC roadways were successfully installed at Carrapateena mine in conjunction with under-road drainage. These roadways have proved to be a very effective solution which requires minimal maintenance and are resistant to water ingress from the aquifer. This paper discusses the technical aspects of the RCC, as well as the practical implementation of the solution as a whole.
