The Golden Cross mine is situated in a sensitive environmental setting on the North Island of New Zealand, about 150 kilometres south-east of Auckland and about 8 kilometres NW of Waihi. The mine is situated in dipping topography, with volcanic ashes making up soils, fault zones running through the area, and rainfall of about 3m per year on average. Water management is the most demanding environmental challenge on site, and a comprehensive programme has been put in place to address tailings deposition, long term tailings storage, and water treatment during and after operations.

Although the diesel engine is normally considered a tried and proven power source, many new and exciting diesel design concepts are being evaluated in engine development laboratories around the world. Three such programs currently underway at Cummins Engine Company are discussed. The turbocompound engine converts into power exhaust heat energy which is normally wasted. It does this by incorporating after the turbocharger a low pressure gas turbine which is gear driven to the crankshaft. The adiabatic engine has no conventional cooling system. It converts into useful power most of the heat energy normally rejected to the coolant. The series boost turbocharged engine uses seperate low and high pressure turbochargers to increase engine output and improve transient performance. These design concepts make possible increases in diesel engine thermal efficiency from the current 33 to 38 per cent range to the 50 percent range.

The South Australian mining regulatory framework has adopted a performance based approach to the management of risk. This approach has been in place in South Australia for more than 10 years and is increasingly being implemented in mining jurisdictions in Australia and around the world. Performance based regulation focuses on setting appropriate environmental outcomes to be achieved based on an assessment of the potential impacts associated with the development, operation and closure of mining projects. Measurable compliance criteria, including completion criteria, are set to demonstrate achievement of the outcomes. It is the responsibility of the proponent to propose designs and strategies that will achieve the regulated environmental outcomes and to demonstrate the implementation of their designs and strategies will achieve the outcomes into the future. Tailings Storage Facilities (TSFs) are significant elements of many major mines and each is unique with site specific factors such a materials to be stored, design, size, location, climate, sensitive receptors, operating history of the facility (i.e. changes to design), site culture and company capability amongst a range of other factors. Consequently a fit-for purpose approach is a key principle of best practice regulation of tailings management as it takes the site specific factors into account in setting appropriate outcomes for mitigating the identified impacts associated with a proposed development. Achievement of those outcomes through fit-for purpose, well designed management strategies would ensure safe, stable and economic storage of tailings in a manner that complies with all legislative requirements and presents negligible public health and safety risks. Tailings storage must also have acceptably low social and environmental impacts, both on and off site, during operation and indefinitely post closure. Achievement of environmental outcomes during operations and at mine completion can then be demonstrated to the regulator and community through public reporting of compliance with measurement criteria which establish the appropriate level of impact for each individual operation. A number of new mining proposals including tailings storage facilities (TSF) have recently been assessed and approved in South Australia. The location, size, design, sensitive receptors, public interest and therefore risk profiles of these TSF’s have varied substantially between these new mining proposals. These considerations were reflected in the assessment of the TSFs and the resulting mining lease conditions of approval including the environmental outcomes to be achieved over the life of the facilities. A large and increasing data base of apatite fission track results from sedimentary and granitic rocks exposed within the southeastern highlands and along the continental margin of Australia provides constraints for the tectonic development of the southeastern passive margin. The fission track results suggest that many regions of the southeastern margin of Australia experienced distinct episodes of relatively rapid cooling during the middle Cretaceous to early Tertiary that can be attributed to the effects of rifting. One cooling episode is middle Cretaceous in age and related to denudation of the southeastern highlands from Tasmania to northern New South Wales between -90-100 Ma. Rocks exposed along the present coast line record a later episode of rapid cooling, which is diachronous and decreases in age northward from -80 to 90 Ma in northern Tasmania to southern New South Wales, -60-80 Ma in central and northern New South Wales, and to -50-60 Ma in southern Queensland.

Yandicoogina (Yandi) open pit mine is located in the eastern part of the Pilbara region of Western Australia. It hosts pisolitic iron-oxide mineralisation distributed within a meandering paleoriver channel. The deposit is characterised by clays occurring as lenses, accretions, desiccation joint infill and voids in the pisolite ore. The irregular shapes and highly erratic distribution of these clay pods represent a serious challenge for grade control at this mine.The current grade control approach used at the Yandi mine is based on sampling of production blastholes on a 6 m X 6 m spacing. Their good spatial coverage, tight spacing and low cost make blastholes a very convenient media for grade control and ore-waste definition. However the potential downside of this grade control approach is poor sample representivity. An alternative grade control approach is to drill and sample using reverse circulation (RC) holes distributed on a 25 m X 25 m grid. This approach has been tested in Yandi mine and compared with the blasthole sampling approach for sample representivity. The impact of increased drill spacing on mining block predictions has been studied using a conditional simulation technique. Blasthole and RC samples proved to be similarly biased, underestimating Al2O3 and SiO2 grades and overestimating Fe grades, when compared to full cone assays. These results show that using RC drilling for grade control at the Yandi open pit will not necessarily improve the representivity of the grade control samples. However, increasing the grade control spacing to 25 m X 25 m will lead to more than 12 per cent of the selective mining unit (SMU) sized blocks being misclassified. This is approximately a two-fold increase in the number of misclassified SMU blocks in comparison with 5 m X 5 m spacing.

Mining companies around the world are seeking methods to coordinate operations between the mine and the concentrator to achieve an overall improvement in enterprise performance. In several instances very significant increases in productivity (more than 20 per cent) and profitability (more than $US 10M per annum) have resulted from such efforts. The key to realising these large benefits has for the most part arisen from improved communication between mining operations and plant operations personnel and the judicious use of new tools to evaluate alternatives for improvement and to minimise the risk of implementation. This paper presents a systematic approach to mine-to-mill optimisation . The importance of systemic thinking and systems optimisation methodologies is emphasised. New tools for evaluating operational performance are discussed. Recently reported benefits are summarised. Finally current research is discussed and projections for the future are given.

A new elution process has been developed for the recovery of gold thiosulfate from ion exchange resins. This is a synergistic system which utilises a base eluent, such as nitrate or trithionate, along with an additive that improves the elution of gold. The use of the additive enables lower eluent concentrations to be adopted, as well as weaker eluents such as chloride. With the chloride + additive system, complete gold elution can be achieved within 12 BV when utilising an eluent flow of 5 BV/h. When the eluent flow is reduced to 2 BV/h, complete elution is achieved within 8 BV. Similar results are obtained when using nitrate or trithionate as the base eluent. A copper pre-elution process has also been developed, whereby the majority of copper can be stripped within 5 BV prior to gold elution. This method is a significant improvement on the ammonia + oxygen pre-elution previously suggested. The development of a new analytical procedure based on ion chromatography with UV detection is also described for the quantification of polythionates in leach solutions and loaded on resins. This enables analysis to be carried out for resin-in- leach type processes where the polythionates are being formed in solution and simultaneously adsorbed onto the resin.

The cover (cap) over the tailings pit at Nabarlek uranium mine must be structurally stable as it will act as a barrier to radon gas emission and have to contain other long-lived radionuclides. Structural stability is primarily an issue of erosional stability in the context of a design life of thousands of years. The primary agent of erosion is fluvial, dominated by rainwash, overland flow, filling and gullying in the local area. Other agents of erosion are of less concern although biogenic agents of erosion (eg termites and windthrow) may enhance fluvial activity. Several methods may be used to assess erosional stability. They fall into two main categories, namely erosion modelling and geomorphic modelling. The former is illustrated by the Universal Soil Loss Equation in which parameters describing aspects of the geotechnical and hydrological properties of the rehabilitated surface are used as input for the modelling of erosion rates. The latter is illustrated by estimates of gully and valley erosion using empirical models. Estimates of the erosion rates and stability of the Nabarlek cover are presented. The two main techniques are complementary and it is argued that rehabilitation design must make use of both approaches when estimating erosion and geomorphic stability. More recent developments in geomorphic modelling using numerical techniques incorporate both approaches.

Resource rent tax is a form of taxation or royalty, which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax (APT). The implications of the current form of Additional Profits Tax for shareholder cash returns are that the tax burden on the operation may suddenly increase at some stage in the life of the mine, if and when the threshold level of profitability for the tax to be triggered is exceeded. From that point in time onwards the cash return to the shareholders on the capital invested is greatly diminished. For mining companies in Papua New Guinea, the effective tax rate increases from 35% to 57.75% as a result of the onset of Additional Profits Tax. This tax rate penalty is so severe that there appears to be merit in considering the concept of managing profitability through time rather than purely maximising annual pre-tax profits as is currently the case in most mining operations. This would have the benefit of deferring or perhaps preventing altogether the onset of the tax. One possible method for the effective management of profitability is through the control of average mining grade by cutoff grade manipulation. Traditional cutoff grade theory has usually considered taxation as a direct cost at a fixed or variable percentage of annual profits. As a result of this most analyses are conducted on a pre-tax basis. If tax is included in analyses it is usually present as a time independent function of gross profit. Additional Profits Tax is both time and rate of return dependent and therefore not adequately accommodated by currently accepted cutoff grade theory. A review has been made of the effects of resource rent taxes on both the investment decision-making process as well as possible development and mining strategies which may be employed by mining companies faced with Additional Profits Tax. The review includes examples based on the structure of Additional Profits Tax which is levied in Papua New Guinea.

Hematite ore has been mined in the Southern Middleback Ranges as blast furnace feed for the steelworks at Whyalla, by what was then BHP, since 1991. With the floating of BHP Integrated Steel as OneSteel in 2001 and the subsequent loss of key mining personnel, breakdowns in grade control methods and procedures occurred. These were compounded by changes in orebody characteristics and grade distribution leading to poor reserve recovery and poor grade control, both which resulted in loss of control of ore specification and severe deviation from the mining schedule. As a result, a total review of grade control, mining method and scheduling procedures was undertaken as well as a review of contractor quality assurance. It was found that sampling methods were poor and unrepresentative, grade control blocking processes were outdated and did not reflect the geology of the deposit, the ore mining method was outdated and did not respect the geometry of the orebody, reconciliation methods were being completed globally and were not reflective of individual areas of the deposit, and that deviations from the mine plan were occurring due to access to high-grade areas outside the schedule in order to bring stockpiles back on grade. Based on these findings, updated sample splitter systems were fitted to drill hole rigs, double bench sampling was implemented (2 + 4 m samples as opposed to 1 + 8 m sample) and a three-dimensional cellular grade control system introduced to better reflect the geology and orientation of the deposit. At the same time ore mining was changed from front end loaders mining on 8 m benches to excavator mining on three lifts on 8 m benches; this aided selectivity and respected the geometry of the orebodies aiding cleaner recovery. Reconciliation is now completed on a blast-by-blast basis, which allows for quick and easy identification of poorly performing areas of the resource model that can then be incorporated back into resource model updates. Regular daily and weekly meetings are also held with emphasis on the mining schedule to ensure no deviation from the schedule in the long term. These improvements have resulted in a lift in reserve recovery both globally and locally associated at the same time with improvement in grade.

A trial embankment was constructed using coarse coal mine reject on a deposit of crusted coal mine tailings at New Hope Colliery, located in the Bundamba District of the West Moreton Coalfields in South East Queensland, Australia. The purpose of the trial embankment was to assess the load carrying capacity and settlement behaviour of the crusted tailings, including an assessment of strength gain in the tailings under the influence of the fill. Prior to construction of the trial embankment, a site investigation of the tailings deposit was carried out. This comprised vane shear strength testing, together with disturbed sampling and undisturbed block sampling for the purposes of laboratory testing. Following the site investigation, settlement plates and standpipes were installed at various depths and locations within the tailings in the vicinity of the proposed embankment. The instrumentation enabled the magnitudes and distributions of settlement and pore pressure within the tailings to be determined during and following construction of the embankment. The embankment was constructed using coarse reject in three equal lifts to a height of 3.0 m. The tailings sustained a maximum settlement under the weight of the fill of 290 mm, representing about 4.2 ii of the average initial thickness of the tailings and a loss of embankment height of about 9.7 %. Traditional mechanised resin rock bolting in hard rock underground mines requires the installation of resin capsules into a pre-drilled hole prior to the rock bolt being spun into a hole to mix the resin and set the bolt in place. In poor rockmass conditions, especially at depth or in highly altered faults and shears, the condition of the holes often deteriorates as the poor ground around it unravels and falls into the hole. This results in partially or fully blocked holes that either damages the resin capsule when they are being inserted into the holes or prevent it entirely until the hole is continuously cleaned of debris. This deterioration of the hole condition, and continuous need to clean and re-drill holes, also increases the diameter of the hole which in turn affects the continuously mechanically coupled anchorage mechanism of the rock bolt to the rockmass as there is simply not enough resin in the hole to fill the annulus between the bolt and the rock. This results in a large increase to critical heading cycle time and, more importantly, results in the rock reinforcement not performing as per design specification and increases the risk of instability. To overcome the quality control issues with resin bolt installation in poor ground, a single pass drill, install, inject and tension self-drilling resin bolt application was designed and implemented for use in such conditions. This system allows the operator to inject a two part polyester resin through a self-drilled hollow bolt to mix and fully encapsulate the rock reinforcement. The self-drilling bolt allows for post injection of the hole after the bolt has been installed into the rock and gives the operator manual or automated control on the amount of resin used in the hole to ensure complete encapsulation and continuously mechanically coupled anchorage to the rock. This allows the reinforcement to work as designed and provide the Geotechnical Engineer extra quality control confidence in these conditions. The implementation of this single pass resin bolting system resulted in significant decreases to the resin bolting cycle time and rock bolt quality control failures. In this paper the design, implementation and embedment into the development cycle will be discussed and the in situ quality control checks used to validate the increase in rock bolt installation quality will be shared. Concentrating lower and more variable grade ore resources to meet acceptable concentrate quality criteria requires removal of significant amount of gangue minerals. Monitoring plant feed mineralogy and concentrate by on-stream analysis has significant economic benefits in concentrate quality and recovery optimisation. There is a need to develop a sensitive slurry on-line analyser for silica, aluminium, magnesium and other light elements.On-line XRF elemental analysis technology, which is a routine practice in base metal concentrators is not able to measure lighter elements than calcium from slurry. Too much of the X-ray fluorescence signal from lighter elements is absorbed by water. The limitations in the direct measurement of silica and other light elements have restricted its use in some applications. Some light element slurry analysers have been developed based on prompt gamma neutron activation (PGNAA) method but they have not performed up to the expectations. The hydro-chlorination of Fe2O3 and Fe304 has been investigated in the range 850-950¦C in order to elucidate the role of iron in the segregation process for nickeliferous laterites. The kinetics of Fe203 chlorination using 20% HC1 - 80% N2 gas mixtures is consistent with a single-stage structure control model, whereas Fe3O 4 exhibits a two-stage reaction mechanism. Oxygen potential measurements using a CSZ probe located above the bed and X-ray powder diffraction results confirm the proposed reaction scheme. When a serpentine nickeliferous laterite (1.03% Ni - 11.7% Fe) was chlorinated at 900¦C with a 20% HCl - 80% N2 gas mixture it was found that the iron oxide in the ore was extracted in a similar manner to the synthetic iron oxides. Also, it was found that the nickel extraction from the ore paralleled that of the iron and the tests indicated that for the major part of the extraction, the solid nickel species were in equilibrium with the gas phase. The recovery of nickel from laterite ores by the segregation process has been investigated by a number of workers and several extensive reviews of the literature associated with this field have been published (Iwasaki, 1972; Canterford, 1975; Wright, 1973).

Many of the ‘new paradigms in mining’ and notions of ‘sustainable mining’ have at their core the requirement for reliable, continuous centimetre-level positioning accuracy to enable increased automation of mining operations. The deployment of precision systems for navigating, controlling and monitoring machinery such as drills, dozers, draglines and shovels with real time position information increase their operational efficiency, and reduce the need for humans to be exposed to hazardous conditions. The Global Positioning System (GPS) is the best known, and only currently fully operational, Global Navigation Satellite System (GNSS) providing positioning capability anywhere in the globe, on a continuous 24/7 basis, with accuracies ranging from the dekametre-level to the sub-centimetre-level depending on hardware and operational configuration. Despite this versatility, GNSS cannot satisfy the high accuracy positioning requirements for many applications in mine surveying, and mine machine guidance and control. The reason is that increasingly open cut mines are getting deeper, resulting in a reduction of the ‘sky-view’ necessary for GNSS systems to operate satisfactorily. Yet, to date there have been no viable alternatives to GNSS that can be deployed in mine environments that can meet the challenging requirements in open cut mines.Locata Corporation, a Canberra-based company, has invented a terrestrial high accuracy positioning system known as ‘Locata’ that can augment GNSS with extra terrestrial signals to permit cm-level positioning accuracy even when there are insufficient GNSS satellite signals for reliable positioning and navigation. Locata relies on a network of synchronised ground-based transceivers that transmit positioning signals that can be tracked by suitably equipped user receivers. Hence Locata can be considered a new type of ‘local constellation’, able to provide high accuracy positioning coverage where GNSS fails. This paper introduces some of the technical aspects of this Australian technology and describes tests conducted by Leica Geosystems over the last few years at Newmont Boddington Gold in Western Australia. A recent news announcement by Leica Geosystems (12 January 2011) has confirmed that their new mine management system will have combined GNSS + Locata positioning capability – the first commercial product that integrates GNSS and Locata capabilities into a single high accuracy and high availability navigation device for open cut mine machine automation applications.

The strength of coal mass saturated with gas is an essential parameter in studying the mechanism of gas and coal outburst,and its prediction method. Up to now, there has not been a method for determining the strength of coal mass saturated with gas.This paper describes a new method whereby the strength of in-situ coal mass can be determined and stored continuously and automatically. The simulation results obtained in the laboratory indicate that the new method allows a fast, reliable, inexpensive and convenient determination of the strength of coal mass.

A history is given of the dust control techniques developed and applied by the mining companies at Broken Hill. A history of the regeneration works undertaken since 1936 is out- lined. Particular emphasis is placed on the stabilization of mine residue dumps which are located throughout a belt of mining leases in the middle of the city and which began in 1937. The establishment of vegetation for dust control techniques is discussed in detail and a case study is given of the successful revegetation of the sides of a 650 metre long, 350 metre wide and 35 metre high residue dump.

The depletion of easily mined high-grade ore bodies resulted in the industry having to exploit lower grade, complex resources (Albanese and McGagh, 2011; Darling, 2011; Randolph, 2011). The trend is now towards mining and processing of low-grade and complex ores (Darling, 2011; Yingling, 1990). Variable geological and mineralogical characteristics, and complex mineralogy and texture can result in large variations in metallurgical response and also cause challenges in processing. (Carson, 1995; Lorenzen and Barnard, 2011; Yingling, 1990). Variability and the complex nature of ores are fundamental sources of risk that often cause the greatest economic impact (Dusci et al., 2007; Williams and Richardson, 2004). Hence it is important to effectively characterise these types of ore bodies and assess their processing performance (ie recovery, grade). To enable this, there is a need for the following: (i) characterisation of geological, mineralogical and metallurgical variability in the ore body; (ii) effective selection of drill core with characteristics that represent the range of ores in the entire ore body. The demand for iron ore has increased significantly in recent years, with new iron ore sources being mined to meet this demand. As the composition of sinter blends changes with the availability and cost of iron ore, so too does interest in the impact of new ore types on granulation and ultimately productivity. This paper describes a study into granulating characteristics of seven iron ore types, including various hematite and goethite ores. The effect of ore type on feed moisture requirements, green bed permeability, green bed strength and granule size distribution was examined for single ore blends containing coke, flux and returns. The ore size distribution was varied in these blends and its effect on granulating characteristics examined. It was found that the optimum moisture requirement of the ore was more dependent on ore type than ore size distribution, but ore size distribution (and specifically intermediate particle loading) had a greater effect on green bed permeability. The saturation moisture value for an ore was found useful in predicting both optimum granulation moisture and green bed permeability.

Zinc-bearing materials containing chlorides and fluorides of alkali metals, such as electric arc furnace dusts, Waelz oxides, galvanising ashes, brass foundry and converter fumes are marginally attractive, both technically and economically, for processing by the Imperial Smelting Process or in a conventional zinc sulphate electrolytic plant. The EZINEX« Process allows the recovery of high purity zinc in cathode form from these materials, together with regeneration of the leach liquor. The process is based on a new electrochemical system which depolarises the anode reaction with reduction of the cell voltage, compared with the traditional sulphate electrolysis method. The electrolyte, based on a chloroammino complex, permits the recovery of other valuable metals present in the zinc bearing materials such as lead, copper and silver. These are recovered as a metallic cement, consequently improving the economics of the process.
