In New South Wales, development applications for major coal mining proposals are determined by the Minister for Planning and Environment and applications for mining leases and other mineral titles are dealt with by the Minister for Mineral Resources. The environmental conditions placed on the development consent, the coal mining lease and the approvals and licences under the pollution control legislation, amount to a substantial component of any new project's planning and commissioning considerations.An outline is presented of the framework within which various approvals are granted and conditions for environmental management are imposed upon mining projects. The principles and concerns, as perceived by the regulatory authorities, on which the majority of approval conditions are based are also outlined.No attempt has been made to analyse the extent to which these principles or standards are achieved in practice, nor to discuss the degree to which some of the conditions are achievable with the current status of technology and economics in the coal industry.

The proper selection of a coal for a particular use depends on knowledge of fundamental data concerning the coals that offer, particularly their type and rank. Type of coal depends on the nature of the original plants and the environment in which they accumulated.Rank reflects the subsequent metamorphism of the coal, and is of two kinds-physical rank and chemical rank.INTRODUCTIONIn the different coalfields of the Commonwealth of Australia there occur many different kinds of coal which provide the coal-research worker with a wide range of material, but to the fuel technologist they represent complex problems in utilization.In the past it has been common practice to instal coal-using equipment of a design based on plant used in large industrial centres of other countries and then search for supplies of suitable coal. This has led to the transportation of coal mainly from New South Wales to other States, which have inadequate supplies of coal suitable for use in the equipment they have installed. However, modern economy and industrial practice demand local resources of coal for the development of industry, transport and domestic services, and a change in the old order is rapidly taking place. Technologists and engineers are now faced with the problem of designing and installing equipment to use whatever kind of coal is available in local coalfields.Much has been accomplished in this direction and important investigations are at present being carried out, but there still remains a wide field of problems for research.In planning and carrying out investigations into coal utilization it is essential that fundamental data and knowledge should be available and that its significance should be appreciated.

With gold first discovered at Carrick in 1864, exploration and mining on the Carrick Goldfield in Central Otago, New Zealand, has now been ongoing for more than 130 years. Recorded historical hard rock production from up to 52 different mining claims from 1864 to about 1921 is 24,047 ounces (oz) of gold.   Since 1980 Amoco Minerals New Zealand Limited, CRA Exploration Pty. Limited, Amax Gold Mines New Zealand Limited and Summit Gold (New Zealand) Limited have conducted modem systematic exploration campaigns targeted at locating shear controlled gold bearing quartz lodes and stockwork deposits. More than NZ $1million has been spent by these companies on aerial photography, geological mapping, stream sediment surveys, soil and rock chip geochemistry as well as reverse circulation (RC) percussion and diamond drilling.   RC drilling by Summit Resources in 1997 has identified a 1,500 m long zone of low-grade gold mineralisation at Lower Carrick, with an average grade of 1.00 g/t Au over a 14 m average thickness. This gold mineralisation, hosted within a low angle shear zone, has analogies with the Hyde-Macraes Shear Zone in eastern Otago. Recent exploration and drilling at Carrick has revealed the potential to discover large (>0.5 million ounce (Moz)) low-grade bulk shear controlled quartz vein and stockwork gold deposits similar to those now being mined at Macraes.

The theme of the conference is "excellence", an epithet of special significance in tertiary education. It appears in the mission statements, goals and plans to achieve them of most, and quite possibly all, tertiary institutions in Australia. In the context of excellence, this paper examines the current statue of professional education in the principal mining industry related discipline of Mining Engineering. It furthermore, identifies and discusses a number of special problems in mining education that the tertiary sector has long endured. Some of these problems are becoming acute, and solutions will have to be found soon in order for the industry to be assured of the supply of well motivated and appropriately qualified young engineers and scientists necessary to achieve and maintain the excellent to which it aspires.

During the drilling campaign conducted between October, 1942; and May, 1943, to prove the extent of the scheelite deposit worked by King Island Scheelite N.L. at Grassy, King Island, Tasmania, 35 holes were drilled and 606 samples recovered and assayed for their content. Of these, 238 came from outside the limits of the orebody and were for the most part barren, although a few contained some scheelite. The present statistical analysis is made only of the 368 samples taken from diamond-drill cores of the orebody itself.Drilling Pattern and Sampling MethodsFrom the purely statistical viewpoint, it is realised that methods employed in selecting sites for diamong.-drilling, and of collecting samples from drill cores, do not give a completely unbiassed set of data for analysis. Fig. 1 is a sketch plan showing the relativepositions of the drillholes, which were inclined at an angle of depression of 50 deg. The pattern does not conform to a properly randomized and' regularly-spaced grid, the positions of the later holes being determined by the results obtained from previous holes.Statistically, the bias is, therefore, favourable. The unequal spacing of the drill holes and the lack of uniformity in direction of the lines along which the holes were drilled are unsatisfactory from the mathematical viewpoint; but it is realised that these irregularitiesare difficult to avoid in determining by the most economical methods the extent of such an orebody, and are dictated by geological rather than mathematical necessity.Sampling, also, is lacking in complete uniformity. Each sample is approximately 10ft. in length. However, owing to the fact that 100% recovery of core is rarely achieved, and actual lengths of samples taken are ,primarily governed by the length of the drill runs,and secondarily by lithological changes, there is a considerable amount of variation in the sample length.AssayingWith the exception of 28 samples from three drill holes all samples dealt with in this paper were assayed in the Melbourne University Ore-Dressing Laboratory of the Commonwealth Scientific and Industrial Research Organisation. These assays were given to the nearest 0.05% WOg as it was considered that more accurate determination was not possible. This fact has been taken into consideration in the frequency analysis below. The 28 assays determined by the Tasmanian Mines Department were given to the nearest 0.01%.

The reduction of geological risk for planning of high production longwall faces is essential. Geological and geophysical techniques applied at Huntly West Mine before 1989 were unable to reduce the geological risk to an acceptable level. The success of a trial long-hole directional drilling programme at Huntly West Mine (Fowke et al, 1989) has encouraged the Coal Corporation of New Zealand to use the technology long-term, for seam definition. Initial drilling in 1989 completed a total of 3543 metres, with the longest borehole length being 369 metres (limited by number of rods available). A major re-interpretation of seam structure resulted from the drilling, which was able to fill in seam details between surface exploration boreholes. The undulating thick seam conditions at the mine require a refinement of drilling strategies used overseas. Long-hole directional drilling also displays potential for inseam gas drainage. Gas flows of the order of 1000 L/min were initially indicated in individual boreholes. Other gas parameters of the seam have been studied by Beamish et al (1991), and highlight the significance of the natural gas resource in the Huntly Coalfield.   The continued development of drilling technology will be of major benefit sustainable development, particularly in policy.

Studies to enhance the FLSmidth forced air machine through changes in the design, showed important improvements through changes in the number of Rotor blades, stator designs, rotor air distribution and other designs features. The main outcomes from this study highlighted that increasing the number of rotor blades increased the selectivity while decreasing power requirements while stators with slots have better results in terms of recovery, flotation efficiency and selectivity than without slots.Also the rotor air distribution makes a difference in the design when comparing different distribution criteria whilst keeping all features of shape and number of blades etc constant. At the most efficient rotor air distribution design, copper recovery reached one of the highest values while keeping good selectivity. The possible explanation for that is the increase in the pump capacity indicated by the increase in the specific power.It was seen as significant that reduction in specific power for some designs tested compared with the then current standard design had an average of 30% less power consumption.As a result, FLSmidth was able to identify new designs that decreased power and improved recovery, as well as, identifying some designs that specifically improved fine and/or coarse particle recovery.CITATION:Silva, R, Caldwell, K, Bell, D, Olson, T and Vianna, S, 2013. During recent years there has been a marked increase in the use of explosives in Queensland coal mines. Delay detonators have been introduced and their use has extended with the wider application of mechanised methods of mining.The need for careful study of the characteristics of delay detonators is stressed so that the advantages of simultaneous firing, from the points of view of safety and efficiency, may be obtained. With their use new potential hazards are introduced. These hazardsare considered and means whereby the overall safety may be improved are discussed.The increase in the number of misfires since the introduction of delay detonators is shown and the examination of misfired detonators is described. Lessons to be learned! from these misfires are noted and details are given of the essential requirements for safe and efficient blasting using delay detonators.INTRonUCTIONOne of the aims of mechanization in coal mines is to reduce the physical effort applied to the winning of coal. Explosives play an important part in achieving this and, following the introduction of power borers for the drilling of shot-holes in Queensland coal mines, much of the arduous work associated with coal getting has been eased. During recent years there has been a marked increase in the consumption of explosives, as shown in Table 1, and it must be the aim of all to use these explosives safely and efficiently. Ammonium nitrate-fuel oil (ANFO) explosives are unstable in hot, reactive sulphide-rich ground at Mount Isa. Under certain conditions associated with background heat, moisture, and chemical impurities from natural oxidation, ANFO composites in contact with hot ground disproportionate and the ammonium nitrate can undergo rapid exothermic reactions with sulphide.Reactions can occur in confined charges from prolonged contact with reactive sulphides, or by contamination with sulphide in loading. Partial interaction can result in misfires or premature detonation. Spilt, scattered and unpropagated explosive will undergo further reaction in sulphide-rich environments. ANFO-sulphide interaction is invariably exothermic and causes an irreversible chemical transformation of the ore.The heat generated during reaction may be dissipated, heating the environment, or rapidly accumulated to yield hot spots or areas in excess of 400°C. These can result in forced ignition of bulk sulphide and sustained combustion.Thermal analysis was used to define the critical conditions for ANFO-sulphide interaction and sulphide combustion.The occurrence of incandescent ore is attributed to the thermal interaction between exothermic hydrolysis oxidation, ANFO-sulphide, and combustion processes.Chemical agents and control methods have been developed to prevent ANFO-induced oxidation and combustion.

A general outline of the significant features in the quality and manufacture of the more common refractories is given. Where possible, linkage between quality development and control and service applicationhas been shown and explained. INTRODUCTIONThe refractory industry is no stranger to change. New processes and revision of old processes in other industries are the harbinger of new and revised products in refractories.Few of the changes are dramatic; generally they are evolutionary rather than revolutionary. New developments are additional to, and inclusive of, established practice.Therefore in this paper it is necessary to repeat much of what is already known in order to show the development taking place.FIRECLAY REFRACTORIESGeneral technology Fireclay refractories are the most common, the most varied and the most versatile of all refractories. Virtually any composition of silica and alumina up to the composition of kaolin is possible. For purposes of comparison they may be classified in the Continental fashion in accordance with chemical composition or in the American way according to "duty". That the two methods are equivalent is shown by an inspection of the alumina-silica diagram of Bbwen and Greig (1924). 'Fireclay refractories are composed of a glassy and a crystalline component derived from the chemical and physical nature of the raw materials used in their manufacture.

The Oblaga Cu-Au skarn deposit and porphyry prospect is located in the south-eastern edge of the Gobi Desert in western Inner Mongolia. The deposit occurs within metamorphosed middle Paleozoic volcanic, plutonic and sedimentary rocks.   Ivanhoe geologists recognise eight main rock types in the area. Calcareous sediments include conglomerate, interlayered siltstone-sandstone, and limestone. Covering the calcareous sediments is a slab of thrusted biotite granite, and above it is rhyodacitic lithic tuff which, in places, is overlain by alluvial sediments. Various plutonic rocks and related intrusion breccias have intruded these units. Monzodiorite, quartz-monzonite and monzonite tend to form thin, high-angle intrusions and the youngest andesitic intrusions are generally wider and subhorizontal.   The Oblaga Cu-Au skarn, which occurs in the calcareous sediments, shows typical prograde and retrograde mineralogy. Petrographic studies show that prograde skarn minerals have been overprinted by retrograde skarn minerals, and original host rock minerals have been texturally obliterated and completely replaced. The mineralogy of the Oblaga skarn deposit is very similar to other Cu-Au skarn deposits worldwide.   Sericitic and minor chloritic alteration occurs throughout the study area and may relate to porphyry-style mineralisation. Generally, this alteration is not intense and most rocks have retained their original texture. Geochemical analyses suggest that K-metasomatism is not widespread at Oblaga. XRD analyses suggest an upward and outward transition from sericitic to chloritic alteration.   Comparisons between Oblaga and other porphyry Cu-Au deposits worldwide show that Oblaga has very similar characteristics to deposits that have undergone sericitic alteration. However, Oblaga is special because it also has relatively intense chloritic alteration, which is uncommon in other porphyry Cu deposits described in the literature.

Coal augering is an ideal method for recovering coal from the highwalls of open cut coalmines. Coal augering is a simple process whereby additional flights are added to the auger cutting head and auger holes are drilled at 1.9 m diameter up to 200 metres deep. Traditional monitoring was located at the mouth of the hole and if methane was encountered above two per cent, inert gas was delivered into the mouth of the hole to deplete the oxygen content at the auger cutting head below 12 per cent. The auger operator was asked the question ‘how do you know that this is the case?’ Trials were undertaken to prove that the oxygen content at the cutting head did drop below 12 per cent (the lowest limit for methane to ignite, also known as the oxygen nose point). Initial trials showed that the oxygen content in the mouth of the hole did not drop below 12 per cent and modifications were made to hold the inert gases in the mouth of the hole so that the auger flights could take this inert gas into the hole. In-hole monitoring, after completion of mining and after extracting the auger flights, showed that the atmosphere quickly returned to fresh air. In-hole monitoring was also tried during the augering process and yielded valuable results. This paper will discuss the results of the monitoring, information on the gas results obtained and the methodologies used to optimise the oxygen content at the auger face.CITATION:Watkinson, M and Leisemann, B, 2017. After completing a feasibility study in 1987, Niugini Mining Limited (NML) obtained five Gold Mining Leases within PA 632, covering the Mount Victor and Clarkes Ridge gold deposits. Reserves prior to mining were 260 000t at 3.63g/t Au for Mount Victor and 40 000t at 2.8g/t Au for Clarkes Ridge. Ore was mined from the two deposits by NML from November 1987 to January 1990. A total of 645kg of gold and 346kg of silver were produced from 198 000 tonnes of ore pro- cessed. Mining and milling operations ceased in February 1990. Since then, there has been significant progress in rehabilitating and revegetating the site. Plant and workshop facilities have been dismantled and removed from site, exposed parts of the pit have been landscaped and replanted, tailings water has been neutralised and discharged, and the dam filled. All remaining personnel and equipment left the site in November 1990. It is envisaged that the replanted areas will be rapidly revegetated, leaving little evidence of mining. Niugini Mining did not recoup the initial investment for Mount Victor, but the mine produced a positive cash flow and made a significant' financial contribution to the local communities and Papua New Guinea as a Whole.

The history of the industry which recovers rutile and zircon from the heavy mineral beach sand deposits of Eastern Australia began with the initial discovery of zircon in 1895. Whereas a large number of small companies operated during the rutile boom of 1955-57, the industry is now controlled by a few large groups.Mining is mainly by suction dredging. Metallurgical practice is a two-stage process in which a bulk concentrate of heavy minerals, recovered by gravity methods, is separated into its constituent minerals by processes based mainly on surface, electrical, and magnetic properties.Various separating devices using these principles have been developed in the industry and combined in various ways in the operating plants.There is scope for future metallurgical developments.INTRODUCTIONThe existence of deposits of heavy minerals ("black sands") on the northern coast of New South Wales has been known for at least 90 years. The earliest metallurgical operations aimed at the recovery of gold, platinum, tin and monazite. Mainly because of the low grade of these deposits with respect to these minerals, but also due to metallurgical difficulties, such operations were abandoned by about 1895 (Whitworth, 1959). The presence of zircon was recorded quite early (Carne, 1895) but Raggatt (1925) appears to have been the first to report the presence of rutile.The economic exploitation of the deposits was initiated in 1928 when D. H. Newland, State Geologist of New York, made an examination on behalf of The Titanium Alloy Manufacturing Company of America. Developments were then delayed by the world-wide depression, and the first commercial separation of the heavy minerals was made at Byron Bay in 1934 by Zircon Rutile Ltd. using a froth...

THE slide-rule, as a quick and convenient instrument for performing approximate calculations, is steadily growing more and more into favour with the engineer, and results obtained by it are considered close enough to enable him to satisfactorily dealwith a considerable portion of his work. To the surveyor, however, whose ordinary computations must be as precise as his measurements, the present makes of rule are insufficient, except for a very narrow margin of the scales and for rough work. Few will carry the rule when they can clearly see that it is unreliable for general routine, and the careful surveyor is inclined to look askance at those who do use it, recognizing the temptation there undtmbtedly must be to push it into work that the log book should be called upon to treat. From the fact that a surveyor's duties take him on the surface in all weathers, and underground in many wet and uncomfortable places, where the manipulation of a book of mathematical tables becomes both awkward and patience-trying, an efficient slide-rule must offer the mbst transparent advantages. Again, a surveyor being specially trained to read divided scales quickly and accurately, the slide-rule must commend itself as an apt addition to his outfit.

Over the past few years developments in heavy minerals processing have concentrated on the mineral separation portion of the business. The best example of this would include new developments in rare-earth magnetic separators and associated flowsheet modifications. Except for some minor modifications in spirals, the æwetÆ side of the separation business has lagged behind the ædryÆ side. Basic concentrator design has not changed in 20 years. Recent pilot trials by Outokumpu Technology have shown the benefits of a new gravity flowsheet that combines density separation and spiral concentration on a variety of heavy mineral deposits. This concept is already well utilised within the iron ore industry. The synergistic combination of these two technologies allows smaller, simpler, and controllable gravity concentrators to be built while providing equivalent or better grade and recoveries of valuable heavy mineral. This is contrasted to the all spiral flowsheet characterised by the diminishing returns of multiple stages of spirals and associated recirculating loads. Examples of the flowsheets and associated benefits will be presented from a variety of cases.

Laboratory flotation tests on sized fractions of a certain number of selected minerals with homologous fatty acid derivatives (i.e. sodium salts and amine acetates) confirm that the higher homologues are more efficient collectors than the lower. Tests were carried out on sized material and finer size fractions floated at lower collector concentrations.It is suggested that selective flotation is best achieved with the reagent which most readily floats the most friable mineral in the ore, and that grade of product will be improved with the lowest usable homologue.INTRODUCTIONFlotation of non-sulphide minerals with fatty acids as collectors is usually less selective than the flotation of sulphide minerals with xanthate collectors. It is common to use the gradation in collecting power of homologous series of xanthates, as well as the more specific effects of activators and depressants, to achieve the separation of sulphides.The original aim of the work was to ascertain whether sodium salts of fatty acids (anionic) and fatty amine aceta:tes (cationic) could be selected from a homologous series to achieve better selectivity in separation of nonsulphide minerals by flotation. Upgrading of a Koolanooka magnetite iron ore sample provided by Kingstream Steel Ltd was investigated using low intensity magnetic separation (LIMS) and reverse flotation. The ore contained 38.6 per cent iron, 37.8 per cent silica, 6.5 per cent magnesia and 0.54 per cent alumina, with the main minerals in the ore being amphibole (42 per cent), magnetite (39 per cent) and quartz (14 per cent). The concentrate obtained after low intensity magnetic separation contained 66.6 per cent iron and 6.34 per cent silica with an iron recovery of 72 per cent. This concentrate was further treated by reverse flotation to increase the iron content and reduce the silica content to meet the requirements for direct reduction iron (DRI) feed grade.

As an extension to investigations into methods of upgrading the Iitania content of ilmenite concentrate from beach sands using 100 g/day, a small pilot plant treating 23 kg/ day of ilmenite was used.In the pilot plant the iron oxide in the ilmenite was reduced to iron at 1200°C using carbon (coal/char) without melting the material, using a tunnel kiln heating cycle, the charges contained in saggars, The iron was then separated from the titania fraction by ball milling, wet magnetic separation, and screening. The resulting magnetic product was high in iron (about 80 per cent Fe) and the non-magnetic product high intitania (about 70 per cent TiO2).From this trial sufficient data were obtained to enable the preparation of a flow sheet for a plant producing 62,300 tonnes/year total products, and an estimate of costs to be made. This has shown that for an estimatedcapital expenditure of nearly $6,000,000 and annual production costs of about $4,000,000, the cost per tonne of high titania product (76 per cent TiO2) would be nearly $70.
