Closure cost estimates may be generated at any stage of a mining operationÆs life; commencing with the initial prefeasibility studies and continuing through to the final decommissioning cost estimates. However, not all mine closure cost estimates are necessarily the same. Cost estimates will vary depending on the purpose for which they are prepared, the organisations requiring or undertaking the estimate and the stage of the mining operation. Different organisations can legitimately arrive at disparate cost estimates for closing the same mine because the organisations have different reasons for requiring the estimates. Another, equally valid, reason for potentially wide variations in cost estimates by different organisations on the same mine site is the different definitions of æclosure costsÆ used by different estimators. This paper considers the different approaches by different organisations including operating companies, government authorities and financial organisations and uses a hypothetical example based on practical experience to illustrate some of these differences in estimation methods.The paper suggest that a more consistent approach to closure cost estimating in the Australian mining industry would assist mining companies, governments, the accounting industry and the broader community to better understand this complex component of mine planning. The characteristics of 'Z' (Back-over run) and 'R' (Reverse) ventilation systems are dis- cussed in relation to their suitability for longwall mining. Experience in European mines has been described as a basis for comparison with Australian conditions. In assessing the merits of each ventilat- ion system, such factors as longwall layout (pillar design, number of headings and gateroad stability), the need for gas drainage and bleed- er systems, as well as the influence of seam dip have been considered relevant. The R system is generally applicable for single and two heading development in seams where gas emission is a less serious problem. In contrast, the lower extraction to development ratio of the Z system (which arises from using three or more heading layouts) is considered more favourable where high gas emission occurs. The Z system provides greater flexibility with respect to the provision of refreshing air at the tailgate end, access of men and materials, installation and retrieval of gas drainage systems and the ability to interchange main- gate and tailgate roadways in cases where roof strata loads are difficult to control, or where cpam in hac an influrnra

A hydrometallurgical process was developed for recovery of copper from copper-lead matte formed as an intermediate product at the BHAS lead smelter at Port Pirie. A plant utilizing this process was commissioned in 1984. The leach step involves oxidation of the copper-lead matte in an oxygenated acidic chloride-sulphate leachant. The results of laboratory scale testwork from which the chemistry of leaching was deduced, are presented in this paper. The rate of recovery of copper to solution from copper-lead matte depends largely_on the availability of oxygen to the sulphide surface. The optimum leach temperature is approximately 85¦C. Free acid must be supplied according to the stoichiometry of the leach reaction: Cu1.91 S + PbS + 2.91 H2SO4 + 1.455 02 = 1.91 Cu2+ + 1.91 SOj- + PbSO4(s) + 2.91 H2O + S¦ The grind size of the matte is of minor significance. Chloride concentration in leachant should be at or above a minimum of 10.0 g/l. Chloride acts to complex cuprous ions formed during leaching.

Ore deposit models form the basis for numerous other economic decisions in the mining process. The success of these economic decisions therefore depend directly on the accuracy of the ore evaluation process. The Geology Department at the Sishen Iron Ore Mine is responsible for the generation of a reliable geological computer model of the rock material with predicted grades. This information is then utilised for further ore reserve calculations, mine planning, production scheduling and grade control. Owing to a very complex geological orebody, grades and beneficiation characteristics differ significantly from sample to sample. This means that ore evaluation is a difficult process and great reliance is placed on computer techniques. The US Bureau of Mines is conducting research to improve the health and safety for underground coal miners, and the efficiency of the mining systems that are used. In 1986, the Bureau began a major research effort on the technology for computer-assisted mining systems for underground coal mines. The initial target was technology for continuous mining machines that would allow them to extract coal by computer-assisted operation. Technology areas being investigated include guidance systems, machine condition systems, computer systems, machine control, human-machine interfaces and planning. In each of these areas, individual system development has progressed to where underground testing of these systems will begin in 1991.In addition to coal extraction, the Bureau has also begun research for the development of technology for computer-assisted roof bolting. The Bureau is developing technology for a "smart" roof bolter that would be able to sense and analyze strata conditions to determine the requirements to provide a competent roof. The system would determine the location of the hole, drill the hole to length, and select and install the appropriate bolt.

A study of two laterite profiles developed on a serpentinite near Rockhampton, shows that loss of Si02 and MgO results in the relative concentration of Fe203, A1203 and a number of minor elements. Serpentine is broken down to form montmorillonite, goethite, quartz and kaolinite. Increasing attention is being focused by regulators and industry on the residual environmental liabilities associated with mining projects following site relinquishment (termed surrender in Queensland). Even sites that have been rehabilitated to a high standard and to the satisfaction of the regulator are not completely risk free and may require some degree of ongoing management. As well as ongoing monitoring and maintenance costs, considerations should include how costs associated with potential risk event occurrence can be quantified and, if considered material, how provisioning should be undertaken to minimise the risk to the state and to taxpayers. In Queensland for example, once a resource site is fully rehabilitated and meets its environmental authority conditions or rehabilitation completion criteria, the tenure and environmental authority can be surrendered. During the surrender process any ‘residual risks’ resulting from the use of the site for the resource activity must be considered, and, if requested, a payment given to the government to cover any ongoing management and risk costs. Accent Environmental, in conjunction with Lane Associates, was engaged by the Queensland Government as part of the government’s financial assurance framework reforms to develop an innovative, ‘one-size fits most’ Residual Risk Calculator for the Queensland resources industry. The calculator is an Excel-based tool that uses detailed user inputs to estimate post-surrender management requirements and liability at resource sites. If residual environmental risks associated with rehabilitated mine sites can be identified, quantified and managed through pragmatic regulatory tools and effective provisioning, site relinquishment/surrender can be achieved without compromising environmental and social outcomes or exposing the state to unreasonable financial risk. The effective management of residual risk can also help facilitate operations as well as relinquishment/surrender of sites where a ‘walkaway’ solution may not be otherwise technically feasible.

Appin Colliery mines the Bulli Seam with a gas composition of 98.5% methane and 1.5% carbon dioxide. Relaxation of the strata generally occurs to below the base of the Wongawilli Seam, some 40 m below the Bulli Seam, and approxim- ately 125 m above the Bulli Seam, for longwall face widths of 135 m or more. Previous exper- ience showed that when longwall faces were mined for a distance approximately equal to the face width, the mine ventilation could not provide sufficient dilution due to methane emissions from the underlying measures. Postdraining downholes were drilled to intersect the Wongawilli Seam below the operat- ng longwall. These holes were connected to an underground to surface gas range and various suction levels were applied to improve gas drainage. The resulting gas flow rates and purity from all the downholes were regularly monitored and peak flows in some holes exceeded 160 1/sec. The surface plant drained almost 20 million m3 of gas for the period July 1981 to January 1982 at an average methane purity of approximately 70%. Distinct patterns emerged for different downholes from curves illustrat- ing their variations in flow rate with distance subsequent to passage of the longwall face. Kidston Gold Mines, located in semi-arid North Queensland, Australia is currently in its closure phase. Highly innovative and comprehensive rehabilitation strategies were employed at the site, including the direct revegetation of the surface of the tailings storage; the construction of a tailings sediment entrapment pond; the construction of a spillway to drain large rainfall events from the surface of the tailings; the construction of store/release covers over the tops of the waste rock dumps; the sheeting with oxide waste rock of the waste rock dump slopes; the partial back-filling of the initial Wises Hill Pit with waste rock and thickened tailings produced from the subsequent Eldridge Pit; the partial flooding of Eldridge Pit following the end of mining; and the construction of wetland systems to treat contaminated tailings and waste rock dump seepage. These closure strategies involved the careful consideration of water management. Specific water management issues included understanding the water balance of the tailings dam; the operation of the tailings dam sediment entrapment pond and spillway; understanding the water balance of the store/release waste rock dump covers; the importance and sustainability of vegetation on the tailings, store/release waste rock dump covers, and on the sheeted waste rock dump slopes; the level and quality of water in the partially flooded Eldridge Pit; and the treatment of contaminated seepage in the constructed wetlands. The seasonal and highly variable rainfall experienced in this semi-arid climate posed a number of challenges for the management of water on the site post-closure. The paper details these challenges and highlights how they were resolved over the period leading up to and following the end of mining.

The proximity of the Town of Kalgoorlie to the Mount Charlotte mine necessitates that charge weight per delay be limited in order to keep surface vibration levels within acceptable limits and to reduce damage to underground workings. The mining system requires that large mass blasts must be used to recover pillars and therefore a large number of separate delays are needed. Until recently all blasting has been done electrically, fired from mains, but with the introduction of large diameter blastholes (165mm diameter) this firing system was inadequate. Various firing systems were considered, but after extensive trials a non-electric sequential firing system was chosen. This system fulfilled all criteria of blast design, was relatively straight forward in charging technique and had a very simple primary initiation system. Although initially designed for large mass blasts, the non-electric firing system is now used for all large hole blasting and in a simpler form for small (57mn diameter) holes.

The reverse flotation of Itabirite iron ore is typically performed after a desliming step in which most of the sub-10 µm particles are removed. This is done to limit processing problems such as poor flotation recovery of SiO2 due to slime coatings and increased slurry viscosities, unmanageable froths and increased losses of hematite particles due to entrainment. However, the rejection of ultrafine particles contributes to large losses in iron recovery and may contribute to the instability of tailings dams. The aim of this study is to decouple the effects of ultrafine particles in the pulp and froth phases to better understand the processing capabilities of the fines fraction. The flotation test work was performed in a special-purpose continuously operated laboratory flotation cell that has a deep froth section to simulate plant-scale froth conditions. Five conditions of fines addition were investigated at three different froth heights and a solids concentration of 50 per cent. The behaviour of the pulp and the froth were decoupled using froth stability and froth recovery tests. This showed that, even though there is an exponential increase in froth stability at increasing fines quantities, the performance of the pulp has the overriding effect on the overall SiO2 recovery. Pulp zone, froth zone and overall SiO2 recoveries showed that overall recoveries increased by about 3.6 per cent for every 1 per cent decrease in fines content. This meant a large increase of 20 per cent in SiO2 recovery when going from undeslimed to deslimed feed. This was driven largely by increases in the pulp zone recoveries, which were about 4 per cent for every 1 per cent decrease in fines content. The froth recoveries, on the other hand, decreased by between 0.75 per cent and 2.5 per cent for every 1 per cent decrease in fines content, depending on froth height. This paper explores further insights into iron ore flotation processing at different slimes concentrations.

The carbon solubility of the CaO-Al2O3-FeO-SiO2-MgO slag, the main system formed in the Ruhrstahl-Heraeus (RH) vacuum degasser, was measured at 1873 K to understand the effect of slag compositions on the carbon contamination in the ultra-low carbon (ULC) steels. The stable form of carbon was demonstrated to be carbonate by plotting the log [(wt%C)/aC] ratio against the log p(O2) which ranged -11 < log p(O2,atm) < -9. The carbon solubility of the CaO-Al2O3-FeO-SiO2-MgO slag can be estimated using thermodynamic model. The distribution ratio of carbon increased with increasing concentration of FeO due to the FeO reduction reaction and increased basicity of slag. The carbonate capacity of the CaO-Al2O3-FeO-SiO2-MgO slag can be expressed as a linear function of the activity of lime and the optical basicity.

The design of entrainment control processes in copper SX plants has been studied by use of models based on achievable plant performance. A number of alternatives have been assessed for their suitability in minimising the transfer of deleterious species from PLS into the electrolyte. The position of the wash (scrub) stage in the circuit, either before or after the loaded organic tank, has been the subject of considerable debate. The modelling shows that at ænormalÆ entrainment levels, the performance of the circuits are very similar. However at high entrainment levels the selection of the wash after the loaded organic storage has significantly lower transfer of contaminants. When considering the inclusion of a loaded organic coalescer the results of the modelling again show that the best circuit has the loaded organic storage/coalescer before the wash stage. The overall control of EW contaminants includes both a wash stage and an EW bleed flow. The total water use for these two flows is shown to go through an absolute minimum. The minimum flow rate is not greatly dependant on the total entrainment from the SX settlers. This can be a useful operating strategy if the quantity of high quality water for make up is limited by the capacity of the water treatment plant (eg RO). However the minimum cost option is to maximise the flow of water to the wash stage and minimise the EW bleed stream. The main driver for this is the cost of the cobalt sulphate contained in the electrolyte. Some results from the latest circuit modifications at the Nifty and Girilambone Copper Projects are presented to confirm the benefits of using both coalescing systems and a wash stage. The EW bleed has been reduced to a level that is less than the loss internally in the SX stage to stage entrainment. There has been an occasional need to add chloride to the EW to maintain sufficient concentration to act as a growth modifier.

As part of the current NERDDC funded project studying Dragline/Hopper/ Crusher/Conveyor systems for overburden removal, an investigation was carried out to assess the feasibility of automating the swing-to-dump phase of the dragline digging cycle in order to main- tain consistent performance of spotting the bucket above the hopper prior to dumping. The study involved design of automatic position controls for the hoist, drag and swing drives and simulation of detailed mathe- matical models of the three electromechanical systems and their associated electrical control schemes. The design of the hoist and drag systems to position the bucket in the boom plane is relatively straightforward. Simulation results show fast and accurate performance, with no evidence of interaction between the two drive systems through the ropes. The design of the swing position control system involves special strate- gies to cater for variable inertia and to damp the pendulum oscillations of the bucket. The use of a bucket pendulum model and variable dynamic compensation embedded within the feedback control loop, along with optimal speed/angle slowdown trajectories, has yielded fast and damped positioning responses under simulation.

The need to better understand and develop strategies to improve instantaneous shovel productivity at the Cadia Hill Open Pit Mine (CHM) instigated the development of the æShot to ShovelÆ project. This project has involved the implementation of a drill and blast (D&B) information management system to capture current and future experience. Equally important has been the manual monitoring of shovel productivity and direct use and analysis of high precision GPS and productivity data logged by ModularÆs Dispatch System. The analysis of this type of data was facilitated with the application of GIS based software (ie MapInfo). This has shown to be a powerful medium to display, interpret and assess this type of spatial information on a blast-by-blast basis. Cadia HillÆs well-defined D&B processes supplemented with the application of the above systems are providing a unique capability to assess and better understand the impact of both muckpile conditions and operator proficiency on instantaneous loading productivity. This is facilitating the definition of appropriate optimisation strategies in both drilling and blasting and operator proficiency training. This paper gives a summary of the work conducted in the æShot to ShovelÆ project, describes the engineering tools being implemented and discusses preliminary findings and their practical implications.

Production of refined zinc (99.95 per cent) at the minesite without increasing greenhouse gas emissions is considered. As an example, exploitation of the full reserve of the McArthur River orebody is proposed, using the existing concentrator, whilst introducing radically innovative smelting technology. Bulk flotation of all the sulphide minerals is followed by smelting in a melt circulation reactor with tonnage oxygen. By smelting the high-energy pyritic concentrate and reacting the evolved sulphur dioxide with near-mine dolomite, a large amount of electricity can be generated. This is enough to supply all the requirements for the smelter itself, an air separation plant and a facility for compressing and liquefying carbon dioxide. Carbon dioxide is disposed of off-shore for enhanced oil recovery or by other means. The reacted dolomite fixes sulphur as an inert and environmentally acceptable solid residue. Treatment by these means leads to virtually zero gas emission smelting. The paper concludes with a vision for the future in which expansion of zinc smelting capacity is seen to be definitely needed.

Full-stream mechanised sampling apparatus, that collect a full cross-sectional increment from the complete screen discharge, will always be the preferred option for sampling screen overflows. However, the reality is that provisions for automated sampling are rarely, if ever, provided at the discharges of individual screens within beneficiation plants.Sampling from the discharge of high capacity vibrating screens, especially multi-slope screens, is subject to sampling bias, due to the stratification of the ore that occurs on the vibrating screen deck. The stratification in the vibrating bed translates to a stratified falling stream at the discharge end of the screen, typically with smaller particles at the back of the falling stream and large particles at the front of the falling stream (Figure 1).The chemical and physical characteristics of heterogeneous ore (mineral or coal) particles vary significantly with particle size. If samples do not correctly reflect the source material size distribution, they will be biased and the resulting analytical/assay data will not reflect the actual physical nor chemical characteristics of the source material.Prior published data for coal preparation research (Australian Coal Association Research Program) has demonstrated that a bias appears to exist for samples collected from high capacity multi-slope screens.A new form of sampling scoop has been developed with the aim of overcoming this issue.Bias was evaluated at a coal preparation plant by comparing the desliming screen overflow size distribution to that for æreferenceÆ coal preparation plant feed samples collected using the recognised stopped-belt technique. The study procured 20 sets of comparison samples in order to ensure statistical relevance.Two forms of sampling device were employed for the multislope screen discharge.A conventional square aperture scoop was demonstrated to exhibit a significant coarse bias, in that the resulting samples exhibited a significantly coarser size distribution compared to the reference samples. This paper presents the findings and analysis of the investigation of effectiveness of thin spray-on liners (TSLs) as a gas management tool in underground coalmines. The project involves spraying TSL on the area surrounding gas drainage holes whereby the TSL acts as a thin membrane decreasing the permeability of the coal. This restricts air migrating through the coal seam and diluting gas from the drainage holes. There are a number of potential benefits from this technique but key points are that gas drainage holes produce gas with higher concentrations of methane. The design and execution of a field trial to investigate the effectiveness of a TSL on purity of in situ methane from gas drainage holes is presented in this report. For eight drainage holes, the results show an average increase in methane purity by 9.14 per cent and a reduction in air contamination by an average 7.93 per cent. Overall methane flow rate decreased by 27.6 L/s; however, flow rates were unreliable due to poor measuring equipment. For most holes, methane purity was not changed significantly; however, certain boreholes were responsible for most of the variation in methane purity. The boreholes showing a dramatic improvement in methane purity were likely those with intersecting cleats covered by the TSL. If the TSL was sprayed over more area, specifically in areas where the cleats are intersecting with holes, it is likely that purity of methane in the drainage holes will increase.CITATION:Tenney, J M, Chalmers, D and Li, Z, 2015. Reduction of Iron Content from Silica by Gravitational Processes In this research work, it was attempted to reduce the iron contents (Fe2O3) in silica sample which was provided from Shenin silica mine using gravitational processes including jig machine, multi gravity separator (MGS), shaking table and spiral. The silica sample contains 93.75 per cent SiO2, 0.44 per cent Fe2O3, 2.78 per cent Al2O3, and 0.08 per cent TiO2 and the Fe2O3 has to be reduced to about 0.1 per cent or less than 0.02 per cent. Mineralogical studies and XRD analysis indicated the presence of haematite, pyrite and goethite as the major iron impurity phases. Mineralogical studies of polished and thin sections yielded that the degree of freedom of silica is more than 80 per cent in the range of -300&nbsp;+212 mm. After elimination of fine particles, at first nine tests were carried out on crusher product (in two size fractions), wet rod mil product and scrubber product by means of Jig Machine. The best results were obtained with about 0.15 per cent Fe2O3 on rod mill and scrubber product which was not desirable. Thereafter 7 tests were carried out using shaking table; the best results were obtained with about 0.14&nbsp;per cent Fe2O3 on rod mill and scrubber product which was not desirable. MGS showed the worst result in order to iron removal from silica which was not desirable. Finally 9 testes were carried out using spiral whish is the best gravitational separator for elimination of iron impurities from silica. The best result of spiral tests were achieved on scrubber product. In this test concentrate weight percent and its Fe2O3 grade were 82.32 per cent and 0.085 per cent respectively. Finally a test was carried out using 2 stages of spiral in order to develop flow sheet. In this test concentrate weight percent and its Fe2O3 grade were 78.8 per cent and 0.1 per cent respectively. This product can be used to produce float (clear flat) glass.

"The Stockman base metals project is situated in State Forest in the alpine area of East Gippsland, Victoria, adjacent to a National Park and within the headwaters of a major Ramsar-listed wetland catchment and the Murray-Darling River system. Site topography is steep, and elevated (650 m – 1200 m above sea level), and subject to circa 1 m annual rainfall, with occasional winter snowfall. The project consists of two volcanogenic massive sulfide (VMS) deposits to be mined by underground methods and treated in a 1.0 Mt/a central concentrator to produce copper and zinc concentrates for export over a ten year operational life. New resource projects are rare in Victoria. Recognising the sensitive setting, planning for the Stockman Project, which is now in the advanced permitting stage, has focused on balancing economic, environmental and social outcomes to ensure social licence to operate is secured and can be maintained. This has involved close attention to triple bottom line (TBL) risks and outcomes. Stockman has successfully gained State and Federal approvals via the Environmental Effects Statement process. The process of obtaining these approvals has required close attention to effective stakeholder involvement, and management of a lengthy and difficult approvals process, which is still to be finally concluded. This paper is a case study of the process of that permitting and the issues encountered to date. Key learnings from the experience have included: successful approvals require close attention to much more than just the project and its technical aspects and physical setting – effective stakeholder involvement and endorsement is critical the differing consultation requirements for local, regional and government stakeholders, to design and plan implementation of a project to meet TBL objectives, and to gain social licence to operate within the Victorian approvals process, the need for an effective lead government agency with policy authority dealing with material policy change requiring post-closure financial sureties estimating realistic permitting time and cost during the project evaluation phase.
