The Singapore Land Transport Authority Contract C917A is for the design, construction and completion of all outstanding works under the original Contract 917, including taking over the design and construction responsibility for the works carried out by previous contractor. Construction works connect the bored tunnels between the stations at King Albert Park and Sixth Avenue on the Downtown Line two in Singapore.The original contractor became insolvent leaving the works incomplete. On 29 August 2013 McConnell Dowell were awarded the completion contract following a fast-tracked tender process. The completion contract required a quick start and therefore the recruitment of some of the original workforce. A large majority of the original workforce was from Malaysia, Indonesia, China, Philippines, Bangladesh, India and Thailand. In order to ensure that the safety standards were upheld, and that the new workforce embraced a safety culture, a behaviour based safety (BBS) approach was implemented.The BBS approach was implemented to overcome the existing poor cultural safety behaviours, and to ensure that high standards and expectations for safety were implemented. This ensured that the workforce were comfortable in identifying hazards, avoiding shortcuts, and changing poor safety behaviours.This article outlines how a BBS program was delivered on the C917A project, containing defined goals, communication tools, and assessment and feedback models.CITATION:Brown, R, 2014. Arsenic is classified chemically as a metalloid. That is, it has properties intermediate between those of metals and non-metals. Like non-metals, it combines with many metals to form arsenides (eg arsenopyrite FeAsS, niccolite NiAs, sperrylite PtAs2), but like metals it forms sulphides and oxides (eg realgar AsS, arsenolite As203). Arsenic is distributed widely in the Earth's crust at an average concentration of 1.5 mg/kg and is present in more than 150 minerals.

In recent years, Chinese companies have invested billions in Australian mineral exploration, development and processing. In 2008 - 2009 alone, the Foreign Investment Review Board approved $26.4 B of investment. Much of this investment has been by merger and acquisition (M&A) of Australian resources companies. This paper sets out to investigate how Australian CEOs perceive the cultural and institutional challenges in operating Australia mining companies recently acquired by Chinese interests. HofstedeÆs cultural dimensions and institutional theory from management science were used to develop a structured questionnaire, which was subsequently used to conduct telephone interview of the CEOs of six recently acquired mining companies. Analysis of the survey results indicated that, in all cases, few changes were made to the operational management of the Australian companies post-M&A. The three major benefits for Australian companies as a result of the M&A are the ability to; access long-term debt at lower cost; secure finance for growth plans in financially volatile times; and maintain existing management structures. Some perceived negatives involved longer and more convoluted decision-making as a result of Chinese state approval required for investment decisions. The study identified building æGuanxiÆ and an aversion to losing æfaceÆ as important cultural learnings for Australian CEOs. Drill performance monitoring studies were recently completed at the Fording River mine, British Columbia. Microprocessor-based instrumen- tation and data analysis techniques were developed with the objective to improve short and long term mine planning. Data analysis permitted the identification of thicknesses and interfaces between soft/hard zones at depth based upon the recorded responses of the drill. Data clearly con- trast the soft coal seams and harder waste rock units based on variations in recorded drill rotary speed and torque, hydraulic downpressure, bail- ing air pressure and instantaneous rate of penetration. These parameters were monitored and recorded at 10 cm sampling intervals. Processed drill data was correlated with gamma logs, an existing means for locating coal seams and distinguishing between waste units. Current development of a pattern recognition module aims towards automated interpretation of drill data, identifying micro-and macro-geological and geomechanical rock mass characteristics. Delay between acquiring, processing and interpret- ing the drill data for practical use by mine personnel should be minimized. Integration of this technology with the mine's current main-frame based Mine Engineering Application System software will enable more accurate and timely annlication of the nrocessed drill data.

Driven by an increasing need for water conservation, coal mine operators in the upper Isaac River catchment have placed significant emphasis upon the reuse of water. This initiative led to an overall increase in the salinity of mine waters. The ionic composition of this water differs from local stream water in that concentrations of sulfate are higher than average stream concentrations by ten per cent, while concentrations of bicarbonate and calcium are lower. When this water is discharged into ephemeral streams in semi-arid environments there is potential for this increased salinity and altered ionic composition to impact upon the ecosystem processes mediated by micro-organisms in river sediments.We have measured nitrification, denitrification and methanogenesis rates in a series of lab experiments using sediments from Isaac River catchment streams and found that salinity affects these processes in different ways and to different degrees. Process rates were shown to differ seasonally between samples taken from the same location and habitat type and also between different habitat types at the same time and location. Both aerobic and anaerobic process rates were higher in surface sediments and it is likely that this activity is associated with surface biofilms. Furthermore, we have shown that the ecosystem processes we have measured are limited by the availability of carbon in the sediments.The management implications of these findings for mine releases into ephemeral streams will be discussed.CITATION:Kerr, J L, Vink, S and Beyer-Robson, J, 2013. Buoyant levels of world economic growth and recovery in intensity of metals usage suggest that demand for minerals will remain relatively strong into the 1990's. Supply constraints, low stock to use ratios, financial and political factors imply lower elasticities of supply for minerals in the future. The outlook for minerals and metals prices from a pro-ducers viewpoint is, accordingly, promising.The recent recovery in world minerals prices, following strong growth in the world economy over the last few years, makes it appropriate to consider the structural forces at work in the formation of world demand and supply of minerals. This paper will review past trends and consider some of the main economic issues facing the mining industry in the 1990's.

The large, massive low grade gold orebody at Mount Charlotte has demanded an innovative approach to mining engineering. In the last five years several advances occurred in the areas of rock mechanics, mass blasting, blasthole drilling and truck haulage.Successive crown pillar failures throughout the life of the mine had resulted in a continuous geotechnical program, mostly utilisingconsultants. The culmination of this workwas the development of a successful crown pillar support system. Several stopes have incorporated the technique and the most notable success has been the relatively large F3 crown pillar.In hole hammer drilling was introduced to the mine in 1979, but little work had been done to develop a blasting system to suit the 165mm diameter holes. A non-electric sequential blasting system was adapted for use at themine and up to 600,000 tonnes have been fired successfully in an individual blast. Problems with ground vibration were addressed although this work remains incomplete.

The majority of surface tailings storage facilities continue to employ sub-aerial tailings slurry deposition. Surface TSFs are typically sized and operated in a way to minimise the initial capital cost of the facility, driven largely by the net present value approach to accounting. This generally leads to too small a storage, too fast a rate of rise of the tailings, and difficulties in managing supernatant water. In turn, this results in wet and soft tailings deposits of high moisture content and low density, and the need for frequent and costly tailings dam raises. Further, such tailings deposits often do not facilitate closure and rehabilitation of the facility. Globally, there are on average over two failures annually of such tailings dams, resulting in loss of life, damage to infrastructure and environmental impact downstream, and the loss of company shareholder value and reputation. Recent high profile tailings dam failures are threatening the mining industry’s financial and social licence to operate.Among the physical processes that tailings undergo on sub-aerial deposition are beaching, hydraulic sorting down the beach according to particle size and specific gravity, settling, consolidation, and desiccation on exposure to the sun and wind. Beaching and hydraulic sorting have proved difficult to test at laboratory scale and difficult to model, and are best assessed in the field. Settling, consolidation and desiccation may be assessed at laboratory scale, but to date there has been an absence of tests to form the basis for the design and management of tailings deposition, and ultimate closure and rehabilitation. The paper describes recent advances in tailings testing methods, including a purpose-built slurry consolidometer that tests the settling and consolidation of tailings from a slurry consistency, simulating increasing tailings depth to about 50 m; and a purpose-built instrumented column that tests the settling, self-weight consolidation and desiccation of a surface layer of tailings, also from a slurry consistency. Selected test results from these two apparatus are presented in the paper, together with brief descriptions of how they may be used to better design tailings slurry deposition. The sampling of non-ferrous concentrates from trucks and trains has long been carried out either manually or by automatic spears. Very little use has been made of conventional sampling systems for sampling concentrates at transfer points, or cross-belt samplers for sampling from the belt as the concentrate moves along the conveyor.Due to the high value of base metal concentrates and the often extremely heterogeneous nature of the material it is imperative that the sampling procedures adopted are accurate and precise. The basic principle that all particles in the stream have an equal opportunity to be included in the final sample is not fulfilled by accepted traditional concentrate sampling procedures such as the spearing of wagons, trucks or streams. This may lead to significant bias being introduced into the final sample.Consequently, the application of correct sampling procedures, either with conventional cross-stream samplers or the newer cross-belt samplers, is of prime importance.SGS Australia has recently installed a number of cross-belt samplers for the sampling of base metal concentrates both in Australia and overseas. The application of these samplers will be discussed with emphasis on the benefits of their use.

Designing for early access to deep orebodies is an essential driver for improved project payback. Vertical shaft sinking techniques have been developed to allow concurrent mine level excavation while continuing to sink. Project cash flows can also be improved when simultaneously deepening existing shafts beneath operating hoisting systems. Further economic advantage has been realised through creative sinking sequencing in twin ventilation/service shaft projects. A fourth technique to reduce project schedules involves partial shaft barrel equipping allowing unrestricted access to construct stations and continue with level installations. This approach reduces interference with barrel sinking activities to insignificant proportions. This paper reviews how these approaches have added significant value to actual shaft sinking projects, as assessed from a contractorÆs perspective, and discusses some of the practical issues to be addressed when planning future projects. Designers need to take cognisance throughout all project engineering phases of the adage that you are only sinking when cleaning the face. Cleaning can only be sustained when there is sufficient hoisting capacity.

Large GDP increases in the Pacific Rim countries have been accompanied by similarly large increases in demand for oil products. In the case of residual fuels, this demand has been tempered by the substitution of other energy products such as coal or gas.In the region's developing and newly industrialised nations, it has not been possible to make the very large investements in infrastructure which allow other energy sources to be used for transportation. As a result, GDP growth has been mirrored in the demand growth for automotive fuels. Other non-sustitutable products such as lubricants have also benefitted by the region's GDP growth.The combination of a number of years of sustained growth, coupled with increasing quality requirements is now stretching the upgrading capacity of the region's refineries. If, as seems likely, the region continues to enjoy a high GDP growth rate, then this will be accompanied by increasing reliance on finished products coming out of the Middle East. The owners of the most simple form of refinery in which crude is simply distilled and the naphtha reformed into petrol will face major capital investments. If they decide not to bear this cost, they will face increasing problems in selling their surplus residual fuel oil at an economic price. Quality will become an increasingly important issue. Not only in the well publicised areas such as unleaded petrol, but also for products such as lubricants which play a major role in the efficiency of modem equipment. Quality of service such as hours of opening, ease of access, and service station facilities will also become increasingly important as the oil companies use these to attract customers and gain brand differentiation.

From its mining lease at the northern end of Cohens Reef at Walhalla in the North Gipps- land mountains, the Long Tunnel Extended Gold Mining Company produced 13,695kg of gold, which at 1982 prices represents a value of about $140 million. In the period 1885 to 1908 the mine was one of Australia's principal reef gold producers, being top Victorian producer in six of these twenty-four years. Prior and subse- quent occupants of the lease produced an addit- ional 160kg of gold. The Extended and the other mines on Cohens Reef whilst contributing importantly to the financial resource of Victoria, were the sole important support for the substantial town of Walhalla that had grown up around them. When the mines closed, Walhalla gradually reduced from a bustling developed town to the present attractive mountain village so favoured by tourists.

Seismic methods have become common for the detection of low-throw faults ahead of underground coal mining. Surface seismic methods cannot theoretically be used where dykes occur, because seismic waves transmit from the surface down to the seams, and reflect back to the surface. Consequently, where sub-vertical structure such as dykes occurs, the surface seismic method fails.The ability of seismic methods to image dykes depends on the geometry used, the dyke thickness and the seismic wave propagation mode in relation to dyke composition and internal structure. Surface seismic methods find it difficult to distinguish between faults/fractures and very thin dykes (1-2m in thickness) when the dyke's thickness is less than the seismic wavelength. Consequently, borehole seismic methods have to be used to detect the presence of such thin dykes.

The Paleoproterozoic Hitura Ni-Cu deposit in western Finland is in an ultramafic igneous complex composed of two subvertical plug-shaped bodies embedded in intensely migmatised felsic gneisses. The ultramafic complex is not far from a north-south trending graphitic and sulphidic gneiss zone interpreted to be a primary sulphide-graphite unit in the metasedimentary sequence. The sulphide accumulation exists as a zone parallel to the contact of the northern ultramafic body. The ultramafic rock types, now mainly serpentinites, have primarily been olivine adcumulates in the core grading to olivine orthocumulates and pyroxenites towards the margins. Coarse-grained felsic pegmatite veins injected serpentinite where they now exhibit prominent zoned alteration rims of chlorite, antophyllite and talc. The serpentinite core of the body was primarily an olivine adcumulate derived from a tholeiitic or high-Mg basalt parental magma with about 11 wt % MgO. Metamorphism and alteration have totally changed the igneous mineral compositions and the rock types are serpentinites (from olivine adcumulates), ambhibole-bearing serpentinites and amphibole-chlorite rocks (from pyroxenites). As the result of CO2 alteration talc is an accessory mineral throughout the serpentinite. Like silicates, also sulphide minerals are altered. In the core of the body the low-grade sulphide dissemination still reveals primary igneous interstitial forms. The core sulphides are now mackinawite, pentlandite and valleriite instead of primary igneous pyrrhotite and pentlandite derived from Mss. At the marginal zone the heavy dissemination and net-textured sulphides display pyrrhotite-pentlandite-magnetite intergrowths with magnetite films along cleavage of sulphides, mackinawite in pentlandite and exsolution textures of different low-temperature pyrrhotite phases as the result of alteration processes. Mechanically weak rocks, complicated structures and textures of the ore, magnetite and mackinawite intergrowths in pentlandite and readily-floating MgO silicates cause problems in exploitation of the deposit. There are a number of methods available for the determination of the fracture toughness of rock. Some of the most recognised methods include the hollow pressured cylinder, the short-rod, the chevron - edge-notched round bar in bending and the disc-shaped compact specimen. Most of these tests are difficult and expensive to conduct. In this paper the simple Brazilian testing of discs for tensile strength has been used to determine their fracture toughness. Tests were conducted on six different rock types and the values of the fracture toughness obtained for each type are in close agreement with the results of the well recognised the chevron edged types. Many open cut mines extend to depths well below the natural water table level with constant dewatering required to maintain operations. When mining activities cease the groundwater starts to fill the void and pit lakes form. The resultant pit lake is directly connected to the surrounding water table and understanding the hydrological and chemical evolution of these lakes is important for minimising environmental impacts. In Western Australia alone there are currently 1800 mine voids and more than 150 mines operating below the water table (Johnson and Wright, 2003). In conjunction with BHP Billiton Iron Ore, CSIRO has been undertaking research to measure and model rates of evaporation from pit lakes in the Pilbara region of Western Australia. Pipe umbrella support systems – also called canopy tube systems – have been used successfully for tunnelling in challenging ground conditions since the 1970s. Historically, the drilling unit was the limiting factor for pipe umbrella installations – less attention has been paid to pipe couplings and their influence on labour time and load-bearing capacity.This contribution investigates the influence of the type of pipe connection on the load bearing characteristics of a connected pipe and discusses associated influences on design calculations and installation performance. Standard thread connections reduce the effective cross-section and thereby load-bearing capacity in the connection area. To achieve design parameters, over-dimensioning of the un-weakened pipe section is the only way to overcome this limitation. Recently, two new, alternative connection types were designed and developed for connected pipe umbrella pipes. The first one is the nipple coupling, consisting of fitting with a threaded connection that is pressed and welded into the ends of standard tubes. The second type is the squeezed connection, which mechanically connects non-threaded pipe ends, achieved by force-fitted squeezing from the drill rig. Both coupling types have technical as well as operational advantages compared to the common thread couplings, which are the weakest point in the support system.In the following sections significant technical differences are explained, design values given and a site example presented to illustrate the operational advantages of the newly developed coupling?type.CITATION:Volkmann, G M, 2014. The man in the street (and no doubt most members of the Institute) thinks of wire, if he gives it any thought at all, as a most commonplace commodity. It is an accepted necessity, and like most necessities is taken for granted, unless a shortage in one or other of its multitudinous forms or products causes inconvenience.For many years Australia has ·been a large consumer of wire, particularly for fencing. With the rapid development of secondary industry the demand has increased in both size and character until at the present time much of the wire produced in this country is used as raw material for subsequent manufacturing processes. The call has been of so varied a nature that the Newcastle Wire Mills now turn out a greater variety of wire types than any other single plant in the world.In this paper, the aim is to provide a picture of the manufacturing, properties, and uses of wire. No attempt is made to cover the subject in any detail, as the field is much too broad for anything other than general treatment. Many phases, particularly in regard to manufacturing processes, are, therefore, dealt with cursorily, but it is hoped that the paper will, without delving too deeply into the technical aspects of Wire production, give a general appreciation of:- (a) How steel wire is made. (b) The remarkable physical characteristics obtained by judicious combination of chemical composition, heat treatment, and subsequent cold work. (c) The uses of steel wire.HISTORY.Best known of the early references to wire is that appearing in Exodus, where mention is made of gold wire being used for the sacerdotal robes of Aaron. However, the period in question, about B.O. 1491, is comparatively modern history as far as wire is concerned, for specimens believed to have been made about B.O. 4600 have been found.
