The new environmental legislation of 1986 was left incomplete and to date remains so. The 'missing' process by which environmental consideration should be applied was never embodied in law and has predisposition to a wide interpretation. The Resource Statutes which govern land use and development place demands on the environmental process without that definition. The Resource Statutes are themselves under review by Government. There is a new Government Department of Conservation. It is still in its early days and facing a challenge to compose its role as a steward over large tracts of land holding significant marketable resources, animal, vegetable, mineral, and abstract. It has also taken over numerous consent and advocacy roles in legislation beyond its own empowering Act. Enter the mining company, anxious if not able to get an easy passage for consents to prospect and mine, then at least to have a clear path to tread to get there, within a fixed time period. Whichever options appear available to process environmental approvals, public participation is that being favoured most by the regulatory bodies. Where a public notification of consent applications is mandatory, public participation should lead to the fastest track available.

Permeability and fluid pathways in fracture-controlled hydrothermal systems are governed by a dynamic competition between permeability-creation processes and permeability-destruction processes. Permeability evolution is coupled with the evolution of fluid pressure and stress states. Key permeability-creation processes are micro-scale to macroscopic fracture growth, and the generation of damage zones during co-seismic slip on faults or aseismic creep on faults and shear zones. The competing permeability-destruction processes include crack-healing and sealing, compaction and pore cementation. High rates of permeability destruction in hydrothermal systems require ongoing permeability enhancement to sustain high fluid fluxes and ore genesis.   In aseismic regimes, competition between permeability-creation processes and permeability-destruction processes can lead to continuous flow in deep level hydrothermal systems. However, in seismogenic regimes, rapid co-seismic permeability-enhancement is followed by progressive permeability-destruction in the intervening interseismic periods, and leads to episodic flow. The results of high pressure experiments are used to illustrate how pore fluid factors and stress states are dynamically coupled with permeability evolution in hydrothermal regimes. Particularly in the seismogenic mid- to upper crust, large changes in permeability during the seismic cycle govern relative rates of change of fluid pressure around active faults and shear zones. Rapid, post-seismic recovery of pore fluid pressures, relative to rates of shear stress recovery, leads to growth of hydrofracture networks prior to successive fault rupture events.   Pre-rupture hydrofracture networks do not develop where post-rupture fluid pressure recovery is modest relative shear stress recovery. At elevated temperatures, low rates of pore fluid pressure recovery relative to shear stress recovery promote ductile shear failure and grain-scale permeability enhancement within shear zones prior to rupture events.   The influence of pore fluid pressure cycling, shear stress cycling, and deformation processes in controlling the evolution of permeability, flow localisation, and flow anisotropy at the deposit scale are illustrated for mesothermal and epithermal lode gold systems.

The mining industry continues to faces significant challenges due to increasing resource constraints (quality of ore bodies, water, energy, human resources) and increasing license to operate requirements (safety, health, environment, location) from society, employees and shareholders. Technology advancements and hence research are necessary to ensure that the industry remains viable in this changing environment. Collaborative research is an important part of a company's research portfolio and offers the opportunity for the industry to work on generic issues that it is facing. Obvious benefits include the reduced cost to individual companies by sharing the costs, the opportunity to leverage government funding and the opportunity to conduct longer term projects resulting in skills development (PhD and MSc). Limitations of collaborative research include the reduced focus on company specific issues and the loss of competitive advantage from owning the outcomes of the research. The challenge for researchers and research managers is for them to demonstrate the value derived from longer term, pre-competitive collaborative research. The competitive advantage is not necessarily derived only from the outcomes of the research but rather from the company's ability to direct the research, translate the generic research outcomes to address company specific issues and to implement improvements at its operations. Implementation remains the greatest challenge. In this paper, case studies of selected collaborative research projects are presented to demonstrate key success factors required for implementation of research outcomes. PT FreeportÆs Deep Ore Zone (DOZ) Mine is the latest block cave mine within the East Ertsberg Skarn System (EESS).Issues with undercutting and stress concentrations at the extraction level were experienced, leading to reduced pillar strength.The extraction level-related issues became more pronounced, leading to local panel drift collapse, in an area that was over 100 per cent extraction. A review of ground conditions, panel collapse descriptions, and factors contributing to panel collapse are presented in this paper.

The rationale for the design of the Emergency Egress (escape andentrapment) strategy for one underground metal mine has beenpreviously described (Brake, 1999). Two of the key conclusionsfor this mine, which is equipped with 30 minute oxygen-generating self-contained self-rescuers (SCSR), were the need to ensure no person is ever more than 750 m from an emergency refuge station (ERS) and that it could take up to eight hours to rescue workers from undergroundå. These conclusions were based on a number of considerations including the non-availability of a credible, æpersonalÆ entrapment procedure at the workplace, the duration of self-contained self-rescuers when used for travel, the need for rapid æclearingÆ of mine personnel to effectively and safely target mine search and rescue resources and the maximum time to either put a fire out, or to rescue affected personnel. As there is no Australian standard for refuge stationsç (or for self-rescuers), this paper follows with guidelines for the location and specification of both fixed (permanent) and relocatable Emergency Refuge Stations (ERSs) that may be applicable to other underground Australian metal mines.

"The Didipio Gold-Copper project in the Philippines has been a well-defined reasonably high gold grade porphyry for almost two decades. OceanaGold are now bringing the project into production in late 2012 and have recently reoptimised the project with the goal of combining the inherent high grades with higher through-put than previously proposed that will see strong initial metal production. The project was discovered and well defined by 1995, but has seen some obstacles to development, namely sovereign risk, capital cost and project funding. The project strengths over this time that have kept the flames alive are: strong grades large orebody with low stripping ratios a simple beneficiation process and a clean high-grade concentrate strong support from the Philippines government.The initial study in 1998 used Gold and Copper price assumptions of $325/oz and $0.95 lb respectively. Today reserves are based on $950 and $2.85. So, being a porphyry with a large reducing grade halo, the deposit now lends itself to extraction on a much larger scale than before, without any significant capital expenditure as a larger open pit now dominates the project.Didipio is a game changer for OceanaGold, so it has been important to learn from history and to capitalise on a strong initial metal production profile. The project sits in a reasonably remote mountainous area of Luzon which sees annual typhoons and numerous short duration high intensity rainfall events and two rivers flowing through the project area, so it has not been without some innovative technical solutions.CITATION:Redden, R, 2012. The state of sampling practice in South African minerals industry must be appreciated in the context of the changes that the country has recently lived through. These include the entrepreneurship and investment in local mineral developments, the 'unbundling of mineral assets', the rising foreign control of South Africa's mineral assets, developments in the regulatory environment, and the training that has come to the industry through international experts. In terms of their financial contribution the five most important commodities in the South African mining industry include gold, platinum, non-ferrous metals, ferrous metals, and coal. International Organization for Standardization (ISO) standards form the basis for international trade in two of these commodities and have had a steadying influence on sampling practice over the years. The contribution of the minerals industry to the economic well-being of South Africa and the strong financial links between good sampling practice and minerals marketing, has acted as a driver for improved sampling practice. The state of sampling practice at mining operations of the five main commodities was found to be quite widely divergent with 'pockets of sampling excellence' in each of the commodities. The stages of mineral development at mines for each of the commodities have been described in terms of the sampling sites, sampling mechanisms, and associated problems at different stages of mineral production from exploration, through face sampling, blasthole sampling, and in-mine grade control, ore processing and handling, metallurgical subsampling, process subsampling, and subsampling in the laboratory. In each case the principal errors were identified and their potential impact on value erosion was estimated. In the final analysis it is evident that the greatest problems arise in the early stage of mineral development, and that ferrous metals and coal are particularly susceptible to loss of value through poor sampling practice. Several examples of value lost through poor sampling at the marketing stage that arise from breaching contract specifications, either in terms of grade or sizing, are described. The conclusion is that larger companies with larger ore deposits and greater human, financial, and capital resources are probably more compliant with 'best sampling practice' than smaller companies. Finally the message that equipment suppliers are sending is that business is booming and the awakened awareness of the issues around sampling practice are translating into rands and cents spent on improved sampling equipment.

Large mining operations need equipment that consistently performs as expected. The most effective way of ensuring this is to have a defined life cycle with an optimised maintenance strategy. The determination of this life cycle is an economic decision, influenced by the construction and utilisation of the equipment. An effective life cycle costing (LCC) tool must be able to process the many variable factors involved.Many factors influence the costs that are associated with a machine over its life. The most variable of these are the costs of maintaining the equipment. Maintenance costs are dependant not only on the utilisation of the machine, but also on the strategy that has been developed to support the machine through its life. A combination of supplier support, component changes, regular servicing and unscheduled maintenance needs to be modelled, based on a variety of drivers. Traditionally spreadsheets have been used to model these factors, but the increasing complexity of the situation can make spreadsheets unwieldy and difficult to manage. A database solution that breaks each activity into its constituent components, links them to an associated mine plan driver and then aggregates the result is the ideal tool to provide a time based cost profile. The evaluation of a number of scenarios, representing different maintenance strategies/life cycles can be rapidly undertaken. Auditability through inbuilt tools is required to provide easy tracing of data. Use of the host company's account structure allows for reporting against the standard chart of accounts.

Landscape interpretation, geology and mining history is being successfully used to explore options for sustainable community tourism product development. Recent work by the author in Europe and Australia has indicated the value of adding and producing interpretive information about mine and quarry locations - both active and inactive. This work has allowed for the branding and development of new sustainable community tourism products based on the landscape, folklore, mine and geological heritage.   Communities in rural areas are seeking new opportunities to sustain their local economies. Using a relatively new phenomenon called geotourism as a starting point; they have developed themed products connected to walking/cycling guides, interpretive panels and visitor centres. These themes can be linked to geology, archaeology, botany, local history and to industrial heritage sites such as old mines, to generate local employment. This new geotourism approach has successfully brought a new and greater audience to discover the value of geology and mining history.   Communities have established a unique place for themselves within the tourism marketplace using the geotourism brand. Other communities with an established tourism product are also now using geological and mine heritage via geotourism to rebrand and meet changing global trends. The pooling of resources under the banner of geotourism has led to cost effective marketing, targeting and promotion of products.   Geotourism has emerged strongly in Europe, North America and China in the last decade. The Australian minerals industry now has an opportunity to implement this new branding concept to assist and benefit the communities in which they run their activities. Communities can also take advantage of the potential to develop a sustainable geotourism business around a past or present mineral industry in their vicinity.

Firedamp drainage has become an essential part of many mine environmental systems, and new applications are arising. Installations are evolving further to satisfy ever changing basic requirements, standards, and iniilny needs. In this paper, water seal, vacuum based installations are considered, as well as moni- toring, protective and control systems which have been developed for continuous, manless, and trouble free operation. Some factors affecting plant capacity and extractor per- formance are identified and assessed. INTRODUCTION Firedamp drainage applications are incr- easing world wide as mining engineers strive for improved safety and security, and further concentration of coal output. Fewer and fewer mines are able nowadays to satisfy coal prod- uction and firedamp control requirements solely by air dilution or by air dilution and underground firedamp extraction plants. As a result, dependence on surface extraction plants is increasing. This paper deals with som requirements and applications of such installations. I. Iran has had an active mining sector for some 7000 years. Exceptional in terms of its mineral diversity, Iran produces 62 minerals, and is ranked among the world’s 15 most mineral-rich countries. Many people around the world know Iran as one of the major petroleum exporters. Oil and natural gas dominate Iran’s economy, and oil exports provide the principal source of income, contributing more than 80 per cent of foreign exchange earnings. Transformation of Iran from an oil exporter to an independent country to oil has been on the table for many years, even before the Islamic Revolution of 1979. Development of the Iran’s mineral industry is one of the major replacements for petroleum exports. In the last decade, Iran invested billion dollars in the mining and mineral industry sectors and to increase the added value, tried to export processed minerals instead of the raw materials. In accordance with the ‘20-year Perspective 2025’ that targeted by the Supreme Leader, Iran will be a country with the first rank in economy, science and technology in its region. The objectives over this perspective include briefly increasing annual production to 55 Mt of crude steel, 800 000 tonne of copper cathode, 1.5 Mt of aluminium, 200 Mt mineral products, 300 000 tonne of zinc and 5 000 kg of gold. These goals are achievable in normal circumstances, but concurrency of the 20-year Perspective 2025 with commencement of the UN Security Council sanctions against Iran, frustrated objectives of the perspective, at least the ones related to the mining and mineral industry sectors. This paper tries to elaborate the development programs and following challenges for the mining activities of Iran by 2025.

Although most New Zealand coals are low in ash, there are situations where high ash coals could be won. Not all high ash coals can be upgraded by physical means, since the ash is either inherent in the coal or bound in such a way to make its physical removal either impractical or uneconomic. Nevertheless, the authors believe, the situations where high amounts of ash can be economically removed by physical means to make a saleable product are considerable.

About 90 per cent of the pre-mining BIF-hosted iron ore resource of the Hamersley Province of Western Australia is of the Phanerozoic supergene martite-goethite type. The remaining ten per cent formed as supergene deposits at ~2000 ¦ 200 Ma, and were later modified by burial to form the Proterozoic martite-microplaty hematite ores. The supergene-metamorphic segment of this general unified model has been challenged by three recently published hypogene-based genetic models for the hematite ores, all requiring meteoric oxidation to produce the ore. The most recent and detailed, by Taylor et al (2001), is based on data from the small Southern Batter and North deposits of the Mount Tom Price mine. The authors proposed that during Stage 1 æoverpressured bicarbonate-saturated basin brines from the dolomite aquifer of the Wittenoom FormationÆ at 150 - 250¦C, dissolved free silica from BIF to produce a stratigraphically thinned, magnetite-carbonate-silicate-apatite rock. In Stage 2, meteoric oxidation of siderite to secondary microplaty hematite + ankerite, and magnetite to martite, at unspecified elevated temperatures and pressures, was followed by carbonate leaching (Stage 3). Finally, during Stage 4, weathering with removal of apatite, produced the typical low-phosphorus, porous martite-microplaty hematite ores of the Tom Price-Whaleback type. However, evidence of both microplaty hematite and martite reduced to magnetite, and of infill silica, apatite, and ferroan chlorite, with late-stage pyrite, in the pore space of martite-microplaty hematite ore, shows that the hydrothermal activity at Mount Tom Price is a post-ore event. Neither pyrite nor ferroan chlorite could resist the oxidation required to form hematite ore. Recrystallisation of microplaty hematite in these infilled zones to a typically coarser form than present in most of the normal ores, is a further supporting factor. A more credible, post-ore alternative to the hypogene genetic model is suggested here. Re-exposure to leaching by ground water of the metamorphosed ore deposits in the Phanerozoic resulted in the partial removal of remnant goethite. Localised modifications in the porous BIF/ore contact zones were driven by exothermic oxygen/pyrite/carbon reactions in the footwall Mt McRae Shale. Cool descending oxygenated meteoric water in the permeable ore horizons, acted as one limb of a thermal convective cell. In the other limb, heated reducing solutions rose through the permeable contact zones, to produce the observed localised modifications of BIF and ore. Expelled silica from the carbonatised BIF invaded adjacent porous ore to form erratic silicified ore zones, and to produce the local quartz vein systems found in the associated overlying BIF.

The Crown Minerals Act provides a new+framework for the management of Crown owned minerals and requires that regard be had for the principles of the Treaty of Waitangi. The Act requires the preparation of Minerals Programmes to achieve the Act's objectives of efficient allocation of rights and the recovery of a fair financial return on its minerals. Efficient allocation requires that a permit is allocated to the party which values it most highly. A fair financial return to the Crown must be considered in the context of the economic rent available from individual mineral projects, with the proviso that a nil return to the Crown as the owner of the resource will not be considered a fair return from the community's perspective.

The first record of coal discovery in Australia dates back to 1791 when escaping convicts found coal in the banks of a creek just south of Newcastle. Development in the Newcastle Coalfield was the sole source of supply for the colony and for export until the 1850s when mines were established in the Southern & Western Coalfields. The important Hunter Coalfield was not discovered until 1873 when coal was found at Rixs Creek near Singleton: The first exploration drillholes were commenced in 1799 using drilling equipment obtained by Sir Joseph Banks. From 1820 to 1850 several famous geologists (naturalists), including the Rev W. B. Clarke, J. D. Dana and Strzelecki, wrote reports on the coal measures in New South Wales. The first Government Geo- logist, Samuel Stutchbury, was appointed in 1850. The major coal deposits of the State are contained in Permian Coal Measures in the Sydney-Gunnedah and Oaklands Basins. Coal quality ranges from high volatile, high moisture thermal coal at Oaklands to low volatile hard coking coal in the Southern Coalfield. Most coalfields can provide a range of steaming and coking coals.

This paper gives an overview of the ASHRAE LibHuAirProp, CoolProp and REFPROP software packages. These packages were predominantly developed for heating, refrigerating and air conditioning engineers and the refrigeration and steam power industries, although CoolProp and REFPROP also cover combustible gases. The main aim of this paper is to highlight the existence capabilities and status of the different packages and where they can be used. The paper gives typical examples of the use of these software packages, specifically as Excel add-ins, and provides a comparison of results of typical mine psychometric and gas drainage calculations using the packages and more traditional ventilation and gas drainage calculation methods. The paper also introduces a hybrid method that improves accuracy compared to traditional methods. In typical mine situations, the use of software packages is probably not required; however, with the increasing accuracy of instruments, potential greenhouse emission costs and the sale of mine gas, more accurate measurements and calculations can potentially save (or make) significant sums of money.CITATION:Harvey, T J M, 2015. Airborne geophysics and geomatics is at a crossroads as to whether it remains a viable mapping tool, both technically and commercially, and broadens its potential for new applications (eg environmental monitoring, civil engineering and precision farming). The use of small and stable multisensor aerial platforms to conduct highly flexible surveys flown at a low/reasonable cost of operation is a recurrent wish of many stakeholders in the natural resources exploration and mining industry. Through its Fly Light Airborne Geophysics research program, EXIGE and partners have pushed the development and testing of two new airborne carriers with unique capabilities for geo-surveys: GyroLAG’s gyrocopter and Infotron’s unmanned aerial vehicle (UAV). These carriers are the next generation of versatile and innovative aerial vehicles for remote sensing and monitoring. They are rotary, smart tailored, ultra-high resolution manned (gyrocopter) or autonomous (UAV) airborne platforms that combine the merits of dense data sampling, accurate position location, very low clearance above ground or sea level, slow speed, interchangeable and combined multiple geo-sensors, automatic data quality control and real-time quality assurance. They also have the benefits of being highly efficient, cost-effective, commercially attractive, safe, reliable and easy to deploy and operate. Their technical specifications and multiple advantages compared to traditional aircraft and/or ground crews are presented in this paper. Burra was the largest metalliferous mine in Aus- tralia between 1845 and 1860 and employed as many as 1000 men and boys. The workforce was predominantly Cornish, Burra being the first con- centration of Cornish folk in Australia. The sur- face and underground mining operations were typically Cornish and virtually all positions of responsibility were held by Cornishmen. Beam pumping and winding engines were imported from Cornwall and housed in traditional Cornish engi- nehouses. Burra had the first significant number of beam engines in Australia: six were installed between 1849 and 1861. These engines, ranging in size from 20 inches to 80 inches in diameter, were used for pumping, hauling, and driving Cornish roll crush- ers and dressing machinery. Derelict enginehouses of the great beam engines are a striking reminder of former mining activity in Cornwall and South Australia. In South Aus- tralia about 35 enginehouses were erected between 1848 and 1887, of which eight still remain, three of them at Burra (Figure 1). These remain as a tangible link with the Industrial Revolution.

The Ernest Henry Mine (EHM) is owned and operated by Xstrata Copper and is located in North-West Queensland, Australia. The mine is currently undergoing a transition from an 11 Mtpa open pit mine to a large sublevel cave underground mine producing 6 Mtpa. Due to a number of factors, including geometry of the pit and crusher depth, the decision has been taken to develop a hoisting shaft rather than inclined conveyors.During the feasibility study the strip and line shaft sinking methodology was preferred over blind sinking due to scheduling opportunities and interactions with level development. Other methods of sinking considered included large-diameter raise boring, which was rejected due to concerns relating to centreline accuracy. The strip and line decision was reviewed during the tender process where better than anticipated blind sink advance rates and costs were presented. This in turn enabled the higher cost of the blind sinking method to be justified by a combination of reduced risks including schedule and ground water management. This paper discusses the pros and cons of both strip and line and blind sinking methodologies in the Ernest Henry context including sinking rates and total schedule impacts of the two methods, the key risks associated with each method, cost implications of blind sinking and safety implications of the work methods in general. The paper then concludes with the reasoning behind the decision to change to blind sinking for the EHM shaft.
