The strength of a jointed-rock mass is not well-understood. It is believed, however, that the behavior of a rock mass is governed by both the intact rock properties and the properties of the discontinuities. Rock research in the past has been concentrated on the determination of intact rock properties. Several studies are presently underway which should provide more insight into the properties of the discontinuities. Few research programs, however, have been undertaken with the intent of studying the composite rock mass behavior where either the intact rock strength or the properties of the discontinuities may control failure. There are three approaches available for studying the behavior of a rock mass, namely, field studies, mathematical models (finite element), and geomechanical models. A geomechanical model has been developed in this study where the strength and failure modes of a model rock mass are studied as a function of intact block geometry, joint orientation, joint properties, and confining pressure. The objective of this study is to gain some insight into the parameters that govern the behavior of a rock mass, which parameters are most important, and when these parameters control. This chapter describes only one phase of the study, the development of equipment for use with the rock-blocks model. The models being tested are approximately 22 x 22 x 6-in. The size varies slightly depending upon the joint orientation used. The equipment developed includes model material molds, reaction frames, loading apparatus, measuring and recording instrumentation, and other accessory equipment pertinent to the operation of a successful study. THE present administration has made sincere and effective efforts to reduce the expense of the Federal Government, but it has reached a point beyond which it seems impossible, or anyway extraordi-narily difficult, to go. This is ascribable to the large part of the budget that is represented as war expense. There is no doubt that this spells high taxation for many years to come. Nevertheless, although a large part of the taxation will be attributable to the war, the paying out of the proceeds of that taxation by the government will not be war expense, except in minor part, as will be hereinafter made clear. It will be useful to explain the economic meaning of this situation, for it has bear-ings upon several open questions, such as a bonus to the ex-soldiers, the foreign debt accounts, etc. The expense of the war on the part of the American people was in the main paid concurrently with its prose-cution. This was necessary. Warfare is not conducted with money, but with materials and labor. Except for such previous production as was represented by stocks of goods, the requirements had to be supplied by coincident production. With the end of 1918 our war expense ceased, save for such production, e.g., of ships, that was allowed to run on unchecked, and the indemnities that had to be paid for cancelled contracts. When those matters have been settled we shall be done, barring one important thing. Of course, our war expense began to contract right after the armistice and shrunk rapidly with the demobilization of the troops in 1919. If we had not been able to obtain all needful material from our own sources and had been constrained to borrow it from foreign countries, incurring a foreign debt, we should have been in the quite different posi-tion of having to repay that material, or its equivalent, during subsequent years. The European countries had to come to us for such supplies. This outlines the fundamental difference between their present situations and ours. We were therefore compelled not only to furnish materials and man-power for our own warfare but also much for the Allies.

INTRODUCTION In the second quarter of 1979, Rapid Mining Co., Inc. ("Rapid") inquired whether Crocker National Bank ("CNB") would provide $4 million in term loan financing to help ("Dry Creek") acquire the outstanding shares of the Dry Creek Coal Company ("Dry Creek") in West Virginia. Prior to approaching CNB, Rapid had sought financing with the assistance of a financial advisor from a number of commercial banks without success. A summary of the initial terms requested by Rapid is shown in Table 1 compared with the actual terms on which the transaction closed. It is not difficult to note that the two sets of terms differ significantly. This is often the case when financing requests based on the expectations and vision of a mine developer are juxtaposed with more pragmatic requirements of a commercial bank. The "art" and fund of structuring financing plans for mining ventures (highly leveraged acquisitions or grass roots) comes in working with mine developers to arrive at a final financial structure that meets their objectives and constraints as well as those of the bank or other financial institutions providing much of the financing. Beginning with the terms requested by Rapid and ending with the terms that closed the transaction, this article briefly describes the process we went through with Rapid Mining. The Seller and Buyer The Dry Creek Coal Company was established in 1961, after its owner acquired the coal leases from Republic Steel. Republic has mined the primary coal seam from 1948-1961. Dry Creek was owned as a subchapter S corporation (i.e., for federal income tax purposes, income is taxed at the shareholder level) and had been run on a low key basis. Since the company had virtually no debt and limited cash needs, the owner produced primarily when rail cars were available and income was required. Output was therefore erratic as is shown in the top of Table II, but the result was a profitable little company with an attractive free cash position. Because the owner wished to retire and enjoy his wealth in a more readily spendable form, he had put the mine, with stated recoverable reserves of approximately 13 million tons, up for sale. In contrast, Rapid Coal's investors consisted of a number of investors of disparate financial situations. They had agreed upon a primary objective of income maximization and planned an annual production rate of 120,000 TPA which they and the current owner believed realizable. The Formulation of a Financing Structure Figure 1 presents a simplified overview of the sequence of steps taken in the financing process which lasted approximately three months from start to finish. Since banks see many requests for funding and considerble time is required to follow up on each, an important step was determining, after a brief review of the materials provided to us, whether the basic "eonomic entity" was viable. In this case, the size and quality of the reserves, the inherent operating cost characteristics, the sales arrangements, the management/labor situation and Rapid's principles all appeared to be sound enough to warrant investing the time necessary to do a thorough analysis of the project. Once this decision was made, the evaluation and analytic process shown in Figure 2 was initiated. The first and most fundamental concern of any banker is whether the loan will be paid back as scheduled from the cash flow generated by the project. The amount of debt relative to the owner's equity is of course crucial in such a determination. The Rheological properties of pulps are non-Newtonian in character and more than one viscosity parameter is necessary to describe their behavior, therefore, the single term 'apparent viscosity' which has been used in the past may be misleading. The study reported in this paper uses a dimensional analysis based on the Ostwald-de Waele shear stress-rate of shear model for non-Newtonian liquids to develop velocity and resistance equations for falling spheres. An electronic monitoring apparatus was assembled for determining the velocity of metallic bodies as they fall through opaque liquids and suspensions. By means of this apparatus the behavior of the viscosity parameters of the Ostwald-de Waele model and the applicability of the proposed equations were examined for a number of non-Newtonian liquids. The validity of the equations for these liquids was confirmed. Preliminary data collected using solid-liquid suspensions established the validity of the form of the basic equations for these systems. The differential movement of solid particles through solid-liquid pulps and suspensions is very important LO many branches of engineering, such as minerals processing, soil mechanics, ceramic slip processing, oil well drilling-mud technology, materials-handling in pipelines, and many others. There is a dearth of fundamental knowledge on the flow resistance encountered by immersed bodies moving through solid-liquid suspensions. The resistance offered by Newtonian liquids to the movement of free settling spheres is well described for laminar and turbulent conditions by Stokes' and Newton's Laws, respectively. However, problems are encountered when attempts are made to extrapolate these simple relationships into solid liquid suspensions. The rheological properties of pulps are such that they are non-Newtonian in character;'" that is, the applied shearing stress and resulting rate-of-shear are related by non-linear functions, and thus, in the simplest case two viscosity parameters are necessary to describe their rheological properties. For this reason the single term 'apparent viscosity' which has been commonly used to explain the flow resistance of suspensions and non-Newtonian liquids may be misleading. It is realized that a rigorous analysis of the rnechanisms of momentum transport of liquid-solid systems is complex indeed. There are many variables that affect the rheological properties of the systems such as density, size, shape, and surface energy of the suspended solid and density and viscosity of suspending liquid, as well as the solid to liquid ratio. However, it was felt that a useful contribution to the knowledge of the behavior of suspensions could be made by examining the systems in terms of the basic fundamentals of nowNewtonian flow. This has led to the development, by means of dimensional analysis, of velocity and resistance equations, using two viscosity parameters to describe the velocity of penetrating bodies and the flow resistance encountered by these bodies, as they pass through non-Newtonian systems. THEORY In order to examine the effects of the rheological properties of solid-liquid suspensions on the movement of immersed bodies it is appropriate to start with non-Newtonian liquids and develop equations, analogous to those of Stokes and Newton, for laminar and turbulent flow respectively, from which quantitative information may be obtained. Further investigation would then be directed at the complex suspension systems, and the effects of the many variables on the velocity and resistance equations. Liquids are classified on a basis of viscosity which may be defined as the relationship between applied shear stress and resulting rate of shear?-'* Pure single phase liquids composed of small light molecules behave as Newtonian liquids, having a single viscosity parameter since the shearing stress and rate-of-shear are related by a linear function. Bingham plastics are similar but have a yield stress. Of particular importance in our investigation are dilatant (shear thickening) and pseudoplastic (shear thinning) non-Newtonian liquids, with and without yield values.

"Fine-grained" steels have been standard products for many years. This paper describes an investigation of the effects of some of the more common grain-growth inhibitors used to produce these steels. The properties, response to heat-treatment, and the deoxidation practice necessary to produce "fine-grained" steels have been the subjects of numerous papers. It has been shown that a substantial quantity of aluminum is necessary to produce this type of steel, and it has been indicated that titanium and zirconium produce a similar result. For some time there was a lively argument between those who felt that aluminum refined the grain and those who felt that aluminum oxide was the effective agent. This argument subsided with an apparent victory for those promoting aluminum oxide. Most of the work on grain size has divided steels into two broad classifications based upon McQuaid and Ehn's original carburizing test at 1700°F or some similar test at this temperature. If the steel coarsened at this temperature, it was coarse grained, while if it did not it was he grained. Quantitative data concerning how much a certain amount of aluminum raised the coarsening temperature and affected the properties, all other factors being constant, are very meager. Similar information regarding titanium and zirconium is practically nonexistent. The published information on aluminum yields some quantitative information. Epstein, Nead and Washburn' gave the first quantitative information on the amount of aluminum necessary to prevent grain growth at 1700°F. They showed that the addition of a pound to a pound and a half of aluminum per ton (0.05 to 0.075 per cent) would assure steel that would not coarsen during a McQuaid-Ehn test at 1700°F. Herty, McBride and Houghg reported that a steel containing 0.020 per cent acid-soluble aluminum coarsened between 1742° and 1832°F., while steels containing 0.016 per cent and 0.017 per cent acid-soluble aluminum coarsened between 1652° and 1742°F. compared with similar aluminum-free steels that started to coarsen at 1580°F. Herty3 also showed a marked improvebent in low-temperature notched impact resistance with increasing acid-soluble aluminum up to 0.030 per cent. McQuaid4 compared the coarsening of steels containing 0.011 to 0.204 per cent total aluminum and found a maximum coarsening temperature at 0.098 per cent aluminum. He had no samples between 0.015 and 0.098 per cent aluminum. Houdrement6 found a marked decrease in coarsening temperature with aluminum contents above 0.50 per cent. Kinzel, Crafts and Egan6 found that aluminum and zirconium improved the low-temperature impact resistance of a low-alloy steel, while titanium was detrimental. Sims7 shows that sulphur increases the coarsening temperature and that the maximum coarsening temperature is between 0.04 and 0.06 per cent added aluminum. Although certain physical mechanical properties of rocks have been claimed to give an estimate of penetration rate in percussive drilling, the authors' work shows that the correlation of penetration rate with individual rock properties is Poor. The authors have developed a good correlation between penetration rate and a set of rock properties but the relation is complex. Energy per unit volume has been used as a measure of penetration rate in percussive drilling by Hustrulid and Fairhurst; however, their test setup is large wing a full size drill bit. The authors determined the minimum energy for unit volume Ev min for any rock at the optimum index angle in a simple laboratory drop tester wing a sharp microbit with a tip angle of ll0°. This Ev min has been found to correlate well with penetration rate obtained in controlled laboratory drilling in different rocks for different stages of bit wear. A comprehensive relation has been developed between penetration rate and Ev min.

UNTIL recently, the characteristics of cast copper have seldom been studied and such study as has been made has been inadequate. The prevailing idea seems to be that since pure copper is infrequently used in the cast state, there is no reason for trying to establish precise data regarding the properties of the metal in that condition. On the other hand, wrought copper either in the shape of sheets or wire rarely fails in service, except as a result of the action of reducing gases at the annealing temperatures, so there is little incentive to study the properties of the cast shapes -cakes, bars, ingots and billets-for the sake of tracing the causes of failures of the wrought metal to the cast stock. However, about a decade ago, wirebars of American origin often cracked badly while being hot-rolled in mills in Germany. This led to four investigations: by E. Seidl and E. Schiebold,1 by P. Siebe,2 by 0. Bauer and G. Sachs,3 and by G. Welter.4 These authors came to the conclusion that failures in hot-rolling were due essentially to the presence of a' wide zone of columnar crystals between the thin layer of fine crystals near the surfaces of the bars and the large but more nearly: equiaxed grains of the central core. This macrostructural defect was explained in turn by the probable upward deviation in the temperature of the metal while it was being poured into the molds of the casting machine. More recently, cast shapes of copper were investigated by N. P. Allen5 and by C. Blazey.6 Allen examined vertically cast wirebars and horizontally cast wedge cakes of electrolytic tough-pitch copper, but only for the distribution of densities; i.e., porosity. Blazey was interested mainly in the mechanism of the variations in electrical conductivity due to cold-work and anneal, but gave introductively an account of the composition and average densities of the tough-pitch horizontally cast wirebars used. As far as the present writer can tell, no investigation was undertaken for the sake of presenting a picture of the distribution of mechanical characteristics in the wirebars of copper, tough-pitch or otherwise.

PLAIN mining engineers usually avoid any gathering of geo¬physicists because of the incomprehensibility of their discussion to the uninitiated. This being so, gradients, gravity and gammas will be deferred to the end of this review, the first part of which will be devoted to what has been done in applying geophysics to the solution of real field problems. From the West, J. J. Jakosky reports that International Geophysics has had its activities fairly well 'divided between mining (both placer and lode), oil structural work, and clans-site and reservoir investigations. In oil exploration, electrical methods are used for depths down to 2500 ft., beyond which they utilize seismic methods. They find in their placer work that the many 'magnetic anomalies encountered in the bedrock of the Southwest render the electrical techniques more satisfactory, and with them they are obtaining thickness and tonnage of gravels, depth to and contour of the underlying bedrock as well as important structural features therein, and water-table elevations.

In 1972 Kennecott Explorations, Inc. conducted a three month cruise to the central Pacific as part of a study of deep-ocean manganese nodules. One of the objectives of the voyage was to collect at least 200 tons of nodules for use in extractive metallurgy research and various engineering tests. It was determined to cut off production at a maximum of 200 tons, should we reach that amount before the end of the 38 on-station days. We were able to reach that goal; 200 tons of nodules were collected, representing an average return of 2340 lb from 171 dredge runs. Once equipment and techniques were refined, normal returns consistently exceeded 2 tons per haul. Up to this time, Kennecott had sampled extensively with the use of small free-fall devices using wire rope and winch equipment. These devices have never offered a viable method for collecting nodules in bulk, and we sought to develop a dredging capability which would give some assurance of meeting future requirements with efficiency and economy. After testing a series of increasingly complex dredge designs at sea, it was decided to utilize two of the simpler configurations, which after modification provided the basic design for the dredge used.

"Animals are having a great year, grass was never higher, flowers were never more in bloom, trees are throwing out an abundance of shade for us to loaf under. Everything the Lord has a hand in is going great, but the minute you notice anything that is in any way under the supervision of man, why, it's cockeyed." Do these words from two generations ago apply to oil shale? The United States has been blessed with deposits that can yield synthetic crude oil at a cost competitive with natural crude oil-under present economic conditions and with existing technology. Yet, the oil shale program is cockeyed because of the artificial obstacles that have been placed in its path "under the supervision of man." But more about this later. AT the annual meeting of the Institute 2 years ago, a paper,1 " Requirements of Refractories for Open Hearths," was presented by F. W. Davis and G. A. Bole of the U. S. Bureau of Mines. In a brief foreword, D. A. Lyon stated that the paper was not to report the results obtained but rather to present an outline to serve as a basis for discussion. The essential parts of an open-hearth furnace were described and the conditions under which they operate. Some constructive discussion followed the reading of the paper. One of the first fellowship investigations undertaken by the Bureau of Mines in 1924 under the cooperative agreement with Carnegie Institute of Technology, through the Metallurgical Advisory Board, was to determine service conditions of open-hearth refractories. The present paper gives the results of this work which was done in the Pittsburgh district and was in charge of the authors. Material contributions in the form of data were contributed by E. N. Bauer, J. W. Campbell, G. H. Pfeiffer and A. Grodner, Carnegie Institute of Technology research fellows. The study covered 18 mos.

Grinding in steel mills adversely affects the flotation of pyrrhotite. The electrochemical nature of inter action between pyrrhotite and active metals was investigated by contacting pyrrhotite with platinum at different applied potentials. Flotation tests, scanning electron microscopy, Auger electron spectroscopy, and X-ray photoelectron spectroscopy were wed to examine the surface properties of pyrrhotite. The formation of hydroxide or oxide and sulfate species of iron through the oxygen reduction reaction at the cathodically polarized surface of pyrrhotite was shown to be the mechanism responsible for the reduced floatability of pyrrhotite.

X-ray dif action techniques were used to investigate ordering and domain coalescence for the B2 (CsC1) superlattice in this alloy. Essentially complete disorder is obtainable by drastic quenching. isothertmal ordering occurs very rapidly at temperatures between 565° and 680°C, only a few seconds being required for development of substantial long-range order. A very fine antiphase dormain structure, found in samples annealed for short times, undergoes coalescence with further annealing. Domain "size" is found proportional to (t)1/2 . This Yate law can be derived by adapting the formalism of Hillert's analysis 01- metallurgical grain growth. For this Purpose the material is descvibed in terms of a "Swiss-cheese " structure, consisting of two multiply connected, mutually intertwined domain volumes. The observed activation enevgy for coalescence, 70 kcal per g-atom, agrees with an estit~lated value ,for volume diffusion in disordered rrzaterial. It is suggesled that the experimental value vejlects the substantially disordered environment of mobile vacancies located in the moving antiphase domain boundary. The alloy Fe-Co-2V is bcc below about 900'C and orders into a B2 (CsC1) superlattice below about 730c It has important applications in magnetic components, including many requiring extensive cold rolling.* example, Marcinkowski and Brown6 observed a re1atively small as-quenched domain size of about 250Å in B2 Fe3A1. Since there appear to be no published data on domain coalescence in B2 alloys, this process was studied in detail. MATERIALS AND EXPERIMENTAL TECHNIQUES A commercial high-purity alloy, nominally 49 Fe-49Co-2V, was obtained from the Arnold Engineering Co. in the form of cold-rolled sheet 0.004 in. thick. Samples were annealed for 1 hr at 800°C in dry H2 to produce disorder and quenched into iced brine. They were then annealed in a nitrate-nitrite salt bath for various times at temperatures between 525° and 625°C. Estimates of the LRO parameter S and the APD size D were made using established X-ray diffraction techniques. Superlattice peaks are best observed using CoKa radiation, for which the value of (fFe-fCo) is maximized. Peak-to-background intensity ratio was improved by filtering CoKß from the incident beam to eliminate sample fluorescence, and by using a pulse-height analyzer. The LRO parameter S was computed from the ratio of integrated intensities I 100/I 200- Owing presumably to systematic errors associated with the presence of crystallographic texture and X-ray extinction, only rough agreement was obtained between experimental and theoretical (absolute) intensity ratios. For this reason certain experimental refinements (e.g., use of balanced filters) were considered superfluous and were omitted. Emphasis was placed on maximizing intensity in order to reduce the time taken to accurately determine the contour of the very small (loo), peak. This was done by point counting 105 counts at appropriate intervals. Background intensity averaged about 1200 cps.

With a mine output as high as 5000 tpd and mill capacity of 7000 tpd, the uranium mining and milling complex owned and operated by Kerr-McGee Nuclear Corp. in the Ambrosia Lake area is the largest in the U.S. and is likely to remain so for some time. Next year, Kerr- McGee expects to have in production another mine in Section 19 of the Ambrosia area-and will begin ore production in 1976 at its new $15-million mine at Church Rock, located northeast of Gallup, N. M., where the company has already completed the shaft work and is in the early stages of project development. Ore from Church Rock will be transported to the company's facilities at Ambrosia Lake for processing. Kerr-McGee's existing eight mines in Ambrosia Lake go to depths of about 800 to 1500 ft to tap the various horizons of uranium-bearing sands in the Westwater Canyon of the Morrison formation.
