The major mining companies of the world all face the problems associated with investing in new mining ventures. In particular, investment in foreign countries - whether these are advanced or developing countries - requires careful consideration. A thorough analysis of all the possible risks must be undertaken, so that realistic decisions can be made. Some of the points to be considered are outlined in this paper.

Internal-friction measurements were made during isothermal aging treatments of 18 pct Ni maraging-steel wires between 420° and 612°C. A sharp initial drop in the internal-friction level was interpreted in terms of a rapid dislocation recovery reaction. The rate of the recovery was found to be independent of temperature. Truncation of the recovery reaction was apparent in those systems that exhibited the rapid age-hardening characteristics of the maraging steels. It is proposed that this initial hardening response is the result of a low activation energy preprecipitation reaction involving molybdenum. A gradual rise in the internal-friction level at longer aging times was associated with the precipitation of a molybdenum-containing precipitate. CONSIDERABLE research effort has recently been devoted to the mechanisms responsible for the high strength and toughness of 18 pct Ni maraging steels. These bcc martensitic alloys are found to harden during aging at temperatures between 400° and 600°C. The aging response is very rapid with more than half the total hardness increase occurring within the first few minutes of aging, Fig. 1. Precipitate particles have been observed in the later stages of aging by a number of investigators.'-' While the identity of the precipitates remains the subject of some controversy, one or more of the intermetallic compounds, Ni3Mo, Ni3Ti, and Fe2Mo, are almost certainly involved. Heterogeneous nucleation of precipitates at dislocations has been noted8 and cobalt is believed to enhance the formation of fine, homogeneously distributed particles by lowering the solubility of the alloying elements in the martensitic matrix.3,7 Transmission electron microscopy studies of the initial hardening behavior have not been fruitful. Strengthening mechanisms based on atomic ordering have not been generally supported by X-ray and neutron-diffraction experiments.9 In the present investigation, the aging reaction was studied using isothermal-aging internal-friction measurements. The marked sensitivity of internal friction to short-range diffusion and precipitation processes has provided a convenient tool for the elucidation of the strengthening mechanisms operative in the maraging steels. EXPERIMENTAL PROCEDURE An upright torsion pendulum was used to measure the internal friction of several maraging steels during isothermal aging. The pendulum was placed in an atmosphere of helium at a pressure slightly less than atmospheric. To permit measurement of internal friction during the first minutes of aging, the specimens were rapidly heated by passing a current through them in a manner similar to that described by Ang and Wert.10 Thermal gradients in the specimen were largely eliminated by using specially designed specimen grips11 which produced temperature variations of less than 1 pct over 90 pct of the specimen length and less than 3 pct over the entire length at aging temperatures up to 620°C. A proportioning strip-chart program controller was employed to maintain constant specimen temperature during treatments of up to 36 hr duration. A number of vacuum-melted laboratory heats having compositions near that of a typical commercial 18Ni-7Co-5Mo-0.4Ti alloy were investigated. The amount of cobalt was varied from 0 to 7 wt pct in five of the heats. Either molybdenum or titanium was omitted in the remaining two heats. The alloy desig-

At the outset I would like to make it clear that I do not enter this discussion in a controversial spirit, but in an attempt to contribute something helpful to an understanding of a difficult problem. I have too high regard for the- sterling quality of the work of the men who have studied this subject in detail to offer anything in the way of essential contradiction to their statements of fact. Difference of opinion arises from differing valuation of the possible alternative hypothesis which these facts suggest. Some degree of recrystallization in limestone contact zones has been recognized by many investigators. Earlier investigators, for the most part, assigned an important, if not the most important, ro1e to recrystallization in development of these zones. With the growing recognition of introduction of ores and gangue materials into the contact zone from igneous rocks through the medium of primary magmatic solutions, there has been a tendency to ascribe to this process most, if not all, of the chemical and mineralogical characteristics of the contact zonc. This has involved a correspondingly diminished emphasis on recrystallization of substances already there as a factor in the process, and in some cases even the complete elimination of this hypothesis. From detailed study of a few contacts, casual observation of others, and a general familiarity with the literature, some of us have been led in recent years to raisc the question whether the pendulum has not swung too far away from recrystallization toward direct introduction from igneous sources, and to argue for more recognition of the part played by recrysta11ization.l The inevitable sequence has been that those of us who have .taken this view have been charged, at least by inference, with emphasizing recrystallization to the total exclusion of the alternative process. Scientists, like other men, like to classify and pigeon-hole views under simple and definite designations, leaving out qualifications which would tend to make the classification more difficult to state. This has made the problem seem more definite and simple, but has tended to obscure the fact that the disagreement is primarily not one relating to essential facts, but one of

Several techniques, X-ray diffraction, transmission electron microscopy, conventional, metallography, and mechanical property measurements are combined to investigate decomposition in the suPersaturated solid solution Fe-27 at. pct Be. The following sequence of structures for aging temperatures below 400°C is established: massive short-range order, pseudo-FeBe (L2o) order, Fe3Be (DU3) order, sinusoidal modulation of composition, general or continuous precipitation, and discontinuous or cellular precipitation. In addition to this sequence itself, several features of the individual stages are noteworthy; for example, when coherent modulations occur, their development is parallel to (100) everywhere in the specimen apparently without incubation, and both the wavelength and the composition amplitude of the modulations increase with aging time. Two types of discontinuous reaction are observed, depending upon the aging temperature. At low temperatures (<550°C) the boundary-nucleated variety of discontinuous precipitate predominates; but at higher temperatures (>600°C) the crystallographic variety occurs instead. Hardness and flow-stress measurements clearly reflect the quoted structure sequence. Some qualitative aspects of the structure changes and of the relationship between mechanical properties and structure are discussed. BERYLLIUM in solid solution markedly strengthens iron.&apos;" A recent study demonstrated that not only were supersaturated single crystals of Fe-27 at. pct Be very strong, but they deformed primarily by mechanical twinning.3 Such behavior, coupled with the decrease in solid solubility of beryllium in a Fe from about 33 at. pct at 1165°C to about 10 at. pct at 500°C4 as shown in Fig. 1, leads naturally to questions about property changes with aging in this system. In 1929 roll,1 and later Seljesater and Rogers,5 reported that useful increases in strength could be obtained by aging quenched Fe-Be alloys, but it was not until quite recently that any of the details of precipitation in these alloys were studied. Richman6 observed that both an Fe3Be superlattice (with a DO3 crystal structure the same as Fe3A1, illustrated in Fig. 2) and a modulated structure preceded the appearance of a discrete second phase in the 20 at. pct Be composition. Here, a modulated structure refers to a periodic composition fluctuation within one crystal, while its lattice remains coherent. Subsequent work on a Fe-Be alloys by Heubner7 and von Heimendahl and Heubner8 confirmed the existence of the modulated structure, although only an FeBe (L20) ordered structure was detected (also shown in Fig. 2). Both Rich-man and Heubner corroborated the large increases in hardness during aging reported earlier, but other mechanical properties were not examined. Since modulated systems are encountered relatively infrequently, the influence of coherent modulation upon mechanical properties is not well-known. With the accumulation of information about age-hardening systems, it has become clear that many precipitation reactions cannot always be described by the concept of heterogeneous nucleation at some lattice discontinuity followed by diffusional growth. Rather, complex sequences involving prior "preparation" of the matrix are quite common; that is, a transition structure occurs in the parent phase, instead of in some "nucleus" form. Delineation of such subtle sequences appears to be a worthwhile step toward the understanding of solid-state precipitation. AFTER shock loading, mechanical twinning has been observed by several authors1-4 for a variety of fcc metals and alloys. It has been shown2,3 that low stacking fault energy materials deform primarily by the formation of mechanical twins and stacking faults during dynamic loading. Further, Inman, Murr, and Rose2 have shown that a correlation exists between the average hardness and the volume percent of mechanically twinned material in stainless steel. It has been observed in nickel&apos; that mechanical twins are produced during shock deformation if the peak pressure associated with the shock wave is greater than 350kbar. It is the purpose of this work to discuss shock-hardening mechanisms in nickel and to determine to what extent the initial condition influences the final response. The "flying plate technique" was used to generate planar shock waves with peak pressures as high as 710 kbar. The details of the technique5" have been discussed elsewhere and will not be repeated here. The material used in this study was polycrystalline nickel of 99.98 pct purity and had an initial grain size of 0.18 mm. Prior to any deformation, all samples were given a stress-relief anneal of 6 hr at 600°C in a vacuum furnace. After annealing, the initial condition of the samples was changed by cold rolling individual samples from 0 pct to a maximum of 80 pct reduction in thickness. This provided samples with controlled initial histories for shock deformation. Immediately after shock loading, the specimens were slowed and quenched by suitable arrangement of buffer material and water bath. This technique minimized specimen damage and the effects of shock heating on the samples. Since deformation twins in high stacking fault energy fcc metals are only produced at high stress levels, the initial defect configuration prior to mechanical twinning should greatly influence the number of twins formed. In fact, Zukas and Fowler7 have found that prestraining in iron and steel greatly suppresses the formation of mechanical twins during the shock deformation process. Following the methods of Warren and warekois8 and Cohen and Wagner,9 X-ray diffraction profile analysis was performed to determine the incidence of stacking faults and mechanical twins in the deformed nickel. Analysis was made on samples in the annealed, cold-rolled, shock-loaded, and cold-rolled—shock-loaded states. The estimated accuracy of the peak position measurements is *0.01 deg in 2?. Therefore the accuracy in the measurement of the relative peak shifts between the (400) and (222) diffraction line profiles is on the order of *0.04 deg in 2?. None of our measurements indicated peak shifts greater than 0.04 in 28. This would correspond to a fault density of -1 pct and sets the limit on the sensitivity of our instrument. Similarly, analysis of the shift in the center of gravity of the diffraction line profiles yields the minimum measurable value of the twin fault probabilitya to be -0.002. Fig. 1 shows mechanical twinning in nickel shock-loaded to 400 kbar. In this photograph, fault intersections are clearly visible. Insoluble residues from three sequences of Paleozoic marine evaporates (Retsof salt bed in western New York, Salado Formation in southeastern New Mexico, and Paradox Member of the Hermosa Formation in southeastern Utah) are rich in trioctahedral clays. Chlorite (clinochlore), corrensite (mixed-layer chlorite-trioctahedral smectite), talc, and illite (the only dioctahedral clay) are the dominant clay minerals; serpentine, discrete trioctahedral smectite (saponite), and interstratified talc-trioctahedral smectite are sporadically abundant. These clay-mineral assemblages differ chemically and mineralogically from those observed in most continental and normal marine rocks, which commonly contain kaolinite, dioctahedral smectite (beidellite-montmorillonite), illite, mixed-layer illite-dioctahedral smectite, and, in most cases, no more than minor quantities of trioctahedral clay minerals. The distinctive clay mineralogy in these evaporate sequences suggests a largely authigenic origin. These clay minerals are thought to have formed during deposition and early diagenesis through interaction between argillaceous detritus and Mg-rich marine evaporate brines.

Is an accurate measurement of the efficiency of a screen under a given set of operating conditions valuable? If so, what is the efficiency of a screen and how can it be measured? Sizing, especially of the finer sizes of material, has increased in importance in the development of flow sheets as a result of the perfecting of the rapid vibrating screens. More consideration should be given screens in the preparation of ball-mill feed, where they permit the admission of a dryer feed than the classifier. Where possible, the introduction of a screen ahead of the primary ball-mill, and the diverting of ore below, say, 4 mm. to a secondary mill, might result in a greater overall economy because of the thicker feed and the better adjustment of crushing media and mill operation to the reduction demanded. With the present trend back toward a combination of gravity methods and flotation, rather than flotation alone, the accurate, economical sizing possible with the new screens makes fine jigging a method to be considered. W. o. Borcherdtl and John Bland= discuss the screening problem and also the value of close sizing in the concentration of some of the rare-metal ores. If a screen is to be used, it should be selected in competition with others; other things being equal, that screen which makes the cleanest oversize should be preferred. The quality of the screening and the tons handled per dollar together determine the choice and, therefore, both of these must be accurately measured if a correct decision is to be reached. Too frequently in mill design, the capacity has been considered almost to the exclusion of the completeness with which the undersize is separated from the oversize. It is, of course, possible to increase the aperture of the screen, and thus insure the removal of a sufficiently coarse

I. INTRODUCTION AT the time of the discovery of America the old world had a scant supply-of the precious metals. Both the northern and the southern part of the new continent proved wonderfully rich in gold and silver and its treasures were eagerly looted; though the looting has lasted four centuries, the nines of its mountain chains are far from being exhausted. Even the later discoveries in Australasia and eastern Siberia could not rob the Western Hemisphere of its position as the greatest gold and silver producing region of the world, though finally the developments in a narrow and circumscribed area in South Africa wrested from the Americas their supremacy in the production of gold. Nevertheless the history of the two parts of the great western continent has been strikingly different. At first the Spaniards extracted vast treasures of silver from Mexico, Peru, and Bolivia, while Colombia and some placer deposits in Peru yielded a smaller quantity of gold. A couple of centuries later, a stream of gold began to flow from Brazil, the silver production from the countries mentioned above continuing strong in the meanwhile. Later on, the yield of South America diminished, but to offset this there began a wonderful series of discoveries in North America. The gold fields of California astonished the world; and when the cream of these had been skimmed off there began a no less amazing development of the Central Cordilleran gold and silver districts, which soon wade the United States the greatest producer of the precious metals. Aided by ever improving technique, extensive exploration, and a system of railroads, the yield was maintained and increased. Still later followed the discoveries of the gold fields of the arctic region and silenced those who had maintained that the zenith in gold production had passed. A NOTABLE feature of the practice of the American mining engineer is the fact that &apos;his field has been world wide, and the results of his work may be found in all countries. For this reason, the mining engineer is particularly interested in any legislation tending to restrict his freedom in this respect. In their zeal to improve the status of the professional engineer, those responsible for the enactment of the registration laws now in effect in various of the United States may have introduced a practice that will result very much to the detriment of the American mining engineer. He is preeminently interested in the maintenance of the professional "open door," and fame may be the reward of him who calls the first "International Conference for the Limitation of Restrictive Legislation." There is no reason why these United States should be the only country to regulate the practice of professional engineering and, in fact, the movement is spreading beyond its borders. Already, it is necessary for the mining engineer to be thoroughly conversant with the various state laws in order to insure his right to pursue his calling. It may soon be necessary for him to make sure of his status in foreign countries before undertaking work in them.

SINCE the discovery, of von Laue, that a crystal forms a natural grating for X-rays, our knowledge of the structure of solids has gone forward with rapid strides. This progress is not only of purely scientific interest, but has also yielded direct technological results. One of the most valuable results is the broadening of our knowledge of the structure of pure metals and alloys. To promote these studies it is often desirable to have at our disposal pieces of metal consisting of one single crystal. As is so often the case in the natural sciences, we obtain the best results by making our earliest experiments on pure, simple materials and avoiding unnecessary complications. The Cryogen Laboratory at Leyden followed this method with much success, because the work was done at such low temperatures that the heat movement of the atoms was almost&apos; absent. Similarly we can simplify the studies of metals by leaving out of consideration the influence of the grain boundaries and the mutual influence of the crystals by using unicrystalline instead of polycrystal-line metal. Methods of making single crystals have been scientifically studied during the past few years. Some methods were already known in the arts, but these have been improved and new methods have been developed. Philips&apos; Gloeilampenfabrieken, Eindhoven, Netherlands)— After the departure of our friend Dijkstra to the United States, investigations on the effect of alloying elements on the behavior of nitrogen in a iron were continued in Eindhoven. We too found internal friction curves with two separate peaks for iron containing nitrogen in addition to 0.5 atomic pct V or 0.5 atomic pct Mo. Our first publication on these investigations" appeared almost simultaneously with the paper now under discussion. At first sight our experimental results seem to be in harmony with their conclusions, but a closer examination reveals that in the case of the Fe-V-N alloy the abnormal peak is not controlled by one time of relaxation only. Whereas iron containing 0.5 atomic pct Mn or Mo absorbs an amount of nitrogen of about the same magnitude as that absorbed by pure iron under identical conditions, iron containing vanadium absorbs in addition one nitrogen atom for every vanadium atom. This last amount, far exceeding the first amount in the case under consideration, combines chemically with the vanadium and causes no internal friction. The "free" nitrogen in the vanadium alloy gives rise not only to a damping peak corresponding to that in pure iron but— due to the presence of VN particles in the metal—also to the abnormal peak at higher temperatures. The VN particles create interstitial sites around themselves where the free nitrogen atoms are bound much tighter than in the normal interstices. These abnormal interstices, therefore, will capture free nitrogen atoms rapidly, whereupon these give rise to the abnormal damping. The binding energy in the abnormal interstices is not the same for all, and with coarsening of the VN precipitate the distribution of these energies is displaced toward the side of stronger binding. This is deduced from a shift of the summit of the second peak toward higher temperatures (from 80" to 88°C in our experiments) caused by prolonged heating at 950°C. IF it had not been for the testimony of former Secretary of the Interior, Harold L. Ickes, before the Senatorial investigating committee the public would have heard little about the Federal Government&apos;s suit against California for the ownership of the tidelands. The Ickes-Pauley dispute brought to public attention that the California tideland oil deposits are the last remaining large Federal oil reserves. Ickes contends that these tideland oil deposits belong to the nation for the benefit of all the people of all the states and not solely to the State of California. Ickes also accused California oil man Ed Pauley of offering to give $330; 000 to the Democratic party fund if Ickes would drop the Federal Government&apos;s suit against the State of California for the ownership of said tidelands. The tidelands may be considered as the land bordering the coast line between mean high tide and outward under the ocean for a distance of a marine league, or about three statute miles. This strip of land along the coast of southern California contains large oil deposits which have a present and future prospective value of several billion dollars.

LESS advances in the technology of non-metallic minerals than for several years past mark 1931, and the cause is easily found. The universal depression and decreased markets for non-metallic as well as other mineral commodities has forced the producers to cut out all unnecessary expense and reduce operating costs to a minimum in order to keep going, even on a reduced output, and to prevent insolvency. The result. has been that but &apos;little research has been carried on, and such as has been completed has in but few cases been put into commercial practice on account of the expense involved in new equipment and plant changes. The trend in the industry has been more economic than technologic, and the greatest effort put on market studies and sales attempts to expand markets and scrutiny of present operating &apos;practice leading to reduction of cost of production. This tendency has been increased by highly competitive conditions and the buyer&apos;s market which has prevailed and to the fact that price has been a greater factor than quality in placing orders. Only in cases where improvements in technology would immediately and effectively reduce costs or where in special cases there was but little competition with almost a monopoly control has actual technical development taken place.

IT is, of course, expected that manufacture of the various metal powders should involve numerous methods adapted to the specific characteristics of the metals themselves. Several methods for powdering a particular metal may be available, but the physical characteristics of the powder as produced by the several methods may be quite different. In the final analysis, the application of the metal powder dictates the physical properties that the metal powder must possess, and this, to a very large extent, will determine which of several possible methods of manufacture is adopted. Sometimes powder of the same metal is produced by more than one method, each powder having specific characteristics that make it particularly suitable for its application. For purposes of classification, the various methods of powdering metals can be grouped as follows: 1. Machining. 2. Milling (by ball mills, stamps, attrition mills, etc.). 3. Shotting (pouring molten metal into water, air, etc.). 4. Granulation (by stirring molten metal while solidifying). 5. Atomizing (disintegrating by steam, compressed air, etc.). 6. Condensation of metal vapor. 7. Reduction of oxide powders. 8. Chemical precipitation. 9. Electrolytic deposition. 10. Sintering (for producing alloy powders). 11. Formation of an alloy followed by dissolving or otherwise remov-ing one of the alloying constituents.

The precipitation of the nitride Fe4N from the solid solution of nitrogen in a Fe and of the phosphide Fe3P from the solid solution of phosphorus in a Fe both lead to the formation of structures that may be easily identified as Widmanstatten figures, within the meaning of the term as used in this series of papers. A complete solution has been obtained for the figure formed by Fe4N. The structure of Fe3P, however, is not fully known and a complete solution of this figure thus cannot be obtained; nevertheless, a study of this figure has furnished some new information. Precipitation of Fe4N from Alpha Solid Solution of N in Alpha Fe Constitution of System Iron-nitrogen A knowledge of the constitution of the whole of the Fe-N system is unnecessary for this work, though the recent studies by Eisenhut and Kauppl and by Lehrerz have clarified most of the moot points; it is sufficient for our purpose to state that a Fe of high purity dissolves 0.42 per cent of nitrogen in solid solution at the eutectoid temperature, 591&apos; C., and that this solubility decreases at first rapidly and then more slowly until at room temperature the solid solubility amounts to approximately 0.1 per cent nitrogen.3

A DISLOCATION mechanism has been described by Cottrell&apos; by which metals can yield locally, I. form Liiders bands, giving rise to a characteristic stress-strain curve with a sharp yield point and appreciable strain at constant or decreasing stress. It is undoubtedly the best mechanism that has been suggested to date." In its present development, however, the dislocation mechanism provides a more satisfying explanation for the sharp yield point than for the extensive localized flow occurring at the lower yield stress. The primary objective in this paper is to extend the dislocation mechanism to account for localized cataclysmic flow by a dislocation collision process and to give experimental evidence to support such a process. Only the yielding of iron containing carbon -will be discussed, although other metal-solute systems are known to behave similarly. Cottrell Mechanism In brief, Cottrell explains the yield point in the following way: The dislocations in iron which must propagate to produce slip usually lie at the center of local concentrations of carbon atoms, since segregation about these dislocatlons relieves some of the local stress resulting from them. A dislocation surrounded by a "cloud" of carbon atoms is thus anchored, and a higher stress is required to set it in motion than to move a free dislocation. Considering all available dislocatlons to be anchored in this fashion, the iron exhibits a yield point when the first dialocations break free and move through the lattice causing slip. This first breaking away of a dislocation enables other dislocations to break loose by "interaction" and the process becomes a cataclysm producing local deformation or Luders bands. The yield point in the stress-strain diagram for iron is absent in freshly deformed material, but returns gradually with time; the phenomenon is one aspect of what is called strain aging. The rate at which the yield point returns following straining depends on the temperature of aging. According to Cottrell the rate of return of the yield point in strained iron is limited by the rate of diffusion of carbon at the aging temperature, the mechanism is onr: of reforming the solute atmospheres around carbon-free dislocations that had stopped moving coincident with the removal of stress. If the specimen is retested immediately after straining and unloading, carbon will not have had time to diffuse to, and re-anchor, dislocations and the yield point will not occur. The carbon diffusion limitation for the rate of strain aging apparently applies if the criterion for strain aging is either the change in hardness" or the change in electrical resistance" of the strained speci- men with aging time. The possibility exists, however, that the yield point actually returns to strained iron at some rate other than that deduced from hardness or electrical resistance data. Therefore, as a preliminary experiment, the rate of yield point return in a rimmed sheet steel strained 6 pct in tension was measured at 27°, 77°, and 100°C. A plot of yield-point elongation for each of these temperatures against aging time appears in Fig. 1. The aging process is described by curves which rise to a plateau value of elongation that seems independent of temperature, but at a rate that depends on temperature. Very long times lead to a further rise in the yield-point elongation above the plateau value. However, if the later increase in yield-point elongation is ignored and the log of the time to reach half the plateau value of elongation is plotted against 1/T, a straight line results for which an activation energy of about 25 kcal pel- mol may be assigned. Within the accuracy of this sort of experiment this is approximately the activation energy for the diffusion of carbon in iron (20 kcal per mol), and the carbon diffusion limitation suggested for the yield-point return on strain aging is valid. The Cottrell mechanism thus explains in a qualitative manner the occurrence of a yield point in iron and its return with strain aging. It fails, however, to explain some of the other experimental observations that have been made of the yielding behavior of iron. For example, it is known that the yield point in iron becomes less pronounced with increasing grain size. Annealed single crystals of iron have very small yield-point elongations .if indeed they have any,&apos; compared to a polycrystalline steel. If the only requirement for a yield point is that the dislocations in the lattice of the annealed. material be anchored by carbon atoms, the difference in the behavior of single crystals and polycrystals is not explained. That a dislocation mechanism may be entirely consistent with little or no yield point in an annealed single crystal will become apparent later when dislocation interaction is discussed. The United States has never been a large coal exporting nation, and normally such shipments, aside from those to Canada, have been relatively small. Since the first railroad was built across the Allegheny Mountains, the imports have been quite small also, although fairly large tonnages of Canadian coal have moved into the extreme northeastern and northwestern states at times. In Table 21 are shown all data available about these shipments from 1790 to 1939, inclusive.

THE following statement is contained in an article entitled "Mortgaging the Future." by Walter C. Teagle, president of the Standard Oil Co. of New Jer-sey, appearing in the current issue of the Lamp, the official organ of the Standard Oil Co.: "During the last eight months the domestic daily production. of crude oil has risen 300,000 bbl.. which means that no less a volume than 2,500,000 bbl. now are coming to market each day. . . . Every twenty-four hours 250,000 bbl. more than the consumer required are being added to our surplus oil storage. The temporary advantage of cheap petroleum products and the availability of fuel .oil, for a widespread use as a substitute for coal are not being weighed against the time when scarcity may follow on the heels of plenty and the public of tomor-row may have to pay for today&apos;s excesses. The over-production of crude and its consequences constitute a problem of national import which far outweighs the temporary advantages either to a part of the industry or to sections of the public.

The tellurium-rich region of the Sb-TI-Te ternary system was investigated by means of DTA, metallo-graphic, X-ray, and electron beam microprobe techniques on the sections Sb2Te3-T12Te3, SbTlTe2-Te, SbT1Te2-Sb2Te3, and SbTlTe2-T12Te3. The phase behavior of this region is summarized in terms of four ternary invariant reactions and a schematic reaction diagram is suggested. Isopleths for the sections SbT1Te2-Sb2Te3, Sb2Te,-T12Te3, and SbTlTe2-Te were constructed, and a schematic diagram of the projections of the liquidus lines and invariant planes is presented. No evidence was found to support the existence of the ternary compound "SbTlTe3", or pseudo-binary behavior of the section T12Te3-Sb2Te3, as reported by Borisova and Efremova. Electrical conductivity, Seebeck coefficient, and thermal conductivity measurements were made at room temperature on fully annealed samples. 1 HE phase relationships in chalcogenides are often complex and difficult to resolve, particularly since the approach to equilibrium is a rather slow process. For example, the phase diagram of the T1-Te binary system was in doubt until clarified by Rabenau et al.,1 the phase fields at compositions near Bi2Te3 in the Bi-Te binary system have only recently been satisfactorily elucidated by Glatz,2 and there may still be some question as to the extent of the Sb2Te3 field in the Sb-Te system.3-5 In ternary systems, the existence of the compound "AgFeTe2" was the subject of a number of conflicting reports6-8 and the stoichiometry of the composition "AgSbTe2" was in doubt for a period of time.9 Recently, questions have arisen regarding the existence of certain compounds in the ternary systems Bi-Tl-Te10-14 and Sb-Tl-Te.15 The impetus for studies of these latter systems stemmed from the report of Borisova et a1.10 of a congruently melting ternary compound, "BiTlTe3", which apparently had extremely favorable thermoelectric properties for room-temperature cooling applications. Attempts by other investigators to produce the compound or confirm the transport properties proved to be unsuccessful.12-14 Recently, Chiang and Gluck14 reported studies of the phase relations in the tellurium-rich region of the Bi-T1-Te system which indicated that the section T12Te3-Bi2Te3 was not pseudobinary as suggested by Borisova et a1.10 The contention of Spitzer and sykes12 was supported that the composition "BiT1Te3" was multiphase, with the primary constituent actually being BiTlTe2, a compound whose existence has been well demonstrated.16,17 The investigation reported in the present paper was prompted by a later report of Borisova and Efremova15 on a similar study of the section T12Te3-Sb2Te3 from the Sb-T1-Te system. They also claimed this section to be pseudobinary, and that a ternary compound "SbTlTe," was formed peritectically. Some "preliminary" crystallographic data were given for the compound and thermoelectric transport properties were presented. In view of the questions concerning the behavior of the Bi-T1-Te system and the existence of the compound "BiT1Te3" it was suspected that the Sb-T1-Te system might behave in a similar fashion, particularly in light of the known existence of a compound SbT1Te2, iso-structural with BiT1Te2.17 Consequently, an investigation was undertaken to clarify the phase relationships in the tellurium-rich region of the Sb-T1-Te system. It is the purpose of this paper to present the results of this study, including a representation of the phase relations, isopleths for various composition sections, and the determination of some phase compositions and transport properties. EXPERIMENTAL PROCEDURES Commercially available high-purity (99.999+ pct) elements, purchased from the American Smelting and Refining Co., were used for the sample preparation. All samples were made from thoroughly mixed powders of previously prepared master alloys: SbTlTe2, Te, Sb2Te3, and T12Te3. Stoichiometric quantities of the constituents for each 10-g sample were weighed into a specially cleaned fused silica tube and sealed under a vacuum of better than 5 x 10-5 torr. The sealed constituents were fused and reacted at 650° to 750°C for at least 4 hr under continuous agitation in a "rocking" furnace, and the resulting product was air-cooled. The tube was opened and the sample was ground to a powder. A portion of the powder was rebottled in a DTA tube under vacuum, and the rest of the material was similarly resealed in a separate tube, re-fused in the rocking furnace, and again cooled to make the ingots for electrical and microstructural studies. All samples were subjected to further heat treatments as discussed in the section on experimental results. Each DTA tube was made of 7-mm-OD fused silica tubing with a concentric 2-mm-ID depression about 4 mm long formed in the bottom to accommodate a thermocouple. The size of a DTA sample was 0.5 to 1.0 g. An Aminco Thermoanalyzer whose accuracy was within 2°C18 was used for the DTA measurements. The metallographic samples were prepared by conventional techniques. A solution of FeCL dissolved in a methanol-HC1 mixture was found to be the most satisfactory etchant. Electron beam microprobe scanning and point-count examinations were made on polished and unetched samples using an ARL Electron Microprobe at an electron beam voltage of 20 kv. The detectors were set to receive characteristic La1 radiation. INTRODUCTION Rock slope stability typically is governed by the geological discontinuities. This stability can be improved by drainage, unloading, adjustment in slope orientation, adjustment in slope angle, and also by reinforcement such as bolts or tendons. This paper addresses the modeling of bolt reinforcement in rock slopes. Most geological discontinuities such as joints have rough surfaces; they dilate during shear displacement. Their shear strength is characterized by two envelopes (Fig. 1); the peak envelope is distinct from the residual envelope when the joints can dilate. If the dilation is restrained transversely, such as with bolts, the normal stress will increase and the joint strength also will increase. It has been demonstrated that this increase may be considerable (Obert et al., 1976). The new normal stress at peak strength is a com- posite function of the properties of the rock mass and of the steel (Heuze, 1979). Hence, the dilation and its resultant effects on joint shear strength must be included in the analysis and design of the reinforcement. We present a model which can be used to perform such an analysis. Early studies of rock reinforcement in mining and civil applications (Lang, 1957 - Panek, 1962 - Osen and Parsons, 1966 - Lang, 19721, did not consider the specific effects of bolts on joint shear strength. In 1973, Heuze and Goodman reported direct shear tests on rough sandstone joints with bolts perpendicular to the joint plane (Fig. 2).
