A Meeting of the San Francisco Section was held on May 7, 1917. Chairman Shockley was in the Chair. The Section was honored by the presence of President Moore and Secretary Stoughton of the Institute. C. W. Merrill introduced President Moore, who then spoke to the Section on the Aims of the Institute. He discussed the possibility of improving the standards of membership by introducing a classification of membership. The present rigid investigation of applicants was pointed out by him. He spoke of the important influence that the local Sections can exert on the Institute and of the importance of sociability and informality at the meetings. Secretary Stoughton, who was introduced by the Chairman, emphasized somewhat the same points. He mentioned the need for making the Bulletin of the Institute more, interesting than it is at present, this to be accomplished by raising the necessary funds by increased advertising. He asked for an expression of opinion on this point. He. said that the employment department of the Institute is now used extensively. At the request of Mrs. Mark L. Requa, Mr. Stoughton. announced that a San Francisco branch of the Woman's Auxiliary of the, Institute was being formed and asked that the ladies of the members' families send in their names to Mrs. Requa or to the Secretary of the Institute.

HUNTOON Since the annual meeting in February, the New York Section of the Institute has held three meetings. The meeting-on March 10 was held in conjunction with the American Society of Mechanical-Engineers and the American Electrochemical Society, at the Engineering Societies Building. The papers of the evening were devoted to records of progress in the Processes for the Photographic Reproduction of Natural Colors. The speakers of the evening were F. E. Ives, one of the earlier workers in color photography, Westley Allison, C. W. Robinson, George F. Clyfton, John B. Taylor, and Henry Hess. The April meeting was held on April 22 at the Institute headquarters, and the topic for discussion was Sanitation in Mining and Metallurgical Work. The principal paper was by J. W.. Luther, chief surgeon of the New Jersey Zinc Co. This was followed by a similar paper by Charles L. Close, secretary of the Welfare and Sanitation Committee of the United States Steel Corporation, and by an account of the sanitation work done in Cuba by the Spanish-American Iron Co., which was read by the Chairman, in the absence of Charles F. Rand. Following these papers general discussion was indulged in.

The 48th convention of the International Union of Mine, Mill and Smelter Workers, held in New York City recently, saw delegates vote funds for a new organizational drive expected to begin immediately. John Clark, union president, told members in his keynote speech, that the union would be in a better position to make demands if it extended its membership to all phases of the nonferrous -industry. He told the 250 delegates that union leaders have already laid extensive groundwork for the campaign. Clark said: "I am proposing here that we concentrate on organizing during this coming year. I am proposing that we throw a heavy amount of re sources in organizing. That means financial resources as well as re- sources of staff ."

• Phelps-Dodge Corp. signed an agreement with the Defense Materials Procurement Agency to increase copper production from the east ore deposit of the company's Copper Queen branch at Bisbee, Ariz. The company agreed to undertake a $25 million expansion program, including construction of a concentrating and leaching plant at the Bisbee mine and enlargement of the Douglas smelter. The Government agreed to buy the first 112,500 tons of the first 150,000 tons produced at 22e per lb if the company could not sell at a higher price. The new facilities will have a yearly capacity of 38,000 tons and should be in production by late 1954 or early 1955. • American Smelting & Refining Co. has started construction of a new building to house the Central Research laboratory at South Plainfield, N. J. It will have approximately 75 individual laboratories and an equal number of offices and shops. Modern apparatus to be installed will include electron microscopes, electric and fuelfired furnaces, miniature copper refineries and zinc plants, wire drawing machinery, and large pilot plant laboratory. At a meeting of the New York Section, held at the Machinery Club on Jan. 19, 1916, the topic, for the evening was The Problems of the Naval Consulting Board, on which board are four prominent members of the Institute. The speakers of the evening were W. L. Saunders, president of the Institute, Dr. L. H. Baekeland, and Commander A. B. Fry, chief of staff of the New York Naval Militia. After Chairman Browne had laid before the meeting certain business matters, he introduced President Saunders, who presided during the speech making and delivered the first speech. The letter from President Wilson to Mr. Saunders and the presidents of the other national engineering societies, inviting their cooperation in a scheme for mobilizing, as it were, the industrial capacity of this country, had just been made public (see a previous page of this Bulletin) and President Saunders described in considerable detail the origin, purposes, and scope, of the work to be undertaken in this direction. Each of the five national scientific societies is to select a representative from its resident members in every State of the Union, that is, the mining engineers will have 48 representatives, likewise the electrical engineers, the chemists, the civil engineers, and the mechanical engineers. Thus, there will be a representative body or board of five members in every State, one from each of the five societies or institutes. Each committee will investigate the manufacturing and producing possibilities in its own state, and will gather information as to the capacity of every industry which may be capable of supplying things that are needed for the sinews of war. Industrial preparedness means something more than mere capacity to make shells. The field covers food, clothing, hospital equipment, motors, animals, telephones, telegraph and railway accommodations, and a myriad of small details.

U.S. Signs Pact With Miami Copper Miami Copper Co., of Arizona has agreed to mine lowgrade copper ores in an extension of its Globe-Miami mining district operations at a guaranteed price of 27.35[] per lb, under a contract signed with defense Materials Procurement Agency. Terms of the contract call for delivery of 230 million lb of refined copper between 1955 and 1962. DMPA said highgrade ore in the de posit will soon be exhausted and it is considered advisable to have Miami continue the operation. The Government has an option to buy 120 million lb of refined copper from present production at market prices. Miami will develop the new ore- body at its own expense-estimated at $3 million. If losses under the new contract reach a specified point, Miami may cancel the agreement. The company plans to use the block caving method in the underground operation.

IN making a comparison of mine inspection methods in Europe and the United States, it is necessary to have some basis to start from, which makes this subject rather difficult, as such methods are governed largely by the authority given the inspector by the mining laws. In the United States there are 31 coal producing states and territories and 32 different mining laws under which inspectors operate, as one state-Pennsylvania-has both a bituminous and an anthracite code. Some of these codes are distinctly coal mining codes; others are essentially coal mining but apply also to other mines; several codes are sub-divided referring partly to coal mines and partly to other mines, and a few codes are mainly metal mining but apply in part to coal mining. Having all these different codes in the United States and the departments organized in a variety of different ways, there is of necessity a great difference in inspection methods in this country.

THE investigation reported herein was undertaken to obtain data to supplement those presented in an earlier paper,' particularly for longer times at a higher temperature. This information may further develop our knowledge of the mechanism of diffusion in substitutional solid solutions. Diffusion of solute atoms interstitially dissolved is not difficult to visualize; it can take place without much disturbance of the solvent atoms. The mechanism of diffusion of solute atoms substitutionally dissolved is not so easily understood. Many theories have been advanced. Rosenhain,2.3 Frenkel,4 Smekal,5 Langmuir,3,6 Steigman, Shockley and Nix,7 and Johnson8 all proposed theories to explain diffusion. Langmuir's proposed mechanism consisted of a simple cyclic interchange of atoms involving an interchange in lattice positions of four or more atoms. This mechanism, accepted by the author at the time of his previous publication,' and apparently quite generally accepted, required a net exchange in positions of both solute and solvent atoms in equal numbers. In other words, the rate of diffusion of the solvent and solute atoms would be the same. That this cyclic interchange in lattice positions of solute and solvent atoms in equal numbers is the only true mechanism of diffusion is denied by the evidence presented in this paper. EXPERIMENTAL PROCEDURE This modification of similar procedure1 will be outlined briefly. The method consisted of the following steps: I. A pure Muntz metal (60.6 per cent Cu, 0.1 per cent total impurities) that was almost all beta brass at 780°C. was chosen. 2. The brass was turned between centers in a lathe to a diameter of 0.5965 inches. 3. After the brass was cleaned, it was electroplated with pure copper to a diameter of about one inch. 4. The sample was heated slowly to 400°C. under reduced pressure and held at that temperature for 4 hr. to remove occluded gases. It was then cooled to room temperature. 5. The sample was heated to 780°C. ±3°C. and held at that temperature for different lengths of time; then quenched. Samples were cut off each time after quenching. Metallographic samples 34 in. thick were removed at I hr., 6 hr., 24 hr., 96 hr. and 701 hr. After 96 and 701 hr. samples of about I in. were removed for X-ray analysis. 6. The metallographic samples were polished on the cross section and photo-micrographs were taken. 7. The I-in. samples were polished and etched on both ends. With the aid of a microscope each was carefully mounted in a four-jaw chuck in a lathe, so that they could be accurately bored for an arbor. 8. Turnings were taken for each X-ray sample. After each set of turnings, the sample was heated in an oil bath for about 3a hr. at 300°C. It was then etched in 25

New measurements of graphite and cementite solubilities in ferrite have been obtained to resolve disagreements among previous data. To measure graphite solubility, specimens of iron were equilibrated with rarious carburizing atmospheres at temperatures be-twee~z 480" and 1435°C. The carbon activity of each atmosphere relative to graphite was taken from published data. After quenching from each equilibration treatment the concentration of carbon (typically 10 pprn by wt) was determined from the height of the Snoek peak in the internal friction spectrum. A few inclividual analyses by combustion support the reszdts of Smith on the solubility of graphite near the eutectoid temperature. Combination of these combustion and internal friction analyses determines In a, (at 0.01 wt pct) = 24,000/RT - 12.72, where a, is the activtity relative to graphite in ferrite at fixed cornposition. The same specimens were used to determine the solubility of self-stressed cementite precipitates. The results indicate solubilities of 6.3, 23.2, and 68 pprn carbon by wt at respectively 400°, 500". and 600°C. The once large discrepancy between the cementite solubility determined by internal frictiori and that calculated from flee energy data has been almost completely resolved. A recent study1 (hereafter designated I) on the solubility of cementite in a iron did not fully resolve the disagreement among previous data. The remaining disagreement is illustrated by the phase diagram in Fig. L The data of I are represented by the line labeled "stress-free" cementite. They determine a heat of solution of cementite of (14.8 * 0.2) kcal per mole which contrasts with the (20 * 1) kcal per mole derived from Smith's graphite solubility2 and the formation energy of cementite.3 Toward resolving this disagreement we have obtained new data on the solubilities of graphite and cementite. METHODS As in I the Snoek peak in the internal friction spectrum was used to measure the concentration of carbon dissolved in ferrite. This method relies on the relation C=kQ-1 [1] in which C is the concentration of dissolved carbon, Q-I is the Snoek peak height, and k is a proportionality factor which is a function of the peak temperature, polycrystalline texture, and other parameters characteristic of the ferrite lattice. To determine true heats of solution via Eq. [1], it is necessary to establish that k is independent of the temperature from which the specimen is quenched. Some evidence on this point is contained in a separate report.* Additional evidence is shown by the data points in Fig. 1. These represent the Snoek peaks of two specimens carburized to about 10 ppm C, copper plated, and quenched first from 888º then from 588°C. The copper plate was removed before each Snoek peak measurement. These data show that there is no detectable dependence of k on quenching temperature. The solubility of graphite was determined by repeatedly carburizing various specimens of iron wire with gas mixtures of known carbon activity relative to graphite. To cover a wide temperature range within the a phase boundaries it is desirable to use as low a carbon concentration as is compatible with reasonable precision. IN a previous paper,1 the use of a split graphite tube resistor as a heater element for high-temperature furnaces has been described. The principal advantages of this type of construction are: I. The quadruple resistance or voltage compared with the top-bottom clamp resistor furnace. 2. Free expansion of the resistor. 3. The ease of protection from oxidation by air. 4. The firmness by which it may be held in the compact split clamp. This construction appeared to be well adapted for the fusion of high melting metals which require fusion in a vacuum. Zirconium metal had previously been melted at the Albany Laboratory of the Bureau of Mines in a vacuum arc furnace on a water-cooled plate, using a movable tungsten top electrode.2 When larger furnace capacities were desired, this type of construction proved to have its limitations as the largest tungsten rods available were about 7/8in. in diameter. The supply of direct current of high amperage for producing the . desired arc characteristics was also not available. Considerable difficulty was also found in compensating the atmospheric pressure on the flexible tubing of the movable electrode, at the same time keeping its movement sufficiently free to enable the striking of an arc on any part of the metal briquet. Among the various materials used for the electrodes in conducting experiments in the vacuum arc furnace was graphite. It was found that zirconium fused in a graphite cup with a carbon arc was contaminated to only 0.2 pct carbon. It was therefore decided to melt zirconium directly in graphite crucibles. A high-frequency furnace was first used in the attempt to melt the zirconium in graphite crucibles. The high-frequency heating coil was placed outside a silica tube which was evacuated by means of an oil diffusion pump backed up by a mechanical pump. The graphite crucible was thoroughly degassed at 1900°C before use. Considerable difficulty was experienced in operating at such temperatures in vacuo because, as shown by Zintl,3 carbon vapor formed and reacted with silica according to the reaction: Si02 + C = SiO + CO. The silicon monoxide which is volatile at these high temperatures reacted with the zirconium, thereby contaminating it with silicon and oxygen. The presence of carbon monoxide was detected by means of a gas discharge tube placed in the vacuum system as indicated by the pale blue glow of the tube as soon as carbon vapor started to react with the hot silica. THE Exposed Treasure gold-mine has, for the past four years, been one of the largest producing mines of Southern California, its annual output having constituted 1 per cent of the total gold and silver production of the entire State. At the present moment the property is idle, owing to the large quantity of water encountered oil the lower levels, which will require the installation of a powerful pumping-plant before operations can be recommenced. Moreover, a prompt change in the character of the ore has occurred at water-level, which makes imperative an extensive campaign of development in the region of the unoxidized ores before a plant adapted to their treatment can be definitely decided upon. The character of the changes encountered in these deeper ores makes the geology of this deposit a matter of importance, not only for the immediate district, but for the desert region of Southern California in general, where many mines exist having in the oxidized belt conditions that, in many respects, resemble those in the Exposed Treasure mine. The deposit is situated in an apparently isolated butte about 2.5 miles south from the town of Mojave, on the Mojave desert; The butte, though apparently isolated, is in fact geologically part of an extinct volcano, known as Soledad butte, which rises out of the plain 1,5 miles SW. of the mine, to an altitude of 4,650 ft. above sea-level. Other buttes also rise from the desert plain toward the south and east, and again to the westward, all being closely related geologically to Soledad butte,-the whole constituting a single system as to origin and time. The annual meeting of the St. Louis Section was held at the St. Louis Club, Saturday evening, Mar. 10, 1917. Philip N. Moore, President, and Bradley Stoughton, Secretary of the Institute, were the guests of the Section. The meeting was preceded by a dinner, at which 70 were present, and was presided over by F. W. DeWolf. Addresses were made by Mr. Moore and Mr. Stoughton. The routine reports of the officers were- presented and the Executive Committee named above was elected for the current year. The special business of the meeting was a report of progress concerning the arrangements for the Institute meeting to be held in the St. Louis Section district, Oct. 8 to 13, 1917. The general program for the meeting met with the cordial approval and cooperation of the members of the Section. This article presents a simple arithmetic derivation for the relationship between sharpness of classification and circulating load, as well as world-wide industrial data which are compatible with the derived equation. It is shown that the sharpness of classification decreases with increasing circulating load. Based on the evidence available a comparison is presented between the performance of the present-day hydraulic classifiers. In a continuously operated closed circuit grinding system the tonnage and the fineness of the components may be indicated as follows: Eq. 8 expresses the relationship between sharpness of classification and circulating load in closed grinding circuits. If CL = 0, E = 100% according to the definition used. This, however, is a purely theoretical case because any apparatus to be called a classifier must produce the conventional two products. Furthermore, if CL = m, E =0%. In order to visualize the meaning of Eq. 8, the effect of factors d (fineness or percentage of under-size of classifier overflow at size x) and b (fineness or percentage of undersize of classifier sands at size x) should be studied. By the most rigid standard, factor d should be given the value of 100%. By so doing the size of classification is defined as that screen size x through which 100% of the classifier

THE ball mill has superseded stamps for the reduction of gold ores in most of the recently designed plants, partly because stamps are not suited to die fine grinding required for flotation, and partly to save space and construction cost. Experience with these new mills seems to confirm the idea that it is more difficult to recover bold from a ball-mill product than it is when stamps are used for crushing. Microscopical examination of particles of gold that have passed through a ball mill show that the gold has been pounded into exceedingly thin flakes coated with a talcy surface, making it more difficult to save by amalgamation, flotation, or concentrating. Bearing in mind that gold is extremely malleable, it seems reasonable that this should be so. Contrast the action in a stamp battery, where the crushing is by impact in the presence of mercury, to the grinding and rolling under pressure in a ball mill. It is well known that a better recovery can be obtained by panning or amalgamation from a sample of ore that has been crushed by mortar and pestle than from one reduced on a bucking board.

•Mineral Development Corp. of Salt Lake City, Utah purchased the Somerset and Oliver coal mines from the Kaiser Steel Corp. The mines are located at Somerset, Colo., about 75 miles east of Grand Junction, Colo. Somerset Town, with housing for 600 persons was included in the transaction. The mines employ 115 miners and have a combined capacity of 1750 tons per day. The Minerals Development Corp. is headed by Claude P. Heiner and is controlled by Godfrey L. Cabot, Inc. of New York and Boston. The Cabot Company is a major producer of carbon black. • The Dept. of Interior has announced that the name of the Defense Minerals Administration will be changed to Defense Minerals Exploration Administration. The new name of this defense agency more nearly describes its duties, since the mineral programming, procurement and claimant functions of the former DMA have been transferred to the Defense Minerals Procurement Agency. C. O. Mittendorf, formerly acting administrator of DMA, is serving as acting administrator of the new DMEA.

THE RELATION OF THE ENGINEER TO RECONSTRUCTION FIFTY-THIRD MEETING OF BOSTON SECTION The fifty-third meeting of the. Boston Section was held April 28. The speaker of the evening was the new president of the Institute, Mr. Howard V. Winchell, who spoke on "The Relation of the Engineer to Reconstruction." He told of the part engineers had played in the war and paid tribute to Herbert E. Hoover as an example of what engineers can do. He said that engineers are not taking enough interest in politics, although it is badly needed as shown by the evidences of Bolshevism even in America. Conditions have suddenly changed; whereas we formerly borrowed money we are now loaning widely to foreign countries and our investments, abroad have to be protected. A committee is badly needed to investigate and determine the actual conditions. The Government has already been invited to cooperate with the Institute along professional lines and this should lead to closer contact between our Society and the Government. Mr. Winchell then went on to describe some of the mining conditions in Russia. He brought out the point that the rich platinum deposits are exhausted and only the poorer sands remain. The largest copper properties average less than 2 per cent. copper and there are some 4,000,000 tons available in .the Caucasus region near Batum. There are approximately 100,000,000 tons of high-grade manganese ore scattered in small deposits in the eastern Ukraine. There are some copper mines in the East, butt they are almost exhausted. The Baku oil field is the second largest in the world and there is probably oil in Persia. There are also manganese in Siberia and coal veins of enormous thickness.
