The emergence of Impact and Benefit Agreements (IBAs) in the Canadian mining sector has been read by many as a positive governance innovation. Negotiated directly between mineral resource developers and Aboriginal communities with limited government interference, IBAs serve to manage impacts associated with a mining project and deliver tangible benefits to local communities. Notwithstanding their increasing use and significance, limited systematic analysis has been undertaken to determine whether they are, in fact, working. This paper reports on the effectiveness of a number of IBAs negotiated in support of three northern Canadian diamond mines, drawing on evidence from time-series data, key informant interviews, and focus group meetings in Yellowknife and Dettah, NWT, and Kugluktuk, NU. While some deficiencies were apparent and perceptions of effectiveness varied somewhat by Aboriginal community, the IBAs were generally found to be meeting their objectives, especially with respect to the delivery of benefits. For Aboriginal communities affected by mineral development in the Canadian North, this represents a significant change to typical outcomes of the past. Moving forward, research on IBA effectiveness needs to adopt a longer timeframe and begin to gauge the degree to which IBAs are able to address long-standing concerns associated with hinterland resource extraction beyond their agreement-specific objectives.

"Many power-based grinding models exist, and most operators are familiar with Fred Bond's ""third theory"". Bond's model is most commonly used to describe primary and secondary grinding to product sizes above, for example, 100 µm. Operators sometimes use Bond's equation to describe grinding in situations where it is not appropriate, such as fine grinding below 50 µm. Using an alternative model would be a better choice in this situation.Bond's equation is one in a large family of models. Related equations better suited to fine grinding include the “signature plot”, Von Rittinger's model and Charles' equation. These models have a similar form to Bond's and can be fit to industrial regrind mills and laboratory tests using the simple regression tools in the charts of computer spreadsheets. Operators will find that fine grinding calculations are both easier and more accurate when using the alternative equations to fit their regrind milling surveys or when performing laboratory regrind mill scale-up for plant design.None of these models are new: Charles' equation was published in 1957 and Von Rittinger's model was proposed in 1867. A quick refresh how to apply these equations can turn these oddities from the undergraduate curriculum into useful tools for plant optimization. They can be fit to any type of mill including stirred and tumbling ball mills.IntroductionBuilding a case for fine grind modelling requires reviewing some theory before building a framework for doing fine grinding calculations. The actual calculation procedure recommended is easy and can be applied by plant metallurgists. Don’t be frightened by the theory; the end result is reasonably simple.The observation that mineral breakage is related to the absorption of energy is usually attributed to Von Rittinger (1867). Lynch and Rowland (2005) describe that the ability to empirical test and calibrate energy models of breakage didn’t exist until the widespread adoption of electric motors in the mining industry during the 1930’s and 1949’s. A series of technical papers published by the Allis Chalmers company during the 1940’s demonstrate that they were attempting to do such a calibration using Von Rittinger’s model which is usually stated as: “the energy consumed in the size reduction is proportional to the area of new surface produced.”"

Paper presented at the 28th International Geological Congress held in Washington DC, July 1989 (International geochemical mapping sessions). The results suggest that meaningful geochemical maps can be produced from very low-density surveys, and that existing data sets could perhaps be incorporated into such a map series with the use of a system such as Uniras software. There are still many problems to be resolved, however, including the compatibility of data derived from different analytical methods, and the precise methods to be employed will necessarily require international agreement. Sampling densities should be chosen on the basis of the scale of the geochemical and geological features to be distinguished and will vary from region to region. Reanalysis of selected samples from archives to increase the range of elements determined or to unify analytical methods is only likely to be effective if the original survey was at quite a low density

The exhausted Santa Barbara open pit mine (Tuscany, Italy), owned by the main electric power company in Italy (ENEL S.p.A,) extracted lignite as a fuel for the Santa Barbara thermoelectric power plant. The mining activity led to the excavation of a wide slope (with maximum height of 200 m and a planar extension of about 1300 m x 500 m) in the Shale Limestone Chaotic Complex (SLCC) (Figure 1). Since the beginning of its excavation the slope underwent rotational landslides and diffuse instability phenomena. From a geotechnical point of view the SLCC represents a typical bimrock (block-in-matrix rock) (Medley 1994, Medley 2002, Medley 2007) characterized by a mixture of a highly sheared, scaly-fabric, clayey matrix and calcareous blocks ranging from a few millimetres to tens of metres in size. Since the geometrical properties of blocks (grain-size distribution, shape, orientation and volumetric proportion) have been proved to influence the mechanical behaviour of bimrocks (Lindquist & Goodman 1994, Goodman & Ahlgren 2000, Kim et al. 2004, Sonmez et al. 2006), the aim of the present study is to investigate the geometrical properties of calcareous blocks in order to properly characterize the mechanical behaviour of the SLCC bimrock and to further assess the stability of the slope. Block size-distribution and shape were investigated by means of advanced image analysis techniques of SLCC pictures taken in the field. Geostatistical semivariograms and variographic maps were also used in order to investigate the anisotropy of block spatial distribution. Finally, in-situ large sized sieving tests were carried out to investigate the volumetric block proportion within the clayey matrix.

This paper follows that of the Milos Conf, 2002 and examines the collection and reporting of SDIs in the industrial minerals industry in Europe. It compares the characteristics of the GRI Reporting Guidelines, with its Metals and Mining Sector Supplement with those of the EU DG Enterprise Scheme, launched in 2001. The particular issue of SME's and companies which are not publicly traded is examined. The pros and cons of participating in such schemes is a central theme of the paper. The paper concludes that there and many business benefits for these companies in participating and submitting their data. The European Commission Scheme is strongly recommended for companies in the sector which are SME's and not-publicly traded as well as large firms who are listed on European Stock Exchanges.

The complexity of commercial mining software has gained rapidly over the past decade as hardware developments have surpassed software capabilities at a staggering rate. Software users, recognizing the limitations of off-the-shelf applications, have adapted embedded scripting languages. Custom programming has always had a vital role in mine computing innovations, yielding a dynamic research environment in industry and academia. Fields such as industrial minerals can benefit from customization of existing software, since the majority of mine planning software was designed for large metal mines. Different customization approaches utilizing embedded scripting languages are presented, with examples of sand and gravel applications in development. Following implementation by Surpac and development of the Surpac Command Language, Tcl has been widely applied. Mintec introduced Python, also extensible and portable amongst various operating systems, for use in their MineSight products. In early 2000, Gemcom introduced the use of Microsoft Visual Basic for Applications, widely used customization tools for a decade. Datamine implemented a flexible multi-language approach, with all program commands and processes available through the COM Server Interface. This extends customization from the existing macro language to scripting in HTML, JavaScript, or any language that supports COM.

"SkimAir®, Outotec’s Flash Flotation unit, is placed in the grinding circuit to float the valuable liberated mineral particles from the circulating load of the grinding process while still relatively coarse. Esperanza copper-gold deposit located near Sierra Gorda, Chile, hosts 535 Mtn ore grading 0.57 % copper, 0.27 g/t gold. A series of laboratory and pilot flotation tests were conducted to find out the flotation performance of different ore types both with and without the Flash Flotation. This data was used in modeling and simulating to find the optimal flow sheet for the highest Au and Cu recoveries with required Cu concentrate grade. Simulations with the HSC Chemistry 6.1 software showed that with the SkimAir® and Flash Cleaning it is possible to achieve the required copper grade of 27% Cu with 5% higher recovery for gold and 2% higher recovery for copper compared to the circuit without the Flash Flotation. The pilot tests with simulations were the back up for the installation of four Outotec SkimAir® SK 2400 Flash Cells in the Esperanza circuit for the processing 95.000 tpd of copper-gold ore.INTRODUCTIONEsperanza copper-gold deposit is located near the town of Sierra Gorda, 2nd Administrative Region in Chile. Deposit hosts 535 Mtn ore grading 0.57 % copper, 0.27 g/t gold. The main copper minerals are chalcopyrite and bornite. Gold is carried by native gold and solid solution of copper.Antofagasta Minerals S.A. conducted a series of flotation studies at SGS Minerals Services. The studies included both laboratory and pilot scale work. In the pilot scale study the applicability of the Flash Flotation technology was studied with High-grade Andesite and High-grade Porphyry samples (SGS Mineral Services). The Flash Flotation technology gave significantly higher recovery for gold than the conventional flotation circuit. The recoveries for copper were slightly higher using the conventional flotation."

The Upper Devonian Kettle Point black shale of southern Ontario is poorly exposed. Structural maps pre-pared from the data of numerous wells show that the upper surface of the formation has low regular relief, and that the lower surface reflects domes in the Middle Devonian and also local subsidence of the Devonian rocks due to solution of salt in the Silurian Salina Formation. The appearance of minor amounts. of marcasite, pyrite, and calcite, m that order, as interpreted from the evidence of concretions from the type locality at Kettle Point is thought to have been influenced by a rise m the pH within anaerobic sediments preceding compaction.

Dynamic pile testing is now over 20 years old as a routinely applied tool for evaluating driven pile installation. The first test on a cast-in-place pile was performed more that 15 years ago. The research that produced the method began almost 30 years ago. But, questions still arise regarding the appropriate use of this technique so some review is useful. Today a number of methods including dynamic testing all depending in some way on the application of dynamics are in routine use. First, Wave Equation analysis can be used to predict pile driveability before going to the field. The same approach can be used during driving to estimate the bearing capacity based on the blow count observed in the field. Dynamic measurements, on the other hand, can only be used after pile driving has begun. They offer predictions of pile capacity as well as measurements of hammer, driving system, and pile driving performance characteristics. The first part of this paper will be devoted to discussing how the foundation engineer can use these tools. First, a brief review of what dynamic methods actually do. In Wave Equation analysis a numerical model of the hammer, driving system, pile, and the soil is created by the engineer. The hammer is dropped on the pile and using a discrete, dynamic analysis the motion of the individual pile elements is calculated as a function of time. Of course, input information must be supplied by the program user to describe the hammer, driving system, pile, and soil. In the current state of development, the primary problem in input data is with the hammer performance (efficiency) and the soil description. Research may be able to do a better job with the soil data, but hammer performance will always vary from hammer to hammer and is dependent on the affectiveness of the inspection process. Prior to beginning pile driving the Wave Equation analysis supplies the best available estimate of what will happen when driving begins. It gives an estimate of blow count during driving, driving stresses, both tension and compression in the pile, and for diesel hammers, stroke. The selection of the driving system can be checked with the results of Wave Equation analysis and modifications can be made if required. For example, if the blow count at the required capacity was deemed excessive by the contractor a larger hammer could be tried or if driving stresses were too high changes could be made in the cushion or the hammer selection could be modified. All of these modifications are possible with only the cost of a computer run. The primary questions regarding the accuracy and reliability of Wave Equation analysis at this time is with regard to the assumptions made to represent the soil characteristics and the difficulty in predicting hammer performance.

The advent of the space age and its promise of interplanetary flight has prompted new ideas for propulsion systems that will allow maximum energy with minimum fuel weight. The use of cesium as the source of energy for such rocket flights has been found desirable. Theoretical efficiency of a rocket fuel is measured in terms of specific impulse, defined as the number of pounds of thrust per pound of propellant consumed per second. Specific impulse is usually expressed in seconds (the number of seconds for which one pound of fuel would produce one pound of thrust) although it is really a measure of total energy, not of power. The most sophisticated chemical fuels have a specific impulse of 300 to 400 sec; liquid hydrogen heated by nuclear reactor has a specific impulse of 1000 to 1200 sec. Specific impulses as high as 20,000 sec, however, are theoretically attainable with the ion rocket, in which free cesium ions are accelerated across a voltage drop and ejected at high velocity.' Characteristics of the system have been sketched by Boden.2 The desirable properties of an ion propellant are: 1) low ionization potential, 2) low boiling point, and 3) high atomic weight. Alkali metals best fulfill these requirements, and Table I indicates the superiority of cesium. The use of heavy complex ions such as UCl3 is ruled out by their instability and other disadvantages.' Despite its enormous superiority in specific impulse, the ion rocket is inherently low-powered, capable of very small acceleration. Application of ion propulsion will be limited to large rockets and spaceships on missions requiring powered flight for weeks or months and employing a separate chemical propulsion system for escape from the earth's atmosphere where power requirements are large but of brief duration. For example, Kraemer and Larson3 considered the case of an unmanned 25,000-lb pay-load placed in a 300-mile orbit by chemical rockets, proceeding thence by ion propulsion to the vicinity of Mars, where it would go into orbit once again. Calculations provide for 8500 lb of cesium for such a voyage. The question of whether such quantities of cesium will be readily available to the space program does not appear to have been considered by geologists and mining engineers. Present Production and Uses Literature on industrial applications of cesium is scanty. The metal is used in scintillation counters, photocells, infra-red detection devices, and as a "getter" in low-voltage vacuum tubes. Production is sporadic and total figures are not published, but the annual consumption is measured in pounds rather than in tons. The few pollucite deposits known, small as they are, can easily supply the present limited demand for gram or pound lots of cesium. Until recently the price of cesium was $2 to $4 per gram, but according to Chemical Engineering, cesium salts are now available at $13 to $27.50 per lb. Geochemical Distribution As a large alkali ion, the cesium ion accompanies potassium in geological processes and tends to be concentrated in the latest crystallizing fractions of potassium minerals in much the same manner as rubidium. Most of the cesium in igneous rocks, therefore, is in the micas and potash feldspars of granites, and especially in granitic pegmatites. The cesium content rises markedly in the micas of the late by-drothermal replacement stage in complex pegmatite~.' Typically, cesium is only 0.5 to 0.01 times as abundant as rubidium in potassium minerals. Rb', with a radius of 1.47 A, is close enough in size to K' (1.33 A) so that rubidium forms no minerals of its own. Cs+ is so large (1.67 A) that only small concentrations can be taken up in potassium minerals; when cesium is present in solution in larger concentration it forms the mineral pollucite, Cs3-Na2A17Si17O48.3H2O, which is known only in pegmatites. McLanahan RSS14x50 scrubber screens have individually processed over 50 Mt of Pilbara iron ore. The first stage of separation in these plants with abrasive, high specific gravity, large lumps is an extremely arduous duty with high wear rates. With the Scrubber Screen layout this occurs in the attached trommel section. The initial supply of the replaceable trommel panels were of steel-backed rubber with a service life of approx. six weeks. Site Personnel established a goal of 26 week wear life in conjunction with 100 per cent reliability and while field trials were undertaken using a variety of hardened and cast steels that demonstrated wear life to the nominated requirement some unpredicted failures still occurred. With a long evaluation time and challenges to create repeatable conditions with field testing, a purpose built test unit was designed and constructed to allow controlled evaluation of a number of materials and designs. During 2016 tests were conducted with eight different materials, of varying thickness to simulate impact conditions and a number of aperture profiles to evaluate both impact and abrasion effects. From these results two designs were selected for full scale implementation to confirm the nominated goals. When pumping abrasive slurry mixtures, special attention must be given to pump design and construction. The second article in this two-part series describes some design features to consider when selecting centrifugal slurry pumps. Hydraulic Design Most centrifugal pumps are conventionally designed to achieve the desired hydraulic performance at the highest efficiency and lowest cost when handling clear fluids in reasonably clean environments. Manufacturing limitations are not imposed on the configuration of the pump, since conventional materials such as cast iron, bronze, and stainless steel are used. Manufacturers and buyers usually select the highest specific speed commensurate with the lowest cost attainable. Part life is almost infinite. When a centrifugal pump is designed for slurry service, the important factors in pump design are wear and materials of construction; size and efficiency assume lesser importance. The pump must operate at low rotational speed and the impeller has to be a truly radial flow design. These factors immediately determine that the pump must be of a low specific speed design in the range of 600 to 1800. The specific speed is a type number that is constant for all geometrically similar pumps; it designates the geometry of the impeller and casing. [ ] where n = rpm, Q = flow (US gpm), H = total head (ft), and Ns = specific speed. Since wear is a function of velocity it can be shown that for a given head and capacity, wear will increase with increased Ns. Centrifugal Pump Casing The casing has a profound effect on performance. If designed incorrectly it can destroy a large part of the energy given to the flow by the impeller, resulting in low efficiency, high hydraulic forces, and excessive wear on both the casing and impeller. In a conventional spiral volute, the static pressure around the impeller is uniform only when there is a free vortex velocity distribution in the volute, i.e., when the spiral flow from the impeller coincides with that of the volute spiral. This occurs only at the best efficiency point (BEP), between the pump's best operating zone and over capacity zone. Departure from the free vortex velocity distribution in the volute at partial or over capacities produces circumferential pressure gradients at the impeller periphery, which is directly proportional to the specific gravity of the mixture being pumped. At partial or over capacities, the flow will not tolerate the abrupt deflection at the tongue and severe energy losses and wear are created near the casing throat and on the impeller. Concentric and semi-concentric volute designs produce uniform static pressures at the impeller periphery and make the pump, much less sensitive to "off"' BEP operation. Hydraulic forces and wear are considerably reduced-eliminating the tongue prevents abrupt deflection of the flow, turbulence is minimized, and the velocity in the casing volute and throat is reduced. Good efficiency is sustained over a wider operating hand. Casings of this design are easy to cast. • Spiral volute (conventional)-Radius to the outer periphery of the casing and the volute area constantly increases. • Semi-concentric casing-Radius to the outer periphery of the casing and volute area remain constant within a certain angle. • Concentric casing-Radius to the outer periphery of the casing and volute area remain constant through 360°. The degree of concentricity must be reconciled with efficiency, hydraulic radial load, and wear for each specific speed chosen. Up to 1200 Ns the casings can be fully concentric without sacrificing too much efficiency. Above 1200 Ns, the casings can be semi-concentric. The angle of concentricity

This paper discusses the results of two recent case studies in which high-tech prototype instruments were used. The first case study describes the results of a ground-based hyperspectral imaging tool used to map the geology of an open-pit mine highwall. The second case study outlines the use of interferometric synthetic aperture radar and how this type of radar can be used in a variety of geotechnical situations. These case studies are part of an on-going research project at the National Institute for Occupational Safety and Health’s (NIOSH) Spokane Research Laboratory. The project objective is to implement engineering controls and design methods in order to reduce the number of injuries and fatalities associated with slope failures at mining operations. Project personnel are hopeful that these new developments in technology will lead to better geotechnical monitoring and design in slope stability and other important areas of rock mechanics.

The assistance that can be gained by the use of aerial photographs in the geological examination of a mineral field is clearly illustrated by the results of a rapid reconnaissance survey of the newly-discovered Mount Fitton talc, deposits, situated in the north-eastern extension of the Flinders Ranges in South Australia.The talc deposits were found to occur about the margins of a large lenticular mass of dolomitic marble, interbedded with hornfelsic tillites and fluvio-glacial sediments of Upper Pre-Cambrian age. Aerial photographs show clearly the extent of the dolomitic marble on which the growth of a species of eucalypt-Eucalyptus Gillei-is prominently developed, and which assists in defining the limits of this relatively light-coloured formation. (See Fig. 1).Upon field investigation it was found that the talc, deposits are related closely to the margin of the dolomitic marble where the latter has been subject to minor folding and faulting. The deposits themselves have been formed by metasomatic replacement of schistose dolomite. The contact of the dolomite with the underlying and overlying glacial beds is also noteworthy for the presence of minor occurrences of copper, silver, lead and zinc minerals.An examination of photographs covering a wide area reveals an outcrop of a massive granite to the north-east of the dolomitic marble, Fig. 2, which was almost certainly responsible for the regional metamorphism of the dolomitic and glacigene sediments, and the source of the mineralising solutions.All these features, as well as the broader structural features of the area, which are extremely important in the understanding of, individual commercial depQsits, were quickly determined with the assistance of the photographs.It is useful, briefly to relate the procedure adopted in examining this recently developed field as an example which may be well worth following on other fields, even if exposures are not so clearly defined. The method to be outlined, of course, will be of maximum advantage. Where rock exposures are good, where the ore bodies are likely to be widely spread, and where such bodies are related to some major geologi-cal control. The theory of sampling (TOS), and therefore representative sampling, is based on three fundamental principles: sample correctness, which handles the search for non-bias; segregation, the effects of which must be eliminated or minimised; and variance control to help achieve the desired reproducibility. After briefly reviewing these very few, albeit essential first principles of Gy’s TOS, the state-of-the-art in TOS is examined through the prism of these principles and the prospects for the future are explored, with suggestions for further research where relevant. Regarding segregation, which is currently the focus of much research, new orientations are proposed. Vehicle vibration exposure has been linked to chronic back pain and low back symptoms among agricultural tractor drivers. The objectives of this study by the National Institute for Occupational Safety and Health (NIOSH) were to assess driver whole body vibration (WBV) exposures and recommend interventions to reduce the risk of back related injuries, particularly relative to vehicle jarring/jolting (the transient mechanical shock components of WBV). The methodology included collecting, from two independent samples, ?eld data and health and work history data of farm equipment operators. Data were collected during mowing, raking, baling, chiseling, tilling, and road travel for different model tractors. Spraying using a sprayer and shrub removal with a skid steer loader were also included. Based on ISO 2631 (1985), the American Conference of Governmental Industrial Hygienists, threshold limit values, presents 0.5 m/s2 as the action level recommended by the Commission of European Communities for overall weighted total RMS acceleration (vector sum for axes x, y, and z) [ACGIH, 2006. The roughest rides and highest vector sum accelerations occurred with small utility tractor mowers (3.3 and 2.8 m/s2) and a skid steer loader (1.7 m/s2). Major ?ndings from health and work history data showed 96% of participants reported having to bend or twist their necks, although 24% reported neck symptoms. Sixty four percent of participating operators reported experiencing back symptoms (e.g., pain, aching, stiffness, etc.). Recommendations included: specifying a seat that ??better?? isolates operators from jars/jolts with new tractor purchases; maintaining the seat/seat suspension and replacing worn or damaged cushions with NIOSH tested viscoelastic foam padding; using larger diameter tires with radial ply instead of bias ply construction, particularly on small utility tractor mowers, to aid in attenuating ride ??roughness??; using a swivel seat to reduce the stress on the neck from bending or twisting; and improving efforts to educate owner/operators of the adverse effects of WBV exposures. Since the data presented in this paper were collected from two independent samples, the authors were unable to draw any correlations or etiological inferences from the study. However, results were compared and contrasted with other studies which included similar vibration measurements in agriculture.

Wind erosion can be a major cause of the loss and dispersion of tailings material from a tailings dam into its surrounding environment. Such dust dispersion can be a serious nuisance, as well as a health hazard to inhabitants in nearby settlements, and can also damage the health of animals, degrade crops, making them less marketable, and cause soil and water pollution. The problem of wind erosion can affect tailings dams in all types of climate, but becomes worse as climatic aridity increases. Because clouds of dust are often observed billowing across the top surfaces of tailings dams in dry windy weather, there is a common misconception that the dust arises from wind erosion of the top surface. As a result, much effort and money is vainly spent on treating the tops of tailings dams to prevent dust generation, whereas the slopes of the dams are the true major dust source. This paper briefly reviews what is known of erosion of tailings dams and then proceeds to describe the mechanics of wind erosion in general, and how it affects tailings dams in particular. Finally, recommendations are made for mitigating wind erosion of tailings dams and the resulting blowing dust.
