This report reviews the regulatory environment as it pertains to waste rock management and disposal from mining operations, excluding coal and placer gold operations, in the \irate of Alaska. It is based on the EPA's staff position on an effective program to regulate mining waste as presented in the May, 1990 Strawman II document. The unique conditions which occur in pans of the state, including a fragile environment, high seismicity and permafrost, are identified. The special waste management practices which are necessitated by these conditions are delineated. The report provides a detailed outline of the current technologies that are suitable for designing, constructing, operating and closing a waste rock facility to meet environmental protection objectives. Cost implications to the mining industry of potential regulatory actions, such as the degree of groundwater protection, are examined.

Paper presented at the IAGOD international symposium on mineralisation related to mafic and ultramafic rocks, held in Orleans, France, 1-3 September 1993. The Zinca area was chosen as a suitable location for an investigation of the weathering and secondary dispersion of platinum group metals from the Zone. It was concluded that platinum is immobile while within weathered rock, its mineral phases tending to alter from primary sulphides and tellurides to secondary Pt-Fe alloys. Palladium is variably mobile in weathered rock. In stream sediments Pt occurs mainly as small, dense, discrete particles, giving rise to a nugget effect, whereas Pd probably occurs as much finer particles or chemically adsorbed on to a suitable substrate. Pt shows a rapid decrease in sediments downstream from mineralisation, whereas Pd has a much slower downstream decay

"1. INTRODUCTIONTo say that the environment will be a dominant issue in the 1990' s is an understatement. A world-wide ""green revolution"" is taking place not only with the general public and politicians, but in the boardrooms and plant facilities of corporations around the world. There is probably not a plant manager who has not been requested by his corporation to assist in some way on environmental issues by providing advice and strategy, by dealing with customer or community concerns, by considering environmental matters in transactions, by developing new environmental compliance policies and requirements, and so on.There are, in the author's view, three main challenges for the mining industry in the environmental area in the 1990's. This paper will discuss each in turn. The first challenge is the concept of ""sustainable development"". Whatever the meaning of this much-debated phrase, we are rapidly moving beyond the buzzword, and into the specifics. It will clearly impact on the way we manage our companies, our communities and our personal lives.The second is the challenge of personal liability; particularly for officers, directors, supervisors and managers of the corporation. For example, in Ontario today, a good percentage of prosecutions for pollution offences are against individuals, usually managers and supervisors, in addition to the prosecutions against the corporation itself for the same offence. In all likelihood, prosecutions will increase in number and will increasingly be directed at individuals. A corporate president has already served a jail term for contempt of court related to his corporation's breach of a court order related to sewer by-law offences. Although the case is on appeal, another president has become the first officer in Canada to be sentenced to jail for violation of an environmental protection statute. Other corporate officers and directors have recently been charged with breach of their duty under Ontario's Environmental Protection Act."

Ore reserves are inadequately defined. Geological reconnaissance and pre-feasibility mining work generate a broad range of valid tonnage estimates, many published for the benefit of various interests, who may view all figures as reserves. This work reviews the regular estimation of tonnages, grades and relevant factors for single deposits. A consistent framework of definition is suggested which, by conforming to the known structures of feasibility studies and long-range plans, avoids the pitfalls of over-categorisation and of unrealistic promises. Applications are based on North American experience but are intended for general use

The use of consumable.-electrode arc melting as a production technology is growing. One advantageous feature of this process is that it avoids ingot contamination by soluble crucible materials by employing a chilled metal crucible. Because the thermal balance under these conditions is rather delicate and does not necessarily provide a favorable environment for solidification, catastrophic imbalances can occur. The effectiveness and mechanistic roles of various factors are mostly unknown, and more intelligent insight regarding the distribution of temperature and heat is needed. Experience has provided several pertinent observations, some of which are quite superficial. The most meaningful data have resulted from studies of molten pool shapes and sizes and from measurements of heat flow through crucible walls. Overall experience, intuitively interpreted and supplemented, is sufficient nevertheless as a basis for a boundary-value treatment of the problem. A mathematical analysis based on a separation of variables, using conventional differential equation methods, provides a useful solution. For a cylindrical ingot, the temperature varies as a Bessel function of an argument proportional to the radius and as an exponential function of longitudinal position. Trial calculations using the problem solution seem to verify the general correctness of the result as compared with experience. The role and nature of solution parameters are also clarified, though not entirely resolved. It is revealed that the barrier to heat flow at the ingot-crucible surface has a prominent influence. Utility of the model embodied in the problem solution is readily demonstrated by considering a variety of contemporary questions about arc melting, and it is hoped that utility can be enhanced by improvement of the model.

This document presents the explosion-proof enclosures used severity of certification tests solutions to linear transient thermal and stress analyses of in underground mines. The results were used to assess the for enclosure windows relative to possible loads occurring in the actual mine environment. Cast iron electric light enclosures with polycarbonate and glass windows were analyzed under steady state thermal conditions (light burning) and for thermal shocks corresponding to an internal explosion (ignition of volatile mine gas) or external quenching (mine water spray system). Thermal shocks to the enclosure, caused by ignited gases or water spray, were applied via a series of load steps in the transient analysis. The temperature dependence of material I properties and of the film heat transfer coefficients were included in the model. The work demonstrates that thermally induced stresses are strongly influenced by the way the window is mounted in the enclosure. It also shows that the MSHA Thermal Shock Test, if performed on an unsupported lens (or window), produces lower stresses than the lens (or window) may experience in the mine environment.

Suggestions have been made at various times that there may be a recurrence of lodes similar to those at Kalgoorlie in the country to the south of the Golden Mile, but, so far as is known, there has been no geological evidence to support these suggestions apart from the possible extension of the younger quartz-dolerite greenstone in this direction.Geological mapping carried out by the writer in the Coolgardie district in 1946, provided some additional geological evidence to support this claim, and the ideas then held have since been expanded and are now considered to be sufficiently advanced to present them as concrete suggestions. As will be seen from the following pages, the critical area for lode prospecting is Hannan's Lake, where the basement rocks may include younger quartz dolerite greenstone, which, although perhaps distributed over a smaller area than at Kalgoorlie, could, on structural grounds, have a similar fracture system and similar ore deposition.There is little need to stress the importance discoveries in this area would have in prolonging the life of the field, and stimulating the post-war gold mining revival.Previous Work: Only the publications having a direct bearing on the preparation of this paper are given in the list of selected references, but the writer is very conscious of the fact that much other geological work has been carried out in the Kalgoorlie district since its discovery, by the W.A. Department of Mines, by mining companies, and others, all of which has contributed to the present knowledge of the field, and acknowledgment of the value of this work is given herewith. In presenting the suggestions in this paper a broad structural control of ore deposition is assumed, but this has already been established in other parts of the goldfields of Western Australia, including adjacent areas. In the early nineteen thirties, the Western Mining Corporation commenced work on the basis that there was a close relationship between geological structure and auriferous ore deposition, and a similar approach was first made by the Geological Survey of Western Australia in the South Yilgarn in 1935. These ideas were further developed during later surveys, particularly in the North Yilgarn and the Mount Margaret Goldfield.During the Coolgardie Survey in 1946, broad structural mapping was done in greater detail than before, and the structural ideas were implemented and further developed, leading to some success.Other work to which particular acknowledgment is given is that of Stiltwell, Gustafson and Miller, Forman, Prider and Finucane, at Kalgoorlie, and that of Honman in the Kalgoorlie-Coolgardie district, references to which are given at the end of this paper.Valuable constructive criticism of this paper has been given by Professor E. de C. The 2,408 meter (7,900-foot) long Middle Rouge Parkway Interceptor Extension varies in size from 1.52-meter (5-foot) to 2.36 meter (7-foot 9-inch) inside diameter. Most of the sewer was constructed in tunnel through fine sands and silts. Piping of these soils through the concrete liner eventually resulted in a loss of soil support, settlement and/or severe distress of the sewer, and the formation of several sinkholes. The repair and restoration was generally performed in the sewer and included cast-in-place concrete, shotcrete, cured in place pipe, soil stabilization, cement grouting, dewatering, and chemical grouting. As a part of the work, temporary pump stations and flow diversions were required to perform the work while minimizing discharges to the adjacent Rouge River.

The trail blaster is faced with a wide range of workrelated challenges, not the least being the work setting itself. It is usually remote, being anywhere from 5 to 30 or more miles (8 to 50 km) from any road. It may be in mountains, high rock desert, or coastal rain forest, and can range from sea level to over 12,000 feet (3700 m) in elevation. The blaster may be part of a 2-person clearing crew, a 4-person maintenance crew, or a 10-person construction crew. The crew will usually be mobile, moving and working up to 10 miles (16 km) or more per day, relying mostly on their own backpacks to move camp, tools and supplies from site to site. Periodic resupply may be by helicopter, aird rop, or even “sherpa” groups, but most often will be by packstrings of horses and mules. The crew goes into the backcountry a n y w h e re from two weeks to three months at a time, and while there, its members “live the job” 24 hours a day, enjoying baking heat, torrential rain or mid-July s n o w s t o rms along with the truly glorious weather that c o m p e n s a t e s . So who is this blaster? Well, “he” may be she, since some of the top trail blasters are women. He/she will also be more than a blaster: Crews are small, so experienced members must be capable of handling the full range of trail work. Thus this blaster is also a driller, and usually also a bucker, snag faller, rigger, dry-stone mason, log and timber carpenter, bridge builder, mule p a c k e r, small-engine mechanic and, not least, camp cook capable of putting out a hot meal from a campfire , in a downpour, in the dark. Being in remote locations, often without reliable communication to the outside world, trail crews enjoy a remarkable degree of independence from “supervision.” With that comes the responsibility to make sound decisions which expedite the work, while promoting crew safety and welfare .

The San Vicente Pipeline Tunnel Project involves the construction of an 8.5-foot-diameter water pipeline in an 11 mile tunnel in San Diego, California. The tunnel is located in extremely variable geologic conditions of strong granitic and volcanic rocks, weak sedimentary rocks, abrasive conglomerates, and mixed face conditions. One reach of the tunnel is a 5,200-foot mixed face reach that includes Friars Formation Conglomerate overlying granitic rock. Due to the variable ground conditions in this reach, the use of a TBM was deemed too risky and the contract documents required drill-and-blast and hand mining methods. Although it was not required, the contractor elected to construct this reach using NATM methods. This paper describes the geology of the 5,200-foot mixed-face reach, the design evaluation, and the construction challenges faced on this project.

Continuously monitor and record respirable dust levels underground by a reliable, sensitive, and fast-response device. Approach A light-scattering photometer, having a LED (Light Emitting Diode) light source and other significant improvements, has been designed and incorporated into a portable continuous monitor. How It Works The monitor continuously draws air into the sampling inlet through a cyclone that removes dust particles larger than respirable size. The dusty air enters the photometer vertically downward through a cylinder which is intersected by the optical system. (This cylinder appears as a circle in the drawing of the photometer.) The center of he column of dusty air intersects a beam of pulsing light from the LED, causing some of the light to be reflected, scattered, and refracted. Only the light that is scattered at an angle of about 700 from the light beam passes through a lens to the photodetector which generates an output voltage Signal proportional to the dust content in the air. For electric utilities serving the aluminum smelter industry in the United States, sulfur oxide (SOx) abatement legislation could bring about increases in the costs of generating electricity. This paper documents the method and assumptions used in estimating these increases, and the contains the results of the estimation. 1.2 SMELTER INFORMATION The smelters used in this study were identified by the Bureau of Mines (BOM) and are listed in Table 1.1. Also included in Table 1.1 are the electric utilities that serve these smelters. Compliance costs were estimated for these utilities. Some of the utilities are unique in the way that the information is handled or in the way the utility is operated; these are discussed below. 1.2.1 Big Rivers and Associated Co-ops, Data for Big Rivers and Associated Co-ops were gathered by George Mason University (GMU) students for BON and are included in this study.

Although vegetation can be successfully established on fine taconite tailings, innovative approaches are needed to reclaim the coarse tailings used for dam construction. Through a series of cooperative projects with various government agencies and industries, EVTAC has been able to develop a unique closure plan. This plan will not only meet current reclamation standards, but also provide mitigation for a disturbed wetland and possibly create a tree plantation in the interior of the basin. By using waste products and exchanging materials, reclamation of the entire basin will be accomplised in a cost effective manner.

Construction vibrations may adversely affect surrounding buildings and their effects range from human discomfort and disturbance of sensitive devices to visible structural damage. There is no unique conclusion regarding the effect of construction vibrations at every site. Measurement is usually made to monitor vibrations and control them with the vibration thresholds for disturbance of sensitive objects as well as damage to structures. To prevent potential litigation and mitigate the vibration effects on sensitive devices, people and structures, it is necessary to manage and minimize vibration problems before the beginning of construction activities or installation of vibrating machine foundations, and during construction. Pre-construction damage survey and engineering vibration investigations, including the prediction of anticipating vibrations, have to be made at most construction sites in advance of construction activities. Vibration monitoring and control have to be provided during construction. The instrumentation feedback of vibration prediction, monitoring and control provide the basis for choice of measures to prevent or mitigate vibration problems and settlement damage hazards.

Hematite floatability from two low grade banded iron ores of India, namely banded hematite quartzite (BHQ) and banded hematite jasper (BHJ) using fatty acids and amine as the collectors is investigated under identical physico-chemical conditions. The results indicated that hematite present in BHQ ore is easy to float using both the collectors, compared to BHJ ore. The difference of flotability between the two banded iron ores is that quartz grains are coarser and well liberated below 100 micron size in case of BHQ compared to BHJ ore. In case of BHJ ore, fine hematite and quartz grains are intimately inter-grown and are dispersed in thick jasper bands leading to liberation problems. Besides that, dusty jasper particles coat over hematite surface in case of BHJ ore during the process of grinding, which hinders specific adsorption of collector on hematite or quartz surfaces. This is substantiated by scanning electron microscopy (SEM). The flotation studies have indicated that it is possible to achieve ~64% Fe with ~67% recovery from a BHQ ore using both anionic and cationic collectors from a feed containing around 38% Fe. In contrast, the hematite recovery in BHJ ore was poor. Differences in the ore characteristics that affect the flotability of hematite present in both the ores are compared. Blind areas around construction equipment are a major contributing factor in incidents involving a piece of equipment striking a worker. In highway construction, these types of incidents result in an average of 22 deaths a year in the United States. The Spokane Research Laboratory of the National Institute for Occupational Safety and Health, in cooperation with the Washington State Department of Transportation, is evaluating methods to decrease these incidents. One such method uses devices that assist equipment operators in monitoring blind areas around the equipment to prevent collisions with workers or other objects. Several camera and sensor systems are available for this application. These systems were evaluated on various trucks used in road construction and maintenance. Tests were conducted on sanding trucks during the winter months, which allowed researchers to investigate the effectiveness and limitations of various technologies under the most extreme conditions. Tests were also conducted on dump trucks and utility vehicles during the warmer months to study the effectiveness of the systems in highway work zones. Results showed that many difficulties arise when using camera and sensor systems in cold, snowy climates. And, while the operation of these systems is more reliable during the warmer months, challenges still exist in using them on equipment in congested work areas.

The purpose of the present study is to increase the safety of explosive storage. This was accomplished by: a) review of the histories of recent and past magazine explosions to define causes and trends; b) observation of present-day explosive storage conditions and practices at active mines; c) examination of existing Federal regulations on explosive storage to determine whether they address all conceivable safety problems, whether they contain redundant or obsolete standards, and whether their intent is clearly stated; d) recommendation, for safety improvements and for revision and clarification (if necessity) of governmental regulations. Magazine explosions are rare. A recent increase in magazine explosion frequency must be attributed to a large increase in deliberate (criminal or malicious mischief) explosions. Fires of various origins account for the remaining explosions of the past decade. During 1884-1926 several lightning-generated explosions occurred in non-metal magazines, but none recently. It appears that the contents of a well-constructed, metal magazine are immune to direct lightning strikes, regardless of whether the magazine is grounded or not grounded. Grounding a metal magazine cannot be harmful, but it may well be superfluous. Magazines were observed at 34 widely separated mines and storage problems were discussed with personnel at these mines. In general, storage conditions and practices were found to be satisfactory. Usually, only small quantities of explosives are stored on mine property since most explosives are brought in by suppliers when needed. MSHA and BATF standards on explosive storage appear to cover safety aspects adequately. However, certain revisions are recommended to clarify some of these standards and to reduce inconsistencies in their enforcement.
