There was a time when an occasional failure of a tailings embankment was considered an acceptable risk associated with mining activities. This is not the case anymore. A major tailings failure today could result in the indictment of mine officials, huge fines and a possible site closure due to the loss of operating permits. As a result of this changed operational environment, tailings disposal facilities must be operated with these potential consequences in mind. Physical controls for tailings embankments are prohibitively expensive. However, the nuclear industry has developed a system of administrative controls as an alternative to physical controls. Administrative controls may be defined as control of actions, through organizations and management, using written procedures, record keeping, review and audit to assure operation of a facility in a safe manner (10 CFR 50). Administrative controls can reduce the cost of operating tailings impoundments, as well as increase the level of confidence in these facilities.

Molybdenum alloys with good strength properties at elevated temperatures were produced by the powder metallurgical internal oxidation method previously applied to tungsten and known as oxyreaction strengthening. Commercial molybdenum powders were blended with 0 to 10 pet of a reactive powder, ZrMo2. The effects of composition, blending procedure, and sintering conditions on strength properties at elevated temperatures were studied. Strengthening was attributed to zirconium in solid solution with molybdenum and to the presence of submicrometer particles of Zr02. Several alloys had tensile strength and stress-rupture properties com-parable with those of the best commercial alloys. The maximum tensile strengths obtained were 92 kpsi at 1,200° C and 53 kpsi at 1,316° C. The maximum stress-rupture life at 30 kpsi and 1,200° C was 145 hours.

THE death of Professor Blake removes the oldest of American economic geologists and mining engineers, and deprives this Institute of one of its, earliest and most illustrious members. To many of us it brings a personal loss also, the loss of a friend. William Phipps Blake was born June 21, 1826, in New York City. -His father, Elihu Blake, was a surgeon-dentist of eminence, a direct descendant of William Blake, who settled in the Massachusetts Bay Colony about 1630. He was prepared for college at private schools in New York, and entered the Sheffield School of Yale, where he was graduated as Ph.B. in the chemical course, class of 1852, the first graduating-class of the institution. In the same year he became chemist and mineralogist of the New Jersey Zinc Co., and chemist of chemical works at Baltimore, Md. In 1853, lie started the Department of Mineralogy of the World's Fair at New York City. In 1854, 1855 and 1856, he was mineralogist and geologist of the United States Pacific Railroad Surveys of Williamson, Pope, and Whipple, and for the War Department at Washington. His writings, during this period comprise reports on the geology and mineralogy of California and other parts of the Southwest, and constitute well nigh the earliest scientific accounts of the regions described. One of them. was a translation of the Resume and Field Notes of Jules Marcou, of Whipple's expedition. From 1856 to 1859, he was engaged in explorations of the geology and mineral deposits of North Carolina, :and other parts of the country. In 1859, he became editor and proprietor of The Mining Magazine. This was a monthly periodical, founded in 1853 by W. J. Tenny, who conducted it until 1858, when it passed into the hands of Thomas McElrath, a New York publisher, and appeared in May of that year as The Mining and Statistic Magazine, with the name of

"Hydrocyclone modelling and selection procedure is illustrated. Computerized procedure for hydrocyclone cut size determination for grinding and non-grinding applications is described.A standard procedure for evaluating operating hydrocyclones is described in detail. Many case studies are illustrated comparing actual plant performance with the computer simulation output in terms of overflow product size distributions.INTRODUCTION Cyclones are widely used for applications such as: close circuit grinding, backfill, tailings and dewatering. Normally, cyclones are used for very fine separations where screens are not suitable or too expensive. Figure 1 shows the separation size range of various classifying devices. Cyclones are popular because of their low capital and operating cost. Cyclone selection procedure for different applications depends on the amount of information available on the cyclone feed slurry characteristics. Closed circuit grinding applications will be discussed in detail in this paper. The Cut Size:The size of the material in the feed which reports 50% to each product stream (i.e. underflow and overflow), after correcting for the feed solids by-passing with the underflow liquid, is termed the cut size or ""d50c"". This is often used as the criterion and the basis for cyclone design.When the corrected recovery to underflow of each mesh size in the feed is plotted against the geometric mean size in microns on a log scale, the micron size corresponding to 50% recovery is the d50c size."

Abandoned underground coal mine areas must either be sealed or ventilated to comply with federal mine regulations. Ventilation of these abandoned areas is often impractical due to roof falls and inadequate primary mine ventilation. If the area is sealed, a very complex ventilation system is set up. In which the gob "breathes" in and out due to barometric pressure fluctuations. The Gob Assistant is a computer program (for use on IBM compatible personal computers) which allows the prediction of air flows into and out of a sealed mine area. Gas flows with applicable control techniques are also modeled. This information is presented to the user who will decide which control technique, or combination of techniques will ultimately be applied. The Gob Assistant is an intelligent gob simulator that can reduce the guesswork involved in predicting the effects of sealing and control techniques before they are applied. This paper provides the fundamental principles upon which the Gob Assistant is based, verification of these principles, and an explanation of how these principles were integrated into the Gob Assistant.

Primary lead production using the lead blast furnace in conventional practice is carried out using sinter feed. At YMG, China, the sinter plant has been replaced with a lead ISASMELT furnace. The ISASMELT furnace produces lead bullion plus a high-lead slag, which is cast into lumps to provide a suitable feed for the blast furnace. In the present study the relative microstructures and reduction characteristics of industrial lead sinters and synthetic ISASMELT slag in CO/CO2 gas mixtures have been measured and compared. The microstructure and property changes, and the mechanisms of reduction in each case are examined and discussed. The results of the study are used to explain the successful implementation of cast slag feed in commercial ISASMELT- lead blast furnace practice. This paper, which describes mining methods and practices at the Piokee mining unit and the Piokee expertmental mining project of The Eagle-Picher Co. in northeast Oklahoma, is one of a series being prepared by the Federal Bureau of Mines on mining methods, practices, and costs in various mining districts of the United States. The Piokee unit, comprising the Piokee, Rowe, Lucky Syndicate, and parts of the Netta White and Otis White leases, is in the SW1/4, W1/2NW1/4SE1/4, and W1/2SW1/4SE1/4 sec. 17, T. 29 N., R. 23 E., Ottawa County, Okla. (figs. 1 and 2), The 200-acre tract is adjacent to the town of Picher and near the heart of the Picher field of the Tri-State zinc-lead mining district.

It is common practice in the mineral processing industry to use hydrocyclones for particle classification. However, classification in the UG2 platinum circuits using the hydrocyclone poses major challenges due to the differences in density between silica and chromite, the two major components of this ore. Silica, the PGM carrying component, has an average density of 2.7 and the barren chromite component has an average density of 4.5. When conventional and flat bottom cyclones are used there is a misplacement of particles due to differences in density leading to inefficiencies in the classification by size. As a result of the density effect, coarse silica reports to the overflow, resulting in loss of recovery, and fine chromite reports to the underflow, resulting in loss of milling capacity and unnecessary production of fine chromite. A classifier based on a different concept was required in the classification of UG2 platinum ore. The three-product cyclone, which is a hydrocyclone with two concentric vortex finders to produce three distinct products, has been tested in the UG2 ore application and indications are that misplacement of particles due to differences in the component densities can be minimized through the use of this unit. Industrial and pilot plant trials were conducted and indications are that the three-product cyclone can be installed to selectively produce a middlings stream that can be screened using Pansep screens to provide a screen oversize, which is predominantly coarse silica that can be preferentially reground to recover the PGM values contained in the coarse silica.

The area around Big Bell was actively explored and sporadically mined for gold from 1904 onwards. The lease was named Big Bell in 1913. The property became established as a major mining centre with the development of the Big Bell underground mine in 1936. Mining operations commenced in late 1937 and ceased in January 1955, after milling 5.56 million tonnes of ore and producing nearly 21 tonnes of gold. In 1969 Australian Consolidated Minerals Ltd (A.C.M.) acquired the deposit then explored it alone and in joint venture until the current joint venture agreement with a subsidiary of Placer Pacific Limited (PPL) was negotiated in 1984. Following exploration and evaluation of near surface mineralisation, and a reassessment of the remnant pillars underground, the concept of a large open pit in conjunction with an underground mine evolved. The feasibility study was completed in October 1987, and the decision to go ahead was formally announced on 2nd December 1987. Placer Dome Technical Services Ltd were contracted to be the Project Managers, commencing construction on site early in January 1988 and handing the plant over to the operators 13 months later. The capital cost of the project at handover was estimated to be $133 million. The operating team commenced pre-production stripping of the open pit on 1st May 1988. By 31st January 1989 almost 16.0 million tonnes had been stripped and 350,000 tonnes of ore stockpiled.

Introduction An integrated oil company has two options in approaching strategic planning. It has to decide whether it is in business for the long-term. I state this in all seriousness. Those who help manage public companies have the responsibility of good stewardship of other people's money. We must decide whether continued investment in our basic business will generate a reasonable rate of return. With a world surplus of petroleum production capacity, and continuing downward pressure on prices, this question should be addressed by all oil companies. And a positive answer is not necessarily a foregone conclusion in all cases. The decision should be made based on proven competence in finding and developing petroleum reserves on a cost-competitive basis with other producers, and on a frank analysis of future prospects. This should include a realistic assessment of the projected rate of return on specific investment projects. If a company did not pass these tests, its strategy could take one of four paths. Diversification First, it could diversify. But recent history suggests that oil companies are not good at managing other businesses. Second, it could seek a buyer for its business at the optimum return for its owners. Third, it could sell its assets on a piecemeal basis. And, fourth, it could adopt a longer-range plan of self-liquidation by living off current recoverable reserves. In other words, by not investing in exploration and development, it could maximize short-term profit and pass the money back to shareholders in the form of dividends. The Conoco component of DuPont has a below-average cost of finding petroleum, a good track record of efficient production, and a full plate of projects that pass the test of return-on-investment. In short, Conoco is in business for the long-term. That fact, in itself, determines at least one key element in strategy. This is to extend the life of the petroleum reserve base while at the same time maintaining maximum efficient rates of production to provide a strong cash flow. A company that is able to maintain a strong reserve base will ultimately see the value of those reserves escalate as world oil supplies tighten. Our planners expect this tightening to occur within the next decade as demand grows and production in non-OPEC areas of the world begins to decline. An exploration program tailored to meet the requirements of reserve replacement and current production should have two basic parts. Since early 1970?s skirt suction foundations (skirted foundation / bucket foundation) have been used as support for large fixed substructures or anchors for floating structures in offshore hydrocarbon development projects. In recent years skirt suction foundations are recognized as one of the solutions in foundations applicable to bridge substructures installed in waters, because skirt foundations have a wide variety of functions such as control of settlement during service life, less impact to environments during operation at installation site. This paper introduces general features of skirt suction foundations, and then discusses design practice of them for the application to bridge substructures, with reference to experiments in both laboratory and field.

The U.S. coal industry has long utilized the pillar-extraction mining technique as a method for maximizing coal recovery. Like longwall mining, it causes large-scale movements that progressively propagate from mine-level to the ground surface and may affect the groundwater regime, surface drainage and surface structures. The U.S. Department of Energy, in an effort to foster in- creased use of total extraction mining techniques, has recognized the need for a better understanding of these movements that will lead to a greater compatibility between coal mining and present and future land use. As part of that goal, GAI Consultants, Inc. is currently in- stalling instrumentation to monitor the ground movements associated with pillar extraction mining at Kitt Energy Corporation's No. 1 mine in northern West Virginia.

On the southern flank ofLihir Island, a group of three volcanic cones were discovered at water depths from 1000 - 1500 m. The volcanoes are located in a narrow zone of recent seismic activity and elevated heat flow (up to 100 mW/m2). The recovered rocks consist of fresh alkali-olivine basalts, clinopyroxene-rich basalts, and porphyritic phlogopite basalts. One of the volcanoes has a recently erupted ejecta blanket (recovery of warm ash!), containing a suite of abundant mafic to ultramafic xenoliths. These xenoliths appear to represent a unique cross-section of subduction-modified mantle material sampled by volatile-rich primary fore-arc magma during its ascent to the seafloor. The most spectacular finding was the discovery of an active hydrothermal system with associated vent fauna and mineralization at Edison Seamount, and the recovery of unusually gold-rich (up to 43 ppm Au) hydrothermal precipitates in 1050 m water depth at the top of Conical Seamount, only 25 km south of the world-class epithermal Ladolam gold deposit on Lihir. The discovery of submarine hydrothermal vents associated with highly alkaline, quartz-undersaturated fore-arc volcanics represents a significant departure from similar hydrothermal systems on the mid-ocean ridges and in back-arc basins. The high gold grades in hydrothermal precipitates at Conical Seamount may indicate the first documented example of a shallow-marine epithermal system analogous to those known on land, and has important implications' for the gold potential of submarine arc environments.

The design of foundations to support overhead signs is primarily based on providing adequate resistance against horizontal wind loads. The typically used subgrade reaction model for the load-deflection analysis of laterally loaded piles and shafts has been found to underpredict the capacity of shafts with length to diameter ratios less than five. The general applicability of an improved model incorporating the influence of shear and moment resistance at the shaft base is demonstrated. The detrimental effect of ground surface slope angle on the ultimate capacity is discussed, and a design chart for estimating the magnitude of the reduction in capacity is presented. A comparison between the predicted and measured responses of nine full-scale load tests performed within this study and sixteen external tests is presented. The models described are implemented in the computer program "LTBASE".

"INTRODUCTIONThe renaissance in gold and silver recovery technology has continued to unfold and it is appropriate to review some of the useful new technologies as well as try to identify some of the industry's future needs and frontiers.The remarkable strengthening in the US dollar has resulted in a relatively low gold price in US Dollars of around $310/oz at the time of writing and silver at $6.25/oz. This general softening in the dollar prices and the recent confusion as to environmental compatibility of cyanidation tailings and effluents, has led to a slowdown in announcements of new operations. Another reason for the slackening off in the USA is that in the past few years a large part of the capital has come from oi I and gas companies that now seem to be losing interest in mineral ventures, and foreign investors for whom the dollar is becoming out of reach. In the author's opinion this represents an unprecedented window of opportunity.Elsewhere in the world where local currencies have weakened, the price of gold is at or close to its all time high.For example, in South African Rands, the gold price was R571.00/oz when the rand was US$1.47 and the gold price reached US$800. Now at US $309/oz and with the Rand at US$0.51 = Rl .00, the local gold price is R600. The price of si Iver in Mexican pesos is not much less than it was when silver reached US$50/oz. Gold, and silver prices in local currencies outside North America are still buovant and at levels where additional investment in new projects is more encouraging.Even in Canada where the dollar is worth about US$0. 75, this provides a smaller but significant cushion compared with US operations. Considering the present strength of the US dollar and even the Canadian dollar relative to many other gold producing countries, there should be significant investment opportunities at today's prices. Mining companies have started to descend on Brazil, for example, where in a matter of just a few years annual gold production has increased from 10 to 70 tons. In South Africa, a Canadian company backed by Swiss financing has been able to take over a Witwatersrand gold mining operation and is installing a huge new tailin9s retreatment plant to process about 1 million tons per month of tailings."

Conditions necessary to obtain optimum yield of useful products when coal is rapidly heated to extreme temperatures by laser irradiation were determined by the Bureau of Mines. Product distribution and yield were investigated as functions of several variables. Low-rank coals with high-volatile matter gave highest total gas yields. Medium-rank coals gave the highest yields of H2 and CA and low-rank coals gave highest yields of CO and C02. Macerals gave gases of approximately the same composition, but the total gas yield increased in the order fusinite, micrinite, vitrinite, and exinite. Total gas and C2H2 yields varied inversely with particle size. The addition of nominally inert gases such as Ar, He, N2 increased yields of H2, C2H2, and total gas. Metals such as nickel and platinum had little influence on the rate of coal decomposition. Total gas yield increased with total energy of irradiation, and the ratio of C2H2-CH4 increased with concentration of energy. A study was also made of the irradiation temperature, and a material balance was calculated.

The Bureau of Mines investigated the complete ternary system K2 HfF6¬K2ZrF6-l.25 weight-percent HF at 40° C. In addition, solubility curves have been established at 25°, 30°, 500, 60°, and 70° C. These solubility data implemented a study of hafnium enrichment in feed solutions for liquid-liquid extraction processes.. Selected K2HfF6-K2 ZrF6-1.25 weight-percent HF mixtures were equilibrated in a constant temperature bath. Compositions of the equilibrated solutions and wet residues were established from combined hafnium and zirconium oxide and total fluorine analyses. All solubility curves were essentially parallel on triangular coordinates. At 40° C, the solid phase of the K2HfF6-K2ZrF6-1.25 percent HF system is a series of solid solution hydrates with K2HfF6-H20 and K2ZrF6.3H2O segments existing at the respective extremes. Since this system contains K2HfF6-H20 and K2ZrF6.3H20 segments, it is not ideal for simple separation of high-purity K2HfF6 from K2HfF6-K2ZrF6 mixtures by recrystallization. However, it would be useful for producing hafnium-enriched feed solutions from zircon concentrates for liquid-liquid extraction of hafnium from zirconium.

A series of experiments were conducted to obtain site specific constants for the vibration produced by a single charge and by more charges detonating in sequence, using short delay intervals. All charges were placed in relatively long boreholes in granite without a free face other than the ground surface. The boreholes were filled with water to provide good coupling with the rock and to provide identical confinement for all the blasts. Vibrations were recorded close to each blast in the vertical direction by uniaxial high frequency geophones and far field using a triaxial geophone.
