This paper is concerned with mineral policy in Ireland and how it might be improved to encourage more exploration and investment in mining in the country. The approach is to first outline the main desirable characteristics of a comprehensive national mineral policy document. This aspirational document is then used to assess the current regulatory, legislative and fiscal frameworks for mining in Ireland. The analysis also contains a brief account of the history, structure and characteristics of the mining industry in Ireland. The main focus of the paper is to identify those aspects of the existing framework that erode Ireland’s attractiveness to mineral investment and to suggest policy improvements.

The goal of the project reported in this paper was to make recommendations for changes in roof bolting procedures and bolter design that would reduce roof bolter accident rates. To that end the project identified the major hazards associated with each task a roof bolter operator per-forms, normalized task accident frequencies. by the time spent on each task, reviewed equipment design features and operating procedures related to the identified hazards and developed recommendations for equipment and procedural changes that would reduce, if not eliminate, the hazards. The research steps completed during the project were: a. A review of related literature and re-search including roof bolting time studies b. The collection and analysis of 1975 accident data pertaining to roof bolter activities c. The normalization of the accident frequency data on the basis of time/task data d. The use of geographic information systems (GIS) as a tool to analyze and display data is gathering momentum in the mining industry. Of particular interest is the capability of GIS to link spatial features and tabular data. The application of GIS in underground mining discussed here concentrates on four technical areas. They are land ownership and mineral claims, exploration management, production and mine safety.

The title of “the world’s biggest volume-produced hydraulic breaker,” that was held for more than a decade by the Atlas HB 7,000, changed hands with the launch of Atlas Copco’s HB 10,000 at bauma 2007. A service weight of 10 t (11 st) and up to 50 percent higher productivity represent major steps toward a new market segment: the use of hydraulic breakers as cost-efficient production machines for primary breaking and as a true alternative to drilling and blasting. The HB 10,000 has all the technical features developed by Atlas Copco for its hydraulic breakers and includes: StartSelect — the breaker’s start-up and shut-down behavior can be adapted to the conditions. AutoControl that ensures an optimized balance of impact energy and impact frequency to maximize percussive performance. Auto-Control also reduces blank firing force and controls energy recovery. PowerAdapt — if oil pressure is too high, the breaker shuts down automatically. This prevents downtime and is particularly useful when breakers are used on different carriers. DustProtector II — a combination of multiple strippers prevents abrasive rock dust and foreign bodies from penetrating the lower breaker section. Conti- Lube II — the automatic lubrication unit guarantees optimal lubrication of the breaker at all times.

Sustainable development is at odds with reality in the minerals industry. Increasing world population and aspirations are leading to increased energy and mineral consumption. Non-renewable fossil fuels are being exploited at a much faster rate than they are being discovered. Mineral reserves are diminishing and of lower grade. Despite recycling, many of the economic reserves of the rarer metals on which technological society has come to depend are being depleted, and many of the bulk metals are being exploited at ever increasing rates. And yet, mining continues, with a long-term downtrend in commodity prices, matched by more efficient mining and processing. Will society turn to a low carbon economy before fossil fuels are depleted? Will prices come to better reflect the full cost of mineral production? Will technology save us, or is it at the root of the problem? The key drivers continue to be an ever increasing aspirational population and the law of supply and demand, rather than sustainability considerations. The paper illustrates this with examples of worldwide and Australian data.

The Hatch Mott MacDonald/Bechtel Joint Venture team is designer and construction manager for the 5.25-mile Tunnel Segment of the overall 16-mile Silicon ValleyRapid Transit Project, which extends the existing Bay Area Rapid Transit (BART) system southward from Fremont to San Jose. The Tunnel Segment includes twin boredtunnels, mined cross passages, and three deep station excavations situated in highlyvariable ground, high ground water table, and a dense urban setting with high-risebuildings adjacent to the largest excavation. This paper will discuss design challengesthat have arisen with the excavations and the proposed solutions.

Underground or In-situ Coal Gasification (UCG or UICG), though not a new concept, is now attracting considerable global attention as a viable process to provide a "clean" and economic fuel from coal. Applying improved UICG technology to gasify deep, thin, and low-grade coal seams could vastly increase the amount of exploitable reserves. However, it is imperative that further development of this technology is based on integrating UCG practices and potential environmental impacts with accepted sustainability frameworks and processes. This paper evaluates the potential of UCG to conform to frameworks such as MMSD (Mining, Minerals and Sustainable Development), Natural Step and Green Engineering, in order to define its "sustainable" potential. The paper also discusses the potential contributions of UCG to sustainability during its design, operation, closure, and post-closure phases.

To mitigate and control the combined sewer over-flows from 17 outfalls in Detroit, MI, three outfalls in Dearborn Heights, MI and eight outfalls in Redford Township MI, the Detroit Water and Sewerage Department (DWSD) completed the preliminary design of a storage tunnel in 2005. In 2006, a final design revised the alignments and the inside diameter (ID) of the tunnel. The revised tunnel system includes an 11.28-km (7-mile) 9.14-m (30-ft) ID tunnel, a 24.4-m (80-ft) ID pump station, two work shafts about 15.2-m (50-ft) ID each and 14 drop shafts with various IDs. A small portion of combined sanitary and storm sewers serve the majority of the Rouge Valley water-shed. This includes Detroit, MI and most of the western suburbs. The Northwest Interceptor (NWI), that extends between Eight Mile Road and Ford Road and roughly parallel to the Rouge River, intercepts sanitary sewage and some wet weather flows from trunk sewers in the tributary areas for transport to the wastewater treatment plant (WWTP) for treatment. During extreme storm events, when the capacity of the NWI is exceeded, the excess combined sewer and overflow (CSO) over-flows into the Rouge River through 17 outfalls to local rivers. The purpose of the Upper Rouge Tunnel system (URT) is to capture and significantly reduce the uncontrolled CSO from these 17 outfalls in Detroit, three outfalls in Dearborn Heights and eight outfalls in Redford Township. This paper describes highlights of the Placer Dome MiniMole project - the development and testing of a robotic machine for mining narrow ore veins. A prototype hydraulically controlled robotic machine was built and tested. The machine provided a platform for testing numerous cutters in the field. Other cutters, e.g. undercutting devices, were tested in the lab. Extensive analyses were done on specific energies and cutter penetration. Three sets of quarry trials were done, then the machine was tested in an underground mine. Rock UCS values varied from 180 MPa to 230 MPa. The paper includes lessons learned and recommendations based on the project findings.

In underground mines worldwide, a large number of short and small diameter slot holes need to be excavated. Herrenknecht has developed and built a new boxholeboring machine based on the well-proven Microtunnellingpipe jacking technology. The innovative Boxhole Boring Machine significantly increases work safety and requires only minimal drift dimensions. The high and consistent production rates that can be achieved result in enormous time savings compared to conventional drill and blast excavations. GENERAL ASPECTS In gold, copper and ore mines ventilation shafts are required to prepare block caving operations, to discharge ore onto the transportation level and to provide evacuation shafts. A high level of occupational safety and efficiency is the main objective when drilling vertical or inclined shafts. The faster and more safely shafts can be constructed, the earlier the actual production in the mine can start or be continued. Mechanized or conventional methods (drill&blast) that have been used to date only partially meet the required safety standards and fail to provide the requested production rates.

The Turin metro alluvium soil is mainly made of large boulders, cobbles and gravel , few sand and almost no fines. This grain size curve is out of the range of application for EPB and Slurry TBMs. In order to bore 5 of the total 7,5 kms of Line 1 tunnel, two specially designed Lovat EPB TBMs were utilised in combination with a systematic non structural pre-grouting of a small volume rectangular slab just above the tunnel section. The same pre-grouting was not however applicable for lack of access on surface in some sections of the remaining 2,5 km of tunnel that had to be bored below important buildings/structures, with under ground water pressure up to 1,5 bar, with curves radius of 180 m only. For these more critical sections it was necessary to study and implement a new technical solution and improve the capacity of the TBM to work efficiently in EPB mode even in this unsuitable ground and overall conditions. After months of studies the selected and adopted solution has been to inject inside the cutterhead chamber, in addition to the almost standard foams & polymers additive mixes, a suspension of limestone powders. This with the scope of compensating the lack of fines of the natural ground with rock powders.

Researchers from the National Institute for Occupational Safety and Health (NIOSH) are developing a coal pillar rib rating (CPRR) technique to measure the integrity of coal ribs. The CPRR characterizes the rib composition and evaluates its impact on the inherent stability of the coal ribs. The CPRR utilizes four parameters: rib homogeneity, bedding condition, face cleat orientation with respect to entry direction, and rib height. All these parameters are measurable in the field. A rib data collecting procedure and a simple sheet to calculate the CPRR were developed.

The St. Peter Sandstone is typically a well-sorted, friable, ultra-pure, fine- to medium-grained, quartzose sandstone with silica content higher than 99 weight percent in places. The sand grains are well-rounded, highly spherical and characteristically frosted. Their size typically varies from 2 millimeters diameter (No. 10 U.S. Standard Sieve Series size) to less than 0.08 millimeters diameter (No. 200 U.S. Standard Sieve Series size). A freshly exposed surface of the formation is commonly white with shades of pink and green. Weathered surfaces are a dirty gray or brown and are case-hardened at many localities. Bedding is characteristically indistinct, and the formation usually appears massive throughout. The rock is cross-bedded and ripple-marked locally. The formation is generally porous, permeable and rarely fossiliferous in Missouri. The St. Peter is continuously present in the subsurface in the northern half of the state and along the southeastern edge of the state. The St. Peter crops out in a narrow band that starts in western Montgomery County and runs southeastward, along the Missouri River, to just west of St. Louis and continues south, just west of the Mississippi River, through Scott County. The outcrop belt varies from less than one mile wide to over ten miles wide, and it is over 150 miles in length. The formation dips into the subsurface radially away from the outcrop band. A notable isolated outcrop occurs in Lincoln County to the north of the main outcrop band. The St. Peter is discontinuously present in the subsurface along a band in the west-central portion of the state. It is not present at the surface or in subsurface in the remainder of the state. The formation averages 80?100 feet thick. There is an estimated 3.8 trillion short tons of St. Peter in Missouri. Sieve analyses on drill cuttings indicate three subsurface locations in northeastern Missouri where the St. Peter is greater than 10 percent by weight of sand falling in the 20?40 U.S. Standard Sieve Series size range. The St. Peter was first produced in Missouri in the 1870s for the manufacture of glass. Since that time it has been used as a paint additive, filler material, polishing compound, filtering media, and recently it is commonly used as a fracture proppant in oil and gas wells. The St. Peter is currently quarried and produced in Missouri from four sites located in St. Louis, Jefferson and Perry counties. In the same area there are at least nine abandoned historic mine sites.

Due to the transport mechanics of the depositional environment, glacial soils display a very wide range of grain sizes and behavior. Several nonstandard drilling, sampling, and analytical techniques are therefore required to characterize the subsurface. The paper summarizes the geotechnical investigation for the design of a large project in glacial geology, which will include both large and small diameter pressure balance tunneling. The paper focuses on the challenges presented by the glacial environment and the techniques required to identify and characterize it for design and contract document preparation.

The three thousand foot long 66-inch diameter Folsom East Interceptor Section2B was completed accident free, on time and under budget with no measurable surface settlement. The tunnel passed through nested cobbles, highly abrasive sands and gravels, and abandoned mine workings with less than five-feet of cover at times. Preventing settlement was critical since the tunnel passed under a heavily traveled state highway. A pilot project to test microtunneling and pipejacking methods in the same ground conditions abandoned both drives before completing the planned drive lengths. This paper discusses performance of the conventional tunneling method selected to excavate the ground and the effectiveness of the ground modification techniques employed.

It seems that mining has been in the doldrums for awhile. Except for gold, metals prices remain depressed. And economic conditions in the United States and around the globe have put governments in a financial bind. This affects new building and infra-structure repairs, which, in turn, have a major impact the building materials industry. Add to that the severe environmental and regulatory restrictions placed on the mining industry in developing new mines and expanding existing ones. It’s enough to make a mining engineer/geologist/metallurgist go sell real estate. So why do those employed in the mining industry stay in the business and remain optimistic? Many of them will say that they have been through down cycles before and know that an upswing is in the offing. They also know that society will always need the commodities they produce. And they love the challenge. The challenge in mining’s case is producing commodities as cheaply as possible, in an environmentally sound manner and improving the quality of life in the communities where they work.

Combustion processes, comminution and materials handling can generate airborne particulates. Regulation of these particulates by the U.S. Environmental Protection Agency (U.S. EPA) is becoming progressively more stringent, and regulations will soon include ?nanoparticulates,? which are particles finer than 100 nanometers (0.1 mm). Nanoparticulates are believed to have significant negative health effects due to their high surface area and reactivity. Although it was argued that nanoparticulate concerns were only important for combustion, studies at Michigan Technological University have shown that materials handling and comminution release significant quantities of nanoparticles into the air. Laboratory studies have shown that the use of sodium metasilicate reduced airborne particles finer than 10 mm (PM10) by 86% and particles finer than 2.5 mm (PM2.5) by 80% for iron ore. Additional studies were conducted that revealed that nanoparticulate emissions were present in the types of operations conducted at pyrometallurgical facilities.

This paper evaluates the effect of longwall mining on a cluster of unconventional shale gas wells located in a district barrier pillar between a current longwall panel and the future panel north of the barrier pillar. A cluster of 19 unconventional shale gas wells have been drilled and 5 additional gas wells have been proposed in the barrier pillar. The closest gas well is 25.6 m (84 ft) to the current panel tailgate and 26.2 m (86 ft) to the tailgate of the future panel north of the barrier pillar. The rib-to-rib width of the barrier pillar is 57.9 m (190 ft). The distance between the two gas wells across the barrier pillar is 6.1 m (20 ft). The pillars in the current tailgate are on 22.9-m (75-ft) and 32.0-m (105-ft) centers, and the pillars in the tailgate of the panel north of the barrier will be on 22.9-m (75- ft) and 36.6-m (120-ft) centers. The two longwall panels adjacent to the barrier pillar are 475.5-m (1,560-ft) wide. The overburden depth at the shale gas well site is 321.6 m (1,055 ft). Over the past several decades, the use of cement-based grouts using ultra fine cement as a replacement for portland cement has begun to gain acceptance as an alternative to chemical solution grouts used in permeation grouting. The amount of information currently available on grouts made with ultrafine cement is limited. The authors used a previously developed field testing program to perform additional tests to evaluate the permeation performance of portland and ultrafine cement-based grouts. For the first time, the 2003 testing program included an attempt to determine the 28 day compressive strength of the sand permeated by the grout.

An exchange of coal mine specialists was made with the USSR under an "Agreement on Exchanges and Cooperation in Scientific, Technical, Cultural, and other Fields for 1972-73," which was signed by President Nixon and Chairman Breshnev on April 11, 1972.* This exchange, in the field of coal mine safety and scientific research in hazard control technologies, was one of 16 technical exchanges covered under the above agreement. A six-man USA delegation visited the Soviet Union from September 9 to September 21, 1973. The delegation visited four deep mines, three in the Donets Basin and one in the Moscow Basin, a State Safety Research Institute, a Mine Research Station and associated Research and Design Institute, two Research and Design mining equipment institutes, and a Trade Union-sponsored health sanitarium. In Moscow, the delegation received a briefing on the Soviet coal industry from First Deputy Minister Vladimir Fedanov. A similar briefing was given to us on the Donets coal basin by the Deputy Minister S. Saratikyanz of the Ukrainian Coal Ministry. Lengthy technical discussions were held with the mines staff and research personnel at the institutes we visited. In addition, we had detailed discussions with key staff members of two combinats "Donetskugol" and "Tulaugol." In all these meetings, principal topics were matters of safety related to hazards associated with face mechanization, coal transport, methane gas control measures, gas outbursts, coal and rock outbursts, fire fighting add control, explosion suppression and control measures and other related hazard factors. There was also much discussion on miner training, miner's attitudes toward safety and accident prevention practices, and preparation and enforcement of safety rules and regulations. The delegation was very warmly received and constant attention was given to our needs. Our numerous questions were answered with candor although quite often in not as much detail as we would have liked.
