In beneficiation of phosphate ores it is common to use screening to produce the coarse "pebble" concentrate, and flotation to process the -1+0.1 mm size fraction. The -0.1 mm desliming product is treated as tailings. A new partially hydrophobic flocculant, P(MAAA) latex was developed to enhance flotation recovery of fine apatite particles through selective flocculation.

California's Surface Mining and Reclamation Act (SMARA) was passed in 1975 to identify and protect mineral resources in areas of high land use conflict and ensure reclamation of mined lands. Under SMARA, aggregate resource availability is quantified and compared to forecasted demand in specific market regions. Fifteen regions studied thus far cover 51,800 km2 (20,000 sq miles) and contain 45 Gt (50 billion st) of high-quality aggregate resources that have been legally designated as "regionally significant," providing a measure of protection previously unavailable. SMARA reports and state testimony at local hearings have supplied objective information and helped reduce conflict in mine permitting decisions.

Returning the original soil material to the surface of smoothed mine spoils is n practical means of restoring agricultural productivity. Research has established that high-sodium spoils in North Dakota (a) must be covered with about 70 cm of soil material to achieve maximum production; (b) topsoil must be segregated and spread separately from subsoil; (c) potential production depends on the quality of the soil material returned; and (d) erosion and upward salt movement must be controlled for sustained production. Erosion is best controlled by reducing final grades as much as possible during the smoothing process followed by prompt establishment of vegetation. Almost half the nation's cool reserves are in the Northern Great Plains underlying several million hectares of agricultural land. Social pressures to return mined land to agriculture or other productive uses have resulted in recent enactment of state and federal legislation, which is intended to restore productivity to disturbed areas. All such legislation relating to the Northern Great Plains has stipulated that useable soil material be saved and returned to mined land after spoils are smoothed. This requirement immediately raises questions as to how much soil material is needed, what criteria are important in defining useable soil material, how is the soil material to be handled in the earth-moving operations involved, and how can replaced soil material be maintained and revegetation. Scientists at the USDA Northern Great Plains Research Center at Mandan, North Dakota have conducted research on the reclamation of disturbed lands since 1970. Initially this research was designed to identify and characterize those physical and chemical properties of spoils that are most restrictive to plant growth (1). Basically, they found that any properties of spoils that reduced the efficiency of storage and utilization of the limited precipitation received adversely affected plant growth. Thus, in the Northern Plains, revegetation of mined land was found to depend upon the management of factors affecting the availability of water to plants - the same as on unmined land. After the major problems in revegetation were identified, technologies were developed to circumvent the effects of the growth-limiting factors (2). Basically two approaches were identified by which plant growth-restricting properties of spoils could be corrected: (a) various amendments (gypsum, sulfur, Fertilizers, mulches, calcium chloride, etc.) could be applied to spoils to improve their ability to conserve precipitation and provide water for plant growth; or (b) undesirable spoils could be covered with suitable soil materials to reduce or alleviate adverse effects. The latter approach appeared to be more feasible in most instances And is the approach specified in current legislation. The remainder of this paper discusses research on the use of roil materials returned to spoils and summarizes the information obtained.

Adsorption of sodium dodecylsulfonate (SDS) and dodecylaminium hydrochloride (DAH) on Buller seam coal, New Zealand, have been studied. Both surfactants adsorb effectively on the coal below pH 8, and the adsorption isotherms established at pH 4 are essentially the same at lower concentrations. These findings suggest that the adsorption of these two ionic surfactants on coal is controlled by a hydrophobic bonding mechanism. However, the results of calorimetric studies suggest that coulombic attraction also plays a part in the adsorption mechanisms. It has also been found that both the SDS and DAH adsorbed in the first monolayer are not removed by lowering the surfactant concentrations in the bulk solution.

A unit for separating minerals into two prescribed size fractions, designated as a Lewis Hydrosizer, was developed at the North Carolina State University Minerals Research Laboratory. Ore samples with different mineral compositions, including coal, were separated effectively with the laboratory continuous unit. Commercial size units are in operation in North Carolina and Mexico, and under construction in Norway. Additional units are being build or are in the planning stage at several companies.

A survey of the copper mining industry in Western United States revealed that uranium is almost universally present in the solutions resulting from leaching the waste ore dumps to recover copper. The U308 content ranges from about 2 to 15 ppm and a potential production of up to 1,000 tons of U3O8 per year is indicated. A six-week pilot plant test at the Bingham Canyon mine of Kennecott Copper Corporation showed that the uranium is readily recoverable by ion exchange techniques. The design of the new types of countercurrent ion exchange columns and operation of the pilot plant are described.

Proceeds from industrial mineral mining in Nevada were approximately equal to those from metal mining during the barite boom in the late 1970s and early 1980s; however, since then the economic importance of industrial minerals has been overshadowed by gold mining (Fig. 1). The total value of industrial minerals mined in Nevada increased by about 60% during the 1980s, reaching an estimated $306 million in 1990 before falling slightly in 1991. The state's most important industrial mineral commodities, in order of estimated value, are aggregate, lithium carbonate, diatomite, lime, cement, gypsum, barite, clay, silica, and magnesia (Fig. 2). Industrial minerals produced on a smaller scale are colemanite, dimension stone, dolomite, perlite, salt, and zeolite. In 1991 industrial mineral commodities other than aggregate were produced at 39 operations in Nevada. Most of these operations are located near the two major metropolitan areas of the state, or along the major transportation routes (Fig. 3).

One of the world’s most successful mining shovel manufacturers believes its name is not very well known in North America, particularly in the United States. And there are plans under way to improve on that. Never mind that it is one of the largest mining shovel manufacturers in the world. Or that the mining division has 800 machines in operation worldwide, 100 of them in the United States. And the company currently holds 30% of market share worldwide and 10% in the United States. Forget about the fact that it has already sold more machines world-wide this year than it did during 1995. None of that is good enough. O&K Mining GmbH Dortmund is the mining division of Germany’s giant O&K Orenstein and Koppel. It is one of three divisions of O&K Orenstein and Koppel AG, a US$1.2-billion company. The other two divisions are construction equipment and escalators. The mining division, though, is one of the company’s most successful.

"Technical advances in longwall mining over the last several years have resulted in much larger and faster shearers that have the capability of mining at speeds over 100 ft./min. This has resulted in a substantial increase in the amount of dust that is generated at the shearer and during shield advances. Meanwhile, increased underground coal production has put a greater demand on longwall dust control systems as some operators have had difficulty maintaining consistent compliance with federal dust standards. To address this need, the National Institute for Occupational Safety and Health [NIOSH] is investigating the effectiveness of a water spray manifold mounted on the tailgate end of the shearer body. The sprays are oriented parallel to the tailgate ranging arm, and these sprays create a water curtain confining the dust plume near the face, preventing the dust from drifting into the walkway. This redirection of dust provides a clean air envelope for the tailgate shearer operator and jacksetters working near the tailgate drum. Three different tailgate spray manifold designs were tested and evaluated at the Office of Mine Safety and Health Research [OMSHR] Pittsburgh Longwall Test Facility. Manifolds were equipped with hollow cone or flat fan water spray nozzles and evaluated at three face air velocities (500, 700, and 900 fpm) and at water pressures of 100, 150, and 200 psi. Reductions in dust concentrations were observed at six face sampling locations for all the tailgate manifold systems at each of the tested spray pressures and face velocities. Based on results from the laboratory tests showing reductions in dust concentrations at sampling locations downwind of the shearer a spray manifold was fabricated and evaluated at an underground operation. INTRODUCTION In 2012, underground coal mining in the United States produced a total of 342 million short tons, with longwall mining accounting for over 53% of this production [EIA 2013]. The longwall mining industry continues to see remarkable and significant improvements in longwall mining equipment and mining practices. Average shift production during compliance dust sampling has increased from 3,500 tons per shift in 1994 to approximately 6,000 tons per shift in 2012. A dramatic decrease in working longwall faces from 80 to 49 has occurred over the same period [Fiscor 2013]. Factors specific to longwall mines that supported productivity improvement include: higher capacity shearers, improved shield hydraulics and control, higher horsepower for equipment, wider face conveyors, and larger faces. Today, the average face width has increased to 1,188 ft., with one longwall operation reporting a face width of 1,650 ft. compared to an average of 750 ft. in 1994 [Fiscor 2009, 2014]. Panel lengths in 2013 averaged 11,307 ft. compared to 7,000 ft. in 1994. Overall production from U.S. longwalls has increased by nearly four percent from 2007 to 2012 with over 182 million tons mined annually [EIA 2013]. Given the volume and rate of coal produced on longwall faces, the potential to generate large quantities of respirable coal mine dust also exists."

Average reduction efficiencies of at least 90 percent were seen at the three sampling locations closest to the shearer for all three manifold systems at nozzle spray pressures greater than 689 kPa (100 psi). Based on results from the laboratory tests showing reductions in dust concentrations at sampling locations downwind of the shearer, a spray manifold was fabricated and evaluated at an underground operation.

"An average of 1.2 fatalities occur per year in underground coal mines in the United States when a miner is struck or pinned by a remote-controlled continuous mining machine. Proximity detection technology provides a means to prevent these types of accidents by disabling all machine motion when a miner is in close proximity. Researchers at the National Institute for Occupational Safety and Health (NIOSH) have developed the intelligent Proximity Detection (iPD) system, which continuously tracks the position of miners near the machine and disables only those machine motions that could cause a pinning accident. This system, previously demonstrated using non-permissible proximity detection hardware, has now been shown to be effective when implemented using an MSHA-approved system as a platform. Performance tests have shown accuracy, repeatability, and stop zone identification to be comparable to or better than the system demonstrated with non-permissible hardware. INTRODUCTION Underground coal mining room-and-pillar operations typically use Continuous Mining Machines (CMMs), such as the one shown in Figure 1. When CMMs first became available, they were operated from an on-board operator’s compartment that protected operators from roof falls and other hazards but severely restricted visibility and subjected them to machine vibration and high levels of dust and noise. To solve these problems, remote controls were developed to operate CMMs. Now CMM operators are free to position themselves for best visibility of each mining task and are no longer subjected to the rough motion of the CMM during mining operations or the dust and noise generated by the machine. However, this technological advance removed operators from the protection afforded by the operator’s compartment and exposed them to the hazard of being struck or pinned by the CMM or other large moving machines."

Since Campbell Mine began processing ore, there has been a gravity gold recovery circuit. From 1947 to 1982, gravity gold was concentrated through the combination of jigs and mercury amalgamation. In 1982, jigs with concentrating table upgrading commenced and was utilized until the end of 1994. As of January of 1995 to the present, Knelson Concentrators in com­bination with concentrating tables have been employed to achieve a refinable product. An evaluation of the justification used for the last change is the focus of this paper.

Dredging and Flooding was completed on the Falconbridge Limited "New Tailings Area" in the period from 1996 through 1998, as part of their site closure measures. Part of the decision making process and closure planning was water quality prediction, including oxidation and diffusion modelling. The purpose of this modeling was to define the potential water quality that would result during and after dredging. A significant body of research on the geochemistry and oxidation kinetics of this site had been compiled. The results of the modeling provide practical insight on the potential water quality that may be expected. Water quality in the pond has steadily improved since flooding was completed with the exception of short term peaks during spring runoff. Aquatic vegetation is appearing through natural recovery and transplanting of local species, and colonies of minnows are now observed in the ponds.

Late in 1916 the Russian Czar, desperate for money and supplies with which to carry on his unhappy share In the first World War, sent emissaries to the United States to see if our great mining companies might be interested in trying to find mines and to bring them to production in the millions of acres of the Imperial Estates in Russia and Siberia. It looked like a long chance as no one knew whether or where there might be important ore bodies. Even if they found them it might be a hopeless task to equip them under wartime conditions But the American copper companies had plenty of money and they were used to taking risks. They made a supersecret agreement with the Czar's deputies to send an exploring expedition to Russia at once I never learned the names of the other companies but Anaconda was to man- age the venture. Horace Winchell, then the leading mine geologist In the United States, was to be in charge of operations. Charles Janin, an eminent placer and dredge expert, was to study chances for producing gold and platinum. Though at 33 years of age I was much younger than the others, I was chosen to hunt for copper and other valuable metals. Charles Boynton, a business man who had lived in Russia and had married an attractive Russian woman, was to join the party and carry on any necessary financial or diplomatic affairs. He had gone on ahead to arrange for our reception Finally a graduate student from Ann Arbor named Steinberg was to go along as Interpreter. We soon found out that if his Russian was no better than his English his interpretlng couldn't be trusted too much I knew nothing about the millions of square miles In Russia and Siberia, and even less about what mineral deposits might be found, but I was delighted at the prospect. "Since the year 2000, 59 miners have lost their lives to explosions occurring in underground coal mines in the US. More accurately, those explosions were methane ignitions that propagated through the mines due to coal dust involvement; despite current explosion prevention standards. There are 4 basic strategies employed to manage the risk of coal dust explosions in many other coal mining countries around the world: removal of the coal dust, wetting of the coal dust to prevent it from becoming airborne, mixing of the coal dust with stone dust to increase the total incombustible content, and explosion activated barriers which make the entire roadway inert. However, American standards only mandate the first 3 of these 4 methods. It is possible that US coal mine safety measures could benefit from the implementation of the 4th method, the use of explosion barriers. This paper will discuss differences/similarities in barrier regulations used in other countries, as well as some potential difficulties with adapting a stone dust bag barrier system to US underground coal mines. Also, details and feedback gathered from two operating mine site trial barrier installations will be shared.INTRODUCTION Since the year 2000, 59 miners have lost their lives to explosions occurring in underground coal mines in the United States (US); 29 miners were killed at the Upper Big Branch mine in 2010, 5 at the Darby Mine No. 1 in 2006, 12 at the Sago Mine also in 2006, and 13 at the Jim Walter No. 5 Mine in 2001.[14] To be more accurate, the explosions that killed those miners were methane ignitions that propagated through the mines due to coal dust involvement.[18, 19, 20, 21] These deaths occurred despite current explosion prevention strategies, standards, and regulatory oversight. This poses the question, can more be done in the US to prevent coal dust explosions and their widespread damage. In review of current practices and regulations from several large coal mining countries, a disparity in prevention strategies arose. The main difference between the US and other countries was that the US does not encourage, mandate, or regulate the use of explosion barrier systems as an additional coal dust explosion mitigation measure. This raised many questions. First and foremost was whether or not the US coal mining industry and its miners could benefit, in terms of safety and fatality prevention, from the implementation of the explosion barrier systems that are used in other countries. Furthermore, are there significant differences between the coal mines in countries where explosion barriers are used and US coal mines, which would preclude the system from being adapted and implemented in the US? Also, what are the similarities and differences in explosion barrier systems, use, and regulations between other countries that use them?"

In contrast to pyrometallurgy's six thousand year history in the production of metals, that of hydrometallurgy is of relatively recent origin. The earliest reference to it at all was in the 16th century, with the first applications to copper in the 17th and 18th. In the 19th century, increased demands for pure metal resulted in development of electrolytic refining, and early in this century electrowinning. The rapid growth in wpper production in the present century, paricularly in the United States and Chile, stimulated the development of new technology for leaching, and for the recovery of copper from leach solutions. Solvent extraction has become a major factor during the past quarter century by permitting novel leaching technology which produces dilute or complex solutions. In addition, solvents other than sulphuric acid, and chemical methods for precipitating copper metal are now of increasing interest. These are trends which should grow in importance in the future with the need to process lower grade and more complex materials. The evolution of copper hydrometallurgy is reviewed briefly and key factors in recent major developments are presented with details of specific operations and with trends for the future indicated. The relative importance of copper hydrometallurgy is compared to that of pyrometallurgy in the light of probable changes in ore supplies and character.

The Cuajone Concentrator of the Southern Peru Copper Corporation is located approximately 900 kilometers southeast of Lima, Peru, near the 500 year old town of Moquegua, in an area that has been occupied since antiquity. Since the plant was started in July, 1976, the throughput has steadily increased from 36,000 to 46,000 metric tons per day. The widely distributed molybdenite content of the ore body ranges from 0.02 to 0.04% MoS2. The molybdenite content of the copper concentrate has always been sufficient to justify operation of a byproduct molybdenite plant. During the first nine months of 1980, the average grade of the ore was 1.169% copper and 0.026% molybdenite.

"A longwall mining method is a productive mining method of coal extraction that involves the complete removal of large, rectangular panels of coal. Since this method causes deformations through the overlying strata to the ground surface, the surface- and ground-water regime above the longwall panels may be adversely affected and drained into the lower strata. The purpose of this study is to determine the effects of longwall mining subsidence on surface- and ground-water systems.This study is a site-specific hydrogeologic analysis conducted before, during, and after panel retreat at a site located over two selected longwall panels in the Pittsburgh coal seam in Greene County of Pennsylvania. Mine subsidence causes fractures in the overlying strata and enlarges bedding plane separations, increasing the effective porosity and storativity of the overlying strata. Generally, the water in deeper aquifers located in the lower fractured zone drains into the mine void due to the vertical fractures. Moreover, the water level does not recover after longwall mining (but may recover when the mine is flooded). The upper aquifers over the thick aquitard layers may maintain the water level or drop slightly during longwall mining and recover very quickly. The reason is that the underlying aquiclude layer has less change in porosity and permeability after longwall mining (Carver, 1994).A groundwater flow model-MODFLOW was used to predict the water table contours for the periods of pre- and post-mining conditions. The hydraulic gradients of post-subsidence became larger outside the panels and smaller inside the panels than that of the pre-subsidence. The groundwater hydraulic heads above the longwall panel dropped a maximum 50 ft in the study panels. The shallows monitoring wells that were less than 50 ft deep from the surface were deeply affected by longwall mining subsidence. For the intermediate wells that were more than 85 ft deep from the surface, where strata movement acted as a unit during longwall mining subsidence, there were little impacts of longwall mining on the intermediate wells in the study area. For the deep wells that were located below the Waynesburg sandstone, the water was drained to the underlying strata or even into the mine gob."

As environmental laws and regulations become more complex and the economic cost of non-compliance becomes greater, periodic assessment of environmental compliance, identification of potential liability and implementation of any necessary remedial action should be a standard part of the operational methods of any successful business. The title of this paper "Environmental Audits, A Shield, A Sword or A Trojan Horse?" is intended to draw attention to the fact that environmental audits can be used positively to shield a business operations from actual or potential environmental liability; can be used proactively as a 'sword" in both a marketing context ("do business with us because we conduct our business safely and professionally?) and as a mechanism for developing positive relationships with environmental regulators; and, used negatively, as a "Trojan horse", by developing information which those same environmental regulators (or the public) use in an enforcement context against your business or that of your clients. This paper will discuss the concept of environmental audits in general; the pros and cons of conducting the same; and the role of the attorney, as part of the "audit" team, to insure, to the greatest extent possible, that the audit process is productive from both a managerial and legal perspective.

I.INTRODUCTION The B E I R-III Report (NAS-1980) introduces large increases in the estimated health effects of radon as compared with previous work (NAS-1972). It is the purpose of this paper to point out some important failures of these new BEIR-III estimates, to offer a general critique of the procedures used in obtaining them, and to offer more rational estimates. In Sec. II we use the BEIR-III model to calculate the risk to non-smokers from environmental radon, and show that it predicts more than twice the total lung cancer rate actually experienced by nonsmokers. In Sec. III we review the histological evidence which shows that no more than about 10% of the lung cancers among non-smokers can be due to radiation. In Sec. IV, we discuss alternative causes of lung cancer, which further reduces the fraction that can be caused by radiation, and in Sec. V we summarize and conclude that the BEIR-III model over-estimates the lung cancer rate in nonsmokers due to environmental radon by at least a factor of 40. In Sec. VT we review the evidence on risk of radon exposure to smokers, and conclude that it is probably not more than four times the risk to non-smokers; this means that the BEIR-III model over-estimates the risk of low level radon exposure to smokers by at least a factor of 10. In Sec. VII, we consider the reasons for the large over-estimates in the BEIR-III. Report. II. BEIR-III LUNG CANCER RATES DUE TO ENVIRONMENTAL RADON AND COMPARISON WITH TOTAL LUNG CANCER RATES AMONG NON-SMOKERS The BEIR-III Report gives the following estimates of the lung cancer risk from low-level radon exposure in terms of working-level-months (WLM): age 35-49, risk = 10 x 10-6 /yr-WLM 50-64, 20 >65, 50 where ages refer to age at death. For latent periods between exposure and onset of these risks it gives age 0-14, latent period = 25 years 15-34, 15-20 years (we use 17 yr) >35, 10 years where ages refer to age at exposure. This is a clear and unambiguous model which is readily usable for deriving numerical estimates. We begin by using it to calculate lung cancer rates due to environmental radon. *This is an abridged version of a paper scheduled to appear shortly in Health Physics. The first step in this process is to estimate the environmental exposures; this was done in a recent paper (Cohen-1981) which concluded that these are about 0.22 WLM/year. In Table 1, this is used to calculate the BEIR-111 predictions for radoninduced lung cancer rates in the U.S. (Col. (5)), and by combining these with population statistics, it is shown (Col.(7)), that it predicts about 24,500 fatalities per year, almost one-third of all U.S. lung cancers. The comparison between the age-specific expected rates from Col. (5) of Table 1 and observed rates among non-smokers is shown in Table 2. The recent paper by Garfinkel (1980) presents the results of a 12 year follow-up on one million Americans in a study by the American Cancer Society. The paper by Hammond (1966) gave the results of the first four years of that study. The paper by Kahn (1966) is based on the so-called "Dorn Study" of 293,000 U.S. veterans of World War II who carry government health insurance. It represents 8 and 1/2 years of follow-up. A recent update on that study (Rogot-1980) does not give absolute lung cancer rates, but the age-standardized ratio between smokers and non-smokers has remained the same which indicates that there has probably not been an important change in the rates for either. The paper by Hammond and Horn (Ha-1958) was an early study by American Cancer Society. It is immediately evident from Table 2 that the BEIR-III estimates for lung cancer induced by environmental radon exceed the [total] lung cancer rates due to [all] causes among non-smokers by about a factor of two at every age. It is only fair to point out that this does not represent a direct discrepancy with the BEIR-III Report since the latter states that its estimates for non-smokers may be too high by a factor ranging from 1 to 6, favoring a factor intermediate between these. Comparisons can also be made with total lung cancer incidence for all ages. A paper by Hammond and Seidman (Hammond-1980) gives the rate for ages above 40 to be 177 x 10-6/year for men and 124 x 10-6/year for women, whereas the rate calculated in Table 1 from BEIR-III for ages above 40 is 309 x 10-6, a factor of two higher. For all ages, the rate among women was reported as 36 x 10-6/year (Hammond 1958) as compared with 114 x 10-6/year calculated from BEIR-III in Table 1, a discrepancy of well over a factor of two.
